Nepotism – Never ended Business of DRDO

Some scientists from IRDE, DRDO, Dehradun raised voice against the Recruitment Assessment Centre (RAC), DRDO for unethical practice in conducting assessment of scientists Grade scientist C to E.

Recently the interview was held from 15 May to 19 May 2018. Dr A K Gupta was core member, so he was in the board for all days. Total 29 candidates from IRDE were there in this board.

Dr AK Gupta was core member so he had extra power to manipulate the results and he did same.

As Dr AK Gupta (Ex Director) was the core member of instrumentation Board for IRDE. It is clearly against the rules and law. Ex IRDE it was observed that Dr Gupta was partial with some candidates and gave them extra advantage to get through. This modus oprendi is also very common practice of RAC to promote incompetent scientists by custom designing of interview board.  Sh Arun Jaitley then charge of Defence Minister had ordered action against two senior scientists in a case in DRDO on July 2017

As promotion is related to financial gain as well as morale booster for each DRDO scientist and give major impact on his performance.  It should be asked from  RAC (Coordinator for Assessment 2018 Mrs Rajinder Kaur Sokhi, Sc G   that   how & why she did this? Hopefully she gets proper approval from Director RAC in writing. It is clear cut case of corruption and violation of rules.

निवेदन है कि RAC द्वारा Assessment बोर्ड 2018 के इंस्ट्रूमेंटेशन बोर्ड (Instrumentation board) में हुई अनियमितता के सुधार हेतु आप उचित कार्यवाही करें. IRDE  देहरादून के इंटरव्यू बोर्ड में IRDE  देहरादून के ही पूर्व निदेशक डॉ. अरुण कुमार गुप्ता को कोर मेंबर बनाने से बोर्ड की निष्पक्षता पर ही प्रश्नचिन्ह लग जाता है, जिसके परिणामस्वरूप पक्षपातपूर्ण निर्णय होनें की पूरी पूरी संभावना है, जो की भारतीय संविधान एवं प्राकृतिक न्याय के सिद्धान्त (Principle of Natural Justice) के विरुद्ध हैं ! RAC के संविधान के अनुरूप निष्पक्ष भर्ती और मूल्यांकन के लिए आवश्यक है की साक्षात्कार बोर्ड में ऐसे सदस्य हो जो की कैंडिडेट के परिचित या रिश्तेदार ना हो परन्तु कोर मेंबर श्री मान गुप्ता पूर्व निदेशक होने के कारण अभ्यर्थियों से भलीभांति परिचित हैं और कुछ वैज्ञानिको से उनके बहुत ही घनिष्ठ एवं मधुर सम्बन्ध भी हैं तथा कुछ से व्यक्तिगत वैचारिक दुर्भाव भी! जिसके परिणामस्वरूप उनके बोर्ड का कोर मेम्बर होने से साक्षात्कार का परिणाम अवश्य ही प्रभावित होगा, जिससे साक्षात्कार की निष्पक्षता पर ही संदेह हो जाता है जिसे नकारा नहीं जा सकता हैं ! इस प्रकार ये गठित बोर्ड ही पूर्णतया असंवैधानिक हैं और अभ्यर्थी वैज्ञानिको के भविष्य के साथ खिलवाड़ हैं !

मान्यवर, कुछ अभ्यर्थी वैज्ञानिक तो उनके घर में बतौर किरायेदार उनके साथ ही रहे हैं और उनके घर खाना तक बनाते थे, इस तरह वे उनके परिवार के सदस्य की भांति ही रहते आयें हैं ! इससे उनको इस बोर्ड में एक्स्ट्रा एडवांटेज मिल सकता है और उनका इंटरव्यू ख़राब होने के बावजूद वो प्रमोट हो सकतें है !

महोदय, ये निवेदन पत्र आपके समक्ष प्रस्तुत कर आपसे विनम्र निवेदन हैं की RAC की भूल को सुधारते हुए उपरोक्त बोर्ड को null & void घोषित कर IRDE के INSTRUMENTATION बोर्ड को पुन: निष्पक्षता के मानदण्डों को पूरा कर गठित करे ताकि साक्षात्कार में शामिल होनें वाले अभ्यर्थी वैज्ञानिको के भविष्य के साथ किसी प्रकार का अन्याय ना हो तथा मजबूरन हम अभ्यर्थी कों न्याय पाने के लिए माननीय न्यायालय की शरण में नहीं जाना पड़े !

आपसे पुन: अनुरोध है की हमारे हितो की रक्षा हेतु आवश्यक एवं समुचित कार्यवाही करे.

ALL IS NOT WELL WITH DRDO FUNCTIONING

In a big goof up which puts up a question mark over the functioning of country’s premier institute involved in research in the field of defence, the Defence Research and Development Organisation (DRDO), an official posted as Estate Manager in Dehradun has been transferred to a position which doesn’t even exits. In an order dated April 27, the directorate of personnel, DRDO Bhawan, New Delhi transferred Estate Manager, Maintenance, Dehradun, D P Singh to Project office, Dehradun along with 12 other officials. As per the order his place in Dehradun would be taken over by the Estate Manager, Hyderabad, William Paul. The transfer order bears signature of personnel director Gopal Bhushan.

The order clearly states that the transfers would be applicable from May 1 and the transferred personnel should take new charge assigned to them within 30 days of the issue of the order. The order has however created a piquant situation in Dehradun as there is no project office here as depicted in the order. When contacted the Director ITM,(DRDO) Sanjay Tandon said, “ The order has come from headquarters so one should inquire about it from there only. It could be a typographical error or there could be a plan to set up new office here.”

It is pertinent to mention here that D P Singh has been working on the post of Estate Manager from last 12 years. He was looking after the task of appointment of contract workers in all three institutes of DRDO in Dehradun, the Defence Electronic Application Laboratory (DEAL), Instruments Research and Development Establishment (IRDE) and Institute of Technology Management (IMT).

The transfer of D P Singh was long overdue and the way he was transferred from one office in Dehradun to another nonexistent office in Dehradun only has raised many an eyebrow in all three offices of DRDO located here.

Subject:   Dr Christopher lost his grip on DRDO top officials who leave no opportunity to show their illegal might even at the cost of the image & reputation of DRDO as an organization of MOD, Govt. of India.

Madam,

DRDO secretary Dr Christopher severely failed to manage DRDO HR problems. Everyday DRDO is witnessing the high level drama of unethical transfers and superseding games on the basis of linguistics or corruption equations. Can you believe that a Director General is fighting for his promotion in CAT, several scientists are victimized in the form of unjustified APAR numbers, DPCs for promotions have not been conducted in last two years on flimsy pretexts, Employees of DRDO are compelled to take the recourse of avoidable litigations on similar law points to unnecessary harass them, officials of DRDO are made scapegoats if they request for  redressal of their genuine service matter grievances . if you ask DRDO scientists to write their grievances without any fear  of any one to you then you will get  flood  of complaints regarding deliberately created  HR problems in entire DRDO, MoD

Please ask Dr Christopher, how many cases are pending of sexual harassment in DRDO and for how long; how many cases are pending of SC/ST/ Minority commission harassment in DRDO and for how long. Interestingly the DG, HR in DRDO is a women but she is responsible for the delay in genuine sexual harassment cases like ITM Mussoorie, IRDE, Dehradun & prompt in pursuing the false sexual harassment cases made under conspiracy like sexual harassment case against Shri PARBIR Verma, Sc, F of DMSRDE, Kanpur, unjustified APAR Marks specially in the APARs of women scientists. Women Scientists are harassed on the basis of gender bias taking one or the other pretext like Scientist C’ of SAG, Delhi Sumitra Singh, ‘has been issued charge sheet for Major penalty in Feb. 2018 on trifling issue of proceeding USA  to look after her ailing 05 years son before receipt of the N-O-C although she applied for N-O-C before her onward journey to USA.

28th Feb at 5:40, a drama was witnessed by a number of employees of Joint Cipher Bureau, Office gate. Near Metcalfe House, Delhi showing entire DRDO in poor light . whistle blower Sh Prakash Singh,  Senior Admin Officer Grade –I  was  illegally not allowed  to enter the JCB, Main office  campus, Delhi & he was  even man handled by JCB security officers  namely  by  Shri Dinesh Kumr & by  Shri A K Mehta  when he wanted to know the ground of banning his entry in the JCB, Main office Campus situated at Metcalfe House, Delhi. Sh Prakash Singh,Senior Admin Officer Grade –I wanted to go to  attend a retirement party of his colleague Sh R K Sharma, Sc, D but Director  Shri R K Jain  gave oral   Illegal instruction to security  officers for restricting the entry of whistle blower  Sh Prakash Singh in  JCB, Main office, Campus , Delhi to humiliate  him. The said Security Officers have become the conduit for all illegal acts & omissions of  Shri R K Jain, present Director of JCB, Delhi  &  as a quid pro quo they do not  need to do their Security duty  at the mandated place which  had already resulted in a stealing & house breaking incident in the office building of  one of the sensitive Wing of JCB, Delhi  situated in Delhi  in the night of 30-03-2017 which further resulted in no work in the said sensitive wing of JCB, Delhi for last at least 10 months & formal F. I. R. has not  been registered by either by Shri R K Jain ,Director, JCB, Delhi or by Shri A K Mehta, Security officer  in this regard. Many complaints of corruptions against Shri R K Jain are pending in DRDO, Delhi without any action & an order passed by Shri Arun Jaitely, the then RM  in June 2017 to initiate a disciplinary proceeding against Shri   R K Jain  in one another matter is kept dormant for last 09 months  due to  the reasons  best known to the present Secretary himself.

Whistle Blower Shri Prakash Singh , Senior Admin Officer Grade –I, posted in Joint Cipher Bureau, DRDO  has been illegally denied the entry in his duty place at JCB, Main Office, Delhi since 11-12-2017 to till to date  to keep secret & concealed the acts & omissions of corruption deliberately committed by Shri R K Jain & by his coterie  as reported by the Whisle blower twice in 2017 to none other than the Hon’ble RM . The whistle Blower Sr. A. O. Grade -1 has been hoping against hope for last more than 03 months to let the good sense prevail in the mind of  Shri R K Jain ,aristocrat director of JCB, Delhi for his entry in his duty place . He has sought time to meet in this regard twice through his representations dated 19-12-2017 & dated 23-01-2018 submitted to the present RM but of no avail. he even submitted his representation dated 22-12-2017 to Shri Zakwan Ahmed, present DG (R&M) , DRDO HQ, N.Delhi but again of no avail. He even met 2-3 times to Shri Gopal Bhusan, present DOP, DRDO HQ & he also met present secretary, DDR&D on 03-01-2018 to redress his genuine service matter long  Grievances & the Secretary even assured him to redress his Grievance mentioned in his representation dated 16-10-2017 with in next 15 days i. e. by 18-01-2018 but he did nothing to redress the service matter Grievances  & to remove  the deliberate illegality continuously committed in last 03 months in the form of illegally banning the entry of the whisle blower in his place of duty.   The CVC advised the CVO of MOD thrice through its 03 O Ms sent in 2016 to  the CVO, MOD to restore posting of the Whistle blower Shri Prakash Singh  in LASTEC, Delhi against his 03 vindictive transfers issued in 2016 but the present Secretary, present & the then  & present DOPs, DRDO HQ & the then & present  DG (HRs) had not taken any action to protect the service interest of the Whistle Blower & to implement the Advice of the CVC. The Whistle Blower  has been continuously harassed in one or the other form either by not assigning him his charter of duties  or by restricting his entry in his duty place .The then RM considered Shri PRAKASH SINGH as Whistle Blower   on the Advice of CVC & quashed the  Major penalty inflicted upon him vide DRDO HQ Order dated 30-12-2012 on false charges . The then RM even ordered  vide MOD ID No. PCto 470/ /DO(Vig)/2012 dated 19-10-2015  that those who trumped up false charges & committed a number of procedural irregularities with a single minded objective of harassing Shri PRAKASH SINGH , the then SAO-II needs to be identified & taken to the task for their mala-fide action.& action int his regard may be taken immediately & D(Vig) also be informed of the action taken in the matter on fortnightly basis.  Stiil no action has been taken against any of the officials of DRDO, MOD as yet although the Whistle Blower submitted the names of 22 officials of DRDO, MOD vide his through proper channel complaint dated 28-12-2015 submitted to the then RM who illegally harassed him & the present Secretary , present DG (ECS),   the then & present Director (Vigilance & Security) , DRDO HQ ,the then & present  DOPs,& the then & present DG(HR) DRDO HQ, New Delhi during October 2015 to till to date  have tried their best  save the Prime Facie guilty officials of DRDO, MOD who illegally harassed the whistle blower.

07 confidential complaints submitted by the Whistle Blower  in November 2017 to the present RM have been kept unactioned in DRDO HQ   for last more than 03 months  to demoralize the Whistle Blower. These facts speak volume about the state of affairs going on in DRDO, MOD particularly with regard to the HR matters.

The poor tax payer’s lakhs & lakhs of money is being wasted by this Director and Dr Christopher has no time to solve the issues.

Madam, as citizen of India it is not understandable why the HR practices of this premier organization are the way they are. Although  our honorable prime minister already sensed in a first look that this organization Motto is “Chalta Hai” and the hundreds of court cases, neck deep corruption(specially please ask construction expenses year wise), highly prevailing nepotism (anyone can see the incompetent frog jumps) itself is self explanatory.

It is therefore requested, to honorable defence minister madam, since you also find some issues on your table,  to kindly  make a serious effort to improve the HR conditions in DRDO lest it goes to complete collapse.

Defence minister Manohar Parrikar had to find time out of a busy schedule just two days after the surgical strikes into Pakistan-occupied Kashmir to sort out a transfer case involving a junior technician, after two BJP leaders took differing sides in what appears to be a long-standing marital dispute.
Parrikar, who was in Dehradun on October 1, met the junior technician -Subodh Kumar -who works with the Defence Research and Development Organisation at the Jolly Grant airport, counselling him to take up the transfer.

The reason for the defence minister to get involved is a tussle between two BJP leaders.

18-oct-et-2While one side has been in touch with the defence ministry to post Kumar out from Dehradun to Kanpur, the other side has sent representations to Parrikar to stall the transfer, citing ill health of his parents and the condition of his disabled brother.

Former Uttarakhand chief minister and Member of Parliament Ramesh Pokhriyal `Nishank’ wrote to Parrikar in September, asking him to stall the posting on the request of Kumar’s parents.On the other side is the BJP’s rep resentative from Saharanpur, Raghav Lakhanpal, who Kumar says has been in touch with the ministry to get him posted out.

“There has been pressure from Mr Lakhanpal who is known to my wife’s family to get me posted out. But my side of the story was never heard, I was asked to report to Kanpur with an assurance that I will be posted back soon,“ Subodh Kumar told ET.

The defence ministry did not respond to a detailed questionnaire sent by ET and despite repeated efforts Raghav Lakhanpal did not offer any comments. Letters and meeting records accessed by ET reveal that Manohar Parrikar is walking a tightrope in the case.On her part, the wife has alleged in her representation to the ministry that Kumar was abusive and was troubling her for the past year.et-18-oct-16

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Dr D. P Singh, Estate Manager, DRDO, Dehradun. RTI Act 2005 first amended DRDO was included for exemption list of Section 24. It was clear that information related to corruption and human right violation is not included in above exemption. But unfortunately the DRDO made mockery of RTI Act 2005 and declared himself dictatorially that they are fully exempted as they keep their eyes closed on corruption or human rights angles requested by RTI applicant.

Now here is challenge to CPIO, DRDO that ignore the proofs enclosed with this RTI application and give your standard reply that DRDO exempted in RTI Act.

You will be surprise to know that it is fashion in DRDO that scientists using Army Jawan specially drivers in their official as well as personal car. Earlier DRDO witnessed the Project vehicle  used Dr K Tamilmani, DG, Aero, DRDO and that time he engaged the Army Havaldar  driver so no one question for duty timings.

Please find some pictures of Army jawans performing duty for private vehicles. EMU, DRDO Dehradun engaged a private Scorpio in contract since few years. The vehicle is fully painted with Bharat Sarkar, Raksha Mantralay, EMU, DRDO etc. Vehicle registered in the name of KHUSHAL SINGH, UK07AR0900 [RISHIKESH ARTO, UK].

The vehicle is driven by Army Jawans but it was observed that vehicle is used for suspicious covert operation by private parties, like today morning at 07:43 vehicle reached at Mr D L Uniyal, Uniyal Nivas, Danda, Dharampur, Dehradun. The vehicle Driver was Hav Rakesh Sharma, posted at EMU, DRDO, Dehradun. He picked Mr Uniyal at 07:46 and moved out to Dehradun. Vehicle crossed Uttarakhand border 08:17 and stopped at Dat Kali Mandir. Antother vehicle Tata Maza driving by CHM Tajindra Singh joined and moved 08:30. As per sources both vehicle going to parental village (Muzaffar nagar, UP) of Dr D P Singh, Scientist ‘G’ who is heading EMU, DRDO, Dehradun since 10 Years. Both vehicles full of relative and friends of Dr D P Singh, Scientist ‘G’.

Sir, this not the first occasion as Army Jawans he is using these Army personal in all his family and his friends, relative assignment without seeing the time.

I want to know why our tax money will utilized by these lecherous DRDO scientist and over to this they are using our respected Jawans as bonded labours.

The both vehicle will return by today late night from Muzaffarnagar, UP. The Drivers having mobile phones

Sir,

      As you already witnessing that in DRDO day by day number of cases are increasing of harassment whether it matter of service / minority / SC/ST/ Sexual harassment.

But surprisingly the processing/ handling of these cases are entirely different in each and every case, not a single case is dealing with proper ethics. Every case is dealing on the basis of accused/charged officer’s relations with his director and other connection with other senior officials sitting in DRDO Hqrs.

In some cases of sexual harassment accused were transferred or temporally attached to some other locations immediately without looking even their seniority, like one scientist ‘G’  from DIPAS transferred to INMAS.

Same time other cases like Sh Vipin Jain, Administrative Officer, ITM, DRDO Mussoorie and Sh V K Arora, Technical Officer ‘D’ IRDE, DRDO, Dehradun both are enjoying their power and position.

Date of incident 26th January 2016 day time by the evening Director knows the total incident but try to bury the case to help Sh Vipin Jain;

Although very next day victim reported verbally to Ms Gopa Chaudhari, Chairman, women cell but Director was not ready to take cognizance such serious matter.

On 2nd March 2016 the victim submit written complaint to Ms Gopa Chaudhari, Chairman, women cell, ITM, DRDO Mussoorie (Copy of Complaint enclosed for your ready reference because I know the Insensitive officials of DRDO cannot going to show you real picture of the incident like they always did for even project status also).

On same day Ms Gopa Chaudhari act very efficiently and submit her report to Director with her recommendations in capacity of Presiding Officer, ICC. But nothing has been done by Director, ITM. (Letter enclosed for your ready reference)

On 4th March 2016 news flashed on TOI and the matter blow in Delhi and next day then CC (HR) flown to ITM, Mussororie but as per DRDO legacy system they did nothing up to 8th March 2016.

After pressure from Delhi Director ITM give direction to ICC to investigate the matter vide letter no ITM/Dir/ENQ/2016/2 dated 8 March 2016, referred the ICC letter No ITM/ICC(W)/2015-16 dt 2/3/2016. See the seriousness of Director on such sensitive matter, it takes 6 days to release the order, he gave sufficient time to accused to settle the course but unfortunately Sh Vipin Jain not able to convince victim and his family.

The best part of Director’s order is the inquiry should be done as per DOPT F. No. 11013/2/2014-Estt (A-II1) Dated July 16th, 2015 but they forgot the following the rules or just giving privilege to accused to harass and manage the witness as he is holding all executive powers of ITM.

Suspension

  1. A Government servant may also be placed under suspension before or after issue of a Charge Sheet where his continuance in office will prejudice the investigation, for example if there is an apprehension that he may tamper with witnesses or documents. Suspension may also be resorted to where continuance of the Government servant in office will be against wider public interest such as there is a public scandal and it is necessary to place the Government servant under suspension to demonstrate the policy of the Government to deal strictly with officers involved in such scandals. It may be desirable to resort to suspension in case of misdemeanor involving acts of moral turpitude.

Special provisions to deal with threats or intimidation

  1. Disciplinary Authority may also dispense with inquiry under Rule I 9(ii), and action may be taken without the inquiry when the Disciplinary Authority concludes that it is not reasonably practicable to hold such an inquiry. The circumstances leading to such a conclusion may exist either before the inquiry is commenced or may develop in the course of the inquiry. Such situation would be deemed to have arisen:

(i) where the Government servant, through or together with his associates terrorizes, threatens or intimidates witnesses who are likely to give evidence against him with fear of reprisal in order to prevent them from doing so; or

(I) where the Government servant himself or with or through others threatens, intimidates and terrorizes the Disciplinary Authority, Members of the Committee, the Presenting Officer or members of their family.

Sir, as per above facts you can realize the pathetic situation of DRDO management and their HR policies. There is famous that DRDO management follows “Different rules for different officers”

I personally feel if any one go through the victim complaint and statement, which she narrated in front of ICC will shake heart of any sensitive person. So it is no need to say what action is required.

CBI arrests Army officer for accepting bribe - Times of India

DEHRADUN: The Central Bureau of Investigation on Friday arrested an Army officer, Lt Colonel Bharat Joshi, posted in Instruments Research and Development Establishment’s (IRDE) military engineering services unit in Dehradun for accepting bribe of Rs 10,000 to issue a completion certificate. After being produced in the court of a duty magistrate on Saturday, the officer was sent to Dehradun jail till Monday.
According to the complaint, contractor Harendra Singh was given a contract for constructing two-storey residential buildings in the IRDE campus at Raipur’s Udhyan Vihar area. Singh was to collect Rs 16 lakh after completion of the work and he needed a completion certificate for the same, which had to be issued by Joshi.
Singh said that the officer demanded Rs 38,000 to issue the certificate. On July 4, Singh reportedly handed over Rs 10,000 as initial amount to Joshi. However, within a few days Joshi asked for another Rs 10,000 which was to be paid in his office. The remaining amount was to be given after Singh received his payment.
However, rather than handing over the amount, this time Singh approached CBI with his complaint. “After verifying the allegations we laid a trap to arrest the accused,” said a CBI official. As Singh was handing over the amount to Joshi, the CBI team arrested the officer.
Soon after this, senior CBI officers, including SP Sujit Kumar and deputy SP Akhil Kaushik, arrived at IRDE and questioned the accused. The team also conducted a search at Joshi’s office and his residence. The team also collected some documents and are scrutinizing them. A case under the relevant section of the Prevention of Corruption Act has been registered against the accused.
Meanwhile, sources said that another officer of the IRDE is also under CBI scanner as the agency has found some initial clues which linked him to the incident.

Senior woman scientist at DRDO unit in Doon files sexual harassment case against top-ranking official

A senior woman scientist has filed a sexual harassment complaint against a top-ranking official of the Instruments Research & Development Establishment (IRDE), a unit of the Defence Research and Development Organisation (DRDO) in Dehradun. In her complaint to DRDO, the scientist has alleged that the accused official touched her inappropriately on the pretext of checking her I-card. A DRDO spokesperson confirmed they have received the complaint and added that “a fact-finding committee has also been formed.”
According to sources, the scientist had initially approached IRDE officials with her complaint but when she saw no action being taken, she went to the National Commission for Scheduled Caste (NCSC) in Delhi earlier this month. Jagjit Singh, a senior official of NCSC, told TOI, “The complainant had approached us with her problem. We have asked DRDO to look into her case and are now waiting for the response.”
Meanwhile, last week, IRDE officials were summoned by the DRDO top brass in connection with the scientist’s complaint. According to a DRDO spokesperson, “the next course of action will be decided after receiving the recommendations of the fact-finding-committee which has been constituted under a senior woman scientist.”
The case has jolted a number of people in the leafy campus of IRDE in the city where research is undertaken to devise cutting-edge gadgets like night vision cameras, thermal imagers as well as other electro-optical surveillance instruments for the defence forces.
Meanwhile, when TOI contacted the senior official against whom the allegations had been made, he said, “Nothing like what is being claimed by the woman has happened. Army’s contribution of Rs 100 crore yet to reach PM’s relief fund

NEW DELHI: During the Army Day reception on January 15, General Dalbir Singh Suhag had presented a cheque of over Rs 100 crore to Narendra Modi for the Prime Minister’s Relief Fund with much fanfare. It was announced the amount had been raised by officers and soldiers of the 1.18-million strong Army by donating a day’s salary each to help the flood-affected people of Jammu and Kashmir.

Four months later, no such money has reached the intended fund. Responding to an RTI query filed by Dehradun-based activist Prabhu Dandriyal, the Army headquarters has said: “It has been intimated by concerned agency that no such amount on account of contributions from salary of any Army personnel has yet been donated to the PM’s Relief Fund. The matter is under consideration.”

On being asked about this embarrassing turn of events, the Army on Thursday said the process to collect the money on “a volunteer basis” was still underway. But Dandriyal smells a rat since many officers had earlier protested against Gen Suhag’s order for a day’s pay-cut without prior consent.

“The norm in the government is that all such contributions are made voluntarily. The Army chief’s order made it compulsory. How was the cheque presented to the PM on January 15 when no contribution had been taken from the salaries? My information is that the Army has sought time till July 10 now,” said Dandriyal.

The activist, in fact, has also filed an RTI in the PMO seeking to know what happened to the Rs 100 crore cheque donated to the PM’s Relief Fund. “The PMO website has photographs showing the cheque titled `One day’s pay of all ranks of the Indian Army’ being presented to the PM by General Suhag on January 15,” he said.
