‘Internal politics’ forces DRDO scientist to quit

NEW DELHI: With a dream to work for his country after spending a successful stint overseas, Dr Gausal Ahmed Khan applied for the post of senior scientist in the country’s premier defence research institute—DRDO—in 2009. Eight years down the line, Khan’s dreams were shattered when he was forced to resign in September owing to ‘internal politics’.
Khan, a physiologist, worked on a project to reduce the acclimatisation time of Indian Army personnel stationed at high altitude locations like Siachen. He has written a letter to Prime Minister Narendra Modi exposing nepotism, politics, and corruption prevailing in the DRDO. “Unfortunately my scientific temperament and hard work proved to be a disqualification in one of the country’s most reputed organisations—DRDO,” Khan wrote to the PM.

“Bereaved, my broken and humiliated conscience prompted me to write to you and apprise you of the prevalent politics, corruption, and other work conditions in DRDO. I am writing with a hope that in future work condition in DRDO may improve and will prevent scientists from leaving the organisation,” he added.

While disclosing how he was involved in litigation after not given credit for his work, he said, “I spent the last three years in the organisation defending myself in unwanted litigations imposed on me by higher officials due to their politics, personal vengeance, and family lineage.”

Khan got some relief when he approached the Central Administrative Tribunal (CAT) against a disciplinary case imposed on him. The Tribunal in its order stated: “He has been conferred with ‘developing world scientist award’ at international level for his research of unique nature.

Assuming that there are some lapses on the applicant (scientist), the disciplinary authority should have taken a lenient view on account of the excellent scientific research by him which brought laurels not only individually for him but to the country as whole. However, the respondent (DRDO authorities) has not given due credit for his research in the scientific field. This depicts sorry state of affairs. Instead of appreciating his research work, he has been treated shabbily and awarded punishment in gross violation of law”.

When contacted Khan, who is leaving for the US, said, “I came with a vision and a dream. My working conditions forced me to leave. But before leaving, I wanted to apprise the top leaders of the poor work atmosphere. PM talks about self-reliance in defence, but we cannot achieve it unless we weed out corruption and internal politics.”

A scientist has moved the Central Administrative Tribunal (CAT) after his integrity was questioned by the DRDO laboratory where he works.
In his complaint, Gausal Khan, a scientist at the Defence Institute of Physiology and Allied Science (DIPAS), Timarpur, has alleged the laboratory denied him permission to visit Japan, China, the Netherlands, and other countries to attend conferences and seminars.
It all started in 2011, when Khan was denied permission to visit Japan. The DIPAS, however, said he did not seek permission in time and despite being denied nod to visit Japan, he went ahead with the trip. The laboratory later filed a complaint with the police.
After working abroad, according to Khan, he in 2010 joined the DIPAS where he was part of the Hematology Group of Research. Khan, a grade ‘D’ scientist, was assigned to submit a project along with two other scientists.
In his petition, Khan said the director of the laboratory, Dr Shashi Bala Singh, denied him permission to visit Japan in February 2011 after he was selected for one “Developing World Scientist” award for the same project.
While Khan alleged the director “kept mum” on issuing him a no-objection certificate till the last date of submission of the project synopsis, the laboratory said Khan did not seek permission for going abroad in time — a claim denied by the scientist.
A chargesheet based on the laboratory’s complaint against Khan was filed in the court in April 2014. It accused Khan of entering into correspondence with “foreign universities/institutions without obtaining prior permission” as required by the government’s policy.
According to the chargesheet, he received USD 1,500 as travel award and represented one “Sinha Institute of Medical Sciences and Technology” at the conference, an allegation denied by Khan.
After the incident, Khan claimed he was denied permission to attend several other seminars and conferences abroad. The DRDO and the Ministry of Defence did not respond to the development when contacted.

Central Administrative Tribunal,Hyderabad Bench has delivered judgment today (27/01/2015) cancelling the recovery orders of DRDO in O.A No.727/2013 filed by All India DRDO Technical Officers’ Association & other Tech.Officers and O.A No.1412/2014 filed by DMRL,DLRL & DRDL Tech. Officers.

CAT has quashed the impugned orders of DRDO issued vide letter No.DHRD/16342/6thCPC/DRTC/C/P/05(iv)/1112/D(R&D) dt. 30.05.2013 read with order dated 10.05.2013 and 13.05.2013 to the extent of recovery.

The recovery orders due to withdrawal of Rs.4800/- Grade Pay to Technical Officer/ TO ‘A’ w.e.f 01.01.2006 were set aside.

Let’s build pressure on DRDO Hqrs for implementation of Supreme Court Judgment& CAT, Hyderabad judgment and to stop recovery of pay,refund the amounts recovered/adjusted.

Let’s hope that wisdom will prevail on DRDO Hqrs officials and stop the illegal pay recovery.

The nation is witnessed that same person first gave clean chit under influence of corrupt officials of DRDO and now he has approved the order of annulment  the appointment of Ms Swati Srivastava. Unfortunately, the country of 125 crores population, our government is not able to found any honest and responsible person for secretary, DRD, DG, DRDO and SA to RM post.

They are still shielding concern duo (Father Daughter) and other involved officials by terming the illegal recruitment of Ms Swati Srivasta as irregular appointment with the clear motive of department escape from the duty of lodging of criminal case against the manipulation done under the influence of Dr Arun Kumar in the direct recruitment of Ms Swati Srivastava in RAC Delhi

Hope Modi ji will look seriously this very important issue it is directly related to moral of our honest scientist whose fortune / fate is in hand of such man who has no respect of moral and honesty who only believes in his own growth.

Para 10.          Pursuant to the above directions, a High Power Inquiry Committee was constituted to inquire into the allegations of irregularities against the applicant with the approval of RM vide his order dated 15.07.2011 with following Members:

(i) Dr. S. K. Salwan, former Director, ARDE, Pune and Vice Chancellor, Bhagwant University, Ajmer;

(ii) Dr. Avinash Chander, Distinguished Scientist and Director, ASL, Hyderabad;  

(iii) Mrs. Nabnit R. Krishnan, Director DMIST.         

The Enquiry Committee enquired into the matter and submitted its report on 08.06.2012. The executive summary of the report was placed before RM indicating that the Inquiry Committee opined that no favour or undue advantage was given to Ms. Swati Srivastava, daughter of the applicant during her recruitment as Scientist ‘B’ in DRDO and the same was conducted following normal practices and procedures. The file was processed through SA to RM who recorded the following on 15.07.2011:

“The report of the Independent Enquiry Committee”. Constituted to investigate the appointment of Mr. Swati Shrivastava D/o of Dr. Arun Kumar, is placed opposite for perusal of Hon’ble RM.

The above recording was endorsed by the RM by signing on 18.07.2011.

Ex-DRDO Chief Gets Jail Sentence

CHENNAI: Dr V K Saraswat, former Scientific Adviser to the Minister of Defence and Director General, DRDO and Dr G Malakondaiah, former Director of DMRL in Hyderabad have been ordered to undergo simple imprisonment for three weeks by the Madras High Court for not obeying the court’s orders passed way back in in 2009.

A division bench of justices S Rajeswaran and P N Prakash awarded the punishment while allowing a contempt application from S Joseph Raj, on Wednesday.

Raj lost his job as the school in which he was working as a librarian was closed. Holding that he was not a Central government employee, the government refused to reinstate him. Confirming the orders of the Central Administrative Tribunal, a division bench of the Madras High Court had directed the government to consider Raj for the post of Senior Technical Assistant.

Contending that this order had not been complied with, Raj filed the present contempt petition. “Even though an appointment order had been issued on July 14, 2009 to Joseph Raj, the duo did not allow him to join duty. Thereafter, they suppressed this fact before the Supreme Court. Therefore, we find that the duo have wilfully disobeyed the orders of this court,” the court said in its order.

A senior scientist in the country’s premier defence research organisation DRDO, who has highlighted various irregularities and malpractices in the organisation, has served legal notice to the DRDO chief Avinash Chander for allegedly defaming him for taking a stand against corruption.avinashchander

Navin Prakash Gupta, a computer scientist working the Kanpur-based laboratory of DRDO, last month was transferred from Kanpur to Tezpur following his series of complaints to Central Vigilance Commission and the defence minister highlighting various irregularities in the department.

Following the transfer order, Gupta moved the Central Administrative Tribunal (CAT) for seeking stay on his transfer orders. In reply to his petition in CAT, the DRDO said, “Scientist NP Gupta has been vitiating the atmosphere in DMSRDE through his irresponsible behaviour and undesirable activities.”

Denying this, Gupta told dna over phone from Kanpur, “The allegation is full of imputation. There is no enquiry against me. Even no show cause notice was served to me in my entire career of 21 years. I am being harassed because I raised voice against corruption.” Gupta claimed that his transfer is laced with vengeance and motivated. Gupta has made at least 12 complaints to the corruption watchdog CVC including irregularities in procurement of chemicals and fabrics in the Kanpur-based DMSRDE (Defence Materials and Stores Research and Development Establishment (DMSRDE) laboratory. And CVC is conducting probe into his allegations and forwarded to the ministry of defence for detailed inquiry. “I have written about large scale malpractices and irregularities in procurement for the laboratory. Besides irregularities in procurements, top officials of the laboratory were giving out construction contracts worth lakhs of rupees to private vendors and individuals with aim to benefit them by violating all rules and regulations,” Gupta added.

When contacted Drdo spokesperson claimed that conduct of Gupta was not upto the mark over the years. “I could only say that conduct of Navin Gupta was not in order. Beyond this, we do not want to comment on the issue as it is pending in the court,” DRDO official said.

Meanwhile, Navin Gupta has decided to file a criminal defamation case against DRDO chief and head of directorate of personnel Dr AK Singh. “They have not replied to my notice. And now I’m going to file a criminal defamation case on them,” Gupta added.
