Preparation to give Raja Ramanna Chair to former BrahMos CEO Sudhir Mishra, investigation committee constituted on complaints gave clean chit, had taken Indo-Russian secrecy file home after retirement.

 
Amit Bhatt, ROUND THE WATCH Dehradun: Sudhir Mishra, a senior scientist of Defense Research and Development Organization (DRDO), to whom preparations are being made to hand over the prestigious Raja Ramanna Chair under the organization after retirement, has faced many serious allegations. Even When he took his belongings home from office after retirement, it also included 100 bottles of foreign brand liquor. Out of the carton of documents he had taken with him, he later had to return a sensitive file like Indo-Russian secrecy. Later, 01 AK-47, 01 rocket launcher and 04 bombs were also found from his office. Who had no entry in the office. However, the inquiry committee to hand over the chair to Raja Ramanna It gave a clean chit to the former CEO. 

Without resolution of all the issues, questions are being raised even on this clean chit. In such a situation, a demand is being raised whether there is no need to conduct a fresh investigation into the matter by a high level or any independent agency?
After retirement, Sudhir Mishra was trying for Raja Ramanna Chair for a long time. However, things could not work out due to various complaints being filed against him. 

Therefore, in view of this situation, a committee was formed under the chairmanship of Director General Electronics and Communication Systems (ACS) Dr. BK Das on the instructions of other senior officials. The decision was postponed for some time in view of the allegations made in the complaint against the former scientist, but, possibly due to high interference, he was given a clean chit. It has also come to light that there was pressure on the committee chairman to submit the report quickly. It is being told that the committee talked to many people before giving the clean chit. 

But it could not be confirmed at any level whether the allegations made in the complaint are baseless or true. No one told whether 08 cartons of documents contained sensitive files related to BrahMos or not. Or did the committee ask the persons involved in the interrogation what kind of documents were in the carton? Had he seen the documents? Did the committee examine the allegations made in the complaint point by point? 

20 What was the nature of the wall painting?

The former CEO of BrahMos also took with him 20 wall paintings from his office. There is also mention of 20 wall paintings in the letter of the logistics firm which was authorized to carry the goods. The investigation committee should also clarify the nature of these paintings. Because, this stuff has also gone out of the office under the Defense Ministry. In today's environment, a painting can be worth lakhs or even crores of rupees. It should also be seen what was the source of the paintings and their specialty. Was this office property?

It is necessary to resolve these allegations and points

-How did 100 bottles of foreign brand liquor come to the office of former CEO Sudhir Mishra?-Why was there no entry for the weapons and bombs found after the retirement of former CEO Sudhir Mishra? If these were justified then why was a special vehicle later ordered from Pune-based Armament Research and Development Establishment (ARDE) to carry them.

-How many sensitive documents were there in the 08 carton documents that Sudhir Mishra took with him?
-Why did Sudhir Mishra take a sensitive file like Indo-Russian secrecy from the office to his home. This file was also returned on demand.

DRDO BrahMos lab scientist Nishant Agarwal and BSF jawan Achyutanand Mishra, both arrested for alleged spying on behalf of Pakistan’s ISI, were handled by the same agent- the UP ATS has said.

New Delhi: The Uttar Pradesh ATS, in its report to the Ministry of Home Affairs, has said that the scientist Nishant Agarwal arrested from a Nagpur DRDO lab, could have the same handler as that of the BSF man Achyutanand Mishra, who was allegedly honey-trapped by Pakistan’s Inter-Services Intelligence (ISI). Sources told Times Now news channel, that the modus operandi in the two cases is similar. The revelations, which have been submitted to the Union Home Ministry also strengthen the ATS’ claims that a Pakistan spy-ring is at work in engaging Indian security officials in extracting sensitive data about India’s defence establishments and plans.


Meanwhile, the Nagpur sessions court on Tuesday granted three days transit remand of Agarwal to Uttar Pradesh ATS. He was produced at the sessions court on Tuesday morning. Mishra, a BSF jawan posted in Delhi-NCR was apprehended by UP ATS in September, for allegedly passing on sensitive information to his Pakistani handler, who posed as a woman defence reporter on Facebook. He had reportedly shared details of his unit’s location, photographs of the training facility and other such classified information.

Agarwal, on the other hand, was arrested from the BrahMos facility in DRDO Nagpur. A junior engineer, the police had stumbled upon the case when investigations were underway for the BSF jawan’s activities. He had allegedly shared information with two fake IDs — believed to be handlers — over chat “In the on-going investigation of the arrested BSF constable, two fake IDs in the name of women being operated from Pakistan were spotted. It was discovered that engineer Nishant Agarwal who worked at a defence institution (DRDO’s BrahMos production facility) in Nagpur had chat histories with the two fake IDs,” UP Police said in an official statement released Monday

Some scientists from IRDE, DRDO, Dehradun raised voice against the Recruitment Assessment Centre (RAC), DRDO for unethical practice in conducting assessment of scientists Grade scientist C to E.


Recently the interview was held from 15 May to 19 May 2018. Dr A K Gupta was core member, so he was in the board for all days. Total 29 candidates from IRDE were there in this board.

Dr AK Gupta was core member so he had extra power to manipulate the results and he did same.


As Dr AK Gupta (Ex Director) was the core member of instrumentation Board for IRDE. It is clearly against the rules and law. Ex IRDE it was observed that Dr Gupta was partial with some candidates and gave them extra advantage to get through. This modus oprendi is also very common practice of RAC to promote incompetent scientists by custom designing of interview board.  Sh Arun Jaitley then charge of Defence Minister had ordered action against two senior scientists in a case in DRDO on July 2017


As promotion is related to financial gain as well as morale booster for each DRDO scientist and give major impact on his performance.  It should be asked from  RAC (Coordinator for Assessment 2018 Mrs Rajinder Kaur Sokhi, Sc G   that   how & why she did this? Hopefully she gets proper approval from Director RAC in writing. It is clear cut case of corruption and violation of rules.

निवेदन है कि RAC द्वारा Assessment बोर्ड 2018 के इंस्ट्रूमेंटेशन बोर्ड (Instrumentation board) में हुई अनियमितता के सुधार हेतु आप उचित कार्यवाही करें. IRDE  देहरादून के इंटरव्यू बोर्ड में IRDE  देहरादून के ही पूर्व निदेशक डॉ. अरुण कुमार गुप्ता को कोर मेंबर बनाने से बोर्ड की निष्पक्षता पर ही प्रश्नचिन्ह लग जाता है, जिसके परिणामस्वरूप पक्षपातपूर्ण निर्णय होनें की पूरी पूरी संभावना है, जो की भारतीय संविधान एवं प्राकृतिक न्याय के सिद्धान्त (Principle of Natural Justice) के विरुद्ध हैं ! RAC के संविधान के अनुरूप निष्पक्ष भर्ती और मूल्यांकन के लिए आवश्यक है की साक्षात्कार बोर्ड में ऐसे सदस्य हो जो की कैंडिडेट के परिचित या रिश्तेदार ना हो परन्तु कोर मेंबर श्री मान गुप्ता पूर्व निदेशक होने के कारण अभ्यर्थियों से भलीभांति परिचित हैं और कुछ वैज्ञानिको से उनके बहुत ही घनिष्ठ एवं मधुर सम्बन्ध भी हैं तथा कुछ से व्यक्तिगत वैचारिक दुर्भाव भी! जिसके परिणामस्वरूप उनके बोर्ड का कोर मेम्बर होने से साक्षात्कार का परिणाम अवश्य ही प्रभावित होगा, जिससे साक्षात्कार की निष्पक्षता पर ही संदेह हो जाता है जिसे नकारा नहीं जा सकता हैं ! इस प्रकार ये गठित बोर्ड ही पूर्णतया असंवैधानिक हैं और अभ्यर्थी वैज्ञानिको के भविष्य के साथ खिलवाड़ हैं !


मान्यवर, कुछ अभ्यर्थी वैज्ञानिक तो उनके घर में बतौर किरायेदार उनके साथ ही रहे हैं और उनके घर खाना तक बनाते थे, इस तरह वे उनके परिवार के सदस्य की भांति ही रहते आयें हैं ! इससे उनको इस बोर्ड में एक्स्ट्रा एडवांटेज मिल सकता है और उनका इंटरव्यू ख़राब होने के बावजूद वो प्रमोट हो सकतें है !


महोदय, ये निवेदन पत्र आपके समक्ष प्रस्तुत कर आपसे विनम्र निवेदन हैं की RAC की भूल को सुधारते हुए उपरोक्त बोर्ड को null & void घोषित कर IRDE के INSTRUMENTATION बोर्ड को पुन: निष्पक्षता के मानदण्डों को पूरा कर गठित करे ताकि साक्षात्कार में शामिल होनें वाले अभ्यर्थी वैज्ञानिको के भविष्य के साथ किसी प्रकार का अन्याय ना हो तथा मजबूरन हम अभ्यर्थी कों न्याय पाने के लिए माननीय न्यायालय की शरण में नहीं जाना पड़े !

India test-fires medium range nuclear capable Agni-II missile

BALASORE: India on Tuesday test-fired its medium range nuclear capable Agni-II missile with a strike range of 2,000km from Abdul Kalam Island off Odisha coast, defence sources said.

The trial of the surface-to-surface missile was conducted from a mobile launcher at the launch complex-4 of the integrated test range (ITR) at around 8.38am, the sources said.

The Intermediate Range Ballistic Missile (IRBM) has already been inducted into the services and Tuesday’s test was carried out by the Army’s strategic forces command (SFC) with logistic support provided by the Defence Research and Development Organisation (DRDO), they said.

The 20-mt-long Agni-II ballistic missile has a launch weight of 17 tonne and can carry a payload of 1,000kg over a distance of 2,000km.

The state-of-the-art missile, already a part of the country’s arsenal for strategic deterrence, was launched as a training exercise by the armed forces, a DRDO scientist said.

Agni-II, a two-stage missile, equipped with advanced high accuracy navigation system and guided by a unique command and control system, was propelled by solid rocket propellant system, he said.

The entire trajectory of the trial was tracked by a battery of sophisticated radars, telemetry observation stations, electro-optic instruments and two naval ships located near the impact point in the down range area of the Bay of Bengal.

Agni-II was developed by the advanced systems laboratory along with other DRDO laboratories and integrated by the Bharat Dynamics Limited, Hyderabad, sources said.

The missile is part of the Agni series of missiles which includes the Agni-I with a 700km range, Agni-III with a 3,000km range, Agni-IV and Agni-V both having long range capabilities.

The first proto type of the Agni-II missile was carried out on April 11, 1999 and last launch was a user’s trial on May 4, 2017.

The employees of the Aeronautical Development Establishment (ADE), which is regarded as one of the most distinguished labs of the Defence Research and Development Organization (DRDO), are up in arms against what they have called arbitrary transfer.

The employees of the Aeronautical Development Establishment (ADE), which is regarded as one of the most distinguished labs of the Defence Research and Development Organization (DRDO), are up in arms against what they have called arbitrary transfer of a scientist who last year was named the “best lab scientist of DRDO”.


According to ADE officials, the said scientist, who has been working with the DRDO for 30 years, is being victimised for not agreeing with his seniors who wanted materials for a project to be procured from a particular company, despite the said company not matching the requirements of the project.


On 16 January 2018, on the ground of “public interest”, A.P.V.S. Prasad, “scientist-G”, who was made the project director of the coveted RUSTOM-II UAV programme of the DRDO in 2015, was moved out of the ADE to another DRDO lab in Bangalore without any notice and without taking the permission from his director.


However, official sources said that Prasad was being pressurised to give his permission to procure products for the UAV programme from a company whose product did not match the requirements of the project and when he did not relent, he was transferred.


Prasad has been credited with making sure that the much delayed India’s UAV programme got the needed push. Within two years of Prasad taking over the project, RUSTOM-II completed its maiden flight, earning him the best DRDO scientist award in 2017. An angry employees’ union of the ADE has now approached Defence Minister Nirmala Sitharaman to intervene in the matter. Speaking to The Sunday Guardian, S. Narayanappa, who is president of the ADE civilian employees’ union, said that discriminatory transfers like this affect the morale of the scientists.


“I have been trying to speak to Dr S. Christopher (chairman of DRDO) on this issue but he is not taking my calls or responding to our messages. It was due to this that we were forced to approach the Defence Minister directly. Prasad is a very capable scientist which is clear from the work that he has done. His transfer, without taking even his director into confidence, is shocking. We are still awaiting a response from the Defence Minister. You can just imagine the kind of damage these kinds of things do to an official’s morale. He was offered multiple employment opportunities from various private corporate entities to head their division but he rejected them all,” Narayanappa said.

‘Internal politics’ forces DRDO scientist to quit

NEW DELHI: With a dream to work for his country after spending a successful stint overseas, Dr Gausal Ahmed Khan applied for the post of senior scientist in the country’s premier defence research institute—DRDO—in 2009. Eight years down the line, Khan’s dreams were shattered when he was forced to resign in September owing to ‘internal politics’.

Khan, a physiologist, worked on a project to reduce the acclimatisation time of Indian Army personnel stationed at high altitude locations like Siachen. He has written a letter to Prime Minister Narendra Modi exposing nepotism, politics, and corruption prevailing in the DRDO. “Unfortunately my scientific temperament and hard work proved to be a disqualification in one of the country’s most reputed organisations—DRDO,” Khan wrote to the PM.

“Bereaved, my broken and humiliated conscience prompted me to write to you and apprise you of the prevalent politics, corruption, and other work conditions in DRDO. I am writing with a hope that in future work condition in DRDO may improve and will prevent scientists from leaving the organisation,” he added.


While disclosing how he was involved in litigation after not given credit for his work, he said, “I spent the last three years in the organisation defending myself in unwanted litigations imposed on me by higher officials due to their politics, personal vengeance, and family lineage.”


Khan got some relief when he approached the Central Administrative Tribunal (CAT) against a disciplinary case imposed on him. The Tribunal in its order stated: “He has been conferred with ‘developing world scientist award’ at international level for his research of unique nature.


Assuming that there are some lapses on the applicant (scientist), the disciplinary authority should have taken a lenient view on account of the excellent scientific research by him which brought laurels not only individually for him but to the country as whole. However, the respondent (DRDO authorities) has not given due credit for his research in the scientific field. This depicts sorry state of affairs. Instead of appreciating his research work, he has been treated shabbily and awarded punishment in gross violation of law”.


When contacted Khan, who is leaving for the US, said, “I came with a vision and a dream. My working conditions forced me to leave. But before leaving, I wanted to apprise the top leaders of the poor work atmosphere. PM talks about self-reliance in defence, but we cannot achieve it unless we weed out corruption and internal politics.”

Fresh Proof of bogus claims of Hi-Fi Bio toilet by Dr. Lokendra Singh

As Dr Lokendra Singh, Master manipulator of DRDE who is fooling around Govt. and public at will in the name of Bio toilets going to retire a month a fresh proof of his Farzi Invention has emerged. Many scientists of DRDE pressed red button about genuinely of Gobar Toilets every now and then, even one of the scientist approached CVC about blowing out of proportion about very basic technique of bio gas production using cow dung and selling it to unsuspected Govt and public with investment of 1000s crores of public money (vide complaint no 16653/2014/Vigilance 9 dated 24/07/2014 & 27168/2014/Vigilance 7 dated 11/09/2014).


As per the recent article in NDTV an Engineer from Akola making biotoilets since a decade by using bacteria from cow dung and successfully installed 100s of such toilets in Maharashtra by just charging and recharging septic tank with bacteria from Fresh Cow dung. As per the website of this engineer each bio toilet is costing Rs 6000 only of which actual cost is going for constructing toilet structure but not to any microbial technology (story “With Low Cost And Smart Bio-Toilets An Engineer Brings Change To Rural Maharashtra” By: Anisha Bhatia  | April 27, 2017 (http://bit.ly/2p976Gn)). Arvind Dethe, the engineer developed bio-toilets or smart toilets that would cost only Rs. 6,000, using anaerobic bacteria but he never visited Maitri, Antarctica, who is not even a biologist, can the Govt ask this gentleman to fix the bio –toilet for public and railways or ask him teach the simple technique of bio toilet making to citizens enmass instead of simply allowing few companies under patronage of Dr. Lokendra Singh to eat public money.


In the complaint of senior Scientist of DRDE, the same point was mentioned in CVC complaint by DRDO scientist but none of his pleas were heard under mysterious circumstances instead he was shunted out and others such scientists are being harassed.  Dr Lokendra Singh’s fictitious invention was being advertised by  DRDO wasting crores of rupees in full page ad in all national papers. Time and again voice of concern was raised in various news papers but Govt is unfazed to prevent this huge magnitude of corruption in the name of science and technology. DRDO brazenly bluffed in the parliament about these so called toilets against question asked by one of the honorable Member of Parliament (UNSTARRED QUESTION NO-2498 asked by Honorable MP Shri Amar Shankar Sable Regarding unpleasant smell, using of cow dung in Bio toilets developed by DRDO)


DRDO dedicated (Lokarpan) these toilets two times and fooled the country. The game is still on and Ministry of Railway putting Bio-Toilet every year beside the complaints of foul smell (By Rajendra B Aklekar, Mumbai Mirror | May 5, 2015, http://bit.ly/2pENOdw). Honorable PM Modi ji requested to please put DRDO in your corruption free agenda in priority because every minute DRDO corrupt officials sitting in TOP pulling country down in defence technology race and interestingly this agenda maintain after retirement by sitting either government posts or with private organization, their sole aim to mint money till death.


It is high time for Hon. Prime Minister to set right things in DRDO and call for an independent enquiry into these bio toilets and order investigation into CVC complaint and take action against the perpetrators of the fraud.

You will be surprise to know that it is fashion in DRDO that scientists using Army Jawan specially drivers in their official as well as personal car. Earlier DRDO witnessed the Project vehicle  used Dr K Tamilmani, DG, Aero, DRDO and that time he engaged the Army Havaldar  driver so no one question for duty timings.


Please find some pictures of Army jawans performing duty for private vehicles. EMU, DRDO Dehradun engaged a private Scorpio in contract since few years. The vehicle is fully painted with Bharat Sarkar, Raksha Mantralay, EMU, DRDO etc. Vehicle registered in the name of KHUSHAL SINGH, UK07AR0900 [RISHIKESH ARTO, UK].


The vehicle is driven by Army Jawans but it was observed that vehicle is used for suspicious covert operation by private parties, like today morning at 07:43 vehicle reached at Mr D L Uniyal, Uniyal Nivas, Danda, Dharampur, Dehradun. The vehicle Driver was Hav Rakesh Sharma, posted at EMU, DRDO, Dehradun. He picked Mr Uniyal at 07:46 and moved out to Dehradun. Vehicle crossed Uttarakhand border 08:17 and stopped at Dat Kali Mandir. Antother vehicle Tata Maza driving by CHM Tajindra Singh joined and moved 08:30. As per sources both vehicle going to parental village (Muzaffar nagar, UP) of Dr D P Singh, Scientist ‘G’ who is heading EMU, DRDO, Dehradun since 10 Years. Both vehicles full of relative and friends of Dr D P Singh, Scientist ‘G’.


Sir, this not the first occasion as Army Jawans he is using these Army personal in all his family and his friends, relative assignment without seeing the time.


I want to know why our tax money will utilized by these lecherous DRDO scientist and over to this they are using our respected Jawans as bonded labours.

With their easy access to classified and secret information, thousands of people working on contractual or temporary basis in India’s top secret defence projects have turned out to be the biggest threat to national security. A spate of arrests for spying has alarmed the government. But the country’s premier defence research agency—Defence Research and Development Organisation—has a strength of more than 50,000 temporary or casual employees who have complete access to all its classified and research activities.

Soon after, a contractual employee working for the MoD was picked up by the Delhi Police for espionage. The issue put South Block in panic mode and an alert was issued in March, which clearly said that ‘Contractual/ casual employees should not be posted in sensitive locations and not allowed to given access to the classified information’.

A senior defence ministry official recalled how a high-level inquiry was ordered during AK Antony’s tenure as defence minister in 2010 into the episode of giving out a critical missile design project to a private contractor by a top DRDO scientist.

Despite such cases in the past, over 55 laboratories of the DRDO, mandated to develop products and technologies to modernise our armed forces ranging from missiles to combat aircraft, have roped in over 50,000 casual employees to assist scientists. A scientist has moved the Central Administrative Tribunal (CAT) after his integrity was questioned by the DRDO laboratory where he works.

In his complaint, Gausal Khan, a scientist at the Defence Institute of Physiology and Allied Science (DIPAS), Timarpur, has alleged the laboratory denied him permission to visit Japan, China, the Netherlands, and other countries to attend conferences and seminars.

It all started in 2011, when Khan was denied permission to visit Japan. The DIPAS, however, said he did not seek permission in time and despite being denied nod to visit Japan, he went ahead with the trip. The laboratory later filed a complaint with the police.

After working abroad, according to Khan, he in 2010 joined the DIPAS where he was part of the Hematology Group of Research. Khan, a grade ‘D’ scientist, was assigned to submit a project along with two other scientists.

In his petition, Khan said the director of the laboratory, Dr Shashi Bala Singh, denied him permission to visit Japan in February 2011 after he was selected for one “Developing World Scientist” award for the same project.

While Khan alleged the director “kept mum” on issuing him a no-objection certificate till the last date of submission of the project synopsis, the laboratory said Khan did not seek permission for going abroad in time — a claim denied by the scientist.

A chargesheet based on the laboratory’s complaint against Khan was filed in the court in April 2014. It accused Khan of entering into correspondence with “foreign universities/institutions without obtaining prior permission” as required by the government’s policy.

According to the chargesheet, he received USD 1,500 as travel award and represented one “Sinha Institute of Medical Sciences and Technology” at the conference, an allegation denied by Khan.

After the incident, Khan claimed he was denied permission to attend several other seminars and conferences abroad. The DRDO and the Ministry of Defence did not respond to the development when contacted.
