  भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन          (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, दिल्ली में जुलाई 2019 में अनुबंध के आधार पर डाटा एंट्री ऑपरेटर और एमटीएस की भर्ती की गयी ! जिसमे काफी संख्या में आवेदन आए जिन्हे साक्षात्कार के लिए 29 जुलाई और 30 जुलाई 2019 को बुलाया गया ! रूम नंबर 301 ( श्रीमति सुनीता वढेरा ) में साक्षात्कार हुए ! जिसमे काफी संख्या में आवेदको ने भाग लिया ! इस भर्ती में जो भी आवेदक साक्षात्कार के लिए आए उन्हे बाद में कोई सूचना नहीं दी गयी और ना ही उन्हे कोई कारण बताया गया की उनका चयन क्यों नहीं हुआ !

अजय कुमार, पूर्व डाटा एंट्री ऑपरेटर, भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, अनुभव 16 वर्ष,( आर ए सी – 1998-2001, 2003- 2016) मैंने पूर्व निदेशक श्री आइ सी शर्मा, पूर्व निदेशक श्री प्रसाद सर , पूर्व निदेशक जेठी सर , पूर्व निदेशक डॉ अरुण कुमार, पूर्व निदेशक श्री रिशभ  कुमार जैन और पूर्व निदेशक श्री सुधीर गुप्ता इन सबके साथ भी काम किया है ! 30 जुलाई 2019 को 12.10PM रूम नंबर 301 में साक्षात्कार दिया ! लेकिन नौकरी के लिए नहीं बुलाया गया ! जब उसका कारण पूछा तो सुनीता वढेरा मैडम, रूम नंबर 301 मे मुझे बताया गया की आपका आवेदन स्वीकार कर लिया गया था लेकिन अशोक कुमार शर्मा, साइंटिस्ट ‘ई’ , रूम नंबर 414 ने आपका आवेदन अस्वीकार कर दिया लेकिन कारण कोई नहीं बताया गया ! ये सिर्फ मेरे ही नहीं और जो कैंडिडैट साक्षात्कार के लिए आए थे उनके साथ भी धोखा है !

लेकिन बाद में पता चला की ( अशोक कुमार शर्मा और वर्तमान निदेशक सुशील वर्मा ) द्वारा इस भर्ती में इन लोगो ने अपने जान पहचान वाले और अपने रिश्तेदारों का चयन किया है इसलिए इन्होने मेरा चयन नहीं किया ! इसमे इन्होने 3 कैंडिडैट निदेशक सुशील वर्मा के जान पहचान के है ! दो कैंडिडैट जो की गर्ल्स है वो अशोक कुमार शर्मा की बेटी की सहेली है जो रूम नंबर 412 मे बैठती है ! एक कैंडिडैट संचिन सिंह साइंटिस्ट की जान पहचान का है और भी कई कैंडिडैट जिनका चयन इन्होने किया है इसी कार्यालय में कार्यरत ऑफिसर और स्टाफ ( स्टोर ऑफिसर ) के रिस्तेदार और जान पहचान वाले है जिनके जान पहचान नहीं थी उन्हे नहीं लिया गया !

इस भर्ती की सबसे खास बात ये है की जिस ठेकेदार को ठेका दिया गया है उसके किसी भी कैंडिडैट का चयन शायद ही किया गया हो ! इन्होने अपने रिस्तेदारों और जान पहचान वालों को भर्ती करने के लिए ही ये कांट्रैक्ट लिया था ! जितने भी कैंडिडैट साक्षात्कार के लिए आए थे ठेकेदार को उनके बारे मे पता ही नहीं था क्यूंकी साक्षात्कार के समय सिर्फ आर ए सी स्टाफ ही था ठेकेदार वहाँ पर मौजूद है नहीं थे ! इसकी भी जांच होनी चाहिए की ठेकेदार ने कितने कैंडिडैट भेजे थे और कितनों का चयन हुआ है !

इस भ्रष्टाचार में इस कार्यालय के कई ऑफिसर और कर्मचारी संलिप्त है जिसके जांच होनी चाहिए !
  1. 16 वर्षो तक आर ए सी में डाटा एंट्री ऑपरेटर का कार्य करने के बाद 31 जनवरी 2016 में जब हमारा कांट्रैक्ट समाप्त किया गिया तब के तत्कालीन निदेशक (डाइरेक्टर) सुधीर गुप्ता द्वारा बताया गया की अब हमारा सारा कार्य ऑनलाइन होता है इसलिए अब हमे डाटा एंट्री ऑपरेटर की जरूरत नहीं है !
  2. 3 वर्ष के बाद ऐसा क्या हुआ की वहाँ पर 05 डाटा एंट्री ऑपरेटर की जरूरत आन पड़ी ! जब की हम तो सिर्फ दो डाटा एंट्री ऑपरेटर ही पिछले काफी वर्षो से कार्यरत थे जब हमारी ही जरूरत नहीं थी तो इतने डाटा एंट्री ऑपरेटर की क्या जरूरत आन पड़ी ! सब कार्यालय ऑनलाइन कार्य कर रहे है तो क्या आर ए सी अब ऑफलाइन कार्य कर रही है ! ये तो प्रधानमंत्री श्री नरेंद्र मोदी जी की डिजिटल इंडिया मूवमेंट को बर्बाद करने पे तुले है क्या ऐसे ही इंडिया डिजिटल होगा !
  3. इस कार्यालय में चपरासी, एमटीएस काफी मात्रा में है लेकिन ऐसी क्या जरूरत पड़ी की इनको 07 एमटीएस अनुबंध आधार पर लेने पड़े ! ऐसा कितना कार्य होने लगा अचानक इस कार्यालय में ये भी जांच का विषय है !
  4. मुझे एसएमएस और फोन कॉल करके आर ए सी में साक्षात्कार के लिए बुलाया गया लेकिन अशोक कुमार शर्मा के मना करने पर मेरा चयन नहीं किया गया क्यों ?
  5. अशोक कुमार शर्मा जो पहले इनमास में कार्यरत थे वहाँ भी इन्होने ऐसा ही कार्य किया होगा इनकी पिछले कार्यालय की भी जांच होनी चाहिए ! क्योंकि कुछ कैंडिडैट इनमास के है तथा कुछ एसएसपीएल (SSPL) के जो इनकी जान पहचान के है ये भी पता लगाया जाना चाहिए की इन दोनों ऑफिस में ये कैंडिडैट किसके कहने पर वहाँ से आर ए सी में बुलाये गए है !
  6. जितने भी डाटा एंट्री ऑपरेटर और एमटीएस का चयन हुआ है उन सबकी भी जांच होनी चाहिए की क्या इनमे से कुछ कंडीडटेस अशोक कुमार शर्मा के साथ दूसरे कार्यालयो में भी कार्य कर चुके है !
  7. उन सबके अनुभव और उनकी शिक्षा का स्तर की भी जांच होनी चाहिए !
  8. ठेकेदार ने कितने कंडीडटेस भेजे थे और कितने ऑफिस स्टाफ के है इसकी भी जांच होनी चाहिए !
  9. ठेकेदार की भी जांच होनी चाहिए क्योंकि इस ठेकेदार को ठेका किस आधार पर दिया गया है और कितने ठेकेदारो ने यहाँ पर ठेके के लिए आवेदन दिया था ! ये ठेकेदार अशोक कुमार शर्मा या स्टोर इंचार्जे इन दोनों मे से किसकी जान पहचान का है !

अतः आपसे अनुरोध है की इस कार्यालय में व्यापक पैमाने पर हो रहे भ्रष्टाचार की जांच की जाए ! जब तक ऐसे ऑफिसर और कर्मचारी होंगे तब तक माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी का भ्रष्टाचार के खिलाफ चलाया अभियान सफल नहीं हो सकता !

DRDO sets timeline for fixing grievances to discourage direct complaint to PM Modi

NEW DELHI: As scientists involved in defence research continue to write to Prime Minister Narendra Modi with their grievances, DRDO headquarters has asked all its department heads to take timely action on these complaints to avoid direct communication with PM or Defence minister.

Following series of complaints, the DRDO’s vigilance department has now fixed a deadline to complete probe into any grievance within in ten days of receipt of complaint.

Days after assuming office, Prime Minister Narendra Modi had asked government officials to give their suggestions directly to his office. But, within months, the PMO’s desk handling grievances was flooded with hundreds of representations. To address complaints, Cabinet Secretary P K Sinha, in August 2015 issued an instruction that writing directly to the PMO by violating the prescribed channel of communication has to be viewed ‘seriously’ and is liable for ‘disciplinary action’.

But, despite strict instructions from the Cabinet Secretariat, several scientists have been continuously approaching prime minister’s office and defence minister.

“In absence of appropriate action to be taken on such complaints, the complainant addresses his grievances to various authorities including the Raksha Mantri (defence minister) and Prime Minister’s Office,” according to an stinker from the vigilance department head of the DRDO, Dr. JP Singh, Director, Vigilance and security writes..

“It has been noted with concern that neither any timely action is taken by the head of Clusters or establishment on complaints which are addressed to them, nor any action taken report is forwarded by them headquarters,”

Vigilance department believe that because of in-action by concerned Clusters or Establishments in the DRDO, ‘copious correspondence among various government agencies take place as all the complaints were processed as per extant of guidelines of the DoPT.

“All heads of Clusters/ Laboratories/ Establishments and Units are requested to take timely action on complaint directly addressed to them and forward Action Taken Report to the Chief Comptroller with ten days of the receipt of complaint,” Dr. JP Singh, Director, Vigilance and security writes.

Citing a Cabinet Secretary note on official communication channel, the DRDO headquarters in August last year, had issued detailed instructions to all its laboratories for strict compliance regarding representations being sent directly to higher authorities bypassing the prescribed channel of communication.14-sept-16-the-new-indian-express

Scientist Alleges Harassment, Knocks on PMO Doors

DRDO logo1BENGALURU: A senior scientist of a DRDO lab has knocked on the doors of the Prime Minister’s Office (PMO), Defence Minister and Ministry of Defence among others over alleged harassment, torture and humiliation meted out to him by his superiors at the Aeronautical Development Establishment (ADE).

Though he has complained to the authorities, no action has been taken. Meanwhile, Raghavan (name changed), the G-category scientist who has over 30 years of experience, authored 180 technical papers and worked on almost all Unmanned Aerial Vehicle (UAV) projects of ADE, remains without an assignment for the last four months.

In his complaint, Raghavan alleged that ADE Director P Srikumar is trying to push junior scientists (below G category) to senior positions before he retires later this year. In two letters dated 31-1-2015 and 31-3-2015, Raghavan has told the Defence Minister and DRDO headquarters that “In order to promote some inefficient and less experienced individuals, I have been pushed out of ADE work. This is done due to partiality and favoritism”.

On December 8, 2014, the ADE Director signed a directive attaching Raghavan to ‘Project Ghatak’ at Aeronautical Development Agency (ADA), a nodal agency for design and development of the Light Combat Aircraft (LCA). But ADA has refused to accept the deputation as proper government approval and procedure was not followed, the scientist alleged.

When contacted, ADE director Srikumar said he was not aware of any such complaint. “This does not call for a story,” he said.

On April 9, the DRDO Director (Personnel) has forwarded the complaint back to ADE to resolve the matter. The status on the letter states ‘under process’.

“Since no justice is provided and harassment and insult continued, I made a formal representation to Director, ADE, ADG Aero, Scientific Adviser to Raksha Mantri, and Defence Minister through letter dated 21.1.2015. Till today, my grievance is not addressed and sorted out,” he stated.the new indian express 27 April

Sh A K Antony gave responsibility to find out the truth of appointment of Ms Swati Srivastava as scientist ‘B’ post by RAC.

The nation is witnessed that same person first gave clean chit under influence of corrupt officials of DRDO and now he has approved the order of annulment  the appointment of Ms Swati Srivastava. Unfortunately, the country of 125 crores population, our government is not able to found any honest and responsible person for secretary, DRD, DG, DRDO and SA to RM post.

They are still shielding concern duo (Father Daughter) and other involved officials by terming the illegal recruitment of Ms Swati Srivasta as irregular appointment with the clear motive of department escape from the duty of lodging of criminal case against the manipulation done under the influence of Dr Arun Kumar in the direct recruitment of Ms Swati Srivastava in RAC Delhi

Hope Modi ji will look seriously this very important issue it is directly related to moral of our honest scientist whose fortune / fate is in hand of such man who has no respect of moral and honesty who only believes in his own growth.

Para 10.          Pursuant to the above directions, a High Power Inquiry Committee was constituted to inquire into the allegations of irregularities against the applicant with the approval of RM vide his order dated 15.07.2011 with following Members:

(i) Dr. S. K. Salwan, former Director, ARDE, Pune and Vice Chancellor, Bhagwant University, Ajmer;

(ii) Dr. Avinash Chander, Distinguished Scientist and Director, ASL, Hyderabad;

The Enquiry Committee enquired into the matter and submitted its report on 08.06.2012. The executive summary of the report was placed before RM indicating that the Inquiry Committee opined that no favour or undue advantage was given to Ms. Swati Srivastava, daughter of the applicant during her recruitment as Scientist ‘B’ in DRDO and the same was conducted following normal practices and procedures. The file was processed through SA to RM who recorded the following on 15.07.2011:

“The report of the Independent Enquiry Committee”. Constituted to investigate the appointment of Mr. Swati Shrivastava D/o of Dr. Arun Kumar, is placed opposite for perusal of Hon’ble RM.

The above recording was endorsed by the RM by signing on 18.07.2011.

SUBJECT:  Sh Avinash Chander is not interested to take any action on DMSRDE corruption cases.

Sir,

I would like to draw your kind attention towards corruption in tunes of crores at Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur, an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence, Government of India.

Dr. Arvind Kumar Saxena was appointed as Scientist ‘C’ on 28.04.1984 in DMSRDE, Kanpur and since then he is continuously posted at DMSRDE, Kanpur since last 30 years. He has not been transferred even for a day from Kanpur and since the date of his posting he is working at Kanpur.  The roots of the Dr. Saxena while working at DMSRDE, Kanpur has become so deep that he was involved in various activities involving the financial & other administrative irregularities.

Dr. Arvind Kumar Saxena, Scientist ‘G’ was appointed as Director, DMSRDE, Kanpur wef 01 January 2011. In spite of the fact that he has been involved in various financial and administrative irregularities , Dr. Saxena was  promoted to the rank of Scientist ‘H’ wef 02 August 2012 and since then he is  holding the rank of Scientist ‘H’ and working as Director, DMSRDE.

The right from his appointment as Director, he was involved in various kinds of administrative & financial irregularities that lead corruption in tunes of crores. Several complaints were made against Dr. Arvind Kumar Saxena to then Defence Minister by some scientists of DMSRDE.

Being a RTI activist and social worker running a website corruptionindrdo.com to expose the corruption in DRDO, also made as far as 12 complaints regarding corruption in procurements of various instruments & materials etc in DMSRDE by Dr. Arvind Kumar Saxena, Director, DMSRDE to CVC, Hon’ble Defence Minister and DGR&D, DRDO. These complaints were filed during 29 Nov 2013 to 11 June 2014. Total cost of store items procured against which complaints were filed is about Rs. 7.5 crore. A complete list of complaints filed by me to CVC and Hon’ble Defence Minister is annexed as Annexure No. -1.

All the aforesaid complaints made have been endorsed by Central Vigilance Commission (CVC). CVC has taken cognizance of aforesaid complaints and registered on prima facia.  These complaints have been forwarded to Chief Vigilance Office (CVO), Ministry of Defence for further enquiry/investigation of the aforesaid complaints. Under the provisions of RTI Act 2005 the CPIO, CVC vide letter no. CVC/RTI/13/1862/241925 dated 18.03.2014 informed to me that his complaints have been forwarded to CVO (MOD) for investigation.

Under RTI Act, CPIO, CVO MOD informed that all complaints have been forwarded to Director, Vigilance & Security, DRDO for further inquiry and asked the consolidated report from DRDO vide their letter dated 04 August 2014.

Meantime, A FFIC was constituted by Shri Avinash Chander, DG, DRDO to inquire the complaints against Dr. Saxena. The Fact Finding Inquiry Committee visited DMSRDE, Kanpur on 13th – 14th, March 2014 for inquiry on the complaint submitted against Dr. Saxena. The said committee submitted its report to Shri Avinash Chander but no action taken by DRDO against Dr. Saxena, Director.

It is very surprising and interesting that Shri Avinash Chander again set up another four members Fact Finding Inquiry Committee  under chairmanship of Dr. D.C. Pandey, Scientist ‘H’ LRDE and three members Sri Hari Babu Srivastava, Scientist ‘G’, Director, LASTECH, Sri Jagdeep, Scientist ‘F’ and Sri R.S. Mehta, Joint Director. The said committee visited DMSRDE, Kanpur recently on 9-10 July 2014. Therefore constitution of two FFIC by Shri Avinash Chander establishes that there were complaints against Dr. Saxena but to give him patronage and support the Shri Avinash Chander set up illegal FFIC. This second FFIC also submitted its report to Shri Avinash Chander but still no action against Dr. A.K Saxena took place by DRDO.

Interestingly, 31st October in the eve of Vigilance week, Sh. R.S. Mehta, Joint Director, Vigilance, DRDO in his address mentioned to audience that how the corrupt practices adopted by Director, DMSRDE and his team in procurement cases.

Sir, it is not understandable that why Shri Avinash Chander constituted two fact finding committees? Why DRDO is silent on corruption cases of DMSRDE, Kanpur? Why Shri Avinash Chander is protecting Dr. A.K. Saxena?

In light of the above mentioned facts, it is requested that speedy action needed to save precious funds of poor tax payers. Dr A K Saxena openly using same corrupt practices in ongoing procurements cases. He told to his beloved team that Dr. V Bhujanga Rao, DG,NS&IC directed that left Rs 13 crores should be spend up to 31st March 2015 positively.

Hon’ble Sir,

Good Governance is core issue for Bharatiya Janata Party (BJP). One aspect of Good Governanceis defined as “Our model of good governance ensures that even the tallest leaders and top bureaucrats are answerable to an ordinary citizen, hailing from any part of India. The Government believes in operating in complete transparency, with every file andofficial record open for public scrutiny, except when these may endanger national security” on BJP website

Main characteristics of Good Governance are Transparency, Accountability and Zero tolerance for Corruption-Eradication of Corruption and Rule of Law.

Sir, I would like to quote your message “Lack of good governance is like diabetes which affects each and every part of the body” and “We did not get surajya (good governance) after swaraj (independence)”.

In ceremony of release of BJP Manifesto you told “DO MOOL BATON KO LEKAR HUM AAGE BADH RAHE HAIN”- First is Good Governance and second is Development.

Sir, very humbly I would quote the News – On June 4, as Prime Minister Narendra Modi met all his 77 secretaries at his 7, Race Course Road residence with a call forsuggestions. “Tell me how to run my Government“.

As a matter of fact, you might agree that Government Servants are backbone of Government System and without support of them Government can’t function, as evident form your statement to secretaries of Government of India.

Sir, It is general perception today that “Corruption is a Termite for India”. Corruption is the abuse of entrusted power for private gain. Corruption whether in cash or kind lead generation to black money? The major source of investment of black money is immovable property as lack of implementation of transparency system in records of immovable property, it is very difficult to search & assess the value of immovable property whether declared or non-declared by an individual.

Government Employees are bound by two statutory rules, one for conduct (CCS (Conduct) Rules 1964) and other for discipline (CCS (CCA) Rules 1965).

Government felt that all Government Officers (Group ‘A’) should declare their IPR regularly every year under the provisions of Rule 18(1) (ii) of CCS (Conduct) Rules 1964.  Therefore, DOPT, Government of India issued various Office Memorandums to all Ministries/Departments/Organisations under Central Government regarding submission of IPR and place the same in Public Domain. These OMs are as follows:

In exercise of the powers conferred by Section 59 of the Lokpal and Lokayuktas Act, 2013, the Government of India has notified the rules to provide for furnishing of information and annual return containing declaration of assets and liabilities by public servants as on 31st day of March every year, to the competent authority. Copy of the DO Letter D.O. No. 5(1)/2014 – EO (PR) dated 25th July 2014 issued by DOPT is annexed.

DOPT implemented these OMs fully for IAS and other cadres directly under it and put IPR of all officers in prescribed form for IPR issued by DOPT. Software known as IAS Officer’s IPR Information System also uploaded on DOPT website by which every citizen can get the latest signed and duly filled copy IPR 2013 in prescribed Performa issued by DOPT. Recently DOPT is going to upload its latest developed software “Property Related Information System (PRISM)” by 01.08 2014 for online uploading of assets and liabilities.

DOPT issued a prescribed format for declaration of Immovable Property by Government Officers. Copy of the IPR form is annexed. Most of the Ministries/Departments/Organisations under Central Government implemented the OMs of DOPT regarding placing of IPR in public domain by updating every year and recent IPR 2013 is available on websites of these Ministries/Departments/Organisations.

Sir, recently you also asked your ministers to submit property details to by July-end despite they have already declared their assets to Election Commission in the recent elections in 2014.This shows your commitment towards Transparency and Anti-Corruption in Government of India.

Despite all facts narrated above, there is one organisation under Ministry of Defence that has assumed that it is exempted from rules framed by DOPT, Government of India.This organisation is Defence Research & Development Organisation (DRDO).

This organisation is having a budget of approx. Rs. 11500 crore in Finance Bill 2014-15 out of which DRDO is spending 48-50% in procurement. So about Rs.5500 crore is being expenditure in procurements. The major source of corruption is procurement and best source for investment of back money is immovable property at manipulated cost.

Transparency and corruption are correlated like light and darkness. Simply where transparency is maintained there will be no corruption and where no transparency in the system then definitely corruption exists there. DRDO chief do not believe in transparency and rule of law the two main features of Good Governance. It can be simply established by non-placing IPR 2013 of 7500 Scientists of DRDO including Shri Avinash Chander and 11 Director General & Chief Controllers.

On perusal of DRDO website, I found surprising facts which stunned me and forced me to write irresponsible fact of DRDO to Hon’ble Prime Minister Sir. Since 2011 the IPRs of all DRDO Scientist including Shri Avinash Chander has not been updated. DRDO is grossly violating the DOPT; Government of India OMs regarding placing of every year updated IPR in public domain. Besides this DRDO is not using the prescribed Form of IPR specified by DOPT and not placed copies of these IPR 2013 duly signed by individuals on its website?

Sri Avinash Chander chief of DRDO is holding the three posts under Government of India viz DGR&D, Scientific Advisor to Raksha Mantri and Secretary, Defence R&D. Why he is not maintaining transparency and Rule of law in IPR matter in DRDO? The answer is quite understandable in light of above narrated facts. Besides Sri Avinash Chander, Dr. A.K. Singh, Director, Directorate of Personnel (DOP) is fully responsible for such kind of wilful and gross negligence in non-implementation of Government of India orders regarding placing of IPR 2013 in public domain in prescribed Performa.

Sir, for your kind perusal following documents is annexed as follows:

So I humbly request you to take stern action against the officers in DRDO responsible for such kind of gross violation of Government of India orders & policies for Good Governance and give directive to Sri Avinash Chander, DGR&D and Scientific Advisor to Raksha Mantri, Secretary, DRD for managing to upload the IPR 2013 of all 7500 Scientists of DRDO and implementation of IPR Information System of DOPT in DRDO.

SUBJECT : Subversion of Rules and Violation of CCS Conduct Rules 1964 by Dr. Trilok Chand  Shami, Scientist “F” of DMSRDE, Kanpur

Sir,

  1. Defence Materials and Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence.
  2. Dr. Arvind Kumar Saxena was appointed as Director, DMSRDE on 01st January 2011. Right from his joining he is involved in various kinds of Administrative and Financial irregularities that have led to massive Corruption. More than ten complaints have been registered by Central Vigilance Commission at New Delhi based on the veracity and the prima facie.  In all these illegal activities, he is assisted by number officers like Mr. Shilendra Kumar, Dr. D N Triphai, Mr.  Amit Sarayia, Mr. A K Singh and Dr. Trilok Chand Shami. His behaviour towards officers and staff is absolutely shameful. On smallest pretext he prosecutes some ones and lets off his pets of his caste on grave violation of rules.
  3. Under Rule 5 of the CCS (Conduct) Rules, 1964, which inter alia prohibits Central Government servants from canvassing or otherwise interfering with, or using their influence in connection with or taking part in, an election to any legislature or local authority subject to the exercise of the right of franchise and assisting in the conduct of an election in the due performance of a duty imposed on them by or under any law for the time being in force.
  4. Further, DOPT Letter No.1101 3/08/2013 – Es tt.(A )- III, dated 6th June, 2013 clearly states that As such submission of representations directly to higher authorities by- passing the prescribed channel of communication, has to be viewed seriously and appropriate disciplinary action should be taken against those who violate these instructions as it can rightly be treated as an unbecoming conduct attracting the provisions of Rule 3 (1) (iii) of the CCS (Conduct) Rules. 1964.
  5. Dr. Trilok Chand Shami, Scientist “F” of DMSRDE is another corrupt officer with least regards to rules and regulation. In his letter dated 19th January 2011, he has committed a grave mistake by writing a DO letter (enclosed as Annexure-I) to a political leader namely Shri Satpal Maharaj, MP. Every Govt. employee has to be apolitical and no Govt. employee can communicate directly or indirectly to any political party or a political leader.
  6. Since Shri Avanish Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri is taking no action against Dr. AK Saxena, Director, DMSRDE and his corrupt officers, I therefore request you that the provisions of unbecoming conduct be invoked in respect of Dr. T C Shami, Scientist “F” and a charge sheet be issued under the provisions of Rule 3 (1) (iii) of the CCS (Conduct) Rules. 1964.

It is requested that kindly take appropriate action as per provision of Rule 3 (1) (iii) of the CCS (Conduct) Rules. 1964.

Shri Avinash Chander, DS & CCR&D (M&SS) was appointed as Secretary Department of Defence Research & Development-cum Director General, Defence Research & Development Organisation and Scientific Advisor to Raksha Mantri vide order No.12/9/2013-EO(SM.1) dated 31st May 2013 of DOPT. Dr. VK Saraswat was SA to RM, DGR&D, DRDO and Secretary (DR&D) from 01st September 2009 to 31st May 2013. Shri M. Natrajan was SA to RM, DGR&D, DRDO and Secretary (DR&D) from 31st August 2004 to 31st August 2009.

In reference to the above kindly provide the following information under RTI Act 2005.

  1.
