Fight Against Corruption Lobby of DRDO

The appointment of the Director General (DG) of BrahMos became the subject of a prolonged legal dispute after concerns were raised regarding the selection process.

Sivan Subramanyam, the senior-most Distinguished Scientist (DS) in DRDO, challenged the appointment before the Central Administrative Tribunal (CAT), contending that the prescribed selection procedure had not been followed. After examining the matter, the CAT directed the DRDO Secretary to revisit the appointment process and conduct a fresh selection in accordance with the applicable rules and procedures.

Instead of implementing the Tribunal’s directions, the DRDO Secretary challenged the CAT order before the Hon’ble High Court of Telangana at Hyderabad. After extensive hearings, the final arguments were concluded on 8 July, and the matter now awaits judgment.

Throughout this legal battle, one individual stood firmly for the cause of justice—Advocate Shri Srinivas Chamarthy. Despite the complexity and significance of the case, he rendered his legal services without accepting a single penny in professional fees. His commitment to the rule of law, fairness, and institutional integrity reflects exceptional dedication and selfless service.

This case is not merely about one appointment; it concerns adherence to established procedures, transparency in public institutions, and the principle that every public authority must remain accountable to the rule of law.

BHUBANESWAR: Once a pride for Defence Research and Development Organisation (DRDO), India’s own cruise missile project Nirbhay is on the verge of closure.
A highly placed source told ‘The New Indian Express’ that the project is likely to be closed as the missile has failed to deliver desired results even 12 years after the project was launched. A review of the project will be conducted shortly.
Nirbhay is the country’s first indigenously built long-range sub-sonic cruise missile which can be compared with America’s Tomahawk in terms of its capability. Designed by Bengaluru-based Aeronautical Development Establishment (ADE), the missile was designed to fly at different altitudes ranging from 500 meters to four km.
Launched in 2004 at a cost of Rs 48 crore, the projected date of completion (PDC) for the prestigious project was December 31, 2016. However, under trial since 2013, the missile is yet to perform as expected after four attempts in the last four years.
The project has been plagued with difficulties as the scientists are still struggling to fix the problems in the flight control software and navigation system while some others point fingers at the hardware.
While the Research Centre Imarat (RCI) blamed ADE-developed software, ADE was pointing towards the defective hardware supplied by RCI. “However, it could not be ascertained which is defective, whether the software or hardware, but Nirbhay missile failed in its fourth attempt,” an insider said.
There has been problem with the control software since beginning. The RCI had developed navigational hardware for their applications and it was adopted by ADE for Nirbhay. There are always differences between ADE and RCI regarding its functional efficacy, the source claimed.
Defence experts have raised questions on the requirement of such a subsonic missile, which can cruise at a speed of 0.8 Mach, when supersonic cruise missile BrahMos, developed jointly with Russia, is already inducted in the armed forces.
BrahMos, which flies at a speed of Mach 3, has a strike range of 290 km. Though Nirbhay can strike targets 1,000 km away, with India joining the Missile Technology Control Regime (MTCR), it can now develop long range cruise missiles as joint ventures.
While initially the expected cost of ‘Nirbhay’ was around Rs 10 crore per piece, DRDO has so far spent more than Rs 100 crore on R&D and trials.
DRDO Chief Selvin Christopher and Project Director of Nirbhay Vasanth Sastri did not respond to the calls and queries from ‘The New Indian Express’. Scientific Advisor to Defence Minister G Satheesh Reddy, however, said he is unaware of any such move.

‘DRDO Chariot’ Donation Issue Reaches Parliament, Parrikar Says Probe Ongoing

Parrikar2-PTINEW DELHI: A probe is on into allegations that a Pune-based laboratory of the country’s premier defence research agency DRDO had developed and donated a hi-tech chariot to a temple, Defence Minister Manohar Parrikar informed Parliament on Friday.

Express in its report dated November 23 had reported that the DRDO laboratory had spent `5 crore to develop a hi-tech chariot and donated it to Alandi Temple in Pune.

Responding to a` question raised in the Lok Sabha by TDP MP C H Malla Reddy on the matter, Parrikar said in a written reply that the matter is “under inquiry”.

“Further action would be taken thereafter,” he added.

This shocking piece of information came out after a scientist of the same laboratory moved the Bombay High Court over the absurd venture and filed a complaint with the CVC.

The scientist, was made to pay for raising his voice. The DRDO, in turn, not only stripped him off from ongoing projects, but also transferred him from the centre.

Dr S Guruprasad, Director of the laboratory Research and Development Establishment (engineers), Pune, had told Express that they had built the battery-operated chariot over a year’s time and the DRDO carried out the project under the head of corporate social responsibility (CSR).

The chariot can run for about 12 hours and the battery takes six hours to get fully charged. The chariot is made of carbon fibre, which has reduced its weight considerably to 1,900 kg from about 4,000 kg of the old chariot.

R&DE, Pune, has a mandate to design and develop combat engineering systems such as military bridging and mine warfare systems, development of field defence systems and, design and development of weapon launch systems such as Prithvi, Agni, Brahmos, Nirbhay, among others.

While numerous DRDO projects such as the Light Combat Aircraft Tejas, Nag missile, long-range surface-to-air missile and the airborne early warning and control system have been delayed and have cost much higher than their original estimates, indulging in such an expensive “religious” project have raised many eyebrows.

DRDO Refuses to Divulge Information on Hi-tech Chariot

NEW DELHI: The DRDO has refused to give out any information regarding making of a ‘chariot’ for a religious function.

The Express, in its report on dated 23 November, had exposed that a Pune-based DRDO laboratory Research and Development Establishment (Engineers) had developed and donated a hi-tech chariot to a temple.

This shocking piece of information came out after a young scientist of the same laboratory decided to rebel against this absurd venture and moved the Bombay high court and even the CVC. The DRDO developed the hi-tech chariot and ‘donated’ it to Alandi Temple, Pune.
The young scientist had to pay for raising his voice. The DRDO has not only stripped him off from the ongoing projects, but also transferred him out from the centre, where he is being left to waste.

A day after the Express report, a former DRDO scientist moved an RTI to the Ministry of Defence for seeking details of the government sanction to the DRDO for Corporate Social Responsibility (CSR) and allocated budget for the same.

But on December 18, the R&DE (Engineers), in its reply to the RTI, had stated, “The DRDO is placed in Second Schedule of the RTI Act, 2005 and exempted from disclosure of information under Section 24(1), except information pertaining to the allegations of corruption and human right violations.”

The Section 24(1) of the RTI Act exempt security and intelligence agencies specified in the Second schedule to disclose such information. “This information, which I have asked for, has nothing to do with the national security and intelligence framework. But, the DRDO is using this as a shield to suppress information related to corruption in the organisation,” the scientist (identity withheld) told Express, who filed the RTI in the matter.

Sh. Narendra Modi ji, Honorable Prime Minister when asked about Indo-Pak relations he said “Talks get lost in the noise of bomb blasts.” It was a simple and effective way to convey the message to our neighbor.

Since 1999, when DRDO credentials were on stake due to the exposure of its strength in KARGIL WAR, the then Genral Malik openly criticized the role of DRDO.

DRDO planned to create a thunderous noise to divert the attention of the government and common people of India by simply launching missiles. After smelling the effect, it started missile launching roughly at the interval of fortnights with different variant of missiles like Prithvi, I, II, III, Akash, Agni I, II, III, IV, V, IV Nag, Trishul and ………….

All the developed nations have demonstrated the ability to analyze the failures and incorporated the corrective measures and are able to sell and generate revenue out of their research.

DRDO, however justifies the failures and with thunderous noise tries to divert the attention of government and common people of India who in turn pay crores and crores rupees for the development of missiles.

No practical data showed on photographs of missile launching or hitting the target has been shown to the nation. DRDO always released the launching flight scene but never demonstrated the kill probability. Why the matter of fact as per sources that last month Sh. Avinash Chandra witnessed the target hitting of a 100 KW laser Aditya which was suppose to hit moving targets. It was not able to hit static target, in fact it missed it by meters. The case of 20 KW Coil laser is also an example that without delivering the required output project main 16.58 Cr. equipment was mysteriously burned in fire accident but surprisingly DRDO announced that the project was successful and a successful completion letter from under secretary, MOD, Mr. Deb was put in project file to fool the government and common men of India who are paying the money for their misadventure. And the best part of this is that he project leader Dr. R K Tyagi got scientist of the year award from DRDO.

In 1991 Gulf war, Americans demonstrated the capability of Patriot missile’s hitting and intercepting the Scud missile and the scene was witnessed across the globe.

Can SA to RM demonstrate the same capability to our new Prime Minister Sh. Modi Ji? It will help him plan the defence preparedness to secure the boundary.

DRDO by far has a hidden agenda of launching a missile in every fortnight just to divert the attention of the government and common people of India from the rampant corruption of DRDO misappropriation of funds, misinterpretation of rules, the common practices noticed by the CGDA in special audit of DRDO.

Since the KARGIL WAR, incompetency has flourished in DRDO and has created a void as a result. Those who were supposed to retire from active service have managed during UPA government two to even three extensions with promotions ignoring Honorable Supreme Court and violating DoPT guidelines.

They are involved with 1000 crores of programs (of course without any end result) the commission/omission does not permit them to lose the extra income and perks and they are blessed by the competent authorities.

India has voted for a strong government in the centre and expecting new government will sense the weaker points and fix the accountability of DRDO. The government will look what was the compulsion of previous governments or in which circumstance they gave such unprecedented extension to such selected group of people like

High Court bars coaching institute from using Brahmos name in test

Holding that Brahmos is a well known and reputed trademark for supersonic missile in the aerospace industry, the Delhi High Court has restrained coaching institute FIIT JEE from using it for its online aptitude test. It said it gives an impression to the engineering students that the institute’s test is affiliated with Brahmos Aerospace Pvt. Ltd under the Ministry of Defence.

Brahmos Aerospace, in which the Government of India is a majority shareholder, had moved the High Court after it started receiving queries from engineering students if they would be given any preference for employment in the company by taking the Brahmos aptitude test conducted by the FIIT JEE.

Passing the interim order, Justice Manmohan Singh said: “There is no valid justification given by the defendants (FIIT JEE) before this Court how this trademark Brahmos hit upon them except false and frivolous submissions. It is adopted and used by the defendants deliberately in order to take the advantage of the mark Brahmos of the plaintiff (Brahmos Aerospace).”

Brahmos Aerospace is a joint venture between India’s Defence Research & Development Organisation and Russia’s Military Industrial Consortium NPO Mashinostroyenia.

The FIIT JEEhad been advertising a course and an aptitude test for engineering students by the name of Brahmos in conjugation with the phrase ‘will give you top 03 career options as per your inherent aptitude’.

DRDO disowns chief controller, says he is retired

DRDO claims Dr Pillai has retired even though its website shows otherwise

The Defence Research Development Organisation (DRDO) has refused to acknowledge that Dr Sivathanu Pillai is the chief controller of research and development in the organisation, despite the fact that Pillai is still very much a part of DRDO. Pillai’s post is regarded as the second most senior defense scientist post in the country, just after the position of Scientific Adviser to the Defense Minister.

His name also does not feature on the list of senior scientists who are presently serving on an extension with DRDO. Pillai, who is also the Chief Executive Officer of Brahmos Aerospace, was granted his third post retirement extension last year.

When contacted, Ravi Gupta, the spokesperson of DRDO said that Pillai’s name is not on the list of senior scientists who have got extension because he has retired from DRDO after getting two extensions as no further extension is possible beyond the age of 64.

However, the DRDO telephone directory of 2012 mentions Pillai’s name and carries his designation as CC of R&D in DRDO on page number 4 and his Delhi number has been listed there. Similarly, the invitation card of National Institute of Technology, Kozhikode, that was held last month, where Dr Pillai was the chief guest, mentions his designation as CC, R&D in DRDO.

Gupta also added that Pillai’s name will be removed from DRDO’s website. However, even after three weeks of this correspondent speaking to Gupta, DRDO’s website still shows Pillai as the CC of R&D.

This mysterious disappearance of the name from the seniority list and the fact that DRDO is denying that Pillai is still a part of DRDO has raised questions about why the government is not “acknowledging” that a third extension has been given to Pillai.

Third extensions are given very rarely, if at all. This was acknowledged by Gupta too, who said that third extension beyond the age of 64 is not possible. Pillai was given his first extension in 2007 by Defence Minister A.K. Antony.
