In the interview conducted on October 22, the significance and achievements of BrahMos were extensively highlighted. Yet Joshi once again refrained from mentioning any of his own achievements—raising legitimate questions about the purpose and timing of the interview.
On October 23, Group Captain Srivastava, described as a key lieutenant of J.R. Joshi, reportedly brought Col. Bishnu Ram to BrahMos and, in Joshi’s presence, pressured him into signing an undertaking acknowledging that he had not written that letter while signature on the letter is correct.
The sequence of events raises serious concerns about the handling of the matter and whether the process is intended to establish the facts or simply to bring the controversy to a quiet conclusion.
If these developments are substantiated, they would warrant serious scrutiny. The apparent attempt to resolve the matter internally, rather than through an independent investigation, risks undermining confidence in the process and raises questions about institutional accountability.

News has just emerged that BDL has appointed Dr. Jagannath Nayak as a Government Nominee on its Board of Directors. This appointment reflects the Government’s policy to ensure the missile-related production units can access the infrastructure and expertise of the DRDO missile complex and continue to receive strategic guidance from the missile complex scientific community through DG (MSS).
Meanwhile, recently by removing the DG (MSS) from the Board of Directors at BrahMos, what exactly is J.R. Joshi trying to prove? J R Joshi has actually hit the very basic premises of genesis of Brahmos from its foundation itself. The Brahmos was raised with his strong R&D pillars as DRDO from Indian side and NPOM from Russian side which has created so many versions of Brahmos over last 25 years. For the same purpose of having DRDO missile complex by its side, visionaries like Dr. Kalam and Dr. A S Pillai has kept DG MSS in Board of Directors. Now by removing DG MSS, does J R Joshi want to prove that he is having bigger vision than of Dr. Kalam or Dr. Pillai, or he just doesn’t bother for. Or he is having an only objection to derail Brahmos program in coming years??
Is he genuinely committed to making BrahMos more productive and strengthening its strategic capabilities, or is he steering the organisation towards institutional decline? Such actions raise serious questions about whose interests J.R. Joshi is actually serving and whether those interests align with India’s national interests.
Evidence of ever-increasing corruption during his tenure spanning multiple locations, from Lucknow BrahMos to Hyderabad, Nagpur, Pilani, and the Philippines—will soon come to light. We remain confident that swift and decisive action will be taken regarding the information that has reached the PMO.
We firmly believe that the PMO is closely monitoring the alleged nexus operating within the Ministry of Defence and BrahMos, involving certain DRDO corporate directors. The corruption in DRDO was informed to the Cabinet Secretary on 15th Sept 2026 regarding Urgent Intervention by the GOI to Address Unprecedented Administrative Irregularities Jeopardising the Integrity and Functioning of DRDO, the Nation’s Premier Defence R&D Organisation.
It is observed that in the last few months, the headless DRDO is derailing day by day and increasingly becoming an arena for corporate managers within DRDO.
If we examine the selections of Directors and DGs, there appear to be widespread violations of laid-down procedures, with lobbying, tailor-made selection committees, disregard for seniority in the constitution of the Chairman of the selection committee, etc. The selections appear arbitrary, with allegations of political pressure or other ulterior motives influencing the process.
In the absence of the DRDO Chairman, the corporate directors appear to be functioning in a willful and unchecked manner. The current example is that they are pushing the Distinguished Scientist promotion list in an arbitrary manner. They have seemingly ignored the parameters followed in previous DS promotions, such as seniority, laboratory experience, academic and scientific contributions, and, above all, the very meaning and stature associated with the position of Distinguished Scientist.
They have managed to push the names of corporate directors while disregarding all the above parameters.

They have seemingly put the whole MoD in their pocket and appear to be influencing the system through all other means because of their so-called magic wand. Everything appears to be getting approved by MoD without adequate logic, scrutiny, transparency, or due consideration of national interest.

The Cabinet Secretary took the above seriously and directed MoD for deeper inquiry and to find the facts. Now, with the help of JR Joshi, Mayank Diwedi, Ravindra Singh, and J Nayak nexus, the entire MoD is in the pocket. Now MoD passes the Cabinet direction to DRDO, DG HR Mayank Diwedi, and this is an absolutely amusing move by the Ministry of Defense to send the complaint to the accused.

The RAC Director was appointed just a few months ago through Mayank’s machinations; the attached document clearly exposes the absurd arguments he uses to assist Mayank and reveals the extent of the manipulation taking place within DRDO. Pandey argues that the ‘Distinguished Scientist’ (DS) designation should be awarded to DG-level officials—who are merely seeking the perks associated with the rank—rather than to the genuine scientists actually working in the laboratories who are truly deserving candidates for the position as they have proper academic qualifications, research experiences, and proper recognition in scientific fertility in India and abroad in their related field.
We asked Mr. R.P. Pandey: can he give a comparison of the qualification, achievements, and residency period of all 40 scientists who are above in seniority up to J.R. Joshi?
Nowadays, DRDO’s Corporate Directors are running the organization like their own personal fiefdom, with AFHQ cadre personal acting as their courtiers.
DRDO is rapidly heading towards a downward spiral; the organization’s Corporate Director shows no regard for the institution and is blatantly flouting rules to engineer new arrangements that secure personal perks and safeguard their own future.
The current nexus of DRDO’s Corporate Directors is with the help of the Additional Financial Advisor, who, for unseen reasons or vested interests, also appears to support these Corporate Directors. The DG BrahMos agenda is an open example, where the Additional Financial Advisor attended the Board meeting and supported the DG BrahMos for an unprecedented proposal, which, as alleged, formed part of an anti-institutional agenda involving the removal of DG MSS from the BrahMos Board.
As Additional Financial Advisor, he was aware that Mr. Nanda Company opposed the proposal and resigned because it was against the laid-down provisions of the Company Act.
• The same Distinguished Scientist promotion case is also the same: its own rules are being ignored, disregarding the DRDO’s laid-down rules, because no one is taking responsibility for running the organization properly.
This happening is also giving a new thought to DRDO Chairmanship aspirants: if they want to become DRDO Secretary, they should follow the DG BrahMos’ steps — you have to not approach the Minister, but make happy the Minister’s son and OSD, especially political OSDs, etc.
It is not a secret thing; only observe the tenders, works allotted by the DG BrahMos since he got the post.
Each order, whether Lucknow BrahMos, from constructions to till date — who got the order, then sublet to whom — everything, from pin to missile parts, each order was rigged and is still going in the same manner.
This is up to GOI that it can be verified thoroughly by calling records and other available means, with the help of a dedicated IB officers. Only if the DG BrahMos is focused upon, that will prove how many new vendors were created by the DG, what their backgrounds and experiences are, and, specially, how much production was actually completed during his tenure. And the best part is, it is observed that since last one year, the Russian part is not certified even for one single missile till date.
Hope it is enough to open the eyes of MoD.

How a Defence Lab Contract Vanished: A Case Study in Procurement Capture
A defence contract. A husband’s company. Nine months of silence. A bank guarantee returned without penalty. And the officer who raised the alarm — allegedly punished on his own promotion board by the same person he complained about.
That’s the shape of the case being made against Ms. Suma Varughese, former DG (MED & CoS) and, as of 15 June 2026, a sitting DRDO chair-holder — now proposed for a panel role in the Centre of Excellence appointment process. her inclusion should be paused, not because of one bad contract, but because of an alleged pattern: official position, family company, and institutional pressure, repeating across postings.

The paper trail starts with Contract Agreement/Supply Order No. CAIR/21AT0044/G1S/LP/197, dated 5 February 2021, awarded to Comavia System Technologies Pvt Ltd — the firm run by Ms. Varughese’s husband.
What allegedly happened next reads like a playbook:
A CAIR contractor’s bill — Exhibit A — corroborates part of this trail: a claim of ₹6,34,868 (Claim No. CL-9748169273988883) against this exact contract number, billed 29 November 2023 under the head “Vivad Se Vishwas-I.” That’s real paperwork, not just narrative. What it doesn’t prove on its own is the 9-month delay or the absence of penalty — those live in the contract’s liquidated-damages clause and the closure file, which haven’t been produced yet.
One flag worth resolving: the swapped clause “Vivad se Samvad.” The bill says “Vivad Se Vishwas.” Same family of settlement scheme, not necessarily the same clause — this needs to be pinned down before it goes anywhere official, or it hands a critic an easy way to poke a hole in an otherwise strong document.
The allegation doesn’t stop at procurement. In a separate DRDO HQ review, Ms. Varughese — as chairperson — allegedly leaned on the Project Director to finish an unrelated project faster, while expanding its scope. Then, sitting on his promotion board, she is alleged to have used that position to fail him.
Project Director complained. With evidence. To the highest authorities.
The response: sympathy. No action.Its because DRDO having helpless chairmen.
That’s the line keeps returning to — not that nobody knew, but that everybody who could act, didn’t.
Forget the single contract for a second. The real charge isn’t about one file — it’s about where the habit was learned.
Years before CAIR, before the ₹6.34 lakh guarantee, before the promotion-board retaliation — Suma Varughese was posted at CABS, and Mr. Christopher was running it as Director. That’s the alleged origin point. Not a coincidence of timing — a partnership of convenience, according to the complaint: her authority to place orders, his authority to make sure nobody looked too hard.
And the orders didn’t stop at one. multiple contracts, across multiple years, all flowing to the same address — Thomas Varughese’s company. Every one of them, allegedly reported. Every one of them, allegedly buried — not lost, not overlooked, managed. That word matters. It’s not “missed.” It’s not “an oversight.” The claim is that someone with the authority to stop it chose, repeatedly, not to.
Here’s the part that should stop anyone reading this cold: this didn’t end when Mr. Christopher moved on, and it didn’t end when Suma Varughese left CABS. The same channel kept running — through DARE, through CAIR — and that the combined value of contracts steered this way, over the years, runs into crores of rupees. Not lakhs. Not one bad quarter. Crores — of taxpayer money, moving in one direction, for one family, over one long career.
That’s not a procurement irregularity. That’s a standing arrangement. A ₹6.34 lakh bank guarantee released without penalty isn’t the crime — it’s the residue. It’s what’s left visible above the waterline of something much bigger, much older, and allegedly still running.
One thing has to be said plainly: every figure in this section — “several orders,” “crores of rupees,” “till date” — is an allegation, not yet a filed number. It’s the single most serious claim in this whole account, and it deserves the single highest bar of proof: pull the CABS-era contract register, cross-reference every award to Thomas Varughese’s firms across CABS, DARE, CAIR and other various DRDO Labs, total it. If the number is real, it will show up in black and white. If it’s real, no one should need to take the word for it — the ledger will say it.
This isn’t presented as an isolated file. It’s alleged this pattern started at CABS, under Mr. Christopher’s watch, and never actually stopped — it just changed addresses, moving through DARE and CAIR and other DRDO Labs while the same two names stayed at the center of it. Mr. Mangal’s endorsement of the current appointment is alleged to have come under similar pressure — one more instance, of the same machine finding one more hand to turn the crank.

This is an initiative to protect the nation from anti-national networks that treat public defence funds as private income. Every rupee lost to a rigged contract or an unpunished withdrawal is a rupee taken from the taxpayer who funded it in good faith. Institutions built to defend the country cannot be allowed to double as private revenue streams for the well-connected. Accountability isn’t optional when national security budgets are on the line — it’s the minimum the country is owed.
The appointment of the Director General (DG) of BrahMos became the subject of a prolonged legal dispute after concerns were raised regarding the selection process.
Sivan Subramanyam, the senior-most Distinguished Scientist (DS) in DRDO, challenged the appointment before the Central Administrative Tribunal (CAT), contending that the prescribed selection procedure had not been followed. After examining the matter, the CAT directed the DRDO Secretary to revisit the appointment process and conduct a fresh selection in accordance with the applicable rules and procedures.
Instead of implementing the Tribunal’s directions, the DRDO Secretary challenged the CAT order before the Hon’ble High Court of Telangana at Hyderabad. After extensive hearings, the final arguments were concluded on 8 July, and the matter now awaits judgment.
Throughout this legal battle, one individual stood firmly for the cause of justice—Advocate Shri Srinivas Chamarthy. Despite the complexity and significance of the case, he rendered his legal services without accepting a single penny in professional fees. His commitment to the rule of law, fairness, and institutional integrity reflects exceptional dedication and selfless service.
This case is not merely about one appointment; it concerns adherence to established procedures, transparency in public institutions, and the principle that every public authority must remain accountable to the rule of law.
भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, दिल्ली में जुलाई 2019 में अनुबंध के आधार पर डाटा एंट्री ऑपरेटर और एमटीएस की भर्ती की गयी ! जिसमे काफी संख्या में आवेदन आए जिन्हे साक्षात्कार के लिए 29 जुलाई और 30 जुलाई 2019 को बुलाया गया ! रूम नंबर 301 ( श्रीमति सुनीता वढेरा ) में साक्षात्कार हुए ! जिसमे काफी संख्या में आवेदको ने भाग लिया ! इस भर्ती में जो भी आवेदक साक्षात्कार के लिए आए उन्हे बाद में कोई सूचना नहीं दी गयी और ना ही उन्हे कोई कारण बताया गया की उनका चयन क्यों नहीं हुआ !
अजय कुमार, पूर्व डाटा एंट्री ऑपरेटर, भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, अनुभव 16 वर्ष,( आर ए सी – 1998-2001, 2003- 2016) मैंने पूर्व निदेशक श्री आइ सी शर्मा, पूर्व निदेशक श्री प्रसाद सर , पूर्व निदेशक जेठी सर , पूर्व निदेशक डॉ अरुण कुमार, पूर्व निदेशक श्री रिशभ कुमार जैन और पूर्व निदेशक श्री सुधीर गुप्ता इन सबके साथ भी काम किया है ! 30 जुलाई 2019 को 12.10PM रूम नंबर 301 में साक्षात्कार दिया ! लेकिन नौकरी के लिए नहीं बुलाया गया ! जब उसका कारण पूछा तो सुनीता वढेरा मैडम, रूम नंबर 301 मे मुझे बताया गया की आपका आवेदन स्वीकार कर लिया गया था लेकिन अशोक कुमार शर्मा, साइंटिस्ट ‘ई’ , रूम नंबर 414 ने आपका आवेदन अस्वीकार कर दिया लेकिन कारण कोई नहीं बताया गया ! ये सिर्फ मेरे ही नहीं और जो कैंडिडैट साक्षात्कार के लिए आए थे उनके साथ भी धोखा है !
लेकिन बाद में पता चला की ( अशोक कुमार शर्मा और वर्तमान निदेशक सुशील वर्मा ) द्वारा इस भर्ती में इन लोगो ने अपने जान पहचान वाले और अपने रिश्तेदारों का चयन किया है इसलिए इन्होने मेरा चयन नहीं किया ! इसमे इन्होने 3 कैंडिडैट निदेशक सुशील वर्मा के जान पहचान के है ! दो कैंडिडैट जो की गर्ल्स है वो अशोक कुमार शर्मा की बेटी की सहेली है जो रूम नंबर 412 मे बैठती है ! एक कैंडिडैट संचिन सिंह साइंटिस्ट की जान पहचान का है और भी कई कैंडिडैट जिनका चयन इन्होने किया है इसी कार्यालय में कार्यरत ऑफिसर और स्टाफ ( स्टोर ऑफिसर ) के रिस्तेदार और जान पहचान वाले है जिनके जान पहचान नहीं थी उन्हे नहीं लिया गया !
इस भर्ती की सबसे खास बात ये है की जिस ठेकेदार को ठेका दिया गया है उसके किसी भी कैंडिडैट का चयन शायद ही किया गया हो ! इन्होने अपने रिस्तेदारों और जान पहचान वालों को भर्ती करने के लिए ही ये कांट्रैक्ट लिया था ! जितने भी कैंडिडैट साक्षात्कार के लिए आए थे ठेकेदार को उनके बारे मे पता ही नहीं था क्यूंकी साक्षात्कार के समय सिर्फ आर ए सी स्टाफ ही था ठेकेदार वहाँ पर मौजूद है नहीं थे ! इसकी भी जांच होनी चाहिए की ठेकेदार ने कितने कैंडिडैट भेजे थे और कितनों का चयन हुआ है !
इस भ्रष्टाचार में इस कार्यालय के कई ऑफिसर और कर्मचारी संलिप्त है जिसके जांच होनी चाहिए !
16 वर्षो तक आर ए सी में डाटा एंट्री ऑपरेटर का कार्य करने के बाद 31 जनवरी 2016 में जब हमारा कांट्रैक्ट समाप्त किया गिया तब के तत्कालीन निदेशक (डाइरेक्टर) सुधीर गुप्ता द्वारा बताया गया की अब हमारा सारा कार्य ऑनलाइन होता है इसलिए अब हमे डाटा एंट्री ऑपरेटर की जरूरत नहीं है !
3 वर्ष के बाद ऐसा क्या हुआ की वहाँ पर 05 डाटा एंट्री ऑपरेटर की जरूरत आन पड़ी ! जब की हम तो सिर्फ दो डाटा एंट्री ऑपरेटर ही पिछले काफी वर्षो से कार्यरत थे जब हमारी ही जरूरत नहीं थी तो इतने डाटा एंट्री ऑपरेटर की क्या जरूरत आन पड़ी ! सब कार्यालय ऑनलाइन कार्य कर रहे है तो क्या आर ए सी अब ऑफलाइन कार्य कर रही है ! ये तो प्रधानमंत्री श्री नरेंद्र मोदी जी की डिजिटल इंडिया मूवमेंट को बर्बाद करने पे तुले है क्या ऐसे ही इंडिया डिजिटल होगा !
इस कार्यालय में चपरासी, एमटीएस काफी मात्रा में है लेकिन ऐसी क्या जरूरत पड़ी की इनको 07 एमटीएस अनुबंध आधार पर लेने पड़े ! ऐसा कितना कार्य होने लगा अचानक इस कार्यालय में ये भी जांच का विषय है !
मुझे एसएमएस और फोन कॉल करके आर ए सी में साक्षात्कार के लिए बुलाया गया लेकिन अशोक कुमार शर्मा के मना करने पर मेरा चयन नहीं किया गया क्यों ?
अशोक कुमार शर्मा जो पहले इनमास में कार्यरत थे वहाँ भी इन्होने ऐसा ही कार्य किया होगा इनकी पिछले कार्यालय की भी जांच होनी चाहिए ! क्योंकि कुछ कैंडिडैट इनमास के है तथा कुछ एसएसपीएल (SSPL) के जो इनकी जान पहचान के है ये भी पता लगाया जाना चाहिए की इन दोनों ऑफिस में ये कैंडिडैट किसके कहने पर वहाँ से आर ए सी में बुलाये गए है !
जितने भी डाटा एंट्री ऑपरेटर और एमटीएस का चयन हुआ है उन सबकी भी जांच होनी चाहिए की क्या इनमे से कुछ कंडीडटेस अशोक कुमार शर्मा के साथ दूसरे कार्यालयो में भी कार्य कर चुके है !
उन सबके अनुभव और उनकी शिक्षा का स्तर की भी जांच होनी चाहिए !
ठेकेदार ने कितने कंडीडटेस भेजे थे और कितने ऑफिस स्टाफ के है इसकी भी जांच होनी चाहिए !
ठेकेदार की भी जांच होनी चाहिए क्योंकि इस ठेकेदार को ठेका किस आधार पर दिया गया है और कितने ठेकेदारो ने यहाँ पर ठेके के लिए आवेदन दिया था ! ये ठेकेदार अशोक कुमार शर्मा या स्टोर इंचार्जे इन दोनों मे से किसकी जान पहचान का है !
अतः आपसे अनुरोध है की इस कार्यालय में व्यापक पैमाने पर हो रहे भ्रष्टाचार की जांच की जाए ! जब तक ऐसे ऑफिसर और कर्मचारी होंगे तब तक माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी का भ्रष्टाचार के खिलाफ चलाया अभियान सफल नहीं हो सकता !
