Sir,

     When GOI gave approval to DRDO for Recruitment Assessment Center with the intention in 1984 that DRDO mission mode project will not suffer because of shortage of manpower.

Passage of time now Recruitment Assessment Center become den of corruption and the reason GOI approved this recruitment system get no result. Recently   parliament witness that all core DRDO project are running unprecedentedly behind the schedule.

The numbers of complaints received against DRDO recruitments by MoD in past 10 years is clear cut evidence of RAC manipulations. Ex. Defence Minister already gave approval for CBI inquiry against 10 top DRDO scientists including two former DG. Unfortunately accused DRDO, DG, Dr. V K Saraswat who are also convicted by Madras High court also enjoying state minister post as permanent member in NITI Ayog.

Sir , please find the another example of Dr.A K Singh’s manipulation in recruitment of scientist. Today website received this letter and forwarding you for appropriate action to save premier defence organization from the clutches of corrupts.

Former DRDO chief sentenced to 3 weeks imprisonment in contempt case

Former DRDO chief V K Saraswat and another senior scientist were on Thursday sentenced to three weeks simple imprisonment by Madras High Court for contempt of court. They had disobeyed its April 2009 order related to re-employment of a clerk in a school run by a wing of the organisation.

Taking a serious view of the non-implementation of its order, a division bench comprising Justice S Rajeswaran and Justice P N Prakash awarded three weeks simple imprisonment to Saraswat and Director of Defence Metallurgical Research Laboratory, G Malakondaiah and directed them to pay a fine of Rs.2,000 each personally, PTI reported.

The court was allowing a contempt of court petition by S Joseph Raj, who was an employee of the school run by Combat Vehicles Research & Development Establishment (CVRDE) at suburban Avadi here.

The bench directed the Government to take appropriate departmental action against them for the “reckless, negligence and willful disobedience of the order of the Court”.

The court held Saraswat, a Padmabhushan awardee and former Scientific Advisor to the Defence Minister and Director General of Defence Research and Development Organisation (DRDO), guilty of Civil Contempt under the Contempt of Courts Act, 1971.

When CVRDE closed the school, he and other employees approached the Central Administrative Tribunal challenging it.

Even after several rounds of litigations before CAT and the High Court and Supreme Court, he was made to suffer, it noted.

On April 30, 2009, the High Court directed the two officials to appoint Joseph Jaj as Senior Technical Assistant (Library Science) within a period of two months.

However, the officials on April 13, 2012, passed an order stating that Joseph Raj was not eligible to be considered as Senior Technical Assistant (Library Science) and that he was not a government servant, prompting him to file the present contempt petition.

“We find the above officers were doing everything within their powers to deny a just benefit to Joseph Raj. We are aware that the officers are occupying very high position in the government, but ensconced in a pedestal, their vision became blurred when it came to the travails of an ordinary employee who was suddenly thrown out of employment, for no fault of his,” the judges said.

It said that even during the contempt proceedings, there was no tinge of remorse or an attempt to correct the mistake by the two officials.

“Therefore, we propose to impose punishment of sentence of imprisonment on the above officials for their willful disobedience of this court order,” it held.

The court also warned the above officials that it was not an end of the matter and directed them to comply with the order forthwith in the matter of appointment.

CHENNAI: While the science community behind Mangalyaan’s success is still basking in glory, the Madras high court on Thursday awarded a three-week jail term to the nation’s two top scientists for contempt of court. The court also imposed a fine on them and directed the Centre to initiate stringent action against the duo.

V K Saraswat, scientific adviser to the minister of defence and director general of research & development, DRDO, and G Malakondaiah, director of Defence Metallurgical Research Laboratory (DMRL) in Hyderabad, have to surrender to police in a week and start their three-week jail stint. If they fail to do so, an arrest warrant shall be issued to get them under custody, ruled an irate division bench of the high court.

“The government is directed to take appropriate departmental action against them for the reckless negligence and wilful disobedience of the orders of this court,” said the bench of Justice S Rajeswaran and Justice P N Prakash on Thursday.

The two DRDO officers were found guilty of civil contempt under Section 12 of the Contempt of Courts Act, 1971. They were sentenced to a simple imprisonment for three weeks and directed to pay a fine of Rs 2,000 each.

Even during the course of the contempt proceedings, there was no tinge of remorse or an attempt to correct the mistake,” the court said.

On August 13, 1985, Joseph Raj was appointed clerk-cum-store keeper initially on an ad hoc basis in the Combat Vehicles Research and Development Establishment (CVRDE) under the ministry of defence. He acquired his B.Com and master of library and information science degrees later, and when a librarian post fell vacant in the school, he was selected on merits. CVRDE School, started at Avadi here in 1978, was sought to be closed in 2001 and staff members were issued termination notices.

Since then, Joseph Raj won several rounds of litigations in the administrative tribunal, the high court and then in the Supreme Court as well. As he was not reinstated or given job in another unit, he then filed the present contempt of court proceedings, pointing out that the authorities had misled even the apex court.

Narrating the travails of Joseph Raj in detail and convinced that the two officers had done everything to deny him employment for more than a decade, the judges directed the Centre to give a job to Joseph Raj according to the 2004 judgment that favoured him.

It also rapped the two top DRDO officers quoting the Supreme Court’s words: “Non-acceptance of a mistake is not a heroic deed. On the contrary, it reflects flawed devotion to obstinacy. The pink of perfection really blossoms in acceptance.”

With the passage of time the dignity of the office of Scientific Adviser to RM has taken a nose dive. Initially the organization (DRDO) was headed by eminent scholars and internationally recognized faces like Dr. D S Kothari, Dr. S Bhagavantam, Dr. B D Nagchaudhuri, Prof. M G K  Menon, Dr. Raja Ramanna and Dr. V S Arunachalam  whose scientific contribution were know across the globe.

Unfortunately when the honorary post of the Scientific Adviser to RM was converted to DG, DRDO and Secretary DRD, the takers of the plum post were apolitical. The search committee used to recommend a person with established credentials as the individual would lead 30000 strong scientific/technical workforces and was supposed to deliver products for three defence forces.

The KARGIL War however exposed the credit of DRDO as countrymen were ditched. The justification of successive failures was given as the non-availability of imported critical systems/subsystems, components, etc.

Later, the top offices gave a new theory of system integration instead of developing indigenous systems/subsystems as import substitutes. The successive government was not in a position to analyze properly the role of DRDO and the fallout was that a vacuum was created in the chain of command.

As far as the expenditure is concerned, the office of Scientific Adviser’s focus shifted to infrastructure development (primarily acquiring land, expansion of building and dumping of equipment) instead of research and development of systems.

DRDO consumes Rs. 10000 crores annually.

The scientific community down the channel are preparing justification for annual expenditure and in the absence of ACCOUNTABILITY they simply burry the product in the name of technology demonstration with obsolete technology imported from elsewhere.

When Dr. V K Saraswat, Ex-SA to RM was due to retire after successive extensions. The search committee was ignorant to the requirement of SA to RM’s office and new incumbent Sh. Avinash Chander was selected by ACC out of the 12 officers without having any credential to their account even on national level.

Honorable Sir, after sixty six years of independence, for first time people of India have given such a great and unprecedented mandate based on your commitment, patriotism and providing avenues for betterment of the country.

The previous government, even after being in office for two successive terms, had failed to implement ACCOUNTABILITY in DRDO. DRDO with passage of time has reduced to a mere organization where the workforce is provided hefty salaries as social commitments.

We hope that DRDO will overhaul thoroughly and with ACCOUNTABILITY enforced, turn into a productive organization.

Currently, DRDO has a large number of scientists in service extensions 60 to 62 and 62 to 64 and the astonishing fact is that maximum are involved in non-scientific activities.

Early address to this “extension business” and “Contract Business” will help to curb the neck deep corruption in DRDO.

It is really strange that in 125 crore families, we have not been able to find the right eligible person and have ended up relying upon contract culture.

Govt not to extend DRDO chief’s tenure

NEW DELHI: A high profile campaign mounted to ensure an extension for the Defence Research and Development Organisation chief has failed to impress the government and it has decided not to extend the tenure of V K Saraswat, who is set to retire in May.

The decision is being seen as part of the ongoing effort to immediately roll out an ambitious roadmap to significantly improve indigenisation of military procurement, pull up military research and minimize corruption in defence deals. The unusual hurry has been brought about by embarrassing revelations about payment of over Rs 350 crore kickbacks in the VVIP helicopter scandal.

The government is finalising a proposal to amend the Defence Procurement Procedure to make ‘Buy and Make (Indian)’ the first priority in defence procurement and thus bring in Indian private sector in a big way into defence manufacture.

There is also a move to remove software and advisory and consultancy services from the list of offset services that foreign defence companies can offer to India. Sources in the military establishment see the move to deny an extension to Saraswat as part of these efforts.

Over the past several months, there has been an aggressive effort by Saraswat and his well-wishers to secure an extension for the missile scientist. Among high profile persons to endorse Saraswat’s extension was former president and the most famous DRDO chief, A P J Abdul Kalam.

Sources said Kalam had sent an eloquent endorsement of Saraswat, who has also been actively seeking to stay in office for a longer period. Besides being the director general of DRDO, he is also the scientific advisor to the defence minister and secretary (defence research and development).

Saraswat’s tenure ran into trouble last year after a special financial audit of DRDO found many lacunae in the way financial powers were exercised by the DRDO chief. The defence ministry later found that a mid-2010 order issued to hike the financial powers of the DRDO chief went against the norms recommended by a high powered committee headed by former defence secretary and present CVC Pradeep Kumar.

The Pradeep Kumar committee had recommended several measures based on the report of Rama Rao committee for overhauling DRDO functioning and improving its efficiency. The financial powers were hiked selectively, but without getting CAG approval as had been recommended, the government later found.

The defence ministry in September 2012 issued an order saying the DRDO chief would take all financial decisions in consultation with the finance division of the ministry. The DRDO chief until then had autonomous power to grant financial approvals up to Rs 50 crore.

Sources said the government is also not happy with the progress made in implementing Rama Rao committee report. An immediate time-bound roadmap is expected for implementation of the report.

Under scanner DRDO official suspended hours before retirement

A senior DRDO official, who is under scanner for his alleged role in an appointment made against the laid down procedures, was suspended hours before his retirement from service today.

The official, a senior scientist, has been suspended by the department as an inquiry is pending against him in a recruitment-related case where he allegedly recruited his own daughter in the organisation, sources said here.

“The case is sub-judice,” DRDO spokesperson Ravi Gupta said when asked about the details.
The matter had come to light after the Central Vigilance Commission (CVC) recommended action against two DRDO officials for their alleged role in the case.
Following the CVC inquiry, DRDO chief V K Saraswat had sought an explanation from the officials.

The official suspended was involved in promotion and selection of scientists in the organisation.

CVC had also recommended review of the appointment of the scientist’s daughter who is now working in DRDO as a ‘Scientist C’.

Prithvi II tested successfully

HYDERABAD: The 350-km range surface-to-surface Prithvi II missile was successfully flight tested at the Integrated Test Range, Chandipur, Balasore district in Odisha on Saturday giving the Strategic Forces Command (SFC) the Prithvi power.

“It was a text-book launch with very high accuracy. With this test launch, we can say that the SFC has demonstrated its expertise in firing the missile,” DRDO director general and scientific advisor to defence minister, V K Saraswat, told STOIon phone from Balasore.

Saraswat said the missile had an accuracy of better than 10 metersand this showed the standard of the missile. The single stage liquid propelled vehicle developed by DRDO was inducted into the armed forces and one of the missiles drawn from the inventory of the armed forces was test-fired by the SFC on Saturday. The vehicle is guided all through by an accurate Inertial Navigation System (INS) and controlled by the Thrust Vector Control and Aero-Dynamic Control Systems.

The missile developed by DRDO was flight tested from Launch Complex III by the SFC as part of its training exercise. The indigenous missile hit the target in the Bay of Bengal which was witnessed by a naval shiplocated near the target.

According to DRDO officials, all the radars, electro optical systems located along the coast tracked and monitored all the parameters of the missile throughout the flight path. The entire launch operation was carried out by the armed forces and monitored by scientists of DRDO.

Prithvi II has been successfully flight tested a number of times as part of development, induction and training exercises. Saturday’s launch, however, tested the Areliability of Prithvi and confirmed the successful induction into the services, a DRDO official said.

The team of armed forces and scientists were led by project director Siva Subramanyam and programme director Adalat Ali, director, DRDL, Hyderabad.

Tatra trucks are fine, says DRDO Chief

V K Saraswat has not answered the general’s allegations. The general has said that Tatra is too expensive. DRDO has not disputed it. That Tatra is delivering the service is like saying Bofors Guns are firing. They should. Can Tatra or similar truck be bought from other suupliers? Will they give more for the same money or will they cost less. DRDO would be wise not to drag itself into lime light. As it is it is in trouble for its own scandals and poor performance. My question now is,”why did they enter the fray?. What is their interest”?

Everybody is trying to cover their as***, DRDO is a joke, even after many decades what indeginious product has come out of their stable?, even if there is one or two, are they being mass produced and are they world class that they are being exported?. This and other public sectors are a drain on the economy. I have a feeling DRDO’s palm has been greased and money exchanged to go for these trucks.

EXcept one or two divisions in DRDO all others are either doing nothing or are useless for nation, the so called scientists go to office to search internet play computer games and to gossip… I have tonnes of friends in DRDO and what I am saying here is there daily routine Most of the things made by DRDO is either obselete or useless for army and airforce… therefore we have to go for an MMRCA or BARHMOS as DRDO is incapable ….even the engine for LCA has still to come …DRDO is a political agency , where people know how to make comments like our incapable , despicable politicians

Saraswat should be ashamed of heading of an organisation that cannot create anything but rebrand the foreign products. Is he not ashamed of the fact that DRDO had not been able to identify an Indian manufacturer for these missiles ? DRDO is infact a middleman now.

I don’t know about now but atleast in 2005, even to sit for an interview with DRDO/ISRO, the candidate had to be among the top 3 or 5 of his class. It was dream to work for them but I couldn’t even sit for the interview. And I’m sure everybody knows what kind of people are USUALLY among the top 3, especially in India. So a majority of people who work for these organizations are rote-learners who can memorize and score in exams but are not creative. I’m now working abroad in an Aerospace company who were happy to accept me. There would be thousands like me who would be dying to work for these organizations but can’t due their stupid recruitment policies.

CBI questions London millionaire again

Even as Central Bureau of Investigation detectives have begun questioning Ravi Rishi, the London-based millionaire businessman at the heart of the showdown between the Defence Ministry and Chief of the Army Staff V.K. Singh, fresh details have begun to emerge of the truck deal that precipitated the crisis.

Rajan Mukherjee, the general manager of West Bengal-based Ural India, has told The Hindu that General Singh — then General Officer-Commanding of the Eastern Command — had requested the firm to provide trucks for testing in 2008, after Tatra trucks sold by Mr. Rishi’s firm “miserably failed 17 Mountain for performing Quick Reaction Team and reconnaissance duties in [the] super-high altitude areas of northern Sikkim.”

“Defects”

“During the trials,” Mr. Mukherjee said in an e-mail to The Hindu, “the Tatra vehicle developed defects in engine assembly, whereas Ural’s engine performance was satisfactory even after running about 600 km at high altitude.”

Mr. Rishi owns Vectra, a conglomerate which has a controlling stake in Czech and Slovak-based specialist truck firm Tatra, which has supplied the Indian Army since 1986.

Rashi Verma, a Joint Secretary at the Defence Ministry, had said last week that the government had “never received any complaint from the armed forces” — a statement which suggests the Eastern Command either chose not to pass on its problems with the Tatra to the army headquarters in New Delhi, or that its reports were suppressed by higher authorities.

In an exclusive interview to The Hindu published on March 26, General Singh had said he was offered a Rs. 14-crore bribe, which, it emerged, was linked to an officer allegedly representing Tatra to clear a consignment of 600 trucks.

There is no information available so far if Ural India’s trucks were the sole platform tested by the Eastern Command in Northern Sikkim and if so, why. Ural is co-owned by Kolkata-based magnate J.K. Saraf, who knew Gen. Singh during his tenure as Eastern Army Commander. There is no allegation, however, of the relationship having caused improper influence to be exercised.

Mr. Mukherjee’s claims, however, stand in stark contrast to earlier statements by VRS Natarajan, the head of public-sector giant BEML, which co-manufactures Tatra trucks in India. Mr. Natarajan claimed that Ural India’s trucks had been knocked out of competition in the ongoing trials, a claim Mr. Mukherjee has denied in his e-mail to The Hindu, adding that his firm is considering “appropriate action.”

The BEML chief, however, has since been backed by Defence Research and Development Organisation chief V.K. Saraswat, who said Tatra trucks were “outstanding.” Both BEML and Tatra have said they are considering legal action against General Singh, but provided no details of their course of action.

Army sources said the problem encountered in Sikkim could have been related to the Tatra truck’s engine, which is designed for rugged battlefield use, compromising high-altitude performance in return for lower risks of breakdown.

CBI officials refused comment on the issues they had discussed with Mr. Rishi, but the businessman has been barred from leaving India until further notice.

He was earlier questioned by the agency officials last week, soon after the CBI registered an FIR in the case. CBI officials were also poring over and analysing a number of documents seized during raids in Delhi, Noida and Bangalore.

Apart from Mr. Rishi, the FIR refers to unknown officials of BEML, Vectra and the Army. The case was registered under provisions of the Indian Penal Code relating to criminal conspiracy to cheat and under the Prevention of Corruption Act.

The investigators are tasked with looking into all purchases of Tatra trucks made from 1997, when Vectra took control of Tatra. Since 1986, the Army has purchased some 7,000 Tatra trucks to transport troops and artillery.

DRDO contradicts Army chief, says Tatra trucks ‘outstanding’

NEW DELHI: Contradicting Army Chief General V K Singh, DRDO chief V K Saraswat on Saturday said Tatra trucks were “outstanding” and there was nothing substandard about the vehicles used as base for launching all important missiles like Prithvi and Agni.

“Tatra truck is an outstanding truck… They have a very good cross country capability and can move at good speeds,” Saraswat said at a press conference at Defence Expo here.

He was responding when asked about the performance of Tatra trucks in view of the Army Chief’s contention that these vehicles were substandard.

Noting that the launchers of all important missiles like the Prithvi and Agni are based on these trucks, the DRDO chief said the performance of these vehicles “has been good in armed forces and we have no complaints about it.”

Saraswat said “we will have more of them” if there was any further requirement of these trucks. However, if the government gives direction against using them, the premier research organization will stop doing so.

Asked to comment on the perceived tussle between defence minister A K Antony and the Army Chief, he said both were good people and should handle their differences, if any, with more caution.

“The harmony within the defence ministry with respect to our functioning and image is very important. I give my advise on technical issues but as a citizen of this country, I would say that I have known both the defence minister and the Army Chief and both of them are very good people.

Hello DRDO Chief, Is it not your duty to also ensure that the price is right.The Internet price of a Tatra truck is about Rs 40 Lakhs but we are shelling out a Crore of Rs. Does it mean you will pay for a good item the moon? We are talking about cost effective defence equipment.The best for the least price. All these great defence organizations of the Nehruvian area are taking the nation for one BIG ride.

IF THE DRDO THINKS TATRA TRUCKS ARE OUSTANDING THEN THERE IS SOMETHING RADICALLY WRONG WITH THEIR LEVEL OF STANDARDS. THIS IS THE SAME ORGANISATION THAT HAS MADE SEVERAL LOUSY PRODUCTS FOR THE ARMED FORCES STARTING FROM THE INFANTRY RIFLE TO ARJUN TANKS. NOT TO MENTION THAT ALL THAT HAS BEEN PRODUCED HAS NEVER BEEN ON TIME. THE DRDO SHOULD SHUT UP LIKE THEY HAVE BEEN ASKING THE ARMY TO DO SO THROUGH POLITICIANS.

Mr. Sarsvat, isn’t a shame that India has to depend on import of major requirement of weapons and army equipment from abroad? Isn’t a shame for the scientists and technicals experts of DRDO that after fifty years’ in existence it cannot meet the Indian military’s major weapons requirements? How is that a small country like Israel without any major resources invents and manufactures most sophisticated weapons and a country of 1.2 billion people has to import such weapons from Israel inspite of the fact the India spends millions of dollars on its research organizations like DRDO? Obviously, there is something rotten in working of these government research organziations which work like any other government organization. They are managed by corrupt and third rate bureaucrats appointed by corrupt politicians. Even the Almighty creator cannot save India unless the corrupt and criminal politicians, bureaucrats and businessmen are prosecuted and hanged in public.

tatra trucks may be good, but the problem is they are not supplying the trucks, instead it was sold as CKD(completely knocked down kit) by the vectra group (ravi rishi- broker) to BEML inturn they assemble the trucks and supply it to army… the main problem is even a new truck supplied by BEML has fault spare parts such as old battery, old tyres, the life of the spares is very low, it takes two years to replace a spares and it costs ten times more than that of other trucks…..

EXcept one or two divisions in DRDO all others are either doing nothing or are useless for nation, the so called scientists go to office to search internet play computer games and to gossip… I have tonnes of friends in DRDO and what I am saying here is there daily routine Most of the things made by DRDO is either obselete or useless for army and airforce… therefore we have to go for an MMRCA or BARHMOS as DRDO is incapable ….even the engine for LCA has still to come …DRDO is a political agency , where people know how to make comments like our incapable , despicable politicians

Corrupt societies produces such institution [DRDO] , to support its’ onslaught without any responsibility. Just wanted to give my personal experience, for the Cost of Guns .. I had been to my Arms show [ very common in Texas] and there show guns of all kinds and first time in my life I saw guns so accessible and so very in-expensive. Semi-automatic , AKs , krinkov , Rugers and many Guns which were in range of 500$-1200$. I bought one at 780$ [AK56 of Bulgarian made] .So the question is I can procure this gun at the price I told, so how is Govt. [ which buys thing in bulk] cannot get at the price said. Its’ anyone’s guess How much these guns would have been bought by Raksha Mantralaya. So, people Enough is Enough… Throw this system out …

DRDO scientists are jack of all but masters of none. DRDO has done nothing to produce the the defence Equipments indigenously. They are simply functioning as inspectors and certifying agents for the equipments being imported . yes, they have successfully produced the half cooked packed food items for soldiers but to be produced by private industry. All the claims of DRDO are bungus and Untrue. If by any chance some thing is assembled in DRDO LAB , it the just variant of imported item with zero reliability. Basically DRDO creats the the employment opportunity for the under qualified and low IQ children of politicians and the babus of various ministries because there is no accountability and efficiency criteria for service and promotion. The real scientists feel suffocated in DRDO and that is why the brilliant scientists just get away after some years and join foreign or private industry. The claim of DRDO CHIEF for the best vehicle as heavy transporter for tanks etc is false and misleading a DRDO HAS NOTHING TO DO WITH THE SUITABILTY of TATRA in the hand of user ie ARMY. DRDO CHIEF – please do no mislead the nation. Basically DRDO Scientist are from mediocre institutions,and not from IIT,S,as such. Which is the biggest drawback in totality. When we count the achievement of an individual as well as the institution of reckon,we definitely go by the standards,which can deliver and prepare its product to prove beyond doubt,thus DRDO HAS EVEN FAILED TO PRODUCE OR DEVELOP TRUCKS LIKE TATRA FOR ARMY FORGET TANKS AND ANY OTHER HARD METALLURGY AND ITS AVIONICS…………..?????????????

It a shame for DRDO that we are buying trucks from a czech republic with population less than Mumbai alone and GDP of $ 218 billion (India is $1.8 trillion economy) Building such trucks is not rocket science. And yes, we already are experts in rocket science and IT. Then WTF is DRDO doing?. As per news Rishi(Tatra’s promoter) misused his position in the board of Tatra Czech [the original equipment manufacturer (OEM) of Tatra trucks] to enable Tatra Sipox (UK) Ltd, a company Rishi’s Vectra Group incorporated in 1994 and now owns, to buy knock down trucks from Tatra Czech at below production cost. Tatra Sipox then sold the trucks to India’s BEML at a profit, causing huge losses to Tatra Czech since profits from the sale were being made by Rishi’s company, Does DRDO not understand that Tatra trucks are brought below production cost and sold at inflated cost to BEML. Sab chor mile huwe hai.

Sarasvat is one of the most incompetant people around to head DRDO. He has done nothing except delivering some failed missiles to India, which can blast in the Barrel and never hit the target, if they fly. DRDO has never been able to deliver any successful product which is useful for Nation and its army therefore a white elephant. The whole world knows that the Indian politicians and bureaucrats are corrupt from head to toe. Any substandard hardware not sold anywhere else in the world is easily dumped in India, and at a higher price. Tatra Trucks are good only in name, those supplied to India are handicapped lacking in specifications and quality, with very poor maintenance facilities.Gen. VK Singh is right; he knows better than the sycophant DRDO Chief. They are trying to protect their corrupt deal. It has always happened in the Army since no previous Army Chief had the courage to blow the whistle as Gen. VK Singh had done. Hope the succeeding Army Chiefs will maintain this tradition of honesty.

VK Saraswat , the DRDO Chief must be investigated on his connections with Tatra organisation. I have heard employees of BEML opining that the Tatra Trucks is a con job and made over to the Army on an understanding reached between Ravi Rishi, owner of Vectra, the shell company that promotes Tatra to the Indian Army and makes the pay-offs.

Can the DRDO answer why truck like TATRA cant not be produced after 30-40 yeras even though a technology transfer agreement is in place? Why the tatra trucks are still left handed drive? Why the company selling it around 1 crore to indian army while anybody can purchase it around 40 lakh on open market? Can he informed us how many trucks are dumped because of shortrage of spare parts? If the trucks are so efficient then why they are offering bribe? We all know the credibility of DRDO.
