Who is to blamed for this deterioration of premier R&D organisation?

Since its inception, DRDO formulated a task which was to assist three services in their day to day technical requirements. Dr. Daulat Singh Kothari the First Scientific Adviser to RM followed by Prof. Suri Bhagavantham and Dr. Basanti Dulal Nagchaudhuri laid the foundation to strengthened the three services with technical backup. The then Prime Minister Smt. Indira Gandhi provided all out support to R&D organisation. The missile program, the explosive research, the communication research and including acoustic were facilitated. Based on the foundation the charter duties were laid such that there won’t be duplication of work. There was honesty in the system, the greed was the lowest level, and people respected their jobs, worked hard, tandem with service officers. There was a mutually agreed, unwritten accountability. This was continued till Dr. Raja Ramanna was Scientific Adviser to RM.
When Dr.Vallampadugai Srinivasaraghavan Arunachalam took over charge of Scientific Adviser to RM, being Shanti Swaroop Bhatnager awardee, he gave a new direction to accelerate the research activity, so as to put Indian defence in forefront of self reliance. However, his long tenure as Scientific Adviser to RM will remembered as the period of “Infrastructure Development” , acquisition of plenty land(unused available in prime locations), building constructions(thousands square feet covered area now unutilized standing with most of the labs and one of the major source of siphoning money in the name of maintenance) , recruitment of huge manpower (low quality via RAC)  and proposition of major programs( Arjun Tank, IGMDP, LCA etc) were the key features.
Due to his close proximity with power corridor of the government, he had the blessing of holding absolute power as a result absolute corruption piped in to DRDO corridor.
Estate Management Unit (EMU), DRDO took over from Military Engineering Services (MES) for all major infrastructure development activities. Money started flowing in DRDO corridors, and scientific community also started developing a taste for money flow.
Now aim and objectives of top DRDO force start detourting, under major programs scientists/technologist stopped reinventing the wheel and started importing the items and derailed process of learning in various stages of development. The aim to develop import substitute left in the background and proving the concept came into the forefront by importing the obsolete technology mainly from Russia, Israel, USA, etc.
All the develop countries took minimum 15 years of time from the concept to prototype development, to user trials, to production of the equipment/systems. When output fails in user trails, DRDO authority gave a plea that “we are 100 crores people and nobody can attack on us”.
1999 Kargil war however exposed our systematic approach of development, questioned our efforts in strengthening the national defence. The infighting started in between R&D organisation, each national lab blamed each other for their incompetence. The gadria moving goats identified the intruders but our over surveillance systems failed to identify the barracks developed by intruders at LOC.
The subsequent Scientific Adviser to RM Dr. Vasudev Kalkunte Aatre, when assumed the charge stated to media that “in ten years we have not developed any products”. Unfortunately he was number-2 in DRDO for the last ten years. Then who did he blame.
In today’s scenario as far as product from DRDO is concerned we are no where except the demonstration capabilities to the user.
We have imported AWACS (Airborne Warning and Control System), BFSR (Battle Field Surveillance Radar), Sea Skimmer Missiles and Land Mine Detectors. Who will analyze for this deterioration of R&D scenario. Crores and crores are spent on salaries, infrastructures developments, TA/DA for attending marriages, transport allowances, even though government transport are used.
Today the 52 labs of DRDO do not even have 52 products (each lab one end product)
Who is to blamed for this deterioration of premier R&D organisation?

Recruitment Policy of DRDO

The officers of all India services were initially selected by UPSC. This practice was amended for BARC then ISRO and then DRDO. The reason was given that the UPSC delayed the selection process and the demand of scientific agencies was not met in time. May be honorable Late prime minister Mrs Indira Gandhi was convinced with the demand of BARC and ISRO as chairman of Atomic Energy and Space Commission. BARC and ISRO with full honesty implemented the recruitment rules of government of India. However, in the case of DRDO a carbon copy of that rule was followed, the carbon powder smeared out the essential and desired qualifications. And a result these days the officer sitting at the helm of affairs are second class graduates/post graduates who joined as JSA, SSA and charge man. The technical officers QR even for the ARMY/NAVY/AIRFORCE demands of choice is first class graduates/post graduates, but the premier DRDO is having 60% of its manpower with lower qualifications
Even if they recruit 1st class graduates with background from IITs, they have to work with persons who do not possess the relevant degree. There is an opinion that the experience has added advantage to those who are less qualified.
In fact these people sitting helm of affairs create hindrance on the areas of national interest because of less knowledge and ego. They try to train them   how to bluff, create bluff and live life as bluffer. This resulted as brain drain from DRDO. The youngsters feel humiliated, their future appears bleak and they are forced either follow the footsteps of bluffers or leave the organisation. Just go through the data of DRDO that how many scientists resigned in last 20 years. It is alarming.

DRDO and EMP (Electro Magnetic Pulse)

We celebrated the “Vijay Divas” and remembered our Jawans and officers who laid their life in the “Kargil War,” 1999.
Nuclear conflict was a deterrent and the then government did not cross L-O-C. Kargil war compelled us to work hard on the front of enhance our Nuclear war head capability (a) Carrier (b) Protect our own electronic communication devices from Nuclear generated EMP, it is the event of Nuclear burst. DRDO has assigned the task in 1999
i)              To explore the protection mechanism against Nuclear generated EMP.
ii)             To explore the in house development of Non-Nuclear generated EMP i.e. EM Bomb
After 10 years general public has the right to know the progress made by DRDO in this most strategically important area and what amount of money has been spent by DRDO on this task.
DRDO has become the heaven of “bluffers” and the best part is that there is no `Accountability’. DRDO is functioning like an autonomous body except the fact that the salary is given by the Government of India.
If our honorable Defence Minister think to import Nuclear Protections Devices and EM Bombs for our Armed Forces, the price of rice will be go up @ Rs 200 per Kg and Atta (flour) will be cost @ Rs 150 per Kg.
But our honorable Defence Minister feels that he and his government is accountable to common people, than first fixing the accountability on 30000 strong, and so call highly qualified, highly paid work force with having more than Rs.80000 crores of infrastructure and utilizing, non-productively, a massive  budget of Rs 9000 crores annually.
Accountability is the foremost step towards making DRDO from a non-productive to a productive organization. Sideline the ‘Big Bluffers` only allow the projects viable and waited by the Armed Forces Chiefs like project on Nuclear and non Nuclear generated EM capability and protection against EM Bomb.
China unveiled Nuclear Submarine fleet on the occasion of 60th anniversary of its navy on April 2009. Now, with 4000 missiles they are coming closer to India.

Letter to Sh A.K Antony

As the honorable Defence Minister of India, this is your second successive tenure. The first one had limitation of weak government, as the number was not adequate and the survival of the government itself was always in doubt. As a result your Ministry did not commit ACCOUNTABILITY in R&D organization which is an important factor. In the new government, a strong majority prevails and therefore it is expected that you will discharge your duties as expected by the common citizen/tax payer of India.

As the Defence Minister, Late Sh. Viswanath Partap Singh adjudged DRDO scientist and manpower as social commitment, at the 1986 Directors’ conference at Bangalore. The obvious reason was that products developed by DRDO were Nil.. Today, even after 23 years, the output of DRDO remain Nil and it has not delivered a single item, 100% indigenous, due to following reason :-

1. There is no accountability in DRDO.

2. DRDO consumes a major share of the Defence budget but it has failed to deliver a single indigenous product useful for Indian Defence forces. Some defence officers raise their voices, but it is not heeded by the authority..

3. In the name of technology development DRDO rely on the import of current technology ( normally declared obsolete by Russia,USA, Israel, France etc)

4. The imported items are shown/demonstrated to users (ARMY/Navy/Air force). When it comes to mass development the actual fight begins between PSU’s and DRDO. It is because DRDO does not know the inherent property and fails to prepare proper TOT as required.

5. DRDO directors are bluff-masters. They act as if DRDO Labs are autonomous bodies. They have been trained by their predecessors to bluff and simply bluff. The Minister normally does not ask technical questions as a result DRDO has become a bluff-masters’ paradise.

6. The knowledge/higher degree is an optional requirement. DRDO rely on fresh B.Tech engineers and groom them  to continue  the bluff. If they disagree then they are forced to reign. See the number of DRDO scientists who’ve resigned in past 25 years.

Sir, will you please look into the grievances of the poor tax payers. Can you ask SA to RM to count in fingers what products DRDO has given so far and must judge in the light of North Korea’s and China’s capabilities.
You are working on P Rama Rao committee which intends to ameliorate DRDO, but through news we know that the bluff-masters of DRDO have already succeeded in diluting the action.

Appeal to clean DRDO of corrupt and Anti national officials

Dear friends,
 With the support of the true Indians we can save our premier defense organisation (DRDO) from the corrupt officials. I am appealing all my friends from DRDO to please support this blog and give your valuable inputs. It is required that we clean the problems of DRDO like nepotism and corruption. They are the root cause of DRDO’s failure in all fields. Friends, I have tons of evidences related to corruption, misinterpretation of rules and misappropriation of funds in DRDO.  I am fighting against corruption in DRDO, since 2000. I have submitted a series of evidences to all government agencies, but till date neither DRDO nor any government agency claimed that they are wrong. Now the RTI acts as the right tool to clean up corruption. With your blessing, I will post all evidences, letters and correspondences with all concern departments. The information from replies to the RTI’s I filed will be available for all the citizen of India. They can analyze the level of corruption in DRDO with the façade of secrecy.
