CAG blows holes in DRDO’s early warning planes

After a Central Bureau of Investigation probe into corruption allegations, the Comptroller and Auditor General has also cast a shadow on an indigenous program for Airborne Early Warning and Control (AEW&C) system ordered by the Air Force.

In a detailed report, the CAG has stated that the project is yet to be fully realised even though it was conceived in 2002, leaving gaps in the IAF’s air-surveillance capability.

The auditor has said that operational requirements specified by the IAF were not met and added that there has been a 70% time overrun.

The central auditor also said selecting the Embraer aircraft as the platform created design constraints and caused the delays. It may be recalled that the CBI is probing allegations that kickbacks were paid in the Embraer aircraft deal that DRDO had struck with the Brazilian aircraft manufacturer in 2008.

The AEW&C is an airborne surveillance system which detects incoming hostile fighters, cruise missiles and drones much before ground based radars.

It also detects enemy troops build-ups, warships and directs friendly fighter jets during combat. The project for the indigenous development of the AEW&C of the IAF was approved by the Cabinet Committee on Security in October 2004 at a cost of `1,800 cr. The CAG, however, said that the project’s total cost up till August 2017 was `2,425 Crore.
Under the project, two AEW&C were to be supplied to the IAF. Banglore based Centre of Air Borne Systems (CABS) of the DRDO was the nodal agency for developing the system.

The CAG says that the IAF had accepted the first AEW&C in February 2017. “However, out of the 18 operational requirements specified by the IAF, eight parameters could not be fully achieved by the AEW&C,” said the CAG report.

Some of these operational requirements are the primary surveillance radar for scanning the airspace to detect targets, the secondary radar to identify friends and foes, and the self protection suite to warn about incoming weapons. The IAF insisted that the eight parameters should be met in the second aircraft. The DRDO agreed to meet five of them, while arguing that the remaining three would not impact operations.

A probe is on into allegations that a Pune-based DRDO lab had donated to a temple a ‘hi-tech chariot’ made by its scientists, Defence Minister Manohar Parrikar informed Parliament today.

Responding to a question in Lok Sabha whether Pune-based DRDO lab, Research and Development Establishment (Engineers) had developed a hi-tech battery-operated chariot and subsequently donated it, the minister said in a written reply that the matter is “under inquiry”.

“Further action would be taken thereafter,” he added.

News reports had it that the lab had developed the chariot for a temple and donated it under its corporate social responsibility.

The battery-operated chariot can reportedly run for about 12 hours and the battery can be fully charged in six hours.

Don’t delay Light Combat Aircraft project: Anthony to DRDO

NEW DELHI: Defence minister A K Antony on Wednesday directed the DRDO to ensure that the operational deadlines for the Tejas Light Combat Aircraft, first sanctioned 30 years to replace the ageing MiG-21s, are not delayed yet again.

Addressing the parliamentary consultative committee on defence, Antony said the under-development indigenous fighter’s initial operational clearance (IOC) planned for next month and the final operational clearance (FOC) in December 2014 should be “completed on schedule”.With DRDO currently handling as many as 532 projects, the minister asked DRDO to “mainly concentrate on high-end research, particularly in critical and strategic areas”. DRDO should invest more time and resources in fundamental research, lay more emphasis on major mission-mode programmes for the armed forces and pool together resources and talent available in academic and other R&D institutions, he said.

The long-running developmental sagas of the Tejas fighter and Arjun main-battle tank have come to symbolize the huge delays and cost-overruns dogging virtually all major projects of DRDO. While the MPs lauded DRDO’s success in the field of missiles, they were “bitterly critical” of the delay in such projects.

As earlier reported by TOI, the single-engine Tejas is unlikely to become fully combat-worthy anytime before end-2015. When the Tejas project was first sanctioned in 1983, the initial project cost was pegged at Rs 560 crore. The overall programme will now cost upwards of Rs 25,000 crore if the naval variant, trainer and the failed Kaveri engine are also taken into account.

It was in January 2011 that Tejas got IOC-I, which was initially heralded as the “full and final IOC” by the combine of DRDO, Aeronautical Development Agency and Hindustan Aeronautics Ltd till better sense prevailed. The fighter can be certified as fully airworthy only after it passes the IOC-II stage.

The light-weight Tejas will be ready to go to war only after the FOC, which will include integration of all weapons and other systems to ensure it can fire guns, rockets, laser-guided bombs and BVR (beyond visual range) missiles as well as undergo air-to-air refuelling.

‘The LCA won’t take off in the near future’

The Light Combat Aircraft is perhaps the most ambitious of all DRDO projects. But 17 years and four postponements of its test flight later, the multi-role fighter meant to replace the MiG-21 is still a dream.

What has happened to the LCA, the most technologically complex challenge that DRDO had taken up? Air force officers, DRDO scientists and defence experts say it remains grounded because of “scores of technical problems.”

The delay has hurt the air force badly and dented the DRDO’s image. A country that has not designed a jet fighter in decades had been waiting long for one. India had designed and produced the HF-24 aircraft in the early 1960s, but its engine was British.

Such was the enthusiasm behind the LCA that in 1985 the then prime minister Rajiv Gandhi showcased it as a symbol of the new era of co-operation and friendship between India and the United States. Gandhi even overrode the claims of the French and Germans who had been collaborating with DRDO and the Bangalore-based Hindustan Aeronautical Limited for the LCA production.

The original deadline to fly the aircraft was 1993. The cost, Rs 5.6 billion. The DRDO and HAL did roll out an LCA in the presence of then prime minister P V Narasimha Rao on November 17, 1995. DRDO top brass then announced that the maiden flight would take place in early 1997. The dates were revised to June 1998 and then to February 1999.

Years passed by, but no test flight took place. Today the deadline for the LCA has become a joke in defence circles.

The most scathing criticism of the project came from the Comptroller and Auditor General of India who, in his 1999 report, said: ‘Even at the end of 1998, the LCA had not crossed the development stage. Its production and induction into the air force remains only a distant possibility.’

The CAG report went on to add that the airframe for LCA developed by the DRDO’s Bangalore laboratory, the Aeronautical Development Agency ‘is deficient in vital parameters of aerodynamic configuration, volume and most importantly, the weight.’

The first phase of the project consumed Rs 25 billion, overshooting the estimated Rs 5.6 billion. Worse, due to the delay, the air force was compelled to upgrade its MiG Bis aircraft at a cost of Rs 21.35 billion.

Scientists at DRDO, ADA and HAL concede one thing: the LCA has run into some serious technical problems. LCA is a meticulous fly-by-wire aircraft, which is critically dependent on software to fly.

“But over the years, we have not been successful in fully testing the software. Therefore, we face difficulties in integrating the system,” admits an engineer at HAL.

Since the aircraft depends on computers, no pilot wants to risk a flight test without thoroughly validating the system. Scientists say the trials intended to test the dynamic stability of the airframe and the LCA’s engine-flight control system has been successful. Though the engine and the electronics are in the advanced test mode, the aircraft’s ability to withstand low pressure and temperature at high altitudes is suspect.

“There is reason enough to worry that the LCA will not take off in the near future,” says Bangalore-based aviation expert P N Srivastava.

I feel the delay is primarily due to the fact that it took years for a country like India to get the advanced technology for the project,” he says. “The idea for LCA was born without having any requisite technology on our side,” Srivastava points out.

DRDO officials put forward one reason for the project delay — sanctions from the United States after the Pokhran nuclear blasts. In a bid to force India to put the nuclear genie back into the bottle, the US has pulled out of the project soon after the tests.

Thus, just one week after the explosions in May 1998, many scientists working on different fields linked to the LCA at aerospace giant Lockheed Martin in Binghamton, New York, were asked to pack their bags for India by the United States. The Indian engineers were working to validate a computerised control law software for onboard computers which will ultimately fly the aircraft.

As it imposed sanctions, the US also denied key components like hydraulic actuators — that help manoeuvre the aircraft, gain altitude and determine the trajectory — and the ring-laser gyros to make inertial navigation systems.

“One of the main reasons for the delay is that technological sanctions from the US hit us badly. Had it not been for the nuclear blasts, our deadline to test fly the aircraft would have been successful in December 1998,” says a senior DRDO official.

Lockheed Martin refused to give the DRDO the flight control computer, which was in the US for testing, when sanctions were announced, he added.

Another major hurdle for DRDO is the LCA’s engine. As per its agreement with the US, India was allowed to purchase frontline 404 engines from General Electric. In fact, DRDO imported 11 such engines and fitted them on to the early versions of the aircraft, pending the development of the indigenous Kaveri engine being developed by Bangalore’s Gas Turbine Research Establishment.

But after the nuclear tests, GE withdrew its technical support personnel from India and DRDO was forced to depend only on Kaveri. Sources now say it will take at least two years to determine whether Kaveri engines can withstand the low pressure and temperature at high altitudes.

No one at DRDO, ADA and HAL believes that the LCA will fly before 2005.

Experts say the delay should be examined in the context of a country that has not designed and produced a jet fighter since the 1960s. Development of every vital component of the LCA — airframe, multimode radar, flight control system, Kaveri engine, digital electronic engine control – are said to be beset with problems.

Scientists at DRDO, for their part, hold the defence ministry partially responsible for the delay. Between 1990 and 1994, all work came to a virtual standstill as the defence ministry refused to release the much-needed foreign exchange because of economic stringency.

But the biggest worry for DRDO is not the bureaucratic delays and sanctions, but the Indian air force. Faced with diminishing number of its ageing fleet, the IAF holds DRDO responsible for promising to deliver the LCA before year 2,000, thereby considerably upsetting many of its aircraft acquisition plans.

Suspecting that DRDO will never deliver the LCA, the IAF has now embarked on an ambitious project to upgrade 100 MiG-21 aircraft.

Despite the heavy odds, DRDO still remains confident that it will roll out the country’s first indigenous aircraft before 2002.

We will induct 200 LCAs into the Indian Air Force between 2003 and 2010,” Dr Abdul Kalam told a group of aeronautical scientists before he handed over DRDO’s charges to Dr Vasudev K Aatre.

But there aren’t many who believe that promise will be fulfilled.

Alandi temple Trust gets lighter, high-tech chariot

PIMPRI: A high-tech battery-operated chariot developed by the Dighi-based Research and Development Establishment (R&DE) was handed over to the Alandi temple Trust on Thursday. The chariot, built at a cost of Rs 2.5 crore, will be used for the annual palkhi procession from Alandi to Pandharpur.
Director of R&DE, S Guruprasad handed over the chariot to the temple. Those present on the occasion included Alandi Temple Trust chief trustee Sudhir Pimpale, palkhi procession chief Dr Prashant Suru and Alandi Municipal Council president Varsha Kodre. The Trust honoured a group of R&DE employees with mementos for their role in developing the chariot.
The high-tech chariot was developed after a bullock was killed during the palkhi to Pandharpur last year.
The battery-operated chariot will run for about 12 hours and the battery can be fully charged within six hours. The chariot has been made out of carbon fibre which has reduced its weight considerably.
The total weight of this modern chariot is 1,900 kg as against the older chariot which weighed about 3,000 kg.

Grand battery-operated chariot for Sant Dnyaneshwar’s Palkhi

PUNE: A huge battery-operated chariot for the palkhi procession of Sant Dnyaneshwar is being developed by Research and Development Establishment (R&DE) in Dighi.
This chariot, which is expected to be ready by June 15, will cost about Rs 2.5 crore.
The chariot has been developed after a bullock was killed during the annual pilgrimage from Alandi to Pandharpur last year.
Sant Dnyaneshwar temple administration took the decision to develop a chariot which can be pulled without using bullocks.
The battery-operated chariot will run for about 12 hours and the battery can be fully charged within six hours. A steering has been attached to the 13-feet long and seven-feet wide chariot made out of carbon fibre.
There will be three domes above the chariot. It has been attached with a generator, which will be useful for lighting several lamps. A donation box has been installed inside. The total weight of this chariot is 1900 kg as compared to the older chariots, which weighed about 3000 kg.
Since carbon fibre is used, there will no problem of rusting. The global positioning system, which has been installed, will help in keeping the track of the palkhi procession.
Sources from the department said that a trial of the chariot will be conducted at the Dive Ghat till June 15.

NEW DELHI: After public bickering among Cabinet ministers, here comes the sharp divide in the defence establishment.

With PM Manmohan Singh, defence minister A K Antony and others watching, the faultlines that underlie the embittered DRDO-armed forces relationship erupted into plain view on Wednesday.

Defence Research and Development Organisation chief V K Saraswat, speaking at the National Technology Day awards function, tore into the armed forces for failing to overcome their “temptation” to induct the latest weapon systems from abroad.

This did not go down well with the forces, represented as they were by Air Chief Marshal P V Naik, Admiral Nirmal Verma and General V K Singh as well as other officers in the audience. Some officers told TOI that DRDO “promises too much” but delivers “too little, too late” and the forces are “forced” to push for import of weapon systems to maintain operational readiness.

“Some awards given today, for instance, are for Tejas Light Combat Aircraft, Nag anti-tank guided missile and Astra air-to-air missile. These are still not operational despite years, if not decades, of trials,” said an officer.

The spat comes just two days after the Navy chief held “a long meeting” with Antony to stress that it was high time DRDO got its act together, said sources.

Wednesday’s award ceremony began normally enough, with Saraswat listing out achievements ranging from launch of India’s first nuclear submarine INS Arihant to the planned test of the 5,000-km range Agni-V ballistic missile in 2011. But then, Saraswat let loose a couple of heat-seeking missiles. It’s grossly unfair to hold only DRDO responsible for the poor level of self-reliance in defence systems, he said.

“The responsibility should be shared by all stake-holders of defence ministry and cannot be placed on DRDO alone, which neither has the power to impose its products on its customer (forces), nor the mandate or capacity to produce

the developed systems all by themselves,” he said.

“Services also must understand that while the temptation may be overwhelming to field proven, state-of-the-art imported systems, they too have a role to play in the country’s economic and industrial growth. No foreign system can be customised to completely address our long-term requirements,” he added.

There is, of course, a lot in what Saraswat said. The armed forces certainly need to fully support DRDO to ensure self-reliance in critical weapon systems, the supply of which from abroad can easily be choked in times of crisis.

But it’s equally true DRDO projects cannot continue to be bedevilled with huge time and cost overruns.

The PM, on his part, said, “We should be able to acknowledge and learn from our setbacks. It’s a fact some projects have been delayed and others have faced difficulties during operational induction.”

Its very essential to develop weapons indigenous. But instead of spending money and valuable time on conventional weapons which was already in use by other countries, our DRDO has to research on new kind of weapons which will give us upper hand in a war. Or our weapons should be next generation. All our weapons should be fully automated, computer controlled and should have some kind of artificial intelligence. We should prove ourselves and show to the world that we have capabilities in destroying enemy satellites and have the capability to protect our own satellite in case of a war which may give a upper hand in a war. We should have Predator UAV’s which should be more capable than other countries.

DRDO is a white elephant eating away the Tax payer’s money. DRDO should be used only for research and Development and not for bulk manufacture as they simply cannot do it. For most of the employees of DRDO, it is just a past time job and none except a few work seriously. There is no team work and the employees and the management is just busy playing politics. There has been no headway made in the Tejas Light Combat Aircraft (LCA), Nag anti-tank guided missile and Astra air-to-air missile. These are still not operational despite having spent countless amount of money. Every time the Defence minister visits the DRDO offices he sanctions crores of rupees and there is no accountability. Until and unless the so called DRDO is made accountable, nothing will be achieved and there is no use in cribbing that the armed forces are encouraging foreign Arms and ammunition.

Best thing is to privatise DRDO, we all know how government offices work. Most of the time goes in chatting, sipping tea, smoking, preparing tambacu etc. How will they produce cutting edge tech and time bound deliveries. With the best brains in the world we should put them to use in the right way and Private sector can only do that.

there are many Indian companies which have better research and development capabilities, and they can produce much better arms and ammunition.ex-mhaindras and the tatas, all they need is a chance and we need to give them a fair chance. pinika multi barrel rockets are good example of this.

Blaming is very easy.No doubt DRDO moves at snails speed because they dont have a time bound programme to delver the goods.There are also lot of personnel politics involved in assigning the projects.There are very good scientists in the organisation who are dedicated to their work.The output of DRDO has to be translated by the Defence Production Units who owe equal responsibility for it.Corruption is one of the major factors which some how creeps in and ensures that the quality desired dosnt come out.vested interest of beneficiaries cannot be ruled out.

DRDO is nothing but a same old Govt office where files are fed to termites and buried.
