I have served in NSTL, DRDO for 35 years 10 months and retired on 29th Feb. 2016 as Technical Officer-B (Class-I Gazetted).  I gave complaint against Sri SV Rangarajan on sexual harassment dt.18-12-2007.  Without any proper enquiry, DRDO  served me 3 charge sheets and suspended me for 33 months period.

Vide 2nd reference CAT stated that the pendency of disciplinary proceedings, making allegations against several officers by petitioner also cannot be a ground for extension of suspension.  DRDO revoked my suspension on 7th Oct. 2011 and transferred me to NPOL, Kochi on the same day.  Vide 3rd reference, on 29th Aug. 2012, High Court suspended the transfer order stating that they are prima facie of the opinion that in effect it is an act of victimization and amounts to punishment.

Vide 4th reference, DRDO stated that my joining at NSTL cannot be permitted as the Department has filed a vacate petition at AP High Court.  High Court has dismissed the Vacate petition filed on transfer order suspension on 4th Feb. 2013.   From 1st Nov. 2011 to 3rd March 2013 i.e., my transfer period and joining not permitted period were not regularized till date.

Vide 1st reference the Committee stated that hostile environment creation by Sri SV Rangarajan (Page No.11), DRDO is lack of sensitiveness, lack of attention to the application of rules and procedures (Page No.12), attitude and action of DRDO administration which has shown a casual and insensitive approach in dealing with the case (Page 13), DRDO and NSTL created a hostile environment in which the petitioner found it difficult to function (Page No.13) which conforms that NSTL and DRDO officials have harassed me in several aspects.  No action was taken by Cabinet / Ministry on the findings of the Report.

Suspension period was regularized after my retirement (i.e, after 4 years) with imposing a penalty (though the matter is pending at High Court).  Transfer period and non-posting period was not regularized so far and my pension and retirement benefits were not settled (even after 7 months of retirement) by which I am facing hardship, mental egony.

The PGPORTAL online grievance as referred 6 above also disposed off as per false and baseless information provided by Dr. Hina Gokhale, DOP, DRDO without proper investigation.

Now the organization processed the partial pension without 2 increments (2013 and 2014) for transfer period which is even less than the provision pension as per PGDA phone inquiry.  Therefore, it is requested to instruct the concerned to take immediate action on the 1st reference report, Court cases, and release of proper pension and settlement of retirement benefits as early as possible (Gratuity, Commutation and Earned leave encashment).

After a gap of several months, DRDO has finally got a new leadership with Defence Minister Manohar Parrikar pushing through a new concept to divide the top post into two parts.

The government on Thursday appointed S Christopher who heads the centre for airborne systems as the new Director General of DRDO with the rank of a secretary.
Splitting the top post, the government also appointed the younger GS Reddy – a missile scientist – as the scientific advisor to the defence minister. Reddy will directly report to Parrikar and will be the pointsman for the minister for defence research projects.

Both top officials have got a term for 2 years, though Reddy is expected to continue after that and would be a contender for top job of DG DRDO.
The new appointments come after DRDO chief Avinash Chander was removed from his post in January with Parrikar saying that the government wants to have a new, younger leadership for the organisation.

The splitting of the post ks first among a series of structural changes that are expected at DRDO in coming months.

It is still not clear how the responsibilities will be divided among the two as the ministry has not come out with a detailed notification.

Both officials are expected to be based in Delhi.

Sir,

With reference to above I would like to submit following facts for your mission of corruption free India.

  1. DMSRDE, DRDO, Kanpur is involved in R&D of polycarbosilane (PCS) since more than 15 years. This material is used for high temperature applications etc.
  2. Polydimethylsilane (PDMS) in form of brisk white powder is used as precursor material required for synthesis of polycarbosilane. Initially the PDMS was manufactured in small scale (quantity)in DMSRDE itself by Scientists of DMSRDE.
  3. The development process of polycarbosilane from Polydimethylsilane (PDMS) was patented by DRDO vide Indian Patent No. 249015 against Indian Patent Application No. 2254/DEL/2004 and the patent was granted on 21 Sept 2011 and published on 30 Sept 2011.
  4. The manufacturing technology of PDMS and polycarbosilane is having only with few countries in world.
  5. When Dr. A. K. Saxena took charge as Director, DMSRDE in January, 2011, he started the procurementof Polydimethylsilane (PDMS) and till date in the period 01.01.2011 to 31.12.2013 he procured 227 Kg PDMS costing around Rs. 1,86,35,780.00 in DMSRDE. PDMS was purchased in DMSRDE @ Rs. 80,000/- per kg approximately.
  6. Procurement was done through 8 demands of limited tender, repeat order and one last order through open tender. The strange fact is that all seven orders of this rare material was placed to M/s Mangalam Traders, Kanpur and the eighth supply order was placed to M/s Paawani Speciality Chemicals, Kanpur which is again the family firm of M/s Mangalam Traders, Kanpur.
  7. As per DMSRDE’s inputs the PDMS material was prepared by ex-DMSRDE employee Shri I. P. Pal, Ex Technical Officer ‘C’ under guidance of Dr. A. K. Saxena under roof of M/s Mangalam Traders, Kanpur of which proprietor is   Mr. Manish Gupta and Director is his brother Mr. Anish Gupta.
  8. The Cost and quantity was so designed and architect as every time the order should not exceed in the tune of Rs. 50 Lakhs so it will always come under sanction power of Dr. A. K. Saxena, Director, DMSRDE, Kanpur.
  9. The Prices of PDMS First Order 4/2/2011 cost @ Rs 45000.00/Kg Second Order 27/4/2012 cost @ Rs 70000.00/Kg, Third Order 4/04/2012 cost @ Rs 75000.00/Kg, fourth order 9/02/2012 cost @ Rs 75200.00/Kg, Fifth order 6/09/2012 cost @ Rs 80000.00/Kg, sixth Order 26/02/2013 cost @ Rs 80000.00/Kg, Seventh Order 06/11/2012 cost @ Rs 77800.00/Kg, Eighth 17/12 2013 Order 06/11/2012 cost @ Rs 77800.00/Kg.
  10. The whole exercise of procurement of PDMS itself exposes the corruption and corrupt practices prevailing in DRDO.
  11. The various documentary evidences already exposed the nexus between Dr. A. K.  Saxena and owners of M/s Mangalam Traders and M/s Paawani Speciality Chemicals Shri Manish Gupta and Shri Anish Gupta.
  12. I have filed a complaint to CVC dated 11 June 2014 regarding corruption in PDMS procurements in DMSRDE and DRDO HQ made 1stFact Finding Committee than after few months’ days DRDO HQ made 2nd Fact Finding Committee. Till date no action taken against Dr. A. K. Saxena by Shri Avinash Chander, DGR&D, DRDO and Scientific Advisor to Raksha Mantri, DRDO Bhawan, New Delhi.
  13. Now it seems Dr. A. K. Saxena convinced or taken care of motivation of Shri Avinash Chander and seems he inspired your 15th August 2014 address that “mera kya” and boldly raised open tender vide DMSRDE/15552004 dated 1st September 2014 for procuring 60 Kg PDMS.
  14. As per sources the Gupta Bandhu of M/s Mangalam Traders and M/s Paawani Speciality Chemicals, Kanpur  arranged 90 Kg PDMS and as usual the case initiated within the sanction capacity of Director i.e. 50 Lakhs of 60 kg. It is understood that the supply order will go in favour of Gupta Bandhu in any cost. Rest 30 kg PDMS will be procured under repeat order of the order issued against this open tender of PDMS.
  15. It is completely established corruption case and enclosed procurement details clearly show the modus oprendi of Dr. A. K. Saxena, Director, DMSRDE. The said open tender dated 01 Sept 2014 should immediately be cancelled till finalization of inquiry by CVC.

Sir, It is requested that for sake of poor tax payers money to take appropriate exemplary action  so that Shri Avinash Chander not dare to patronize such corrupt scientists and whole DRDO fraternity could understand  your commitment against corruption.

Today evening around 18:15 hrs SSP, Dehradun marked Sh Jagdish Kumar, T O ‘C’s request to CO, City, Dehradun for proper investigation for action in atrocity against Sh R K Agrawal, Principal Associated Director, Outstanding scientist, Scientist ‘H’ (although promotion got with false claim of Project NARAD), which was duly authenticated  by  another Agrawal i.e. Director, DEAL, Sh R C Agarwal who was got two service extensions as he is having international stature  as DoPT criteria for service extension beyond age of 62 years is only for those scientists or medical professional who possessed international stature in their respective field.

GOD and Sh Avinash Chander, DG DRDO only knows the international stature of Sh R C Agarwal, Director, DEAL or may be Sh Avinash Chander impressed his false authentication capability.

Procured SDR 3000 or SDR 5000 or developed prototype of DEAL SDR will be use for museum which was build  by Dr S Pillai in Brahmos campus. Like Kalam Gallery, Pillai Gallery……..SDR gallery

Now Sh R C Agarwal will make another special Tea for CO, City, Dehradun to protect his beloved Agarwal, if CO, City, Dehradun not visit DEAL campus than he has to take special Tea in thermos to CO, City office.

Fight Against Corruption prevailing at DMSRDE, Kanpur – Act of Desperate D G DRDO

Dear Sir,

This website has been reporting the several cases of corruption/ nepotism and anarchy against SC/ST and weaker section of the society prevailing in DRDO.

The legacy followed from early 80’s has shown that instead of to counter the corruption / nepotism the top brasses of DRDO has carved out a mechanism to disseminate the whistle blowers.

The whistle blowers of DMSRDE, Kanpur who had been helping the DRDO Hqrs to keep an eagle eye on corrupt practices of senior officials and Director of DMSRDE has been served transfer orders to Timbuktu.

DRDO Hqrs thinks the transfer order is a only weapon to solve the problem and divert attention from corruption, but those days are over now.

Sh R P Bhat, Scientist ’F’ and Sh Naveen Prakash Gupta, Scientist ’C’ both were awarded transfer order on 19th May 2014 afternoon and immediately relived on account of their fight against corruption of Dr A K Saxena, Director, DMSRDE, Kanpur.

The transfer shows that DRDO Hqrs is deaf and dumb and bunch of corrupt officials who are protecting corrupt officials of DMSRDE are not able to hear the Modi’s Hunkar against corruption. The clear mandate by 125 crores people of India for eradication of corruption and corrupts only.

In similar case Sh Prakash Singh, SAO-II, LASTEC, DRDO, Delhi, who exposed the corrupt practices of Dr A K Maini, Director, LASTEC.  Sh Prakash Singh was dismissed by service on the wrong feedback of Dr A K Maini.  Defence Minister noticed the truth and reinstated Sh Prakash Singh and ordered high level inquiry against corrupt officials. To avoid the consequences of investigation Dr Maini took the VRS and the current position of the case is on your table as CVO, MOD was not satisfied with DRDO Hqrs reply in Dr Maini’s case.

The same bunch of officials of DRDO Hqrs who suggested the termination of Sh Prakash Singh, SAO-II is instrumental in recent transfer orders of DMSRDE scientists. You very well know the then DG Dr V K Saraswat did not apply his mind in Sh Prakash Singh’s case and trusted those bunch of flatterers and result he was out unceremoniously and CBI sword is also hanging.

Sir, if at all you can prove your worthiness, please gives your reaction in turn help the organization.

It is really very unfortunate that the Dr A K Saxena, Director, DMSRDE, Kanpur wasting the poor tax payer’s money with each and every manner and you are not taking it seriously.

The complaints, representations of his act & deeds piled in your good office. Hope you also got the fact finding inquiry chairman’s report from Dr S S Negi, Scientist ‘H’, IRDE, Dehradun.

Complaints regarding procurements, exposure of relation with suppliers, manipulation of all rules and regulation for personal gain, encouraging incompetent officials, administration failures, interacting with media without permission, giving false statement to media etc. cases are pending in your table.

Several complaints routing through CVC and Honorable Defence Minister also on the way but it seems like Krishan Bhagwan you are counting   95,96,97,98,99………. and waiting for 100th complaint.

Sir, today I have received a news clip and few photographs of Dr A K Saxena, Director, DMSRDE, Kanpur and information regarding misuse of staff car. Dr A K Saxena, Director, DMSRDE, Kanpur used staff car for to visit outer area of Kanpur with family. Dr A K Saxena forgot the recent  Supreme Court’s Order “The use of red lights on the vehicles carrying the holders of constitutional posts will in no manner compromise with the dignity of other citizens and individuals or embolden them to think that they are superior to other people, more so, because this distinction would be available to them only while on duty and would be co-terminus with their tenure,” it said.

I think you have not conveyed yet the incident of Red Beacon Light with you recently while you are going to attend Director’s conference to Metcalf House.

Therefore, it is requested to take appropriate action against Dr A K Saxena, Director, DMSRDE, Kanpur to honor the Supreme Court of India and save poor tax payers money.

Subject:  Alarming Situation in DRDO For HR Management

DRDO has established more than 52 Labs/Establishments across the country with an aim and object to provide reliable & sustainable warfare technologies to the defence forces.

In its pursuit to evade the frontline technology, DRDO encourages its employees and officials to pursue higher qualification and provides all possible incentives as per GOI rules and guidelines.

DRDO Hqrs/ top brasses however, misuses the GOI facilities and encourages the diploma/ degrees from unrecognized universities/institutes for their pet employees (Chamchas), largely the cases are from the universities which are recognized by the UGC/AICTE but the courses offered by these in the mode of distance education, where the study centers / franchises are not properly authorized by UGC/AICTE or Apex body. Most of the cases in DRDO, these Diploma /Degrees are managed fraudulently because it is observed that employee who claimed the diploma / degree not having proper marks sheets, not having proof of proper fee receipts, not having leave records as per exam date sheets, not having admit cards of centers/ and n numbers of ways to verify the degree/ diploma etc.

Surprisingly, you will be shocked to know that these diploma / degree holders have become senior scientists and in DRDO, almost 10 to 15% in total staff / Technical officers / scientists possess such diploma/ degrees etc.

The growing incompetency and failure of projects causes shift towards system engineering. Since 15 years the basic science or fundamental research work has vanished from DRDO objectives, because of improperly qualified workforce.

The person inducted as laborer/peon/security assistant or technician, subsequently via limited departmental competitive examination (LDCE) channel and with the fake/unrecognized diploma / degree become scientist. It is all because of DRDO having their own recruitment and assessment system that is RAC & CEPTAM.

Sir, you already noticed few top scientists of DRDO misused the autonomy given to DRDOyou’re your good office recommended to reexamine the recruitment procedure of scientist in DRDO and asked for CBI intervention vide Ref- Note at 45-55 ante and observations of JS & CVO at note 56 ante.

RTI reveals that DRDO having such employees/ officers who don’t have proper recognized diploma / degree but no action was taken on this issue by DRDO Hqrs till date. (Copy enclosed for ready reference.)

In RTI reply No.01/2091/P2014/0054 dated 12 March 2014 DRDO Hqrs informed that “it is stated that the cases for grant of Lump Sum Incentive are received from respective Labs/Estt in which it is certified that the higher qualifications and the institute are approved by the competent authority. On receipt of such confirmation, the cases are submitted to Ministry of Defence who process each and every cases and issue sanction for grant of Lump Sum Incentives after getting concurrence of the Integrated Finance. However, in case of any doubt regarding verification/ reorganization, the same is thoroughly examined before issuing the sanction. It is also stated here that the lump sum incentive is only one time to promote higher qualification among employees.” (Copy Enclosed for ready reference)

Sir, the astonishing fact of DRDO working is revealed by Director of Personal vide letter No DOP/01/03500/Lump sum/M01 dated March 2014 to all Director Lab/Estt/ Dte in Hq dated 11 March 2014 in Para – 1, line- 9 states that Of late it has been notice that in most of the cases are taken up acquiring higher qualification, recognition of various courses and universities/ institutes by Competent Authority is not verified/ authenticated by Labs prior to sanction of permission. This non verification in the some cases results in award of degrees/ diplomas by Universities / Institutes not recognized by the competent recognizing authorities. Grant of incentives for such higher qualification becomes against the Rules”   (Copy enclosed for your ready reference.)

It is requested that suitable committee should be form under supervision of CVO, MoD to scrutinize the DRDO scientist, officials and staff’s education qualification records thoroughly, so the incompetent and illegally inducted persons can weed out.

DRDO already spends crores of rupees for digitizing HR records so it is not big task to scrutinize the DRDO’s 7000+ scientists, 25000 + officials and staff’s education qualification.

Open Letter to Sh Avinash Chandra, SA to RM, DG DRDO

Dear

Shri Avinash  Chandra Ji, after you joined as DRDO boss, honest and neutral official expected and hoped for good decision, good administration, good cohesive  environment, hope you will shake DRDO with your full strength  to get rid of incompetent stuff.

But sorry to say you disappointed the honest scientists/ staff/ officials and they are not finding any reason to stay or giving their 100% output to DRDO.

Avinash ji, collect all your good energy and get rid of the nexus of culprits who are controlling SPIC, CCE, Department of Personnel, RTI Cell, RAC, CEPTAM and some Lab heads.

Every DRDO official knows acts and deeds of these corrupt officials but sake of their carrier not coming forward but sending anonymous or fake signed letters ( inputs are correct) to Prime Minister, Defence Minister and other government agencies and of course to you also, I have also received some from various labs. (Sending bunch to Honorable Defence Minister)

The increasing numbers of court cases are also perfect examples of mismanagement in DRDO.

The decision of giving responsibility of administration/material management to scientists is also going to be a big problem in the coming time.

Perfect administration and perfect procurement is not cup of scientists. They are not able to match with laid down rules of government of India. Day by day increasing number of anomalies / audit objections in recruitments / procurement are going to be a big issues.

Dr. P S Goel’s DO letter implementing of interaction for promotion from  Sc ‘ F’ to Sc ‘G’   without approval from cabinet is a clear cut  case of violation of Article 309 and the repercussion now started in shape of court cases which was hampering the progress of DRDO and created demotivation among senior scientists

Same in RAC/ CEPTAM encouraging recruitment of incompetent / fake degree / diploma appointment of such candidates who are not eligible as per SRO/ appointment on the basis of nepotism/ in this respect you only see the RTI’s on these issues, you will find clear picture of the future of DRDO.

You are under the impression that corrupt CPIO, Dr A K Tyagi is protecting DRDO. It is not true, instead of exposing the corrupt practices, he is trying to bury the information and very soon these corrupt practices will sink the DRDO ship. As you aware CVC already issued advice to CVO, MoD against the Dr A K Tyagi for “Regular Disciplinary action is recommended on: 9/9/2013“and you are not taking any action to remove him for the post of CPIO, DRDO. What does it mean, it means still you are in grip of corrupt officials. A honest advice is first change your staff officer and old staff of Dr Sarswat’s time, than only you will be find some change in DRDO’s scenario.

Avinash ji, we all very well know that you are washing dirty linen of Dr V K Sarswat’s several misdeed which are the outcome of mismanagement of Dr Sarswat, because he was only on? Government agencies very well know about that, and why he was not able to get extension,    Ms R. AMRUTHA VANI, SC ‘F’’s  (‘Below the Bench Mark’) case, Dr Neelam Bhalla’s, Sc ‘F’ (Workplace Humiliation, Harassment, Gender discrimination & Victimisation)  case etc. but problem is that you are dealing all issues with same set of officials ( Dr Sarswat’s  & Dr. W Selvamurthy’s gang) who created and responsible for these kinds of hurdles in DRDO for their own wasted interest.

CEPTAM Director enjoys all type of corrupt practices like he is engaging his wife and relatives in different recruitments boards as experts. Recent CEPTAM recruitment process he introduced mandatory SMS registration (cost Rs 3 to each applicant) for his personal benefit (he worked this out this without proper procedure) and due to this almost thousands of aspirant were not able to get their admit cards. In this process lot of SC/ST candidates also suffered, you can check with records, where Government of India facilitates to SC/ST candidates in recruitments without any fee. Almost 5 lakhs candidates applied nearly one lakh rejected and thousands of candidate could not appear due remote centre problem, candidates were not given asked choice centers, they received admit cards with centers like Goa, Mizoram, Chennai, Patna.

CEPTAM Recruitment Case – Few examples

  1.  Sh. Kamdev , SC candidate – Admit card not received  reason –  SMS registration
  2.  Sh. Kunal – Admit card received after one day   – 5 times he registered by SMS – Delhi local but centre was Ajmer
  3. Sh Satvir – Applied for post of welder and asked for local nearby centre Delhi but he was given centre Chennai
  4. Mohd Shahbaz – No Admit card received/ SMS registered/ application not found
  5. Sh Saroj Kumar- applied for 0217 Diesel Mech local Harsh Vihar, Delhi based   admit card received with Centre in Patna
  6. Sh Sandeep – applied for Fireman not received admit card – reason not known
  7. Ms Kavita – resident of Delhi, Admit card received given exam in Kanpur centre spend Rs 4000 will Director CEPTAM reimburse  or only busy minting money for himself and his relatives.
