DRDO lab up in arms against scientist’s transfer

The employees of the Aeronautical Development Establishment (ADE), which is regarded as one of the most distinguished labs of the Defence Research and Development Organization (DRDO), are up in arms against what they have called arbitrary transfer.

The employees of the Aeronautical Development Establishment (ADE), which is regarded as one of the most distinguished labs of the Defence Research and Development Organization (DRDO), are up in arms against what they have called arbitrary transfer of a scientist who last year was named the “best lab scientist of DRDO”.

According to ADE officials, the said scientist, who has been working with the DRDO for 30 years, is being victimised for not agreeing with his seniors who wanted materials for a project to be procured from a particular company, despite the said company not matching the requirements of the project.

On 16 January 2018, on the ground of “public interest”, A.P.V.S. Prasad, “scientist-G”, who was made the project director of the coveted RUSTOM-II UAV programme of the DRDO in 2015, was moved out of the ADE to another DRDO lab in Bangalore without any notice and without taking the permission from his director.

However, official sources said that Prasad was being pressurised to give his permission to procure products for the UAV programme from a company whose product did not match the requirements of the project and when he did not relent, he was transferred.

Prasad has been credited with making sure that the much delayed India’s UAV programme got the needed push. Within two years of Prasad taking over the project, RUSTOM-II completed its maiden flight, earning him the best DRDO scientist award in 2017. An angry employees’ union of the ADE has now approached Defence Minister Nirmala Sitharaman to intervene in the matter. Speaking to The Sunday Guardian, S. Narayanappa, who is president of the ADE civilian employees’ union, said that discriminatory transfers like this affect the morale of the scientists.

“I have been trying to speak to Dr S. Christopher (chairman of DRDO) on this issue but he is not taking my calls or responding to our messages. It was due to this that we were forced to approach the Defence Minister directly. Prasad is a very capable scientist which is clear from the work that he has done. His transfer, without taking even his director into confidence, is shocking. We are still awaiting a response from the Defence Minister. You can just imagine the kind of damage these kinds of things do to an official’s morale. He was offered multiple employment opportunities from various private corporate entities to head their division but he rejected them all,” Narayanappa said.

MoD Seeks Report on DRDO Contract Staff

NEW DELHI: Taking cognisance of Express report, which highlighted that a huge number of contractual employees in the Defence Research and Development Organisation (DRDO) were posing a threat to the defence secrets in the wake of a few espionage cases coming to light, the Ministry of Defence (MoD) has sought a detailed report from the premier defence research agency.

The April 27 report had said the agency had a strength of more than 50,000 temporary or casual employees, who had complete access to all its classified and research activities.

Alarmed over the issue raised by Express, Defence Secretary R K Mathur, who is holding additional charge of the Defence Research and Development Organisation, has sought a detailed report through an internal note issued on May 8 to Director Generals of all the Defence Research and Development Organisation establishments.

“It is therefore requested that requisite inputs in respect of all hired/ contractual employees in your cluster/laboratories and departments along with duration of employment, payment details, functional justification and copy of the relevant authority letter be furnished to the department by June 5 for further necessary action,” Major General Ajay Gupta, Director Vigilance and Security, said in the internal missive on the directions of the Defence Secretary.

These contractual employees are not only involved in every step of design and development of projects, but also in trials. Over 55 laboratories of the Defence Research and Development Organisation, mandated to develop products and technologies to modernise Armed Forces ranging from missiles to combat aircraft, have roped in over these casual employees to assist scientists.sunday standard 17 may 2015

One major observation on these contract appointments is the not following the proper police verification.

all of us know about DRDL it is a dream job org to every one. but please think about contract employees. My husband is also working in DRDO RCI he is engineering graduate. From past 2 years he is working but he is getting 14k. how we can Liv with family in Hyderabad and this year no increments… we are not dreaming about permanent  job….. my small wish is to get better pay… for the same job a permanent employee getting nearly 4ok but contract employee getting only 12+.but work is same for both. am not asking to give 4o to contract people just i want to say please provide increments at least…this is not only my wish… i hope u can think & talk about this……….

  5. M.L. Roy is presently of 65 +years age and not fit for this job as in this sensitive post any private contractual labour should not be appointed while several young skilled manpower is available in DRL, Tezpur.

Defence Secrets in Danger

With their easy access to classified and secret information, thousands of people working on contractual or temporary basis in India’s top secret defence projects have turned out to be the biggest threat to national security. A spate of arrests for spying has alarmed the government. But the country’s premier defence research agency—Defence Research and Development Organisation—has a strength of more than 50,000 temporary or casual employees who have complete access to all its classified and research activities.
The recent arrest of a photographer employed on contractual basis at DRDO’s Integrated Test Range in Chandipur (Odisha) for passing confidential information on various missiles test-fired from Wheeler Island to his ISI conduit in Kolkata has raised the alarm bells in the corridors of the Ministry of Defence (MoD).Sunday-Standard-26 April - 2May-2015 pic

Soon after, a contractual employee working for the MoD was picked up by the Delhi Police for espionage. The issue put South Block in panic mode and an alert was issued in March, which clearly said that ‘Contractual/ casual employees should not be posted in sensitive locations and not allowed to given access to the classified information’.
A senior defence ministry official recalled how a high-level inquiry was ordered during AK Antony’s tenure as defence minister in 2010 into the episode of giving out a critical missile design project to a private contractor by a top DRDO scientist.
Despite such cases in the past, over 55 laboratories of the DRDO, mandated to develop products and technologies to modernise our armed forces ranging from missiles to combat aircraft, have roped in over 50,000 casual employees to assist scientists. Subject: Intimation about deliberate illegal acts and omissions done in DRDO.

Sir,                                                                                                                                                     Please find following informations about the intentional unlawful acts and omissions made in DRDO, MOD

  1. Shri Krishan Kumar and Shri J B Singh retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the ADA, Bangalore (an autonomous body under the administrative control of DRDO, MOD.) soon after their retirement on superannuation for the regular official work of ADA Bangalore and they have been illegally posted in the very sensitive establishment of DRDO i.e. RAC, Delhi. these two (02) consultants are used illegally to attend the court cases at CAT Delhi & High Court of Delhi filed by regular employees of the DRDO like court case of retired Scientist ’G’ Shri Virender Kumar of DEAL Dehradun. These consultants even illegally screen the applications of direct recruitments of scientist in DRDO & in such screening no meticulous screening is carried out by these consultants resulting selection of ineligible & relatives of senior scientist of DRDO as a quid –pro-que. Moreover there is imminent danger of favoritism and leakage of confidential and sensitive documents/information of RAC Delhi.
  2. Shri S T Rajan & Shri R Natrajan retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the program office of DRDO HQ New Delhi in the missiles program for carrying out routine works for which already their relievers in the form of regular employees have been posted in DRDO HQ. these retired GOVT. servants are also appointed against the vacancies of ADA Bangalore and posted in DRDO HQ New Delhi. they don’t belong to scientific or technical cadre. There is imminent danger of the leakage of the sensitive informations at their level.
  3. Shri V K Shrama retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD has been appointed as consultants in the o/o DOP, DRDO HQ New Delhi with the approval of the then defence minister of GOI by misrepresentation & distortion of the material facts particularly with regard to the actual need of hiring him as consultant. His services have been utilized for the assignments  for which he has not been appointed. There is imminent danger of leakage of the sensitive information.
  4. Dr. A K Singh, present DOP of DRDO HQ New Delhi has played an active role in illegal extension of the periods of consultancy and in new engagements of consultancies of the retired GOVT. servants which he carried out with deliberate misrepresentation and distortion of the material facts submitted to the various senior authorities of DRDO, MOD & to the defence minister.
  5. Shri A K Singh present DOP of DRDO HQ New Delhi did not take any initiative to suspend Shri G Malakondiah, the then CC R&D (HR of DRDO HQ) for his conviction in a contempt of court case of the high court of the judicature of Chennai on 24-sept-2014 although this conviction news came in almost all the important daily newspapers including Hindusthan times New Delhi edition. No convicted person can be retained in GOVT. service even for a single day if the news of his conviction comes to the notice of the concerned public authority through formal or informal channel. The stay granted to Shri Malakondiah on 26-09-2014 by the apex court was restricted to the implementation of the imprisonment and not his conviction. The convicted person was deliberately allowed an opportunity to influence the witnesses and to tamper, mend, amend, destroy, replace & concealment of the concerned documents against the public interest due to lake of devotion to duty and possession of doubtful integrity of the concerned officials of the DRDO HQ New Delhi.
  6. the number of retired officials of DRDO, AFHQ Cadre appointed as consultants, directly violating the rules of consultancy, for the regular work of DRDO has reached to the alarming point where regular employees are considering illegal interference of the consultants in their regular sphere of duties and are also feeling frustrated and de-motivated which is playing havoc on the output of the DRDO as an organization.

I hope that some appropriate concrete action would be taken against the concerned guilty officers of DRDO & all Deviations and distortions would be set right in the national interest.

It seems that DRDO losing its credibility of inventing sophisticated weapons and technologies for the well being of India. While BJP was at opposition, they made lot of cry by accusing UPA had compromised with safety of India. Now BJP begins to run the Defence Ministry with new defence mininster. But things are as usual.

It is well known that bangalore DRDO scientists have no work ; ADE is a place for leisure by employees who are supposed to be scientists . With excellent housing , no worth while work , these employees have already retired while in service like Bangalore ITI. What action was taken on Pune DRDO for spending Rs.5 crores for a temple chariot from defence funds GOK. Now SUVs. Will our no nonsense defence minister stop this nonsense , save defence precious funds and institute accountability on DRDO, ADE etc or close them all and save precious public funds .

Can u deny instrument platform because some will misuse it , doesn’t sound logical.We should have technical audits and project should not be gauged by financial barometer .

not only the officials use these costly vehicles (one person carried), but also they indulge in road rage during travels to/from their offices

DMSRDE, Kanpur – LDCE Result

In DRDO the HR policy is depending upon Lab Director’s wish, DRDO labs conducted Limited Department Competitive Examination (LDCE) every year. Each labs conducting this with directors wish like in IRDE they conducts as per their union leader’s desire anyone who belongs to certain union member can appear as well cleared without any hitch, no one in administration have dare to challenge his/ her certificate / diploma/ degree which he/ she possess is from valid recognized institute or it is from any tom dick harry institute.

The Lab DEAL which is nearly 2.5 kM away from IRDE conducting Limited Department Competitive Examination (LDCE) with different rules. DEAL is not allowing such certificate / diploma/ degree, which IRDE accepting for their employees. The DEAL earlier accepted such certificate / diploma/ degree for their beloved ones but now they totally banned. Now employees are fighting these issues in courts.

In DRDO almost nearly more than 2000 employees working on the basis of unrecognized/ illegally arranged certificate / diploma/ degree.

Same story is repeated by other labs, recently on 29th October 2014 DMSRDE also conducted Limited Department Competitive Examination (LDCE) and Director as per his reputation encouraged such unrecognized/ illegally arranged certificate / diploma/ degree and as per sources that one candidate who possess diploma from Rajasthan Vidyapeeth not only allowed for LDCE but selected also without verifying his diploma, Dr A K Singh, DOP already send a letter ( DOP/01/03500/Lumpsump/M/01 dated 11 March 2014) to all Labs and establishment that certificate / diploma/ degree should be verified properly.

The case of Amit Chawla, STA, LASTEC is still not cleared by administration.

Dr A K Saxena, please before declaring  the result verify the authenticity of   certificate / diploma/ degree as per Dr A K Singh, DOP’s letter otherwise DMSRDE employees can be challenge the result  of LDCE in court.

Question No 1 – Whether Individual  took permission for perusing diploma from Rajasthan Vidyapeet.

Question No. 2 Whether administration of DMSRDE checked the fee receipt of all six semesters.

Question No 4 Whether he was taken leave for examination for six semester exam dates.

Question No 5. whether examination center is recognized by AICTE/UGC etc

The honorable Supreme Court of India deserves kudos for having delivered a landmark judgement in Vijay Shankar Pandey versus Union of India and others wherein it has been authoritatively held that
“The constitution declares that India is a sovereign democratic republic. The requirement of such a republic is that every action of the state is to be informed with reason.State is not a hierarchy of regressively genuflecting coterie of bureaucracy.
The right of judicial remedies for redressal of either personal or public grievances is a constitutional right of the subjects (both citizens and non citizens ) of this country. Employees of State can not become members of a different and inferior class to whom such right is not available.”

Having spearheaded a crusade against corruption while standing in turbid waters of immorality while seving for over three decades in a premier PSU of State of Punjab,I also got two such show cause notices on grounds similar to those in charge sheet of Sh Vijay Shankar Pandey. My reply to these showcause notices was exactly on the lines and principles which have now been enunciated by the honorable Apex Court.I was awarded punishment of ‘warning’ in both the cases.This punishment was too small compared to the risks perceived by me while following this path of catching the bull of corruption by its horns and it did not deter me from following exposing the modern day dacoits who are pinching the pockets of poor masses without letting them have even an air of the naked loot. Conscientious employees amongst the otherwise spoilt lot can be of immense help in stopping this drift. These employees did not raise their voice for fear of adverse reprisals. The judgement of SC will go a long way to take away this imaginary fear factor and embolden them to raise their voice against wrongdoings apparent to them in their immediate surroundings.

Former DRDO chief sentenced to 3 weeks in jail

Former DRDO chief Dr VK Saraswat and another senior scientist were on Thursday sentenced to three weeks simple imprisonment by Madras High Court for committing contempt of court by disobeying its April 2009 order related to re-employment of a clerk in a school run by a wing of the organisation.

Taking a serious view of the non-implementation of its order, a division bench comprising Justice S Rajeswaran and Justice P N Prakash awarded three weeks simple imprisonment to Saraswat and Director of Defence Metallurgical Research Laboratory, Dr G Malakondaiah and directed them to pay a fine of Rs. 2,000 each personally.

The court was allowing a contempt of court petition by S Joseph Raj, who was an employee of the school run by Combat Vehicles Research & Development Establishment (CVRDE) at suburban Avadi here. The bench directed the Government to take appropriate departmental action against them for the “reckless, negligence and willful disobedience of the order of the Court”.

The court held Saraswat, a Padmabhushan awardee and former Scientific Advisor to the Defence Minister and Director General of Defence Research and Development Organisation (DRDO), guilty of Civil Contempt under the contempt of courts Act, 1971. When CVRDE closed the school, he and other employees approached the Central Administrative Tribunal challenging it.

Even after several rounds of litigations before CAT and the High Court and Supreme Court, he was made to suffer, it noted. On April 30, 2009, the High Court directed the two officials to appoint Joseph Jaj as Senior Technical Assistant (Library Science) within a period of two months.

However, the officials on April 13, 2012, passed an order stating that Joseph Raj was not eligible to be considered as Senior Technical Assitant (Library Science) and that he was not a government servant, prompting him to file the present contempt petition.

“We find the above officers were doing everything within their powers to deny a just benefit to Joseph Raj. We are aware that the officers are occupying very high position in the government, but ensconced in a pedestal, their vision became blurred when it came to the travails of an ordinary employee who was suddenly thrown out of employment, for no fault of his,” the judges said.

It said that even during the contempt proceedings, there was no tinge of remorse or an attempt to correct the mistake by the two officials. “Therefore, we propose to impose punishment of sentence of imprisonment on the above officials for their willful disobedience of this court order,” it held.

The court also warned the above officials that it was not an end of the matter and directed them to comply with the order forthwith in the matter of appointment.

RTI- Diploma/Degree holder obtained through distance education -entertaining in DRTC assessment

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of verifications of Diploma/Degree holder obtained through distance education of DRDO officials. It is observed that there are no laid down procedures following by DRDO labs/Estt for considering such Diploma/Degree obtained through distance education like in DEAL, Dehradun not considering such Diploma/Degree holder employees for LDCE nor endorsing in their service book. Other way round in DRTC assessment these Diploma/ Degree are considering by the assessment board. As per DOP letter No DOP/01/ 03500/ Lumpsum/M/01 dated 11th March 2014, DOP admitted that there no verifications were done for these Diploma/ Degree holder officials of DRDO. In RTI reply letter No RTI/02/2091/F/2013/0016 dated 20 August 2013 DRDO Hqrs accepted that seven officials of DEAL, Dehradun does not possess the recognize diploma and even not from recognized center. In view of this following information is requested.

  1. Copy of approval of competent authority for entertaining such Diploma/Degree holder employees for DRTC assessment 2014.
  2. Copies of DoPT approval for continue such Diploma/Degree holder employees in service.
  3. Provide the number of court cases admitted in various courts filed by Diploma/Degree (obtained through distance education ) holder employees of DRDO in last five years from March 2009-April 2014

Note: the requested information is not come under exemption of schedule -II of RTI Act 2005. Since, March 2014 end DRDO stopped to provide information under shadow of exemption. It is requested in above para-one of this request it is clear cut mentioned the corruption/ favoritism/ abuse of power, so before denial of information your point wise explanation is required that the matter not pertain under corruption.
