Sir,

  1. I have sent a complaint to the ACB, CBI, Chandigarh on 16 October 2020 based on a detailed departmental investigation report corruption in the procurement of some equipments by Snow Avalanche Study Establishment. DRDO. Him Parisar, Plot No.1, Sector 37A, Chandigarh – 160 036  (SASE). The equipments were purchased at an inflated cost of shockingly to the tune of 50 times of the original cost.  As per the documents it is evident that there is Malafied act of corruption but DRDO seems to be indifferent to act on it.  These equipments used in Avalanche forecasting studies which are of very strategic importance. If such level of corruption is happening, it is directly affecting strategic interests of the nation. Because of these corrupt scientists more than 90% equipments are not working and that will be a sabotage of life risk of our great soldiers.  
  2. Now I have received the letter from Vigilance DRDO for confirming the complaint after passing 6 months. The DRDO letter enclosed the ACB letter mentioned that “this office has not conducted any open enquiry in to the matter”
  3. To my utter disappointment, instead of conducting an independent enquiry into the allegations based on complaint with all supporting documents, the Chandigarh unit of CBI simply forwarded the information to Director Vigilance of DRDO (Not even to CVO of MoD). Effectively it is simply passing on the buck to the organization which is not interested to tackle corruption in its organization, because the department enquiry document itself shows that after enquiry till date no action have been taken on this matter and buried under the table.
  4. The corruption they are doing in such system which directly deploy in various snowbound border areas and collect the data and on the basis of these data they pass information to defence forces which conduct the patrolling in these snowbound areas. Because of these corrupt scientists more than 90% are not working and that will be a sabotage of life risk of our great soldiers.
  5. I am fighting ageist corruption since last 20 years and lot of CBI officers, IB, Officers met me during this period across the India and most of I have found that they are working hard to get input/lead of corruption and national security and surprisingly in this case I found that ACB, Chandigarh not having any interest first he sit with information for six months and now just passing the ball to same department who are helpless to act against corrupt scientists for unforeseen reasons.
  6. So I personally feel that the ACB, Chandigarh having lot of investigations and is not able to give time for this act of corruption and sabotage of national security case.  I urge the Director, CBI to conduct an independent investigation by the responsible official for the corruption in strategic work of DRDO organization and ensure exemplary punishment to the accused through court if law..
  7. To save the life of our defence personal and stop the siphoning of poor tax payer money your early action is required.

Nepotism – Never ended Business of DRDO

Some scientists from IRDE, DRDO, Dehradun raised voice against the Recruitment Assessment Centre (RAC), DRDO for unethical practice in conducting assessment of scientists Grade scientist C to E.

Recently the interview was held from 15 May to 19 May 2018. Dr A K Gupta was core member, so he was in the board for all days. Total 29 candidates from IRDE were there in this board.

Dr AK Gupta was core member so he had extra power to manipulate the results and he did same.

As Dr AK Gupta (Ex Director) was the core member of instrumentation Board for IRDE. It is clearly against the rules and law. Ex IRDE it was observed that Dr Gupta was partial with some candidates and gave them extra advantage to get through. This modus oprendi is also very common practice of RAC to promote incompetent scientists by custom designing of interview board.  Sh Arun Jaitley then charge of Defence Minister had ordered action against two senior scientists in a case in DRDO on July 2017

As promotion is related to financial gain as well as morale booster for each DRDO scientist and give major impact on his performance.  It should be asked from  RAC (Coordinator for Assessment 2018 Mrs Rajinder Kaur Sokhi, Sc G   that   how & why she did this? Hopefully she gets proper approval from Director RAC in writing. It is clear cut case of corruption and violation of rules.

निवेदन है कि RAC द्वारा Assessment बोर्ड 2018 के इंस्ट्रूमेंटेशन बोर्ड (Instrumentation board) में हुई अनियमितता के सुधार हेतु आप उचित कार्यवाही करें. IRDE  देहरादून के इंटरव्यू बोर्ड में IRDE  देहरादून के ही पूर्व निदेशक डॉ. अरुण कुमार गुप्ता को कोर मेंबर बनाने से बोर्ड की निष्पक्षता पर ही प्रश्नचिन्ह लग जाता है, जिसके परिणामस्वरूप पक्षपातपूर्ण निर्णय होनें की पूरी पूरी संभावना है, जो की भारतीय संविधान एवं प्राकृतिक न्याय के सिद्धान्त (Principle of Natural Justice) के विरुद्ध हैं ! RAC के संविधान के अनुरूप निष्पक्ष भर्ती और मूल्यांकन के लिए आवश्यक है की साक्षात्कार बोर्ड में ऐसे सदस्य हो जो की कैंडिडेट के परिचित या रिश्तेदार ना हो परन्तु कोर मेंबर श्री मान गुप्ता पूर्व निदेशक होने के कारण अभ्यर्थियों से भलीभांति परिचित हैं और कुछ वैज्ञानिको से उनके बहुत ही घनिष्ठ एवं मधुर सम्बन्ध भी हैं तथा कुछ से व्यक्तिगत वैचारिक दुर्भाव भी! जिसके परिणामस्वरूप उनके बोर्ड का कोर मेम्बर होने से साक्षात्कार का परिणाम अवश्य ही प्रभावित होगा, जिससे साक्षात्कार की निष्पक्षता पर ही संदेह हो जाता है जिसे नकारा नहीं जा सकता हैं ! इस प्रकार ये गठित बोर्ड ही पूर्णतया असंवैधानिक हैं और अभ्यर्थी वैज्ञानिको के भविष्य के साथ खिलवाड़ हैं !

मान्यवर, कुछ अभ्यर्थी वैज्ञानिक तो उनके घर में बतौर किरायेदार उनके साथ ही रहे हैं और उनके घर खाना तक बनाते थे, इस तरह वे उनके परिवार के सदस्य की भांति ही रहते आयें हैं ! इससे उनको इस बोर्ड में एक्स्ट्रा एडवांटेज मिल सकता है और उनका इंटरव्यू ख़राब होने के बावजूद वो प्रमोट हो सकतें है !

महोदय, ये निवेदन पत्र आपके समक्ष प्रस्तुत कर आपसे विनम्र निवेदन हैं की RAC की भूल को सुधारते हुए उपरोक्त बोर्ड को null & void घोषित कर IRDE के INSTRUMENTATION बोर्ड को पुन: निष्पक्षता के मानदण्डों को पूरा कर गठित करे ताकि साक्षात्कार में शामिल होनें वाले अभ्यर्थी वैज्ञानिको के भविष्य के साथ किसी प्रकार का अन्याय ना हो तथा मजबूरन हम अभ्यर्थी कों न्याय पाने के लिए माननीय न्यायालय की शरण में नहीं जाना पड़े !

Yesterday website received a letter from scientists of DRDO briefing that how incompetents getting top appointments.

Since you’re joining no any major decisions are visible to improve the current scenario of DRDO. All complaints / inquiries are pending no actions against corrupts, all DRDO is enjoying without any deliveries and best part of this they are getting awards (cash) for their failures from your hands only.

Can any citizen imagine that one scientist who was cornered by then defence minister after special CGDA reports, when he founds that in his own NGO he was supplying worth corers, Madras High Court gave 21 days sentence and Rs 2000 fine,  and for this acts he got Life Time Achievement award (Rs 10 Lakhs) from your hand.

Madam please find enclose letter and do needful to improve and save our premier research organization

Race for next DRDO chief heats up, incumbent eyes extension

With the tenure of S. Christopher, current chief of the Defence Research and Development Organisation (DRDO), coming to an end later this month, the race for the top post in the country’s premier defence research organisation has begun. Christopher, who was given a one-year extension at the last moment in May 2017, though, is also eyeing another extension. But whether he will be second time lucky is unclear.

Hectic parleys have begun for the coveted post. The key players who are in the race to lead the DRDO include Sudhir Mishra, director general of BrahMos missile system division, and G. Satheesh Reddy, who is presently serving as director general (Missiles & Strategic Systems) and scientific advisor to the defence minister. Besides Mishra and Reddy, P.K. Mehta, who is currently heading the office of the director general of armament and combat engineering systems, is considered to be in the race to head DRDO, which has an annual budget of nearly Rs 20,000 crore.

According to sources in South Block, Reddy is the senior-most scientist in the organisation after Christopher. His name figured prominently last year also, but Christopher managed to get an extension at the last minute, meaning Reddy would need to wait for a year. Former defence minister Manohar Parrikar had bifurcated the post of DRDO chief and scientific advisor to the defence minister, which earlier used to be occupied by one person. Christopher is completing his tenure on May 29.

Mishra, head of BrahMos missile system division—a joint venture between India and Russia— is also among candidates vying for the top post in DRDO.

Mehta, who is heading the Pune-based cluster of armament and combat engineering systems, can be a dark horse in the race due to his proximity with top BJP leaders, sources claimed.

Christopher, who took over as the head of DRDO in May 2015, did his best to impress Prime Minister Narendra Modi and Defence Minister Nirmala Sitharaman by showcasing the work done under his leadership towards self-reliance in the recently concluded DefExpo in Chennai. A special pavilion under the ‘Make in India’ theme was inaugurated by Modi, in which all major equipment designed and developed by DRDO were showcased. Last year, Christopher had directed all the labs to remove his photographs, just two weeks before he was to retire. But only at the last minute, he was given extension for a year by the government.

DRDO has often been criticised for delayed projects, as most of its ventures, ranging from the Tejas light combat aircraft to long-range surface-to-air missile systems, have been repeatedly missing deadlines, with huge cost overruns. In the absence of self-reliance in defence, the Indian armed forces continue to be heavily dependent on imports. India continues to top the list of global importers of military hardware, with over 70 per cent of armed forces’ requirements being met by foreign firms. Prime Minister Narendra Modi in his first interaction with DRDO scientists in 2014 had sent a stern message to the defence research agency against their ‘chalta hai’ attitude.

Lobbying on as officers eye top DRDO job

With the tenure of the chief of Defence Research and Development Organization Christopher (DRDO) ending next month, the officers eyeing his post have started meeting bureaucrats and politicians to push their candidature.

Even Christopher, who was given a one-year extension on 29 May last year, is interested in another tenure with the premier defence organisation and is banking on Defence Expo 2018, the largest land, naval and internal homeland security systems exhibition in the Asia-Pacific region, which will be held in Chennai from 11 to 14 April.

The defence expo, which will be inaugurated by Defence Minister Nirmala Sitharaman, will also see the presence of Prime Minister Narendra Modi on 12 April.

Sources said it is during this event that Christopher intends to showcase the “impressive work” done by DRDO under his leadership, ever since he took over as the chief of the organisation in May 2015, to give a message to the PM that he deserves another extension.

The other officers who are fighting it out to lead the DRDO, which has an annual budget of close to Rs 17,900 crore, include P.K. Mehta, who is presently Director General for armament and combat engineering system in the organization; Dr Sudhir Mishra, who is the Director General of BrahMos missile system division of the DRDO; and G. Satheesh Reddy who is presently serving as Director General (Missiles & Strategic Systems) and Scientific Adviser to the Defence Minister.

Mehta, according to sources, is being backed by a very powerful leader from a western state, while Mishra is getting the support of some members of Niti Aayog.

Reddy’s appointment, according to sources, was almost finalised last year.

Last year, Christopher, who was given an extension at the last moment, had directed all the labs to remove his photographs from the lab, just two weeks before he was to retire.

Christopher in an internal communication had stated that “Old colonial practice followed by the Services, to display prominently, photos of their Chiefs and Commanders, is followed inadvertently by some of the labs. This practice is also not required. I request all DRDO establishments to display the photos of the President and Prime Minister of India only, and not the Chairman of DRDO. This may please be implemented at the earliest and not later than 15 May 2017”. He had stated that he was among the first few officials in the MoD who never used a red beacon, much before PM’s recent directive came. Sources within the organisation said that all the four people who were in the fray, had an exceptional profile.

In the name of Services Interaction, DRDO has service officers from all three wings of the armed forces. The officers are posted on a tenure basis.

It is observed that in DRDO more than 90% services officers are assigned logistic/ administrative jobs like Security Officer, Motor Transport Officer, Estate Manager, Material Management and managing scientists officers mess/canteen requirements, etc.

Some smart services officers who are involved in DRDO’s scientists’ bluff game are able to get permanent absorption in the organization and enjoy services as well as the scientist sticker.

But sincere services officers face a lot of embarrassment from the corrupt scientist herd. They face unprecedented transfers in their short tenure, negative remarks on their service records only because they perform the job assigned honestly. For all these unfair means DRDO takes help of senior services officers who are permanently absorbed and are enjoying all kinds of benefits along with the corrupt scientists.

Since the last 30 years, DRDO has not been able to quote a single services officer who has contributed to any remarkable technical contribution to the nation through DRDO (except the services doctors).

The important part of these absorbed services officers is that they are promoted unduly without contribution to the nation or services. Only thing that they protect are the bluffers.

Only one example to prove the aforementioned is Maj. Gen. Ajay Gupta, present Director, VRDE, DRDO, Ahmednagar. If anyone sees his journey in DRDO, he will know how blessed the Maj. Gen. is because of saving culprit scientist as long as he was serving tenure as Director Vigilance, DRDO, HQ. Of the hundreds of complaints filed, he stopped or delayed multiple cases. This reveals the truth about how corruption flourishes in DRDO with the help of service officers.

Maj. Gen. Ajay Gupta, present Director, VRDE, DRDO, Ahmednagar made mockery of Indian Army reputation on 15th February 2018.

It is a very serious matter that active Army Maj. Gen, who was earlier served as Director Vigilance & Security. DRDO HQ for long tenure did this misadventure.

As per Sakal Times “When contacted, Maj Gen Gupta said, “I did not conduct any meeting with those foreign nationals. They came to VRDE without any clearance, which is why I went to the gate to turn them back.”

Above statement of Maj Gen Gupta is totally wrong because as per evidences for telling no for meeting he can pass the massage through Security or if he wants to say no personally, how come conveying the same took 30 minutes.

Second one most important evidence not highlight in news clip that is at 10:44:44 hrs, 15th Feb 2018 Cam – 3 of Dhound gate recorded that some stuff was dumped in foreigner’s white car by VRDE personals, Maj Gen Ajay Gupta was present there  in meeting with foreign national.(Evidence – 12)

As per CCTV recording one local vehicle dealer was present in above said meeting as per sources he was only organized the meeting which itself explanatory that Maj Gen Ajay Gupta very much involve personally with vendors/dealer etc.

Therefore, for the clean reputation of Indian Army a serious inquiry is needed, CBI, IB, MI are have their own course but Army Headquarter should deal this matter in high level. Because the Maj Gen Ajay Gupta approached DRDO Hqrs to send a denial to media on this issue fortunately it did not work since Maj Gen Ajay Gupta was enjoying the post of Dir. Vig & Security for a long time and have lot of inputs of wrong doings of high level DRDO official so he will try to bury the incident and influence the enquiry.

As a citizen of India and tax payer I request you to take appropriate action on above said incident and set exemplary precedent for service officers who are serving in DRDO and working against national interest. Hope we will soon be able to see our grate army practice to dealt such serious security/corruption matter which can dent our national interest

Army moves to court martial officer accused of sexually abusing subordinate

The Indian Army has initiated court martial proceedings against the former commanding officer of a Alwar-based military unit after a 27-year-old woman Army captain levelled allegations of sexual harassment against the officer.

Captain Poonam (name changed) joined the Army’s Signals Corps as a technical officer in 2013.

In August 2015, she filed a sexual harassment complaint against the commanding officer of her unit while she was posted at the Alwar military station in Rajasthan.

In her complaint to higher authorities, the woman officer alleged that her commanding officer started sexually abusing her soon after joining her unit. He allegedly touched her private parts and made remarks like “Do you have a boyfriend?”

When her complaint went unheeded, the victim wrote to then Army chief general Dalbir Singh Suhag, saying she approached him “bypassing all channels for redressal of my grievances because an earlier attempt through proper channel failed to provide justice.”

In fact, her father wrote to then defence minister Manohar Parrikar by making an emotional appeal, “If this is the way the Indian Army treats its daughters, I’m not sure if any parent will ever send their daughters to the Army.”

Eventually, Army Headquarters started a court of inquiry in late 2015, when her issue was highlighted by the national media.

After two years of extensive proceedings of the court of inquiry and subsequently the summary of evidences, which established prima facie guilt of the commanding officer, court martial proceedings were ordered to commence from Saturday (March 24).

“General Court Martial of the former Commanding Officer of 12 Field Sub area will commence from March 24,” an Army order stated; the order mentions two brigadiers have been made witnesses.

Rustom-II takes to skies as mystery over transfer of its project director continues

Over a month after ‘unceremonious departure’ of the project director of Rustom-II drone A.P.V.S. Prasad, DRDO on Sunday carried out test flight of the unmanned aerial vehicle (UAV) in Challakere in Karnataka’s Chitradurga district.

After the test, DRDO came out with a statement that a medium-altitude long-endurance UAV was “successful”.

However, colleagues of Prasad—“scientist-G”who was made project director of the Rustom-II UAV programme of DRDO in 2015—are still curious to know the reason behind Prasad’s sudden transfer from the project, which he actually revived. Insiders claim that Prasad’s departure was linked to his objection to the lobby, which was pushing for a particular engine for the Rustom-II. Rustom was being developed with an Austrian engine, but a few people in the organisation wanted to replace it with the engine made by an Indian firm, despite the engine’s failure to meet the ‘technical parameters’ to be used in the UAV.

Sensing foul play, Scientists Association of Aeronautical Development Establishment (ADE)—DRDO’s laboratory making the UAVs—has approached Defence Minister Nirmala Sitharaman to look into the matter (copy of the letter is with The WEEK). Following the complaint, a discreet inquiry is being conducted by the intelligence agencies.

On January 16, 2018, DRDO’s headquarters issued an order for transfer of Prasad to an another DRDO lab on grounds of “public interest”. Incidentally, Prasad was honoured with the best scientist award in 2017.

According to the letter from the ADE association, Prasad, who was in the DRDO for over 30 years, was promoted as the programme director of coveted Rustom-II in 2015. He actually rejuvenating the project, which was lying in a pathetic condition, and within a year of taking over, he managed to carry out first test flight of Rustom-II, the letter reveals.

When contacted, DRDO spokesperson Manish Bhardwaj declined to comment on the issue saying “he was unaware of the internal developments”.

On Sunday, DRDO came out with a statement saying “DRDO successfully flew its Rustom 2 today at its Aeronautical Test Range (ATR) at Chalakere at Chitradurga. This flight assumes significance due to the fact that this is the first flight in user configuration with higher power engine.”

Unarmed drone Rustom-II is being developed to carry out surveillance and reconnaissance (ISR) roles for the armed forces with an endurance of 24 hours, on the lines of Predator drone of the US forces.

According to the officials, Rustom-II is capable of carrying different combinations of payloads like synthetic aperture radar, electronic intelligence systems and situational awareness payloads.

Gen. is because of saving culprit scientist as long as serving tenure, Director Vigilance, DRDO, HQ. Of the hundreds of complaints filed, he stopped or delayed himself. This itself reveals the truth about how corruption flourishes in DRDO with the help of service officers.

In DIPR, DRDO Group Capt. served continuous 8 years and again he got the posting in DIPR. This implies that he is very useful in research and contributing national or internationally or some linguistic connection is working.

It is not understandable that one side our honorable minister of state for defence Dr. Subhash Bhamre said in the Rajya Sabha that there is a shortage of over 9,000 officers in Indian Army & Navy and on the other hand DRDO is utilizing services officers in sundry jobs.

Please refer to enclosed DRDO, DOP letter no DOP/04/48013/01/Policy dated 30 September 2004 subjected “ Utilization of Services Officers Posted on Tenure Basis to DRDO”. Nothing has changed till date.

Please refer to enclosed RTI, RTI Reply, First Appeal, First Appeal reply of DRDO, which reveals the pathetic situation of service officers who want interview with DG, DRDO and are not able to know the interview request letter status.

It is not understandable how DRDO has become so powerful, which was created to strengthen the services instead of crushing their moral.
