भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय में व्याप्त भ्रष्टाचार

  भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन          (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, दिल्ली में जुलाई 2019 में अनुबंध के आधार पर डाटा एंट्री ऑपरेटर और एमटीएस की भर्ती की गयी ! जिसमे काफी संख्या में आवेदन आए जिन्हे साक्षात्कार के लिए 29 जुलाई और 30 जुलाई 2019 को बुलाया गया ! रूम नंबर 301 ( श्रीमति सुनीता वढेरा ) में साक्षात्कार हुए ! जिसमे काफी संख्या में आवेदको ने भाग लिया ! इस भर्ती में जो भी आवेदक साक्षात्कार के लिए आए उन्हे बाद में कोई सूचना नहीं दी गयी और ना ही उन्हे कोई कारण बताया गया की उनका चयन क्यों नहीं हुआ !

अजय कुमार, पूर्व डाटा एंट्री ऑपरेटर, भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, अनुभव 16 वर्ष,( आर ए सी – 1998-2001, 2003- 2016) मैंने पूर्व निदेशक श्री आइ सी शर्मा, पूर्व निदेशक श्री प्रसाद सर , पूर्व निदेशक जेठी सर , पूर्व निदेशक डॉ अरुण कुमार, पूर्व निदेशक श्री रिशभ  कुमार जैन और पूर्व निदेशक श्री सुधीर गुप्ता इन सबके साथ भी काम किया है ! 30 जुलाई 2019 को 12.10PM रूम नंबर 301 में साक्षात्कार दिया ! लेकिन नौकरी के लिए नहीं बुलाया गया ! जब उसका कारण पूछा तो सुनीता वढेरा मैडम, रूम नंबर 301 मे मुझे बताया गया की आपका आवेदन स्वीकार कर लिया गया था लेकिन अशोक कुमार शर्मा, साइंटिस्ट ‘ई’ , रूम नंबर 414 ने आपका आवेदन अस्वीकार कर दिया लेकिन कारण कोई नहीं बताया गया ! ये सिर्फ मेरे ही नहीं और जो कैंडिडैट साक्षात्कार के लिए आए थे उनके साथ भी धोखा है !

लेकिन बाद में पता चला की ( अशोक कुमार शर्मा और वर्तमान निदेशक सुशील वर्मा ) द्वारा इस भर्ती में इन लोगो ने अपने जान पहचान वाले और अपने रिश्तेदारों का चयन किया है इसलिए इन्होने मेरा चयन नहीं किया ! इसमे इन्होने 3 कैंडिडैट निदेशक सुशील वर्मा के जान पहचान के है ! दो कैंडिडैट जो की गर्ल्स है वो अशोक कुमार शर्मा की बेटी की सहेली है जो रूम नंबर 412 मे बैठती है ! एक कैंडिडैट संचिन सिंह साइंटिस्ट की जान पहचान का है और भी कई कैंडिडैट जिनका चयन इन्होने किया है इसी कार्यालय में कार्यरत ऑफिसर और स्टाफ ( स्टोर ऑफिसर ) के रिस्तेदार और जान पहचान वाले है जिनके जान पहचान नहीं थी उन्हे नहीं लिया गया !

इस भर्ती की सबसे खास बात ये है की जिस ठेकेदार को ठेका दिया गया है उसके किसी भी कैंडिडैट का चयन शायद ही किया गया हो ! इन्होने अपने रिस्तेदारों और जान पहचान वालों को भर्ती करने के लिए ही ये कांट्रैक्ट लिया था ! जितने भी कैंडिडैट साक्षात्कार के लिए आए थे ठेकेदार को उनके बारे मे पता ही नहीं था क्यूंकी साक्षात्कार के समय सिर्फ आर ए सी स्टाफ ही था ठेकेदार वहाँ पर मौजूद है नहीं थे ! इसकी भी जांच होनी चाहिए की ठेकेदार ने कितने कैंडिडैट भेजे थे और कितनों का चयन हुआ है !

इस भ्रष्टाचार में इस कार्यालय के कई ऑफिसर और कर्मचारी संलिप्त है जिसके जांच होनी चाहिए !
  1. 16 वर्षो तक आर ए सी में डाटा एंट्री ऑपरेटर का कार्य करने के बाद 31 जनवरी 2016 में जब हमारा कांट्रैक्ट समाप्त किया गिया तब के तत्कालीन निदेशक (डाइरेक्टर) सुधीर गुप्ता द्वारा बताया गया की अब हमारा सारा कार्य ऑनलाइन होता है इसलिए अब हमे डाटा एंट्री ऑपरेटर की जरूरत नहीं है !
  2. 3 वर्ष के बाद ऐसा क्या हुआ की वहाँ पर 05 डाटा एंट्री ऑपरेटर की जरूरत आन पड़ी ! जब की हम तो सिर्फ दो डाटा एंट्री ऑपरेटर ही पिछले काफी वर्षो से कार्यरत थे जब हमारी ही जरूरत नहीं थी तो इतने डाटा एंट्री ऑपरेटर की क्या जरूरत आन पड़ी ! सब कार्यालय ऑनलाइन कार्य कर रहे है तो क्या आर ए सी अब ऑफलाइन कार्य कर रही है ! ये तो प्रधानमंत्री श्री नरेंद्र मोदी जी की डिजिटल इंडिया मूवमेंट को बर्बाद करने पे तुले है क्या ऐसे ही इंडिया डिजिटल होगा !
  3. इस कार्यालय में चपरासी, एमटीएस काफी मात्रा में है लेकिन ऐसी क्या जरूरत पड़ी की इनको 07 एमटीएस अनुबंध आधार पर लेने पड़े ! ऐसा कितना कार्य होने लगा अचानक इस कार्यालय में ये भी जांच का विषय है !
  4. मुझे एसएमएस और फोन कॉल करके आर ए सी में साक्षात्कार के लिए बुलाया गया लेकिन अशोक कुमार शर्मा के मना करने पर मेरा चयन नहीं किया गया क्यों ?
  5. अशोक कुमार शर्मा जो पहले इनमास में कार्यरत थे वहाँ भी इन्होने ऐसा ही कार्य किया होगा इनकी पिछले कार्यालय की भी जांच होनी चाहिए ! क्योंकि कुछ कैंडिडैट इनमास के है तथा कुछ एसएसपीएल (SSPL) के जो इनकी जान पहचान के है ये भी पता लगाया जाना चाहिए की इन दोनों ऑफिस में ये कैंडिडैट किसके कहने पर वहाँ से आर ए सी में बुलाये गए है !
  6. जितने भी डाटा एंट्री ऑपरेटर और एमटीएस का चयन हुआ है उन सबकी भी जांच होनी चाहिए की क्या इनमे से कुछ कंडीडटेस अशोक कुमार शर्मा के साथ दूसरे कार्यालयो में भी कार्य कर चुके है !
  7. उन सबके अनुभव और उनकी शिक्षा का स्तर की भी जांच होनी चाहिए !
  8. ठेकेदार ने कितने कंडीडटेस भेजे थे और कितने ऑफिस स्टाफ के है इसकी भी जांच होनी चाहिए !
  9. ठेकेदार की भी जांच होनी चाहिए क्योंकि इस ठेकेदार को ठेका किस आधार पर दिया गया है और कितने ठेकेदारो ने यहाँ पर ठेके के लिए आवेदन दिया था ! ये ठेकेदार अशोक कुमार शर्मा या स्टोर इंचार्जे इन दोनों मे से किसकी जान पहचान का है !

अतः आपसे अनुरोध है की इस कार्यालय में व्यापक पैमाने पर हो रहे भ्रष्टाचार की जांच की जाए ! जब तक ऐसे ऑफिसर और कर्मचारी होंगे तब तक माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी का भ्रष्टाचार के खिलाफ चलाया अभियान सफल नहीं हो सकता !

Or is she repeating the history of Ministry of defence when Congress government replaced Sh Pranav Mukherji with Sh Antony with some unseen motives.

To enhance efficiency and effectiveness of Defence Research establishments,
Raksha Mantri Smt Nirmala Sitharaman has decided to delegate greater
financial powers to various authorities. This wind of change in Defence
Research and Development (R&D) is intended to neutralise the ill-effects of
over-centralisation and facilitate quicker decision making. This is in line with
similar financial delegations made to Armed Forces in the last one year. The
delegated powers now stands enhanced as under:-
Powers of Secretary, Defence R&D to sanction projects and for
procurements enhanced from Rs. 75 Crore to Rs. 150 Crore and for the
Directors General (DG) enhanced from Rs. 50 Crore to Rs. 75 Crore
Enhancement of powers for Proprietary Article Certificate (PAC) cases
From Rs. 50 Crore. to Rs. 150 Crore for Secretary Defence (R&D);
From Rs. 25 Crore to Rs. 75 Crore to DGs;
From Rs. 2 Crore to Rs. 5 Crore for Lab Directors.
Enhancement of powers for Single Tender cases
From Rs. 50 Crore to Rs. 75 Crore for Secretary Defence (R&D);
From Rs. 25 Crore to Rs. 37.5 Crore for DGs;
From Rs. 1 Crore to Rs. 2.5 Crore for Lab Directors.
All Competent Financial Authority empowered to reallocate funds, reduce
and enhance costs of projects/programmes within their delegated powers.
The powers of Director General (DG) have been enhanced from Rs. 3
Crore to Rs. 5 Crore for sanctioning Research projects to Universities,
Technological Institutions and to Indigenous Defence Industry under the
Technology Development Fund Scheme of DRDO.
Powers of post-contract management and maintenance support in respect of
contracts for which CFA is the Ministry of Defence, have been delegated to
Directors General of DRDO in line with the delegations already made to
the Armed Forces.
Delegations for Hygiene and Maintenance Contracts, training expenses,
miscellaneous and contingent activities have been rationalized and
enhanced to ensure that sanctions are given at the Director and DG levels
with minimal flow of files to DRDO HQ.
Consequently, the powers for sanctioning of projects and for procurements that
were hitherto with the Secretary Defence R&D have now been delegated to the
Directors General of DRDO and the delegation to the Secretary, Defence R&D
has been doubled, A number of powers relating to day-to-day functioning that
were centralized at DRDO HQ have now been delegated to the DGs and Lab
Directors. The delegations also bring flexibility in Universities and by
indigenous defence industry. All the delegations that had been made in respect
of the services have also been extended to the DRDO.
The Director Generals of DRDO has expressed their satisfaction at this major
initiative by the Government and have opined that these forward-looking
measures would ensure that majority of the decisions relating to
implementation and functioning would largely be taken within the technology
clusters whereas policy issues would primarily come to the Government. Given
the geographically dispersed Clusters and Laboratories, this will be greatly
reduce file movements to and from the DRDO HQ at New Delhi and facilitate
faster decision-making.

 

Hon’ble Defence Minister is helpless in front of DRDO for continued deliberate harassment of Whistle Blower against constitutional provision

Even  the present Hon’ble Defence Minister  is helpless in stopping the continued deliberate harassment meted out to the Whistle Blower of DRDO (acknowledged by the then Defence Minister) by the top management of DRDO HQ New Delhi & by his present Director of Delhi based lab of DRDO, MOD through the following acts & omissions.

  • Harassment meted out by DRDO HQ, New Delhi                                     
  • By non implementation of the advice of CVC issued vide CVC OM No 24571/2016/vigilance-9  19-04-2016 , O M No conf/6807/16/315999 dated  30-05-201  & O M No conf/1750/09/3201 dated  15-07-2016  to restore the posting of the whistle blower to LASTEC, Delhi even disregarding the  formal representation dated  16-06-2017 submitted by the whistle blower of DRDO in this regard to the present Secretary, DDR&D.                                       
  • By non conveying  of the  decision of the Hon’ble Defence Minister ( obtained from him by deliberately misleading him distorting the material facts) to the complainant whistle blower on his complaint/ representation dated 28-12-2015 submitted to the then Hon’ble Defence Minister to get implemented the decision of para 03 (three) of MOD decision conveyed to DRDO HQ vide MOD ID no PC to 470/ DO (Vig)/ 2012 dated 19-10-2015 against  22 prima facie guilty officials of DRDO who trumped up false charges & committed a number of irregularities with single minded objective of harassing the whistle blower  through their ibid mala fide actions.
  • By non communicating the decision of the Hon’ble Defence Minister, decision of the present secretary,  DDR&D,   decision of present DG (ECS),  decision of Shri V  P Dutta, the then Scientist ‘G’ of DEAL, Dehradun  &  Chairman & decision of Shri   A K Pandey    Scientist ‘F’ OF IRDE, Dehradun &  member of the committee appointed  vide DG ( ECS) order No DG ECS /ADM/12538/LASTEC/2015/PS   dated 13-01-2016 on through proper channel representation dated 18-03-2016 of the whisle blower of DRDO submitted to the then DG (ECS) of DRDO HQ &  copies also endorsed to Hon’ble Defence Minister  & all the above mentioned authorities of DRDO for  taking remedial actions.
  • By hatching a conspiracy to ultimately post  the whistle blower  in a  wing of a Delhi based lab of DRDO situated 15 kms away from the main LAB  where there is no  basic infrastructural  facilities & absolutely no work for the whistle blower in his sphere of duties where the the whistle blower  has been suffering unbearable miseries. This was done after doing the drama of taking the option of choice posting to LASTEC, Delhi from the whistle blower. 
  • By not processing & not redressing his any of the genuine service matter grievances on one or the other illegal pretexts submitted by the whistle blower of DRDO during the tenure of present Secretary, DDR&D.
  • By illegally getting rejected the issues raised in the pre litigation conciliation representation dated 26-11-2015 of the whistle blower of DRDO through the  false Recommendations of the  committed pre litigation conciliation committee Headed by Shri Sushil kumar Verma, Director, Cyber security & Scientist ‘G’ of DRDO HQ  prepared  by deliberately overlooking & ignoring the contents of the pre litigation conciliation representation dated 26-11-2015 of the whistle blower  & other letters submitted  by the whistle blower to Shri Verma.
  • The issues raised in the pre litigation conciliation representation dated 26-11-2015 of the whistle blower were finally rejected by the present Secretary, DDR&D By deliberately ignoring the material facts based on the record of DRDO & MOD  contained in the through proper channel representation dated 28-04-2017 submitted to the present Secretary, DDR&D.
  • BY rejecting  most urgent & most immediate through proper channel representation dated 28-09-2015  of the whistle blower of DRDO submitted to the secretary, DDR&D   in most arbitrary manner directly violating the standing provisions of grievance redressal policy of both Govt. of India & DRDO, MOD.
  • By not deciding through proper channel representation dated 29-01-2016 of the whistle blower of DRDO submitted to the secretary, DDR&D pertaining to deliberate illegalities committed in DRDO HQ continuously affecting adversely to the whistle blower of DRDO even till to date.                                                               
  • By not deciding & not communicating the final outcome of 02 (two) complaints of vigilance nature dated 04-07-2016 & dated 11-07-2016  to the whistle blower of DRDO even up to now submitted by the whistle blower of DRDO  to the present Cabinet secretary to the Govt. of India & to the Hon’ble prime minister of India  respectively which reached in DRDO HQ in 2016 itself for taking appropriate actions on the same.
  • Harassment meted out to the Whistle Blower of DRDO by present director of the Whistle Blower
  • By hatching a conspiracy to post the whistle blower of DRDO in one wing of the concerned Delhi based lab of DRDO Situated 15 kms from the main lab where there was no work for the whistle blower even  when whistle blower of DRDO was the senior most officer of the Admin cadre posted in that    Delhi based  main lab of DRDO to make him professionally obsolete..
  • By hatching a conspiracy not to nominate  the whistle blower of DRDO  in 2016 for the training programmes even run by govt. agencies free of cost directly  related & essential for enhancing the acumen of the whistle blower of DRDO in the sphere of his charter of duties as senior administrative officer , Grade –I  of Admin Cadre of DRDO, MOD.
  • By hatching a conspiracy by getting  Arbitrarily rejected  04  nominations  of  of the whistle blower of DRDO  pertaining to short term training programmes of the duration of one week or less period   to be conducted during the period from July 2017 to December 2017  by the Govt training Institute namely by ISTM, New Delhi free of cost directly  related & essential for enhancing the acumen of the whistle blower of DRDO in the sphere of his charter of duties as Senior Administrative Officer , Grade –I  of Admin Cadre of DRDO, MOD through  the  initial decisions dated 13-07-2017 of his immediate sub-ordinate scientist “G’ Shri Raju Agarwal without   any cogent grounds & thereafter he himself approved such arbitrary decisions to harass the whistle blower of DRDO .  
  • By not ensuring processing any of the service matter grievances of the whistle blower of DRDO with due diligence & giving full opportunity to the concerned officials to adopt dilatory tactics in processing the service matter grievances of the whistle blower of DRDO, New Delhi.
  • By compelling the whistle blower of DRDO to exclusively limit his charter of duties to open & close the one wing of the Delhi based lab of DRDO in which he has been posted.
  • BY Removing the whistle blower of DRDO from the hitherto duties of officer in-charge              (assigned to him on 23-08-2016) of the one wing of the Delhi  based lab of DRDO  vide order dated 25-07-2017 leaving him without any work & compelling the the whistle blower of DRDO holding the functional designation of senior Group ‘A’ Gazetted post of  Senior Administrative Officer , Grade –I  of Admin Cadre of DRDO, MOD to report to  one in situ promoted Scientist ‘D’ of DRDO who does not any competence to do any value addition in administrative work of the said wing & who  even insulted the whistle blower in the presence of his all junior  on 25-07-2017 on  official telephone saying that the whistle blower does not have any authority in  the said wing of the said Delhi based lab DRDO because we scientists can do anything to the whistle blower which seems to be true also considering the above mentioned acts & omissions by one of the senior scientist of DRDO holding the designation of scientist ‘H’ &  Director of the Delhi based lab in which the whistle blower is posted Who was  dare enough to conduct the illegal meetings of internal screening committee main for assessment of Scientists ‘Fs’ of DRDO  for assessing their suitability for the posts of Scientist ‘G’ under promotion quota  IN 2011 even before inception of the amendments in the concerned statutory nature of recruitment rules of Scientist ‘G’ in DRDO  while holding the appointment of Director , RAC, New Delhi thereby incurring the financial loss to the tune of 14 lakhs to the public exchequer for which some investigation has also been ordered by the DRDO/MOD ,still he does not hesitate to  continue harassing the whistle blower of DRDO.
  • By making Payments of the arrears of 7th CPC to the whistle blower of DRDO only in April 2017 whereas all other officials of DRDO got their arrears of 7th CPC in 2016

‘Nirbhay failed due to use of recycled material’

Sub-sonic cruise missile will be ready by month end, says DRDO chief
The fourth test of Nirbhay, the long rage sub-sonic cruise missile that is designed and developed by the Defence Research and Development Organisation (DRDO), failed on December 21 last year because of use of faulty material, said Chairman of the DRDO and Secretary of Department of Defence R&D S. Chirstopher here on Saturday.

Speaking to The Hindu after inaugurating a workshop on indigenous lithium-ion batteries for special applications, hosted by the Naval Science and Technological Laboratories (NSTL), the DRDO chief said, “The fourth test of the missile took place from the Launch Complex-III of Integrated Test Range (ITR) at Balasore in Odisha and after lift-off the missile developed snags over one of its wings, started to bank on one side and veered dangerously. We had to activate the ‘self-destruct’ mechanism to kill it mid-air. On investigation, it was found out that the vendor who manufactured it used recycled material for one of the key components that operates the wings of the missile and that was the reason why it failed. The strength of the recycled material was not sufficient to operate the parameters. Though the vendor followed all specifications, the use of re-cycle material was not disclosed.”

But, according to Dr. Christopher, the same vendor had been told to produce another one ‘free of cost’ under the same specifications but without any short-cuts. “Everything was right in the missile, only this faulty material caused the failure. But now it will be ready by July end or August and we shall go for the fifth test,” he said.

Nirbhay is an all-weather, low-cost, long-range sub-sonic cruise missile capable of carrying both conventional and nuclear warheads and is considered to be a strategic weapon.

Roadmap

Pronouncing the roadmap, Dr. Christopher said once the test was successful they would identify the production partner whom they referred to as strategic partner and would go for further variations. “It is a guided missile and right now there is no problem with the path in the higher altitude. But there are some glitches in the lower altitude and we will be working on the seekers for pin-point accuracy. The missile should be ready by next two to three years,” he said.

According to him, the DRDO is working on the strategic partner model who would have stake in the production. “This will make the agency responsible and we will get rid of the tendering process for every small thing. There may be multiple indigenous strategic partners for each of our weapon and defence systems,” he pointed out.

On the naval variant of Tejas–Mark II (light combat aircraft), Dr. Christopher said the prototype was ready and had fullfilled the parameters of ski-jump on board aircraft carriers. But the Navy had been insisting on twin engines and they were working on the power of the engines. “We are also looking for strategic partners and the partner may be a foreign firm that would provide back-end support,” he said.

The DRDO chief sounded very enthusiastic about the indigenously built AEWACS (Airbone early warning and control system). “We have already inducted one indigenously built system and it is flying from Bhatinda.”

In total, they intended to induct 15 AEWACS and of them five would be from Israel and the remaining indigenous ones.

Of the indigenous ones, two would be smaller ones mounted on Brazilian Embraer-145 jets and the remaining would be on Airbus 330. “We have already received the order for six from the Indian Air Force and the negotiations with Airbus is in the final stages. The indigenous ones will have all the features of the Israeli make so that there may not be two teams operating on two different makes,” said Dr. Christopher.

DRDO chief sacked within 2 months of new contract

The Appointments Committee of Cabinet headed by Prime Minister Narendra Modi “approved the termination” of the contract of Avinash Chander with effect from January 31, an official notification said.

Interestingly, Chander who was Secretary, Defence Research and Development cum Director General, DRDO and Scientific Advisor to the Defence Minister, had retired on November 30 last on attaining 64 years of age and he was given a contract for 18 months till May 31 next year.
The removal of Chander after being given a contract raises questions over the Government action.

Analysts believe that the action could have been taken against the backdrop of Prime Minister Narendra Modi’s comment that the ‘laid back’ attitude in the DRDO will not be tolerated during a visit last year.

Efforts to contact Chander did not fructify as he did not answer the calls made on his phone.

Chander joined DRDO in 1972 after completing graduation in Electrical Engineering from Indian Institute of Technology (IIT), Delhi.

Chander is the chief architect of Agni series of ballistic missile systems.

Development of Agni range of missiles under a highly-restrictive international control regimes was possible only out of his technology forecast, perspective planning and relentless efforts, DRDO officials said.

NEW DELHI: The government today removed the chief of the Defence Research and Development Organisation Avinash Chander, 15 months before his contract was to end.

The Appointments Committee of Cabinet headed by Prime Minister Narendra Modi “approved the termination” of the contract of Avinash Chander with effect from January 31, an official notification said.

Interestingly, Mr Chander who was Secretary, Defence Research and Development cum Director General, DRDO and Scientific Advisor to the Defence Minister, had retired on November 30 last year after he turned 64. He was given a contract for 18 months till May 31 next year.

Efforts to contact Mr Chander did not fructify as he did not answer the calls made on his phone.

Mr Chander joined the DRDO in 1972 after completing his graduation in Electrical Engineering from the Indian Institute of Technology, Delhi.

He is considered to be the chief architect of Agni series of ballistic missile systems.
