श्रीमान, डीआर डी द्वारा  सर्विस एक्सटेंशन की यू पी ए सरकार के माध्यम एक प्रथा ही बना डाली थी।  सर्विस  एक्सटेंशन सिर्फ  उन सीनियर अधिकारीयों को मिलता जो की  भ्रष्टाचार में लिप्त होते थे या भ्रष्टाचार में सहायक की भूमिका निभाने के लिए हामी भरते थे।  डी आर डी ओ द्वारा  सर्विस एक्सटेंशन की संस्तुति का केवल एकमात्र यही एक योग्यता मापदंड था। इसके लिए विकिलीक्स के एक केबल में यू पी ए सरकार द्वारा श्री प्रणब मुखर्जी रक्षा मंत्रालय से हटाने का कारण उनका पार्टी फण्ड के लिए अपने मत्रांलय से पैसा एकत्र न करने पर श्रीमती सोनिया गांधी व् तत्कालीन पी एम श्री मनमोहन सिंह ने उन्हें रक्षा मंत्री के पद से हटा कर श्री एंटोनी को रक्षा मंत्रालय दे दिया गया। उसका परिणाम पूरा देश अगस्ता वेस्टलैंड से लेकर डीआर डी के बर्ह्मोस से लेकर अग्नि 1,2,3,4,5 ………….. के नाम पर चल रहे भ्रष्टाचार के खुले खेल को देख रहा है।

परन्तु आपने आते ही इस प्रथा का अंत करने करने के निर्देश दिए तथा सर्विस एक्सटेंशन के योग्यता मापदंड के अनुसार ही दिया जाय इसका कड़ा निर्देश दिया पुरानी समिति भंग कर दी। किन्तु आप भूल गए कि इन भ्रष्ट डी आर डी ओ अधिकारियों / तथाकित वैज्ञानिको के मुँह में  सर्विस एक्सटेंशन का खून लग चूका है।  इसके लिए डी आर डी ओ  ने एक्सटेंशन पर नई रिसर्च की है, उसको नया नाम डी आर डी ओ फ़ेलोशिप का दिया  गया है।

आप के नाक के नीचे बैठे अधिकारी अभी पूरी तरह से आपकी भ्रष्टाचार रहित कार्यप्रणाली  को ठीक  से समझ नहीं पाये है और इन तथाकथित  वैज्ञानिको के जाल में फंस कर नियम विरुद्ध संस्तुति प्रदान कर रहे है। इसका  ताजा तरीन उदहारण है डॉ ए के गुप्ता और डॉ सुधाकर कोसितम्बर माह 2014 से नयी नयी पैदा हुई डी आर डी ओ फ़ेलोशिप से नवाजा गया है। डॉ ए के गुप्ता जोकि दो साल के एक्सटेंशन में आई आर डी ई, डी आर डी ओ, देहरादून में निदेशक के पद अभी 31 अगस्त 2014 को पदमुक्त हुए है।यह उनकी डी आर डी ओ के उच्च अधिकारियो पर उनकी पक्कड़ का असर दिखता है।

डी आर डी ओ फ़ेलोशिप आपके द्वारा की गयी एक्सटेंशन में की गयी सख्ती का तोड़ है।

डी आर डी ओ फ़ेलोशिप को 12 सितम्बर 2014 को  वित्त मंत्रालय  द्वारा संस्तुति प्रदान की गयी और अंडर सेक्रेटरी रक्षा मंत्रालय 16 सितम्बर 2014 को डॉ ए के गुप्ता को डी आर डी ओ फ़ेलोशिप (63000 रूपए प्रति माह और वर्ष में तीन लाख रूपए टी ऐ / डी ऐ)  देते  हुए डील, डी आर डी ओ, देहरादून में अगले तीन वर्षो नियुक्त कर दिया।

आश्चर्य का विषय यह है कि डॉ ए के गुप्ता की नियुक्ति जिस कार्य के लिए की गयी है “Blue Green Laser under water communication especially for submarine communication applications”

इस विषय में  डॉ ए के गुप्ता कभी भी कुछ किसी भी तरह का कार्य या शोध या कभी कोई प्रेजेंटेशन तक नहीं किया अथार्थ दूर दूर तक विषय से डॉ ए के गुप्ता सम्बन्ध नहीं रहा है।

अभी हमारी पनडुब्बियों को संचार के लिए समुद्र की सतह पर आना पड़ता है। सूर्य का प्रकाश ही समुद्र की तहलटी तक पहुँचता है और इसी से ब्लू ग्रीन लेज़र तकनीक का सहारा लेकर पनडुब्बी से समुद्र भीतर संचार संभव हो पाया है।

यह तकनीक  विश्व में सिर्फ अमेरिका व् चीन के पास उपलब्ध है। अमेरिका ने अंटालिक में बहुत से प्रयोगो के बाद सफलता पायी व् चीन के पास उपग्रह उपग्रह से सीधा समुद्र में पानी के अंदर स्थित पनडुब्बी संचार करने की तकनीकी उपलब्ध है।

आशा है कि आप इन भ्रष्ट डी आर डी ओ अधिकारियों के उलटे सीधे निरुद्देश्य, लक्ष्यहीन, अर्थहीन व् अव्यवहारिक परियोजनाओं और प्रस्तावों को पुनमूल्यांकन के लिए अपने अधिकारिओं को आदेश देंगे जिससे आपकी भ्रष्टाचार मुक्त गवर्नेंस के मिशन को पूर्ण करने की तरफ एक कदम बढ़ेगा ।

Heights of Ego of Retiring Director, LASTEC, DRDO

It is heartening to inform you all that Director, LASTEC, DRDO has such caliber that he has written more than a dozen books and some are not even of his field.

Beside this he is an expert in down grading APAR marks of honest officers. Before the paper reaches him he compels the assessing and reviewing officer to downgrade APAR marks.

On 5th May 2014 he exercised his absolute power, which is with him up to 3rd June 2014, and compelled assessing officer to downgrade APAR marks of Sh. Prakash Singh, SAO-II who was certified as an honest officer by Honorable Defence Minister Sh. A. K. Antony.  Assessing officer initially gave 90 Marks to Sh. Prakash Singh, SAO-II. However, Director, LASTEC, DRDO Dr. Anil Kumar Maini terrorized the assessing officer and the 90 marks became 83 and whitener was used on 8 places.

Amazingly, Dr. Anil Kumar Maini not satisfied even after down grading APAR of Sh Prakash Singh, SAO-II. He again called assessing officer on 13th May 2014 and threatened to use Official Secret Act, 1923 on him, this was the retort of Dr Maini as stated by reliable sources after seeing the 5th May comments on website www. corruptionindrdo.com.

These 8 white blots are basically not on the APAR of Sh. Prakash Singh SAO-II but they are in your bag which you are carrying with you after superannuation (VRS).

Hope Sh. Avinash Chander, DG, DRDO will protect  the assessing officer from the sharp horns of ? for the sake of dignity of DRDO.

New Delhi: At least 10 top scientists of the country’s premier defence research agency, the DRDO, are accused of flouting rules and misusing their positions to recruit family members in the organisation.
Among the accused are M Natarajan, former scientific adviser to defence minister AK Antony and VK Saraswat, India’s Missile Man and former DRDO chief.
Antony was apprised of the matter in November last year
by Sameer Kumar Khare, joint secretary and chief vigilance officer (CVO) in the defence ministry.
Khare, in his report (dna has a copy), recommended “criminal action against top functionaries of DRDO for committing irregularities in the recruitment of officers/officials, including their kith and kin, in DRDO by misusing their position of power”. Based on his report, Antony handed over the investigations to the CBI in November.
Apart from Natarajan and Saraswat, charged with nepotism, the other big names in the CVO’s report are W Selvamurthy, former chief controller, R&D, Arun Kumar, former director, recruitment & assessment centre (RAC), AK Bansal, former director,AK Bansal and SM Veerabhadrappa, senior scientist.
“The brazenness with which systems and procedures have been overridden, it would not be prudent to believe that these are isolated cases,” Khare said in his report.
“The malice may have spread to wider areas hence causing to raise doubts that the integrity of the whole recruitment systems as such might have been compromised. This situation warrants a comprehensive and thorough investigation of the recruitment system, structure and cases of criminal misconducts of similar nature, including the present cases, by the CBI.”
Antony had said in November: “DRDO may be directed to put in place an appropriate recruitment system with adequate checks and balances. They may consider bringing the system under the purview of UPSC.” All recruitments were done through the UPSC till 1982, after which DRDO’s recruitment & assessment centre handled it. The ministry said DRDO could take a professional agency’s help to come up with a foolproof recruitment system.
Ravi Gupta, DRDO spokesperson, told dna that he could not comment as the CBI is investigating the matter.

Don’t delay Light Combat Aircraft project: Anthony to DRDO

NEW DELHI: Defence minister A K Antony on Wednesday directed the DRDO to ensure that the operational deadlines for the Tejas Light Combat Aircraft, first sanctioned 30 years to replace the ageing MiG-21s, are not delayed yet again.

Addressing the parliamentary consultative committee on defence, Antony said the under-development indigenous fighter’s initial operational clearance (IOC) planned for next month and the final operational clearance (FOC) in December 2014 should be “completed on schedule”.With DRDO currently handling as many as 532 projects, the minister asked DRDO to “mainly concentrate on high-end research, particularly in critical and strategic areas”. DRDO should invest more time and resources in fundamental research, lay more emphasis on major mission-mode programmes for the armed forces and pool together resources and talent available in academic and other R&D institutions, he said.

The long-running developmental sagas of the Tejas fighter and Arjun main-battle tank have come to symbolize the huge delays and cost-overruns dogging virtually all major projects of DRDO. While the MPs lauded DRDO’s success in the field of missiles, they were “bitterly critical” of the delay in such projects.

As earlier reported by TOI, the single-engine Tejas is unlikely to become fully combat-worthy anytime before end-2015. When the Tejas project was first sanctioned in 1983, the initial project cost was pegged at Rs 560 crore. The overall programme will now cost upwards of Rs 25,000 crore if the naval variant, trainer and the failed Kaveri engine are also taken into account.

It was in January 2011 that Tejas got IOC-I, which was initially heralded as the “full and final IOC” by the combine of DRDO, Aeronautical Development Agency and Hindustan Aeronautics Ltd till better sense prevailed. The fighter can be certified as fully airworthy only after it passes the IOC-II stage.

The light-weight Tejas will be ready to go to war only after the FOC, which will include integration of all weapons and other systems to ensure it can fire guns, rockets, laser-guided bombs and BVR (beyond visual range) missiles as well as undergo air-to-air refuelling.

The matter had come to light after the Central Vigilance Commission (CVC) recommended action against two DRDO officials for their alleged role in the case.
The official suspended was involved in promotion and selection of scientists in the organisation.
The CVC had also recommended review of the appointment of the scientist’s daughter who is now working in DRDO as a ‘Scientist C’.

NEW DELHI: Reflecting frustration over long delays of strategic projects like Light Combat Aircraft (LCA), defence minister A K Antony came down hard on DRDO, saying there is a “limit to time slippages” and that it should “perform or perish”.

Antony told the country’s premier government-run organisation responsible for manufacturing defence equipment that it should adhere to the timelines and satisfy the user.

He specifically referred to the LCA project, which has not fructified even after nearly three decades of inception, and said, “I am waiting that the LCA should become a reality.”

The defence minister said in military development projects across the globe, it is a “herculean task” to meet timelines and there are time slippages. “But there is limit for slippages,” he said, clearly reflecting the frustration.

“In the times of cut-throat competition, the choice is very clear, perform or perish. In delivery of strategic systems, timelines must be adhered to and the satisfaction of the user is the litmus test,” Antony said at a DRDO awards function.

Asking the DRDO to focus on its core competence and “not fritter away its resources and energy”, he said, “Do not think that I am criticising you, I am with you in all times but as the minister of defence, it is my duty to say some things to you.”

On the LCA programme, he said he had been given a particular date by the DRDO. “I hope that it is the final date and the aircraft gets its Initial Operational Clearance II.”

The IOC-I of the LCA was held in January 2011 in Bangalore and its IOC-II was scheduled to be held in July but it has now been postponed to be held in November.

Antony asked the team of HAL, DRDO and the IAF to work together on the LCA project and ensure that it achieves the IOC-II and then the final operational clearance by the end of next year.

A DRDO employee, sacked on the grounds that he was a perpetual troublemaker after blowing the lid off alleged irregularities in the recruitment procedure, has sought protection from the Central Vigilance Commission ( CVC) claiming he was harassed for being a whistleblower.

The CVC had sought response from the defence ministry’s vigilance wing before taking any action on the complaint filed by Prakash Singh, an administrative officer, who has been at loggerheads with the DRDO for some time now.

Singh was forced to go on premature retirement last year for alleging that his boss A. K. Maini had indulged in malpractices in the recruitment process. He had forwarded the complaint to the CBI. The DRDO claimed that Singh was sacked because the allegation levelled by him was baseless and caused embarrassment to the organisation and defamation to his senior. It also said the officer had “ acquired a habit of complaining against his colleagues, superior officers and other agencies like DCDA.” The other charge against Singh was that “ he had been involved in creating problem to the organisation by the hostile attitude towards his colleagues and officers that shows, he has not been performing his duties with the requisite quality”. In its reply to the CVC, the defence ministry said that Singh has sought defence minister A. K Antony’s intervention for getting reinstated.

It also said that allegations made by Singh about a scam in the recruitment exercise were being investigated by a high level committee in DRDO on the direction of the defence ministry.

The defence ministry has instructed DRDO to submit its report within a month.

The officer had complained to the CBI against some officers occupying key positions in the defence scientific establishment claiming irregularities in recruitment. But his identity was disclosed after the CBI referred his complaint to the DRDO’s vigilance wing.

Singh had approached the CVC earlier this year seeking protection under Whistleblower Resolution. The CVC on March 18 sought response from the vigilance wing of the defence ministry which came up with the reply on April 25.
