<p>A DRDO employee, sacked on the grounds that he was a perpetual troublemaker after blowing the lid off alleged irregularities in the recruitment procedure, has sought protection from the Central Vigilance Commission ( CVC) claiming he was harassed for being a whistleblower.</p>
<p>The CVC had sought response from the defence ministry’s vigilance wing before taking any action on the complaint filed by Prakash Singh, an administrative officer, who has been at loggerheads with the DRDO for some time now.</p>
<p>Singh was forced to go on premature retirement last year for alleging that his boss A. K. Maini had indulged in malpractices in the recruitment process. He had forwarded the complaint to the CBI. The DRDO claimed that Singh was sacked because the allegation levelled by him was baseless and caused embarrassment to the organisation and defamation to his senior. It also said the officer had “ acquired a habit of complaining against his colleagues, superior officers and other agencies like DCDA.” The other charge against Singh was that “ he had been involved in creating problem to the organisation by the hostile attitude towards his colleagues and officers that shows, he has not been performing his duties with the requisite quality”. In its reply to the CVC, the defence ministry said that Singh has sought defence minister A. K Antony’s intervention for getting reinstated.</p>
<p>It also said that allegations made by Singh about a scam in the recruitment exercise were being investigated by a high level committee in DRDO on the direction of the defence ministry.</p>
<p>The defence ministry has instructed DRDO to submit its report within a month.</p>
<p>The officer had complained to the CBI against some officers occupying key positions in the defence scientific establishment claiming irregularities in recruitment. But his identity was disclosed after the CBI referred his complaint to the DRDO’s vigilance wing.</p>
<p>Singh had approached the CVC earlier this year seeking protection under Whistleblower Resolution. The CVC on March 18 sought response from the vigilance wing of the defence ministry which came up with the reply on April 25.</p>

				<content:encoded><![CDATA[<p>It is observed that DRDO is denying 99% RTI request under shadow of Schedule – II.  This RTI request will reveal the policy of DRDO in which DRDO official stated that they give reply of all RTI requests but not to give the requested information.</p>
<p>DRDO RTI cell is always lead by corrupt official, like Dr. Prahalada who held the position of appellate authority very long time. He is a corrupt person did a lot of corruption in DRDO and is still doing corruption sitting as Vice Chancellor of DIAT, DRDO.</p>
<p>One CIC decision exposed his corrupt practice that year of years he claimed the HRA from the government and simultaneously enjoyed the government accommodation. Although as per DRDO RTI reply that he refunded a few lakh but no administrative action was taken against him for his corrupt practice.</p>
<p>Dr. Arun Kumar is facing suspension and disciplinary action against him after intervention of Honorable Defence Minister, was also holding the position of appellate authority for long time in DRDO.</p>
<p>Present CPIO, DRDO Dr A K Tyagi also faced numerous enquiry and transfers due to his involvement in corruption.</p>

<p> Introduction:</p>
<p>The advances of science and technology have a profound impact on our lives in almost every sphere of activity, such as health, agriculture, communication, transportation, and defence. These advances have been driven by an ever-growing exciting discoveries, patented and parented by  science laboratories in the West, and by their transformation into technology and new products that have flooded world markets. . The world is today sharply divided by a technology boundary that separates the technologically advanced countries from the technologically backward ones. India shares almost 1500 Km geographical boundaries each with China and Pakistan. The three neighbors  show almost the same (poor) indicators of social development but they are struggling to achieve sustainable economic growth, self-reliance in technology development and in gaining an important global position. India, Pakistan and China have totally different political systems which play a vital role in their growth and development and in shaping their science and technology policies.</p>
<p>Science in India is on the move in a big way. The government has initiated multibillion dollar investments to kick start research, education, and innovation over the next five years. In early 2013, government announced an ambitious science, technology, and innovation funding protocol: in the next five years, double its investment in science and technology and, by 2020, drive India’s output of scientific publications to be among the top five nations globally. According to Prof. C. N. Rao chairman of the Science Advisory Council to the Prime Minister “The government is going to inject $5 billion into science and technology over the next five years,”. “This doubles the investment to-date from 1% to 2% of GDP.”  This increase in funding is aimed at creating jobs, educating technical leaders, and improving the quality of science in this country of 1.2 billion people.</p>
<p>India seeks to improve its global scientific reputation. The creation of new institutions and universities (funded by Govt. and private), opportunities for independent leadership training, and efforts to expand fundamental research base and cultivate a culture of technology transfer are just a few components to encourage young researchers to set up their own industry. In addition, international alliances, collaborations between India and other developed nations has helped  building strong scientific capacity within the subcontinent.</p>
<p>But despite these outreach and funding programs, there are still some challenges that need to be addressed for making India super power in 2020.</p>
<p>Quality of Science / Technology Education:</p>
<p>Recent infrastructure investment programmes have successfully produced new facilities and institutions all over India. However, there is insufficient talent within India to take up this task. Nonetheless, theoretical and experimental / analytical research in India is moving forward with areas such as nanotechnology, clean energy, and of course health at the forefront. Our space,and defence  (R&amp;D)  programme  is  slowly moving towards self reliance.</p>
<p><b>Expanding Facilities and Infrastructure:</b></p>
<p>The <b>Indian Institutes of Technology</b> (IITs) are among India’s most prestigious academic institutions. These autonomous institutes were established in the early 1960s, and the government has since expanded their number from the original five—Kharagpur, Bombay (Mumbai), Madras (Chennai), Kanpur, and Delhi—to a total of 16. This increase reflects the government’s new policies to give students from a wider range of social backgrounds the opportunity to study at India’s top-tier universities. However, the products of IIT preferred to join lucrative jobs  elsewhere and the potential trained  manpower failed to do justice with the country.</p>
<p>In recent years the nation has launched five new Indian institutes of science education and research, eight new IITs, 16 new central universities, 10 new national institutes of technology, six new research and development institutions in biotechnology, and five institutions in other branches including bio- materials and solar energy.</p>
<p><b>Tata Institute of Fundamental Research </b>(TIFR) in Mumbai, one of India’s oldest and premier basic research institutes has opened its new campus. The new 200-acre campus will be significantly larger than the Mumbai facility. A new International Centre for Theoretical Sciences in Bangalore—similar to, but broader in scope than the Isaac Newton Institute for Mathematical Sciences in Cambridge, which organizes international research programs in pure and applied mathematics has been established.  Although, “finding high-quality staff to teach and manage the new centers will be a challenge.” Since  1980  we encouraged  technical managers  and sales managers  than  high  quality researchers.  In fact a vacuum  has been  created and it is difficult to find committed skilled researchers.</p>
<p>In an effort to fill the abundance of new positions, the government has established programs to court Indians working abroad back to their home country.  Ministry of Science and Technology (MST) has taken steps  to attract highly skilled researchers working overseas.</p>
<p><b>Increasing Career Opportunities</b></p>
<p>With the increases in funding and rapidly expanding institutions, opportunities are becoming more readily available for scientists who want to work in India.</p>
<p>One challenge that is on the  minds of both Indian academics and government representatives is the ability to draw and retain talented post docs and other early-career scholars into India’s institutions. Some researchers are less than optimistic about finding a solution to attract post docs to India when higher remuneration packages are available in the West. Although this situation is not uncommon in India, certain national, international, “and institutional programs may be helping to alleviate this problem.</p>
<p>The Council of Scientific and Industrial Research (CSIR)-Nehru Science Postdoctoral Research Fellowship is one such program designed to engage younger scientists. This postdoc opportunity seeks to identify promising young researchers with innovative ideas and provide them with training to transition into independent research careers.</p>
<p><b>Growing Talent Early</b></p>
<p>The new funding may prove fruitful for innovation, but there is a need for greater access to education for Indians—approximately half of whom are under 25 years old. The government has responded to calls for greater educational opportunities for young people from a wider spectrum of society, and recently the DST launched the Innovation in Science Pursuit for Inspired Research (INSPIRE) program, with the aim of attracting students to science and expects to have funded one million young scholars by 2014.</p>
<p>This is just one program that seeks to build research capacity by giving students the opportunity to gain vital research-related skills. This is important in order to sustain global competitiveness among progressive nations like China. According to C. N. Rao, China, currently produces almost as many journal articles as the United States, and  will soon overtake the U.S.  China graduates some 20,000 Ph.D.s annually., “How can we compete with this?”</p>
<p>Policymakers want India to increase the number of top scientific publications. To achieve this we need more high-quality submissions, and to achieve that we need more good people. Unfortunately  most of the  scientific leaders  have never soiled their hands.</p>
<p>One of the challenges to finding “good people” is that many Indian students prefer to major in engineering rather than science, because of the promise and prestige of lucrative industrial career opportunities. But India’s leaders recognized the need to motivate more youngsters to pursue science careers and hone research skills by forming five Indian Institutes of Science Education and Research (IISERs) in 2007. Here, faculty members have the freedom to pursue interdisciplinary projects while engaging their undergraduates in research.</p>
<p>The Khorana Program is an international consortium also designed to enhance research capacity within India and across borders. Jointly supported by UW, DBT, and the Indo-U.S. Science and Technology Forum (IUSSTF), and launched in 2008, the program grants Indian and American students the opportunity to pursue research at universities in each other’s nations.</p>
<p><b>Developing Research Areas</b></p>
<p>The new funding policy will advance India’s prowess in a number of strategic industries, such as space, energy, and the life sciences as well as important research areas in physics, materials science, and atmospheric science. Planned missions to Mars and a neutrino observatory will receive financial support under the new framework.</p>
<p>But it is also the new policy’s acknowledgement of the role of innovation in targeted technological industries that is contributing to a renewed excitement among India’s scientists. Energy is one of those strategic sectors, and many of India’s scientific leaders are leveraging the government’s interest in it to enhance vital research programs. For example, as materials science plays a central role in developing innovative technologies for the growing energy market, scientists like Arindam Ghosh at IISc are advancing materials research in graphene for solar cells and nanoelectronics.</p>
<p>India’s scientists are also working with their counterparts in the United States on a major new Indo-U.S. initiative called the Solar Energy Research Institute for India and the United States (SERIIUS), funded through the U.S.-India Partnership to Advance Clean Energy and administered by IUSSTF. India needs every drop of power we can produce.</p>
<p>Affordable health care and medical devices not requiring external electrical sources of power for operation are high-priority projects being undertaken at the CeNSE at IISc. “India has the largest number of people with diabetes in the world, We want to use nanoelectronics to produce cheap wireless biosensors to monitor this disease in people living in rural India.”</p>
<p>The Institute of Stem Cell Biology and Regenerative Medicine (in Stem), and Centre for Cellular and Molecular Platforms (C-CAMP) on the NCBS campus are at the forefront of life sciences and translational medical research. “We offer an excellent environment for engaging in fundamental interdisciplinary research and also for early translation. We want to encourage our researchers to move ideas from discovery to innovation. To do so, NCSB has partnered with industry leaders to accelerate commercialization. Recent examples of successful projects include an inexpensive kit to test for HIV/AIDS; the licensing of this technology is being negotiated with global companies.</p>
<p>This emphasis on translational research and technology transfer is being amplified throughout the country. The Tata Innovation Fellowship, a highly competitive scheme instituted by the DBT, recognizes and rewards innovative and productive life science researchers. Its specific prominence is on interdisciplinary, translational research with a potential for technology commercialization.</p>
<p><b>Future Challenges </b></p>
<p>Both challenges and hope lie ahead for India. Other often neglected but important science-related issues to address include establishing university curricula to improve the ability of young students to communicate in English, especially technical writing; the introduction of coordinated proactive strategies by research institutes to improve the ‘visibility’ of their scientists; incentives and financial support for entrepreneurial scientists to set up companies to commercialize ideas; and changes in labor laws to enable universities to hire qualified scientists irrespective of nationality.</p>
<p>The general mood of scientists—both veterans and young returnees—in India is positive. “India needs to build many more ‘innovation ecosystems’ like NCBS where there is a lot of intellectual freedom and a drive to define the cutting edge at an international level.”</p>
<p>And as Indian Prime Minister Manmohan Singh recently said in an interview with <i>Science</i>, “One has to be optimistic. (….), unless one is optimistic, one is overwhelmed by the dimension of the development task that we have to accomplish.”</p>

<h3>India’s Science, Technology, Innovation Policy of 2013</h3>
<p>“<i>A strong and visible Science, Research and Innovation System for High Technology led path for India</i>” – “<b><span style="text-decoration: underline;">SRISHTI</span></b>” – is the main goal of India’s new Science, Technology and Innovation policy (2013). At the 2010 Indian Science Congress, Prime Minister Manmohan Singh declared 2010-20 as the “Decade of Innovations” and formed the National Innovation Council. The STI Policy 2013 is in furtherance of the declaration and aims to bring fresh perspectives to bear on innovation in the changing context.</p>
<p>The statement “India’s global competitiveness will be determined by the extent to which the STI enterprise contributes social good and/or economic wealth” reflects India’s concerns about achieving higher economic growth for all sector development. Energy and environment, food and nutrition, water and sanitation, habitat, affordable health care and skill building and unemployment are the major identified areas that need new structural mechanisms and models, while the promotion of scientific temper, enhancing skill for application of science among the youth, making careers in science, making research and innovation attractive are some of the other major elements identified for connecting science with the people and increasing the number of skilled manpower in the Science &amp; Technology (S&amp;T) sector. In the new STI policy equal weightage is given to establishing world class R&amp;D infrastructure, positioning India among the top five countries of the world and increasing private sector participation in R&amp;D. India is looking to increase its Gross Expenditure on Research and Development (GERD) to two per cent of the GDP in the coming years.</p>
<p>Promoting the establishment of large R&amp;D facilities in public-private partnership (PPP) mode, permitting the participation of multiple stakeholders in the R&amp;D system, treating R&amp;D in the private sector at par with public establishments are some of the other proposed points that are mentioned in the new policy to get more private investments in India’s S&amp;T programs.’ STI policy 2013, gives hope to achieve high in developing indigenous technology by increasing private sector involvement in its S&amp;T programmes.</p>
<h3>Pakistan: Science, Technology and Innovation Policy 2012</h3>
<p>“<i>To achieve the security, prosperity and social cohesion of Pakistan through equitable and sustainable socio-economic progress using science, technology and innovation as central pillars of development in all sectors of economic activity</i>” is the main vision of Pakistan’s Science, Technology and Innovation policy (2012). STI 2012 highlights four major areas – Socio-economic development, Human resource development, R&amp;D infrastructure and S&amp;T management – in which Pakistan wants to see more progress. Pakistan is looking forward to increase its R&amp;D expenditure; which will be one per cent of GDP by 2015 and two per cent by 2020. The prominent features of the current policy are the proposal for an effective mechanism of policy oversight, highlighting innovation as a driver of economic activity, paradigm shift from supply to demand side and an effort to align ST&amp;I policy with national policies in other economic sectors.’ 16 Thrust Areas are also identified for R&amp;D activities. In this new policy, focus is more on promoting R&amp;D activities, programmes for technology transfer and technology development.</p>
<h3>Science and Technology Programmes of China</h3>
<p>China’s science and technology is undergoing a great development. In all, the increasing development of China’s overall S&amp;T capacity narrows its gap with the world level in science. China keeps pace with developed countries in some key research areas, while it has already reached the world level or even ranked top in some emerging research areas. China’s output in science and technology increased fast; its innovation capacity has greatly strengthened, the role of science and technology in socio-economic development has greatly enhanced, and the public awareness of innovation and science greatly improved.</p>
<p>China has developed its long term S&amp;T programs in the form of “Science and Technology in China: A Roadmap to 2050”, which was published in a Strategic General report of the Chinese Academy of Sciences in 2010. China has identified eight basic and strategic systems for socio-economic development and twenty–two S&amp;T initiatives of strategic importance to China’s modernization.</p>
<p>In January 2006, China initiated a 15-year “Medium to Long term Plan (MLP) for the development of science and Technology”. The MLP calls for China to become an “innovation-oriented society” by the year 2020 and a World leader in science and technology by 2050. China’s science and technology programmes are more oriented towards developing “indigenous technology” and new “innovations”. In coming years China is planning to reduce imported technology and promote R&amp;D infrastructure and activities. Since long China is investing a great deal in science education, specifically higher education in science and technology, to develop world class scientists and make China self-reliant in technology development.</p>
<p>Since 1980, China is following very well developed science and technology programmes, plans and policies both for developmental and security requirements. China is running five major national programmes under the banner of National Programs for Science and Technology, which includes: <i>The National Program for Key Science and Technology Programs</i> (Key Technologies Research and Development Program &#8211; renamed in 2006 “zhicheng” or support), <i>National High Technology Research and Development Program</i> - (863 Programs), <i>National Key Basic Research Program</i> (973 Programs), <i>The Torch Program, The Spark Program</i>.</p>
<h3>An Overview of Economic Growth of India, Pakistan and China in recent years</h3>
<p>“The re-emergence of China and India as major forces in the world economy is one of the most important developments in the early 21st century.” “The growth rate of their gross domestic products from 2020 to 2025 is expected to be about the same—5.7 percent in China and 5.6 percent in India. China&#8217;s current overall GDP is about three times larger than India&#8217;s, and by 2025 the difference between their two GDPs is estimated to be $4.4 trillion annually.” The Gross Domestic Product (GDP) of Pakistan grew by 3.67 per cent in 2012. These different growth patterns of economic development also tell different growth stories of science and technology development in these three countries.</p>
<h2>Brief Analysis of Science and Technology Achievements of India, Pakistan and China</h2>
<p>In recent times, the IT Industry, Space and missile programmes and Research in basic science have emerged as major areas in which India is showing good progress at the domestic and international levels. But in spite of having a good number of science and technology institutes and organizations, policies and programmes, a good number of human resources and recent economic progress, India’s science and technology programmes are suffering due to a number of reasons, of which lack of coordination between organizations and improper implementation of policies are the two main reasons affecting India’s science and technology programmes.</p>
<p>Pakistan has developed a good number of science and technology institutes and universities for higher education and research. But its scientific programmes have always been influenced by other countries’ political and economic agendas. Between the 1950s and 1970s Pakistan received scientific and technical support from the USA while China emerged as a trusted ally in the 1960s. China has provided blueprints for its nuclear programme and the material required for developing nuclear weapons. “Pakistan has achieved a lot in nuclear science and acquired complete nuclear capability in 1983.” Post 9/11, Pakistan is getting more international funds including from the USA for different development programmes.</p>
<p>The Chinese government’s national science programmes and industrial policies aimed at high tech industries are a significant contributor to the technological successes enjoyed by Chinese firms. Among the factors propelling China‘s emergence as a techno-industrial power is its low-cost manufacturing capabilities, a huge market, an export promotion strategy, and the shrewd appropriation of the best technology from the international system.’ China’s science and technology programs are highly motivated towards economic Development and national Security. It is constantly increasing its strength in fulfilling security requirements and achieving sustainable high economic growth.</p>
<h2></h2>
<h2>Conclusions:</h2>
<p>India, Pakistan and China are three different countries with varying socio-cultural, economic and historical backgrounds. S&amp;T innovations and economic growth are two sides of the same coin and deeply interconnected with each other. Today we are living in a globally connected world. These connections and collaborations are purely for business and economic purposes, but in coming years we will see global cooperation in the field of science, technology and innovations as well. But we should not forget that such collaboration and cooperation are premised on political, strategic and economic interests. These new developments in the science and technology policies of India, Pakistan and China will change global perspectives in many ways the in coming years. In such a scenario it will be interesting to see how science and technology innovations and all such collaborations will shape relations between India, Pakistan and China.</p>

<p><strong>The Aeronautical Development Establishment (ADE), one of the agencies working on light combat aircraft — Tejas had struck an agreement with BAE Systems Overseas Inc for supply of 15 ship sets of integrated flight control systems line replacement units costing US$3,06,00,000, without the approval of competent authority, states the audit of the Office of the Director of Air Force Audit.</strong></p>
<p>BAE Systems Overseas Inc was to have delivered the units by March 2009. “Under the contract, ADE received 14 shipments. The consignment containing the 15th set consisting of actuators (total 15 numbers) valuing US$21,27,215 (Rs 10.63 crore) in one case weighing 206-kg was sent via shipper number 54151 dated December 17, 2008 by British Airways. However, the consignment was not received by ADE,” the report, completed in 2010 reveals.</p>
<p>Bringing this to the notice of Defence Minister A K Antony, Javed Abbas Technical Officer ‘B’, retired, in a letter said there are several other irregularities going on at ADE, a lab under Defence Research and Development Organisation (DRDO), regarding appointments, promotions and transfers.</p>
<p>The audit report, annexed in to the letter, further states: “as per documents provided by BAE Systems, USA, the consignment was received by British Airways and the aircraft left the John F Kennedy International Airport (New York) for Heathrow Airport, London on December 12, 2008 by flight number BA 114.”</p>
<p>While 40 per cent of the value of these products had already been paid to BAE, payment for balance, amounting to 60 per cent of value was effected in October 2009, well after the deadline for delivering of the units was passed, and, the consignment had not reached ADE.</p>
<p>The auditors point out that as per para 7.2 of Purchase Management procedure, 2006, stores costing Rs 2.5 crore might be insured against loss or damage in transit and that insurance cover will invariably be obtained from the insurance agency before dispatching the consignment by the supplier.</p>
<p>“However, the consignment was not insured by DRDO in contravention of the regulation. On reasons for non-insurance, the ADE stated that the clearing agent Air Consolidation Agent — Balmer &amp; Lawrie &amp; Co did not advise the establishment to do so,” the report adds. Observing that the excuse is not tenable, the audit said, onus of deciding on whether the consignment should be insured or not rests with ADE and not the clearing agent.</p>
<p>“Thus, by not insuring the consignment by ADE, as provided in the regulation, the State had to bear loss of Rs 10.63 crore,” the report concluded.</p>
<p>DRDO sources said the consignment, eventually never reached the organisation, and it was lost in transit!</p>

<p>As you already very well aware that DRDO is in neck deep nepotism and corruption and we all welcome your latest decisions like suspension of Dr. Arun Kumar, not giving nod for further extension to Dr. V. K. Sarswat, order for special audit to CGDA, etc.</p>
<p>Sir, your commitment for honesty and stride for eradication of corruption and nepotism specially in defence sector, we salute your honest efforts and we are trying to contribute some authentic information related to nepotism and corruptions prevailing in DRDO from time to time to strengthen your  mission.</p>
<p>In this series I would like to submit some documentary evidences of nepotism of Sh. R. C. Aggarwal, Director, DEAL, DRDO.</p>
<ol>
<li>Sh. R. C. Aggarwal after taking charge as Director, DEAL put all scientists/staff of his community in important positions. You can verify with Departmental Part orders.</li>
<li>He supported Sh. R K Agarwal for his false claim of work in “Project NARAD”, which was the only real-time successful project and was appreciated by user (IPKF).</li>
<li>Sh. R K Agarwal claimed the aforementioned for his promotion to outstanding scientist and it was published in DRDO’s News Letter September 2012 page No -14 (Copy enclosed)</li>
<li>Departmental Part Order for manpower for Project NARAD reference are DO Part-I No.232/AD dated 18/11/1988 and DO Part-I No.238/AD, No.239/AD dated 24/11/1988. There was clear cut mention in the order that Sh. R K Agarwal was not part and parcel of Project NARAD.</li>
<li>The appreciation letter No 35795/Aks/per date 20<sup>th</sup> April 1990 by Major A K Singh, 57 Mtn Div. Signal Regiment to Sh Surendra Pal, Dy. Director, Project NARAD clearly reveals the names of DEAL’s scientists who participated and contributed their best  in the real operation scenario. There is no name of Sh. R.K Agarwal in the appreciation letter.</li>
<li>The DRDO in their RTI reply No.DEAL/RTI/0003/2013 dated 08/04/2013 clearly mentioned that No such document/information is available, means there is nothing available which proves that Sh R K Agarwal was part and parcel of Project ‘NARAD’. It is clear evidence that Sh RC Aggarwal supported Sh R K Agarwal’s false claim for promotion to outstanding scientist because of the only reason of nepotism. (Copy enclosed)</li>
<li>Sh R.K.Agarwal already created an embarrassing situation for you due to his personal bias towards Schedule Cast when he deliberately cut the APAR numbers of a Technical Officer ‘C’. The victim has already represented this to Director, DEAL on 11<sup>th</sup> April 2013. But the best part is that DEAL management threatened and focused all their lethal weapons to fix him. And soon you will get this matter from SC/ST committee.</li>
</ol>
<p>Sir, this nepotism and corruption is in the peak and this is also a right time for you to select a dynamic personality who can first tackle this neck deep nepotism and corruption of DRDO.</p>
<p>Sir, you are giving answering regarding exodus of DRDO scientists to our honorable parliamentarian since last 7-8 years and quoting that the senior scientists E, F, G are not quitting. But you are not aware that by seeing this honoring of incompetent scientists due to nepotism the junior scientists imagine their future and quit for better future.</p>
<p>Second major point is the senior scientists who were/are super seeded by these incompetent scientists are suffering from, blood pressure, heart problems and depressions. Ask health report of senior scientists.</p>
<p>Sir, can we expect any miracle research from these bunch of halfhearted and blood pressure, heart problems and depressions patients? Not at all.</p>
<p>Sir, you can find some scientist ‘G’ age of 38/40/42 etc. but they achieved this due nepotism if it is not true than how many get international recognition of their research work.</p>
<p>Once again it is requested to see this personally in the interest of DRDO as well as in the interest of nation.</p>

<h3>The Indian Air Force has been clever over the years in a petty sort of way. Short-range or medium-range combat aircraft and so on are uniquely IAF nomenclature; no other Air Force has such categories. In the age of aerial tankers, describing warplanes by their radii of action is a distraction.</h3>
<p>Forty years ago the IAF invented another category of warplanes — “deep penetration and strike aircraft”, which permitted the purchase of Jaguar. The IAF sees this sort of thing as a harmless ruse to serve its interest.</p>
<p>The multiplicity of combat aircraft thus procured allows, the service belie­ves, in a crisis to at least have some squadrons in its fleet not subject to sanctions or the spares-and-servicing tourniquet, which supplier countries in greater or lesser measure always apply, depending on their foreign policy goals and national interests of the moment, and which tool of manipulation is now legitimated by the recent Arms Trade Treaty.</p>
<p>This policy of buying aircraft from diverse sources was first articulated in a 2006 note from Air Headquarters (AHQ) to the ministry of defence (MoD), which stated that the requirement for a sub-30-ton fully loaded combat aircraft was being deliberately proposed to escape the Russian stranglehold, and avoid going in for more Sukhoi-30 MKIs or the upgraded variant the “Super” Sukhois. Thus, Rafale passed the spurious test, clocking in at 27 tons. Of course, the IAF-invented range-dictated categories serve another purpose. They confuse generalist civil servants in the MoD and convincing clueless politicians that there are big gaps in combat aircraft numbers which need filling.</p>
<p><strong>In this game of “fool you, fool me”, where the IAF is being jerked around by supplier countries, the threat to national security stays unaddressed. IAF is principally to blame, of course. But the inability of the Aeronautical Dev­e­lo­p­ment Agency (ADA) and other Defence Res­earch and Development Organisation (DRDO) units tasked with aircraft and on-board systems designs, and the sheer incompetence of Hindustan Aeronautics Ltd (HAL) are equally responsible.</strong></p>
<p>So criminally negligent has HAL been that in all the years it assembled a variety of MiG-21s, MiG-27s, MiG-29s, and the Jaguar, and the power plants for each of these aircraft at its Koraput factory, it failed to maintain a dat­abase. In other words, for all the licence manufacturing it has done over the years, by failing to compile how every component in the aircraft and in the engines does what and how, it has learnt nothing.</p>
<p>Had HAL maintained a database of all the items it has put together, the country by now would have had the built-up capability to manufacture the Tejas Mk-I and Mk-II on the run. But this defence pu­blic sector unit has red­uced its­elf to an adjunct of supplier companies. That top HAL leadership has not been brought to acc­ount on this score and that the Indian taxpayer continues funding such profligacy only reflects the state of things.</p>
<p>DRDO, on its part, has prospered by creating illusion. Other than in certain areas, such as in writing sophisticated software and devising complex algorithms to drive military systems, DRDO projects are mostly scams. Behind every project that’s touted for realising “self-sufficiency” lies imported technology in some guise. In fact, it has been so grossly inept in not insisting on total transfer of technology from its partners that foreign defence firms happily strike deals in which Indian monies fund the development of state-of-the-art technology in other countries but get nothing out of it except finished high-cost products.</p>
<p>It is not the fault of the supplier firms that DRDO has proved so inattentive, gullible, and plain reckless with public monies. Take for example the advanced medium-range and long-range missile systems supposedly being collaboratively developed with Israel. Except in striking a contract for `15,000 crore, DRDO settled for only a work-share arra­ngement and that too to fabricate the low-value backend of these missile systems, with the Israeli company retaining the intell­ectual property rights on all the technology so developed.</p>
<p>A similar deal for a short-range missile system with Dassault Aviation has just been signed and another `30,000 crore is consequently going down the drain. Because in this business suckers are not given an even chance, the foreign companies can hardly be blamed for exploiting DRDO’s unwillingness to leverage India’s financial subsidy to obtain full proprietary and production rights for all technologies generated in such projects. So what is the department of defence finance doing other than sleeping on the job?</p>
<p>If DRDO brass were to be hauled up, it would be like pulling out a foundational stone that could bring the whole fraudulent public sector defence industrial edifice that, notwithstanding its claims, has produced no original technology after the Marut HF-24 in the 1970s, tumbling down. It is the reason why the Naresh Chandra Committee’s recommendation that the offices of scientific adviser to defence minister, head of DRDO, and secretary defence R&amp;D be separated, may never get implemented. <strong>There are too many vested interests in the armed services, DRDO, and DPSUs who have it good to want this situation to change.</strong></p>
<p>Coming back to Rafale, had Reliance Aerospace gone about it the right way it could have emulated Larsen &amp; Tubro (L&amp;T), which has indigenously developed the engineering, tooling, and manufacturing capability to locally produce everything from nuclear-powered and conventional submarines of any design to artillery systems. This proactive attitude to build up its all-round capability means it is in a position to benefit from “transfer of technology” portions of deals for high-value weapons platforms India has signed in the past two decades, and very quickly to absorb foreign technologies India pays for but which, owing to the complete inability and incompetence of defence public sector units, has to-date not capitalised on. We are talking cumulatively of waste now reaching the thousand billion dollar-level.</p>
<p>If the L&amp;T business model is too onerous, Reliance Aerospace, instead of turning itself into a mere cog in the Dassault Aviation machine by channelling payoffs to the right quarters in the ruling party to lubricate the Rafale deal, could have tried to buy off large chunks of the Rafale-maker, Dassault Aviation itself, as the Tatas have done by purchasing the South African company Denel’s entire 155mm/52 calibre Howitzer line. That might have been the second-best strategy to become a commercially viable defence production entity in double-quick time and do right by the country as well.</p>

Zero sum Game.Only history will tell whether DRDO has been zero or hero. Import of even obsolescent BMD would have cost us fortune which DRDO has been able to save. Calling Names.. If IAF has managed to get its magnificent flying machines from diverse sources instead of all from Russia without love-it has been smart move by them for which they need to be lauded? Jaguars &amp; Mirages have served us well as Canberra’s &amp; Hunters did? HAL &amp; ADA. The two are incomparable and class apart. While HAL has hardly picked up any worthwhile aviation technology during its half a century of assembling MiG’s &amp; missiles in its sprawling MiG complexes- ADA has developed fourth generation plus Tejas. Flight testing &amp; overcoming problems during development takes time but rewarding eventually. Successes as Scams? It is much easier to call a success a scam than calling a spade a spade. If DRDO has made use of some imported technology where is the problem? Most of the defence technologies are copied all over the world sans any qualms or copyright compulsions.155&#215;52 or Desi Bofors will be copy work of some technologies. Russian K-13A air to air missile was true copy of the the US Sidewinder-without being a scam. Missiles. The learned author can rest assured that no short, medium or long range missiles can take India for a ride in any missile deal till Dr VK Saraswat is around. A scientist who has successfully lead us to the ICBM regime must have seen some technology benefit in these collaborations.</p>

The so called DRDO Scientists are busy playing Golf in the DRDO Phase-II Township Golf Course, Bangalore. Unlike the soldiers, risking their lives in difficult terrains, a majority of these scientists enjoy their entire life (doing very little official work) in splendid townships, utilising CSD facilities, many festival holidays, discussing (obviously during office hours) and buying /investing in plots of land, flats etc. without concern to build good quality weapons at the shortest possible time. They do research(at tax payers expense) without any urgency to complete the tasks with an end result in mind. They should be made accountable for each and every pie of tax payers money. In case of not meeting the deadline, the scientists should be asked to reimburse back to the Govt. of India 50% of the salary drawn.</p>

Hyderabad: Not many are aware that Dr V.K. Saraswat, director general, Defence Research and Development Organisation and Scientific Advisor to the Defence Minister, is superannuating on May 31 because of a clause which says that the appointment is for a period of four years or till 64 years of age, that is, which ever happens earlier.</p>
<p>He is 64 years old. Dr Saraswat said that he had not applied for any extension and the decision lies with government. Honoured with a Padma Bhushan recently, Dr Saraswat, based in Hyderabad since 1972, says that he is overwhelmed with the support and recognition he received through these years.</p>
<p>Sources revealed that the search has already begun for short listing the probable candidates and the name would be finalised by a committee to be headed by the Cabinet Secretary. This committee is yet to be constituted and guesstimates suggest the figure to comprise of about 10-12 distinguished scientists.</p>
<p>Though his achievements and DRDO’s giant strides during his tenure are compared with that of former President and former DRDO DG, Dr A.P.J.Abdul Kalam, unlike Kalam’s ten-ure where there was a major thrust on missiles, the DRDO under Saraswat, took a jump in making India self-reliant by developing indigenous critical technologies of missiles and strategic systems, artificial intelligence etc, elevating India on par with advanced nations of the world on the technology front.</p>
