ToT holders of controversial DRDO bio toilet forms nexus in the name of Association. Till date these toilets are purchased by either central government or state governments at a huge cost. Dr Lokendra Singh who was once director of DRDE and so called inventor of bio digester technology after shifted alliance to Bio Toilets ToT holders association as its chairman. Interesting point to be noted here is these toilets being installed by these ToT holders needs inspection and certification by DRDE Gwalior of which Dr Loknedra Singh was director and his earlier team members currently working at senior levels in DRDE are the certifying officials. As chairman of such association whose sole buyer is Govt. and his earlier team members worked under him at DRDE as certifying officials even layman can understand who are the people being benefited from such criminal nexus at the expense of tax payer money.

Sir,
As you aware there are several questions raised by honorable members of Parliament regarding corrupt practice complaints against DRDO Directors and senior scientist but unfortunately DRDO “pull the wool over MoD eyes” in the name of constitution Fact Finding Committees for such complaints. The fact is the committees chairman and members are always their yes man/chamchas. The reports generated after consuming months and months and as per designed by DG and his loyal coterie. CVO, MoD only busy with correspondences for several years in each case.
Sir, you just call a sample case from CVO, MoD on your table, will expose the modus operendi of these great manipulator scientists of DRDO. Whether case of R&D E, Ex Director Dr Guruprasad, Ex Director DMSRDE, Dr A K Saxena, Dr A K Tyagi, Scietist ‘G’, Ex C C &D, Dr Selvamurty and so many case are pending in the desk of CVO, MoD waiting for fake reports of FFIC’s and clarifications of show cause notices replies of DRDO.
Corruption and adoption of corrupt practices in routine office activities is inherent property of DMSRDE, Kanpur. Even after dozens of complaints on corruption to CVC and its slow motion action on these complaints, Hon’ble High Court Delhi Order in PIL WP(C) No. 3610/2015 dated 17 Dec 2015 and Show Cause Notices to more than 30 Scientists and officers of DMSRDE, Kanpur and approval of Charge Sheet under Major Penalty to Ex- Director Dr. Arvind Kumar Saxena there is no fear in some daring Scientists of DMSRDE and once again Corruption started in DMSRDE, Kanpur.
The recent case is of Complaint dated 21 October 2016 by Shri K.K. Sharmaagainst Dr. Rajesh Kumar Tiwari, Scientist ‘F’. As usual on receiving of complaint DRDO HQ constituted Fact Finding Committee (FCC) – Chairman Shri R.K. Sharma, Scientist ‘G’ , DPA, DRDO HQ.
The case relates to complaint dated 21 October 2016 sent by Shri K.K. Sharma, DMSRDE, Kanpur to Hon’ble RakshaMantri alleging corruption in procurement of material by using fake addresses of firms by Dr. R.K. Tiwari, Scientist ‘F’, DMSRDE, Kanpur in development of Bullet Proof Jacket (BPJ) GSQR 1318.
A File No. DVS/02/2039/P/22 was initiated in the matter and a revised report in accordance with Note No. 19 dated 09 March 2017 was seek by Director General (NS &M) and letter was sent to Dr. N. Eswara Prasad, Director, DMSRDE on 21.03.2017 from Office of DG(NS&M). He was asked to submit the revised report by 23 June 2017 vide DG(NS&M) letter No. DVS/02/2039/P/22 dated 19 June 2017.
As a matter of fact Dr. Rajesh Kumar Tiwari, Scientist ‘F’ was Head of Composite Material Division and Project Head of Body Armour : Bullet Proof Jacket (BPJ) -GSQR 1318. He was removed from Head, Composite Division and Shri A.S. Parihar , Scientist ‘E’ was made Project Head & Head of Composite Division by Director, DMSRDE under huge pressure of DRDO HQ. It is relevant to mention here that Show Cause notice has been issued to Shri A. S. Parihar , Scientist ‘E’ in Corruption matter of Dr. A.K. Saxena complaints and his promotion was also withheld by DRDO HQ for several months.
Dr. Rajesh Kumar Tiwari, Scientist ‘F’ is still posted at DMSRDE, Kanpur and no action has been taken against him. He is having blessings of Dr. N. Eswara Prasad, Director, DMSRDE and enjoying at DMSRDE, Kanpur. DRDO HQ is trying to wash out the matter by its FCC business ( means submit fake FCC report and protect the corrupt) and adopting delay tactics in this complaint.
Sir, your Government is having policy of “zero tolerance” on corruption then why not any disciplinary action has been initiated since last 09 months of filing the complaint? I kindly request you to take urgent action in the matter and issue orders to immediate transfer/posting of Dr. Rajesh Kumar Tiwari, Scientist ‘F’ out of DMSRDE as he is affecting the inquiry and influencing the case due to his contacts at DMSRDE. It is relevant to mention here that Dr. Rajesh Kumar Tiwari, Scientist ‘F’ is posted at DMSRDE since the year 1990.

R&DE (E) refuses chariot for palkhi procession from Alandi

PUNE: The Research and Development Establishment (Engineers), a Defence Research and Development Organisation (DRDO) laboratory, has decided to not provide its chariot for the annual Sant Dnyneshwar Maharaj palkhi procession that will be began on June 17.
Recently, an official communication in this regard was sent to the Shri Dnyaneshwar Maharaj Sansthan Trust (SDMST) in Alandi, which manages the procession.
Confirming the development, SDMST president Ajit Kulkarni said, “We have received a communication from the Research and Development Establishment (E) authorities stating that the chariot will not be given for the procession henceforth. They have not specified a reason. It is their entirely decision.”
According to Kulkarni, the particular chariot had been used for the procession between 2013 and 2015. “Last year, the laboratory’s authorities had cited that there was some technical glitch in the chariot and hence they could not provide it. Since the chariot is in their possession, we were not aware about its actual status,” Kulkarni added.
On June 13, 2012, a bullock drawing the chariot had died near Phulenagar at Vishrantwadi on the Pune-Alandi road. The weight of the old chariot was one of the reasons cited for the death. The chariot weighs about 4 tonnes.
Following the episode, the trust had requested authorities to construct a special, lighter chariot. Then Research and Development Establishment (E) director R Guruprasad sought requisite permission from the scientific adviser to the defence minister and took on the project
Commenting on the functioning of the chariot, a SDMST member said, “The new chariot was lighter and they had developed a mechanism wherein the battery-operated chariot would draw power when it traveled uphill and got charged while going downhill. Thus, reducing the bullock’s burden.”
Other members of the trust pointed out that the DRDO’s chariot had helped complete the procession smoothly. “Thousands of devotees would get injured as their legs would come under the wheels of the old chariot. But, the DRDO chariot had reduced this risk ,” a trust member explained. When contacted, Research and Development Establishment (E) director VV Parlikar refused to comment on the matter.
Parrikar protects whistleblower and takes action against his DRDO harassers

NEW DELHI: Defence Minister Manohar Parrikar has been in South Block for just 18 months, but the 61-year-old has taken several strong measures. In a recent order with a far-reaching impact, Parrikar has not only given protection to a whistleblower, but has also ordered action against officials harassing him.
Prakash Singh, a 53-year-old Defence Research and Development Organisation (DRDO) official, was sacked on the grounds that he was a “perpetual troublemaker”. In reality, Singh had blown the lid off alleged financial irregularities and malpractices in recruitment procedures in the country’s premier defence research agency.
As his series of complaints led to unease, he was sent on compulsory retirement in 2012.
Despite complaining to then defence minister A K Antony, nothing was done. Last year, Singh apprised Parrikar of the root cause of his harassment and held 22 DRDO officials responsible for his persecution. Parrikar then ordered quashing of charges against Singh and action against the officials.
“The case has been examined in the light of advice of CVC (Central Vigilance Commission) and after detailed deliberations, the competent authority has ordered quashing of the charges framed against Prakash Singh,” says a Ministry of Defence order. “Those who trumped up false charges and committed a number of procedural irregularities with the single-minded objective of harassing Prakash Singh need to be identified and taken to task for their malafide action.”
Singh’s complaints of corruption in the agency and 10 DRDO scientists recruiting their family members in the organisation by flouting all norms is being investigated by the CBI.

Laser Science & Technology Centre (LASTEC) failed to utilise the pressure recovery system (PRS), a hi-tech equipment imported from Russia for Rs 16.58 crore. Singh alleged that the equipment was burnt in a “mysterious” fire, but DRDO said that the project was successful.

But Chairman FFIC, Dr S S Negi who is Dr (PhD) on Semiconductor Devices turns Dr on psychology and forgot the procurement related corruption allegation, started the analyses of behavior and life style of Sh R P Bhatt, Sc’F’ and Sh N P Gupta, Sc ‘C’
Committee certified that – Sh R P Bhat, Sc’F’ is a habitual drunkenness, misbehavior, threatening and harassment to others, including the transfer to other lab. The question is it was in the purview of Dr. Negi & team or if it is correct than how Sh R.P Bhatt promoted up to Sc ‘F’, is Dr Negi team gone through the last 5 years APAR of Sh R P Bhatt any negative comment of Dr A K Saxena was there?

Basically Dr. Negi is very good in scientific work but very poor in administration and management, after assumption of charge as Director, IRDE every day he is facing lot of irregularities of employees and scientists, Union running the local administrations of IRDE, like internal posting /transfer, safety shoe purchase without proper specification, who will go for TD, who will be chair for different investigation enquiries, whom to serve warnings, to whom to give AMC, to whom to give man power supplies, who will sit in security and all sundry things
Second Fact finding Committee
Shri Avinash Chander , DGR&D and SA to RM constituted second four members FFIC under Chairmanship of Dr. D C Pande, Outstanding Scientist, LRDE, Bangalore and members Shri Hari babu Srivastva, Director, LASTEC, New Delhi, Shri R S Mehta, Joint Director, Dte of Vigilance& Security, DRDO Hqrs, Shri Jagdeep, Scientist ‘F’,Dte of Materials Management DRDO Hqrs reached at Kanpur on 9th July early morning 5:00 AM at DMSRDE, Guest House, Kanpur by Rewa Express.
As per sources the second Fact finding Committee asked all procurement related files and found lot of irregularities, but the Sh Avinash Chander and Dr A K Singh both were given assurance to Dr A K Saxena, the reason only know to them or GOD.
The website have all documentary evidences to prove the corruption allegations, it is expected that DRDO have no choice to send all these cases for CBI inquiry and website will submit all those evidences to CBI, which website continuously receiving.
See the DRDO efficiency till date DRDO not take any action on the basis of second fact finding committee reports or neither had they submitted the fact finding report to CVO, MOD.
As Director (Vigilance), MOD has sought Director (Vigilance & Security), DRDO for consolidated report by his letter dated 04 August 2014.
