Bacteria from Antarctica or cow dung? DRDO’s bio-toilet claim questioned

Some scientists working with the Defence Research Development Organisation (DRDO) have questioned the veracity of the claim that the DRDO uses bacteria brought from Antarctica in its much-talked about bio-toilets that are being installed in railway coaches and public places. According to these scientists, who have filed a complaint with the Chief Vigilance Commission seeking an inquiry into the claims being made by DRDO, the defence outfit is using cow dung in its bio-toilets.

The bio-toilets that are being developed by DRDO’s Gwalior-based Defence Research and Development Establishment (DRDE) and the Tezpur-based Defence Research Laboratory (DRL), use anaerobic microbial bacteria to decompose and convert biological human excreta into usable water and gases.

DRDO has claimed that the anaerobic bacteria used in these toilets have been imported from Antarctica and that they can effectively function in extreme conditions and temperature ranging from -6 degree Celsius to 50 degree Celsius. However, scientists with DRDO have claimed that the imported bacteria cannot survive in high temperatures.

“These bacteria need a certain amount of heat (from 0 degree C to 5 degree C) to work efficiently and this was the reason why many such bio-toilets installed at Siachen for the Army are now useless as these could not function for the lack of heat. The DRDO, which has been claiming that it was using imported bacteria, is now forced to use cow dung in its bio-toilets,” said senior DRDO scientist Dr Y. Ashok Babu, who has lodged a complaint with the Central Vigilance Commissioner (CVC) and sought a probe in the matter. Ashok claimed that the whole thing is a farce and certain people within the organisation want to make easy money by making the government believe that they were using a sophisticated technology in their bio-toilets.

Another senior scientist working with DRDE, Gwalior, told this newspaper: “They are using cow dung rather than bacteria brought from Antarctica. The Defence Minister can independently speak to any microbiologist in the country and he will get to know the entire story.”

Earlier this month, Defence Minister Manohar Parrikar, while replying to a question in the Rajya Sabha, had stated that cow dung was being used in bio-toilets to multiply the bacteria from Antarctica, which was being used primarily. His response was based on the information provided by the DRDE.

Ashok Babu, however, clarified that “DRDE is claiming that it is using a ‘consortium’ of bacteria brought from Antarctica in the bio-toilets but the truth is that it brought a single species of bacteria and is now passing off a bacteria found in cow dung as bacteria from Antarctica. The Defence Minister should ask the concerned scientists in DRDE to list out each bacterium in the ‘consortium’ of bacteria; this will bring out the truth. BHUBANESWAR: The much-hyped bio-toilets invented by Defence Research and Development Organisation (DRDO) and installed in railway coaches, public places and colonies seem to have sparked of a controversy with some senior scientists raising voice against the functioning and technology which allegedly uses cow dung instead of imported bacteria.

Developed by Gwalior-based Defence Research and Development Establishment (DRDE) and Tezpur-based Defence Research Laboratory (DRL), both laboratories of DRDO, the bio-toilets, fondly known as ‘E-loo’, use anaerobic microbial bacteria to decompose and convert biological human excreta into usable water and gasses.
DRDO e looThough initially, the bio-toilets installed in high-altitude regions such as Siachen and Ladakh performed as expected for a certain period, now many of them are reportedly abandoned or unused for obvious reasons leading to objections from the armed forces.
While the DRDO said the anaerobic bacteria have been imported from Antarctica and can effectively function in extreme conditions and temperature ranging from -6 degree Celsius to 50 degree C, a group of DRDO scientists claimed that the imported bacteria cannot survive in high temperature.

“Since such type of anaerobic bacteria are abundantly available in cow dung, the cattle waste is now being used in bio-toilets while the research organisation is hoodwinking the people in the name of technology development by wasting crores. Like the bio-toilets, the normal septic toilets also have a perfect anaerobic environment with the only difference being addition of cow dung in the name of inoculum culture in the former,” they said.

According to senior DRDO scientist Dr Y Ashok Babu, who has lodged a complaint with the Central Vigilance Commissioner (CVC) seeking a probe into it, the imported bacteria worked perfectly well in the laboratory but did not work efficiently in the Siachen region, for which a solar panel heating system was added to accelerate digestion process.

“There is no requirement of specific bacteria in the normal temperature and local bacteria in the septic tank will do the same task more efficiently if cow dung is added to it. The technology is a farce which allows a handful of greedy business people to earn crores of rupees,” the complaint stated.

DRDE Director Dr Lokendra Singh, however, refuted the allegations. He said the cow dung is used only to multiply the bacteria brought from Antarctica, which can survive in Indian conditions. “Actually the cow dung used in the toilets is not the cattle waste but the bacteria which are transported through it. The toilets are working perfectly for which the Railways has given bulk orders,” he claimed.

The DRDO has so far made the transfer of technology (ToT) agreement with 56 companies which are producing bio-toilets at a cost ranging from Rs 15,000 to Rs 75 lakh depending on the volume of population using it and quality of materials.

Singh informed that while already 40,000 bio-toilets have been installed in railway coaches, additional 80,000 toilets are to be installed shortly. Besides, around 20,000 E-loos have been placed in colonies, urban areas and villages. The Indian Railways has planned to install 2.5 lakh toilets in all coaches by October 2, 2019

  1. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence.
  2. Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012 and Mr. Baikuntha Jyoti Gogoi (B.J. Gogoi), Scientist ‘D’ is Nodal Officer of Programme Arunodaya at DRL, Tezpur.
  3. Manas Kumar Mandal, Distinguished Scientist is Director General of the Life Sciences Cluster with effect from 02 September 2013. Dr. Mandal was a Professor of Psychology at the Department of Humanities and Social Sciences, IIT, Kharagpur, prior to joining DRDO and his recruitment in DRDO is mystery well known to CVO, MOD and DRDO.
  4. The Arunodaya Programme was sanctioned by GOI letter No. DGLS/DRL/P(TD)/14-15/99/1957/D(R&D) dated 25 August 2014 and DPC letter No. DRDO/DPC/DIR/32500/LS/2014 dated 27 August 2014 signed by Ms. Nabnita R Krishnan, Director, Directorate of Planning & Coordination (DPC), DRDO HQ. Total cost of the Programme is about Rs. 38 crore with PDC of 05 Years (Aug 2014 to Aug 2019).
  5. Under the guidance and approval of Dr. Manas Kumar Mandal Life Sciences cluster planned a project known as ARUNODAYA PROGRAMME “Soldier Preparedness in High Mountain of NE Region: Arunodaya Programme” with Project No. TD/14-15/DRL-99 and Cost about Rs. 18 crore was sanctioned to DRL, Tezpur.
  6. DRL, Tezpur is nodal laboratory of Arunodaya Programme. Mr. H.K. Gogoi, Scientist ‘F’ is Project Coordinator and Mr. Baikuntha Jyoti Gogoi, Scientist ‘D’ is Nodal Officer of Arunodaya Programme.
  7. The business of eating and looting public money has started in this Arunodaya Programme by Mr. B.J. Gogoi and Dr. Vijay Veer under patronage of Dr. Manas Kumar Mandal, DG, Life Sciences. One such example of corruption is submitted as case study.

CASE STUDY

  1. Draft (not Minute Sheet/ Statement of Case) dated 11 December 2014 under Programme Arunodaya from Programme Office, Arunodaya, DRL, Tezpur initiated by Mr. B.J. Gogoi, Scientist ‘D’, Nodal Officer for “Provision of Civil Hired Transport (Light Vehicle- 4×4 Mahindra Scorpio Diesel or Equivalent) on monthly rental basis for Programme Office Arunodaya at DRL, Tezpur for the year 2015”. The same was approved by Dr. Vijay Veer, Director, DRL on 12 December 2014. Copy enclosed
  2. The Project No. S&T-09/DIH-116 entitled “Development of Specific Technologies to meet the fresh food requirement of Armed Forces under different Operational Environments” was sanctioned by DRDO HQ vide letter No. DLS/79/99705/DIH-116/745/D(R&D) dated 31 March 2009 in which DRL, fund of Rs. 1484 Lakh was sanctioned to DRL, Tezpur in the said project and there was provision of procurement of vehicle with fund of Rs. 9.0 Lakh.   3. Tata Safari was purchased under the project with approximate cost of Rs. 8.5 lakh in year of 2011. As a matter of fact, DRL, Tezpur is already having a project vehicle Tata Safari with Registration No. 11B108688Y that was purchased under the Project No. S&T-09/DIH-116 sanctioned in April 2009. Since the project is completed hence this project vehicle should be used in any other project and there was no need of hired transport as DRL, Tezpur was already having project vehicle.   4. B.J. Gogoi, Scientist ‘D’ and Dr. Vijay Veer, Director make a master plan for looting public money by hiring 4×4 Mahindra Scorpio vehicle at about 8 lakhs/year. If their intensions were positive they would have thought of purchasing such vehicle rather than hiring the same at 8 lakhs/year, despite the Tata Safari (Project Vehicle) was already available with DRL.
  5. In the demand dated 12.12.2014, under point (2) of Note at page no. 2, it is stated that “The firms are registered/will be got registered before tender enquiry”. According the demand dated 12.12.2014 initiated by Mr. M.G. Vairale, Scientist ‘C’ & MTO and countersigned by Mr. B.J. Gogoi, Scientist ‘D’. This demand was endorsed by Store Officer and OI/C Budget & Project Cell.
  6. As per the demand, the tender enquiry was floated to following seven firms. In demand the column of registration No. is blank for all vendors, which itself proves that none of the vendors were registered at DRL, Tezpur as per basic requirement of Purchase Manual 2006.drl hired vehicle case table
  7. In scope of work under point (1) Service, it is stated “Provision of Vehicles registered as Commercial Vehicles with licensed drivers” but the hired vehicle provided by the contractor is having white number plate with Registration No. AS 25 E 1645, Blue Color Mahindra XUV. In case this vehicle have been registered as commercial vehicle at RTO then it should have been having yellow number plate and should have been registered as Commercial Vehicle(Taxi). This establish the Vehicle No. AS 25 E 1645 is personal vehicle and not the commercial vehicle. The indenter, nodal officer as well as Director are fully aware of this fact and it grossly violated the scope of work and terms & condition of the contract agreement.   8. The contract is for 12×7 = 84 Hours /Week but in DRDO office hours are 09:00 to 17:30 and 05 days week, then how hired vehicle was utilized 12 hours per day and seven days in week. This proves the contract is bogus and main objective is misappropriation of public fund by Mr. B.J. Gogoi and Dr. Vijay Veer on the name of hired vehicle.
  9. Two Project Vehicles may be purchased hardly within one month as there was provision of Rs. One crore in sanction of the project for hired vehicle/transport but why till date vehicles were not purchased? The answer is very simple – corruption and eating money by Nodal Officer and Director.
  10. Through Investigation and Verification of Registration of vehicle as Commercial Vehicle, Entries in the Log Book of the said vehicle, Service Tax payment by vendor to Custom & Excise Department, Tour Program/Movement Order/ Tour Claims of official of DRL and bill submitted by vendor to DRL will itself show the whole conspiracy on the name of Hired Vehicle at DRL, Tezpur in Arunodaya Programme.
  11. There are several such cases are available in DRL, Tezpur regarding fake claim and misappropriation of public fund in hired vehicles.

Therefore in light of above mentioned facts and evidences following actions are requested.

  • Cancel the contract immediately to save public money as Project Vehicle Tata Safari is available at DRL, Tezpur.
  • To procure two new project vehicles at earliest
  • Through investigation of all procurement/contracts cases etc in Arunodaya Project made by Mr. B.J. Gogoi till now.

Following facts regarding corruption and irregularities in construction of “Naturally Ventilated Green House With Multilayered Poly Carbonate Sheet” at DRL, Tezpur by Dr. RKR Singh, Technical Officer ‘C’ AND Dr. Vijay Veer, Director, Defence Research Laboratory, Tezpur is submitting for your investigation and appropriate action.

  2. Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012 to till date and he is superannuating on 31 December 2015.
  3. RKR Singh, Technical Officer ‘C’ is posted at DRL, Tezpur since more than 20 years in DRL, Tezpur. He is Head of High Altitude Agriculture Division at DRL, Tezpur.

Installation of two Green Houses at DRL, Dett. At Tawang

DRL, Tezpur has two detachments in Arunachal Pradesh. One is at Salari, 190 km from Tezpur and another at Tawang, 380 km away from DRL, Tezpur. DRL Dett., Tawang is situated at 10,000 Ft high from sea level. This area is very less of vegetation due to extreme cold climatic condition. Hence cultivation of vegetables in open environments is not possible.

DRL, Tezpur has installed one Green House at DRL, Dett., Tawang and another Green House in same location is under construction. In this Green House, varieties of vegetable nursery is being raised and are being supplied to those Green Houses installed in different army unit for making vegetables nursery is being raised and are being supplied to those green houses installed in different army unit for making vegetables seeding.

Gross irregularities and violation of Purchase Management 2006 took place in issuing of supply orders for construction and installation of Green Houses at DRL, Tezpur.

(D)  Under Supply Order dated 26.12.2013, Job Completion Certificate was issued from DRL, Tezpur vide letter No. DRL/OT/HAR/11/13-14/S-73 dated with following details:DRL GH cvc table 9

(E)  Unique Power Systems is registered at Andhra Pradesh Commercial Tax Department with TIN – 37720549449 and date of registration 02-06-2014 under VAT and CST commodity MACHINERY, Works Contracts; ELECTRICAL TRANSFORMERS, SWITCH GEARS; MACHINERY SPARES, ALL KINDS OF CABLES; COPPER WIRE.

This vendor has its own website uniquepowersystems.in and Mr. Subbarao Ramisetty is proprietor of this firm. According to the information available on the website “Unique Power Systems” are a leading organization engaged in trading and supplying a variety of Electrical and Electronics Items. We have in store a technically superior range of Transmission Line, Substation, Insulator, Vacuum Circuit Breaker, Generator, Transformer, Speed Breakers, Flexible Cable and MCCB.

6. One Open Tender No. DRL/OT/14-15 was published in 2014 for 05 Green Houses with EMD Rs. 100,000. The demands were made in said open tender and case is under process.

IRREGULATIES AND VIOLATION OF PM 2006 IN CONSTRUCTION & INSTALLATION OF GREEN HOUSES AT DRL, TEZPUR

  • Very junior officer of rank Technical Officer ‘C’ was appointed as Project leader with only one member (STA) in the project which is major project activity of DRL, Tezpur. In past project of Green House more than Five Officer/staff were involved with senior most scientists as Project Head. Keeping only officials in such a big project smacks something wrong at end of Director/CFA.
  • RKR Singh, TO ‘C’ was not authorized to indent case of Rs. 50 L while other several senior scientists were available at DRL, Tezpur. This violates section 4.6.2 and 4.6.3 of PM 2006. Demands costing Rs 50 lakh and above: Initiation by Scientist E and above countersigned by project or group head.
  • The demand was initiated as well as countersigned by Dr. RKR Singh, TO ‘C’ and approved by Dr. Vijay Veer, Director. This violated the various sections of PM 2006.
  • Item cost was inclusive of taxes while as per PM 2006 all taxes should be separately calculated and added in basic cost of the item. Material cost, construction and installation cost should be mentioned separately.
  • In demand unit price was mentioned as Rs. 9,92,331.00 but how the indenter arrived at his cost. How he done cost estimation or he submitted any quotation in record for this cost. The figure of unit cost as mentioned by indenter is unrealistic and fabricated.
  • Board of Officers was not constituted for inspection of constructed Green Houses and handing over to users Amy Units. Issue Voucher should be issued to each Green House separately. Job completion report should be endorsed by Board of Officers.
  • Splitting of cases to keep demand cost with in financial powers of Director as in project of Rs. 4.18 crore small-small cases costing just below Rs. 50 L are initiated. Two open tenders no. DRL/OT/13-14 and DRL/OT/14-15 each costing Rs. 50 L was published within same project by splitting of the cases. One tender should be published to avoid splitting of cases and get better prices and consolidated demand should be raised for whole project as PDC was only 36 months. Hence PM 2006 was grossly violated by Dr. Vijay veer, Director/CFA.
  • As per PM 2006 the Supply Order should be signed for and on behalf of ‘President of India’ in DRDO.MM.16 but this section of PM 2006 was grossly violated by Dr. Vijay Veer, Director/CFA. The supply orders issued by DRL, Tezpur are not in format DRDO.MM.16 and these SO are not signed for and on behalf of India, which is very serious matter as per PM 2006.
  • Cost Estimation not made properly figure of unit price is unrealistic.
  • TEC Report was ignored and parameters effecting installation of Green House like soil testing, wind speed, altitude etc not considered by Director and TPC done without clearance of TEC Report.
  • Gross violation of Purchase Rules, Supply Order not in proper format signed on behalf of Director, DRL, Tezpur, TO ‘C’ is not authorized to indent case up to Rs. 50 L. No sales tax, service tax or VAT charged and prices were inclusive of all taxes. Service tax Registration Number.

7.    The departmental action under CCS(CCA) Rules 1965 and PC Act 1988 may kindly be initiated against Vijay Veer, Director, DRL, Tezpur for said misconduct and misuse of power.

In light of above  facts and evidences it is  requested to CVC to setup a high level inquiry to inspect the procurement process and violation of PM 2006 at DRL, Tezpur by Dr. RKR Singh, TO’C’ and Dr. Vijay Veer , Director in construction and installation of all these Green Houses.

Point No 5.15 – Consideration of an application of M/s Defence Research Laboratory, DRDO, Tezpur, Assam for grant of registration of indigenous manufacture of Long Lasting Insecticidal Net (LLIN) containing Deltamethrin 0.15 w/w (55 mg a.i./sq.m.) and Pypernyl butoxide 0.55% w/w (160 mg a.i./sq.m.) u/s 9(3B).

MoD Seeks Report on DRDO Contract Staff

NEW DELHI: Taking cognisance of Express report, which highlighted that a huge number of contractual employees in the Defence Research and Development Organisation (DRDO) were posing a threat to the defence secrets in the wake of a few espionage cases coming to light, the Ministry of Defence (MoD) has sought a detailed report from the premier defence research agency.

The April 27 report had said the agency had a strength of more than 50,000 temporary or casual employees, who had complete access to all its classified and research activities.

Alarmed over the issue raised by Express, Defence Secretary R K Mathur, who is holding additional charge of the Defence Research and Development Organisation, has sought a detailed report through an internal note issued on May 8 to Director Generals of all the Defence Research and Development Organisation establishments.

“It is therefore requested that requisite inputs in respect of all hired/ contractual employees in your cluster/laboratories and departments along with duration of employment, payment details, functional justification and copy of the relevant authority letter be furnished to the department by June 5 for further necessary action,” Major General Ajay Gupta, Director Vigilance and Security, said in the internal missive on the directions of the Defence Secretary.

These contractual employees are not only involved in every step of design and development of projects, but also in trials. Over 55 laboratories of the Defence Research and Development Organisation, mandated to develop products and technologies to modernise Armed Forces ranging from missiles to combat aircraft, have roped in over these casual employees to assist scientists.sunday standard 17 may 2015

In this reference, DRDO having lot of examples, DRDO is only one department where you can find contractual manpower above age of 70 or below 18 years. People may be think that because of their high skill expertise DRDO might been engage such manpower,  but matter of fact this practice adopted DRDO is only for those who are having good number of secrets or having evidences of wrong doings of DRDO bosses.

all of us know about DRDL it is a dream job org to every one. but please think about contract employees. My husband is also working in DRDO RCI he is engineering graduate. From past 2 years he is working but he is getting 14k. how we can Liv with family in Hyderabad and this year no increments… we are not dreaming about permanent  job….. my small wish is to get better pay… for the same job a permanent employee getting nearly 4ok but contract employee getting only 12+.but work is same for both. am not asking to give 4o to contract people just i want to say please provide increments at least…this is not only my wish… i hope u can think & talk about this……….

  1. Sh.M.L. Roy is an ex-employee of Defence Research Laboratory (DRL), Tezpur who superannuated on 31 Dec 2008
  2. He was posted at Director Secretariat as Personal Assistant/Personal Secretary to Director, DRL, Tezpur prior to his superannuation from DRL, Tezpur.
  3. Right from his superannuation on 31 Dec 2008, he was start working at DRL, Tezpur as contractual Laborer and posted at Director He is engaged in all sensitive work like computerized compiling of materials in Director’s Office, monitoring and maintenance   of important files of Director Office which has already been mentioned in his contract.
  4. Since last 7 years continuously working in DRL, Tezpur as Personal Secretary (PS) to Director, DRL, and Tezpur by means of several private vendors / supplier/security agencies.
  5. M.L. Roy is presently of 65 +years age and not fit for this job as in this sensitive post any private contractual labour should not be appointed while several young skilled manpower is available in DRL, Tezpur.
  6. DRL, Tezpur having permanent staff Sh S K Sharma as PS ‘C’ but he was not assigned the right job.
  7. Interestingly Sh M L Roy working for Rs 5000 – Rs 6000 only as Jan 2015 Salary was Rs 5764.00

Sir, it is requested kindly order for extensive survey of to explore the necessity of this contract business in DRDO. Kindly refer to DRDO Newsletter (A monthly House Bulletin of DRDO), Vol. 35 No. 1, Jan 2015, page 9 which covered the news “Raising Day Celebration at DRL, Tezpur”. Copy of the same is annexed as Annexure-1.

Also refer to DRDO website drdo.gov.in with link page policies. Copy annexed as Annexure-2, it is clearly stated that LAB LEVEL AWARDS will be distributed with Approval of the Director of the concerned lab is required on their recommendations of the Lab Level Award Committee. These awards include Scientist ofthe Year Awardto   Scientist of the Laboratory with cash prize of Rs. 25,000 and Technology Group Award for Group/Team of Scientists/ Engineers/support staff with cash prize of Rs.50,000.

It is common practice in most of the Lab/Estt. of DRDO that Director never be the part of awardee group as  he himself is approving authority for approving the lab level award and due to “conflict of interest” , Director should not be one of the member among the awardees.

There was no such kind of dirty practice in DRL, Tezpur till the year 2009. Copy of Awards List for 2009 is annexed as Annexure-3, but since joining of Dr. Lokendra Singh as Director, DRL, Tezpur a new unethical and corrupt practice started at DRL by which Dr. Lokendra Singh took two Technology Group Award for the year 2010 and 2011. Copy annexed as Annexure-4.

Similarly Dr. Vijay Veer took the Technology Group Award for the year 2012, 2013 and 2014. Copy annexed as Annexure-5.

But ethics, morals and integrity was kept on one side by greedy  Directors Dr. Lokendra Singh (Bio digester Man of DRDO) Ex -Director, DRL, 2010-28 Feb 2012) and   Dr. Vijay Veer (Director , DRL, Tezpur from 01 March 2012 – Till Date) when both these Directors started to take Technology Group Award for himself along with contribution in price money.

In the year 2014, Dr. Vijay Veer, Director, DRL, Tezpur himself approved his name for Technology Group Award and Dr. I. Baruah; Scientist ‘F’ himself recommended his name while he was member of Committee for selection of lab level award for the year 2014. Copy of the letter dated 03rd November 2014 itself discloses the whole story.

Sir, the issue is concerned with misuse of power for financial benefits, greediness, degradation of ethics and violation of DRDO policy for awards by Dr. Vijay Veer, Director, DRL, Tezpur.

Therefore, it is request you to issue orders to withdraw Technology Group Awards for the year 2012, 2013 and 2014 from Dr. Vijay Veer, Director, DRL, Tezpur and Dr. Lokendra Singh Bio digester Man of DRDO, both should be ordered to deposit the public money received in these awards to Government account.

Sir, DRDO scientists are great to do exemplary manipulations and misinterpretation of GOI rules for their personal benefits.

Jairam Ramesh’s pet project ‘Bio-toilet’ stands abandoned in Odisha

Union Minister for Rural Development, Drinking Water and Sanitation Jairam Rameshs’s ‘India Dream’ to free the country – the rural populace in particular – from open defecation, seems to have faced a setback with people unwilling to use DRDO made Bio-toilets raising a stink.

After launching the bio-digesters in Odisha’s Dhamra village, close to Wheeler Island from where India test fires its all long range missiles, the Minister on June 24 even called it no less important than the Agni missiles. Today, the bio-toilets stand abandoned.  The villages are reluctant to use it claiming that they lack required facilities.

The e-age toilets were formally launched at a glittering function by the Defence Research and Development Organisation (DRDO) in association with the Federation of Indian Chambers of Commerce and Industry (FICCI) at Dhamra in Bhadrak district.

While initially at least six bio-toilets, christened as eco-friendly loo (ELoo) were installed in five villages in Dhamra and Basudevpur areas, the DRDO had assured to install more such toilets along the 90-km Jamjhadi-Dhamra stretch. Though the DRDO claimed that these toilets were opened for public use after their successful trials in Siachen and Jammu and Kashmir, people here are not ready to buy it.

Malati Majhi, a villager from Dhamra said the toilet installed in the village lacks water supply and proper ventilation. “It does not have a window or a space for ventilation. As the inside area is inadequate, it is difficult to sit there. The toilet was used only for a couple of days after their installation. We don’t use it now for its stinking smell,” she said.

The Minister too had expressed his dissatisfaction over the lack of ventilation facilities in these toilets during the inauguration. The loos are so small and air-tight that a person feels suffocated after a few minutes. There is no system for air circulation as these are fully covered with fiber body.

The technology used to develop the bio-toilets is anaerobic processing system that treats excreta, typically with small volumes of flush water. This is usually a better process than the aerobic decomposition, which requires supply of oxygen either as compressed air or by agitation and process culminates into water and CO2.

The Bio-digester technology has been developed by Gwalior based Defence Research and Development Establishment (DRDE) and Tezpur based Defence Research Laboratory (DRL) which claimed the ELoos can effectively function in extreme conditions and temperature ranging from – 6 degree C to 50 degree C.

As per the claims of the DRDO, there is a bio-digester underneath where the temperature is maintained at 5 to 30 degree Celsius and the Psychrophile bacteria break down the waste. There is no foul smell, disease-carrying organisms or solid matter. The bio-gas is released into the air continuously and the residual liquid can be drained without any ill effect.

A local Bikartan Behera said no such degradation is done here. “Every time bad smell is coming out from the toilet making it unviable for use. People have to carry water from a faraway place to use the toilet, which is not possible always. The facilitator needs to equip the toilet with water supply,” he said.

A retired defence employee N K Sahu said the bio-toilets were first tried between 1993 and 1998. However, systems failed because of foul smell, breeding of cockroaches and flies, maintenance requirement, need for daily addition of bio-enzymes.

“But now though the DRDO claims to have used the bacteria Psychrophile in the toilets, but the loos should be made user friendly with spaces for ventilation and round-the-clock water supply. Or else it would be left unused,” he said.

Local defence officials though admitted the shortcomings in these toilets, but none agreed to comment on it. They said all the problems would be sorted out soon and more toilets installed in the area to curb the habit of open defecation.
