वंही दूसरी ओर डीआरडीओ में ताजमहलो का निर्माण बदस्तूर जारी है I इसी सन्दर्भ में करप्शन इन डी आर डी ओ   वेबसाइट   को एक ईमेल द्वारा आज जानकारी मिली डी आर डी ओ  द्वारा कि लॉन्ग व्हीलर आई लैंड में करोड़ों रूपए खर्च करके सिर्फ चार अदद कमरो का एक वी आई पी गेस्ट हाउस का निर्माण कार्य जा रहा है जिसकी खास बात यह है कि उसके हर कमरे का डिजाइन दुबई के एक सात सितारा लक्ज़री होटल के कमरो के अनुरूप किया जा रहा है I

यह निर्माण कार्य 100 मजदूरो द्वारा रात दिन लगातार कार्य जा रहा है और अगले सप्ताह इस   गेस्ट हाउस का उद्घाटन होना है I यह सब निर्माण कर्नल सत्पथी के देख रेख में चल रहा है जो की लभग दस वर्षो से वंहा कार्यरत है  इसके अलावा एक लक्ज़री बोट भी किंग्स एंड क्वीन कंपनी से खरीदी  गयी है I क्या आपको लगता है की किंग्स एंड क्वीन की बोट में बैठ कर जाने से मिसाइल ज्यादा सटीक निशाना लगाएंगी I जंहा एक और सामान्य कर्मचारी सरकारी आवास समस्या से जूझ रहे है काफी लम्बी प्रतीक्षा सूची चल रही  है वंही दूसरी ओर इन  तथाकथित विज्ञानिको को विलासिता सूझ रही है I

आपसे नम्र निवेदन है कि शीघ्रता पूर्वक इन तथाकित वैज्ञानिको को देश के बहुमूल्य पैसो की बर्बादी से रोके सादगी का सन्देश दे क्योंकि कोई भी रिसर्च के लिए इन सब विलसिताओं की कोई भी आवश्कयता नहीं होती I सर जे सी बोसे ने कोई भी अविष्कार फाइव स्टार होटल में बैठकर नहीं किया था I

ऐसा न हो की आप अपने सांसदों  व् मंत्रियो को सादगी का सन्देश देकर  देश का लाखो रुपये बचाये और दूसरी ओर ये  तथाकित वैज्ञानिक देश का करोड़ो रुपये बर्बाद कर दे I

Prabhu ji, I want to inform S.A. saheb’s latest gift to himself a multi crore guest house with just 4 rooms with 7 star facility at wheeler island. He is going to inaugurate it next week. Each room is modelled as per designs from Dubai luxury hotel and more than 100 labourers are working day and night under Shri.Col. Satpathy who is the permanent Construction c.c.e. for the past ten years at the same sensitive and maney making post at Baleswar and Kolkata for the past 10 years. He has made similar seven star guest house in Kolkata also for his VVIP bosses to please them. A luxury boat(yact) is also being purchased for the Kings and queens of D.R.D.O. in Wheeler Island. Please do something to stop this. Like the fake degree scam, another big chunna to govt is by employees building houses in same station with H.B.A. and still staying in lab quarters by renting their house. Such like artificial scarcity of quarters is created and the waiting list is too long. moreover, taking this artificial shortage into account new quarters are being built by the construction department at exorbitant costs (much higher rates than C.P.W.D.)our department has become more of a construction dept. than R&D. That too contracts are issued only to some big fish contractors close to these corrupt officers without any transparency. When the whole country is following e-mail tendering, our dept. follows selective tendering. These construction engineers have even started taking projects from other than our dept. due to the huge kick backs provided in the over priced contracts. Please please do something otherwise we are going to be doomed. Wellwisher.

Hello,
Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of procurement of Long Recording Time High Speed Video Camera. The item was purchased against demand of Sh Rohin Koduri, Scientist of DRDL from M/s EVR Engineering Systems Pvt. Ltd vide Supply Order No DRDL/LRS/26/98P/13/013/8489 dated 24.01.14  for Rs 4392620.00, Quantity- 1. The Firm also submitted Bank guarantee of Karnataka Bank No 14721BG000008 dated 21.01.14 validity up to 19.06.14. The item was procured in limited tender mode.

  1. Please provide the date of supply of Long Recording Time High Speed Video Camera.
  2. Please provide the make and model of Long Recording Time High Speed Video Camera.
  3. Please provide the copy of inspection and accepting paper of competent authority.
  4. As the item was procured in limited tender name and address of other firms invited for said tender.
  5. Copy of document submitted by M/s EVR Engineering Systems Pvt claiming for authorized dealer of supplied item as required for after sale and service for such costly equipments.
  6. Present condition of procured Long Recording Time High Speed Video Camera whether working or not working etc.

Note : Matter is directly related to corruption and not exempted under Section 24 (1) as a the  M/s EVR Engineering Systems Pvt Ltd ‘s Field is industrial material handling vide DRDL order no DRDL/LRS/26/98P/10/037/8318 dated 9/3/2011 supplied aluminum container for rocket motors for exorbitant price i.e. Rs 9974242.00 for one piece.

Subject: Corruption in purchasing of microwave calibration kits in DMSRDE.

Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence, DRDO Bhawan, New Delhi.

DRDO’s Director Material Management distributed to all Labs & Establishments a manual named “DRDO Purchase Management -2006” which was duly approved by President of India and with the concurrence of Ministry of Defence (Fin/R&D) vide their ID No 752/IF (R&D) dated 20 March 2006.

Dr.T C Shami had a microwave network analyzer make – Agilent Technologies, Vector Network Analyzer (VNA). A network analyzer, like most electronic instruments requires periodic calibration – typically this is performed once per year and is performed by the manufacturer or by a 3rd party in a calibration laboratory. When the instrument is calibrated, it will usually have a sticker fixed to the outside, stating the date it was calibrated and when the next calibration is due. A calibration certificate will be issued.

A number of verification kits are available to verify the network analyzer is performing to specification. These typically consist of transmission lines with an air dielectric and attenuators. Agilent 7mm Precision calibration kit  

The Agilent 85050C precision mechanical calibration kit contains precision calibration standard devices (including an airline) to characterize the systematic errors of Agilent network analyzers in the 7 mm interface. This kit also contains adapters to change the sex of the test port, connector gages for verifying and maintaining the connector interface, and a torque wrench for proper connection. Included are standards definitions on disk.

It is observed that as a Head SMG, DMSRDE Dr.T C Shami, Scientist ‘F’, floated tenders in different mode for procuring microwave calibration kits since 2009 using different nomenclature. shami case table1

Throughout world any organization, govt. or private or technical educational institute if they required calibration their measurement equipment they approached nodal agencies for calibration or if they have budget then purchased single unit. In above case the DMSRDE, Kanpur purchasing so many calibration kits with using different nomenclature.

Dr.T C Shami raised demand almost every year for Agilent 7mm Precision calibration kit ( Model no. 58050C) from  Agilent Technologies but purchase not metalized for unforeseen reasons.

After that the   calibration kits     C band (3.95-5.85GHz) waveguide  & WR284 -S band(2.60-3.95 GHz) calibration kit  was purchased in limited tender from  M/S Surabhi International , 60/43, HAMRAJ COMMERCIAL CENTRE, NAYAGANJ, Kanpur – 208001. Military Tent, Yarn, fabric, vest & bulletproof jacket suppliers. The information available in public domain related to M/S Surabhi International is enclosed which is self explanatory.

Recently Dr.T C Shami raised demands vide No DMSRDE/ 14SMG044 for WR284 -S band(2.60-3.95 GHz) calibration ki t &  Tender floated on 05/03/2014 and due date is 9th May 2014.

  1.  Dr.T C Shami purchased microwave calibration kits since 2009 using different nomenclature and in process of procuring calibration,

i.            Question is this microwave calibration kits are consumable items?

ii.            Every year Agilent Technologies Vector Network Analyzer (VNA) need brand new calibration Kit?

iii.            Is same practice is following by other DRDO labs who are working in the field of microwave like, DEAL, DRDL, RCI,DLRL, LRDE, CARE, CABs, ADE and so on.

iv.            Is DMSRDE extending this calibration facility to all other organization like HAL, IIT etc as revenue generation under resource management scheme?

v.            Or Dr.T C Shami is calibrating Vector Network Analyzer (VNA) by every time shield pack new calibration kit in the manner of use & throw. (typically this is performed once per year)

vi.            Or money is flowing in DMSRDE, Kanpur

2.  As per microwave expert this kind of regular procurement shows that the regular procurement of shear wastage of precious foreign currency. 

3.  Procurements of such delicate microwave precision calibration kits should be from Agilent Technologies, Rohde & Schwarz, Maury Microwave Corporation etc or its authorized dealers not from fabric & tent suppliers again raised big question.

4.  Dr T C Shami purchased C band (3.95-5.85GHz)waveguide  & WR284 -S band(2.60-3.95 GHz) calibration kit  in limited tender from  M/S Surabhi International Pvt. Ltd 60/43, HAMRAJ COMMERCIAL CENTRE, NAYAGANJ, Kanpur – 208001. Who deals with Military Tent, Yarn, fabric, vest & bulletproof jacket suppliers. The information available in public domain related to M/S Surabhi is enclosed which is self explanatory.

5.   M/S Surabhi International is registered at DMSRDE with Registration No.  DMS/26/27. This firm is registered in category Chemicals & Polymers.

6.   M/S Surabhi International have two more support family firms M/s Pee Cee Textile Stores and M/s Mishra Trading Company.

7.   M/S Surabhi International has also supplied a very specialized microwave component Double Ridge Microwave 18-40 GHz Horn Antenna with Carrying & Shipping Case vide Demand No.: DMSRDE/11SMG125, Dated: 07 Sep 2010 costing Rs 4,25,000.00. The modus oprendi was same limited tender.

 9.   In search of corruption in DRDO, it is observed that DRDO is helping our traders in very big way to educate them high technology fundas, the Pan wala where scientist use to purchase pan become supplier of high-tech components, the IB report revealed the rice exporter friend of Dr A S Bains, Ex Director, DEAL, DRDO, Dehradun become high-tech 35 GHz satellite terminal component suppliers, in Hyderabad the wedding mundapam owner become missile components suppliers. The same practices being are followed by DMSRDE, Kanpur, the chemical suppliers/ fabrics suppliers suddenly became microwave components supplier.

10.   Last but not least it is unethical and unauthorized suppliers are supplying the items at exorbitant prices and some time used and refurbished items are also supplied, it happens because of close proximity with indenters and director of lab. 

11.   It is requested CVC please do physical verification of above calibration kits  in DMSRDE premises with serial numbers verified from manufacture, because today all big multinational companies maintaining the data base. Anyone can verify with serial number, who was the first buyer of the item, is it brand new or refurbish etc.

12.    In the case of these calibration kits Agilent Technologies main supplier company and the Maury Microwave Corporation is the manufacture.

13.    In view of the above mentioned facts and evidences it is earnestly requested that an order for through investigation of all procurement done by  Dr T C Shami after assuming charge as Head, SMG DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.

Helpless India

The bomb blast at gate No -5 of High Court, Delhi has once again proved that we are helpless. The government is helpless, Prime Minister is helpless, Home Minister is helpless that is all agencies responsible for protection of common man is helpless. Right hand does not know what left hand is doing.

Through this website I raised many issues of DRDO, Ministry of Defence, Government of India and found that no concrete action has been taken because Defence Minister is also helpless.

Accountability is missing in each and every level in the DRDO machinery. Accountability is missing therefore unaccountable assets are growing in individuals bank accounts and benami properties etc.

In DRDO there is no accountability at all; SA to RM is holding four posts simultaneously like SA to RM, DG (R&D), Secretary DRDO, Program Coordinator / Chairman Brahmos aerospace Private Limited etc. He  is enjoys the unaccountable money with the help of Dr Vasudeva of SPIC and many more means but not accountable to national security. In Kargil like scenario SA may say that I am helpless because my past predecessors have not fixed the track of development and 30000 strong scientific/technical force whom I am leading does not listen to me, no where it has been written that DRDO is responsible to develop concurrent technology useful for national defence or DRDO is not responsible for developing a system which can go for batch production.

DRDO is using simply the word like (a) Mission Mode (b) Technology Development           (c) Science and Technology basic research. These words have been borrowed simply to justify the annual expenditure which is forcefully granted by defence ministry.

I am not accountable and none my director is are accountable, SA’s punch lines which is maintained by in all labs meticulously. This the vision of DRDO labs for accountability, this culture is followed every effort is made

Directors are free to misuse the government funds as they have to match the exorbitant projected funds for a particular year.

How DRDO is helping the wasting the government funds is narrated by Sh S Ravind, PD, LLR, LRDE Bangalore to CVC, New Delhi.
