Some scientists from IRDE, DRDO, Dehradun raised voice against the Recruitment Assessment Centre (RAC), DRDO for unethical practice in conducting assessment of scientists Grade scientist C to E.
Recently the interview was held from 15 May to 19 May 2018. Dr A K Gupta was core member, so he was in the board for all days. Total 29 candidates from IRDE were there in this board.

Dr AK Gupta was core member so he had extra power to manipulate the results and he did same.
As Dr AK Gupta (Ex Director) was the core member of instrumentation Board for IRDE. It is clearly against the rules and law. Ex IRDE it was observed that Dr Gupta was partial with some candidates and gave them extra advantage to get through. This modus oprendi is also very common practice of RAC to promote incompetent scientists by custom designing of interview board. Sh Arun Jaitley then charge of Defence Minister had ordered action against two senior scientists in a case in DRDO on July 2017
As promotion is related to financial gain as well as morale booster for each DRDO scientist and give major impact on his performance. It should be asked from RAC (Coordinator for Assessment 2018 Mrs Rajinder Kaur Sokhi, Sc G that how & why she did this? Hopefully she gets proper approval from Director RAC in writing. It is clear cut case of corruption and violation of rules.

IRDE देहरादून के इंटरव्यू बोर्ड में IRDE देहरादून के ही पूर्व निदेशक डॉ. अरुण कुमार गुप्ता को कोर मेंबर बनाने से बोर्ड की निष्पक्षता पर ही प्रश्नचिन्ह लग जाता है, जिसके परिणामस्वरूप पक्षपातपूर्ण निर्णय होनें की पूरी पूरी संभावना है, जो की भारतीय संविधान एवं प्राकृतिक न्याय के सिद्धान्त (Principle of Natural Justice) के विरुद्ध हैं ! RAC के संविधान के अनुरूप निष्पक्ष भर्ती और मूल्यांकन के लिए आवश्यक है की साक्षात्कार बोर्ड में ऐसे सदस्य हो जो की कैंडिडेट के परिचित या रिश्तेदार ना हो परन्तु कोर मेंबर श्री मान गुप्ता पूर्व निदेशक होने के कारण अभ्यर्थियों से भलीभांति परिचित हैं और कुछ वैज्ञानिको से उनके बहुत ही घनिष्ठ एवं मधुर सम्बन्ध भी हैं तथा कुछ से व्यक्तिगत वैचारिक दुर्भाव भी! जिसके परिणामस्वरूप उनके बोर्ड का कोर मेम्बर होने से साक्षात्कार का परिणाम अवश्य ही प्रभावित होगा, जिससे साक्षात्कार की निष्पक्षता पर ही संदेह हो जाता है जिसे नकारा नहीं जा सकता हैं ! इस प्रकार ये गठित बोर्ड ही पूर्णतया असंवैधानिक हैं और अभ्यर्थी वैज्ञानिको के भविष्य के साथ खिलवाड़ हैं !
मान्यवर, कुछ अभ्यर्थी वैज्ञानिक तो उनके घर में बतौर किरायेदार उनके साथ ही रहे हैं और उनके घर खाना तक बनाते थे, इस तरह वे उनके परिवार के सदस्य की भांति ही रहते आयें हैं ! इससे उनको इस बोर्ड में एक्स्ट्रा एडवांटेज मिल सकता है और उनका इंटरव्यू ख़राब होने के बावजूद वो प्रमोट हो सकतें है !

Shri Krishan Kumar and Shri J B Singh retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the ADA, Bangalore (an autonomous body under the administrative control of DRDO, MOD.) soon after their retirement on superannuation for the regular official work of ADA Bangalore and they have been illegally posted in the very sensitive establishment of DRDO i.e. RAC, Delhi. these two (02) consultants are used illegally to attend the court cases at CAT Delhi & High Court of Delhi filed by regular employees of the DRDO like court case of retired Scientist ’G’ Shri Virender Kumar of DEAL Dehradun. These consultants even illegally screen the applications of direct recruitments of scientist in DRDO & in such screening no meticulous screening is carried out by these consultants resulting selection of ineligible & relatives of senior scientist of DRDO as a quid –pro-que. Moreover there is imminent danger of favoritism and leakage of confidential and sensitive documents/information of RAC Delhi.
Shri S T Rajan & Shri R Natrajan retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the program office of DRDO HQ New Delhi in the missiles program for carrying out routine works for which already their relievers in the form of regular employees have been posted in DRDO HQ. these retired GOVT. servants are also appointed against the vacancies of ADA Bangalore and posted in DRDO HQ New Delhi. they don’t belong to scientific or technical cadre. There is imminent danger of the leakage of the sensitive informations at their level.
Shri V K Shrama retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD has been appointed as consultants in the o/o DOP, DRDO HQ New Delhi with the approval of the then defence minister of GOI by misrepresentation & distortion of the material facts particularly with regard to the actual need of hiring him as consultant. His services have been utilized for the assignments for which he has not been appointed. There is imminent danger of leakage of the sensitive information.
Dr. A K Singh, present DOP of DRDO HQ New Delhi has played an active role in illegal extension of the periods of consultancy and in new engagements of consultancies of the retired GOVT. servants which he carried out with deliberate misrepresentation and distortion of the material facts submitted to the various senior authorities of DRDO, MOD & to the defence minister.
Shri A K Singh present DOP of DRDO HQ New Delhi did not take any initiative to suspend Shri G Malakondiah, the then CC R&D (HR of DRDO HQ) for his conviction in a contempt of court case of the high court of the judicature of Chennai on 24-sept-2014 although this conviction news came in almost all the important daily newspapers including Hindusthan times New Delhi edition. No convicted person can be retained in GOVT. service even for a single day if the news of his conviction comes to the notice of the concerned public authority through formal or informal channel. The stay granted to Shri Malakondiah on 26-09-2014 by the apex court was restricted to the implementation of the imprisonment and not his conviction. The convicted person was deliberately allowed an opportunity to influence the witnesses and to tamper, mend, amend, destroy, replace & concealment of the concerned documents against the public interest due to lake of devotion to duty and possession of doubtful integrity of the concerned officials of the DRDO HQ New Delhi.
the number of retired officials of DRDO, AFHQ Cadre appointed as consultants, directly violating the rules of consultancy, for the regular work of DRDO has reached to the alarming point where regular employees are considering illegal interference of the consultants in their regular sphere of duties and are also feeling frustrated and de-motivated which is playing havoc on the output of the DRDO as an organization.
I hope that some appropriate concrete action would be taken against the concerned guilty officers of DRDO & all Deviations and distortions would be set right in the national interest.

Since last 10 years lot of complaints were received by defence ministry regarding the manipulation, nepotism, recruitment of incompetent candidates by RAC, DRDO
Country already witnessed the degradation of DRDO output in several field including Kargil War and one of the major reason of downfall is below standard recruitments done by RAC.
After intervention of Ex Defence Minister 2 scientists recruitment was annulled by DRDO and more are in queue, same time minister also recommended vide Diary No. 14320 dated 24/102013 for CBI enquiry against 10 senior top scientists including two Ex SA to RM and also advice to rethink recruitment through UPSC to avoid all nonsense activities doing by RAC.
Dr. RK Jain, when he was mere Sc F, appointed Director, RAC, w.e.f. 1 March 2009. Without doing science he was promoted Sc ‘G then Sc H in 2013 ignoring GOI order of FCS.
RK Jain’s expertise are utilizing by most of Directors for nepotism and for other vested interest.
Recently Dr S C Sati, Director, ADRDE, Agra pushing a privilege to his loyal multidimensional, multitalented, supporting Ade Sh Vikas B Thakre, Sc F by helping him to recruit his wife Dr. Vandana V Thakre for the post of scientist E in DRDO.
A tailor made post was advertised with help of great manipulator Dr R K Jain for Dr. Vandana V Thakre, Interview is already completed, as per sources the selection was finalized within day or two it will be declare by RAC.
Presently Dr. Vandana V Thakre is working as associate professor in Madhav Institute of Technology and Science, Gwalior and Dr Sc Sati’s son Akshat is perusing his engineering in her guidance.

Honourable Sir,
It is requested to sake of DRDO image, productivity, to save money to curtailing in court cases, to protect honest scientists and whistle blowers please reshuffle immediately the DRDO scientists who are involved in non scientific assignments since 10 -15 years and main reason of DRDO’s current non productive image. These incompetent scientists are great example of exemplary carrier growth without doing science in DRDO. Dr. A.K. Singh, Director, Dte of Personnel (DOP), DRDO HQ case is on the top, Dr R K Jain who is the boss of Scientists recruitment centre master mind of pushing all incompetent scientists on the top and country facing tremendous loss in respect of technology development, in respect of wastage in money and he was enjoyed his three consequent out staying promotion without doing science.
Sir, if you ask young real scientists, not incompetent ones, who come through LDCE will certainly going to pin point these two great scientists the main reason behind the downfall of DRDO.
The DRDO is great organisation in term of HR qualification enhancement. There are hundreds of examples where someone joined DRDO as peon/security guard or casual labour or Technician and within five to 10 years year span he become Technical Officer or in some cases scientists.
If you enquire DRDO regarding this kind of example of fake qualifications you will found thousands of degree diploma cases from unrecognised centre without doing study only managed. This is the major reason of DRDO’s corruption, nepotism and above all degradation of DRDO HR quality.
On 15th February 2015 DRDO, RAC conducted the limited departmental examination for scientist ‘B’ post for DRDO’s employees, you will find more than 90% cases candidates not having properly UGC or ACETE or DCE approved degrees. The certificates they enclosed are from recognised universities or institutes but the process of acquiring degrees are totally not recognised as per UGC norms.
And best part is that these two duos (Dr A K Singh & Dr. R K Jain) are the key persons to organise the game plan the application format was designed such a way that the degree acquiring process not able to revealed the ineligibility of candidate..
But interestingly till date they have not found single case only with the help of RTI four high profile cases were exposed resulted two scientists job was annulled and two are under process and Ex Defence Minister approved for CBI inquiry on 14th October 2013 and also given approval for reconsider the DRDO recruitments through UPSC,
Sir, if government is serious about to revamp DRDO and make it productive worth organisation than first thing scarp RAC & CEPTAM immediately. These two bodies are engaged almost more than 25 scientists and number of technical manpower. Both establishments are den of corruption and nepotism. Because of these two establishments DRDO getting third grade manpower.
Main evidence of these establishments working screens the recruitments and promotions and court cases and RTIs which are sufficient to justify the above statement.

In this connection I got Letter No. DVS/02/2053/P/63 dated 12 Feb 2015 from Dte of Vigilance & Security, DRDO, Min. of Defence, DRDO Bhawan, Rajaji Marg, New Delhi for confirmation to my complaint dated 14 Nov 2014 to Hon’ble Defence Minister (mentioned at sr. no. 4 above). Copy enclosed as Annexure-1 and I sent the confirmation vide letter dated 20 Feb 2015. Copy enclosed as Annexure-2.
Sir, on 25 March 2014 the Supreme Court of India told N. Srinivasan to step down as BCCI president so that a fair investigation may be conducted. The court found it “nauseating” that he should hold on to the post despite various courts censuring him.
On 27th November,2014 the Supreme Court said that N Srinivasan’s conflict of interest was “obvious” as he also owned a team i.e. CSK in the IPL. The court also asked BCCI if it was open to have fresh polls for a new board without N Srinivasan.
Accordingly Mr. N.Srinivasan announced that he was stepping aside from the post of President of the BCCI until the probe was completed ostensibly.

In the light of the above facts stated above, I kindly request that for fair probe on complaints against Dr. A.K. Singh, Director, DOP, and request assigned him some other scientific assignment as per his credentials so that he could not influence the probe and temper the evidences. Because he always boast up that his father was great police officer and that’s why I have able to retain bungalow at 14-B, Mother Teresa Crescent, New Delhi-110011 along with ministers. He also protects corrupt DRDO officials and supports them in lodging false FIR against the whistle blowers.
As Dr. A.K. Singh, Director (Personnel), DRDO HQ, New Delhi using his position to harass number of DRDO scientists like

Sh D Muthuraja, Scientist E was shunted to ACME Nashik without work as he did complaint against the wrong deeds of Sh Guruprasad, Director, R&D Eng. of making Rath in R&D premises without any fear and wasted precious poor tax payers money and DRDO manpower (two parliamentarian already raised question in zero hour on 18th December 2014)

On last August DRDO award ceremony our Prime Minister mentioned to DRDO scientist please do something to reduce weight of our soldiers uniform like light weight shoes etc. That time our PM not aware of DRDO’s kind hearted scientists who already spent 5 corers Rs to saving bullock burden.
Dr A K Singh gave his all administrative supports to harass above scientists, Sir there are 100 of cases available their Dr A K Singh supporting Lab directors in ACR/APAR cases, promotions cases specially in minorities etc, Sir, It is requested please ask the total amount spend by DRDO in various court cases like CATs/District Courts/High courts and Supreme Court in Dr A K Singh tenure it is self explanatory of his administrative capability and degrading HR quality and image of DRDO.

DRDO is having its Directorate of Public Interface (DPI) and Shri Ravi Kumar Gupta, Director, Directorate of Public Interface is the only authorized officer in DRDO to issue any press release of DRDO and interaction with media. There is no gazette notification of MOD is available in respect of Sh Ravi Gupta as official spoke person of DRDO,MOD.
You can understand the frustration of senior scientists of DRDO who are facing such kind of discrimination where his contributions have been ignored by Shri Avinash Chander, DGR&D, DRDO, SA to RM and Secretary, DRD and credit of the work has been given to mediocre scientist. These scientist got promotions, appointment as Director, fame in media & public, awards and achieving a good positions in Government establishment based on fake claims, media hype and support of Shri Avinash Chander. It is astonishing facts that how these fake claims of scientist being approved and acknowledged by their Director, DG & Peer Committee constituted for promotion in senior position and appointment as Director.
Shi Avinash Chander has been given enormous administrative and financial power by Government of India and he is holding three posts simultaneously which is totally unjustified. The practice of misuse of power & post for personal gain by SA to RM is not new and DRDO is full of such examples. The appointments of DGR&D, DRDO, SA to RM and Secretary, DRD are politically motivated and real Scientists never get appointments as DRDO Chief.
This case is regarding fake claim in media, creating media hype in her favour by influencing media to write false article on her and award her imaginary titles by Ms. Tessy Thomas, Outstanding Scientist & Scientist ‘H’.
Before mentioning the full facts of the case, I would like to highlight the history of AGNI Missile Programme in brief.
Realizing the importance of guided missile weapon systems in the modern warfare, a Special Weapon Development Team (SWDT) was formed in 1958. This team was later expanded into DRDL, a full-fledged laboratory in June 1961 at the campus of Defence Science Centre, Delhi. The laboratory was moved to Hyderabad in Feb’ 1962, from where starts the story of guided missiles in India.
In 1972, Project Devil, a medium range Surface-to-Surface Missile was initiated. A large number of infrastructure and test facilities were established during this period. The main facilities established during this period included Aerodynamic, Structural and Environmental test facilities, Liquid and Solid propulsion facilities; fabrication and engineering facilities; Control, Guidance, FRP, Rubber and computer centres, ground and flight instrumentation and on board power supplies development facilities. The development of components / systems for Project Devil formed the technology bricks for the future IGMDP Programme. 1982 onwards DRDL took a quantum jump by taking design and development of various types of missiles systems simultaneously leading them to limited series production under Integrated Guided Missiles Development Programme (IGMDP).Prithvi– a surface to surface missile system, Trishul– a quick reaction short range, surface to air missile system, Nag– a third generation anti-tank missile system and Akash– a medium range, surface to air missile system, besides Agni– a technology demonstrator were taken up under the Programme.
In order to meet the growing demands of development, integration, testing and quality assurance, three establishments namely Research Center Imarat (RCI), Composite Products Development Centre (CPDC), and Interim Test Range (ITR) came out under the parenthood of DRDL and a separate qualification agency Missile Systems Quality Assurance Agency (MSQAA) were established during this period. Later these establishments acquired independent status. In the year 1999 another laboratory called ‘Advanced System Laboratory’ was carved out of DRDL to meet the specific requirements of long range systems. APJ Abdul Kalam joined DRDO as Director, DRDL in 1982 and in the year 1983 IGMDP was sanctioned by Smt Indira Gandhi. Under this programme it was decided to develop five missiles with names Agni, Prithvi, Akash, Nag and Trishul. Much prior to joining Dr. Kalam in DRDL, Hyderabad, DRDO was working on R&D of missiles with good infrastructure as stated above.
Development Program’ (IGMDP).The IGMDP is one of India’s most successful defence research project, as all the missiles – Prithvi, Akash, Trishul, Nag, Agni – have been successfully tested and inducted by the Indian armed forces.IGMDP team formed a consortium of DRDO laboratories, industries and academic institutions to build these sub-systems, components and materials.
The Integrated Guided Missile Development Program (IGMDP) was a Ministry of Defence (India) program for the research and development of a comprehensive range of missiles. The program was managed by the Defense Research and Development Organization (DRDO) and Ordnance Factories Board in partnership with other Indian government research organisations. The project started in 1983 and ended in 2008 after these strategic missiles were successfully developed. The last major missile developed under the program was the Agni 3 intermediate-range ballistic missile which was successfully tested on 9 July 2007. On 8 January 2008, the DRDO formally announced the successful completion of the IGMDP.
FATHER OF INDIA’ AGNI MISSILEPROGRAMME – SHRI RAM NARAIN AGARWAL
Shri Ram Narain Agarwal, Padam Sri (1990), Padam Bhushan (2000)is eminent missile scientist and an aerospace engineer of India known as “Father of AGNI”series of surface to surface missilesprogramme of India. Even before joining of Dr. Kalam as Director, DRDL in 1982, Shri R. N. Agarwal he was working on technology development for missiles that were later on used in Agni missilesand he was as Head of Aerodynamics Test Facility Group in DRDL, Hyderabad. His group was then engaged in building a supersonic wind tunnel and high-altitude test facility for high-enthalpy tests. Shri Ram Narain Agarwal has worked as Program Director (AGNI) since 1983 to 2005 and as Director Advanced Systems Laboratory (ASL), Hyderabad. DRDO, Agni missile project Chief Shri R.N. Agarwal retires after 22 years working as Programme Director of Agni Project on 31 July 2005. He was recipient of DRDO’s Lifetime Achievement Award “for pioneering the development and establishment of long-range missiles systems” in the year 2004. He was fondly called as `Agni’ Agarwal’ in India’s missile circles. He has been involved from day one in this most ambitious missile project Agni, which gets international attention every time a new development is announced.The importance of Shri R.N. Agarwal in Agni Programme can be analysed as even after eligibility & seniority for Chief Controller at DRDO HQ , Ministry of Defence did not shifted him to DRDO HQ from ASL, Hyderabad. His was name was considered for SA to RM but despite being Programme Director and having seniority, his junior Shri M. Natrajan piped him and Shri M. Natrajan was appointed as SA to RM in the year 2004. This creates lot of frustration in missile scientist of DRDO.
Shri R.N. Agarwal hails from Jaipur, Rajasthan, where he had his early education. After graduation, he joined the Madras Institute of Technology (MIT) at Chromepet, Chennai, for his post-graduate course in Aeronautical Engineering. After passing out from MIT, he completed his Master of Engineering in Aerospace Engineering from the Indian Institute of Science, Bangalore. He has won several awards. They include Padma Sri (1990) and Padma Bhushan (2000); the Dr. Biren Roy Space Science Award (1990); the DRDO Technology Leadership Award (1998); the Chandrasekhara Saraswati National Eminence Award for Science (2000) and theDRDO Lifetime Achievement Award (2004).
In July 1983, when Indira Gandhi launched the IGMDP, Shri Agarwal wasappointed as Project Director for Agni. Within six years, the Agni-Technology Demonstrator project team was ready with the missile for its maiden flight. But the flight had to be postponed twice – first on April 20, 1989, and then on May 1, 1989. The missile finally soared into the sky from the Interim Test Range at Chandipur-on-Sea, near Balasore, Orissa, on May 22, 1989. The country had looked forward to the launch of this intermediate-range ballistic missile (IRBM).
Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile. Kalam himself credited in his autobiography “Wings of Fire” (अग्निकीउड़ान) the development of Agni missile to Shri Ram Narayan Agarwal, an alumnus of MIT.DRDO’s, Agni missile project Chief R.N. Agarwal retires on 31 July 2005 after his contribution in Agni from 1983-2005 for 22 years.
The controversy that surrounds Kalam’s role as “Missile Man” and in 2008, Indian media questioned his claims over his inventions such as missiles, while working in a classified missile programme. Kalam took the credit of inventing the Agni, Prithvi, and Aakash missile system. All of these were developed, researched and designed by other scientists whereas Kalam was involved in getting the funds and other logistic tasks. As a director of DRDL, Kalam named all these missiles and got all the fame. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile.
However, Kalam in his own Biography “wings of Fire”, Dr.Kalam has given the credit of “Agni” development to Shri Ram Narayan Agarwal. For the Prithvi Missile project he has named Col VJ Sundaram as the brain behind this project, for Trishul Missile he gave the credit to Cmdr SR Mohan.
Advanced Systems Laboratory (ASL) was established in the year 2001 as a consequence of restructuring of the missile laboratories and the missile programs. Advanced Systems Laboratory is responsible for design, development and induction of long range ‘AGNI’ ballistic missiles and development of associated technologies and facilities. Advanced Systems Laboratory (ASL) does research and development on motors, jet vanes and structures for launch vehicles and missiles and Solid Propellant (missile fuel) in Agni Missiles was developed at High Energy Materials Research Laboratory (HEMRL), Pune of DRDO.
The three AGNI re-entry technology demonstrators developed and test fired during 1985 to 1992 gave the impetus to design, develop and induct a series of long range missile systems of AGNI class(A1, A2, A3). AGNI I & AGNI II have completed the development flights and are being inducted in the Services. The long range AGNI III is under development and the hardware is under qualification for the first development flight In addition to the AGNI program, ASL is working on many other Technology Development (TD), Mission Mode (MM) and infrastructure projects for LCA and other systems. There are about 240 Scientists & Officers and 250 Staff working in the LabVarious DRDO Lab/Estt and about 40 public sector and private sector are involved with ASL in development of AGNI series of missiles. The percentage of indigenous parts used in missiles of Agni series is still not known to anybody.
After retirement of Shri R.N. Agarwal, as Director, ASL on 31 July 2005, Shri Avinash Chander was appointed as Director, ASL. In the June 2011 Dr. V.G. Sekaran was appointed as Director of ASL.He served as Director, ASL from June 2011 to June 2013. Shri K. Jayaraman was Director, ASL from 13 June 2013 to 30 June 2014.Shri Avinash Chander was appointed as CCR&D(MSS) in 2011 and he was Programme Director of Agni till 31 May 2013. Later on Dr. VG Sekaran was appointed as CCR&D (MSS) in June 2013 and he is Programme Director of Agni. V G Sekaran has taken over as Director General – Missiles and Strategic Systems (MSS)with effect from 02 Sep 2013.
The first successful test flight took place on May 22, 1989, when Rajiv Gandhi was the Prime Minister. The ASL is focussed on re-entry technology, carbon composites, CNT and Agni.The Agni-I, Agni-II and Agni-III missiles were developed under the IGMDP. India Launches new Generation Strategic missile AGNI-IV on15 November 2011. It is a two-stage missile powered by solid propellant. It is 20 meters tall and has a launch weight of 17 tonnes. Ms Tessy Thomas was Project Director (Mission) for Agni- IV. A new missile Agni-V with 5,000 km range and MIRV is being developed and was tested on19 April 2012. Agni-V shares the similar design as Agni-III with an extra stage added to further increase the range by 1500 km.First test launch of Agni-V was successfully done on 19 April 2012. Dr. R.K. Gupta was Project Director for AGNI-V. The second test launch of AGNI-V was successfully done on 15 September 2013 at 08:43 am IST from Wheeler Island off the Orissa coast. Dr. R.K. Gupta, Outstanding Scientist is Project Director of AGNI-V. R.K. Gupta, Scientist ‘H’ & Outstanding Scientist was Project Director of AGNI –V in the year 2012 and 2013 at time of both the successful launch of AGNI-V on 19 April 2012 and 15 September 2013 and Ms. Tessy Thomas was not project Director of AGNI-V but Ms. Tessy Thomas told to media that she was Project Director of Agni V and media make a fake hype in favour of Ms. Tessy Thomas with motivated interest and gave her fake titles like Missile Woman & Agniputri. Ms Tessy Thomas is Project Director of AGNI-V.
Labs, Public Sector and Private Sector involved in Agni Programme
Development of the anti-ballistic missile system Agni began in 1999. Around 40 public and private companies were involved in the development of the systems. They include Bharat Electronics Ltd and Bharat Dynamics Ltd, Astra Microwave, ASL, Larsen & Toubro, Vem Technologies Private Limited and KelTech. Development of the LRTR and MFCR (Multi-function Fire Control Radar) was led by Electronics and Radar Development Establishment (LRDE). Bharat Dynamics Limited (BDL) – Manufactures the missile and also has an associated R&D lab. Solid propellant used in Agni V is solid HTPB, which has been developed by HEMRL. Besides DRDO Labs DRDL, RCI, VRDE, LRDE, HEMRL, ITR & TBRL are involved in development of missiles under AGNI Programme.
Dr (Ms) Tessy Thomas, Outstanding Scientist/Scientist ‘H’ was appointed as Director, ASL, Hyderabad wef 25 July 2014. The competent authority has approved the appointment of Dr (Ms) Tessy Thomas, Outstanding Scientist/ Sc ‘H’ as Director, ASL, Hyderabad with immediate effect. Date of Order is 25 Jul 2014.
On 13 June 2013, Shri K. Jayaraman, a senior scientist, who was instrumental in the development of home-grown CRMC (Composite Rocket Motor Casing) technology for strategic systems, took over as the new director of Advanced Systems Laboratory (ASL).
INFLUENCE AND CONTACTS WITH MEDIA BY MS TESSY THOMAS
After first launch of AGNI-V on 19 April 2012, The Indian Express published an article “In its moment of celebration, DRDO leaves out ‘Agni putri’“. Copy Enclosed. This news published on website of Indian Express at 23:41 hrs on 19 April 2012. The said article was having objections on DRDO Press Release dated 19 April 2012 in which Ms Tessy Thomas name was missing. Regarding this query Shri Ravi Kumar Gupta, director of public interface, DRDO, New Delhi, said Tessy Thomas was the director for Agni-IV. “Dr R K Gupta is the project director of Agni-V and Avinash Chander is the overall programme director,’’ he said. When asked why her name was left out, Gupta did not comment. When contacted, Agni Programme Director Chander said: “Tessy Thomas played a major role in the success of Agni-V. She was in charge of mission design and guidance systems and she was there all through. She was and still is the project director of Agni-IV but Dr R K Gupta is the project director of Agni-V. She was there at the launch today and she is a part of the team”.It establishes that Ms. Tessy Thomas influenced the media for publishing fake claims in her favour while she was not Project Director of AGNI-V but still she wants the credit of AGNI-V.
Dr V.G. Sekaran, Distinguished Scientist and Director, Advanced Systems Laboratory has been appointed as Chief Controller R&D (Missiles & Strategic Systems) and Programme Director, AGNI w.e.f. 03 June 2013. He was appointed as DG (MSS) wef 02 September 2013.
DRDL, RCI and ASL are working on R&D of Missiles in DRDO. Tessy Thomas is junior most Scientist out of all Outstanding Scientists posted in three labs of DRDO viz DRDL, RCI and ASL of DRDO. Shri K. Jayaraman was transferred from post of Director, ASL to Director, DRDL to create a vacancy of Director, ASL while such kind of practice never took place in ASL or any other Lab/Estt. of DRDO. Ignoring ten senior and more eligible Scientist then Tessy Thomas, why Shri Avinash Chander appointed Ms. Tessy Thomas as Director, ASL? Is it another story of nepotism by Shri Avinash Chander, the Guru-Shisya story of DRDO in Guru paid shisya dakhina?
Ms. Tessy Thomas worked with Avinash Chander on Guidance Systems in DRDL and ASL, Hyderabad. In media Shri Avinash Chander told that Ms Tessy Thomas is my pupil and Ms. Tessy Thomas told to media that she is student of Shri Avinash Chander. It appears that Guru Avinash Chander gave his blessings to her student Tessy Thomas by recruitment of her husband as Scientist ‘G’ and appointment of her husband Mr. S.K. Patel asDirector, QRS and appointed her as Director ASL ignoring contributions & seniority of several senior Scientists of DRDO.

Sh Naveen Prakash Gupta, Scientist ‘C’, DMSRDE, Kanpur also raised corruption various corruption issues of Dr. A K Saxena, Director, DMSRDE. There are many cases of corruption allegations with documentary evidences are pending against Dr. A K Saxena. Sh Avinash Chander, Ex SA to RM also made to fact finding committees but only GOD knows what happened to facts finding of two committees. The DRDO top management specially the DOP, Dr A K Singh, is trying to his best to harass Sh Naveen Prakash Gupta by misinterpreting government rules. Sh Naveen Prakash Gupta is also transferred to Defence Lab, Tezpur a life science lab where there is no work for Sh Naveen Prakash Gupta as he is computer science background.
Dr. Gausal Khan, Scientist ‘D’ is a victim of Dr Shashi Bala Singh, Director, DIPAS and sister of Dr A K Singh, DOP, both duo harassing Dr Khan vindictively and now Dr Khan who came from USA to serve the country was again thinking to go back to USA, because now his 24 hrs utilizing to manage the court/Minority commission/police etc.
There are still lot of manipulations are going on in the name of consultancy, contracts, chairs, fellowship, IDST etc. DRDO is exploiting the technical manpower in the name of contract and other hand recruiting their incompetent, ineligible wards from their own recruitment center RAC/CEPTAM without any fear.
Sh A K Antony gave responsibility to find out the truth of appointment of Ms Swati Srivastava as scientist ‘B’ post by RAC.
The nation is witnessed that same person first gave clean chit under influence of corrupt officials of DRDO and now he has approved the order of annulment the appointment of Ms Swati Srivastava. Unfortunately, the country of 125 crores population, our government is not able to found any honest and responsible person for secretary, DRD, DG, DRDO and SA to RM post.
They are still shielding concern duo (Father Daughter) and other involved officials by terming the illegal recruitment of Ms Swati Srivasta as irregular appointment with the clear motive of department escape from the duty of lodging of criminal case against the manipulation done under the influence of Dr Arun Kumar in the direct recruitment of Ms Swati Srivastava in RAC Delhi
Hope Modi ji will look seriously this very important issue it is directly related to moral of our honest scientist whose fortune / fate is in hand of such man who has no respect of moral and honesty who only believes in his own growth.

The Enquiry Committee enquired into the matter and submitted its report on 08.06.2012. The executive summary of the report was placed before RM indicating that the Inquiry Committee opined that no favour or undue advantage was given to Ms. Swati Srivastava, daughter of the applicant during her recruitment as Scientist ‘B’ in DRDO and the same was conducted following normal practices and procedures. The file was processed through SA to RM who recorded the following on 15.07.2011:
“The report of the Independent Enquiry Committee”. Constituted to investigate the appointment of Mr. Swati Shrivastava D/o of Dr. Arun Kumar, is placed opposite for perusal of Hon’ble RM.
The above recording was endorsed by the RM by signing on 18.07.2011.

Defence Research & Development Organisation (DRDO) is an organisation under MOD having annual budget of Rs. 15000 crore for FY 2014-2015. This organisation is having about 7500 scientists under DRDS cadre who are comprising of more than 50 scientific disciplines and working in their respective area based on his qualification and discipline.
Prior to the formation of the Recruitment & Assessment Centre(RAC) in DRDO the recruitments and promotions of scientists in DRDO were made by UPSC. Later on Government of India allowed DRDO to have its own recruitment & assessment body for recruitment and assessment of scientists under DRDS cadre. Consequently an in-house Recruitment & Assessment Centre (RAC) was created in DRDO in 90’s. RAC conducts recruitment of scientists in DRDO and assessment of scientists for promotion from the grade of Scientist ‘B’ to Scientist ‘H’.
All scientists of DRDO comes under the Defence Research & Development Services(DRDS) cadre and under the provisions of Article 309 of Constitution of India, Government of India framed The Defence Research & Development Service Rules 1979 (DRDS Rules 1979) as Recruitment & Promotion Rules for DRDS cadre.
DOPT, GOI framed Flexible Complementing Scheme (FCS) for faster promotions of scientists working in all S&T Department/Organisations under Central Government. Consequently from past 35 years DOPT issued various OM & Notifications for FCS from IIIrd CPC to VIth CPC.
The OM No. 2/41/97-PICdated 9th Nov 1998 and OM No. AB-1401713712008-Estt(RR)dated 10th September, 2010issued by DOPT are umbrella notifications for FCS.
Vide SRO 11(E) dated 10th August 1990, FCS was introduced in DRDS Rules 1979 and under the provisions of Rule 8(2)(a) of DRDS Rules 1979 it clearly mentioned that promotions from the rank Scientist ‘B’ to Scientist ‘H’ (Outstanding Scientist) are covered under the FCS. Copy of the Rule 8(2)(a) is annexed as Annexure-1.
In DRDO scientists are recruited based on the requirement of various Lab/Estt which were sent to RAC through DRDO HQ and then RAC recruits the scientists based on their discipline, qualifications, experience and other requirement as sought by Labs/Estt of DRDO.
Under the provisions of OM No.AB-1401713712008-Estt(RR) dated 10th September, 2010of DOPT the promotions under FCS are applicable to the scientist who are working in S&T organisation/department and involved in Scientific &Technological work. Scientists/ Technical experts doing management/ administrative work in the Ministries should not be considered for up gradation under FCS, they should only be given benefit of up gradation under MACP. Procedure of promotion from grade of Scientist ‘F’ to Scientist ‘G’ till 2010 were followed as provided under Rule 8(2)(a) of DRDS Rules 1979 and the same procedure supposed to be followed in 2011 for promotions from grade of Scientist ‘F’ to Scientist ‘G’but the RAC, DRDO adopted the new procedure illegally without amending the DRDS Rules 1979 by issuing SRO under the provisions of Article 309 of the Constitution.
DRDS Rules 1979 clearly stipulates that DRDS Rules can be amended only by issuing an SRO under Article 309 of the Constitution of India. DRDO violated the Article 309 by implementing interview/interaction in promotion of scientist ‘F’ to scientist ‘G’ grade in 2011 without proper amendment in SRO.
In this matter Dr. A.K. Singh, Scientist ‘G’ (then Director, DHRD) issued letter No. DHRD/76145/C/M/01 dated 21 March 2011 on the Subject ” Assessment of Sc ‘F’ for promotion- revised procedure of” to Director, RAC. Copy of the letter dated 21 March 2011 is annexed as Annexure-3.
Dr. A.K. Singh issued the said letter illegally without issuing of any SRO in the subject matter as in the year 2011 Dr. A.K. Singh himself was appearing in assessment as candidate for promotion from grade of Scientist ‘F’ to Scientist ‘G’ and wanted to be get benefitted by the said new procedure for assessment.
Based upon the letter of Dr. A.K. Singh dated 21 March 2011, Dr. P.S. Goel, then Chairman, RAC issued his DO letter No. RAC/01/Assessment/PSG, dated 22 March 2011 regarding “Promotions for grade of Scientist ‘F’ to Scientist ‘G”. Copy of the letter dated 22 March 2011 is annexed as Annexure-4.[How quickly the letter by Dr. P.S. Goel was issued on 22 March 2011, this establish planned conspiracy]
Dr. P. S. Goel and Dr. A.K. Singh planned whole conspiracy of the said illegal assessment in the year 2011 in DRDO with help of then Dr. V.K. Saraswat then DGR&D, DRDO.
Dr. P.S. Goel introduced this illegal mechanism to give favour to few incompetent DRDO scientists and for this act in return he got Prof. MGKMenon Chair, RCI, Hyderabad which fed him 84 lakhs per year. It is pure kick back or DRDO should provethe justification of his appointment. Dr. A.K. Singh himself promoted in the year 2011 by misusing this illegal mechanism for assessment in the year 2011.
There was noassessment interview requirement for promotion from scientist ‘F’ to scientist ‘G’ as per the DRDO service rule-1979-Rule-8(2)(e) till 2011 , but Chairman, Recruitment and Assessment Centre (RAC) of DRDO forwarded name before promotion committee after “ INTERACTION ’’ .
The SRO No. 21 for the amending DRDS Rules 1979 was published in official gazette of Government of India on 23 March 2012. Copy of the SRO 21 dated 23 March 2012 is annexed as Annexure-5.
The list of Scientist ‘F’ that were illegally promoted to Scientist ‘G’in the year 2011 is annexed asAnnexure-6.
Sir , all these promotion from grade of scientist ‘F’ to scientist ‘G’ in the year 2011 were illegal and liable to be scrapped as it amounts corruption , nepotism and misuse of power for personal gain by Dr. A.K. Singh being Director, DHRD who issued illegal letter dated 21 March 2011.Therefore promotion of Dr. A.K. Singh, Scientist ‘G’ , Director of Personnel should be quashed/scrapped and through investigation in the matter may be ordered to give justice to the all affected Scientist ‘F’ of DRDO and fix the accountability of the corrupt culprits in the matter.
