हिन्दुस्तान टीम, कानपुर Thu, 19 Apr 2018 नैनो टेक्नोलॉजी से स्मार्ट वेस्ट बनाने के लिए शहर की एक कम्पनी ने डीएमएसआरडी के एक पूर्व कर्मी और उसके परिजनों की रिर्स्च पर लगभग चार करोड़ रुपए का खर्च किया। वेस्ट बनने के बाद आरोपियों ने अमेरिका में एक अलग कम्पनी बनाकर स्मार्ट वेस्ट की मार्केटिंग शुरू कर दी। इस धोखाधड़ी को लेकर कम्पनी के लॉ अफसर ने चकेरी थाने में डीएमएसआरडी के पूर्व कर्मचारी और उनके परिजनों के खिलाफ धोखाधड़ी, फर्जी दस्तावेज बनाना और उनका प्रयोग करने की धाराओं में एफआईआर दर्ज कराई है।
कृष्णापुरम चकेरी में श्री लक्ष्मी काटसिन लिमिटेड का प्रशासनिक कार्यलय है। कम्पनी के लॉ अफसर नितिन कुमार तलसियान के मुताबिक कम्पनी सेना के लिए बुलटप्रूफ जैकेट और जूते आदि बनाने का काम करती है। लॉ अफसर के मुताबिक डीएमएसआरडी में डा. जीएन माथुर पूर्व कर्मी हैं। डीएमएसआरडी में कार्यरत रहने के दौरान यह कम्पनी के मालिकों से सम्पर्क में आए थे। डीएमएसआरडी से रिटायर होने के बाद सन 2005 मे डा. जीएन माथुर ने बतौर निदेशक श्री लक्ष्मी काटसिन लिमिटेड ज्वाइन कर ली। सन 2008 में डा. जीएन माथुर, उनकी पत्नी डा. रंजना माथुर और बेटी देविना माथुर के साथ कम्पनी के ऑफिस पहुंचे और कम्पनी के चेयरमैन डा. एमपी अग्रवाल से मुलाकात की। इस दौरान डा. जीएन माथुर और उनके परिवार ने नैनो टेक्नोलॉजी का प्रयोग कर स्मार्ट वेस्ट बनाने का प्रस्ताव रखा। इन लोगों ने कम्पनी के सीएमडी को बताया कि स्मार्ट वेस्ट पहनने के बाद लोगों को ब्लड शुगर, ब्लड प्रेशर समेत अन्य जरुरी जांचों के लिए डाक्टर के पास नहीं जाना पड़ेगा। इसके अलावा जीपीएस के जरिए लोगों के बारे में जानकारी भी जुटाई जा सकेगी। प्रस्ताव सुनने के बाद सीएमडी स्मार्ट वेस्ट बनाने को राजी हो गए और सन 2008 में श्री लक्ष्मी नैनो टेक्नोलॉजी के नाम से नई कम्पनी बनाई गई।
लॉ अफसर के मुताबिक इसी दौरान आरोपी पक्ष ने डा. विजय के वारदान को कम्पनी के मालिकों से मिलवाया। जिन्हें नैनो टेक्नोलॉजी का विशेषज्ञ बताया गया। उसके बाद आरोपियों ने रिर्स्च और डवलपमेंट के लिए अमेरिका समेत अन्य देशों के दौरे किए। सन 2008 से 2016 तक कंपनी के खर्च पर आरोपियों ने नैनो टेक्नोलॉजी के जरिए स्मार्ट वेस्ट बनाई। जिसके रिर्स्च, डेवलपमेंट और प्लानिंग में कम्पनी का 3 करोड़ 67 लाख, 40 हजार 377 रुपए लगे। जब स्मार्ट वेस्ट बनकर तैयार हो गया तो आरोपियों ने अमेरिका में एक अलग कम्पनी नैनो वेयर के नाम से बनाई और स्मार्ट वेस्ट की मार्केटिंग शुरू कर दी। उसके बाद आरोपियों द्वारा श्री लक्ष्मी नैनो टेक्नोलॉजी और श्री लक्ष्मी काटसिन लिमिटेड के साथ हुए अनुबंधों की भी अनदेखी की गई। चकेरी इंस्पेक्टर प्रमोद शुक्ला के मुताबिक एफआईआर दर्ज कर ली गई है मामले में विशेषज्ञों से राय लेने के बाद आगे की कार्रवाई की जाएगी।

Sir,
Within last 10 years a bunch of DRDO officials running DRDO with their own made rules whether it is related of procurements or recruitments like the following case of recruitment of Ms Sweta Singh as JRF/SRF in DRL, DRDO, Tezpur by Dr. Vijay Veer, Director is a small example of manipulations in GOI laid down rules.
Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence.
Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012. Prior to him Dr. Lokendra Singh was Director of this establishment since the year 2010 to 28 Feb 2012.
A.K. Singh is Director (Personnel), Dte. Of Personnel (DOP) at DRDO HQ, DRDO Bhawan, New Delhi with effect from 01 Dec 2012 and prior to this he was posted as Director, DHRD at DRDO HQ from Oct 2010 to 27 Feb 2013.
A.K. Singh, Director (Personnel) hails from Aligarh, Uttar Pradesh which is evident from his IPR available at DRDO website. Copy of IPR is attached as Annexure No. -1.
Shri Virendra Pal Singh (V.P. Singh) who is an official of Arunachal Pradesh, Government also hails from Aligarh, Uttar Pradesh.
Lokendra Singh, Dr. Vijay Veer and Dr. RKR Singh, TO ‘C’, Estate Officer and Shri V.P. Singh are good friend and know each other very well as Shri V.P. Singh regularly staying at DRL, Guest House, Tezpur since past several years while he is not an DRDO/Service employee and no office/project of Arunachal Pradesh Government is existing at DRL, Tezpur. The rent of VIP suits at DRL, Guest house is only Rs. 50 -100 while the same accommodation at Hotel in Tezpur is about Rs. 2000-2500. The reasons why Dr. Lokendra Singh, Ex-Director, DRL and Dr. Vijay Veer, Director, DRL giving such kind of privilege to Shri V.P. Singh is matter of investigation?
Even the Arunachal Pradesh Government Vehicle with Registration No. AR 01E 0879 is regularly parked at House of Dr. RKR Singh, TO ‘C’, Estate Officer, DRL, Tezpur. The same Government vehicle was also found in New DRL Guest House. The Photograph of Vehicle No. AR 01E 0879 of Arunachal Pradesh Government parked at New DRL Guest House is attached as Annexure No. -2.
A.K. Singh, Director(Personnel) , DRDO HQ is holding sensitive posts continuously since past 8 years as Director, CEPTAM, Director, DHRD and Director(Personnel), which is against CVC Guidelines. I have filed three complaints against him to PMO & MOD on charges of Corruption. He was holding the post of Director, DHRD from October 2010 – 27 February 2013. DHRD is responsible for recruitment of JRF, SRF and Research Associates in various DRDO establishments and formulates guidelines for their appointments etc.
This complaint is regarding irregular appointment of Ms. Shweta Singh D/o Shri V.P. Singh, Aligarh as Junior Research Fellow (JRF) followed by Senior Research Fellow (SRF) with two years extension by Dr. Vijay Veer, Director, DRL, Tezpur and extra payment of stipend while she was absent from DRL, Tezpur for about one year.
Brief Facts of the Case
Shweta Singh, d/o Shri V.P. Singh was appointed as Junior Research Fellow (JRF) at DRL, Tezpur for a period of two year with effect from 03.10.2011 to 02.10.2013. She joined at DRL, Tezpur on 03.10.2011 and posted at Pharmaceutical Technology Division.
Shweta Singh was getting stipend of Rs. 16000/- month from DRL, Tezpur. She remains absent/highly irregular at DRL, Tezpur during January 2013 to December 2013. Meantime she got married on 28 November 2013 at Aligarh (Uttar Pradesh). She joined back at DRL, Tezpur on 13 January 2014.
In reply to one letter from Admin Division of DRL, Tezpur, Dr. P. Chattopadhyay, Group Head, Pharmaceutical Technology Division informed to Director, DRL, Tezpur vide his letter dated 07-10-2013 on Subject “Absent of Ms. Shweta Singh, JRF, Pharmaceutical Technology Division absent from 8th July 2013” stating thereby That “I am inform you that Ms Shweta Singh, JRF, Pharmaceutical Technology Division absent from 8th July 2013”. Copy of the letter dated 07.10.2013 is annexed as Annexure No. -3.
On direction of Dr. Vijay Veer, Director, DRL, Ms. Shweta Singh, JRF got full stipend of the period while she was absent from DRL, Tezpur. Some complaint and RTI were filed by some persons in the matter therefore under pressure of PCDA, Dr. Vijay Veer ordered to Admin & Finance division to recover one month stipend from her. Rs. 17600/- was recovered vide letter 51/13/AE dated 28/10/2013. Copy of the letter No. 51/13/AE dated 28/10/2013 is annexed as Annexure No. -4. The same amount was deposited by Ms. Shweta Singh vide Chq. No. 508551 dated 8/5/2014. Copy of the letter dated 08/05/2014 sent from Mrs. Shweta Singh, SRF to Director, DRL regarding “Return of Excess Payment”, is annexed as Annexure No. -5.
I submitted an application under RTI Act 2005 dated 26 July 2014 in the matter of Ms. Shweta Singh, JRF to CPIO, DRDO HQ, New Delhi but till date CPIO, DRDO did not replied. Copy of the application under RTI Act 2005 dated 26 July 2014 is attached as Annexure No. -6.
Detailed attendance sheet of Ms. Shweta Singh from Biometric Punching Attendance System of said period may establish her long absence from DRL, Tezpur. But extra payment for only one month and three days of stipend was recovered from her by DRL, Tezpur on direction of Dr. Vijay Veer. Due to expose of the matter, DRL stopped her stipend with effect from 03 October 2013. Till date she did not get any stipend from DRL, Tezpur.
As per the DO-II No. 07 dated 20.04.2012, her tenure for JRF was automatically ended on 02.10.2013. She was absent in month of October 2013 but Dr. Vijay Veer gave another big favor to her. He constituted an Assessment Committee consisting of three senior officers namely Dr. H.K. Gogoi, Scientist ‘F’, Shri Indrajeet Baruah, Scientist ‘F’ and Dr. P. Chattopadhyay, Scientist ‘D’ vide DO-II No. 07 dated 25.04.2014 to gave extension of one year to Fellowship of Ms. Shweta Singh, JRF with retrospective effect from 03.10.2013 while she was not present during said period in DRL, Tezpur and appointed her as SRF. Copy of the DO-II dated 25.04.2014 is annexed as Annexure No. -7. It was mentioned in said DO-II dated 25.04.2014 that “Extension of tenure of fellowship of the above named individual with effect from 3rd October 2013 for one year as per recommendation of the Assessment Committee held on 24th March 2014 at DRL, Tezpur”.
As per DHRD, DRDO guidelines extension for one year can only be provided to a JRF candidate after his/her presentation before Assessment Committee constituted by Director well before the expiry of tenure of 02 years of the JRF.
It is big manipulation and conspiracy that Ms. Shweta Singh never appeared before the Assessment Committee and she got extension of one year with retrospective effect by Assessment Committee vide DO-II No. 07 dated 25.04.2014. The said Assessment Committee was constituted by Dr. Vijay Veer, Director, DRL, Tezpur in the March 2014, which held the meeting on 24 March 2014.
The recommendation of the Assessment Committee was approved by Dr. Vijay Veer, Director and Ms. Shweta Singh got extension for fellowship as SRF for one year from 03.10.2013 to 02.10.2014 vide DO-II No. 07 dated 25.04.2014.
Surprisingly, while tenure of Ms. Shweta Singh, JRF was automatically ended on 02 October 2013 vide DO-II NO. 07 dated 20.04.2012, then why Dr. Vijay Veer allowed her to work in DRL, Tezpur till April 2014 and gave ex-post-facto sanction without any authority?
Shweta Singh got married on 12 November 2013 and She was absent during the period from 03 October to 12 January 2014, then why DRL, Tezpur allowed her to join at DRL, Tezpur while her tenure was ended automatically on 02.10.2013?
Extension for fellowship with retrospective effect is completely illegal as (i) Tenure of JRF remains only for two years, it cannot be extended in case of Ms. Shweta Singh as her term expired on 02 October 2013. (ii) With back date appointments/extensions to fellowship are not permissible under any rule of DRDO and GOI.
Hence extension to fellowship wef 03 October 2013 for one year by order dated 25.04.2014 is totally illegal and irregular. It should be cancelled.
She was getting stipend of Rs. 16000/- per month as JRF and Rs. 18000/- per month as SRF.
Under pressure of complaint to PCDA and RTI Application to CPIO, DRDO, DRL, Tezpur stopped the payment of her stipend with effect from 03 October 2014 up to till date. But to favor Ms. Shweta Singh, Dr. Vijay Veer ordered Finance Division to make bill for payment of stipend to Ms. Shweta Singh and accordingly a bill of approximately Rs. 2,12,439/- was made and sent to PCDA, New Delhi in February 2015 vide DRL letter No. 30/PAS/JRF/SRF/2014-2015 dated 02.02.2015. Copy of the bill sent to PCDA, New Delhi is annexed as Annexure No. -8.
PCDA returned the said bill with following objections: (i) To submit attendance sheet of the Ms. Shweta Singh, (ii) Authority letter by which she was appointed as SRF by Director, DRL, Tezpur vide their letter dated 16.03.2015. Copy of the letter received to DRL, Tezpur dated 16.03.2015 from Accounts Officer, PCDA, Delhi is annexed as Annexure No. -9.
Despite the above incidences, Dr. Vijay Veer again constituted Assessment Committee in November 2014 comprising of HK Gogoi, Scientist ‘F’, Dr. P. Chattopadhyay, Scientist ‘D’ , Dr. SN Dutta, Scientist ‘C’ and Shri S. Doley, TO ‘D’. This committee has a meeting on 24.11.2014 and recommended the 6 months extension to Ms. Shweta Singh, SRF for the fourth year. The minutes of the meeting was approved by Dr. Vijay Veer, Director, DRL, Tezpur on the same day 24.11.2014. Copy of the Minutes of Assessment Committee is annexed as Annexure No. -10.
DRL, Tezpur has not submitted any reply to objections of PCDA till date and she did not get any payment since January 2014 to till date from DRL, Tezpur.
Vijay Veer, Director, DRL, Tezpur is running this JRF-SRF business since his joining at DRL, Tezpur and normally per year 10-12 candidates being appointed by irregular means. Recently in the year 2014 and 2015 more than 25 vacancies were advertised. This year Interview going to held on 19 May 2015. Copy of the advertisement for the year 2014 and 2015 for recruitment of JRF, SRF and RA are annexed as Annexure No. -11 and Annexure No. -12.
Irregularities and Corruption by Dr. Vijay Veer in appointment of Shweta Singh, JRF
Vijay Veer, Director, DRL, Tezpur unduly favored Ms. Shweta Singh and gave her an illegal extension in fellowship with intent to get pecuniary advantage to her by misusing his official position.
Not only to her, Dr. Vijay Veer is giving high privileges to his father Shri V.P. Singh by allowing him to stay at DRL, Guest House since long time.
This act of Dr. Vijay Veer amounts conspiracy against Government with ill motives to make a loss to public money and gave financial benefit to Ms. Shweta Singh by misusing his powers and official position by gross violation of DRDO Guidelines.
Vijay Veer is attempted to make a payment of about Rs. 2,12,439/- in lump sum to Ms. Shweta Singh despite knowing her extension to fellowship was illegal.
The said misconduct and misuse of power for giving pecuniary advantage to Ms. Shweta Singh, JRF by Dr. Vijay Veer, Director, DRL, Tezpur comes under section 13.(1)(d) of Prevention of Corruption Act 1988.
In light of above evidences it is requested to you Sir, issue appropriate direction to Secretary, DRD, South Block, New Delhi to:
Cancel the appointment order of Ms. Shweta Singh as JRF and SRF at DRL Tezpur and stop her payment till finalization of the complaint.
Not to award Ph.D. degree to Ms. Shweta Singh as her appointment as SRF is illegal and she was absent during her tenure as JRF in 2013.
Issue order to recover extra payment from Ms. Shweta Singh which DRL, Tezpur paid to her while she was on long absent from DRL, Tezpur for more than one year.
Setup an enquiry against Dr. Vijay Veer under CCS (CCA) Rules 1965 and Prevention of Corruption Act 1988 to give undue favour to Ms. Shweta Singh, SRF, DRL, Tezpur.
Cancel the recruitment process of JRF and SRF in DRL, Tezpur for the year 2015.

Dr.Shashi Bala Singh’s forgot DIPAS directorship and turned into lady detective after tussle with Dr.Gausal Azam Khan, Sc ‘D’ NRI quota. She is so egoist lady that she can not ready to digest any scientists reorganization especially those scientists who are not ready to salute her in each and every occasion.
First she illegally approached conference organizer in Japan without taking DRDO Hqrs and Ministry of External affairs in confidence. The way she written e-mail to conference organizer like ask them where Dr.Gausal Azam Khan stayed, how many days he was in Japan, only thing she doesn’t ask that what he had eaten in Lunch/Dinner or where he prayed his Namaz.
She managed to serve charge sheet to Dr.Gausal Azam Khan with help of his great brother who is also a big manipulator. Now she is not leaving any stone unturned to catch Dr. Gausal Azam Khan, like searching his all procurements, bills, movements, entry data in security, CCTV footage and finally creating false evidences by using two security guards with help of Security Officer Col Rajiv Malhotra. Col Rajiv Malhotra and poor security guards may be not aware that Dr.Gausal Azam Khan already reported matter to Timarpur Police Thana and today is date in Tis Hazari court. Dr S. Majumadar, Sc ‘G’ was trapped by DIPAS coterie only because their boss was afraid that Dr S. Majumadar, Sc ‘G’ may support Dr.Gausal Azam Khan. Dr.Shashi Bala Singh created history by transfer Dr Majumadar to DRDE so hurriedly, inquiry started 11: 00 Hrs and by 15:00 Hrs transfer order of Dr Majumadar, Sc ‘G’ was delivered to his hand. Again it was the made possible by his brother Dr A K Singh as he is Director of Personnel, DRDO Hqrs.
DIPAS chaplus gang started campaign against Dr Majumadar under direction of Dr.Shashi Bala Singh because such activities are not permissible in office campus. Some scientists and JRF was signed because of APAR season. This attempt was failed, now she is start harassing those JRF who gave affidavit in support of Dr S. Majumadar, Sc ‘G’, again a wrong move.
Dr S. Majumadar, Sc ‘G’ defeated both duo brother sisters by cancellation of his transfer order and joined INMAS on Monday 20 April 2015.
Dr.Shashi Bala Singh is not taking seriously the fate of Dr Arun Kumar, Ex DOP, Sh Avinash Chander, SA to RM, Dr S M Veerbhadrpa, Ex Director, DTRL, Smt. Chandra Banu, but she and her brother both are believes in Dr W Selvamurthy, Ex CC(R&D) HR who successfully went out scout free. Now time has change, government, minister, system changed only thing right time for action.

Sir, DRDO having unlimited example of manipulations in recruitments of scientists because of RAC. In beginning of 2000 when Dr W Selvamurty managed the post of CC R&D (HR) inspite of life sciences man which is not the core of DRDO. He create all nonsense in HR, promotions/postings/ recruitments are become business in DRDO.
The result was DRDO involved in lot of court cases till date DRDO paying his all mischiefs and his groomed scientists are sitting in various important posts and carrying all manipulations like Dr A K Singh, DOP and Dr R K Jain, Director, RAC. The chelas of Dr W Selvamurty squeeze DRDO in all means these adventures were sensed by ex defence minister and recommended CBI inquiry and advice recruitment of scientists should again given to UPSC.
Sir, in your reply of question No 789 in Loksabha that DRDO having shortage of more than 1200 scientists. It is wrong input supplied by DRDO in each and every lab more than 30% scientists are involved in admin allied work means almost 1800, the best part is that for financial benefits they shows the scientific contribution and it is totally false it can be verified anytime.
Sir, lot of scientists are not having work of their expertise and they are posted only for satisfaction of ego of Directors,DGs, DOP etc.

Recruitment of Sh Saroj Kumar Patel, Scientist ‘G’ and Appointment on post of Director, Directorate of Quality, Reliability &Safety (DQRS), DRDO HQ Complaint against Sh Avinash Chander, DG, DRDO, SA to RM, Secretary, DRD
Sir,
Nepotism, favoritism, corruption and manipulations with vested interest in higher recruitment by misusing powers by HOD are very common practices now days in Government system by different means.
Based on the practices stated above, the Recruitment Scam-I occurred in DRDO in which several top Scientists including some ex-DGR&D, ex-CCR&D, ex-Directors and their daughters & relatives were involved. Several complaints were made to CVC & Defence Minister regarding Recruitment Scam-I and consequently CVC advices disciplinary action against Dr. Arun Kumar, Ex-DOP under major penalty vide OM No. 010/DEF/039/184877 dated 23.08.2012.(Copy enclosed-I).
Dr. Arun Kumar was suspended on the last day of his superannuation. Similarly some other Scientist Dr. S M Veerbhadrapa, Ex-Director, DTRL then HRD Charge Sheeted and Smt Chandra bano, Scientist ‘F’, DHRD was dismissed from service just 12 days before retirement. Since top ten officials of DRDO involved in Recruitment Scam-I were retired therefore on advice of Director (Vigilance) & CVO, Min. of Defence , then Defence Minister recommended CBI probe in Recruitment Scam-I of DRDO vide Dte (Vigilance), MOD note no.48-55 ante observations of JS & CVO at note 56 ante in November 2013. The news was published in media. Copy enclosed (II).
Shri Avinash Chander then CCR&D(MSS) also played an important role in Recruitment Scam-I while being member of expert committee under Chairmanship of Prof. SK Salwan, he gave clean chit to his friend Dr. Arun Kumar , ex-DOP vide his report dated 08.06.2011.
This case is regarding illegal recruitment with motivated planned conspiracy of Shri Avinash Chander, DG, DRDO and SA to RM, Dr. A.K. Singh, DOP and Smt. Hina Gokhle, Director, DHRD and Dr. RK Jain, Director, RAC and Dr. DN Reddy, Chairman, RAC.
BRIEF FACTS OF THE COMPLAINT
Shri Avinash Chander, DS was Director, ASL, Hyderabad from August 2005 to May 2011. He was appointed as CCR&D (MSS) in DRDO HQ and was holding position of no. 2 after Dr. V.K. Saraswat, then DGR&D and SA to RM. Shri Avinash Chander took over as DGR&D, DRDO and SA to RM wef 31 May 2013 after superannuation of Dr. V.K. Saraswat.
Smt. Tessy Thomas was working in ASL since its foundation and she was subordinate to Shri Avinash Chander when he was Director, ASL, Hyderabad. Smt Tessy Thomas was promoted to Scientist ‘H’/Outstanding Scientist wef 18 October 2013. She was appointed as Director, ASL, Hyderabad wef 25 July 2014.
As a matter of facts, the competent authority in DRDO for appointment of Directors of Lab/Estt and Directorates at DRDO HQ is Shri Avinash Chander DGR&D, DRDO and SA to RM.
Shri Saroj Kumar Patel, husband of Smt Tessy Thomas, OS (now Director, ASL) was serving in Indian Navy as Commodore and retired from Indian Navy on 31 January 2013. To oblige Smt Tessy Thomas, Shri Avinash Chander, then CCR&D(MSS) misused his position and succeeded in creation of a vacancy of Scientist ‘G’ in DRDO HQ and applications for this vacancy of Scientist ‘G’ were sought vide RAC Advt No. 110/December 2012. The Scientist ‘G’ in DRDO is having pay scale of Rs. 37,400-67,000/- & Grade Pay 10,000/-, which is equivalent to rank of Joint Secretary in Indian Administrative Services. Joint Secretary to the Government of India has pay scale in Pay Band – 4:Rs. 37400- 67000; and Grade Pay Rs. 10000.All promotions and appointments to this Joint Secretary rank and post are directly made by the Appointments Committee of the Cabinet (ACC).
The requirement of said vacancy of Scientist ‘G’ was tailor made for Shri Saroj Kumar Patel as evident from details of Advt. No. 110/December 2012.

This malpractice for recruitment of Shri Saroj Kumar Patel was exposed by some senior Scientist ‘G’ of DRDO by writing complaint to Hon’ble Defence Minister in 2013 and therefore the plan of Shri Avinash Chander failed due to seriously consideration of the matter by Dr. V.K. Saraswat, then DGR&D, DRDO and SA to RM.
Shri Avinash Chander took over as DGR&D, DRDO and SA to RM on 31 May 2013 after superannuation of Dr. V.K. Saraswat. After acquiring full administrative & financial powers in DRDO, Shri Avinash Chander planned the recruitment of Shri Saroj Kumar Patel as Scientist ‘G’ in DRDO and therefore he planned a conspiracy of the illegal & motivated recruitment with help of his subordinates Dr. A.K. Singh, DOP, Smt. Hina Gokhle, Director, DHRD and Dr. DN Reddy, Chairman, RAC and Shri RK Jain, Director, RAC.
Accordingly phase-II of the said conspiracy started by issue of Letter No. DOP/11/110059/QRSM/M/02 dated 14 August 2013 of Directorate of Personnel, DRDO, MOD, New Delhi on the Subject- Appointment of Director, QRS, DRDO HQ, New Delhi. Copy of the letter dated 14 August 2013 along with Proforma for Director, QRS, DRDO HQ, New Delhi is enclosed-IV.
It was clearly mentioned in Para(1) of the letter that “Applications for the post of Director, Quality, Reliability & Safety(QRS) at DRDO HQrs, New Delhi are invited from SC ‘G’ promoted in the year 2013 having sufficient experience in the field of quality, reliability and safety. The Para 1 of letter is arbitrary, discriminatory, unethical and illegal in nature.
No essential qualification, desirable qualification and years of experience were sought and mentioned in said DOP letter for the post of Director, QRS.
Question arises why applications were invited only from the Scientist ‘G’ that were promoted in the year 2013 while in the seniority list of Scientist ‘G’ of DRDO as on 1st November 2013 there were 507 Scientist ‘G’ in total and out of which 114 were promoted in the year 2013 with effect from 01 July 2013? Copy of the seniority list of Scientist ‘G’ is enclosed-V. Why senior Scientist ‘G’ were not eligible for the post of the Director, QRS and under which rule DOP & DHRD decided that only junior most Scientist ‘G’ are eligible for the said post, while in appointments seniority plays an important role and senior most officers always given priority.
Mere reading of the letter dated 14 August 2013 issued from DOP establishes the conspiracy in recruitment. The letter was issued on 14 August 2013 and it was clearly mentioned in para (2) of the letter, reproduced as it is for ready reference “2. The applications should be duly forwarded/recommended by their respective Directors the enclosed profoma (Annexure-I) and must reach this office latest by 21st August 2013”. Hence only 6 days were provided to all Scientist ‘G’ of 52 Lab/Estt situated allover India right from Leh to Kochi and Vizag to Tezpur. The Para-2 is the clear violation of DOPT norms because period should be minimum 15 days.
As a matter of fact 15 August was National holiday, 16th was Friday, 17-18 August (week end holiday), 19-21 August (three working days). Now three questions arises
(i) Why only 04 working days was provided to submit the applications for post of Director, QRS?
(ii) What was the urgency to keep very short time for submitting applications?
(iii) Whether it was possible in any circumstances that ink signed copy of the application duly recommended by respective Director be reach with in two-three days by speed post to New Delhi far from various Lab/Estt. Of DRDO.
Answer to the questions raised in point(14) above is that applications were sought within DRDO simply to make formality and have a record that no Scientist ‘G’ applied for the said post or found eligible for the said post. It is matter of investigation by CVC from records that how many applications were received for post of Director, QRS, whether any list were prepared, whether any interview/interaction were organized, whether any committee scrutinized the proforma of Scientist ‘G’ and whether any Scientist ‘G’ was found suitable for the post of Director, QRS, DRDO Hqrs.
In fact said post were preplanned for Shri Saroj Kumar Patel since the December 2012 therefore any Scientist ‘G’ out of 507 Scientist ‘G’ of DRDO was not selected for the post of Director, QRS, DRDO Hqrs and post remain vacant.
Further to accommodate Shri Saroj Kumar Patel in DRDO an advertisement for post of Scientist ‘G’ were again issued by RAC, DRDO vide Advt. No. 112/October 2013 under direct recruitment scheme of DRDO under direction & guidance of Shri Avinash Chander with vested interest. Copy of the Advt No. 112/October 2013 is enclosed-VI.
Shri Saroj Kumar Patel was recruited as Scientist ‘G’ in DRDO against the 01 vacancy of Scientist ‘G’ vide RAC Advt No. 112/October 2013 and joined DRDO at DRDO HQrs, DRDO Bhawan, New Delhi with effect from 27 March 2014 at seniority no. 486 among Scientist ‘G’ of DRDO.
As a matter of fact Shri Saroj Kumar Patel joined DRDO as Scientist ‘G’ on 27 March 2014(Thursday) and appointed as Director, QRS, DRDO HQrs on 31 March 2014(Monday) so he worked only two days 27-28 March 2014 and jumped to post of Director only in service of 04 days. Shri Avinash Chander appointed Shri Patel as Director; QRS ignoring the 485 senior Scientist ‘G’ already available in DRDO and it establish favoritism & nepotism. It can only happened in DRDO.
Now again four question arises
i. Why Shri Patel was appointed as Director, QRS while he was recruited against vacancy of Scientist ‘G’ not for the post of Director, QRS by ignoring 485 senior Scientist ‘G’ in DRDO?
ii. What is the specialization of Shri Patel which is not available with 507 Scientist ‘G’ of DRDO, can the conspirators able to justify?
iii. Why so much favoritism was given to Shri Patel for his recruitment as Scientist ‘G’ and appointment as Director, QRS since October 2012 to March 2014 by Shri Avinash Chander?
iv. What special benefit DRDO get from Sh Patel’s tailor made appointment?
Keeping in view of the facts mentioned above and the subordination of Smt Tessy Thomas with Shri Avinash Chander right from several years in ASL, Hyderabad, it is crystal clear gross violation of recruitment rules, ethics and procedures took place and the same were not followed in recruitment of Shri Patel as Scientist ‘G’ on 27 March 2014 and further his appointment as Director, QRS on 31 March 2014. This smacks planned conspiracy and criminal misconduct by Shri Avinash Chander, DGR&D, DRDO, Dr. A.K. Singh, Director of Personnel, DRDO Hqrs, Smt Hina Gokhle, Director, DHRD, Dr. RK Jain, Director, RAC and Dr. DN Reddy, Chairman, RAC.
Therefore, it is kindly requested that appointment of Shri Saroj Kumar Patel, Scientist ‘G’ should be cancelled with immediate effect and inquiry be conducted under Prevention of Corruption Act 1988 and CCS (CCA) Rules 1965 against the senior officers of DRDO involved in planned conspiracy of recruitment and appointment of Shri Saroj Kumar Patel as Scientist ‘G’ in DRDO and appointment as Director, QRS, DRDO HQrs.
In DRDO there is no HR policy, although the post of CC R&D HR and a big HR directorate under him working in DRDO Hqrs but they are working with sole aim and object that how to execute and manage the unethical/ unconstitutional demands of DG, DRDO to all establishment heads.
Generally these demands are to adjust their beloved by any means like Smt. T Chandra Bhanu or Ms Geetha or Ms Swati Srivastva or Ms Dolly Bansal recruitment cases. Some cases come out from the four walls of DRDO but inside DRDO everyone knows this practice is continue carryon in DRDO by so called DRDO,HRD like adjustment of Commander Patel, Ex- SA’s daughter, CEPTAM Chairman’s son, Ex- Scientist ‘G’ in DEAL who was head of HRD, DEAL adjust his son Sh Saket Jain with all farzi certificates.
It is very well proven DRDO HRD can do any dam thing under wish of their AAKAS whether harassment of any individual from class IV employee to Scientist ‘H’. There is no moral exists in DRDO, HRD n numbers of examples available of transfers cases, manipulating in ACR/APAR’s, Awards to incompetents, authentication of false claims, list is too long.
The following case of Sh M R Gupta, TO ‘C’ is a clear cut case of dictatorship of DRDO officials, several years torture now Sh M R Gupta become chronic depression case.
Sh M R Gupta joined as JSA-II in 1979 in GTRE, DRDO, Bangalore, transferred to IRDE, Dehradun and subsequently joined DEAL as SSA in October 1987.
Up to 1986 his ACR’s was very good and enjoyed regular growth, but the day when then Director, IRDE Dr O P Nijhawan raised his eyebrow and put him in hit list, the bad days started and Sh M R Gupta’s service journey till date exposes the DRDO HR policy.
His 1987 ACR reflects the real bossism of Mr O P Nijhawan number dropped to 62
As IETE graduate Sh M R Gupta applied for the post of Assistant executive engineer in I & B through UPSC and got selected but Dr O P Nijhawan not supplied his 1987 ACR so he was deprived to get post.
Dr. O P Nijhawan’s effect also passed to DEAL and it was always made confirm that any advantage should not passed to Sh M R Gupta,
Sh M R Gupta qualified 9 times LDCE examination of Scientist ‘B’, the RTI revealed that RAC maintained the boss wishes. No one imagine the act of RAC officials.
Sh M R Gupta‘s ACR/ APAR of 1995 and 96 was found blank.
The 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ Onedisciplinary case is with DRDO Hqrs” and remark was duly approved by the Director, Sh Ashok Sen and it was not even communicated to Sh M R Gupta.
DRDO having very common scenarios that if one official is in hit list then all chamchas never leave any chance to fix him to make happy the boss.
In case of Sh M R Gupta same thing happened, several attempts were done to harm, Dr. B S Jassal throw his wife’s medical bill for unforeseen reason and exchanged heat argument, in those argument frustrated Sh M R Gupta told him that I will jumped from the building, very next movement the explanation call with initiation of disciplinary action raised against him.
In 2004 Sh Mahakar Singh, Sc ‘G’ also demonstrated the extreme loyalty and one incident he scrimmage with Sh M R Gupta in his office room, next moment the room was sealed and an ION was served and an inquiry was constituted in a hurry and stage was set for dismiss Sh M R Gupta. By grace of God Sh M R Gupta approached local police and case was registered, subsequently after lower court to high court and again to lower court Sh Mahakar Singh rendered his apology in front of Session Judge, Dehradun and matter was closed.
This is not a single case, the HR policy ingest lot of DRDO officials by heart attack, High blood pressure, increasing number of bye passes, inserting stunts, depressions or exodus.
