I have sent all these input to Bangalore based journalist Sh Sharan Poovanna, Senior Correspondent with the New Indian Express. He tried his best to get Dr K Tamilmani’s view but Dr K Tamilmani just walked away without giving any explanation.
Dr K Tamilmani is public servant he cannot escape from responsibility; he is bound to give answer about misusing the poor tax payer’s money.
Today, Dr. K Tamilmani, DG-Aero has come in his own vehicle, but driven by military Havaldar. Interestingly, even ADE office cannot have a military Havaldar posting; Dr. K Tamilmani has managed his posting to ADE and using him as driver.
It is requested and appeal to all DRDO friends just keep your eye open help the government to clean mission.

This is very big subject in drdo if our boss is misuser so other also misuser Dr. K Tamilmani use government vehicle but our ARDE & HEMRL top most officer use hired vehicle for pick up & drop his family member to school or tuition class some most name also post on you web site after some days.
“All are on same boat” in DRDO. No body can revamp DRDO. In fact there is no need of DRDO to nation as all procurement are being made from foreign companies in MOD. The only solution is to close the DRDO and utilize Rs. 15000 crore in opening Hospital, IIT, AIMs, IIMs and other social projects. I think Modi Ji should think about this suggestion in case this reaches to him.
He deserves sacking form his post with immediate effect which he holds on extension. ACC should take action to curb corruption at DRDO at high positions.
Incidentally he is patronizing all the private Aerospace industries for sighphoning off the various development funds allotted to DRDO Aero labs with a hefty cut percentage to him by the pvt Industries . Hence a thorough CBI/ Vigillance inquiry into his all activities followed by termination from service be initiated against DG ( Aero) without any delay

1) Shri V Ashok Rangan Sc ‘G’-PGD UAV (Product) > RTI required to know how many TDs he goes in a year from fast 5 Years. Already one enquiry is going on him about misusing of Official machinery; U can ask what the enquiry stage is? The enquiry chairman is Shri Sampath Kumar Sc ‘G’ GD (M&B and MMD) ADE.
2) Shri APVS Prasad Sc ‘G’, PGD Rustum II, Innova RTV Vehicle Originator. RTI required to know about amount sanctioned and utilised to Rustum II project. Most of the fund utilised for Bldng and luxurious infrastructure of the project people. He uses one hired Sedan vehicle (Vehicle number keep on changing) for his pick up and drop from his house from fast 2 years in the name of project R II and getting his TPT allowance also.
3) Shri Anil Kumar Sc ’D’- Project Director- Nishant (Wheel). Top people made him PD, just push him to PB IV scale, he is deferred candidate for Sc ‘E’ in the rear 2014 July assessment. In ADE, there are ‘N’ number of senior Scientists E, F and G,s are available. Why he only chosen for PD (W). RTI required to know about his qualification and who made him as PD Nishant (W)?
4) Shri Vijay Mohan Sc ‘D’ Rustum II- Purchasing Officer, he is capable of handling food required by Rustum II project personnel’s to Rustum II UAV Items. He is “Andariku Manchivalu Ananthaiah”.
5) Shri V Desikan Sr Accounts Officer (Retd), well known personality in DRDO and close circle of Mohan Rao – Ex Dir of GTRE. Now he is re employed in Rustum II project office on contract basis by Shri APVS Prasad PGD- R II.
Shri V Desikan is a Rustum II project peoples guide, how to manipulate and project the things to loot the poor tax payer money in the name of project R II.
The above story is one sample of the corner in ADE due to the in-efficient Technologist/Administrator sitting in top of the Establishment (ADE).
All things are happening in the leadership of Dr K Tamil Mani DG (Aero), he deserves to go home to save DRDO as well as Poor tax payer money.

What drdo well wisher commented is true, they thinks ade property is their ancestral property. ADE top management is not concentrated on technology; they concentrated on sundries activity like registering ( more than 50 slots) 4 wheelers slot to some serving and IDST peoples, even if they come by 2 wheeler/Donkey, that slot reserved for them. This is the improvement as per the ISO in ADE. That should be fist come fist serve basis.All project to be audited with true spirit auditors, then only reality come out of ADE, earlier this kind of mismanagement was not there. Now only started, it should be eradicated immediately.

Dr Tamilmani is a known person for misappropriation of funds in his earlier tenures as CE( A) of CEMILAC and Director CABS. This can be verified from the fund expenditure pattern of various code heads at CEMILAC and CABS during his days. Further it can be seen that he ensured at least minimum one week foreign trip every month from his CE (A) tenure onwards on Govt expenditure either on HAL, or on ADA, or on DRDO care off. He also have a strong nexus with most of the privtae Aerospace industries as a guardian as seen in the comments above whereby he can divert funds of DRDO conveniently. He has got a separate Adalat for all venders and Pvt industries not only in his office but also in his house at convenient times. This also can be corroborated from the fact that the number of Firm Approvals given by CEMILAC during tenure is more that the double of that given during the entire earlier period since formation of CEMILAC. He is not only nepotist but also a parochialist wherein he favor blatantly his language, community besides his chelas. He is a man exhibiting the true spirits of greed over need for power and money.

Dear PDD sir, with minimum qualification B E (Electrical) Mr BOSE D joined ADE as Sc ‘D’ through back door and reached up to Sc ‘H’ with Zero Technology (not doing any scientific job). He is also like Dr AK Sing. He dismantled many Technology divisions in to pieces & spoiled the working atmosphere. Now he as become Associate Director (AD-BD) of ADE and his Contribution towards DRDO are below..
• Ensure inter-divisional cooperation in order to effect necessary synergism and optimisation of resource utilisation
• Constitute Divisional Councils (DC) and keep themselves closely informed of the functioning of the DC
• Over-see the administrative and management functions performed by the DC
• Supervise scientific activities of the Divisions
• Approve forecast budget estimates (FBE) and operating budgets (OP) of the divisions in their groups before submission to Director
• Scrutinize all purchase demands initiated by divisions in their group before forwarding to Director except for a few divisional projects, where CFA (specifically nominated by Director) is a member / Head of the division, which initiates the demand
• Exercise other administrative powers and duties as delegated to them from time to time with intimation to Director & Administration
• Effect inter-divisional transfer of personnel (both officers and staff) among the divisions under their control, if required, under intimation to Director through Admin.
• Assist Director in the administrative and management activities of the establishment.
He is doing only sundries work throughout his career, for his nature of work why he required 6 Variable, 2 special increments and Professional update allowance along with regular pay and allowance? Govt must withdraw this facility which is given to him immediately and encourage who is concentrating on technology/ Science which is useful to the mankind. Sc ‘H’

It is unfortunate that the people are writing on the basis of personel dislikings. From the above, it is clear that lot of responsibalities are discharged by him. Nothing on corruption, corruption practices, protection. why pull his leg when he has not got so much advantage compared our Hyderabad ladies and so many others.Dear agnee look at agni puthri TESSY and she was not even F in 2004 and today senior H and also Director. From the record you can see that several of them who were not joined for Engg. when Boseji joined as D, are today PGDs, Directors. Please make a meaningful comments.

There is one white elephant in DRDO called SITAR situated in Bangalore sucking funds and nobody knows what is the single rupee output. Only thing is one KD Nayak as DG enjoying the hospitality of this establishment with a plush room and good food, drinks and nap on extended shelf life of his career.
Further, the so called CE of SITAR, one fat hen looking Dr. Linga Murthy (now a days all are having PhDs and suddenly become DR.) using white board car with red beacon light on his car royally. Nobody is there to question him, even he is not a government of India permanent employee. He is CE of a society constituted by GOI.
I request you to throw more light on Dr. Lingamurthy’s technical activities and contributions as well as how he is using lal bathi, please.

Dear Friends. It is a pity that even after such blatant truth with proof coming out in public, these so called leaders of DRDO are walking around Scott free.
Known facts about DRDO corruption
1) Recruitment and Assessement Cell – RAC is a hub of corruption where so called CHELAS are rewarded ignoring deserving candidates. Please look into the promotions of last several years and it will be clear. Ask any DRDO scientist and they will spill the beans. Let there be an independent inquiry. Scientists will come out with names of undeserving candidates given promotions and their links with these centers of power. Corruption is so well planned, where these scientists use their creativity to camouflage the misdeeds by scrupulously working out plans to make it look genuine.
2) FOREIGN TRAVEL: Today DRDO scientists have no shame in telling that they do not have the expertise in the country and therefore needs to pay through your nose (tax payer’s) to foreign consultants and vendors for them to holiday in India and vice versa in the name of consultancy contracts. Please scrutinize the foreign consultancy contracts and do a cost audit of the benefits by an expert committee. Almost all the consultancy have yielded nothing other than siphoning off information on our strategic capability and research work of some dedicated scientists to these foreign vendors.
3) AWARDS: As seen in the picture above and many other DRDO awards, these awards are now a self serving exercise. DRDO awards have lost its meaning. Awards are seen as a tool of the self serving DRDO higher-ups as a means to keep adding feather to their own cap and also of their CHELAS, Linguistic groups etc. to favor them in promotions and to assign favorable key positions to ensure their grip over the organisation even after their retirement. Please go through the names of DRDO award winners and you can cross check with the other scientists of these organisation about the contributions of each award recipient.
4) CONTRACTS: The contract for the INOVA car shown above is not an exception at all. Please go through all the contracts and you will see majority of the cases will have blatant mis-representation of the item to be procured. Why is an INOVA car procured as a REMOTE VIDEO TERMINAL VEHICLE and used as a personal carrier Vehicle. Is it not by itself willful mis-representation of facts. What action has been taken by so called Director General Aero after knowing this fact. Why is CVC not suo moto taking up the case. Is the CVC guide lines only meant for small fries.
5) MAKE IN INDIA BANDWAGON: Yes our leaders do not lead but follow. Follow without knowing the essence of the message. That is why some of our leaders are visiting vendors abroad to see who can MAKE IN INDIA now. So they do not stop from buying from outside, but only changed the strategy now. They insist that the vendor should commit to MAKE IN INDIA (Continued business guaranteed) and does not mind at what cost.
ONLY MODI CAN SAVE DRDO FROM THE CLUTCHES OF THESE PEOPLE.
THE TOP MAN IS OUT, IS THE MESSAGE CLEAR. WHO NEXT………………..
Surely next person who should be booted out is great DR. K Tamilmani (please find out how he got Doctorate and from which university, also after getting his doctorate whether his mind became broad the purpose of PhD is to enhance the person’s dignity in thinking and becoming more scientific). Mr Anonymous agreed with Mr BOSE Achievement like Store keeping, Admin Asst and MT 901 approval. For this kind of contribution, is he deserves to get 6 VI, 2 Spl increment and professional update allowances? If CVC / CBI investigates on AGCS procurement files / MMD files in his tenure, corruption will reveal.
Usage of Innova Car is ‘innova’tive way of doing R&D. Buying special purpose vehicle for using as Staff Car is one aspect. All are forgetting another reality, when you are drawing Travelling Allowance (Scientist ‘G’ and above are eligible) you are not supposed to use official transport for conveyance from Residence
It’s shocking that Shri Tamilmani (DG Aero) is using official transport for personal purpose and for family tours. He is also drawing transport allowance in his salary. Grossly misusing the public money and there many other irregularities. Government should take urgent action to remove him for misusing his position and playing with taxpayers money
I agree with Innovative Idea. In whichever way you look at it, it is corruption at the very top. And non-tollerence against corruption has to be most stringently applied from the top, to instill public confidence in the institution and the nation. I was in a mood to condem MODI for sacking Dr. Avinash Chander in such a manner. But now I am convinced what he did is good for the Nation. This is like tolerating corruption in Lokayukta and our Indian Courts. This shakes the faith in the complete institution. DRDO is still doing good work in certain areas. By not taking action against rotten apples at the helm of affairs, we will be allowing the complete institution to decay. This is not desirable.
CDA (R&D) which is famous for mercilessly disallowing the amount spent on fees paid for toll at bangalore airport, Medical Bills, Hotel bills at outstation has conveniently kept on paying Transport Allowance without single question. When it is evident that he is using the staff car from the day 1 he is eligible, how is that his transport allowance is not disallowed? Are the rules applicable to only those who follow. High post dignitaries are exempt from all rules framed by government?
In his office also, how is that his transport allowance was claimed and paid to him?
Is CDA influenced by DFA who is member of Tamil Mani’s inner gang and enjoys the prasadam of Prasad from ADE. Let the truth prevail.

When we joined DRDO, we use to feel proud that we are working for nation and Indian armed forces. Now we are cursing ourselves that why we joined DRDO. We are fencing the garden to protect from external attacks. But we are having enemies inside only. RAKSHAKAAS HAVE BECOME BHAKSHAKAAS. Then who will protect the system?. Dear friends, I want to speak openly for above comments.
How many of you know about DG(Aero), Director, ADE, PGD-R-II
1. How many hours they are working in office to finish their projects.
2. How many of you know they are going out directly from the house to
other labs to carryout their offical activities
3. what are their difficulties facing day-to-day activities
DG works 12-13 hrs some time more than 15 hours (during travels) including
Holidays. Most of the times he is going from the house directly to the
other labs for his official works. He reviews all the projects in Aero
Cluture labs
2. ADE, Director, How many of you know he was running pillar to post for the
success of Nirbhay project. He is a man behind the success of the project
He works more than 12- 13 hrs daily.
3, PGD – R-II first find out 2 Years back what is the
staus of the project. Presently what is the status. Because his efforts
all the things are happending in right direction. For this project
All above personnel are working together. Atlease
we try to help them to make the project success.

Yessss, I want to reply the comments by Anonymous Sundar (is it same Sundar of Salem Aerospace Pvt Ltd who got DRDO award sometime back with the recommendations of KTM). This gentleman, who looks after the benami properties of KTM, is repaying his gratitude by this absurd comment. This the solid example how KTM would plant stories in print and electronic media through proxy to further his own interests. Same content verbatim, same person, different names and within one hour puts on the web. This demonstrates stupidity and desperateness of dude KTM.
By the by, today Sundar will meet KTM in CEMILAC to have lunch together and discuss their business interests. It will be published shamelessly by stooge P Jaypal, CE, CEMILAC tomorrow.
1. These people prefer to work 5 to 9 pm instead regular 9 to 5. They can enjoy free food and drinks at public funds. Yes, they are trying to finish why projects alone, finish ADE itself.
2. They go to their interest of places and most of the time on holidays, private industries and colleges, especially women colleges.
3. Because of their rude and selfish acts, they have spoiled work cultures in ADE and nobody cooperates with them.
4. DG visits cultural programs of private colleges and universities, in particular, women institutions. All these visits at government cost on TDs, use Rustom II program Innova vehicle, courtesy PGD of Rustom II. During these visits, he goes to his companies in and around Salem.
5. Director, ADE is a number one dude, stubborn and does not have self brain. He is not aware of his limitations and does whatever DG tells and destructed complete ADE. Even when top government tells him to rectify, he is not bothered. He was known to come and go as a school boy earlier as Scientist F and G, before siren he used to leave his room and at exact time punch out. Please, let us not discuss about him, his work culture and technical competence.
6. He simply installed unsuitable engine into aircraft and flew, that caused mishap and aircraft got destructed. Who will compensate for the loss of scientific and technological efforts, loss of funds and time of the project? He should be arrested and put behind bars and DG should be investigated how this person was made later Director of ADE. Now, he has destructed ADE itself. (of course, DG himself had destructed one aircraft in 1999 with his reckless decision to fly without proper aerodynamic analysis and structural tests. He was to be arrested but save by his ilk. Then, he went on to become Director, Chief Executive and not Director General, please how DRDO rewards scientists).
7. Afterwards, one honest, studious and simple scientist took over the project and demonstrated successful flight for which he was accorded this year Padmshri award by the Government of India. Let anybody counter these facts. Now, all others including Director ADE and DG(Aero) are scuttling the projects and this Padmashri awardee is frustrated.
8. PGD of Rustom II goes to Hyderabad, invariably, on weekends, stays there Saturday and Sunday, looks after his properties build in Hyderabad by him for last 15 years. Courtesy Astra Micro Power Ltd and ECIL. He thinks nobody knows all his vulgar adventures and promoting lady scientists of his choice and making their services in good spirit. An emerging corrupt fellow, should be sacked immediately lest he will become threat to ADE in particular and DRDO, in general.
9. As far as Rustom II project is concerned, it is more shabby and no progress in terms of achieving milestones, already slipped 15 months, there are no visibility about future.
10. Yes, we also know promotions are given in DRDO, otherwise how one backdoor entry diploma fellow can become Scientist H and act funnily but dangerously against the interest of ADE.
If telling truth is not good for the organization, then this person should be reminded that “Science means search for truth” and the scientists must have characteristics of scientific temperament like truthfulness, honesty, simplicity, humanity, knowledge, technical competence and loyalty to the organization.
Not, just because they got power, they do whatever they want and misuse public funds. Please work during office hours sincerely and with full efficiency, remembering that all are responsible for the progress of organization not you people alone. Actually, these corrupt people are very dangerous to the organization and country.
