‘No sign’ of Army cheque donated to PMO

Months after Chief of Army Staff General Dalbir Singh presented a cheque of over Rs.100 crore to the Prime Minister’s Relief Fund, the Army says it has no information of any such donation.

On January 15 this year, Gen. Singh presented Prime Minister Narendra Modi the cheque “raised by officers and soldiers of the Army donating a day’s salary each” on the 67th Army Day. The photo of Gen. Singh presenting the cheque is on the website of the Press Information Bureau, as is an accompanying press release.

After reading media reports about several Army men expressing unhappiness about the Gen. Singh’s decision to hand over the cheque without first taking their consent for the deduction, Dehradun-based activist Prabhu Dandriyal filed an RTI petition with the Army on March 20.

Mr. Dandriyal told The Hindu that he sought information on the whether the cheque has been deposited in the fund, details of the bank, the account head of the Army from where the money had been debited, and if the cheque was not deposited, then whether it had been returned to the Army.

On May 12, a response from Lt. Col. Rajiv Guleria, the Public Information Officer said: “…no amount on account of contributions from salary of any Army personnel has yet been donated to the Prime Minister Relief Fund. The matter is under consideration.”

Mr. Dandriyal has now sent an RTI query to the PMO. An Army spokesperson refused to comment on Thursday.

The Indian Army has donated over Rs. 100 crore to the Prime Minister’s Relief Fund. This amount has been raised by officers and soldiers of the Army donating a day’s salary each.

The cheque was handed over to Prime Minister Narendra Modi by the Chief of Army Staff, Gen. Dalbir Singh, at the traditional “At Home” at Army House on the occasion of the 67th Army Day.

  1. Provide the status of cheque whether cheque deposited in the account of Prime Minister s Relief Fund
  2. Provide the date and name of Bank where above cheque deposited on account of Prime Minister’s Relief Fund
  3. If cheque encashed than provide the account head of Army from which money debited to PM relief account.
  4. If above cheque was not deposited than whether it was return back to Army, if yes than provide the copy of covering letter.

Parliament Question No 789 Regarding DRDO Projects

Dear friends please go through the parliament question 789 asked by Hon  Shri  Nishikant Dubey and others regarding DRDO projects. Our Hon Defence Minister Shri Manohar Parrikar answered the question as a same way like Ex defence Minister Sh A K Anthony because both only read the paper supplied by Dr. J.P. Singh, Scientist ‘G’ Director of Parliamentary Affairs. As a matter of fact Dr. J.P. Sigh is highly qualified scientist of DRDO with M.Sc. (Physics), MLISC and Ph.D. but since several years he is posted at DRDO HQ and looking after Parliamentary Affairs in DRDO. Dr. J.P. Singh was promoted as Scientist ‘G’ wef 01 July 2012 and having seniority no. 346 among all Scientist ‘G’ of DRDO as seniority roll as on November 2013,  still by superseding all his seniors he was appointed as Director, Dte of Parliamentary Affairs , DRDO HQ with blessings of his God Father.

You all be happy to see the answer same old story repeating since last 15 years friends we have great hope from Shri Manohar Parrikar because he is IIT’ans but without investigating the answer supplied by Dr. J.P. Sigh he state read same way like Sh A K Anthony.

It is requested that to our Defence Minister please see the answers earlier given by Sh A K Anthony on same matter. Also request don’t believe the reply given by Dr. J.P. Sigh some time he also not know the real facts, he only does galvanizing the inputs. We want to see the difference between technical qualified politician with other one. It will the great loss for our country if DRDO incompetent scientists are able to bluff the technical sound person like Parrikar ji.

Will the Minister of  DEFENCE    be pleased to state:-

(a) whether several projects of the Defence Research and Development Organisation (DRDO) are lagging behind schedule and if so, the details thereof and the reasons for delay in completion of these projects, project-wise;

(b) the details of funds required, budget allocated, released and utilized by the DRDO for the purpose during each of the last three years and the current year, project-wise;

(c) the steps taken / being taken by the Government for completion of such projects;

(d) whether DRDO proposes to open Centre of Excellence in the country and if so, the details thereof; and

(e) whether the Government proposes to change the policy relating to the appointment of scientists in DRDO to meet the shortage if so, the details thereof?

ANSWER

MINISTER OF DEFENCE (SHRI MANOHAR PARRIKAR)

(a) & (b): Project-wise details regarding original and revised date of completion, sanctioned cost, expenditure made during last three years and current year along with reasons for delay in completion of major ongoing projects of DRDO is attached at Annexure `A`.

(c): The following corrective/remedial measures have been taken/being taken to complete ongoing projects in-time.

# Consortium approach is being used for design, development and fabrication of critical components

# Three-tier project monitoring approach has been instituted in the major projects.

# Project Monitoring Review Committee (PMRC) and Project Appraisal and Review Committee (PARC) meetings are held regularly to monitor the progress of ongoing projects.

# Concurrent engineering approach has been adopted in technology intensive projects to minimize time-lag between development and productionisation of the systems.

# Information Technology and modern management techniques are being applied.

# Encouraging joint funding by users to ensure their commitment towards earliest completion.

# Promoting synergy and better co-ordination among User Services, DRDO and production agencies through cluster meetings.

(d) Yes, Madam. DRDO has already established seven Centers of Excellence in various disciplines and taken initiative to establish the following four more Centers in the areas of interest to defence.

# Bi-nodal Center of Propulsion Technologies (CoPT) at IIT, Bombay.

# Jagdish Chandra Bose Center for Advanced Technology (JCBCAT) at  Jadavpur University, Kolkata.

# Joint Advanced Technology Center  (JATC) at IIT, Delhi.

# Center for Advanced Materials &  Electromagnetics (CAMEL) at IIT,  Jodhpur.

(e) No, Madam. The present policy relating to appointment of scientists in DRDO is functioning effectively. However, there is shortage of scientists in DRDO as there has been no increase of scientific manpower since 2001 while a number of projects have grown multifold in terms of size and technological complexity over the past fifteen years. DRDO has initiated a Cabinet Note for augmentation of manpower by 1316 posts (1260 scientists and 56 works cadre Officers). These are proposed to be filled in phased manner in three recruitment years.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of  PMO website regarding Interact with Honorable Prime Minister of India. It is observed that when citizen of India submitted some feedback, suggestions to improve system or information regarding misuse of fund & power by authorities, PMO officials are taking these inputs as personal grievances of individuals rather than taking inputs in national interest. The PMO officials forwarding that information directly to concern organizations without concealing the name of individuals, it may be affect the carrier of individual or authorities can target to harass the individual.

  1. Kindly provide the PMO policy for handling the inputs receiving in Interact with Honorable Prime Minister of India.
  2. Whether government officials can send feedbacks of their respective organization.
  3. PMO officials who are handling these inputs/feedbacks/infarctions are permitted to disclose the name of individual to his/her department superiors.
  4. Whether government officials who are submitting inputs in PMO website in Interact with Honorable Prime Minister of India are violating CCS (Conduct) Rule 1964, Rule 20 or any other CCS Rules (Yes/No)

An official of DEAL, DRDO Sh. Jagdish Kumar, Technical Officer ‘C’ reported to SSP, Dehradun against the crime committed by Sh. R K Agarwal, Scientist ‘H’ Principal Associate Director, (Farzi Designation because as per RTI information there is no such gazette notification), DEAL.

Thanks to RTI Act 2005 which is strong and effective weapon against corrupt officials.

RTI revealed that Sh R C Agarwal fully supported and extended all his official powers to protect his Agarwal bandhu Sh. R K Agarwal, Sc ‘H’

  1. SSP, Dehradun same day i.e. 4/6/2014 sent Sh. Jagdish Kumar, Technical Officer ‘C’ to Thana Raipur for inquiry.
  2. SHO, Raipur Thana assigned the task to Sub Inspector B P Singh on same day i.e. 4/6/2014
  3. Sub Inspector B P Singh did not look into the matter seriously. After many requests he visited DEAL, DRDO campus on 3/7/2014 and met Sh. R K Agarwal in his office, in the company of Sh K Sivakumar, Sc ‘G’, Dr R S Pundir,  Sc ’G’, Sh Dilip Kumar, Sc ’F’, Sh Atul Dev, Sc ‘F’, Sh VVS Panwar, TO ‘C’, working as Security officer, Sh Balwant, Senior Security Assistant.
  4. Sub Inspector B P Singh submitted his investigation report with conclusion that matter is not worthy of further inquiry and is not fit for registration of FIR.
  5. As per RTI reply it clearly shows Sub Inspector B P Singh sent his final report on 3/7/2014.

Actual facts

  1. Sub Inspector B P Singh visited DEAL on 7/7/2014 and met Sh. R K Agarwal in the chamber of Sh RC Agarwal and collected few useless, unrelated paper, un-certified papers which he annexed with his final report, he forgot the date of final report i.e. 3/7/2014.
  2.  Sub Inspector B P Singh called Sh Jagdish Kumar, applicant on 8/7/2014 at 12.00 hrs and wrote down his statement; again he forgot the date of final report i.e. 3/7/2014.
  3. Per Sub Inspector B P Singh’s report he has not asked any question to Sh R K Agrawal about the allegation made by sh Jagdish Kumar with certified proof of Sh R K Agrawal’s act and deeds, the person who was harassed  by Sh R K Agrawal
  4. Sh RC Agarwal managed the show by offering tea to Sub Inspector B P Singh or like as he already authenticated Sh R K Agarwal false claim of showing association in prestigious project ‘NARAD’ for his promotion to Sc H and because of Sh RC Agarwal illegal act of nepotism so many senior deserving scientist not get their due credits,
  5. Sub Inspector B P Singh’s report is false and produced under pressure of Sh RC Agarwal & Sh R K Agarwal but they forgot that truth cannot be hidden by any means.
  6. Campus Recruitment by PS Banks Now Unconstitutional – What About Illegality Already Committed ?

This refers to Mumbai High court judgement pronounced in a case related to Central Bank of India . The Bombay high court has held that its ( bank’s ) recruitment policy, which allows campus recruitment/interview method for appointment of officers against permanent vacancies on regular basis, was illegal and unconstitutional.

Bank management of almost all public sector banks has resorted to campus hiring, not only in scale I but in scale II and scale III too. During last ten years top ranked officers of almost all banks have functioned in an arbitrary manner, recruited persons of their choice, giving favours to kith and kins of high profile persons and denying the talented unemployed youth. Recruitment of persons for some personal gain or to give favour to sons and daughters of known dignitaries has damaged work culture in banks and adversely affected the asset quality of almost all banks.

Top management in public sector banks picked up persons from campus of their choice and in the name of merit they raped those who have been working in the bank for years and decades. Not only in recruitment have they harmed the future of those existing employees who were waiting for promotion to higher cadre and higher scale. There are instances where bank management recruited officer directly in scale III whereas hundreds and thousands of officers eligible for promotion to scale III are denied their rights.

Further due to their arbitrary and unjustified recruitment of officers from campus in scale III or scale II management of bank had to pay double salary or more for the same work which could be and which hitherto has been performed by junior officers and clerks.

Is there anyone who can punish such top ranked officers whose faulty action caused huge loss to the bank??

Why these responsible and top ranked officers should not be personally punished and taken to task so that in near future no one dares violating the rights of existing employees and denying the opportunity to really talented youths.

I am unable to understand why the courts have simply warned the bank to desist from campus hiring in future and why not court thought it necessary to impose penalty of erring top officials.

In response to court verdict against Central bank and its clear warning to bank not to repeat such campus hiring, Government of India should order CBI inquiry into all recruitment which took place during last ten years in public sector banks through campus hiring and whether those officers are really better than already working officers in banks and whether there was any corrupt dealing in such type of recruitment.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Dr S K Salwan, Ex Lab Director of DRDO who was appointed to –Dr B D Nagchoudhuri Chair for three years at a total cost of 83.064 Lakhs. The appointment was made by Ex DG, DRDO Dr V K Saraswat in a discretionary manner on nomination basis, The DRDO Chair was not reserved for Ex DRDO employees and no public notice was issued seeking applications for this highly paid post by DRDO authorities. Instead of paying monthly remuneration to Dr S K Salwan, DRDO released the first installment of Rs 27.688 on 28 April 2011 advance to Dr S K Salwan without deducting tax at source.  Dr S K Salwan joined on 2 May 2011 and as per audit report such seeking of paid expertise of ex employees on nomination basis is against the General Financials Rules of Govt. of India. Audit report says appropriate recoveries need to be effected forthwith. The above information related to clearly case of corruption and not exempted under section 24 (1) of RTI Act 2005.

  1. Please provide total amount released to Dr S K Salwan against his appointment to Dr B D Nagchoudhuri Chair
  2. Please provide total amount tax deducted from remuneration of Dr S K Salwan
  3. As suggested by Audit to appropriate recovery from remuneration of Dr S K Salwan. The total amount recovered by Dr S K Salwan.
  4. Present status of financial clearance with Dr S K Salwan, whether all amounts is cleared or pending.
  5. If pending than please provide total amount and then recovery initiation status.
