CORRUPTION IN ARUNODAYA PROGRAMME OF DRDO AT DRL, TEZPUR – CIVIL HIRED VEHICLE

SUBJECT: CORRUPTION IN ARUNODAYA PROGRAMME OF DRDO IN  CASE OF CIVIL HIRED VEHICLE  AT DRL BY DR. VIJAY VEER, DIRECTOR , DEFENCE RESEARCH LABORATORY (DRL), TEZPUR, DRDO, MIN. OF DEFENCE

Sir,

  1. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence.
  2. Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012 and Mr. Baikuntha Jyoti Gogoi (B.J. Gogoi), Scientist ‘D’ is Nodal Officer of Programme Arunodaya at DRL, Tezpur.
  3. Manas Kumar Mandal, Distinguished Scientist is Director General of the Life Sciences Cluster with effect from 02 September 2013. Dr. Mandal was a Professor of Psychology at the Department of Humanities and Social Sciences, IIT, Kharagpur, prior to joining DRDO and his recruitment in DRDO is mystery well known to CVO, MOD and DRDO.
  4. The Arunodaya Programme was sanctioned by GOI letter No. DGLS/DRL/P(TD)/14-15/99/1957/D(R&D) dated 25 August 2014 and DPC letter No. DRDO/DPC/DIR/32500/LS/2014 dated 27 August 2014 signed by Ms. Nabnita R Krishnan, Director, Directorate of Planning & Coordination (DPC), DRDO HQ. Total cost of the Programme is about Rs. 38 crore with PDC of 05 Years (Aug 2014 to Aug 2019).
  5. Under the guidance and approval of Dr. Manas Kumar Mandal Life Sciences cluster planned a project known as ARUNODAYA PROGRAMME “Soldier Preparedness in High Mountain of NE Region: Arunodaya Programme” with Project No. TD/14-15/DRL-99 and Cost about Rs. 18 crore was sanctioned to DRL, Tezpur.
  6. DRL, Tezpur is nodal laboratory of Arunodaya Programme. Mr. H.K. Gogoi, Scientist ‘F’ is Project Coordinator and Mr. Baikuntha Jyoti Gogoi, Scientist ‘D’ is Nodal Officer of Arunodaya Programme.
  7. The business of eating and looting public money has started in this Arunodaya Programme by Mr. B.J. Gogoi and Dr. Vijay Veer under patronage of Dr. Manas Kumar Mandal, DG, Life Sciences. One such example of corruption is submitted as case study.

CASE STUDY

  1. Draft (not Minute Sheet/ Statement of Case) dated 11 December 2014 under Programme Arunodaya from Programme Office, Arunodaya, DRL, Tezpur initiated by Mr. B.J. Gogoi, Scientist ‘D’, Nodal Officer for “Provision of Civil Hired Transport (Light Vehicle- 4×4 Mahindra Scorpio Diesel or Equivalent) on monthly rental basis for Programme Office Arunodaya at DRL, Tezpur for the year 2015”. The same was approved by Dr. Vijay Veer, Director, DRL on 12 December 2014. Copy enclosed
  2. The Project No. S&T-09/DIH-116 entitled “Development of Specific Technologies to meet the fresh food requirement of Armed Forces under different Operational Environments” was sanctioned by DRDO HQ vide letter No. DLS/79/99705/DIH-116/745/D(R&D) dated 31 March 2009 in which DRL, fund of Rs. 1484 Lakh was sanctioned to DRL, Tezpur in the said project and there was provision of procurement of vehicle with fund of Rs. 9.0 Lakh.   3. Tata Safari was purchased under the project with approximate cost of Rs. 8.5 lakh in year of 2011. As a matter of fact, DRL, Tezpur is already having a project vehicle Tata Safari with Registration No. 11B108688Y that was purchased under the Project No. S&T-09/DIH-116 sanctioned in April 2009. Since the project is completed hence this project vehicle should be used in any other project and there was no need of hired transport as DRL, Tezpur was already having project vehicle.   4. B.J. Gogoi, Scientist ‘D’ and Dr. Vijay Veer, Director make a master plan for looting public money by hiring 4×4 Mahindra Scorpio vehicle at about 8 lakhs/year. If their intensions were positive they would have thought of purchasing such vehicle rather than hiring the same at 8 lakhs/year, despite the Tata Safari (Project Vehicle) was already available with DRL.
  5. In the demand dated 12.12.2014, under point (2) of Note at page no. 2, it is stated that “The firms are registered/will be got registered before tender enquiry”. According the demand dated 12.12.2014 initiated by Mr. M.G. Vairale, Scientist ‘C’ & MTO and countersigned by Mr. B.J. Gogoi, Scientist ‘D’. This demand was endorsed by Store Officer and OI/C Budget & Project Cell.
  6. As per the demand, the tender enquiry was floated to following seven firms. In demand the column of registration No. is blank for all vendors, which itself proves that none of the vendors were registered at DRL, Tezpur as per basic requirement of Purchase Manual 2006.drl hired vehicle case table
  7. In scope of work under point (1) Service, it is stated “Provision of Vehicles registered as Commercial Vehicles with licensed drivers” but the hired vehicle provided by the contractor is having white number plate with Registration No. AS 25 E 1645, Blue Color Mahindra XUV. In case this vehicle have been registered as commercial vehicle at RTO then it should have been having yellow number plate and should have been registered as Commercial Vehicle(Taxi). This establish the Vehicle No. AS 25 E 1645 is personal vehicle and not the commercial vehicle. The indenter, nodal officer as well as Director are fully aware of this fact and it grossly violated the scope of work and terms & condition of the contract agreement.   8. The contract is for 12×7 = 84 Hours /Week but in DRDO office hours are 09:00 to 17:30 and 05 days week, then how hired vehicle was utilized 12 hours per day and seven days in week. This proves the contract is bogus and main objective is misappropriation of public fund by Mr. B.J. Gogoi and Dr. Vijay Veer on the name of hired vehicle.
  9. Two Project Vehicles may be purchased hardly within one month as there was provision of Rs. One crore in sanction of the project for hired vehicle/transport but why till date vehicles were not purchased? The answer is very simple – corruption and eating money by Nodal Officer and Director.
  10. Through Investigation and Verification of Registration of vehicle as Commercial Vehicle, Entries in the Log Book of the said vehicle, Service Tax payment by vendor to Custom & Excise Department, Tour Program/Movement Order/ Tour Claims of official of DRL and bill submitted by vendor to DRL will itself show the whole conspiracy on the name of Hired Vehicle at DRL, Tezpur in Arunodaya Programme.
  11. There are several such cases are available in DRL, Tezpur regarding fake claim and misappropriation of public fund in hired vehicles.

Therefore in light of above mentioned facts and evidences following actions are requested.

  • Cancel the contract immediately to save public money as Project Vehicle Tata Safari is available at DRL, Tezpur.
  • To procure two new project vehicles at earliest
  • Through investigation of all procurement/contracts cases etc in Arunodaya Project made by Mr. B.J. Gogoi till now.

ILLEGAL APPOINTMENT OF MS. SHWETA SINGH, SRF AT DRL, TEZPUR BY DR. VIJAY VEER, DIRECTOR, DEFENCE RESEARCH LABORATORY(DRL), DRDO,TEZPUR

SUBJECT: IRREGULARITIES IN APPOINTMENT OF MS. SHWETA SINGH, JRF and SRF AT DEFENCE RESEARCH LABORATORY (DRL), TEZPUR BY DR. VIJAY VEER, DIRECTOR, DRL, TEZPUR, DRDO, MIN. OF DEFENCE

Sir,

Within last 10 years a bunch of DRDO officials running DRDO with their own made rules whether it is related of procurements or recruitments like the following case of recruitment of Ms Sweta Singh as JRF/SRF in DRL, DRDO, Tezpur by  Dr. Vijay Veer, Director is a small example of manipulations in GOI laid down rules.

  1. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment under Defence Research & Development Organisation (DRDO), Ministry of Defence.
  2. Vijay Veer, Scientist ‘G’ is Director, DRL, Tezpur with effect from 01 March 2012. Prior to him Dr. Lokendra Singh was Director of this establishment since the year 2010 to 28 Feb 2012.
  3. A.K. Singh is Director (Personnel), Dte. Of Personnel (DOP) at DRDO HQ, DRDO Bhawan, New Delhi with effect from 01 Dec 2012 and prior to this he was posted as Director, DHRD at DRDO HQ from Oct 2010 to 27 Feb 2013.
  4. A.K. Singh, Director (Personnel) hails from Aligarh, Uttar Pradesh which is evident from his IPR available at DRDO website. Copy of IPR is attached as Annexure No. -1.
  5. Shri Virendra Pal Singh (V.P. Singh) who is an official of Arunachal Pradesh, Government also hails from Aligarh, Uttar Pradesh.
  6. Lokendra Singh, Dr. Vijay Veer and Dr. RKR Singh, TO ‘C’, Estate Officer and Shri V.P. Singh are good friend and know each other very well as Shri V.P. Singh regularly staying at DRL, Guest House, Tezpur since past several years while he is not an DRDO/Service employee and no office/project of Arunachal Pradesh Government is existing at DRL, Tezpur. The rent of VIP suits at DRL, Guest house is only Rs. 50 -100 while the same accommodation at Hotel in Tezpur is about Rs. 2000-2500. The reasons why Dr. Lokendra Singh, Ex-Director, DRL and Dr. Vijay Veer, Director, DRL giving such kind of privilege to Shri V.P. Singh is matter of investigation?
  7. Even the Arunachal Pradesh Government Vehicle with Registration No. AR 01E 0879 is regularly parked at House of Dr. RKR Singh, TO ‘C’, Estate Officer, DRL, Tezpur. The same Government vehicle was also found in New DRL Guest House. The Photograph of Vehicle No. AR 01E 0879 of Arunachal Pradesh Government parked at New DRL Guest House is attached as Annexure No. -2.
  8. A.K. Singh, Director(Personnel) , DRDO HQ is holding sensitive posts continuously since past 8 years as Director, CEPTAM, Director, DHRD and Director(Personnel), which is against CVC Guidelines. I have filed three complaints against him to PMO & MOD on charges of Corruption. He was holding the post of Director, DHRD from October 2010 – 27 February 2013. DHRD is responsible for recruitment of JRF, SRF and Research Associates in various DRDO establishments and formulates guidelines for their appointments etc.

This complaint is regarding irregular appointment of Ms. Shweta Singh D/o Shri V.P. Singh, Aligarh as Junior Research Fellow (JRF) followed by  Senior Research Fellow (SRF) with two years extension by Dr. Vijay Veer, Director, DRL, Tezpur and extra payment of stipend while she was absent from DRL, Tezpur for about one year.

Brief Facts of the Case

  1. Shweta Singh, d/o Shri V.P. Singh was appointed as Junior Research Fellow (JRF) at DRL, Tezpur for a period of two year with effect from 03.10.2011 to 02.10.2013. She joined at DRL, Tezpur on 03.10.2011 and posted at Pharmaceutical Technology Division.
  2. Shweta Singh was getting stipend of Rs. 16000/- month from DRL, Tezpur. She remains absent/highly irregular at DRL, Tezpur during January 2013 to December 2013. Meantime she got married on 28 November 2013 at Aligarh (Uttar Pradesh). She joined back at DRL, Tezpur on 13 January 2014.
  3. In reply to one letter from Admin Division of DRL, Tezpur, Dr. P. Chattopadhyay, Group Head, Pharmaceutical Technology Division informed to Director, DRL, Tezpur vide his letter dated 07-10-2013 on Subject “Absent of Ms. Shweta Singh, JRF, Pharmaceutical Technology Division absent from 8th July 2013” stating thereby That “I am inform you that Ms Shweta Singh, JRF, Pharmaceutical Technology Division absent from 8th July 2013”. Copy of the letter dated 07.10.2013 is annexed as Annexure No. -3.
  4. On direction of Dr. Vijay Veer, Director, DRL, Ms. Shweta Singh, JRF got full stipend of the period while she was absent from DRL, Tezpur. Some complaint and RTI were filed by some persons in the matter therefore under pressure of PCDA, Dr. Vijay Veer ordered to Admin & Finance division to recover one month stipend from her. Rs. 17600/- was recovered vide letter 51/13/AE dated 28/10/2013. Copy of the letter No. 51/13/AE dated 28/10/2013 is annexed as Annexure No. -4. The same amount was deposited by Ms. Shweta Singh vide Chq. No. 508551 dated 8/5/2014. Copy of the letter dated 08/05/2014 sent from Mrs. Shweta Singh, SRF to Director, DRL regarding “Return of Excess Payment”, is annexed as Annexure No. -5.
  5. I submitted an application under RTI Act 2005 dated 26 July 2014 in the matter of Ms. Shweta Singh, JRF to CPIO, DRDO HQ, New Delhi but till date CPIO, DRDO did not replied. Copy of the application under RTI Act 2005 dated 26 July 2014 is attached as Annexure No. -6.
  6. Detailed attendance sheet of Ms. Shweta Singh from Biometric Punching Attendance System of said period may establish her long absence from DRL, Tezpur. But extra payment for only one month and three days of stipend was recovered from her by DRL, Tezpur on direction of Dr. Vijay Veer. Due to expose of the matter, DRL stopped her stipend with effect from 03 October 2013. Till date she did not get any stipend from DRL, Tezpur.
  7. As per the DO-II No. 07 dated 20.04.2012, her tenure for JRF was automatically ended on 02.10.2013. She was absent in month of October 2013 but Dr. Vijay Veer gave another big favor to her. He constituted an Assessment Committee consisting of three senior officers namely Dr. H.K. Gogoi, Scientist ‘F’, Shri Indrajeet Baruah, Scientist ‘F’ and Dr. P. Chattopadhyay, Scientist ‘D’  vide DO-II No. 07 dated 25.04.2014 to gave extension of one year to Fellowship of Ms. Shweta Singh, JRF with retrospective effect from 03.10.2013 while she was not present during said period in DRL, Tezpur and appointed her as SRF. Copy of the DO-II dated 25.04.2014 is annexed as Annexure No. -7. It was mentioned in said DO-II dated 25.04.2014 that “Extension of tenure of fellowship of the above named individual with effect from 3rd October 2013 for one year as per recommendation of the Assessment Committee held on 24th March 2014 at DRL, Tezpur”.
  8. As per DHRD, DRDO guidelines  extension for one year can only be provided to a JRF candidate after his/her presentation before Assessment Committee constituted by Director well before the expiry of tenure of 02 years of the JRF.
  9. It is big manipulation and conspiracy that Ms. Shweta Singh never appeared before the Assessment Committee and she got extension of one year with retrospective effect by Assessment Committee vide DO-II No. 07 dated 25.04.2014. The said Assessment Committee was constituted by Dr. Vijay Veer, Director, DRL, Tezpur in the March 2014, which held the meeting on 24 March 2014.
  10. The recommendation of the Assessment Committee was approved by Dr. Vijay Veer, Director and Ms. Shweta Singh got extension for fellowship as SRF for one year from 03.10.2013 to 02.10.2014 vide DO-II No. 07 dated 25.04.2014.
  11. Surprisingly, while tenure of Ms. Shweta Singh, JRF was automatically ended on 02 October 2013 vide DO-II NO. 07 dated 20.04.2012, then why Dr. Vijay Veer allowed her to work in DRL, Tezpur till April 2014 and gave ex-post-facto sanction without any authority?
  12. Shweta Singh got married on 12 November 2013 and She was absent during the period from 03 October to 12 January 2014, then why DRL, Tezpur allowed her to join at DRL, Tezpur while her tenure was ended automatically on 02.10.2013?
  13. Extension for fellowship with retrospective effect is completely illegal as (i) Tenure of JRF remains only for two years, it cannot be extended in case of Ms. Shweta Singh as her term expired on 02 October 2013. (ii) With back date appointments/extensions to fellowship are not permissible under any rule of DRDO and GOI.

Hence extension to fellowship wef 03 October 2013 for one year by order dated 25.04.2014 is totally illegal and irregular. It should be cancelled.

  1. She was getting stipend of Rs. 16000/- per month as JRF and Rs. 18000/- per month as SRF.
  2. Under pressure of complaint to PCDA and RTI Application to CPIO, DRDO, DRL, Tezpur stopped the payment of her stipend with effect from 03 October 2014 up to till date. But to favor Ms. Shweta Singh, Dr. Vijay Veer ordered Finance Division to make bill for payment of stipend to Ms. Shweta Singh and accordingly a bill of approximately Rs. 2,12,439/- was made and sent to PCDA, New Delhi in February 2015 vide DRL letter No. 30/PAS/JRF/SRF/2014-2015 dated 02.02.2015. Copy of the bill sent to PCDA, New Delhi is annexed as Annexure No. -8.
  3. PCDA returned the said bill with following objections: (i) To submit attendance sheet of the Ms. Shweta Singh, (ii) Authority letter by which she was appointed as SRF by Director, DRL, Tezpur vide their letter dated 16.03.2015. Copy of the letter received to DRL, Tezpur dated 16.03.2015 from Accounts Officer, PCDA, Delhi is annexed as Annexure No. -9.
  4. Despite the above incidences, Dr. Vijay Veer again constituted Assessment Committee in November 2014 comprising of HK Gogoi, Scientist ‘F’, Dr. P. Chattopadhyay, Scientist ‘D’ , Dr. SN Dutta, Scientist ‘C’ and Shri S. Doley, TO ‘D’. This committee has a meeting on 24.11.2014 and recommended the 6 months extension to Ms. Shweta Singh, SRF for the fourth year. The minutes of the meeting was approved by Dr. Vijay Veer, Director, DRL, Tezpur on the same day 24.11.2014. Copy of the Minutes of Assessment Committee is annexed as Annexure No. -10.
  5. DRL, Tezpur has not submitted any reply to objections of PCDA till date and she did not get any payment since January 2014 to till date from DRL, Tezpur.
  6. Vijay Veer, Director, DRL, Tezpur is running this JRF-SRF business since his joining at DRL, Tezpur and normally per year 10-12 candidates being appointed by irregular means. Recently in the year 2014 and 2015 more than 25 vacancies were advertised. This year Interview going to held on 19 May 2015. Copy of the advertisement for the year 2014 and 2015 for recruitment of JRF, SRF and RA are annexed as Annexure No. -11 and Annexure No. -12.

Irregularities and Corruption by Dr. Vijay Veer in appointment of Shweta Singh, JRF

  1. Vijay Veer, Director, DRL, Tezpur unduly favored Ms. Shweta Singh and gave her an illegal extension in fellowship with intent to get pecuniary advantage to her by misusing his official position.
  2. Not only to her, Dr. Vijay Veer is giving high privileges to his father Shri V.P. Singh by allowing him to stay at DRL, Guest House since long time.
  3. This act of Dr. Vijay Veer amounts conspiracy against Government with ill motives to make a loss to public money and gave financial benefit to Ms. Shweta Singh by misusing his powers and official position by gross violation of DRDO Guidelines.
  4. Vijay Veer is attempted to make a payment of about Rs. 2,12,439/- in lump sum to Ms. Shweta Singh despite knowing her extension to fellowship was illegal.
  5. The said misconduct and misuse of power for giving pecuniary advantage to Ms. Shweta Singh, JRF by Dr. Vijay Veer, Director, DRL, Tezpur comes under section 13.(1)(d) of Prevention of Corruption Act 1988.

In light of above evidences it is  requested to you Sir,  issue appropriate direction to Secretary, DRD, South Block, New Delhi to:

  • Cancel the appointment order of Ms. Shweta Singh as JRF and SRF at DRL Tezpur and stop her payment till finalization of the complaint.
  • Not to award Ph.D. degree to Ms. Shweta Singh as her appointment as SRF is illegal and she was absent during her tenure as JRF in 2013.
  • Issue order to recover extra payment from Ms. Shweta Singh which DRL, Tezpur paid to her while she was on long absent from DRL, Tezpur for more than one year.
  • Setup an enquiry against Dr. Vijay Veer under CCS (CCA) Rules 1965 and Prevention of Corruption Act 1988 to give undue favour to Ms. Shweta Singh, SRF, DRL, Tezpur.
  • Cancel the recruitment process of JRF and SRF in DRL, Tezpur for the year 2015.

MoD Seeks Report on DRDO Contract Staff

NEW DELHI: Taking cognisance of Express report, which highlighted that a huge number of contractual employees in the Defence Research and Development Organisation (DRDO) were posing a threat to the defence secrets in the wake of a few espionage cases coming to light, the Ministry of Defence (MoD) has sought a detailed report from the premier defence research agency.

The April 27 report had said the agency had a strength of more than 50,000 temporary or casual employees, who had complete access to all its classified and research activities.

Alarmed over the issue raised by Express, Defence Secretary R K Mathur, who is holding additional charge of the Defence Research and Development Organisation, has sought a detailed report through an internal note issued on May 8 to Director Generals of all the Defence Research and Development Organisation establishments.

“It is therefore requested that requisite inputs in respect of all hired/ contractual employees in your cluster/laboratories and departments along with duration of employment, payment details, functional justification and copy of the relevant authority letter be furnished to the department by June 5 for further necessary action,” Major General Ajay Gupta, Director Vigilance and Security, said in the internal missive on the directions of the Defence Secretary.

These contractual employees are not only involved in every step of design and development of projects, but also in trials. Over 55 laboratories of the Defence Research and Development Organisation, mandated to develop products and technologies to modernise Armed Forces ranging from missiles to combat aircraft, have roped in over these casual employees to assist scientists.sunday standard 17 may 2015

People may be think that because of their high skill expertise DRDO might been engage such manpower,  but matter of fact this practice adopted DRDO is only for those who are having good number of secrets or having evidences of wrong doings of DRDO bosses.

In ASL you will find people working since last more than 10 years after retirements, scientists, Technical Officers, who are experts in manpower/ logistic manipulations while missile firing, even JCDA retired account officer etc who are expertise in bill clearance from CDA. These specialized contractual having good assets that can be verified by agencies.

One major observation on these contract appointments is the not following the proper police verification.

all of us know about DRDL it is a dream job org to every one. but please think about contract employees. My husband is also working in DRDO RCI he is engineering graduate. From past 2 years he is working but he is getting 14k. how we can Liv with family in Hyderabad and this year no increments… we are not dreaming about permanent  job….. my small wish is to get better pay… for the same job a permanent employee getting nearly 4ok but contract employee getting only 12+.but work is same for both. am not asking to give 4o to contract people just i want to say please provide increments at least…this is not only my wish… i hope u can think & talk about this……….

Following one example case of DRL, DRDO, Tezpur for your sharp analysis of this DRDO’s contract business.

  1. Sh.M.L. Roy is an ex-employee of Defence Research Laboratory (DRL), Tezpur who superannuated on 31 Dec 2008
  2. He was posted at Director Secretariat as Personal Assistant/Personal Secretary to Director, DRL, Tezpur prior to his superannuation from DRL, Tezpur.
  3. Right from his superannuation on 31 Dec 2008, he was start working at DRL, Tezpur as contractual Laborer and posted at Director He is engaged in all sensitive work like computerized compiling of materials in Director’s Office, monitoring and maintenance   of important files of Director Office which has already been mentioned in his contract.
  4. Since last 7 years continuously working in DRL, Tezpur as Personal Secretary (PS) to Director, DRL, and Tezpur by means of several private vendors / supplier/security agencies.
  5. M.L. Roy is presently of 65 +years age and not fit for this job as in this sensitive post any private contractual labour should not be appointed while several young skilled manpower is available in DRL, Tezpur.
  6. DRL, Tezpur having permanent staff Sh S K Sharma as PS ‘C’ but he was not assigned the right job.
  7. Interestingly Sh M L Roy working for Rs 5000 – Rs 6000 only as Jan 2015 Salary was Rs 5764.00
  8. Sh M L Roy working as mole for vendors, each and every file of procurements / recruitments/ transfer postings/temporary duties etc. moves from Director’s office.

Sir, it is requested kindly order for extensive survey of to explore the necessity of this contract business in DRDO. Because like Director, DEAL Sh R C Agarwal used these contract labour for kitchen gardening, to clean utensils, to wash his wife’s petticoats etc, when this issue published on website Sh R C Agarwal stopped using these labours. SUBJECT: CORRUPTION IN PROCUREMENT OF STORE ITEMS FOR TRANSIT GUEST FACILITY AT TAWANG, BY DR. RKR SINGH, TECHNICAL, OFFICER ‘C’ AND DR. VIJAY VEER , DIRECTOR, DRL, TEZPUR , DRDO, MINISTRY OF DEFENCE.

  1. Through the note sheet dated 26.09.2013, Dr. Vijay Veer approved the procurement of some items but surprisingly the amount of procurement items for which approval was sanctioned not mentioned and mode of purchase was not mentioned. Which is essential for the approving the financial sanction by CFA under Purchase Management 2006 of DRDO.
  2. A note sheet dated 26.09.2013 was initiated by Dr. RKR Singh, Technical Officer ‘C’ , OI/C , DRL Detachment(Dett.), Tawang to Director & CFA DRL Tezpur. The said note sheet was approved by Dr. Vijay Veer, Director and CFA on 26.09.2013. Copy of the note sheet is annexed as Annexure No. -1.
  3. This case is regarding false procurement of furniture (bed), Blanket and mattress by submission of improper  bills.
  4. He is involved in various kinds of financial irregularities and misappropriation of public funds by making fake procurement with help of his favourite very junior officers at DRL, Tezpur.
  5. Vijay Veer, Scientist ‘G’ taken over as Director, DRL, Tezpur w.e.f. 01st March 2012. As per DRDO legacy Dr. Vijay Veer start running DRL, DRDO, Tezpur violating all laid down rules of GOI. His superannuating on 31 December 2015.
  6. Defence Research Laboratory (DRL), Tezpur (Assam) is an establishment of Defence Research & Development Organisation (DRDO), Ministry of Defence, DRDO Bhawan, New Delhi.
  7. The Indents were initiated under cash purchase in Performa DRDO.MM.09 (Prescribed Performa for Cash Purchase under Purchase Management 2006). All these indents were initiated and countersigned by Dr. RKR Singh, himself as OI/C, DRL Dett. Tawang, HOD, High Altitude Division and finally approved by Dr. Vijay Veer, Director and CFA on 10.10.2013. Copies of all three cash purchase demands (indents) are annexed as Annexure No. – 2A, 2B & 2C. The summary of said procurement is given below.RKR case tableRKR case table
  8. The Receipt, Issue & Expenditure Boucher No. CRV/100 dated 19.11.2013 is attached as Annexure No. – 3.
  9. Copies of bills submitted by Dr. RKR Singh for said procurement under cash purchase are annexed as Annexure No. – 4.GROUNDS
  10. It is quite evident from facts & documents attached above those three demands were initiated by Dr. RKR Singh, Technical Officer ‘C’ both as Indenter & HOD. These demands were raised on 09.2013, 07.10.2013 and 07.10.2013 respectively.
  11. These demands get financial sanction from Accounts Officer, Store Office, OI/C Planning & Coordination and Director/CFA on 10.2013.
  12. Items not came in DRL premises, no entry of item at Security Gate is available, no physical verification of items purchased which is quite evident as Wooden Bed were purchased at Tawang which 350 kms away from Tezpur.
  13. Surprisingly the bill submitted by Dr. RKR Singh, Technical Officer ‘C’ is of dates 09.10.2013, 01.10.2013 and 09.10.2013, which are prior to the date of sanction/approval by Director/CFA. Such practices are not permissible under Purchase Management 2006.
  14. This establishes that the items were procured even before sanction/approval by CFA and without withdrawing Cash Section of Finance Division or Cash Purchase Officer.
  15. Since procurement was not visible so improper bills were submitted as without getting fund from Finance Division of DRL, Tezpur, then from which money Dr. RKR Singh purchased the said items for which he submitted false bills.
  16. On perusal of items it establishes the items were purchased for creation of Temporary Transit Facility in the already available structure at DRL, Dett. Centre, Tawang. There was no exigency in the matter as Tawang is 350 kms away from Tezpur and none of the official visiting there regularly. The said items should be purchased after due sanction and approval of CFA and withdrawal of fund from Finance Division of DRL, Tezpur.
  17. The DRL Dett. Centre, Tawang is at 350 km from Tezpur and there is no permanent/temporary/prefabricated structure at site of DRL Dett. Centre, Tawang. Only two teen shades of small size are there and one garage. Even the toilets, bathroom and boundary are not there on site of DRL, Dett. Centre, Tawang. Copies of recent photographs of DRL Dett. Centre site are annexed
  18. It is self explanatory from these photographs of DRL Dett. site that there is no Temporary Transit Facility existing in DRL Dett. Centre, Tawang. Even there is no boundary wall and kitchen etc then how any official of DRL, Tezpur can can stay there.
  19. Two employees Mr. N. Tashi, Security Attendant ‘A’ and Mr. L. Rinchin, Security Attendant ‘A’ who originally hails from living at Tawang unauthorizedly without any Posting Order (DO-I) or Movement Order  for Temporary Duty.This establishes whole conspiracy for misappropriation of fund by Dr. RKR Singh and Dr. Vijay Veer by submitting false demands, false bills and misappropriation of Rs. 24533.00 without purchasing any item.

    However, the amount of public fund is small but it establishes doubtful integrity of Dr. Vijay Veer, Director, DRL, Tezpur and Dr. RKR Singh, Technical Officer ‘C’. It warrants disciplinary action against both of them under CCS (CCA) Rules 1965 and Prevention of Corruption Act, 1988.

Sir,                                                                                                                                                               With reference to above cited complaint against Dr. Vijay Veer, Director, Defence Research Laboratory(DRL), Tezpur (Assam) under Defence Research & Development Organisation (DRDO), Min. of Defence, it is submitted that Dr. Vijay Veer is retiring at the end of this year and till date no action has been taken by CVC in this matter. The corrupt practices at DRL, Tezpur are continued without any fear by Dr. Vijay Veer as he is retiring this year and trying to materialize more & more procurement cases and other irregularities in DRL, Tezpur.

In this connection, one RTI Application submitted  dated 30 March 2015 to get status of the complaint to CPIO, CVC but till date no status of complaint received from CVC  against Dr. Vijay Veer, Director, DRL, Tezpur.

Kindly issue orders for speedy action on the said complaint and an early disposal of complaint prior to retirement of Dr. Vijay Veer, Director, DRL, Tezpur.

Sir,

  1. DOP, Dr. A.K. Singh did not take timely action on the letters of cvc and cvo of mod on the illegal Appointments of blood relatives of senior scientist of DRDO as scientists namely SMT. T chandrabanu, Ms Swati Sriwastava, Ms Dolly Bansal & SMT. S Geetha to illegally retain them for the period as much as possible. He did not carry out his duty meticulously against illegal appointment of SMT. S Geetha to please his ex-boss Dr.W. Selvamurthy.
  2. He did not take the following actions as expected from him in the capacity of DOP to know the truth of the experience certificate, got issued from Dr.Ambedkar centre for Bio-Medical research of Delhi university (ACBR of DU) by SMT. S Geetha D/O Dr.W. Selvamurthy Ex- CC R&D, HR
  • Has not called for any explanation as yet from SMT. S. Geetha to tell the organization  about the name of the projects & names & designations of the principal investigators of the projects of the ACBR of DU in which she worked during November 1999 to January 2000 and for the same she was issued a experience certificate.
  • Has not called for any explanation as yet from SMT. S. Geetha about the date on which SMT. S. Geetha applied for the post of temporary research assistant in ACBR of DU in 1999.
  • Has not called for any explanation as yet from SMT. S. Geetha about the procedure and mode of selection to the post of temporary research assistant in ACBR of DU in 1999
  • Did not produce the original copy of the experienced issued to SMT. S Geetha by officiating Director Dr.Veena Brahamchari of ACBR of DU to the high power committee of Shri Bhujanga Rao & Shri Anup Malhotra set up on the orders of defence minister in  which DOP was himself a member.
  • Did not call for any explanation as yet from SMT. S. Geetha, SC-D of DIPAS, Delhi to know all the facts for issuance of the experience certificate to her by ACBR of DU.
  1. Has been instrumental in sending delayed & distorted replies to the CBI since 01-10-2012 (the date from which he is holding the charge of DOP) in respect of the ongoing through inquiry  against 04 illegal appointed relatives of the senior scientist of DRDO i.e. against SMT. T  Chandrabanu, Swati Sriwastava, Dolly Bansal & SMT. S Geetha.
  2. Has been instrumental in transferring DRDS Cadre Scientists by pick & choose rule without following any uniform policy.
  3. Has harassing the husband-wife scientists by not posting them at a convenient place violating the GOVT. policy.
  4. Has been adopting dilatory tactics to harass the employees of DRDO (who submit genuine grievances on service matters to DRDO HQ to obtain justice through administrative channel) by    unnecessarily seeking opinions of the nodal departments even in the matters where the rule position is expressively clear.
  5. Remains dormant in redressing the genuine grievances & acts super actively to help the dishonest employees & officers of the DRDO which shows his possession of doubtful integrity.
  6. Appointed retired officers of AFHQ Cadre, DRDS Cadre, service officers & DRDS Cadre officers as consultants during his tenure as DOP for the regular jobs for which either replacement have joined in DRDO or for the jobs for which no such appointments is permissible under concerned. He even allowed continuation of the tenure of such illegally appointed consultants.
  7. Has been implementing the special pay to the scientist ‘G’ & counting of the special pay in the fixation of Scientist ‘H’ & tapering of the variable increments of the Scientists by violating  the concerned express rules of DOP&T & ministry of Finance.
  8. Has omitted his duty as DOP with regard to misconducts of Shri A.K. Maini retired Director of LASTEC to save him from vigilance action.
  9. Dr A K Singh deliberately delayed in processing the case of misconduct prima facie against Dr A K Tyagi, Sc ‘G’ so he could get promotion to the post of Sc ‘G’ before issuance of formal charge sheet. He did not propose his suspension of Dr.A K Tyagi even when charges of corruption were forwarded by CVC for investigation to DRDO through CVO, MoD

It is requested that do needful in this with above all reference to save the DRDO.

DRDO HQ is expert in constituting Fact Finding Committees in such a way that the first and final agenda is to any mean give the clean chit to allege officiasl. DRDO Hqrs. having a great track record for this.

  1. Sh Avinash Chander gave clean chit to Dr Arun Kumar, Ex DOP for involved in appointment of of his daughter, Dr W Selvamurthy’s daughter, Sh Bansal’s Daughter, Dr G. Elangovan’s wife etc. After intervention of Ex Defence Minister, Dr run Kumar suspended, facing disciplinary proceeding, his daughter Ms Swati & Mrs T Chandra Banu’s service annulled and rest Ms Geetha & Ms Dolly Bansal’s are in queue. The key person helping in this corrupt practice is Dr A K Singh, DOP, DRDO being staff officer of Dr W Selvamurthy the CC R&D (HR)
  2. Dr V Bhujanga Rao then CC R&D (HR) gave clean chit to Dr A K Maini, E Director LESTEC for giving CRS to Sh Praksh Singh, SAO, LASTEC, but what happened Sh Praksh Singh reinstate and Maini is fighting for his pension till date. The key person helping in this corrupt practice is Dr A K Singh, DOP, DRDO.
  3. Sh Avinash Chader made two Fact Finding Committees to find out Dr A K Saxena’s corrupt practices but only GOD or Dr A K Singh knows the truth. Now we are looking High Court Delhi for revealing the facts of Dr A K Saxena’s, Director, DMSRDE, Kanpur. The key person helping in this corrupt practice is Dr A K Singh, DOP, DRDO. Dr A K Singh submitted illegal affidavit to CAT Allahabad & High Court Allahabad to support most corrupt DMSRDE Director.
  4. Maj. Gen Ajay Gupta, Director, Vigilance is under pressure of Dr. A K Singh, DOP, DRDO, Hqrs because of Dr. A K Singh, DOP, DRDO, Hqrs aware all earlier co-operations done by Ajay Gupta with ex SA to RM.

It is requested that please see personally the investigation against Dr. A K Singh, DOP, DRDO, Hqrs. As you also aware that Dr. A K Singh role for harass Dr. Gauasal Khan, Sc D and Dr S Majumadar, Sc G in DIPAS. The reputation of DRDO administration is in the stake because of incompetent DOP, court cases are increasing day by day, officials are suffering sundry things like transfer/posting, SC/ST harassment and minority harassment cases are not dealing properly by DOP. After termination of Sh Avinash Chander Dr A K Singh’s illegal activities are down 50% but still your intervention is requested to give relief to DRDO officials from the panic of Dr A K Singh.

Hon’ble Sir,

Sir, country thanks to your decision to revamp DRDO, it is requested to weed out all incompetent scientists who are sitting in top management without contributing a single product in national mission

With regards, I would like to bring the truth of AGNI missile programme of India under IGMDP. Some Scientist of DRDO who are not involved in key role the said project are making fake claims in media and interacting with media unauthorized manner violating conduct rules. DRDO is having its Directorate of Public Interface (DPI) and Shri Ravi Kumar Gupta, Director, Directorate of Public Interface is the only authorized officer in DRDO to issue any press release of DRDO and interaction with media. There is no gazette notification of MOD is available in respect of Sh Ravi Gupta as official spoke person of DRDO,MOD.

You can understand the frustration of senior scientists of DRDO who are facing such kind of discrimination where his contributions have been ignored by Shri Avinash Chander, DGR&D, DRDO, SA to RM and Secretary, DRD and credit of the work has been given to mediocre scientist. These scientist got promotions, appointment as Director, fame in media & public, awards and achieving a good positions in Government establishment based on fake claims, media hype and support of Shri Avinash Chander. It is astonishing facts that how these fake claims of scientist being approved and acknowledged by their Director, DG & Peer Committee constituted for promotion in senior position and appointment as Director.

Shi Avinash Chander has been given enormous administrative and financial power by Government of India and he is holding three posts simultaneously which is totally unjustified. The practice of misuse of power & post for personal gain by SA to RM is not new and DRDO is full of such examples. The appointments of DGR&D, DRDO, SA to RM and Secretary, DRD are politically motivated and real Scientists never get appointments as DRDO Chief.

This case is regarding fake claim in media, creating media hype in her favour by influencing media to write false article on her and award her imaginary titles by Ms. Tessy Thomas, Outstanding Scientist & Scientist ‘H’.

Before mentioning the full facts of the case, I would like to highlight the history of AGNI Missile Programme in brief.

  1. Realizing the importance of guided missile weapon systems in the modern warfare, a Special Weapon Development Team (SWDT) was formed in 1958. This team was later expanded into DRDL, a full-fledged laboratory in June 1961 at the campus of Defence Science Centre, Delhi. The laboratory was moved to Hyderabad in Feb’ 1962, from where starts the story of guided missiles in India.
  2. In 1972, Project Devil, a medium range Surface-to-Surface Missile was initiated. A large number of infrastructure and test facilities were established during this period. The main facilities established during this period included Aerodynamic, Structural and Environmental test facilities, Liquid and Solid propulsion facilities; fabrication and engineering facilities; Control, Guidance, FRP, Rubber and computer centres, ground and flight instrumentation and on board power supplies development facilities. The development of components / systems for Project Devil formed the technology bricks for the future IGMDP Programme. 1982 onwards DRDL took a quantum jump by taking design and development of various types of missiles systems simultaneously leading them to limited series production under Integrated Guided Missiles Development Programme (IGMDP).Prithvi– a surface to surface missile system, Trishul– a quick reaction short range, surface to air missile system, Nag– a third generation anti-tank missile system and Akash– a medium range, surface to air missile system, besides Agni– a technology demonstrator were taken up under the Programme.
  3. In order to meet the growing demands of development, integration, testing and quality assurance, three establishments namely Research Center Imarat (RCI), Composite Products Development Centre (CPDC), and Interim Test Range (ITR) came out under the parenthood of DRDL and a separate qualification agency Missile Systems Quality Assurance Agency (MSQAA) were established during this period. Later these establishments acquired independent status. In the year 1999 another laboratory called ‘Advanced System Laboratory’ was carved out of DRDL to meet the specific requirements of long range systems. This group of laboratories is now called Missile Complex. [DRDL information from DRDO website]
  4. APJ Abdul Kalam joined DRDO as Director, DRDL in 1982 and in the year 1983 IGMDP was sanctioned by Smt Indira Gandhi. Under this programme it was decided to develop five missiles with names Agni, Prithvi, Akash, Nag and Trishul. Much prior to joining Dr. Kalam in DRDL, Hyderabad, DRDO was working on R&D of missiles with good infrastructure as stated above.
  5. Development Program’ (IGMDP).The IGMDP is one of India’s most successful defence research project, as all the missiles – Prithvi, Akash, Trishul, Nag, Agni – have been successfully tested and inducted by the Indian armed forces.IGMDP team formed a consortium of DRDO laboratories, industries and academic institutions to build these sub-systems, components and materials.
  6. The Integrated Guided Missile Development Program (IGMDP) was a Ministry of Defence (India) program for the research and development of a comprehensive range of missiles. The program was managed by the Defense Research and Development Organization (DRDO) and Ordnance Factories Board in partnership with other Indian government research organisations. The project started in 1983 and ended in 2008 after these strategic missiles were successfully developed. The last major missile developed under the program was the Agni 3 intermediate-range ballistic missile which was successfully tested on 9 July 2007. On 8 January 2008, the DRDO formally announced the successful completion of the IGMDP.

FATHER OF INDIA’ AGNI MISSILEPROGRAMME – SHRI RAM NARAIN AGARWAL

  1. Shri Ram Narain Agarwal, Padam Sri (1990), Padam Bhushan (2000)is eminent missile scientist and an aerospace engineer of India known as “Father of AGNI”series of surface to surface missilesprogramme of India. Even before joining of Dr. Kalam as Director, DRDL in 1982, Shri R. N. Agarwal he was working on technology development for missiles that were later on used in Agni missilesand he was as Head of Aerodynamics Test Facility Group in DRDL, Hyderabad. His group was then engaged in building a supersonic wind tunnel and high-altitude test facility for high-enthalpy tests. Project report on the re-entry test vehicle for re-entry technology and also for setting up the high-altitude test facility was prepared by Shri R.N.   2. Shri Ram Narain Agarwal has worked as Program Director (AGNI) since 1983 to 2005 and as Director Advanced Systems Laboratory (ASL), Hyderabad. DRDO, Agni missile project Chief Shri R.N. Agarwal retires after 22 years working as Programme Director of Agni Project on 31 July 2005. He was recipient of DRDO’s Lifetime Achievement Award “for pioneering the development and establishment of long-range missiles systems” in the year 2004. He was fondly called as `Agni’ Agarwal’ in India’s missile circles. He has been involved from day one in this most ambitious missile project Agni, which gets international attention every time a new development is announced.The importance of Shri R.N. Agarwal in Agni  Programme can be analysed as even after eligibility & seniority for Chief Controller at DRDO HQ , Ministry of Defence did not shifted him to DRDO HQ from ASL, Hyderabad. His was name was considered for SA to RM but despite being Programme Director and having seniority, his junior Shri M. Natrajan piped him and Shri M. Natrajan was  appointed as SA to RM in the year 2004. This creates lot of frustration in missile scientist of DRDO.
  3. Shri R.N. Agarwal hails from Jaipur, Rajasthan, where he had his early education. After graduation, he joined the Madras Institute of Technology (MIT) at Chromepet, Chennai, for his post-graduate course in Aeronautical Engineering. After passing out from MIT, he completed his Master of Engineering in Aerospace Engineering from the Indian Institute of Science, Bangalore. He has won several awards. They include Padma Sri (1990) and Padma Bhushan (2000); the Dr. Biren Roy Space Science Award (1990); the DRDO Technology Leadership Award (1998); the Chandrasekhara Saraswati National Eminence Award for Science (2000) and theDRDO Lifetime Achievement Award (2004).
  4. In July 1983, when Indira Gandhi launched the IGMDP, Shri Agarwal wasappointed as Project Director for Agni. Within six years, the Agni-Technology Demonstrator project team was ready with the missile for its maiden flight. But the flight had to be postponed twice – first on April 20, 1989, and then on May 1, 1989. The missile finally soared into the sky from the Interim Test Range at Chandipur-on-Sea, near Balasore, Orissa, on May 22, 1989. The country had looked forward to the launch of this intermediate-range ballistic missile (IRBM).
  5. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile. Kalam himself credited in his autobiography “Wings of Fire” (अग्निकी उड़ान) the development of Agni missile to Shri Ram Narayan Agarwal, an alumnus of MIT.DRDO’s, Agni missile project Chief R.N. Agarwal retires on 31 July 2005 after his contribution in Agni from 1983-2005 for 22 years.
  6. The controversy that surrounds Kalam’s role as “Missile Man” and in 2008, Indian media questioned his claims over his inventions such as missiles, while working in a classified missile programme. Kalam took the credit of inventing the Agni, Prithvi, and Aakash missile system. All of these were developed, researched and designed by other scientists whereas Kalam was involved in getting the funds and other logistic tasks. As a director of DRDL, Kalam named all these missiles and got all the fame. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile.

      However, Kalam  in his own Biography “wings of Fire”, Dr.Kalam has given the credit of “Agni” development to Shri Ram Narayan Agarwal. For the Prithvi Missile project he has named Col VJ Sundaram as the brain behind this project, for Trishul Missile he gave the credit to Cmdr SR Mohan.

  1. Advanced Systems Laboratory (ASL) was established in the year 2001 as a consequence of restructuring of the missile laboratories and the missile programs. Advanced Systems Laboratory is responsible for design, development and induction of long range ‘AGNI’ ballistic missiles and development of associated technologies and facilities. Advanced Systems Laboratory (ASL) does research and development on motors, jet vanes and structures for launch vehicles and missiles and Solid Propellant (missile fuel) in Agni Missiles was developed at High Energy Materials Research Laboratory (HEMRL), Pune of DRDO.
  2. The three AGNI re-entry technology demonstrators developed and test fired during 1985 to 1992 gave the impetus to design, develop and induct a series of long range missile systems of AGNI class(A1, A2, A3). AGNI I & AGNI II have completed the development flights and are being inducted in the Services. The long range AGNI III is under development and the hardware is under qualification for the first development flight In addition to the AGNI program, ASL is working on many other Technology Development (TD), Mission Mode (MM) and infrastructure projects for LCA and other systems. There are about 240 Scientists & Officers and 250 Staff working in the LabVarious DRDO Lab/Estt and about 40 public sector and private sector are involved with ASL in development of AGNI series of missiles. The percentage of indigenous parts used in missiles of Agni series is still not known to anybody.
  3. After retirement of Shri R.N. Agarwal, as Director, ASL on 31 July 2005, Shri Avinash Chander was appointed as Director, ASL. In the June 2011 Dr. V.G. Sekaran was appointed as Director of ASL.He served as Director, ASL from June 2011 to June 2013. Shri K. Jayaraman was Director, ASL from 13 June 2013 to 30 June 2014.Shri Avinash Chander was appointed as CCR&D(MSS) in 2011 and he was Programme Director of Agni till 31 May 2013. Later on Dr. VG Sekaran was appointed as CCR&D (MSS) in June 2013 and he is Programme Director of Agni. V G Sekaran has taken over as Director General – Missiles and Strategic Systems (MSS)with effect from 02 Sep 2013.
  4. The first successful test flight took place on May 22, 1989, when Rajiv Gandhi was the Prime Minister. The ASL is focussed on re-entry technology, carbon composites, CNT and Agni.The Agni-I, Agni-II and Agni-III missiles were developed under the IGMDP. (The DRDO formally announced the successful completion of the IGMDP after the third test of Agni-III on 7 May 2008.Agni III is a product of the Advanced Systems Laboratory (ASL), Hyderabad, which is a unit of DRDO. The Project Director was Dr. V.G. Sekaran and ASL Director Avinash Chander was the Programme Director of this mission.AGNI-IV
  5. India Launches new Generation Strategic missile AGNI-IV on15 November 2011. It is a two-stage missile powered by solid propellant. It is 20 meters tall and has a launch weight of 17 tonnes. Ms Tessy Thomas was Project Director (Mission) for Agni- IV. Successful flight testing of AGNI-IVwas carried out by DRDO on19 September 2012.Ms Tessy Thomas was Project Director of Agni-IV.INDIA Successfully test fires AGNI-IV on20th January 2014.   6. A new missile Agni-V with 5,000 km range and MIRV is being developed and was tested on19 April 2012. Agni-V shares the similar design as Agni-III with an extra stage added to further increase the range by 1500 km.First test launch of Agni-V was successfully done on 19 April 2012. Dr. R.K. Gupta was Project Director for AGNI-V. The second test launch of AGNI-V was successfully done on 15 September 2013 at 08:43 am IST from Wheeler Island off the Orissa coast. Dr. R.K. Gupta, Outstanding Scientist is Project Director of AGNI-V. The next test launch of Agni-V missile scheduled to be carried out in 2014 is to be of canisterized version.[Press release of DRDO is enclosed].
  7. R.K. Gupta, Scientist ‘H’ & Outstanding Scientist was Project Director of AGNI –V in the year 2012 and 2013 at time of both the successful launch of AGNI-V on 19 April 2012 and 15 September 2013 and Ms. Tessy Thomas was not project Director of AGNI-V but Ms. Tessy Thomas told to media that she was Project Director of Agni V and media make a fake hype in favour of Ms. Tessy Thomas with motivated interest and gave her fake titles like Missile Woman & Agniputri. Ms Tessy Thomas is Project Director of AGNI-V.
  8. Labs, Public Sector and Private Sector involved in Agni Programme
  9.  Development of the anti-ballistic missile system Agni began in 1999. Around 40 public and private companies were involved in the development of the systems. They include Bharat Electronics Ltd and Bharat Dynamics Ltd, Astra Microwave, ASL, Larsen & Toubro, Vem Technologies Private Limited and KelTech. Development of the LRTR and MFCR (Multi-function Fire Control Radar) was led by Electronics and Radar Development Establishment (LRDE). Bharat Dynamics Limited (BDL) – Manufactures the missile and also has an associated R&D lab. Solid propellant used in Agni V is solid HTPB, which has been developed by HEMRL. Besides DRDO Labs DRDL, RCI, VRDE, LRDE, HEMRL, ITR & TBRL are involved in development of missiles under AGNI Programme.
  10. Dr (Ms) Tessy Thomas, Outstanding Scientist/Scientist ‘H’ was appointed as Director, ASL, Hyderabad wef 25 July 2014. The competent authority has approved the appointment of Dr (Ms) Tessy Thomas, Outstanding Scientist/ Sc ‘H’ as Director, ASL, Hyderabad with immediate effect. Date of Order is 25 Jul 2014.
  11. On 13 June 2013, Shri K. Jayaraman, a senior scientist, who was instrumental in the development of home-grown CRMC (Composite Rocket Motor Casing) technology for strategic systems, took over as the new director of Advanced Systems Laboratory (ASL).
  12. INFLUENCE AND CONTACTS WITH MEDIA BY MS TESSY THOMAS
  13.  After first launch of AGNI-V on 19 April 2012, The Indian Express published an article “In its moment of celebration, DRDO leaves out ‘Agni putri’“. Copy Enclosed. This news published on website of Indian Express at 23:41 hrs on 19 April 2012. The said article was having objections on DRDO Press Release dated 19 April 2012 in which Ms Tessy Thomas name was missing. Regarding this query Shri Ravi Kumar Gupta, director of public interface, DRDO, New Delhi, said Tessy Thomas was the director for Agni-IV. “Dr R K Gupta is the project director of Agni-V and Avinash Chander is the overall programme director,’’ he said. When asked why her name was left out, Gupta did not comment. When contacted, Agni Programme Director Chander said: “Tessy Thomas played a major role in the success of Agni-V. She was in charge of mission design and guidance systems and she was there all through. She was and still is the project director of Agni-IV but Dr R K Gupta is the project director of Agni-V. She was there at the launch today and she is a part of the team”.It establishes that Ms. Tessy Thomas influenced the media for publishing fake claims in her favour while she was not Project Director of AGNI-V but still she wants the credit of AGNI-V.
  14. Dr V.G. Sekaran, Distinguished Scientist and Director, Advanced Systems Laboratory has been appointed as Chief Controller R&D (Missiles & Strategic Systems) and Programme Director, AGNI w.e.f. 03 June 2013. He was appointed as DG (MSS) wef 02 September 2013.

DRDL, RCI and ASL are working on R&D of Missiles in DRDO. Tessy Thomas is junior most Scientist out of all Outstanding Scientists posted in three labs of DRDO viz DRDL, RCI and ASL of DRDO. Shri K. Jayaraman was transferred from post of Director, ASL to Director, DRDL to create a vacancy of Director, ASL while such kind of practice never took place in ASL or any other Lab/Estt. of DRDO. Ignoring ten senior and more eligible Scientist then Tessy Thomas, why Shri Avinash Chander appointed Ms. Tessy Thomas as Director, ASL? Is it another story of nepotism by Shri Avinash Chander, the Guru-Shisya story of DRDO in Guru paid shisya dakhina?

Ms. Tessy Thomas worked with Avinash Chander on Guidance Systems in DRDL and ASL, Hyderabad. In media Shri Avinash Chander told that Ms Tessy Thomas is my pupil and Ms. Tessy Thomas told to media that she is student of Shri Avinash Chander. It appears that Guru Avinash Chander gave his blessings to her student Tessy Thomas by recruitment of her husband as Scientist ‘G’ and appointment of her husband Mr. S.K. Patel asDirector, QRS and appointed her as Director ASL ignoring contributions & seniority of several senior Scientists of DRDO.

FAKE CLAIMS BY MS. TESSY THOMAS- THE AGNIPUTRI & MISSILE WOMAN

  • She claimed herself as Project Directorof AGNI-V two times in 2012 & 2013 – In fact Programme Director of AGNI-V was Dr. R.K. Gupta not Tessy Thomas. She is Project Director of AGNI-IV.
  • Went in media when her name was not in Press Release of DRDO dated 19 April 2012 for AGNI-V. [Indian Express- 19 April 2012]
  • Try to associate herself with Dr. Kalam by calling him as Guru but on other hand she accepted that she is student of Shri Avinash Chander. Dr. Kalam worked in DRDL, Hyderabad as Director from 1982 to 1992. Ms Tessy Thomas joined DRDL in 1988 and she was posted with Shri Avinash Chander.
  • SolidPropellantsused in AGNI –V were developed by HEMRL, Pune but she claimed in media that she developed Solid Propellants for AGNI-V.
  • Managed Media to give title “AGNIPUTRI’ and ‘MISSILE WOMAN’,

Sir, it is requested kindly encourage and protect the whistle blowers of DRDO, because the DRDO top management doing their best to harass the honest scientists who are raising their voice against corruption like –

Sh. D. Muthuraja, Scientist ‘E’ from R&D Eng, Pune transferred to Nasik for just harass him and he is sitting their without work. He raised voice against Sh Guru Prasad, Director R&D Eng, Pune for diverting government funds and man power to making Silver Rath for temple.

Now the honorable MP Sh Hemant Tukaram Godse, Nashik & Dr. Dharam Vira Gandhi, Patiala  asked questions regarding the Silver Rath adventure of Sh Guru Prasad, Director R&D Eng, DRDO

Sh Naveen Prakash Gupta, Scientist ‘C’DMSRDE, Kanpur also raised corruption various corruption issues of Dr. A K Saxena, Director, DMSRDE. There are many cases of corruption allegations with documentary evidences are pending against Dr. A K Saxena. Sh Avinash Chander, Ex SA to RM also made to fact finding committees but only GOD knows what happened to facts finding of two committees. The DRDO top management specially the DOP, Dr A K Singh, is trying to his best to harass Sh Naveen Prakash Gupta by misinterpreting government rules. Sh Naveen Prakash Gupta is also transferred to Defence Lab, Tezpur a life science lab where there is no work for Sh Naveen Prakash Gupta as he is computer science background.

Dr. Gausal Khan, Scientist ‘D’ is a victim of Dr Shashi Bala Singh, Director, DIPAS and sister of Dr A K Singh, DOP, both duo harassing Dr Khan vindictively and now Dr Khan who came from USA to serve the country was again thinking to go back to USA, because now his 24 hrs utilizing to manage the court/Minority commission/police etc.

There are still lot of manipulations are going on in the name of consultancy, contracts, chairs, fellowship, IDST etc. DRDO is exploiting the technical manpower in the name of contract and other hand recruiting their incompetent, ineligible wards from their own recruitment center RAC/CEPTAM without any fear.
