Chinese firm Delhi chose for CCTVs on US radar

Concerns have also been raised on the firm being owned by the Chinese government, adding a twist to the controversy over a Delhi government project to install 1.5 lakh CCTV cameras across the city.

The Chinese firm is however, not new to controversies, with a growing number of US organisations either removing or barring the use of company’s products.

A Chinese firm whose subsidiary has been shortlisted to supply security cameras for the national capital is on a US watch list, with an advisory on threats, including remote hacking and potential backdoor access.

Concerns have also been raised on the firm being owned by the Chinese government, adding a twist to the controversy over a Delhi government project to install 1.5 lakh CCTV cameras across the city.
While Defence public sector unit Bharat Electronics LimitedNSE 1.13 % (BEL) has been selected, it bid to supply cameras manufactured by Prama Hikvision India Private Limited. Chandra Shekhar, a senior official with Prama Hikvision told ETthat Prama Hikvision is a subsidiary of Hikvision.

However, Prabhat K Bhattacharya of its PR firm Consocia Advisory, claimed Hikvision owned 58% of the Indo-China venture Prama Hikvision.

The project came under controversy after Delhi Pradesh Congress Committee president Ajay Maken alleged that the AAP government had compromised national security. The Chinese firm is however, not new to controversies, with a growing number of US organisations either removing or barring the use of company’s products. The firm’s cameras were removed from the US Embassy in Afghanistan and another of its army base.

Similarly, the US Air Force last year cancelled a tender for Hikvision video surveillance. The US government’s GSA — which provides centralised procurement for it — has removed Hikvision manufactured products from sale. Security concerns of Hikvision products have been raised in the UK as well.

A US Department of Homeland Security advisory dated May 4, 2017 states that the products are “remotely exploitable” and require a low skill level to exploit. The vulnerabilities, advisory explains, are “improper authentication” and “password in configuration file”.
“Successful exploitation of these vulnerabilities could lead to a malicious attacker escalating his or her privileges or assuming the identity of an authenticated user and obtaining sensitive data,” the advisory reads. Prama Hikvision, however, claims that “allegations of a backdoor are false”.

“We have not, nor would we, intentionally place a “backdoor” in any of our products for any government or third party. Access and control of the video cameras and content will be restricted only to the end users and Prama Hikvision will not be able to access them at all,” the company said in response to an ET questionnaire.

In India, these security concerns may have not deterred procurement. Delhi government officials claim that the Delhi Metro Rail Corporation (DMRC), defence ministry and Defence Research and Development Organisation (DRDO) have procured cameras from Hikvision, in response to Maken’s allegations.

Individual questionnaires were sent to these organisations but received no response.

On its part, BEL said there is no compromise on security while supplying products for defence forces. “The requirement is for civilian use and not for any military application…BEL will never compromise on the security related aspects while supplying its products for defence forces. Supply of CCTV cameras for public use in various constituencies in Delhi does not violate any security norms,” BEL said in response to queries by ET.

While the contract is yet to be signed, controversy looms large with the Lieutenant Governor of Delhi creating a high-powered committee to create a standard operating procedure for installing CCTV cameras and the AAP-led government opposing the move.

DRDO whistle-blowers seek Sitharaman’s intervention

Arun Jaitley had ordered action against two senior scientists in a case in DRDO.

Whistle-blowers and scientists working with the Defence Research and Development Organisation (DRDO) have written to Defence Minister Nirmala Sitharaman, seeking her intervention in an alleged corruption case within the DRDO. Sitharaman’s predecessor Arun Jaitley had ordered disciplinary action against two senior scientists in this case, but no action has been taken yet. This newspaper is in possession of a correspondence that was shared by the whistle-blower with the Defence Minister. As per this correspondence, R.K. Jain (Director, Joint Cipher Bureau of the DRDO) and A.K. Singh (Director, Institute of Nuclear Medicine & Allied Sciences) were allegedly found to have been involved in “wasting” government money by conducting interviews for the promotion of scientists in DRDO, despite statutory rules barring such interviews. The DRDO had later stated that even though Rs 1 crore had been spent on calling 255 scientists for the interview, the results of the interview were not used to decide the promotions.

At the time of the interviews in 2011, R.K. Jain was the director of DRDO’s Recruitment and Assessment Centre (which takes care of recruitment and promotions), while A.K. Singh was the director of Directorate of Human Resource Development.

As per DRDO’s own admission, the amount spent on conducting similar interviews in subsequent years (2012 and 2013) was far less than what had been spent in 2011, though a greater number of scientists were interviewed—333 in 2012 and 376 in 2013. When contacted, Manish Bhardwaj, the spokesperson of DRDO, sought some time to respond and told this newspaper on 17 May: “The matter is being examined by a committee on the direction of Hon’ble Raksha Mantri. The committee shall submit the report in 3-4 days. After submission, DRDO would be in a position to provide the information sought by you.” However, no further information regarding the submission of the said report was shared by the spokesperson with this newspaper.

Official sources within the DRDO stated that no such committee was ever constituted in the matter.

The entire incident had come to light when a whistle-blower from DRDO first wrote to the Defence Minister and the Chief Vigilance Officer in July 2014, detailing how public money was wasted and that the whole process was used by the individuals concerned to indulge in alleged corruption.

“Instead of taking action against the two officials for their deliberate misconduct, DRDO rewarded them by awarding R.K. Jain with ‘Best techno managerial services/popular science communication award for his performance in 2011. A.K. Singh was promoted from the grade of Scientist F to the grade of Scientist G in 2011,” reads the latest communication to Defence Minister Nirmala Sitharaman. In June 2017, the then Defence Minister Arun Jaitley had ordered disciplinary action against Jain and Singh for causing a loss of Rs 1 crore to Government of India. “DRDO is known for using delaying tactics to shield officers. It deliberately sits on disciplinary orders of defence ministers to make sure that the officials in question retire without facing any punishment. They did this when Jaitley was the Defence Minister and are doing the same under Nirmala Sitharaman,” one of the whistle-blowers said.

DRDO testing drone falls in agricultural field in Karnataka’s Nayakanahatti

CHITRADURGA: A drone operated by Defence Research and Development Organisation (DRDO) for surveillance crash-landed at an agriculture field belonging to Bangarappa of Doreyagalahatti village near Nayakanahatti of Chitradurga district on Wednesday morning.

The drone which was launched to test the capabilities of its surveillance from the Chitradurga Aeronautical Test Range (CATR) of Challakere taluk took off well from outer perimeter of the range, but fell in the field at around 8 am said Bangarappa. This is the first time a drone fell down during the testing in Chitradurga district.

Scientists Saravana, Shivabalasubramanyam and others visited the crash site and collected the drone and other equipment and took it back to their centre.

The 20 kg weighing drone lost connection with the radar immediately after taking off from the testing arena and fell within a radius of three kilometers from the range in a Ragi field. However, no problems, loss of valuables or life has been reported.

Palamma, an agricultural labourer who was working in the field was shocked when the drone fell on the field. Speaking to Express she questioned, ‘I am still in a state of shock, if it fell on me what might be my fate?’.

‘When I was watering the Ragi plants, the drone came down very fast, I feared to its speed and ran for my safety,” she added.

Bangarappa said, “Falling of drone in my field has created a fear psychosis in me and my neighbouring fields. DRDO without consulting farmers is conducting drone testing programmes nearby the fields. They should consult farmers in future to avoid such accidents.”

If any casualties would have taken place during the accident who would have been responsible, he asked.

According to a scientist, the drone was fitted with a camera and was being tested to conduct surveillance on the borders to ensure that no intruders enter into the Indian territories. Immediately on knowing the failure of the drone, scientists and officials of the CATR arrived at the crash spot and collected the drone from the spot. Nayakanahatti police are investigating the incident.

DRDO has much to answer for its poor performance

India has been unable to increase its self-reliance capability despite taking several steps.

On paper the Defence Research and Development Organisation (DRDO) comes across as formidable. It is currently engaged in about 70 projects that include making almost every major conventional weapon system and platform that major military powers are already manufacturing. From rifles and machine guns to tanks, fighter aircraft, airborne warning and control system, aircraft carrier and a wide array of missiles—surface-to-air, surface-to-surface and sub surface. In reality, the DRDO has much to answer for its performance.

The DRDO, entrusted with developing weapon systems for India’s defence requirement, is critical for ensuring a high degree of self-reliance. Its huge establishment comprises a partnership with over 40 academic institutions, 15 national science and technology agencies, 50 public sector undertakings including the nine defence public sector units, the 40 ordnance factories and the over 250 private sector industries. By 2008, an estimated 1,500 small and medium enterprises were engaged in supplying about 20% to 25% of defence components to defence firms.

Notwithstanding, however, India’s self-reliance continues to hover at 30% to 35% despite a series of measures taken by the government that has resulted in India continuing to remain overly import dependent for its defence requirements. India has been unable to increase its self-reliance capability from the current 30% to 35% despite a series of measures it has taken in the last two-and-a-half decades in particular. Much of even the existing self-reliance capability is based on licence manufacture and transfer of technology by foreign state-owned or private companies. What is more, the government itself has expressed doubts about the country’s capability to even develop core technologies in reports prepared by the parliamentary standing committee on defence.

The harsh reality is that India’s state-owned defence industry has been unable to even develop a rifle, let alone a tank or an aircraft engine. The DRDO has consistently been shifting the timeline for all projects, ranging from rifles to aircraft. Furthermore, the DRDO has been unable to successfully complete a single major project except for a few missile systems and the nuclear powered submarine, although the latter has several shortcomings in capability. The procurement process continues to be time consuming and the private industry remains mired in bureaucratic processes. Most of the private industry’s involvement currently is low scale and focused on making sub systems. It is yet to graduate to making complete weapon systems or highly sophisticated technologies as is the case with major defence companies in the US and Europe.

India’s mission to increase self-dependency for defence equipment to 70% remains a dream. In 1992, following the breakup of the Soviet Union, which had been India’s main source of weapons supply, catering to 70% of the country’s defence requirements, a defence ministry “Self Reliance Review Committee” conceived “a ten-year plan for Self-Reliance in Defence Systems”, which, starting from 1995, was aimed at increasing India’s self-reliance index to 70% by 2005. The defence ministry has now shifted its deadline to attain about 70% self-reliance by over two decades to 2027. But as of now, this seems unlikely in the next ten years.

Efforts of successive governments have failed despite two unprecedented decisions that were specifically aimed at facilitating the self-reliance process—(a) opening of the military-industrial complex to Indian private sector participation up to hundred per cent, and (b) opening up to foreign direct investment (FDI) permissible up to 26%, which was subsequently increased to 49% in 2014 and 100% in 2016.

The present government’s latest emphasis on “Make in India” is undoubtedly noble, but seemingly idealistic. It remains to be seen whether “Make in India” will translate into “Made in India” or remain “Assemble in India”, without intellectual property rights and design control. Perhaps there is wisdom in the advice of David Gross, a Nobel Laureate in Physics, who during a visit to India in January 2016 advised that in order to “Make in India”, the country should focus on first “Discover in India”, followed immediately by “Invent in India”, before it embarks on “Make in India”. But this seems unlikely, considering India’s inflexible, irrational and outdated bureaucracy and the fact that India overall has been spending a paltry 0.9% of its GDP on research and development, compared to 2.1% by China, 2.7% by the United States and 4.4% by South Korea.

India’s record of producing and exporting weapon systems is extremely modest. For example, India’s defence exports averaged a meagre US$88 million a year between 2006-07 and 2008-09, which marginally rose to $174 million in 2013-14 and $330 million in 2016. At a cursory level, the list of countries that have been importing Indian defence equipment is impressive, as it also includes the United States, United Kingdom and Russia. But a study of the equipment reveals that it is very rudimentary—flight control panels, forging equipment and electronic assemblies to the US, transmitting tubes to the UK and, to Russia, some spares and services for the Russian origin MiG-29 and Sukhoi-30 fighter aircraft. None of these are critical technologies or anywhere close to a complete weapon system or a weapon platform.

In contrast, even while China is a major importer of defence hardware, it is at the same time also self-sufficient in certain key military technologies along with being a major weapons exporter. It was the fifth largest exporter of defence equipment to developing countries between 2000 and 2007, the third largest global supplier between 2010 and 2014 following an arms export increase by 143% and ranked fourth between 2008 and 2015 in arms transfer agreements with developing nations. China’s defence exports to developing countries averaged over $3 billion annually between 2011 and 2014, more specifically $2.5 billion in 2007, $2.2 billion in 2008, $3 billion in 2009, $1.9 billion in 2010, $3.2 billion in 2011, $3.4 billion in 2012, $4.2 billion in 2013 and $3.2 billion in 2014 and $ 6 billion in 2015.

India’s state-owned military industrial complex is characterised by flaws at several levels. Internal criticism against the military-industrial complex range from the way the DRDO is conceptualised and structured, its tendency to over reach, technological limitations and incapability; coordination problems with, and changing specifications by, the users, the myriad responsibilities of the head of the DRDO, the continuing limited involvement of the private sector and the predominant role of generalist bureaucrats with no expertise in defence. Moreover, the bureaucratisation of Indian science has created a scientific-work environment with features comprising caution, rules, reviews, screenings, scrutinies, committees, controls, centralisation, delays, doubts, indecision, inaction, suspicion, friction, and less communication.

Until India increases its self-dependence for its defence requirements, India’s import bill is only expected to rise, making it a foreign-made Indian armed force. But such overdependence has come at a high price for the country and the armed forces, which for the last two-and-a-half decades has been battling depleting force levels and antiquity of weapon systems.

New toilets in trains no better than septic tanks: IIT-M study

A new kind of toilet using bacteria to break down human excreta has been deployed in Indian trains over four years to 2017, at a cost of Rs 1,305 crore, but this toilet is no better than a septic tank, the Indian Institute of Technology-Madras (IIT-M) has concluded after a two-year long study.
As many as 93,537 “bio-digesters” — as the toilets are called –have been installed in mainline express and mail trains by the Indian Railways. These are small-scale sewage-treatment systems beneath the toilet seat: Bacteria in a compost chamber digests human excreta, leaving behind water and methane. Only the water, disinfected later, is let out on the tracks.
However, sanitation experts and various studies — including those commissioned by the railways — have pointed out that most of the new “” are ineffective or ill maintained and the water discharged is no better than raw sewage.
“Our tests have found that the organic matter (human waste) collecting in the bio-digesters do not undergo any kind of treatment,” IIT professor Ligy Philip, who headed the latest study, told IndiaSpend. “Like in the septic tanks, these bio-digesters accumulate slush (human excreta mixed with water).”
The IIT-M study was sponsored by the Bill and Melinda Gates Foundation and submitted last week to the Union Ministry of Urban Affairs.
Despite the criticism, an additional 120,000 coaches are to be fitted with these bio-toilets, jointly developed by the Defence Research and Development Organisation (DRDO) and the Indian Railways, by December 2018. This is likely to cost Rs 1,200 crore, the railways revealed on November 2, in response to a Right to Information (RTI) request.
The bio-digester project began during the previous United Progressive Alliance regime. But the project has been speeded up under Prime Minister Narendra Modi’s Swachh Bharat campaign. The idea is to meet this target in time for the celebration of Mahatma Gandhi’s 150th
Indian Railways is often described as the world’s biggest toilet: It ejects around 3,980 tonnes of faecal matter — the equivalent of 497 truck-loads — onto rail tracks every day, according to a report released by the Comptroller and Auditor General (CAG) in 2013.
The network has 9,000 passenger trains with 52,000 coaches with toilets that discharge human waste on to rail tracks. Covering 65,500 km across the country, these trains transport 24 million passengers every day, the equivalent of the population of Australia.
Since 1993, the Indian Railways have been experimenting with a host of technologies used worldwide to replace the open discharge system. This included vacuum toilets based on suction, commonly seen in aircraft; “controlled-discharge” toilet systems (CDTS) which allow waste to be dropped only after a train acquires a speed of 30 kmph, thus keeping stations clean; and “zero-discharge” toilets, in which solid waste is stored, evacuated and then dumped in pits for composting and the liquid filtered for recycling.
In 2008, the railways decided to install the bio-digester model developed by the Gwalior-based Defence Research and Development Establishment (DRDE).
Responding to the criticism of the bio-toilet, government officials said that the flaws are being fixed. “The issues regarding the bio-digesters are of a minor nature and are being effectively addressed. Some changes (in design or execution strategies) are inevitable, as this is a continuous process,” said Saxena.
Lokendra Singh, former director of the DRDE, had, after an expedition to Antarctica, brought home psychrophilic bacteria that can survive in extremely low temperatures. The bacteria were mixed with cow dung and normal soil, which have methogens (micro-organisms that produce methane) capable of breaking down human excreta. This was then supplied to the manufacturers of rail bio-digesters
“Because of the presence of a compound of bacteria, the bio-degradation process is set off in the toilet chambers-the bacteria eat up the organic matter (human excreta) and produce methane gas and water as byproducts,” Singh said.
But Singh’s claims of a scientific breakthrough using the bacteria from Antarctica have been questioned on several grounds, including the fact that the bacterium, as Singh admitted, has not obtained an independent or a third-party certification from an organisation such as the UIC (Federation of European Railways
Also, DRDO does not have a patent for the design or manufacture of these bio-toilets. A patent is necessary to market a commercial product. DRDO only has a patent for the design of “railway toilet tank”, as the organisation’s website reveals.
This is not the first time the railways’ bio-toilet project has been criticised. A 2009 study jointly conducted by the Lucknow-based Research Designs and Standards Organisation (RDSO) and IIT-Kanpur concluded that no treatment of human excreta was happening in the bio-digesters installed in railway toilets.
“We had found the discharge from these toilets as being no different from raw sewage,” said IIT-K professor Vinod Tare, who had headed the study, which the Railway Ministry has not made public.
On September 14, 2004, DRDO scientist Y. Ashok Babu sent a letter to the then Chief Vigilance Commissioner, Pradeep Kumar, terming the bio-toilets “farce (sic) technology”.
Singh rejected these allegations. “Frustrated scientists who have never worked on the project are raising such issues,” he said. “Of course, there are some problems but these are being addressed by the railways.”
Singh, who has assumed charge as the chairman of the Digesters and Bio-Toilet Manufacturers Association (DBMA) after his retirement from DRDE this year, said questions of “conflict of interest” did not apply in his case, as he held only an “honorary position with the DBMA”.
Documents available with IndiaSpend suggest that there are serious issues with the bio-toilet venture. These were discussed at a high-level meeting convened by the Railway Board on October 26, with functionaries from 17 zones.
During the last three years of the last government (2011-14), 9,350 bio-toilets were fitted in trains but the figure rose by 539 per cent, to 59,735, in the first three years of the NDA government (2014-17). In the current financial year (2017-18), 24,215 bio-toilets had been fitted until August 30, bringing the cumulative figure to 93,537, the railways said in its RTI reply of November 2.
In this period, the cost of manufacture and fitment of bio-toilets climbed from an average of Rs 52,000 per unit to over Rs 75,000 per unit. After the imposition of the Goods and Services Tax (GST), this cost burden has spiked further, with the railways having to absorb the 18 per cent levy.
“Cost escalation is inevitable, as manufacturing costs have been rising,” said Manoj Jha of Faridabad-based Arkin Technologies that manufactures and supplies bio-digesters to the railways.
In response to an RTI appeal from Dehradun-based activist Prabhu Dandriyal, the railways stated that the Hubli workshop of South Western Railways had been supplied 2,152 toilets at a cost of over Rs 22 crore during the financial year 2016-17. Based on this calculation, the current cost being borne by the railways works out to more than Rs 100,000 per unit.
By the time the task is completed, the railways are likely to exceed their budget of Rs 1,200 crore for additional bio-toilets. Arvind Dethe, a bio-toilet manufacturer based in Akola in Maharashtra, has been selling a similar toilet at Rs 6,000.

DRDO’s Agra lab spends Rs 49.50 cr, 6 yrs, in developing surveillance system which fails Army standards

AGRA: The Aerial Delivery Research and Development Establishment (ADRDE), a laboratory of the Defence Research and Development Organisation (DRDO), spent Rs 49.50 crore to develop a balloon-based platform for surveillance and communication, but failed to meet Army standards after years of work, according to a report by the Comptroller and Auditor General (CAG).
For the project, ADRDE also imported special fabric worth Rs 6.20 crore but never used it during trials of the system. Last year, CAG rapped ADRDE for failing to produce combat free fall (CFF) parachutes for special forces in more than a decade after incurring expenses of Rs 10.75 crore.
According to the report, the ministry of defence sanctioned a technology demonstration project, ‘Nakshatra’, to ADRDE in July 2011, to develop an aerostat platform with net payload capacity of 300 kg and an endurance of seven to 14 days, with balloon life of four to five years.
“Based on the earlier experience with ” — another medium-size aerostat developed by using polyurethane (PU) coated nylon fabric, the ADRDE decided to use laminated fabric, which was supposed to double the endurance of the aerostat to two weeks and shelf life from 18 months to 4-5 years. Therefore, the ADRDE imported laminated fabric at the cost of Rs 6.20 crore,” stated the report.
“Interestingly, the imported laminated fabric was never used and the DRDO lab used only PU coated nylon fabric for the balloon. Later the project was shut down in January 2017, as the Army did not accept the product, incurring a loss of Rs 49.50 crore to the exchequer,” the report added.
Speaking to TOI, public relations officer S M Jain of ADRDE said, “The project was a complete success. We tested the technology of ADRDE at Gurdaspur, Punjab, close to the India-Pakistan border in 2016. Further, the Army demanded that the trials be extended for two more years at various locations close to international borders, but they didn’t give us more funds to conduct the trials. So the operational feasibility of the system was never tested and the project was shut down.”
ADRDE officials also claimed that the balloon made of laminated fabric was kept as a spare and would have been utilised in case of any damage to PU coated nylon fabric balloon.
Army officials however said that the system trials of ‘Nakshatra’ were only carried out for three days. “So the effectiveness of the communication sets loaded on the balloon could not be ascertained. We requested ADRDE to deploy the system for three months to test its efficacy, before we could take over the system for extended trials,” an official said.
Only a few countries in the world have such systems of their own, including the US, Germany, France and Japan.

R&DE (E) refuses chariot for palkhi procession from Alandi

PUNE: The Research and Development Establishment (Engineers), a Defence Research and Development Organisation (DRDO) laboratory, has decided to not provide its chariot for the annual Sant Dnyneshwar Maharaj palkhi procession that will be began on June 17.
Recently, an official communication in this regard was sent to the Shri Dnyaneshwar Maharaj Sansthan Trust (SDMST) in Alandi, which manages the procession.
Confirming the development, SDMST president Ajit Kulkarni said, “We have received a communication from the Research and Development Establishment (E) authorities stating that the chariot will not be given for the procession henceforth. They have not specified a reason. It is their entirely decision.”
According to Kulkarni, the particular chariot had been used for the procession between 2013 and 2015. “Last year, the laboratory’s authorities had cited that there was some technical glitch in the chariot and hence they could not provide it. Since the chariot is in their possession, we were not aware about its actual status,” Kulkarni added.
On June 13, 2012, a bullock drawing the chariot had died near Phulenagar at Vishrantwadi on the Pune-Alandi road. The weight of the old chariot was one of the reasons cited for the death. The chariot weighs about 4 tonnes.
Following the episode, the trust had requested authorities to construct a special, lighter chariot. Then Research and Development Establishment (E) director R Guruprasad sought requisite permission from the scientific adviser to the defence minister and took on the project
Commenting on the functioning of the chariot, a SDMST member said, “The new chariot was lighter and they had developed a mechanism wherein the battery-operated chariot would draw power when it traveled uphill and got charged while going downhill. Thus, reducing the bullock’s burden.”
Other members of the trust pointed out that the DRDO’s chariot had helped complete the procession smoothly. “Thousands of devotees would get injured as their legs would come under the wheels of the old chariot. But, the DRDO chariot had reduced this risk ,” a trust member explained. When contacted, Research and Development Establishment (E) director VV Parlikar refused to comment on the matter.

DRDO scientists bunk meet, canteen boy gives presentation on security

NEW DELHI: During his first interaction with the DRDO scientists, Prime Minister Narendra Modi had conveyed a stern message to them — “Shed this ‘chalta hai’ attitude.”

drdo_scien-diberAt a conference, the Defence Research and Development Organisation (DRDO) asked a canteen boy to give a presentation on ‘border security’ because the scientists who were supposed to hold the session didn’t turn up.

There’s more to the story. In the absence of experts, and to make up numbers, the DRDO sent peons, drivers, mechanics, storekeepers and other non-technical staff to attend the conference.

“We didn’t have suitable candidates to represent us, so some laboratories sent administrative and non-technical staff, including Class-4 employees to fill in the chairs,” said a DRDO official.

Quoting a senior official, an insider told Express, “I was told, ‘let them (peons, drivers, store attendants, canteen boys) also enjoy and have a picnic.’”

The conference, which was regarding the DRDO’s contribution in managing border security in the Himalayan region, was held on Thursday and Friday.
It was organised by the DRDO’s Uttarakhand-based Defence Institute of Bio-energy Research (DIBER), which is engaged in research in the first of bio-energy and non- conventional energy for defence forces. Six key laboratories were asked to send their representatives to participate in the conference.

The idea behind the two-day conference titled ‘Vaigyanik Evam Takniki Sanghoshti’ was to promote use of Hindi language.
Sources claim that since the conference was organised in Pithoragarh district (Uttarakhand), which is close to the China border, many senior scientists expressed their unwillingness to travel 600 km in the hilly terrain and cited “ill health” or “personal” reasons for saying “no”.
The institutes which sent their representatives included Institute of Technology Management (Mussoorie), Defence Electronics Application Laboratory (Dehradun), Terminal Ballistics Research Laboratory (Chandigarh) and Snow and Avalanche Study Establishment (Chandigarh) and DIBER. Government asks CBI to probe in allegations of corruption in purchase of three Embraer aircrafts

NEW DELHI: The Central Bureau of Investigation (CBI) has started analyzing allegations of Brazilian aviation major Embraer hiring a UK-based agent and paying commissions to swing the $208 million deal for three Emb-145 aircraft inked with India during UPA rule in 2008.

The agency sources said officials are going through the reference and any decision to start a probe in the matter will be taken soon after analysing all the documents.

If the agency is satisfied that it has enough prima facie evidence to initiate an FIR, it will start or else it might register a preliminary enquiry to gather enough material for registering a regular case, they said.

Government had stated that the allegations were of a serious nature and the CBI will probe.

Defence Minister Manohar Parrikar had earlier this week said that, “If there is a criminal angle, then the CBI will probe as the Ministry cannot”. “If only procedural issues are involved, then the Defence Ministry can do an internal investigation,” he had said.

The deal for purchase of three Embraer aircraft during the UPA regime has kicked up dust with US authorities going into alleged payment of kickbacks. The deal has come under the scanner of the US Justice Department which has been probing Embraer for alleged payment of bribes to secure contracts.
Soon after, the reports of irregularity surfaced, the DRDO has already sought a report from the Brazilian firm, which has said it has been looking into graft allegations over the last five years.

The Special Investigation Team probing AgustaWestland bribery scandal will also probe this scam.

The deal was signed in 2008 between Embraer and the DRDO for three aircraft equipped with indigenous radars for AEW&C (airborne early warning and control systems). The first “modified” aircraft was delivered to DRDO in 2011, with the other two following later.

After several missed deadlines, the AEW&C project is now slated to be completed by December. Present DRDO chief S Christopher was the AEW&C programme director and head of the Centre for Airborne Systems (CABS) before he was chosen to head DRDO in May 2015 by the NDA government.

Sources claimed that role of the committee, comprised of officials from IAF and DRDO is also under scanner, which shortlisted the Embraer deal.

Brazil’s top newspaper, the ‘Folha de Sao Paulo’, had reported on September 8 that the possible bribery in the 2008 Indian deal was under the scanner of the US justice department, which has been investigating Embraer since 2010, after a contract with the Dominican Republic raised suspicion. The scope of the investigation has now been widened to examine Embraer’s dealings with eight other countries, including India and Saudi Arabia.

India has asked an explanation from the Brazilian aircraft-maker Embraer following media reports of an international investigation into the alleged payment of bribes to secure an aircraft deal in 2008.

A Defence Ministry spokesperson said on Saturday that the DRDO sought an explanation and details from the manufacturer within 15 days.

Under watch since 2010

According to Brazilian newspaper Folha de Sao Paulo, Embraer had been under investigation by the United States Justice Department since 2010 “when a contract with the Dominican Republic raised the Americans’ suspicions.”

“Since then, the investigation has widened to examine business dealings with eight more countries,” the report said.

The newspaper reported that the company was cooperating in the investigations, and “is expecting to reach a deal soon with American authorities” and has even set aside $200 million to pay “any eventual fines that come about as a result of the process”.

The newspaper has quoted Albert Phillip Close, manager of Embraer’s defence area, as having admitted to the authorities as part of a plea bargain that in the case of India, the aircraft major had contracted a representative to assist in the sale of a surveillance system to the government.

$208-million deal in 2008

India had signed a $208-million deal in 2008 for procuring three Emb-145 aircraft. The planes were delivered beginning 2011 and the project is now nearing completion after a series of delays.

This is the second major defence deal under the scanner after the VVIP chopper case involving Agusta Westland and both the deals were signed by the previous United Progressive Alliance government.

Indian defence procurement prohibits the employment of middlemen in defence deals.

The Defence Ministry spokesperson when asked about the reports said the DRDO will seek explanation and details from manufacturers of Embraer aircraft on media reports on the 2008 deal.

“On receipt of information by the DRDO, further steps may be initiated,” he said.
