Who is Dr VK Saraswat, the new member of NITI Aayog?

Dr Saraswat, as former chief of DRDO has been also red-flagged by the Comptroller General of Defence Audit-CGDA over his several decisions that resulted in the Defence Ministry curtailing his financial powers

The Prime Minister’s Office (PMO) appointed Dr VK Saraswat as full-time member of newly established National Institution for Transforming India (NITI) Aayog. Dr Saraswat is former Secretary of Defence (Research & Development- R&D), but is more known as one of the high profile former chiefs of Defence Research & Development Organisation (DRDO). However, his inning at the DRDO was marred by controversies resulting in the government turning down his extension. He was even awarded a jail sentence for contempt of court.

Dr Saraswat was the key scientist in the development of the Prithvi missile and its induction in the Indian armed forces.

A PhD in Combustion Engineering, Dr Saraswat started his career in DRDO in 1972 at Hyderabad-based Defence Research and Development Laboratory (DRDL), he was responsible for the development of the country’s first Liquid Propulsion Engine, DEVIL. As Project Director of Prithvi, he steered the design, development, production and induction of the first indigenous Surface-to-Surface missile system into the armed forces. He is regarded as one of the key scientists in the team of former President of India, Dr APJ Abdul Kalam, who is said to have had a deep influence on Dr Saraswat.

He was conferred the Padma Shri in 1998. He was also conferred the Padma Bhusan by the Government of India in 2013.

However, his career was not without controversies. In 2012, Dr Saraswat took a stand contradictory to the then Army Chief, General VK Singh, who had labelled Tatra trucks as substandard. Talking about Tatra trucks at a press conference, Dr Saraswat had said, “Tatra truck is an outstanding truck…They have a very good cross country capability and can move at good speeds.”

Earlier in 2010 too, he had torn into the armed forces for failing to overcome their ‘temptation’ to induct latest imported weapon systems. Speaking at the National Technology Day in May where the then Air Chief Marshal PV Naik, Admiral Nirmal Verma and Gen VK Singh were also present, Dr Saraswat had said, “Services also must understand that while the temptation may be overwhelming to field proven, state-of-the-art imported systems, they too have a role to play in the country’s economic and industrial growth. No foreign system can be customised to completely address our long-term requirements.”

Interestingly, as of now, both Gen Singh and Dr Saraswat have become part of the Narendra Modi government. While the former chief of DRDO has become full-time member of NITI Aayog, the former Army Chief is the Minister of State of External Affairs and Minister of State (independent charge) for North East Region, in the Modi government.

In a September 2012 report, the New Indian Express had said, “…a nightmare was revealed recently when Defence Minister AK Antony ordered the Comptroller General of Defence Audit (CGDA) to do a secret audit of India’s equivalent of the futuristic workshop of James Bond’s ‘Q’ — the Defence Research and Development Organisation that goes by the handle DRDO.”

Quoting the CGDA, the newspaper had said, “DRDO has been developing equipment which is either sub-standard or have extended deadlines and additional budgets. Many of the projects have been sanctioned without the requisite government approval. Only 10% of projects have come to the Ministry for clearance. Corruption and nepotism exists in the upper echelons and there is an exodus of qualified scientists.”

“The CGDA has questioned why he (Dr Saraswat) granted Rs2.88 crore to a mathematics institute to develop a futuristic radar when its scientists are not even remotely connected with research relating to the project. Incidentally, Dr Saraswat is the president of the institute’s governing body. The audit also stated that the institute lacked expert manpower and started recruitment only after getting DRDO funds that were released without due diligence. A Dehradun scientific lab was granted Rs14 crore to develop a communication link, while the institute headed by Dr Saraswat was also sanctioned Rs2.98 crore to develop the same technology — it doesn’t have even basic facilities like computers for individual researchers,” the report says.

Although DRDO denied all the observations of the CGDA report, it affected the career of Dr Saraswat.

Indian Railways faces CAG heat on bio-toilets

The Comptroller and Auditor General (CAG) has criticised Indian Railways for installation of bio-toilets on trains, citing that majority of them face operation deficiencies including choking, foul smell and inadequate supply of bacterial inoculum.

The report indicated that no awareness campaign was conducted by railway zones – except Southern Railway. Moreover, only 36.62 per cent supervisory and 23.21 per cent non-supervisory staff were trained in maintenance of bio-toilets.

The ‘bio-toilet’ (using bio-digester technology) is an eco-friendly waste management solution, which reduces solid human waste to bio-gas and water with the help of a bacterial inoculum through biological degradation of human waste. It eliminates the direct discharge of human waste from coach toilets onto railway tracks and platform aprons in stations, and helps avoid manual scavenging while keeping the platform aprons and trains clean.

An audit conducted in 30 coaching depots of 15 zonal railways in 2016-17 by CAG indicated that out of 613 trains being handled in these depots, 160 trains did not have any bio-toilets fitted. “In remaining 453 trains with 25,080 bio-toilets, 1,99,689 instances of deficiencies were noticed,” the report said.
It was in January 2015 that the railway board decided to eliminate the provision of direct discharge toilets in new coaches by the end of 2016-17. However, during 2014-15 to 2016-17, utilization of funds for retrofitment of bio-toilets remained between 34 per cent and 71 per cent. For the year 2016-17, Minister of Railways had announced that 20,000 bio-toilets were to be inducted through retrofitment. Railway Board fixed an internal target of 50,000 bio-toilets to be inducted through retrofitment. “As against this target, various Zonal Railways could achieve induction of 22,198 bio-toilets through retrofitment. The shortfall of more than 30 per cent was noticed in five Zonal Railways out of 16 Zonal Railways (East Central-67 per cent, North Central-49 per cent, Northern-42 per cent, South Eastern-44 per cent and Western-43 per cent),” the report added.

The report also indicated that due to the inadequate progress of retrofitment of bio-toilets in passenger coaches by Zonal Railways, Railway Board decided to place a bulk order for supply, installation and commissioning of approximately 80,000 bio-toilets in in-service coaches. “As against 33,783 bio-toilets which were to be supplied to 16 Zonal Railways up to March 2017, only 14,274 bio-toilets were supplied by the firms. Out of these, 12,016 bio-toilets were fitted in coaches up to March 2017,” it said. CAG also highlighted that out of the nine firms, on which orders were placed, seven firms, had complaints pending against them regarding quantity and quality of material supplied during 2015-16 and 2016-17.

Sir,    DMSRDE having a multi utility shed for organizing different local functions and programs. The structure built by steel and covered by water proof cloth like used by tent houses.

Recently this Feb 26-28, 2015 at DMSRDE, Kanpur organized a Conference on Microscopy in Materials Science and Biomimetic Technology with Academy of microscopic science and technology (AMST) society, Kanpur in above multi utility shed.

Just before conference MULI UTILITY SHED repaired by VIRAJ SYNTAX LTD, Kanpur, and the Material was provided by DMSRDE, Kanpur under directive of Dr A kK Saxena.

The material used was PU COATED NYLON WHITE FABRIC (Procured for fabrication of WIND CHEATER FOR GLACER REGION) and Green PVC Coated fabric they have used for upper layer of shed.

The Multi Utility shed being a part of the public  infra structure the work should have been  done by public concerned authority such as  CC (R&D)N , MES, but as a matter of habitual procedural defiance the work was done  the other way and therefore no norms for repairs followed resulting in wastage of the material

White fabric was procured in 1999-2000 in excess and store audit objection is in position.

Interestingly, the valuable public material got issued in the name of ‘study purpose’ just before the conference jointly organized by DMSRDE and AMST (Academy of microscopic science and technology) in which Dr. KN Pandey , Retd. TO”C”, one of the very close circle advisors group of Dr. AK Saxena is the founder general secretary of wonderful society the AMST where there are no declared policies or bye laws and no transparency in accounts handling.

With a very huge loss to public property approximately 1000 m market rate is (RS 250/meter) of pu coated nylon white was   used for lower layer total shed where a much low cost white cloth would have been sufficient for aesthetics.

400 meters market rate is RS 450 /meter of pu coated green heavy cloths were used for upper layer.

The repairs could not last even for two months and again they are using the unduly expensive cloth for re-repairing with the purpose of getting rid of the audit objection in an unmindful and sheepish way.

Sir, It is requested that please direct these DRDO officials not to waste public money for their adventures,  needful inquiry is also requested in this Dr A K Saxena’s misadventure.

Parliament Question No 789 Regarding DRDO Projects

Dear friends please go through the parliament question 789 asked by Hon  Shri  Nishikant Dubey and others regarding DRDO projects. Our Hon Defence Minister Shri Manohar Parrikar answered the question as a same way like Ex defence Minister Sh A K Anthony because both only read the paper supplied by Dr. J.P. Singh, Scientist ‘G’ Director of Parliamentary Affairs. As a matter of fact Dr. J.P. Sigh is highly qualified scientist of DRDO with M.Sc. (Physics), MLISC and Ph.D. but since several years he is posted at DRDO HQ and looking after Parliamentary Affairs in DRDO. Dr. J.P. Singh was promoted as Scientist ‘G’ wef 01 July 2012 and having seniority no. 346 among all Scientist ‘G’ of DRDO as seniority roll as on November 2013,  still by superseding all his seniors he was appointed as Director, Dte of Parliamentary Affairs , DRDO HQ with blessings of his God Father.

You all be happy to see the answer same old story repeating since last 15 years friends we have great hope from Shri Manohar Parrikar because he is IIT’ans but without investigating the answer supplied by Dr. J.P. Sigh he state read same way like Sh A K Anthony.

It is requested that to our Defence Minister please see the answers earlier given by Sh A K Anthony on same matter. Also request don’t believe the reply given by Dr. J.P. Sigh some time he also not know the real facts, he only does galvanizing the inputs. We want to see the difference between technical qualified politician with other one. It will the great loss for our country if DRDO incompetent scientists are able to bluff the technical sound person like Parrikar ji.

(a) & (b): Project-wise details regarding original and revised date of completion, sanctioned cost, expenditure made during last three years and current year along with reasons for delay in completion of major ongoing projects of DRDO is attached at Annexure `A`.

(c): The following corrective/remedial measures have been taken/being taken to complete ongoing projects in-time.

# Consortium approach is being used for design, development and fabrication of critical components

# Three-tier project monitoring approach has been instituted in the major projects.

# Project Monitoring Review Committee (PMRC) and Project Appraisal and Review Committee (PARC) meetings are held regularly to monitor the progress of ongoing projects.

# Concurrent engineering approach has been adopted in technology intensive projects to minimize time-lag between development and productionisation of the systems.

# Information Technology and modern management techniques are being applied.

# Encouraging joint funding by users to ensure their commitment towards earliest completion.

# Promoting synergy and better co-ordination among User Services, DRDO and production agencies through cluster meetings.

(d) Yes, Madam. DRDO has already established seven Centers of Excellence in various disciplines and taken initiative to establish the following four more Centers in the areas of interest to defence.

# Bi-nodal Center of Propulsion Technologies (CoPT) at IIT, Bombay.

# Jagdish Chandra Bose Center for Advanced Technology (JCBCAT) at  Jadavpur University, Kolkata.

# Joint Advanced Technology Center  (JATC) at IIT, Delhi.

# Center for Advanced Materials &  Electromagnetics (CAMEL) at IIT,  Jodhpur.

(e) No, Madam. The present policy relating to appointment of scientists in DRDO is functioning effectively. However, there is shortage of scientists in DRDO as there has been no increase of scientific manpower since 2001 while a number of projects have grown multifold in terms of size and technological complexity over the past fifteen years. DRDO has initiated a Cabinet Note for augmentation of manpower by 1316 posts (1260 scientists and 56 works cadre Officers). These are proposed to be filled in phased manner in three recruitment years.

श्रीमान, डीआर डी द्वारा  सर्विस एक्सटेंशन की यू पी ए सरकार के माध्यम एक प्रथा ही बना डाली थी।  सर्विस  एक्सटेंशन सिर्फ  उन सीनियर अधिकारीयों को मिलता जो की  भ्रष्टाचार में लिप्त होते थे या भ्रष्टाचार में सहायक की भूमिका निभाने के लिए हामी भरते थे।  डी आर डी ओ द्वारा  सर्विस एक्सटेंशन की संस्तुति का केवल एकमात्र यही एक योग्यता मापदंड था। इसके लिए विकिलीक्स के एक केबल में यू पी ए सरकार द्वारा श्री प्रणब मुखर्जी रक्षा मंत्रालय से हटाने का कारण उनका पार्टी फण्ड के लिए अपने मत्रांलय से पैसा एकत्र न करने पर श्रीमती सोनिया गांधी व् तत्कालीन पी एम श्री मनमोहन सिंह ने उन्हें रक्षा मंत्री के पद से हटा कर श्री एंटोनी को रक्षा मंत्रालय दे दिया गया। उसका परिणाम पूरा देश अगस्ता वेस्टलैंड से लेकर डीआर डी के बर्ह्मोस से लेकर अग्नि 1,2,3,4,5 ………….. के नाम पर चल रहे भ्रष्टाचार के खुले खेल को देख रहा है।

परन्तु आपने आते ही इस प्रथा का अंत करने करने के निर्देश दिए तथा सर्विस एक्सटेंशन के योग्यता मापदंड के अनुसार ही दिया जाय इसका कड़ा निर्देश दिया पुरानी समिति भंग कर दी। किन्तु आप भूल गए कि इन भ्रष्ट डी आर डी ओ अधिकारियों / तथाकित वैज्ञानिको के मुँह में  सर्विस एक्सटेंशन का खून लग चूका है।  इसके लिए डी आर डी ओ  ने एक्सटेंशन पर नई रिसर्च की है, उसको नया नाम डी आर डी ओ फ़ेलोशिप का दिया  गया है।

आप के नाक के नीचे बैठे अधिकारी अभी पूरी तरह से आपकी भ्रष्टाचार रहित कार्यप्रणाली  को ठीक  से समझ नहीं पाये है और इन तथाकथित  वैज्ञानिको के जाल में फंस कर नियम विरुद्ध संस्तुति प्रदान कर रहे है। इसका  ताजा तरीन उदहारण है डॉ ए के गुप्ता और डॉ सुधाकर कोसितम्बर माह 2014 से नयी नयी पैदा हुई डी आर डी ओ फ़ेलोशिप से नवाजा गया है। डॉ ए के गुप्ता जोकि दो साल के एक्सटेंशन में आई आर डी ई, डी आर डी ओ, देहरादून में निदेशक के पद अभी 31 अगस्त 2014 को पदमुक्त हुए है।यह उनकी डी आर डी ओ के उच्च अधिकारियो पर उनकी पक्कड़ का असर दिखता है।

डी आर डी ओ फ़ेलोशिप आपके द्वारा की गयी एक्सटेंशन में की गयी सख्ती का तोड़ है।

डी आर डी ओ फ़ेलोशिप को 12 सितम्बर 2014 को  वित्त मंत्रालय  द्वारा संस्तुति प्रदान की गयी और अंडर सेक्रेटरी रक्षा मंत्रालय 16 सितम्बर 2014 को डॉ ए के गुप्ता को डी आर डी ओ फ़ेलोशिप (63000 रूपए प्रति माह और वर्ष में तीन लाख रूपए टी ऐ / डी ऐ)  देते  हुए डील, डी आर डी ओ, देहरादून में अगले तीन वर्षो नियुक्त कर दिया।

आश्चर्य का विषय यह है कि डॉ ए के गुप्ता की नियुक्ति जिस कार्य के लिए की गयी है “Blue Green Laser under water communication especially for submarine communication applications”

इस विषय में  डॉ ए के गुप्ता कभी भी कुछ किसी भी तरह का कार्य या शोध या कभी कोई प्रेजेंटेशन तक नहीं किया अथार्थ दूर दूर तक विषय से डॉ ए के गुप्ता सम्बन्ध नहीं रहा है।

अभी हमारी पनडुब्बियों को संचार के लिए समुद्र की सतह पर आना पड़ता है। सूर्य का प्रकाश ही समुद्र की तहलटी तक पहुँचता है और इसी से ब्लू ग्रीन लेज़र तकनीक का सहारा लेकर पनडुब्बी से समुद्र भीतर संचार संभव हो पाया है।

यह तकनीक  विश्व में सिर्फ अमेरिका व् चीन के पास उपलब्ध है। अमेरिका ने अंटालिक में बहुत से प्रयोगो के बाद सफलता पायी व् चीन के पास उपग्रह उपग्रह से सीधा समुद्र में पानी के अंदर स्थित पनडुब्बी संचार करने की तकनीकी उपलब्ध है।

आशा है कि आप इन भ्रष्ट डी आर डी ओ अधिकारियों के उलटे सीधे निरुद्देश्य, लक्ष्यहीन, अर्थहीन व् अव्यवहारिक परियोजनाओं और प्रस्तावों को पुनमूल्यांकन के लिए अपने अधिकारिओं को आदेश देंगे जिससे आपकी भ्रष्टाचार मुक्त गवर्नेंस के मिशन को पूर्ण करने की तरफ एक कदम बढ़ेगा ।

Will the Minister of DEFENCE be pleased to satate :-

(a) whether Defence Research and Development Organisation (DRDO) enjoys a huge amount of autonomy because of it strategic nature of work;

(b) if so, the details in this regard;

(c) whether Government proposes to impose any restrictions on the financial powers of Chief of Defence Research and Development Organisation;

(d) if so, the details in this regard; and

(e) if not, the reasons therefor?

(a) Defence Research and Development Organisation (DRDO) is a subordinate Organisation under the Department of Defence R&D in the Ministry of Defence and is governed by Central Government rules and regulations. Therefore, DRDO as an Organisation does not enjoy any special powers or autonomy because of its strategic nature of work.

(b) In view of the reply given at (a) above, Question does not arise.

(c) to (e): Financial powers of DG DRDO are being exercised by the Secretary, Defence R&D in the capacity of higher Competent Financial Authority (CFA) with the concurrence of Additional Financial Adviser (R&D) in the Ministry of Defence (Finance), pending final decision by the Cabinet Committee on Security (CCS) on implementation of Rama Rao Committee recommendations. Revised delegation of financial powers of DG DRDO was carried out in 2010 to address a long standing requirement and was done after due process and deliberation. The process of exercise of these powers has been further rationalized and, to this effect, a corrigendum has been issued by Department of Defence (R&D) on 21st November 2012 as a partial modification to the earlier financial powers as issued on 30th July 2010.

The latest media hot spot is the revelations by General V K Singh, Chief of Army Staff, about the bribe offer made to him for signing on the purchase order for Czech made Tatra Vehicles. He informed of the bribe offer to his senior, the defense minister, A K Anthony –a man with a reputation for honesty like his big brother, Man Mohan Singh. Neither V K Singh nor Anthony acted on the matter at that time.

Here is a scoop in the attachment by Arun Agrawal, who has dug information about the case filed against an Indian (origin?) business man in Czech republic for causing loss to the tune of some CzecKč 270 million
to vehicle manufacturer Tatra by under recovering the cost of manufacture of these vehicles and also foregoing the profits. The Indian Businessman is Vice-Chairman of the Czech firm and also the owner of UK company –Vectra- through which the sales to India were routed. Arun Agrawal’s writings in the past have shown that he is to be trusted over what he writes.

It should be clear, by now to every moron who went on defending the government in the tussle between the army chief and the Minister that it was the General who upright and honest. And that he was made to pay the price for his honesty in trying to clean up the system..

 

Fighting corruption in the army is not easy. It means war on three different fronts. The politician who is above you, corrupt colleagues who are with you and the moneybags of the arms mafia..  Fighting your own is very different from fighting the enemy.

And here we had the most comical situation of a honest general working under a honest Minister. It is a rarity. However, the clash of two honest personalities can be very dangerous, more so if one is manipulated by the corrupt.

Relations had not soured between the two, when the General reported the bribing incident to his Minister,. Yet all that the Minister did was beat his forehead ( for lack of a better phrase).. Both admit to the reaction..

The Minister counseled that such people should be kept out and the General did not want to pursue the matter further.

While the General’s reaction in being reluctant to take on  senior colleagues is understandable, the reaction of the Minister is not.

Defence purchase falls within his domain. In the age of internet it was not difficult for anyone  to know that Vectra of U K was not the producer of Tatra trucks but was a middleman. It was also not difficult  to know that Tatra was a Czech company , the original manufacturer. It was also not difficult to know the price at which the trucks were being  sold by Czeck company Tatra and the price paid byIndia..

 

All this information was with the General and that is why he did  not sign on the purchase order and wanted to purchase the trucks directly. He knew thatIndiahad been procuring the trucks at more than twice the price sold by the parent company.

The General had done his homework.. It may be a conjecture but there is reason to believe that he informed the Minster and the reason for keeping out the supplier was over invoicing of over 100% which would have compromised their integrity. It was also the reason for the Minister beating his forehead !

 The scam was not in the bribe offered to the General but in the purchase price of the equipment. Could he or his advisers not understand this simple truth.

 

If a  product was being bought  at twice the price for which it was available in the open market then it does not require a genius to divine that bribes had been paid!  Not only bribes but large bribes have been paid to lots of people because each one knows the quantum of profit being made by the middleman.

However only a small percentage of the bribe  ( which is large in absolute terms- 14 crores in this case) was to be paid to the men in uniform, which the  General refused.

The large chunk of bribe was to be paid to those who were not in uniform. And all these persons were within the jurisdiction of the Minister.

 

Hence the matter was squarely within the domain of the Minister and it was a major omission on his part not to order investigation on defence purchase worth thousands of crores  which were procured for twice the market price.

The scam has been going on for a decade and hence the unity of the political parties demanding the resignation of the General Singh.

Contrast the ignorance of the Minister with the discovery made by the author ( with no resources or staff ) in two hours of net surfing. The following information which is a news report fromCzech republicis most damning.:

Ravinder Kumar Rishi, the chief scamster in the deal, was not only swindling the Indian government but also the Czech government.

A criminal case was filed against him in the country where Tatra trucks were manufactured almost a year back for the supplies made toIndia! .

The article dated 27/4/11 on a Czeck website states:

Anonymous plaintiff accuses the major owner and management of Tatra truck maker of tunneling profits and tax evasion

The management and a major shareholder in the iconic Czech truck producer Tatra face a criminal complaint for allegedly failing to ensure proper oversight of assets. The anonymous plaintiff claims that the sale of truck parts at knock-down prices toIndiavia an intermediary British company has damaged the company.

Václav Láska, a former high-ranking police investigator, lawyer and one-time head of the local branch of watchdog Transparency International, has lodged a criminal complaint against the management of Tatra trucks and one of the firm’s major shareholders, Indian businessman Ravinder Kumar Rishi, on behalf of plaintiffs who wish to remain anonymous due to fears of “labor persecution,” the daily Právo reported on Wednesday.

Vectra allegedly profits from Tatra’s loss

Since 2005, Tatra has supplied so-called complete knock-down kits (CKD), containing all the components of haulage  Láska claims that between 2005 and 2010 Tatra lost profits of around Kč 270 milliontrucks to the Indian state-owned firm Beml Limited, which then assembles the vehicles in India. The transactions have been conducted through British-registered intermediary firm Vectra Limited, which, according to the charges, has frequently purchased the CKD kits at below production cost, thus causing losses to the Czech company running into millions of crowns.

“The Tatra company sells kits to the British company Vectra Limited without a profit margin, and even at prices lower than the cost of manufacturing. All margins from this business, i.e. all profits from these transactions, go only to the accounts of the British company,” Láska told Právo. “The fact that the representatives of Tatra allow these transactions clearly contradicts the principles of sound economic governance.”

Láska claims that between 2005 and 2010 Tatra lost around Kč 270 million in potential profit. The calculation is based on a profit margin of 10 percent per kit, which he says the management intentionally forfeited in order to sell the goods to Vectra Limited at a knock-down price. Láska also says that through the transactions the company also avoided paying tens of millions of crowns in tax.

“By transferring the considerable profits to the British company, the Tatra company reduced its income tax payments by tens of millions of crowns,” Láska said.

Alleged misuse of information

Ravinder Kumar Rishi, deputy chairman of Tatra’s supervisory board, is also the owner of Vectra Limited and thus de facto represents both Tatra and Vectra in business negotiations — and the transactions in question. According to Láska, Ravinder Kumar Rishi may have misused information in these business relations.

In 2010, Tatra supplied 600 CKD kits to the Indian company Beml — which assembles the trucks and has large orders with the Indian army — and according to Láska, Tatra has committed to deliver a further 460 kits this year. “If the criminal complaint is deemed to be justified, steps could be taken which will curtail further losses and also stop additional tax evasion,” Láska told Právo

The question to be answered is this:

If a criminal complaint was filed against the company and Ravinder Kumar Rishi by the Czech republic for merely causing a loss of 10% on profits foregone due to under invoicing a year back, then what action did the defence Minister take against Vectra whch as a middleman had supplied trucks at more than 100 %  the amount for which Tatra sold in the open market? This scam was going on for the past ten years.

Rishi cheated Czechs by 10% but the Indians by more than 100% !

I will bet top dollar that the anonymous plaintiff referred to in the article is an Indian source who had no faith in the Indian system to act and therefore chose to go through the head of Transparency International.

Could it be the good General  or a source close to him? Your guess is as good as mine!

It is difficult to believe that the Czech authorities did not correspond with the Indian government within the past one year. They do have an embassy in India! Where are the records of the correspondences?

 

The General was made to pay the price for his anti corruption crusade in the Sukhna land scam and the Adarsh Society scam, including the court marshalling  of  Lt. Gen. Avdesh Prakash, who was Military Secretary under Gen. Deepak Kapoor.

It is time that Mr Anthony realizes his mistake. He is e surrounded by corrupt people who are using his  reputation as a shield.

What is at stake is the loss of faith of the people in honest ministers. Manmohan Singh and then Mr Anthony ! What good is the virtue of honesty? Is there any hope of redemption left for the country?

The General will go in a blaze of glory but the Minister will not.

And for those who are aligned with the arms mafia and ask for the reason as to why the General did not take action on the Tatra scam ? Against whom would he take action? Procurement of defence equipment is not under his charge. Did you expect him to take on the retired generals and ex Chiefs who were paid off for signing the document that he refused to sign ? Would there be any proof? Where would that get him? Would you take on a ex defence Minister or a corrupt Minister in the Cabinet? Was the issue of Bofors pursued by the Army Chief?

A General is not a General if he is not a good tactician. General V K Singh proved to be a master tactician in the manner in which he took on the entire system of corruption in the Army and in the Ministry.

This General showed that he had earned all his stars. The nation could give him one more.

Even if you could not win the war against corruption with Anthony as your Minister!

In the end the General proved to the nation that even the most honest politician of our times is not good enough to prevent the huge corruption that infests  defence deals.
