In this reference, DRDO having lot of examples, DRDO is only one department where you can find contractual manpower above age of 70 or below 18 years. People may be think that because of their high skill expertise DRDO might been engage such manpower,  but matter of fact this practice adopted DRDO is only for those who are having good number of secrets or having evidences of wrong doings of DRDO bosses.

In ASL you will find people working since last more than 10 years after retirements, scientists, Technical Officers, who are experts in manpower/ logistic manipulations while missile firing, even JCDA retired account officer etc who are expertise in bill clearance from CDA. These specialized contractual having good assets that can be verified by agencies.

One major observation on these contract appointments is the not following the proper police verification.

ACEM, Nasik campus one murder was done by a contract’s man who has criminal records.

HEMRL GOCO contract labor business, the police verification was done on single list basis one stamp of Thana solved the problem and best part of this these hundreds of contract labours handle the high class explosive TATB.

For example in ADE, DRDO. Bangalore more than 170 B.Tech contract employees are working in core area for mare Rs 12000 and same time scientists who are getting hefty salaries Rs 80000 to 1.5 Lakhs are looking stores /admin /horticulture /works / security /Library etc

all of us know about DRDL it is a dream job org to every one. but please think about contract employees. My husband is also working in DRDO RCI he is engineering graduate. From past 2 years he is working but he is getting 14k. how we can Liv with family in Hyderabad and this year no increments… we are not dreaming about permanent  job….. my small wish is to get better pay… for the same job a permanent employee getting nearly 4ok but contract employee getting only 12+.but work is same for both. am not asking to give 4o to contract people just i want to say please provide increments at least…this is not only my wish… i hope u can think & talk about this……….

Following one example case of DRL, DRDO, Tezpur for your sharp analysis of this DRDO’s contract business.

  1. Sh.M.L. Roy is an ex-employee of Defence Research Laboratory (DRL), Tezpur who superannuated on 31 Dec 2008
  2. He was posted at Director Secretariat as Personal Assistant/Personal Secretary to Director, DRL, Tezpur prior to his superannuation from DRL, Tezpur.
  3. Right from his superannuation on 31 Dec 2008, he was start working at DRL, Tezpur as contractual Laborer and posted at Director He is engaged in all sensitive work like computerized compiling of materials in Director’s Office, monitoring and maintenance   of important files of Director Office which has already been mentioned in his contract.
  4. Since last 7 years continuously working in DRL, Tezpur as Personal Secretary (PS) to Director, DRL, and Tezpur by means of several private vendors / supplier/security agencies.
  5. M.L. Roy is presently of 65 +years age and not fit for this job as in this sensitive post any private contractual labour should not be appointed while several young skilled manpower is available in DRL, Tezpur.
  6. DRL, Tezpur having permanent staff Sh S K Sharma as PS ‘C’ but he was not assigned the right job.
  7. Interestingly Sh M L Roy working for Rs 5000 – Rs 6000 only as Jan 2015 Salary was Rs 5764.00
  8. Sh M L Roy working as mole for vendors, each and every file of procurements / recruitments/ transfer postings/temporary duties etc. moves from Director’s office.

Sir, it is requested kindly order for extensive survey of to explore the necessity of this contract business in DRDO. Because like Director, DEAL Sh R C Agarwal used these contract labour for kitchen gardening, to clean utensils, to wash his wife’s petticoats etc, when this issue published on website Sh R C Agarwal stopped using these labours. Hon’ble Sir,

Sir, country thanks to your decision to revamp DRDO, it is requested to weed out all incompetent scientists who are sitting in top management without contributing a single product in national mission

With regards, I would like to bring the truth of AGNI missile programme of India under IGMDP. Some Scientist of DRDO who are not involved in key role the said project are making fake claims in media and interacting with media unauthorized manner violating conduct rules. DRDO is having its Directorate of Public Interface (DPI) and Shri Ravi Kumar Gupta, Director, Directorate of Public Interface is the only authorized officer in DRDO to issue any press release of DRDO and interaction with media. There is no gazette notification of MOD is available in respect of Sh Ravi Gupta as official spoke person of DRDO,MOD.

You can understand the frustration of senior scientists of DRDO who are facing such kind of discrimination where his contributions have been ignored by Shri Avinash Chander, DGR&D, DRDO, SA to RM and Secretary, DRD and credit of the work has been given to mediocre scientist. These scientist got promotions, appointment as Director, fame in media & public, awards and achieving a good positions in Government establishment based on fake claims, media hype and support of Shri Avinash Chander. It is astonishing facts that how these fake claims of scientist being approved and acknowledged by their Director, DG & Peer Committee constituted for promotion in senior position and appointment as Director.

Shi Avinash Chander has been given enormous administrative and financial power by Government of India and he is holding three posts simultaneously which is totally unjustified. The practice of misuse of power & post for personal gain by SA to RM is not new and DRDO is full of such examples. The appointments of DGR&D, DRDO, SA to RM and Secretary, DRD are politically motivated and real Scientists never get appointments as DRDO Chief.

This case is regarding fake claim in media, creating media hype in her favour by influencing media to write false article on her and award her imaginary titles by Ms. Tessy Thomas, Outstanding Scientist & Scientist ‘H’.

Before mentioning the full facts of the case, I would like to highlight the history of AGNI Missile Programme in brief.

  1. Realizing the importance of guided missile weapon systems in the modern warfare, a Special Weapon Development Team (SWDT) was formed in 1958. This team was later expanded into DRDL, a full-fledged laboratory in June 1961 at the campus of Defence Science Centre, Delhi. The laboratory was moved to Hyderabad in Feb’ 1962, from where starts the story of guided missiles in India.
  2. In 1972, Project Devil, a medium range Surface-to-Surface Missile was initiated. A large number of infrastructure and test facilities were established during this period. The main facilities established during this period included Aerodynamic, Structural and Environmental test facilities, Liquid and Solid propulsion facilities; fabrication and engineering facilities; Control, Guidance, FRP, Rubber and computer centres, ground and flight instrumentation and on board power supplies development facilities. The development of components / systems for Project Devil formed the technology bricks for the future IGMDP Programme. 1982 onwards DRDL took a quantum jump by taking design and development of various types of missiles systems simultaneously leading them to limited series production under Integrated Guided Missiles Development Programme (IGMDP).Prithvi– a surface to surface missile system, Trishul– a quick reaction short range, surface to air missile system, Nag– a third generation anti-tank missile system and Akash– a medium range, surface to air missile system, besides Agni– a technology demonstrator were taken up under the Programme.
  3. In order to meet the growing demands of development, integration, testing and quality assurance, three establishments namely Research Center Imarat (RCI), Composite Products Development Centre (CPDC), and Interim Test Range (ITR) came out under the parenthood of DRDL and a separate qualification agency Missile Systems Quality Assurance Agency (MSQAA) were established during this period. Later these establishments acquired independent status. In the year 1999 another laboratory called ‘Advanced System Laboratory’ was carved out of DRDL to meet the specific requirements of long range systems. This group of laboratories is now called Missile Complex. [DRDL information from DRDO website]
  4. APJ Abdul Kalam joined DRDO as Director, DRDL in 1982 and in the year 1983 IGMDP was sanctioned by Smt Indira Gandhi. Under this programme it was decided to develop five missiles with names Agni, Prithvi, Akash, Nag and Trishul. Much prior to joining Dr. Kalam in DRDL, Hyderabad, DRDO was working on R&D of missiles with good infrastructure as stated above.
  5. Development Program’ (IGMDP).The IGMDP is one of India’s most successful defence research project, as all the missiles – Prithvi, Akash, Trishul, Nag, Agni – have been successfully tested and inducted by the Indian armed forces.IGMDP team formed a consortium of DRDO laboratories, industries and academic institutions to build these sub-systems, components and materials.
  6. The Integrated Guided Missile Development Program (IGMDP) was a Ministry of Defence (India) program for the research and development of a comprehensive range of missiles. The program was managed by the Defense Research and Development Organization (DRDO) and Ordnance Factories Board in partnership with other Indian government research organisations. The project started in 1983 and ended in 2008 after these strategic missiles were successfully developed. The last major missile developed under the program was the Agni 3 intermediate-range ballistic missile which was successfully tested on 9 July 2007. On 8 January 2008, the DRDO formally announced the successful completion of the IGMDP.

FATHER OF INDIA’ AGNI MISSILEPROGRAMME – SHRI RAM NARAIN AGARWAL

  1. Shri Ram Narain Agarwal, Padam Sri (1990), Padam Bhushan (2000)is eminent missile scientist and an aerospace engineer of India known as “Father of AGNI”series of surface to surface missilesprogramme of India. Even before joining of Dr. Kalam as Director, DRDL in 1982, Shri R. N. Agarwal he was working on technology development for missiles that were later on used in Agni missilesand he was as Head of Aerodynamics Test Facility Group in DRDL, Hyderabad. His group was then engaged in building a supersonic wind tunnel and high-altitude test facility for high-enthalpy tests. Project report on the re-entry test vehicle for re-entry technology and also for setting up the high-altitude test facility was prepared by Shri R.N.   2. Shri Ram Narain Agarwal has worked as Program Director (AGNI) since 1983 to 2005 and as Director Advanced Systems Laboratory (ASL), Hyderabad. DRDO, Agni missile project Chief Shri R.N. Agarwal retires after 22 years working as Programme Director of Agni Project on 31 July 2005. He was recipient of DRDO’s Lifetime Achievement Award “for pioneering the development and establishment of long-range missiles systems” in the year 2004. He was fondly called as `Agni’ Agarwal’ in India’s missile circles. He has been involved from day one in this most ambitious missile project Agni, which gets international attention every time a new development is announced.The importance of Shri R.N. Agarwal in Agni  Programme can be analysed as even after eligibility & seniority for Chief Controller at DRDO HQ , Ministry of Defence did not shifted him to DRDO HQ from ASL, Hyderabad. His was name was considered for SA to RM but despite being Programme Director and having seniority, his junior Shri M. Natrajan piped him and Shri M. Natrajan was  appointed as SA to RM in the year 2004. This creates lot of frustration in missile scientist of DRDO.
  3. Shri R.N. Agarwal hails from Jaipur, Rajasthan, where he had his early education. After graduation, he joined the Madras Institute of Technology (MIT) at Chromepet, Chennai, for his post-graduate course in Aeronautical Engineering. After passing out from MIT, he completed his Master of Engineering in Aerospace Engineering from the Indian Institute of Science, Bangalore. He has won several awards. They include Padma Sri (1990) and Padma Bhushan (2000); the Dr. Biren Roy Space Science Award (1990); the DRDO Technology Leadership Award (1998); the Chandrasekhara Saraswati National Eminence Award for Science (2000) and theDRDO Lifetime Achievement Award (2004).
  4. In July 1983, when Indira Gandhi launched the IGMDP, Shri Agarwal wasappointed as Project Director for Agni. Within six years, the Agni-Technology Demonstrator project team was ready with the missile for its maiden flight. But the flight had to be postponed twice – first on April 20, 1989, and then on May 1, 1989. The missile finally soared into the sky from the Interim Test Range at Chandipur-on-Sea, near Balasore, Orissa, on May 22, 1989. The country had looked forward to the launch of this intermediate-range ballistic missile (IRBM).
  5. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile. Kalam himself credited in his autobiography “Wings of Fire” (अग्निकी उड़ान) the development of Agni missile to Shri Ram Narayan Agarwal, an alumnus of MIT.DRDO’s, Agni missile project Chief R.N. Agarwal retires on 31 July 2005 after his contribution in Agni from 1983-2005 for 22 years.
  6. The controversy that surrounds Kalam’s role as “Missile Man” and in 2008, Indian media questioned his claims over his inventions such as missiles, while working in a classified missile programme. Kalam took the credit of inventing the Agni, Prithvi, and Aakash missile system. All of these were developed, researched and designed by other scientists whereas Kalam was involved in getting the funds and other logistic tasks. As a director of DRDL, Kalam named all these missiles and got all the fame. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile.

      However, Kalam  in his own Biography “wings of Fire”, Dr.Kalam has given the credit of “Agni” development to Shri Ram Narayan Agarwal. For the Prithvi Missile project he has named Col VJ Sundaram as the brain behind this project, for Trishul Missile he gave the credit to Cmdr SR Mohan.

  1. Advanced Systems Laboratory (ASL) was established in the year 2001 as a consequence of restructuring of the missile laboratories and the missile programs. Advanced Systems Laboratory is responsible for design, development and induction of long range ‘AGNI’ ballistic missiles and development of associated technologies and facilities. Advanced Systems Laboratory (ASL) does research and development on motors, jet vanes and structures for launch vehicles and missiles and Solid Propellant (missile fuel) in Agni Missiles was developed at High Energy Materials Research Laboratory (HEMRL), Pune of DRDO.
  2. The three AGNI re-entry technology demonstrators developed and test fired during 1985 to 1992 gave the impetus to design, develop and induct a series of long range missile systems of AGNI class(A1, A2, A3). AGNI I & AGNI II have completed the development flights and are being inducted in the Services. The long range AGNI III is under development and the hardware is under qualification for the first development flight In addition to the AGNI program, ASL is working on many other Technology Development (TD), Mission Mode (MM) and infrastructure projects for LCA and other systems. There are about 240 Scientists & Officers and 250 Staff working in the LabVarious DRDO Lab/Estt and about 40 public sector and private sector are involved with ASL in development of AGNI series of missiles. The percentage of indigenous parts used in missiles of Agni series is still not known to anybody.
  3. After retirement of Shri R.N. Agarwal, as Director, ASL on 31 July 2005, Shri Avinash Chander was appointed as Director, ASL. In the June 2011 Dr. V.G. Sekaran was appointed as Director of ASL.He served as Director, ASL from June 2011 to June 2013. Shri K. Jayaraman was Director, ASL from 13 June 2013 to 30 June 2014.Shri Avinash Chander was appointed as CCR&D(MSS) in 2011 and he was Programme Director of Agni till 31 May 2013. Later on Dr. VG Sekaran was appointed as CCR&D (MSS) in June 2013 and he is Programme Director of Agni. V G Sekaran has taken over as Director General – Missiles and Strategic Systems (MSS)with effect from 02 Sep 2013.
  4. The first successful test flight took place on May 22, 1989, when Rajiv Gandhi was the Prime Minister. The ASL is focussed on re-entry technology, carbon composites, CNT and Agni.The Agni-I, Agni-II and Agni-III missiles were developed under the IGMDP. (The DRDO formally announced the successful completion of the IGMDP after the third test of Agni-III on 7 May 2008.Agni III is a product of the Advanced Systems Laboratory (ASL), Hyderabad, which is a unit of DRDO. The Project Director was Dr. V.G. Sekaran and ASL Director Avinash Chander was the Programme Director of this mission.AGNI-IV
  5. India Launches new Generation Strategic missile AGNI-IV on15 November 2011. It is a two-stage missile powered by solid propellant. It is 20 meters tall and has a launch weight of 17 tonnes. Ms Tessy Thomas was Project Director (Mission) for Agni- IV. Successful flight testing of AGNI-IVwas carried out by DRDO on19 September 2012.Ms Tessy Thomas was Project Director of Agni-IV.INDIA Successfully test fires AGNI-IV on20th January 2014.   6. A new missile Agni-V with 5,000 km range and MIRV is being developed and was tested on19 April 2012. Agni-V shares the similar design as Agni-III with an extra stage added to further increase the range by 1500 km.First test launch of Agni-V was successfully done on 19 April 2012. Dr. R.K. Gupta was Project Director for AGNI-V. The second test launch of AGNI-V was successfully done on 15 September 2013 at 08:43 am IST from Wheeler Island off the Orissa coast. Dr. R.K. Gupta, Outstanding Scientist is Project Director of AGNI-V. The next test launch of Agni-V missile scheduled to be carried out in 2014 is to be of canisterized version.[Press release of DRDO is enclosed].
  7. R.K. Gupta, Scientist ‘H’ & Outstanding Scientist was Project Director of AGNI –V in the year 2012 and 2013 at time of both the successful launch of AGNI-V on 19 April 2012 and 15 September 2013 and Ms. Tessy Thomas was not project Director of AGNI-V but Ms. Tessy Thomas told to media that she was Project Director of Agni V and media make a fake hype in favour of Ms. Tessy Thomas with motivated interest and gave her fake titles like Missile Woman & Agniputri. Ms Tessy Thomas is Project Director of AGNI-V.
  8. Labs, Public Sector and Private Sector involved in Agni Programme
  9.  Development of the anti-ballistic missile system Agni began in 1999. Around 40 public and private companies were involved in the development of the systems. They include Bharat Electronics Ltd and Bharat Dynamics Ltd, Astra Microwave, ASL, Larsen & Toubro, Vem Technologies Private Limited and KelTech. Development of the LRTR and MFCR (Multi-function Fire Control Radar) was led by Electronics and Radar Development Establishment (LRDE). Bharat Dynamics Limited (BDL) – Manufactures the missile and also has an associated R&D lab. Solid propellant used in Agni V is solid HTPB, which has been developed by HEMRL. Besides DRDO Labs DRDL, RCI, VRDE, LRDE, HEMRL, ITR & TBRL are involved in development of missiles under AGNI Programme.
  10. Dr (Ms) Tessy Thomas, Outstanding Scientist/Scientist ‘H’ was appointed as Director, ASL, Hyderabad wef 25 July 2014. The competent authority has approved the appointment of Dr (Ms) Tessy Thomas, Outstanding Scientist/ Sc ‘H’ as Director, ASL, Hyderabad with immediate effect. Date of Order is 25 Jul 2014.
  11. On 13 June 2013, Shri K. Jayaraman, a senior scientist, who was instrumental in the development of home-grown CRMC (Composite Rocket Motor Casing) technology for strategic systems, took over as the new director of Advanced Systems Laboratory (ASL).
  12. INFLUENCE AND CONTACTS WITH MEDIA BY MS TESSY THOMAS
  13.  After first launch of AGNI-V on 19 April 2012, The Indian Express published an article “In its moment of celebration, DRDO leaves out ‘Agni putri’“. Copy Enclosed. This news published on website of Indian Express at 23:41 hrs on 19 April 2012. The said article was having objections on DRDO Press Release dated 19 April 2012 in which Ms Tessy Thomas name was missing. Regarding this query Shri Ravi Kumar Gupta, director of public interface, DRDO, New Delhi, said Tessy Thomas was the director for Agni-IV. “Dr R K Gupta is the project director of Agni-V and Avinash Chander is the overall programme director,’’ he said. When asked why her name was left out, Gupta did not comment. When contacted, Agni Programme Director Chander said: “Tessy Thomas played a major role in the success of Agni-V. She was in charge of mission design and guidance systems and she was there all through. She was and still is the project director of Agni-IV but Dr R K Gupta is the project director of Agni-V. She was there at the launch today and she is a part of the team”.It establishes that Ms. Tessy Thomas influenced the media for publishing fake claims in her favour while she was not Project Director of AGNI-V but still she wants the credit of AGNI-V.
  14. Dr V.G. Sekaran, Distinguished Scientist and Director, Advanced Systems Laboratory has been appointed as Chief Controller R&D (Missiles & Strategic Systems) and Programme Director, AGNI w.e.f. 03 June 2013. He was appointed as DG (MSS) wef 02 September 2013.

DRDL, RCI and ASL are working on R&D of Missiles in DRDO. Tessy Thomas is junior most Scientist out of all Outstanding Scientists posted in three labs of DRDO viz DRDL, RCI and ASL of DRDO. Shri K. Jayaraman was transferred from post of Director, ASL to Director, DRDL to create a vacancy of Director, ASL while such kind of practice never took place in ASL or any other Lab/Estt. of DRDO. Ignoring ten senior and more eligible Scientist then Tessy Thomas, why Shri Avinash Chander appointed Ms. Tessy Thomas as Director, ASL? Is it another story of nepotism by Shri Avinash Chander, the Guru-Shisya story of DRDO in Guru paid shisya dakhina?

Ms. Tessy Thomas worked with Avinash Chander on Guidance Systems in DRDL and ASL, Hyderabad. In media Shri Avinash Chander told that Ms Tessy Thomas is my pupil and Ms. Tessy Thomas told to media that she is student of Shri Avinash Chander. It appears that Guru Avinash Chander gave his blessings to her student Tessy Thomas by recruitment of her husband as Scientist ‘G’ and appointment of her husband Mr. S.K. Patel asDirector, QRS and appointed her as Director ASL ignoring contributions & seniority of several senior Scientists of DRDO.

FAKE CLAIMS BY MS. TESSY THOMAS- THE AGNIPUTRI & MISSILE WOMAN

  • She claimed herself as Project Directorof AGNI-V two times in 2012 & 2013 – In fact Programme Director of AGNI-V was Dr. R.K. Gupta not Tessy Thomas. She is Project Director of AGNI-IV.
  • Went in media when her name was not in Press Release of DRDO dated 19 April 2012 for AGNI-V. [Indian Express- 19 April 2012]
  • Try to associate herself with Dr. Kalam by calling him as Guru but on other hand she accepted that she is student of Shri Avinash Chander. Dr. Kalam worked in DRDL, Hyderabad as Director from 1982 to 1992. Ms Tessy Thomas joined DRDL in 1988 and she was posted with Shri Avinash Chander.
  • SolidPropellantsused in AGNI –V were developed by HEMRL, Pune but she claimed in media that she developed Solid Propellants for AGNI-V.
  • Managed Media to give title “AGNIPUTRI’ and ‘MISSILE WOMAN’,

Sh. D. Muthuraja, Scientist ‘E’ from R&D Eng, Pune transferred to Nasik for just harass him and he is sitting their without work. He raised voice against Sh Guru Prasad, Director R&D Eng, Pune for diverting government funds and man power to making Silver Rath for temple.

Now the honorable MP Sh Hemant Tukaram Godse, Nashik & Dr. Dharam Vira Gandhi, Patiala  asked questions regarding the Silver Rath adventure of Sh Guru Prasad, Director R&D Eng, DRDO

Sh Naveen Prakash Gupta, Scientist ‘C’DMSRDE, Kanpur also raised corruption various corruption issues of Dr. A K Saxena, Director, DMSRDE. There are many cases of corruption allegations with documentary evidences are pending against Dr. A K Saxena. Sh Avinash Chander, Ex SA to RM also made to fact finding committees but only GOD knows what happened to facts finding of two committees. The DRDO top management specially the DOP, Dr A K Singh, is trying to his best to harass Sh Naveen Prakash Gupta by misinterpreting government rules. Sh Naveen Prakash Gupta is also transferred to Defence Lab, Tezpur a life science lab where there is no work for Sh Naveen Prakash Gupta as he is computer science background.

Dr. Gausal Khan, Scientist ‘D’ is a victim of Dr Shashi Bala Singh, Director, DIPAS and sister of Dr A K Singh, DOP, both duo harassing Dr Khan vindictively and now Dr Khan who came from USA to serve the country was again thinking to go back to USA, because now his 24 hrs utilizing to manage the court/Minority commission/police etc.

There are still lot of manipulations are going on in the name of consultancy, contracts, chairs, fellowship, IDST etc. DRDO is exploiting the technical manpower in the name of contract and other hand recruiting their incompetent, ineligible wards from their own recruitment center RAC/CEPTAM without any fear.

माननीय श्री प्रधानमंत्री जी डीआरडीओ में रक्षा प्रणालीयो के अनसुन्धान व् निर्माण के  नाम पर जो लूट मची है उस के कई उदाहरण समय समय पर अखबारों के माध्यम से आम जनो को पता चलता रहता है परन्तु वास्तविकता यह है कि इन सभी खबरों को राष्ट्रीय सुरक्षा के नाम पर दबा दिया जाता है

  1. ब्रह्मोस कम्पनी की उत्पति सन 1998 से आज तक उप्लभ्धि पर नजर डाले तो हज़ारों करोड़ रूपए  खर्चेने के बाद भी  सिवाए टेस्ट फायर के  खबरों कुछ भी यथार्थ में नहीं मिलेगा असली उप्लभ्धि है श्री पिल्लई का सन 2007 से अब तक सात बरसों का सर्विस में एक्सटेंशन, लाखो  रूपए खर्च करके अपना होलोग्राम बनवाया, अपनी नाम की गैलेरी बनवायी, अपनी आत्म कथा लिखने पर जनता का पैसा खर्च करा,  लाखो  रूपए के ब्रह्मोस मिसाइल के लकड़ी के माडल बनवाए, लाखो  रूपए विदेशो में डिफेन्स एक्सपो के नाम पर विदशो में  खर्च किये एक पैसे का आज तक आर्डर नहीं मिला, क्या हमारे देश में सेल्फ मोरल नाम की चीज़ वास्तव में खो गयी है, अब जाकर जब  श्री पिल्लई के दोस्त की सरकार गयी तो ब्रह्मोस कम्पनी को नया सी ई औ मिल रहा है,  पर क्या पंद्रह सालो में जो श्री पिल्लई ने देश का पैसा बर्बाद किया उसका हिसाब हमारे प्रधान मंत्री जी श्री पिल्लई से मांगेगे I
  1. डीआरडीओ सन 1990 से  मिसाइल के नाम पर  हज़ारों करोड़ रूपए खर्च कर रहा है देश को जानकर यह आश्चर्य होगा कि  डीआरडीओ के वैज्ञानिको ने मिसाइल को एक होली काऊ बना कर जम कर दोह रहे हैं अगर मात्र  डी आर डी एल हैदराबाद  संस्था  का स्पेशल ऑडिट करा लिया जाय तो पुरे डीआरडीओ के स्वास्थ्य का पता देश को चल जायेगा I
  1. उदाहरण के लिए – एक लगभग 8 मीटर x 12 मीटर का गोदाम डी आर डी एल हैदराबाद ने 19 जून 2014 को बड़े साज सज्जा के साथ उद्घाटन किया ( गोदाम की फोटो सलग्न है ) कुल लागत लगभग आठ करोड़

गोदाम की लागत – दो  करोड़ पिचासी लाख

गोदाम के अंदर लोहे की रैक – दो  करोड़ पचास लाख

गोदाम के अंदर संचालन हेतु दो बैटरी ऑपरेटेड फोर्क लिफ्ट व् प्लेटफार्म ट्रक – नब्बे लाख व् एक  करोड़ बीस  लाख

गोदाम के अंदर रखे सामान के जानकारी हेतु बारकोड सॉफ्टवेयर – सतर लाख

गोदाम का एयर कंडीशनर आदि –  एक  करोड़ से अधिक

गोदाम के अंदर फायर फाइटिंग का कोई प्रावधान नहीं दिया है I

जिस कांट्रेक्टर से गोदाम का निर्माण करवाया उसने आर्डर से दो महीने पूर्व ही कार्य आरम्भ कर दिया था I (गोदाम का निर्माण के कार्य सम्बन्ध की सम्पूर्ण सूचनाये सलग्न है)

आप से आग्रह है कि अगर आप गुजरात के किसी व्यापारी बंधू से गोदाम की लागत निकलवाएंगे तो सिर्फ एक करोड़ रूपये की लागत आएगी और हो सकता है उससे भी कम आए I

अतः आपसे अनुरोध है कि डीआरडीओ के वैज्ञानिको को रक्षा प्रणालीयो के अनसुन्धान के नाम पर देश को लूटने से बचाये I

DRDO trying to manage counter the Ex-Defence Minister Sh. A K Antony’s recommendation to scrap RAC with help of ASCI

Ex-Defence Minister Sh. A K Antony recommended reconsideration of DRDO recruitment of scientists again from UPSC channel instead of DRDO’s own Recruitment Assessment Centre (RAC). From 1984 on wards RAC independently recruited scientists as or when required by DRDO. The RAC is managed by DRDO scientists who were under control of DRDO top brasses directly.

CVO, MOD analyzed after receiving several complaints against DRDO top brasses that there were a lot of manipulations done in laid down recruitment rules by RAC & senior DRDO officials to recruit their  wards. CVO, MOD proposed CBI enquiries against 10 top DRDO scientists who were involved in such criminal conspiracy. CVO, MOD also suggested that RAC be scrapped and scientists’ recruitment should be done through UPSC again. For this it was suggested that a study is conducted that would evaluate the RAC functionality by XLRI, ASCI Hyderabad, etc.

As DRDO has several experts bluff masters who have already proven their expertise by fooling the nation in different important projects, few are delayed by several years and few are closed unceremoniously.

So again they came forward to counter CVO, MOD suggestion and gave HR audit to Administrative Staff College of India (ASCI), Hyderabad. ASCI introduced just one program in DRDO in 2006-07. Today, in 2014, ASCI is running several programs in the name of risk management, basic project management and a lot of other gimmicks in ITM-Mussoorie, DIPAS-Delhi, DRDL, ANURAG and so on. It is essentially a give and take game with no scope for improvement or benefits of DRDO or the officials. This can be seen from HR Audit of DRDO: A Pilot Study, a feedback format by ASCI, Hyderabad enclosed for your ready reference.

Interestingly the format is very good but the process of feedback is very bad.

The ASCI approaches each lab/establishment of DRDO with the feedback format.  I don’t know whether ASCI knows about the absolute power of DRDO directors or not. Example of LASTEC, when ASCI approached Director, LASTEC, Dr. A K Maini and asked for 20 volunteer names of DRDS, DRTC and Admin allied, he gave names of 20 chamchas (yes-men) in all categories. Can you imagine that ASCI will get the real picture of DRDO work scenario by using such methodology of assessment? It is impossible.  These things repeat everywhere and this futile exercise is for countering CVO, MOD suggestion only.

The major check points for ASCI

Section 2 Point No. 1. (c) Working for nation attitude – Totally missing very few young scientists having such thinking.

(f) Professional freedom – Nil and this is the main reason of the exodus of nearly 700 in the last three years. You can verify this from continuous questions in the parliament on this issue.

(i) Rewards and recognition – Only reserved for chamachas. Please see the last ten years award list (in case of LASTEC local annual awards when Chairman award committee was Dr. R K Tyagi he gave award to himself and when Chairman award committee was Mrs. Neelam Malhan she gave the award to herself. It is not a joke; it is the great award culture of DRDO, which is followed in all awards of DRDO.

(t)Opportunity of Promotion – Only reserved for chamachas. Almost 90% results of every assessment were known by labs officials before assessment. In DRDO, officials are divided in three parts, one whom the director makes sure their promotions, second part those if get clear promotion line or not cleared director doesn’t bother and third part are those for them director makes sure that in any case they have to be deprived for promotion. This is a well known truth of today’s DRDO.

(u)Training – Only reserved for chamachas. Only name of selected officials cleared by Director’s office. It is immaterial whether person selected for training is related with his assigned work or field.

Remaining points are useless.

Point No 3.

(h) Workload – there are more than 50 % workforce (nearly 30000 personal) that has no work load due to outsourcing for minting money. It can be proved by analyzing their specific individual output.

(i)      Grievances redressal mechanism – Very poor it can judged by the increasing number of court cases and representations received by Scientific Adviser , ASCI will not get clear picture from an individual feedback of chamchas.

ASCI will take money and forget but the nation who is going to pay for this HR Audit; it will get a big zero.

The item nomenclature cannot make difference on price. The order is almost 5 to 6 time higher from construction photographs so you can imagine what is cooking. The credential of construction firm can also be a big question.

It is only the tip of the iceberg. It is requested to investigate all cases of M/s. Trinetra Constructions.

It is observed that a number of cases in DRDL were manipulated with involvement of CDA. If you are willing to eradicate corruption the website is ready to help you with all inputs (evidences) of corruption prevailing in different DRDO establishments.

Sir, it is also observed that the honest AO/JCDAs were transferred under pressure of DRDO top brasses and other corrupts are enjoying long posting 5 years 10 years you know cases like the one of most controversial DRDO establishment ITR. The DRDO scientists in the name of secrecy and urgency change the nomenclature and play with specifications, it is suggested such cases be seconded from other organizations without knowledge of DRDO indenters.

DRDS overall DRDO has misused, manipulated and override the Flexible Complimenting Scheme (FCS) guide lines issued by DoPT, GOI. Above graph showing the failure of DRDO, DHRD, total mismanaged the manpower growth, because of dummy RAC bosses and also because of absolute power of Lab Directors.

OM No. AB-14017/36/2011-Estt(RR) dated 21st September 2012 – “FCS should be rigorous with due emphasis on evaluation of scientific and technical knowledge so that only scientists who have to their credit demonstrable achievements or higher level of technical merit are recommended for promotion.”

(iii)     The scientific culture is characterized by a few salient aspects, namely the persons involved are highly qualified and skilled technical personnel, involved in creative and innovative activity, they are willing to be judged on the basis of merit and competence rather than on the basis of seniority and a hierarchial structure;

(iv)              The criteria could cover the aims and objectives of the institution/ organization, qualifications of the personnel, qualitative requirements for performance of various types of activities, etc.

Scientific Activities and Services:

Scientific activities and Services covered for considering the applicability of the Flexible Complementing Scheme are as under:

(a)    Fundamental/basic research: Original investigation to gain new scientific knowledge, not necessarily directed towards any specific practical aim or application.

(b) Applied Research: Original investigation to gain new scientific or technical knowledge directed towards a specific practical aim or objective.

(c)            Experimental Development: Use of scientific knowledge directed towards producing new or substantially improved materials, devices, products, processes, systems or services.

(d)   S&T activities which are directly linked to R&D in terms of promoting the scientific activities and services.

 Scientists and Engineers: Persons

(a)    who possess academic qualification of atleast Master’s degree in Natural/Agricultural Sciences or Bachelor’s Degree in Engineering/Technology/Medicine; and

(b)   working in those capacities, us or create scientific knowledge, and engineering and technological principles, i.e. persons with scientific or technological training who are engaged in professional work on S&T activities, high level administrators and personnel who plan, direct or coordinate the execution of S&T activities.

CRITERIA FOR CONSIDERING PROMOTIONS UNDER FLEXIBLE COMPLEMENTING SCHEME

(a)        All officers will be first screened on the basis of gradings in the Annual Confidential Reports (ACRs) for consideration for promotion; the ACRs should be assessed on a 10 point scale giving 10 marks for “outstanding”, 8 marks for “very good”, 6 marks for “good”, 4 marks for “average” and 0 for “poor” and only those officers who satisfy the minimum residency period linked to their performance as indicated in the table below be screened in.

 Exceptionally meritorious candidates with all outstanding gradings  may be granted relaxation in the residency period, the relaxation being not more than one year on any single occasion.  Such a relaxation will be limited to a maximum of two occasions in their entire career.

 (b)        As the procedure adopted for assessment of CRs in various Scientific Departments differ at present, it has been decided that an external member, from Departments of Atomic Energy, Space or DRDO who have developed over the years a fine tuned system of screening in meritorious Scientists may be co-opted in the selection process, till such time a system gets established in other Scientific Departments.  The position will, however, be reviewed after 5 years from the date of issue of this Office Memorandum.

(c)        All officers who are screened-in will be called for an interview.  The performance in the interview will also be graded similarly on a 10 point scale and the eligibility for promotion will be based on the same norms as in the above Table.

 (d)        Field experience in research and development and/or experience in implementation of such scientific projects is compulsory for promotion of scientists recruited to the posts in the secretariat of the Scientific Ministries/Departments to higher grades under FCS.  Field experience of atleast 2 years and 5 years respectively will be essential for promotion to Scientist F and Scientist G grades respectively.  However, during the transitional period, Committee may relax this requirement in case of meritorious candidate

There are several examples of relaxation in residency period three or four times in entire service of scientists who are working as non technical and non scientific assignments and getting out standing calls.

It is observed that in the DRDO organization scientists who were deprived from normal promotion are not aware of the proper FCS guidelines and also not know how to get justice or leave to the GOD.  Some scientists in DRDO tried their grievances through SA to RM or Defence Minister few got success but their success not known to other deprived scientists.

Can anyone believe that 729 deprived scientist are able to deliver their 100% output, this figure is approx 10% of total scientists of DRDO. 10 % unsatisfied work force is acceptable in any organization. Ab to jago Chander ji , apka contract to abhi pakka hai, teen saal to pure karne hain to kuch to DRDO ka bhala karte jao.

Recently one Scientist D from DRDE represented case to DG, DRDO that the APAR was tempered the given marks was  86 and  tampered with whitener and put 80 marks, it is common practice in DRDO, how can a young  scientist know about these heinous games by their superiors. Same things are also happening in DRTC also; when some official obtained APAR by RTI request this whitener game was exposed.

I request to these deprived scientists that they can ask their APARs by RTI request. APAR is very well in preview of RTI act, no exemption or schedule –II is applicable in this matter.

I am enclosing Honorable Nainital High court Judgment where anyone can ask assessment call, if his junior is called for assessment, please go through the judgment.

I am enclosing a representation of a scientist which was a successful example of fight for dignity.

In DRDO the scientists who were engaged in sundry works like stores procurement/ works/ security/ staff officer of establishment heads and able to lure boss by any means like putting AC’s in boss private house and support all domestic helps are the winner of outstanding APAR.

So overlook these kinds of officials and represent your case with scientific and technical contribution and serve our great country.

Sir,

Based on the recommendations of a Special Assessment Board, I was promoted from the grade of Scientist ‘E’ to the grade of Scientist ‘F’ in the Year 2008, though it should have been effective from 01st July 2007.

2.         This contention apart, I have completed 5 years of residency period (2008 – 2012) in the grade of Scientist ‘F’. I was anticipating appearance of my name in the List of Scientists in the grade of Scientist ‘F’ from DRDL for consideration for promotion to the next higher grade in the Fax dated 11th April 2013, sent by Director, RAC, Delhi to Director, DRDL. However I was disappointed.

3.         I would like to bring the following facts, related to my case, to your kind notice:

i)                    Non communication of ‘Below the Bench Mark’ (90%) grading in the Appraisal Year 2008. Since the said CPAR would have to be considered for assessing my suitability, the same is liable to be ignored in view of not communicating the ‘below bench mark’ CPAR.

ii)                  Further, the said CPAR (pertaining to the year 2008) grading carried out by I.O, R.O & Head of the Lab/Establishment by one Single Officer – all rolled into one, is not permissible as the very purpose of ensuring that the assessment of an officer is made dispassionately would be defeated. Thus, on this ground too, the said CPAR would have to be ignored as being illegal.

iii)                Eligible criteria for Assessment for promotion of Scientist ‘F’ to Sc ‘G’ in terms of CPAR/APAR minimum average marks for residency periods of 5 years and more do not have statutory force as the same is not contained in the SRO. When the field is governed by a statutory rule, the executive instructions have to be subservient to the former.

4.         Considering a minimum average mark of 85% as notional Bench Mark for consideration for promotion from Scientist ‘F’ to ‘G’ for a residency period of 5 years (Application of the criteria for consideration for promotion from Scientist ‘E’ to ‘F’), you are requested to ignore my CPAR pertaining to the Appraisal Year 2008 and include my name in the list of Scientists in the grade of Scientist ‘F’ in DRDL for consideration to the next higher grade and release the same at the earliest.
