Parliament Question No 789 Regarding DRDO Projects

Dear friends please go through the parliament question 789 asked by Hon  Shri  Nishikant Dubey and others regarding DRDO projects. Our Hon Defence Minister Shri Manohar Parrikar answered the question as a same way like Ex defence Minister Sh A K Anthony because both only read the paper supplied by Dr. J.P. Singh, Scientist ‘G’ Director of Parliamentary Affairs. As a matter of fact Dr. J.P. Sigh is highly qualified scientist of DRDO with M.Sc. (Physics), MLISC and Ph.D. but since several years he is posted at DRDO HQ and looking after Parliamentary Affairs in DRDO. Dr. J.P. Singh was promoted as Scientist ‘G’ wef 01 July 2012 and having seniority no. 346 among all Scientist ‘G’ of DRDO as seniority roll as on November 2013,  still by superseding all his seniors he was appointed as Director, Dte of Parliamentary Affairs , DRDO HQ with blessings of his God Father.

You all be happy to see the answer same old story repeating since last 15 years friends we have great hope from Shri Manohar Parrikar because he is IIT’ans but without investigating the answer supplied by Dr. J.P. Sigh he state read same way like Sh A K Anthony.

It is requested that to our Defence Minister please see the answers earlier given by Sh A K Anthony on same matter. Also request don’t believe the reply given by Dr. J.P. Sigh some time he also not know the real facts, he only does galvanizing the inputs. We want to see the difference between technical qualified politician with other one. It will the great loss for our country if DRDO incompetent scientists are able to bluff the technical sound person like Parrikar ji.

Will the Minister of  DEFENCE    be pleased to state:-

(a) whether several projects of the Defence Research and Development Organisation (DRDO) are lagging behind schedule and if so, the details thereof and the reasons for delay in completion of these projects, project-wise;

(b) the details of funds required, budget allocated, released and utilized by the DRDO for the purpose during each of the last three years and the current year, project-wise;

(c) the steps taken / being taken by the Government for completion of such projects;

(d) whether DRDO proposes to open Centre of Excellence in the country and if so, the details thereof; and

(e) whether the Government proposes to change the policy relating to the appointment of scientists in DRDO to meet the shortage if so, the details thereof?

ANSWER

(a) & (b): Project-wise details regarding original and revised date of completion, sanctioned cost, expenditure made during last three years and current year along with reasons for delay in completion of major ongoing projects of DRDO is attached at Annexure `A`.

(c): The following corrective/remedial measures have been taken/being taken to complete ongoing projects in-time.

# Consortium approach is being used for design, development and fabrication of critical components

# Three-tier project monitoring approach has been instituted in the major projects.

# Project Monitoring Review Committee (PMRC) and Project Appraisal and Review Committee (PARC) meetings are held regularly to monitor the progress of ongoing projects.

# Concurrent engineering approach has been adopted in technology intensive projects to minimize time-lag between development and productionisation of the systems.

# Information Technology and modern management techniques are being applied.

# Encouraging joint funding by users to ensure their commitment towards earliest completion.

# Promoting synergy and better co-ordination among User Services, DRDO and production agencies through cluster meetings.

(d) Yes, Madam. DRDO has already established seven Centers of Excellence in various disciplines and taken initiative to establish the following four more Centers in the areas of interest to defence.

# Bi-nodal Center of Propulsion Technologies (CoPT) at IIT, Bombay.

# Jagdish Chandra Bose Center for Advanced Technology (JCBCAT) at  Jadavpur University, Kolkata.

# Joint Advanced Technology Center  (JATC) at IIT, Delhi.

# Center for Advanced Materials &  Electromagnetics (CAMEL) at IIT,  Jodhpur.

(e) No, Madam. The present policy relating to appointment of scientists in DRDO is functioning effectively. However, there is shortage of scientists in DRDO as there has been no increase of scientific manpower since 2001 while a number of projects have grown multifold in terms of size and technological complexity over the past fifteen years. DRDO has initiated a Cabinet Note for augmentation of manpower by 1316 posts (1260 scientists and 56 works cadre Officers). These are proposed to be filled in phased manner in three recruitment years.

The employees of CMSDS, DRDO unit in Kolkata are not getting salary for last 8 moths and the authority is totally silent over this issue, in spite of all number of requests they are quite. Because the whole DRDO machinery was busy for ensuring to continue  their DG’s contractual appointment.

Why because the Sh Avinash Chander will going to save all corrupt and incompetent scientists like he is uttering that the Rath costing 2.5 crores plus 1 year hard work of 50 technical force, this all was done from scrap and waste material of R&D(E), Pune.

Wait Mr Chander Bombay High Court will going to show you your right place. The poor tax payers money spending on such task without taking proper approval from Ministry.

So friends of CMSDS, DRDO, Kolkata don’t worry Sh Manohar Parrikar ji  will take your problem, Modi Ji also look in to this matter because he shows his concern for young scientists, stopped extension business of DRDO but forgot contract business, Chair business, IDST business and more game plans of these oldies of  DRDO scientific ……….. of DRDO.

वंही दूसरी ओर डीआरडीओ में ताजमहलो का निर्माण बदस्तूर जारी है I इसी सन्दर्भ में करप्शन इन डी आर डी ओ   वेबसाइट   को एक ईमेल द्वारा आज जानकारी मिली डी आर डी ओ  द्वारा कि लॉन्ग व्हीलर आई लैंड में करोड़ों रूपए खर्च करके सिर्फ चार अदद कमरो का एक वी आई पी गेस्ट हाउस का निर्माण कार्य जा रहा है जिसकी खास बात यह है कि उसके हर कमरे का डिजाइन दुबई के एक सात सितारा लक्ज़री होटल के कमरो के अनुरूप किया जा रहा है I

यह निर्माण कार्य 100 मजदूरो द्वारा रात दिन लगातार कार्य जा रहा है और अगले सप्ताह इस   गेस्ट हाउस का उद्घाटन होना है I यह सब निर्माण कर्नल सत्पथी के देख रेख में चल रहा है जो की लभग दस वर्षो से वंहा कार्यरत है  इसके अलावा एक लक्ज़री बोट भी किंग्स एंड क्वीन कंपनी से खरीदी  गयी है I क्या आपको लगता है की किंग्स एंड क्वीन की बोट में बैठ कर जाने से मिसाइल ज्यादा सटीक निशाना लगाएंगी I जंहा एक और सामान्य कर्मचारी सरकारी आवास समस्या से जूझ रहे है काफी लम्बी प्रतीक्षा सूची चल रही  है वंही दूसरी ओर इन  तथाकथित विज्ञानिको को विलासिता सूझ रही है I

आपसे नम्र निवेदन है कि शीघ्रता पूर्वक इन तथाकित वैज्ञानिको को देश के बहुमूल्य पैसो की बर्बादी से रोके सादगी का सन्देश दे क्योंकि कोई भी रिसर्च के लिए इन सब विलसिताओं की कोई भी आवश्कयता नहीं होती I सर जे सी बोसे ने कोई भी अविष्कार फाइव स्टार होटल में बैठकर नहीं किया था I

ऐसा न हो की आप अपने सांसदों  व् मंत्रियो को सादगी का सन्देश देकर  देश का लाखो रुपये बचाये और दूसरी ओर ये  तथाकित वैज्ञानिक देश का करोड़ो रुपये बर्बाद कर दे I

Prabhu ji, I want to inform S.A. saheb’s latest gift to himself a multi crore guest house with just 4 rooms with 7 star facility at wheeler island. He is going to inaugurate it next week. Each room is modelled as per designs from Dubai luxury hotel and more than 100 labourers are working day and night under Shri.Col. Satpathy who is the permanent Construction c.c.e. for the past ten years at the same sensitive and maney making post at Baleswar and Kolkata for the past 10 years. He has made similar seven star guest house in Kolkata also for his VVIP bosses to please them. A luxury boat(yact) is also being purchased for the Kings and queens of D.R.D.O. in Wheeler Island. Please do something to stop this. Like the fake degree scam, another big chunna to govt is by employees building houses in same station with H.B.A. and still staying in lab quarters by renting their house. Such like artificial scarcity of quarters is created and the waiting list is too long. moreover, taking this artificial shortage into account new quarters are being built by the construction department at exorbitant costs (much higher rates than C.P.W.D.)our department has become more of a construction dept. than R&D. That too contracts are issued only to some big fish contractors close to these corrupt officers without any transparency. When the whole country is following e-mail tendering, our dept. follows selective tendering. These construction engineers have even started taking projects from other than our dept. due to the huge kick backs provided in the over priced contracts. Please please do something otherwise we are going to be doomed. Wellwisher.

DRDO violated the Article 309 by implementing interview in promotion of scientist F to scientist G grade in 2011 without proper amendment in SRO.

NO Assessment interview requirement for Promotion from scientist ‘F’ to Senior scientist ‘G’ as per the DRDO service rule-1979-Rule-8(2)(e) ; but Chairman, Recruitment and Assessment of DRDO forward name before promotion committee after “ INTERACTION ’’ .

What is the meaning of interaction and what is its need against the rule?  Nothing except the violation of law for corruption. UPSC conducted examinations for thousands participant for few seats then how RAC chairman want to stop the limited scientists opportunities to appear before the committee directly. Intention of Chairman is very clear.

Then Chairman, RAC Dr. P. S. Goel’s letter RAC/01/Assessment/PSG, dated 22-3-11 introduced this mechanism to give favor to incompetent few DRDO scientists  and for this act in return he got Prof. MGK Menon’s chair, RCI, Hyderabad  which fed him 84 lakhs per year. It is pure kick back or DRDO should prove the justification of his appointment.

What is this, is it not corruption? Best part of this type of corruption is money which he is receiving is poor tax payer’s money.

Question is, if he was competent authority to amendment of this kind of mechanism than why later DRDO amended this through Government of India gazette notification. He doesn’t have knowledge of the constitution of India, he is not competent authority to amend the  DRDS rules which are framed under Article 309 of  the constitution of India.

Where is law, where is administration, where is governance, it is happening in every stage in DRTC promotions also, where incompetent fake certificates holders are getting promotions and all relevant benefits, in recruitment of scientists lot of cases are exposed like Arun Kumar’s daughter, Selvamurty’s daughter, A K Bansal’ daughter and now several in queue like Narendra Kumar’s daughter, R B Singh’s son appointment are under lenses

Recently in CEPTAM recruitment   drive nearly 5 lakhs applications was received by CEPTAM, they made almost Rs 15 lakhs or more by introducing mandatory SMS registration, pure corruption by CEPTAM management god only knows who is patronizing this kind of corruption in DRDO. The 1 lakh applicant were rejected,  and thousands were not appeared due to examination center, CEPTAM did great job candidate who want center in nearby DELHI put him to Goa, Mizoram, Ajmer, Kolkata, Chennai etc.

The amount of expenditure incurred on Internal Screening Committee ( Main ) held for promotion from the grade of Scientist `F` to the grade of Scientist`G`, under the following Heads separatelyfor the Year 2011,2012 and 2013

a)    TA/DA on the Chairman and Members of the Internal Screening Committee (Main).

b)    TA on the candidates ( Scientist `F`) who have appeared before the Internal Screening Committee ( Main )

c)    Miscellaneous Expenditure, i.e. other than above (a) and(b), on the Internal Screening Committee ( Main )

Find the application fee for the request attached with this application. If you feel that above requested information does not pertain to your department then please follow the provisions of Section 6(3) of the RTI Act, 2005/Also as per the provisions of the RTI Act, 2005 please provide the details (Name and Designation) of the first appellate authority w.r.t to your department with the reply to the above request., where I may if required file my first appeal.

The requested information is pertain to routine establishment / administrative matter which is not covered under exemption as decided by CIC (refer to CIC decision no CIC/LS/A/2012/002612 dated 22/03/2013).

There was no government approval for conducting ISC, main in assessment year 2011, and it was conducted illegally against the DRDS rules for the benefit to few incompetent scientists of their choice.
