Some DRDO seniors resist PM’s essential reform push

NEW DELHI: A powerful group in the DRDO believes that these changes could weaken their hold over the institution.

Hectic parleys and lobbying have begun for the post of the chairman of the Defence Research and Development Organisation (DRDO), whose existing chairman, Samir V. Kamat will retire on 31 May, unless he is given an extension.
The Appointments Committee of the Cabinet (ACC) decides on the appointment of the chief of the DRDO.

With the country going through Lok Sabha elections, the last phase of which is scheduled for 1 June and the results for 4 June, it is to be seen whether a new appointment is made on or before 31 May or Kamat is asked to continue to lead the organisation temporarily till the ACC decides on a new name or gives him a full extension as has happened earlier in the case of Directorate of Enforcement and Research and Analysis Wing among others.
Those in line to succeed him include his colleagues, B.K. Das who is presently the Director General (Electronics & Communication Systems); Dr Suma Varughese, leading the Micro Electronic Devices, Computational Systems and Cyber Systems division; and Dr Ummalaneni Raja Babu who is the head of the Missiles and Strategic Systems division.
Of the three, Das holds the most senior position. The three are scheduled to retire in August, January and April 2026, respectively. Sources say that the possibility of Kamat getting an extension post 31 May is not ruled out.

Various individuals, including former chiefs of DRDO, retired secretaries, individuals who deal in the sale and purchase of arms and advanced weaponry, who claim to have got the eyes and ears of the offices who will decide on who the new DRDO chief will be post 31 May, are pushing for their respective candidates.

However, what is going to make the job of the incoming new chairman more challenging than his predecessors to an organisation that had a budget of Rs 23,000 crore last year—which will rise to Rs 35,000 crore in the coming few years—is that the new chairman is now likely to work under a new system that will be based on what the K. Vijay Raghavan Committee had suggested in its report. The committee submitted its report in January this year, after it was constituted by Prime Minister Narendra Modi in August last year to suggest a way to reform the organisation and handle the decades-long complaints of DRDO was simply not giving outputs that would justify the massive funding that it was getting each year.

CHANGES NEEDED IN DRDO WORKING STYLE
Among the significant changes this nine-member committee, headed by the former principal scientific advisor, suggested was to bring the working of the organisation under the Prime Minister’s Office to ensure accountability and swift action.
Several such committees in the past—A.P.J. Abdul Kalam Committee (1992), P. Rama Rao Committee (2008) and the V. Ramagopal Rao Committee (2020)—have shared recommendations with the single objective of making DRDO accountable when it comes to cost overruns and meeting the deadline that it promises. But all such previous recommendations have been pushed under the carpet because of a strong pushback from within the DRDO, aided by outside entities who gain due to these project delays and cost overruns.

The nine-member committee, apart from Raghavan, that made the report included former Deputy Chief of Army Staff, Lt Gen Subrata Saha (retired); former Vice Chief of Navy Staff, Vice Admiral S.N. Ghormade; former Chief of Integrated Staff, Air Marshal B.R. Krishna; Director General of the Manohar Parrikar Institute of Defence Studies and Analyses, Sujan R. Chinoy; Professor Manindra Agarwal of IIT Kanpur; President, Society of Indian Defence Manufacturers, S.P. Shukla; J.D. Patil of Larsen & Toubro Defence; S. Unnikrishnan Nair, Distinguished Scientist; ISRO and Rasika Chaube, Financial Advisor in the Ministry of Defence (MoD).

Sources aware of the matter claimed that the current leadership of DRDO had conveyed its protst against the recommendations, and that in March a delegation had met the concerned offices in Delhi to register their protest.
Among the recommendations that are being resisted is the abolition of the posts of director general and director, in place of which there will be “members” and “lab-in charges”.
A recommendation has been made to establish a specialised department dedicated to overseeing government funds, ensuring that they are appropriately utilised for defence projects. This department would also address cost-related issues faced by the organisation, including but not limited to the prevention of embezzlement.

The creation of a separate body—Defence Technology Council (DTC)—which will be headed by the Prime Minister and will have the Defence Minister and the National Security Advisor as members, apart from two members each from academia and industry to bring diverse perspectives, has also met with stiff resistance from some in the organisation who are unwilling to see changes in the functioning of the DRDO despite the need for them in view of challenging new tasks set by the Prime Minister.

Some of DRDO top offices are also against setting up of a separate department under the MoD—the Department of Defence Science, Technology and Innovation (DDSTI) with the aim to promote R&D in academics and encourage start-ups.
More importantly, the committee has called for the bifurcation of the post of Secretary, R&D, in the MoD, which is presently held by the DRDO chairman.
The proposed changes are viewed by a faction within the DRDO as potentially undermining the longstanding autonomy and operational freedom enjoyed by its senior officials. This powerful group in the DRDO believes that such changes could weaken their hold over the institution.

A December 2023 Parliamentary Standing Committee (PSC) report titled, “A Review of the Working of the Defence Research and Development Organisation (DRDO)”, which was chaired by Jual Oram, had expressed concerns about 23 out of DRDO’s 55 mission mode projects facing significant delays. A December 2022 CAG report had stated that 67% (119 out of 178) of the DRDO projects that were examined, failed to adhere to proposed timelines.

The oversight on DRDO’s working by the Prime Minister’s Office is being strongly resisted by a group as the organisation has a massive budget which is going to increase in the coming days.Given its long-standing problems and the fact that they have continued to persist despite regular encouragement, it is expected that the PMO is unlikely to back down in front of these demands

 from a few groups that want the system to run as it has been running. The proposed new system will also mean that the functioning of DRDO officials, when it comes to taking decisions worth crores of rupees, will now be watched closely.

My humble question is this if any citizen starts exposing the corrupt practices prevailing in government, public sector etc and these organizations using public funds to protect themselves for exposing from citizen (Chowkidar) of India. Then what is the mechanism do you have to protect these volunteer citizens (Chowkidars) of India.

I want to give you an example that since 20 years continue fighting with these corrupt gangs of government servants who for their little greed compromise with national security, and facing lot of time bogus FIRs and other short of pressures and to save my life I have spend lot of money in traveling, hiring lawyers etc.

Currently you may aware that an Rs 7900 Cr IACCS Project of Air Force which is implementing by BEL is exposed due to irregularities in awarding tenders and so many different allegations by media with authentic documentary evidence. First Post, DNA etc

BEL CVO investigated the ongoing 10 underground command centers IACCS Project of Air Force and found lot of irregularities but entire top BEL management trying to buried the issue and unforeseen reasons the recommendations (29th March 2019) of BEL, CVO not processed till date. It seems that corrupt involved top BEL officers trying to manage Ministry of Defence Production, because the available documentary evidences are more than enough to prove the prevailing corrupt practices of BEL officials.

I have also supported the cause because my sole aim is to remove the corruption in defence sector because I believe that corruption in defence is directly impact in national security. Lobbying on as officers eye top DRDO job

With the tenure of the chief of Defence Research and Development Organization Christopher (DRDO) ending next month, the officers eyeing his post have started meeting bureaucrats and politicians to push their candidature.

Even Christopher, who was given a one-year extension on 29 May last year, is interested in another tenure with the premier defence organisation and is banking on Defence Expo 2018, the largest land, naval and internal homeland security systems exhibition in the Asia-Pacific region, which will be held in Chennai from 11 to 14 April.

The defence expo, which will be inaugurated by Defence Minister Nirmala Sitharaman, will also see the presence of Prime Minister Narendra Modi on 12 April.

Sources said it is during this event that Christopher intends to showcase the “impressive work” done by DRDO under his leadership, ever since he took over as the chief of the organisation in May 2015, to give a message to the PM that he deserves another extension.

The other officers who are fighting it out to lead the DRDO, which has an annual budget of close to Rs 17,900 crore, include P.K. Mehta, who is presently Director General for armament and combat engineering system in the organization; Dr Sudhir Mishra, who is the Director General of BrahMos missile system division of the DRDO; and G. Satheesh Reddy who is presently serving as Director General (Missiles & Strategic Systems) and Scientific Adviser to the Defence Minister.

Mehta, according to sources, is being backed by a very powerful leader from a western state, while Mishra is getting the support of some members of Niti Aayog.

Reddy’s appointment, according to sources, was almost finalised last year.

Last year, Christopher, who was given an extension at the last moment, had directed all the labs to remove his photographs from the lab, just two weeks before he was to retire.

Christopher in an internal communication had stated that “Old colonial practice followed by the Services, to display prominently, photos of their Chiefs and Commanders, is followed inadvertently by some of the labs. This practice is also not required. I request all DRDO establishments to display the photos of the President and Prime Minister of India only, and not the Chairman of DRDO. This may please be implemented at the earliest and not later than 15 May 2017”. He had stated that he was among the first few officials in the MoD who never used a red beacon, much before PM’s recent directive came. Sources within the organisation said that all the four people who were in the fray, had an exceptional profile.

‘Internal politics’ forces DRDO scientist to quit

NEW DELHI: With a dream to work for his country after spending a successful stint overseas, Dr Gausal Ahmed Khan applied for the post of senior scientist in the country’s premier defence research institute—DRDO—in 2009. Eight years down the line, Khan’s dreams were shattered when he was forced to resign in September owing to ‘internal politics’.
Khan, a physiologist, worked on a project to reduce the acclimatisation time of Indian Army personnel stationed at high altitude locations like Siachen. He has written a letter to Prime Minister Narendra Modi exposing nepotism, politics, and corruption prevailing in the DRDO. “Unfortunately my scientific temperament and hard work proved to be a disqualification in one of the country’s most reputed organisations—DRDO,” Khan wrote to the PM.

“Bereaved, my broken and humiliated conscience prompted me to write to you and apprise you of the prevalent politics, corruption, and other work conditions in DRDO. I am writing with a hope that in future work condition in DRDO may improve and will prevent scientists from leaving the organisation,” he added.

While disclosing how he was involved in litigation after not given credit for his work, he said, “I spent the last three years in the organisation defending myself in unwanted litigations imposed on me by higher officials due to their politics, personal vengeance, and family lineage.”

Khan got some relief when he approached the Central Administrative Tribunal (CAT) against a disciplinary case imposed on him. The Tribunal in its order stated: “He has been conferred with ‘developing world scientist award’ at international level for his research of unique nature.

Assuming that there are some lapses on the applicant (scientist), the disciplinary authority should have taken a lenient view on account of the excellent scientific research by him which brought laurels not only individually for him but to the country as whole. However, the respondent (DRDO authorities) has not given due credit for his research in the scientific field. This depicts sorry state of affairs. Instead of appreciating his research work, he has been treated shabbily and awarded punishment in gross violation of law”.

When contacted Khan, who is leaving for the US, said, “I came with a vision and a dream. My working conditions forced me to leave. But before leaving, I wanted to apprise the top leaders of the poor work atmosphere. PM talks about self-reliance in defence, but we cannot achieve it unless we weed out corruption and internal politics.”

CBI carries out searches in Rs 500-crore land scam in Delhi

The CBI today carried out searches at seven locations, including the office and residential premises of an army officer, in an alleged land fraud worth Rs 500 crore.

The CBI today carried out searches at seven locations, including the office and residential premises of an army officer, in an alleged land fraud worth Rs 500 crore. The case relates to alleged fraud by Lt Col M G Thimmaya, the then Estate Manager, DRDO, and a property developer N H Rustumji in filing a joint memo before the Supreme Court in a land dispute matter.
Thimmaya allegedly gave the memo in the Supreme Court in the land dispute matter which was different from that cleared by the Defence Ministry.
“The allegation is related to criminal conspiracy between the accused during the year 2004-06, pursuant to which the officer abused his official position and cheated the Government through the transfer of 12 acres and one gunta of land in favour of a private person against the decision taken by the Ministry of Defence,” CBI Spokesperson said here today.
The agency today carried out searches at the residential permises and office of Thimmaya, now with Defence Ministry in Hyderabad, and Rustumji in Bengaluru.
The vigilance department of the Defence Ministry had pegged the alleged scam at Rs 500 crore.

I have served in NSTL, DRDO for 35 years 10 months and retired on 29th Feb. 2016 as Technical Officer-B (Class-I Gazetted).  I gave complaint against Sri SV Rangarajan on sexual harassment dt.18-12-2007.  Without any proper enquiry, DRDO  served me 3 charge sheets and suspended me for 33 months period.

Vide 2nd reference CAT stated that the pendency of disciplinary proceedings, making allegations against several officers by petitioner also cannot be a ground for extension of suspension.  DRDO revoked my suspension on 7th Oct. 2011 and transferred me to NPOL, Kochi on the same day.  Vide 3rd reference, on 29th Aug. 2012, High Court suspended the transfer order stating that they are prima facie of the opinion that in effect it is an act of victimization and amounts to punishment.

Vide 4th reference, DRDO stated that my joining at NSTL cannot be permitted as the Department has filed a vacate petition at AP High Court.  High Court has dismissed the Vacate petition filed on transfer order suspension on 4th Feb. 2013.   From 1st Nov. 2011 to 3rd March 2013 i.e., my transfer period and joining not permitted period were not regularized till date.

Vide 1st reference the Committee stated that hostile environment creation by Sri SV Rangarajan (Page No.11), DRDO is lack of sensitiveness, lack of attention to the application of rules and procedures (Page No.12), attitude and action of DRDO administration which has shown a casual and insensitive approach in dealing with the case (Page 13), DRDO and NSTL created a hostile environment in which the petitioner found it difficult to function (Page No.13) which conforms that NSTL and DRDO officials have harassed me in several aspects.  No action was taken by Cabinet / Ministry on the findings of the Report.

Suspension period was regularized after my retirement (i.e, after 4 years) with imposing a penalty (though the matter is pending at High Court).  Transfer period and non-posting period was not regularized so far and my pension and retirement benefits were not settled (even after 7 months of retirement) by which I am facing hardship, mental egony.

The PGPORTAL online grievance as referred 6 above also disposed off as per false and baseless information provided by Dr. Hina Gokhale, DOP, DRDO without proper investigation.

Now the organization processed the partial pension without 2 increments (2013 and 2014) for transfer period which is even less than the provision pension as per PGDA phone inquiry.  Therefore, it is requested to instruct the concerned to take immediate action on the 1st reference report, Court cases, and release of proper pension and settlement of retirement benefits as early as possible (Gratuity, Commutation and Earned leave encashment).

DRDO’s cause for Agni test delay under cloud

BHUBANESWAR:The clarification of Defence Research and Development Organisation (DRDO) on the inordinate delay in test firing of India’s most potent and longest range nuclear capable ballistic missile Agni-V has put a question mark on the competency of the premier arms research and development agency.

DRDO Chief Selvin Christopher has been quoted by a news agency that Inter-Continental Ballistic Missile (ICBM) Agni-V has been stuck due to a technical snag with its battery and not because of any other considerations. Christopher, however, did not respond to confirm the report. Other senior scientists involved in the Agni-V programme also refused to comment.
The fourth test of the home-grown missile, already tested successfully thrice, has been postponed twice. The test holds significance as it would pave way for the missile’s early induction in the armed forces.
On May 8, The Express had run a story titled ‘PM’s US visit trips Agni-V launch plans’ citing that the test was postponed due to Prime Minister Narendra Modi’s US visit. Dismissing it, the DRDO Chief was quoted saying there is a problem with the battery and the issue can be resolved. This has, however, raised eyebrows as it appears that the organisation has failed to rectify the fault for the last several months.

Battery is required for on-board electronics which need power. Defence experts said the glitch could not be that big which will take so much time to be rectified.

As it pertains to the defence armaments of the nation, can the DRDO devote so much time for rectifying the glitch?

An eminent national security expert and professor at New Delhi-based Centre for Policy Research (CPR) Bharat Karnad termed it a lame excuse by the DG of DRDO.

“The Agni-V test was originally slated during Autumn of 2015. Is it Christopher’s contention that the supposed battery ‘snag’ is so grievous in nature that ASL, Hyderabad has been unable to fix it for the last nine months?” he wondered.

Actually, Karnad observed that the clarification of the DRDO chief confirms the suspicion that Agni-V testing has been stalled for political reasons to avoid friction with the US.

Installation of two Green Houses at DRL, Dett. At Tawang

DRL, Tezpur has two detachments in Arunachal Pradesh. One is at Salari, 190 km from Tezpur and another at Tawang, 380 km away from DRL, Tezpur. DRL Dett., Tawang is situated at 10,000 Ft high from sea level. This area is very less of vegetation due to extreme cold climatic condition. Hence cultivation of vegetables in open environments is not possible.

DRL, Tezpur has installed one Green House at DRL, Dett., Tawang and another Green House in same location is under construction. In this Green House, varieties of vegetable nursery is being raised and are being supplied to those Green Houses installed in different army unit for making vegetables nursery is being raised and are being supplied to those green houses installed in different army unit for making vegetables seeding.

Gross irregularities and violation of Purchase Management 2006 took place in issuing of supply orders for construction and installation of Green Houses at DRL, Tezpur.

IRREGULATIES AND VIOLATION OF PM 2006 IN CONSTRUCTION & INSTALLATION OF GREEN HOUSES AT DRL, TEZPUR

  • Very junior officer of rank Technical Officer ‘C’ was appointed as Project leader with only one member (STA) in the project which is major project activity of DRL, Tezpur. In past project of Green House more than Five Officer/staff were involved with senior most scientists as Project Head. Keeping only officials in such a big project smacks something wrong at end of Director/CFA.
  • RKR Singh, TO ‘C’ was not authorized to indent case of Rs. 50 L while other several senior scientists were available at DRL, Tezpur. This violates section 4.6.2 and 4.6.3 of PM 2006. Demands costing Rs 50 lakh and above: Initiation by Scientist E and above countersigned by project or group head.
  • The demand was initiated as well as countersigned by Dr. RKR Singh, TO ‘C’ and approved by Dr. Vijay Veer, Director. This violated the various sections of PM 2006.
  • Item cost was inclusive of taxes while as per PM 2006 all taxes should be separately calculated and added in basic cost of the item. Material cost, construction and installation cost should be mentioned separately.
  • In demand unit price was mentioned as Rs. 9,92,331.00 but how the indenter arrived at his cost. How he done cost estimation or he submitted any quotation in record for this cost. The figure of unit cost as mentioned by indenter is unrealistic and fabricated.
  • Board of Officers was not constituted for inspection of constructed Green Houses and handing over to users Amy Units. Issue Voucher should be issued to each Green House separately. Job completion report should be endorsed by Board of Officers.
  • Splitting of cases to keep demand cost with in financial powers of Director as in project of Rs. 4.18 crore small-small cases costing just below Rs. 50 L are initiated. Two open tenders no. DRL/OT/13-14 and DRL/OT/14-15 each costing Rs. 50 L was published within same project by splitting of the cases. One tender should be published to avoid splitting of cases and get better prices and consolidated demand should be raised for whole project as PDC was only 36 months. Hence PM 2006 was grossly violated by Dr. Vijay veer, Director/CFA.
  • As per PM 2006 the Supply Order should be signed for and on behalf of ‘President of India’ in DRDO.MM.16 but this section of PM 2006 was grossly violated by Dr. Vijay Veer, Director/CFA. The supply orders issued by DRL, Tezpur are not in format DRDO.MM.16 and these SO are not signed for and on behalf of India, which is very serious matter as per PM 2006.
  • Cost Estimation not made properly figure of unit price is unrealistic.
  • TEC Report was ignored and parameters effecting installation of Green House like soil testing, wind speed, altitude etc not considered by Director and TPC done without clearance of TEC Report.
  • Gross violation of Purchase Rules, Supply Order not in proper format signed on behalf of Director, DRL, Tezpur, TO ‘C’ is not authorized to indent case up to Rs. 50 L. No sales tax, service tax or VAT charged and prices were inclusive of all taxes. Service tax Registration Number.

7.    The departmental action under CCS(CCA) Rules 1965 and PC Act 1988 may kindly be initiated against Vijay Veer, Director, DRL, Tezpur for said misconduct and misuse of power.

In light of above  facts and evidences it is  requested to CVC to setup a high level inquiry to inspect the procurement process and violation of PM 2006 at DRL, Tezpur by Dr. RKR Singh, TO’C’ and Dr. Vijay Veer , Director in construction and installation of all these Green Houses.

NEW DELHI: Forced charity can pinch. Indian army, the world’s second largest, experienced this pinch when they recently came to know of the cutting of a day’s salary. They later found that Army chief General Dalbir Singh Suhag didn’t consider it necessary to issue a note informing army’s officials before deducting their salaries and presenting the collected amount of `100 Crore for the Prime Minister’s relief fund.

Army chief General Dalbir Singh Suhag on behalf of  the 1.3 million strong Indian Army on Thursday donated a cheque of over `100 crore to the Prime Minister’s Relief Fund after forgoing their one-day salary at the traditional ‘At Home’ at the Army House on the occasion of 76th Army Day. However, the prime minister was not even aware of it.

The Indian army played a major role in the relief and rescue operation in last year’s flood in Jammu and Kashmir by rescuing over 2 lakh stranded people in an operation which lasted for two weeks. The issue has now raised a controversy on the social media, as army officials are claiming that they were not informed about their salary cut and it was not made ‘voluntary’. Caught unaware of the chief’s arbitrary decision, some of the top army officials are even planning to file RTIs to the army headquarters to find out under whose orders the salary cut is being done.

Sources told the Sunday Standard that instructions were issued from the office of the Adjutant General who handles service matter of army, to the Controller of Defiance Account to do the salary cut of one day of every army personnel.  With this order, one day salary of the month January will be deducted to the relief fund.  When contacted for the Army’s version, sources said that army regularly contributes for natural calamity and will continue to do so. “Army followed procedures and rules and this is not the first time, we are doing it,” army sources said. This time, donation was for the Jammu and Kashmir flood relief fund. But, the army officials were surprised with the timing of the donation. It was after six months of the disaster.

“It Can Happen Only In India….!!!! On the occasion of Army Day our Chief Of Army Staff presents a Cheque worth ` 100 Crores to the Prime Minister as PM Releif Fund. The money has been generated by cutting One Day Salary of everybody working in the Indian Army. What an Irony .… Our war widows struggle for their day to day living… Our jawans are not able to afford good education for their Children… and here we become so large hearted to donate money to the politicians… Did the COAS take our permission before doing this…??? When did he start having rights on our hard earned Money…??? Has any Civilian / Politician ever donated his salary for us..? It is time we raise our voice and stop this nonsense before it becomes precedence. Why should we pay for their future Goals,” an official said on WhatsApp.

And he is not the only one, annoyed with it. “Our jawans, who battle under hostile weather conditions with poorly equipped weapons and armory, and his family, survives on the salary. If you are deducting his salary, it has to be voluntary. One cannot do it arbitrarily,” another official said. Even three months back, the Indian air force had also made donation of ` 8.43 crore to the PM Relief fund through donation of a day’s salary of its over 1.7 lakh officers and med deployed across the country. The IAF headquarters had taken consent of its officials before going for the salary cut.

Our present COAS certainly will get some cubernational appointment on retirement. One should not ask any one for donation. It is up to the individual concerned. If someone wants he can donate directly to the PM Relief Fund or whatsoever.

The chief of Army has no power to order forceful donation to any one. So he has committed a crime under Army Act. Had the same thing done by any body other than chief the fellow would have faced action under Army Act. Very shame full act he has done for which who can take action against him. Govt has to think over it proceed suitably so that such kind of action is not under taken by any Chief of the Army in future.

There is no power vested on him to deduct somebody’s hard earned salary like this. He should have remembered the widows of soldiers on that day. Had Fd Marshal Manekshaw would have passed orders like this or Fd Marshal Cariappa for that matter? There is a requirement of taking disciplinary action against this COAS AND THE AMOUNT SHOULD BE RETURNED TO THE PERSONNELS’ SALARY FROM WHOSE SALARY IT WAS DEDUCTED.

Defence forces doesn’t get fat pays to part with, that should be a voluntarily done not by detailing as someone pointed out in the previous comments. Detailing in defence language is nothing but compulsory

Dear Veterans of our armed forces,

If the chiefs of three forces insist the prime minster,who is very good orator in HIndi,he orop will be immediately implemented.But they will not! Why?After retirement they too want good posts in govt,like governors etc.Who authorised the COA to cut the salary for making donations to PM,?Did the PM aske him personally?Let him donate his one year salary to him if he is so much worried about this nation.Even president of India does not have power to cut the salary and need not to mentiion about COAS? WHO IS HE?

They roar like a lion to men placed below them. But to political masters, they give a smart salute and say ‘yes Sir, yes Sir’ Talking in one voice? How to do that sir? New Delhi, May 15 (Only Kashmir): Four months after Army chief Gen Dalbir Singh Suhag handed over an Rs 100-crore cheque to Prime Minister’s Relief Fund for the flood victims of Jammu and Kashmir, the Army has denied information of any such donation.
Army General Suhag had presented the Rs 100-crore cheque, which was claimed to be raised by the soldiers and officers of 1.18 million strong army after donating their day’s salary, to Prime Minister Narendra Modi during the Army Day reception on January 15.
However, an RTI reply from Army headquarters, has confirmed that “no such amount on account of contributions from salary of any Army personnel has yet been donated to the PM’s Relief Fund.”
Three days after the reception day function, it was reported about the army soldiers and officers, fuming over being not asked in advance by the higher officials before deducting their salaries and presenting the collected amount to the relief fund.
Apparently, media reports like these prompted Dehradun-based activist Prabhu Dandriyal to file an RTI on March 20, seeking what happened to the Rs 100 crore cheque donated to the PM’s Relief Fund by army.

Denying any such contribution for the flood-affected people of Jammu and Kashmir, the RTI reply from Public Information Officer, Lt. Col. Rajiv Guleria on Tuesday, May 12, has added that the matter is undInterestingly, press releases with photographs of Suhag handing over the cheque of raised amount to Modi in the presence of Defence Minister Manohar Parrikar, continue to be hosted on the websites of Prime Minister and Press Information Bureau.

Filing his RTI petition now to the Prime Minister’s Office, Dandriyal has sought to know how the Rs 100 crore cheque was utilized.

“When by March 20, no amount of contribution was taken from the salaries, then how did the army chief submit the fund of Rs 100 crore to PM relief fund. This is why I have sought clarification from the PMO by filing another RTI,” Dandriyal said.

The RTI revelation has come in the backdrop of severe financial crises ailing Jammu and Kashmir. Reeling from the post-floods devastation, the summer capital city of Srinagar has witnessed protests, almost on daily basis, from daily wagers and government employees demanding pending salaries and arrears.

After the September 2014 floods, the J&K state government had forwarded a Rs 44,000 crore rehabilitation proposal to the central government, which has not been entertained by the centre till now.
