Parrikar protects whistleblower and takes action against his DRDO harassers

NEW DELHI: Defence Minister Manohar Parrikar has been in South Block for just 18 months, but the 61-year-old has taken several strong measures. In a recent order with a far-reaching impact, Parrikar has not only given protection to a whistleblower, but has also ordered action against officials harassing him.
Prakash Singh, a 53-year-old Defence Research and Development Organisation (DRDO) official, was sacked on the grounds that he was a “perpetual troublemaker”. In reality, Singh had blown the lid off alleged financial irregularities and malpractices in recruitment procedures in the country’s premier defence research agency.
As his series of complaints led to unease, he was sent on compulsory retirement in 2012.
Despite complaining to then defence minister A K Antony, nothing was done. Last year, Singh apprised Parrikar of the root cause of his harassment and held 22 DRDO officials responsible for his persecution. Parrikar then ordered quashing of charges against Singh and action against the officials.
“The case has been examined in the light of advice of CVC (Central Vigilance Commission) and after detailed deliberations, the competent authority has ordered quashing of the charges framed against Prakash Singh,” says a Ministry of Defence order. “Those who trumped up false charges and committed a number of procedural irregularities with the single-minded objective of harassing Prakash Singh need to be identified and taken to task for their malafide action.”
Singh’s complaints of corruption in the agency and 10 DRDO scientists recruiting their family members in the organisation by flouting all norms is being investigated by the CBI.

- No formal hometown declaration document has been submitted by shri A K Maini during his entire service in DRDO w e f 1978 to 09-06-2014.
- No entry of hometown declaration existed in the 2nd page of the service book of Maini for complete 20 years i.e. w e f 1978 to 1998.
- An entry declaring hometown at the address of Delhi was made by Maini in his own handwriting in 1999.
- An additional entry of changed hometown address at Jammu was again inserted later on by Maini in his own handwriting in different inks in his service book without mentioning the date of such insertion.
- No D.O. PART-II was published for the changed place of the hometown i.e. of Jammu.
- No correspondence exists in any official document of LASTEC, Delhi for obtaining permission of the competent authority for change of hometown of
- Both the entries of hometown in the service book of Maini were made by Maini himself in two (02) different inks at two different times and he miserably failed to submit cogent reasons for the same in response to the comments sought from him officially.
- Maini availed many times Hometown LTCs to Jammu i.e. at the changed place of Hometown inserted in his service book by himself without approval of the competent authority.
- This conduct of Maini was officially brought to the notice of DRDO HQ New Delhi & DRDO HQ referred the matter to the LAO (R&D), Sharma, at METCALFE House Civil Lines Delhi who gave 02 (two) conflicting advices as follows i.e. the advice – (01) to recover the entire amount of hometown LTCs availed by Maini during his entire service in DRDO with penal interest, the advice (02) to let go the pension papers of Maini without any recovery.
- Illegal special pay @ Rs 4,000 has been paid to Maini during his service as scientist ‘G’ in DRDO, MOD violating the extant rules in this regard.
- The illegally sanctioned & drawn special pay @ Rs 4,000 by Maini was illegally taken into account for fixation of pay when he was promoted to the post of scientist ‘H’ in DRDO on 01-07-2010.
- He has been illegally overpaid @ Rs 4,000 & allowances thereof during the entire period w e f 01-07-2010 to till his voluntary retirement on 09-06-2014.
- Accordingly he has been sanctioned more pension then his legitimate entitlement by the Director, LASTEC, Delhi due to wrong fixation of his basic pay as on 01-07-2010.
- Pension papers of Maini has been submitted to the ofiice of your goodself without effecting the recovery of the Hometown LTCs amount reimbursed to Maini & without withholding any amount from the entitlement of retirement gratuity to
- No formal or informal action has been taken against Maini either at the level of the O/O Director, LASTEC, Delhi or at the level of DRDO HQ New Dehi for the particular conduct of Maini with regard to 02 (two) different entries of Hometown declaration made by him in his own service book in his own handwriting in two different inks changing the Hometown without any authority.
- Maini has been lobbying in PCDA (p), Allahabad in last week to any how get issued PPO in his favour hurriedly without letting to know about the irregularities & illegalities deliberately incorporated in the pension claim submitted by O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 to the O/O PCDA (P) Allahabad.
- The pension papers have been submitted on the date when officer in charge of the pension cell of the O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 was present by affixing the earlier date (i.e. the date on which the officer-in-charge of the pension cell was on leave) then the actual date of signing the forwarding letter by some other officer.
- Maini submitted false annual immovable property returns every year in his entire service stating in writing that “He & members of his family did not have any immovable property”.
- Maini have been residing at Mayur Vihar,Phase- I Delhi,house belonging either to him or to the members of his family and he has been drawing HRA during his more than 36 years of service in the O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 still he falsely submitted nil immovable property returns.
- This fact mentioned in point no 18 above was brought to the notice of the DRDO HQ by the whistle blower of the corruption and misconducts done by Maini but no action has been taken as yet by the DRDO HQ New Delhi in that regard.
- A proposal of vigilance clearance was submitted by the office of Director of vigilance & security, DRDO HQ,New Delhi to the O/O Director vigilance (MOD) disregarding the material facts mentioned in point no 18 & 19 above which led to issuance of wrong vigilance clearance to Maini by the office of Director ( vigilance) MOD under the O/O CVO of MOD.
- K D Nayak, DG (MED & CoS) holding the additional charge of DG (ECS) illegally pressurized & issued show cause notices to Director, LASTEC, Delhi & to Dy. Director (Admin) LASTEC for not turning the blind eye to the irregularities & illegalities pertaining to the pension claim of his Friend Maini and for not submitting the pension claims of Maini immediately to the O/O pcda (P) Allahabad irrespective of any irregularity & illegality. I, therefore, request your good self to kindly act swiftly &with utmost due diligence keeping in view the above mentioned material facts to protect the public interest. You are also requested to call for the concerned original pension fileof the LASTEC Delhi including the original note sheets containing the comments of the officer-in-charge of the pension cell of the O/O Director, LASTEC, Metcalfe House, Civil Lines, Delhi pin-110054 which will spill all the beans.

- Fact finding not found any truth for complaint submitted by Sh Navin Praksh Gupta and Prabhu Dandriyal and thus dropped and rejected.
- Prabhu Dandriyal was terminated by DRDO (Stated without proof and will pay for that will be filed criminal case against Sh D N Tripathi, Sc F, Addl. Director Administration and Finance, DMSRDE, Kanpur in Dehradun Court)
- Photo copy of Fact Finding Report submitted in honorable CAT Allahabad as annexure SCA-3. (It means DRDO having readily available fact finding report the why they wasted precious time of honorable Delhi High Court)

Brief facts on the basis of Fact Finding committee – Interestingly fact finding was constituted to find out facts of corruption related allegations within the procurement files.
But Chairman FFIC, Dr S S Negi who is Dr (PhD) on Semiconductor Devices turns Dr on psychology and forgot the procurement related corruption allegation, started the analyses of behavior and life style of Sh R P Bhatt, Sc’F’ and Sh N P Gupta, Sc ‘C’
Committee certified that – Sh R P Bhat, Sc’F’ is a habitual drunkenness, misbehavior, threatening and harassment to others, including the transfer to other lab. The question is it was in the purview of Dr. Negi & team or if it is correct than how Sh R.P Bhatt promoted up to Sc ‘F’, is Dr Negi team gone through the last 5 years APAR of Sh R P Bhatt any negative comment of Dr A K Saxena was there?
Committee suggested that – Necessary action to be initiated against Sh R P Bhat, Sc’F’

Basically Dr. Negi is very good in scientific work but very poor in administration and management, after assumption of charge as Director, IRDE every day he is facing lot of irregularities of employees and scientists, Union running the local administrations of IRDE, like internal posting /transfer, safety shoe purchase without proper specification, who will go for TD, who will be chair for different investigation enquiries, whom to serve warnings, to whom to give AMC, to whom to give man power supplies, who will sit in security and all sundry things
Second Fact finding Committee
Shri Avinash Chander , DGR&D and SA to RM constituted second four members FFIC under Chairmanship of Dr. D C Pande, Outstanding Scientist, LRDE, Bangalore and members Shri Hari babu Srivastva, Director, LASTEC, New Delhi, Shri R S Mehta, Joint Director, Dte of Vigilance& Security, DRDO Hqrs, Shri Jagdeep, Scientist ‘F’,Dte of Materials Management DRDO Hqrs reached at Kanpur on 9th July early morning 5:00 AM at DMSRDE, Guest House, Kanpur by Rewa Express.
As per sources the second Fact finding Committee asked all procurement related files and found lot of irregularities, but the Sh Avinash Chander and Dr A K Singh both were given assurance to Dr A K Saxena, the reason only know to them or GOD.
The website have all documentary evidences to prove the corruption allegations, it is expected that DRDO have no choice to send all these cases for CBI inquiry and website will submit all those evidences to CBI, which website continuously receiving.
See the DRDO efficiency till date DRDO not take any action on the basis of second fact finding committee reports or neither had they submitted the fact finding report to CVO, MOD.
As Director (Vigilance), MOD has sought Director (Vigilance & Security), DRDO for consolidated report by his letter dated 04 August 2014.

- DOP, Dr. A.K. Singh did not take timely action on the letters of cvc and cvo of mod on the illegal Appointments of blood relatives of senior scientist of DRDO as scientists namely SMT. T chandrabanu, Ms Swati Sriwastava, Ms Dolly Bansal & SMT. S Geetha to illegally retain them for the period as much as possible. He did not carry out his duty meticulously against illegal appointment of SMT. S Geetha to please his ex-boss Dr.W. Selvamurthy.
- He did not take the following actions as expected from him in the capacity of DOP to know the truth of the experience certificate, got issued from Dr.Ambedkar centre for Bio-Medical research of Delhi university (ACBR of DU) by SMT. S Geetha D/O Dr.W. Selvamurthy Ex- CC R&D, HR
- Has not called for any explanation as yet from SMT. S. Geetha to tell the organization about the name of the projects & names & designations of the principal investigators of the projects of the ACBR of DU in which she worked during November 1999 to January 2000 and for the same she was issued a experience certificate.
- Has not called for any explanation as yet from SMT. S. Geetha about the date on which SMT. S. Geetha applied for the post of temporary research assistant in ACBR of DU in 1999.
- Has not called for any explanation as yet from SMT. S. Geetha about the procedure and mode of selection to the post of temporary research assistant in ACBR of DU in 1999
- Did not produce the original copy of the experienced issued to SMT. S Geetha by officiating Director Dr.Veena Brahamchari of ACBR of DU to the high power committee of Shri Bhujanga Rao & Shri Anup Malhotra set up on the orders of defence minister in which DOP was himself a member.
- Did not call for any explanation as yet from SMT. S. Geetha, SC-D of DIPAS, Delhi to know all the facts for issuance of the experience certificate to her by ACBR of DU.
- Has been instrumental in sending delayed & distorted replies to the CBI since 01-10-2012 (the date from which he is holding the charge of DOP) in respect of the ongoing through inquiry against 04 illegal appointed relatives of the senior scientist of DRDO i.e. against SMT. T Chandrabanu, Swati Sriwastava, Dolly Bansal & SMT. S Geetha.
- Has been instrumental in transferring DRDS Cadre Scientists by pick & choose rule without following any uniform policy.
- Has harassing the husband-wife scientists by not posting them at a convenient place violating the GOVT. policy.
- Has been adopting dilatory tactics to harass the employees of DRDO (who submit genuine grievances on service matters to DRDO HQ to obtain justice through administrative channel) by unnecessarily seeking opinions of the nodal departments even in the matters where the rule position is expressively clear.
- Remains dormant in redressing the genuine grievances & acts super actively to help the dishonest employees & officers of the DRDO which shows his possession of doubtful integrity.
- Appointed retired officers of AFHQ Cadre, DRDS Cadre, service officers & DRDS Cadre officers as consultants during his tenure as DOP for the regular jobs for which either replacement have joined in DRDO or for the jobs for which no such appointments is permissible under concerned. He even allowed continuation of the tenure of such illegally appointed consultants.
- Has been implementing the special pay to the scientist ‘G’ & counting of the special pay in the fixation of Scientist ‘H’ & tapering of the variable increments of the Scientists by violating the concerned express rules of DOP&T & ministry of Finance.
- Has omitted his duty as DOP with regard to misconducts of Shri A.K. Maini retired Director of LASTEC to save him from vigilance action.
- Dr A K Singh deliberately delayed in processing the case of misconduct prima facie against Dr A K Tyagi, Sc ‘G’ so he could get promotion to the post of Sc ‘G’ before issuance of formal charge sheet. He did not propose his suspension of Dr.A K Tyagi even when charges of corruption were forwarded by CVC for investigation to DRDO through CVO, MoD
It is requested that do needful in this with above all reference to save the DRDO.

Sir,
Please find following informations of deliberate misconducts committed by Dr. A K Maini voluntarily retired scientist ‘H’ & Director of LASTEC, Delhi, DRDO, MOD.
- A K Maini had been submitting false “Nil” immovable returns in his entire service of 36 years rendered in DRDO as Group ‘A’ Gazette officer with effect from 1978 to 09-06-2014.
- Didn’t submit his permanent home town declaration during his entire service still he illegally availed Home town LTCs to Jammu many times.
- Made entry in his own handwriting on 02-12-1999 on the 2nd page of the 2nd volume of his service book about his permanent home town after 21 years from the date of his initial joining in DRDO in 1978.
- Deliberately made another entry about his Permanent Home Town after some years during his tenure of Directorship of LASTEC, Delhi (changing his earlier entered Pmt. Home Town) on the same 2nd page of the 2nd volume of his service Book, without formal submission of a request for change of his Permanent Home Town, with a clear motive to create confusion in his initial entry made on 02-12-1999.
- Changed his name from Anil Kumar to Anil Kumar Maini in official records without submitting any formal request in this regard & without undergoing the prescribed procedure in vogue.
- Even gave Laboratory Awards to those Scientists of LASTEC, Delhi in 2011 who were members of the Award Selection Committee of LASTEC, Delhi
- Even nominated ineligible officer of LASTEC, Delhi i.e. Smt. Sangeeta Talwar, Accounts Officer of LASTEC Delhi to represent LASTEC Delhi in the interview board of the CEPTEM, Delhi for the interviews of the candidates of admin and allied cadre who passed written examination of CEPTEM 06 since minimum level of nomination was SAO-II of DRDO. Proposal of eligible SAO-II of LASTEC Delhi was formally moved but Dr. A K Maini not only did not approve it but he pressurized his sub-ordinate officers to initiate new proposal so that he could nominate the ineligible favorite officer thereby snatching a rightful opportunity of the rightful claimant.
- Deliberately did not make routine transfers of the officials and officers of LASTEC Delhi during his tenure of directorship of LASTEC Delhi who was holding sensitive posting/appointments thereby directly violated the standing policy of the DOP&T and CVC. He even did not comply the express orders of the DRDO HQ issued from time to time in this regard thereby created opportunities for corruption and nepotism.
- Even made undue favor to the Amity University, Noida, UP, for his personal gain in the form of obtaining PhD from same University, which includes inviting the students of Amity university & its Chairman Dr. Ashok Chauhan as Chief Guest in the annual raising day of LASTEC Delhi in 2010 & giving them lunch and other hospitalities from the funds of the state exchequer besides breaching the security of METCALFE House Complex of Civil Lines Delhi.
- Even availed leave for repair of his House in Delhi still he submitted false Nil immovable property return for the same calendar year.
- Never formally intimated administration division of LASTEC Delhi about his local tours during the entire period of his directorship of LASTEC Delhi thereby showed himself present on duty even on those dates when he remained at his home for personal work/reasons etc. he thereby blocked the opportunity of the DDO of LASTEC Delhi to make his salary only for those days when he was either on duty or on sanctioned leave. This is evident also from the number of the days leave availed by him in immediate 03 preceding years before his elevation to the post of Director LASDTEC Delhi and the leave taken by him during the tenure of his Directorship of LASTEC Delhi.
- Castigated the legitimate powers of the senior most officer of admin cadre of DRDO posted in LASTEC Delhi by depriving him from opening the official DAK received from outside by instructing verbally the officer in-charge of Diary & dispatch section of LASTEC Delhi to send the official DAK received from outside to his personal assistant thereby creating an opportunity for himself to not to bring some official DAK in the records of LASTEC Delhi. this illegal practice is still being continued in LASTEC Delhi in addition to many other laboratories of DRDO to serve the vested interest of the directors of the LABs of DRDO.
- Even tacitly got issued repeat supply orders many times in succession at very short intervals for purchase of stores in LASTEC Delhi through his sub-ordinate officers by splitting the supply order to avoid sanction of the higher authorities of DRDO HQ during his entire tenure of Director of LASTEC Delhi.
- Even tacitly got issued supply orders in favor of those firms who were either in collusion with other suppliers/firms or which were fake firms.
- Even deliberately delayed in according his approvals to the projects Dr M N Ready Scientist ‘G’ of LASTEC Delhi which attracted audit objections which are still pending.
- Gave outstanding comments in the APRS of Shri Ghai, the then scientist ‘F’ & present scientist ‘G’ of LASTEC Delhi on extraneous considerations/ grounds simply because Shri Ghai mentioned the research done by him & by other scientist of LASTEC as joint research of him & of Son of Shri A K Maini. The outstanding comments given by Dr. A K Maini in the APAR of Shri Ghai on the above mentioned extraneous grounds begged promotion to the post of Scientist ‘G’ to Shri Ghai & other deserving scientist ‘F’ of LASTEC felt let down.
- A K Maini was instrumental to select Shri Amit Kumar Chawla office Assistant to the post of STA-B in LASTEC through LDCE by putting illegal pressure on the concerned selection committee constituted in LASTEC in 2011 although the diploma in Engg. Discipline awarded by Janaradan Rai Nagar Rajasthan Vidyapeeth, Udaipur (deemed to be university) & obtained through distance education mode from the off campus study center of Delhi is not valid Diploma to make him eligible to the post of STA-B in DRDO through LDCE exam.
- A K Maini even approved illegal permission to Shri Amit Kumar Chawla to attend classes for study of LLB up 09:00 AM even on working days in an education institution which is not less than 15 kms away from the office campus of LASTEC delhi disregarding the fact that the working hours of LASTEC are 09:00 AM to 05:30 PM. This favor was extended to Shri Amit Chawla just because he was working in the secretariat of Dr. A K Maini.
- The above mentioned deliberate misconducts of Dr. A K Maini were not only deliberately overlooked by the vigilance officer of LASTEC Delhi but also by the director of vigilance and security of DRDO HQ New Delhi which paved the way for acceptance of his voluntary retirement from service but also it made him immune from any vigilance/disciplinary inquiry against his deliberate misconducts and illegal acts.
I therefore request you to kindly ensure conducting of discreet inquiry on each and every issue raised in this complain from a independent authority specifically dis-associating any scientist & technical officer of DRDO to bring the prima-facie guilty Dr. A K Maini to the book before he goes scot free by getting his pension & other retirement benefits since his pension case is still under scrutiny containing one of the misconduct of Dr. A K Maini mentioned above.

DMSRDE, Kanpur – LDCE Result
In DRDO the HR policy is depending upon Lab Director’s wish, DRDO labs conducted Limited Department Competitive Examination (LDCE) every year. Each labs conducting this with directors wish like in IRDE they conducts as per their union leader’s desire anyone who belongs to certain union member can appear as well cleared without any hitch, no one in administration have dare to challenge his/ her certificate / diploma/ degree which he/ she possess is from valid recognized institute or it is from any tom dick harry institute.
The Lab DEAL which is nearly 2.5 kM away from IRDE conducting Limited Department Competitive Examination (LDCE) with different rules. DEAL is not allowing such certificate / diploma/ degree, which IRDE accepting for their employees. The DEAL earlier accepted such certificate / diploma/ degree for their beloved ones but now they totally banned. Now employees are fighting these issues in courts.
In DRDO almost nearly more than 2000 employees working on the basis of unrecognized/ illegally arranged certificate / diploma/ degree.
Same story is repeated by other labs, recently on 29th October 2014 DMSRDE also conducted Limited Department Competitive Examination (LDCE) and Director as per his reputation encouraged such unrecognized/ illegally arranged certificate / diploma/ degree and as per sources that one candidate who possess diploma from Rajasthan Vidyapeeth not only allowed for LDCE but selected also without verifying his diploma, Dr A K Singh, DOP already send a letter ( DOP/01/03500/Lumpsump/M/01 dated 11 March 2014) to all Labs and establishment that certificate / diploma/ degree should be verified properly.
The case of Amit Chawla, STA, LASTEC is still not cleared by administration.
Dr A K Saxena, please before declaring the result verify the authenticity of certificate / diploma/ degree as per Dr A K Singh, DOP’s letter otherwise DMSRDE employees can be challenge the result of LDCE in court.
Question No 1 – Whether Individual took permission for perusing diploma from Rajasthan Vidyapeet.
Question No. 2 Whether administration of DMSRDE checked the fee receipt of all six semesters.
Question No 4 Whether he was taken leave for examination for six semester exam dates.
Question No 5. whether examination center is recognized by AICTE/UGC etc

Ex DOP, Dr Arun Kumar’s daughter Ms Sawti Srivastava, Scientist ‘C’ DIPAS was terminated at 5:30 Hrs on Friday 10th October 2014.
She was recruited through RAC without having eligibility for the post of Scientist ‘B’ in 2004. Dr Arun Kumar was than Director, RAC and manipulated all recruitment rules for secure her appointment for the post of Sc ‘B’
like
the subject advertised for recruitment was Biotechnology but her subject was environment science. For interview call the number of candidates against post ratio was changed temporary to accommodate her name
For interview subject expert was called from Delhi University the faculty of Environmental Science for the post of Biotechnology.

First suspension of Dr Arun Kumar, Ex DOP, DRDO Charge Sheet to Dr S M Veerbhadrapa, Dr A K Tyagi, termination of Mrs T Chandrabanu, Madras High Court punished two top DRDO scientists Dr V K Sarswat , Ex DG, DRDO and Sh.G MALAKONDIAH, CC (R&D), HR, DRDO with simple imprisonment for a period of three weeks and also pay a fine of Rs.2,000/each

DMSRDE – Second Fact Finding Inquiry Committee 9th & 10th July 2014
It seems DRDO take U –turn in DMSRDE corruption cases. Shri AvinashChander , DGR&D and SA to RM constituted second four members FFIC under Chairmanship of Dr. D C Pande, Outstanding Scientist, LRDE, Bangalore and members Shri Haribabu Srivastva, Director, LASTEC, New Delhi, Shri R S Mehta, Joint Director, Dte of Vigilance& Security, DRDO Hqrs, Shri Jagdeep, Scientist ‘F’,Dte of Materials Management DRDO Hqrs reached at Kanpur on 9th July early morning 5:00 AM at DMSRDE, Guest House, Kanpur by Rewa Express.
In deference to three members first FFIC which was led by Dr. S S Negi, Outstanding Scientist,this second FFIC did not entertained Dr. A K Saxena, Director, DMSRDE, Kanpur. Dr.Saxena was sent for two days leave and remained in his government residence just adjacent to Transit Hostel’s DRTC Room where whole FFI was conducted for two days by FFIC.
The first FFIC Committee did their inquiry under supervision of Dr. A K Saxena in DMSRDE Office in the room just opposite to Dr. Saxena office so that he can monitor activities of first FFIC. Chairman & members of first FFIC tried their best to discourage complainants and in month of March 2014 all scientists were under pressure due to their APAR and coming assessment and not opened or uttered any single word against Dr. A K Saxena in front of first FFI Committee. The first FFI Committee overlooked the gravity of complaints to Defence Minister rather they were busy in digging the past history of complainants. They were basically misleded and managed by Dr. A K Saxena.
The letter No DOP/DS/008/M/01 dated 28 May 2014 of DOP Dr. A K Singh prepared on basis of first FFI Committee Report already exposed the nexus between Dr. A K Saxena and first FFI Committee because the without any constitution rights and ignoring the terms and condition of FFI Committee they simply recommended the transfers of both complainants with baseless and illogical reasons. It should be asked to Dr. S S Negi, Outstanding Scientist that if on allegations of habitual drinking one senior Scientist may be transferred then what about the drinkers of whole DRDO right from top at DRDO HQ and bottom at 52 Establishment/Labs of DRDO. Why they have not been transferred even they are heavy habitual drinker. In fact first FFIC was hijacked by Dr. A K Saxena.
The two days grilling of involved scientists of DMSRDE by second FFI Committee members especially by Shri Mehta, Vigilance, DRDO Hqrs shows some hope that the committee will help to Shri Avinash Chander , DGR&D and SA to RM and DRDO Hqrs to take one step forward towards eradicate prevailing corruption in DRDO like Dr A K Tyagi, Sc ‘G’ waiting to face CVC disciplinary proceeding against him as he also involved in corrupt practices in procurement at DIAT, Pune.
Some scientists of DMSRDE given in writing about the facts of these procurements and shows their helplessness.
Second FFI Committee also got advantage that the DRRDS result was declared and scientists who supported Dr. A K Saxena’s corrupt practices under pressure opened up and exposed the modus of oprendi adopted by Dr. A K Saxena. FFI Committee also got inputs about nexus between M/s Manglam Trades, Kanpur (Mr.Anish Gupta/Mr. Manish Gupta) and Dr. A K Saxena in various procurement cases.
1. Reactor case is open case that the procurement was done in coalition with M/s Manglam Trades because all mails are the perfect evidences of corruption and DRDO Hqrs already aware that CBI, Lucknow have already got all evidences and approached MOD. Payment of Reactor case has not been made till so far even after 18 months the Reactor was installed in January 2013 at DMSRDE.
2. The case of procurement of Laboratory Microprocessor Based Programmable High Temp.Furnace supplied by M/s Omega Furnace Industries, Bangalore. In this case illegal Second TPC was done for recommending to make payment to M/s Manglam Traders, Kanpur.( It can happen only in DRDO)
3. Fume Hood Chamber procurement case is open example of looting in DRDO.
Common man are waiting to see the impact of new Prime Minister Shri Narendra Modi ji’s Government on DRDO, as Shri Avinash Chander Ji especially mentioned in his address in last JCM that “now new government has come and the accountability is also increased”.
It is coincidence that both FFIC having chairman from Uttarakhand and Uttarakhandies are famous for their honesty and devotion in service. We hope that like Dr. S SNegi, the Chairman of second FFIC Dr. D C Pande will not be hijacked by corrupt nexus of DRDO and he will do justice with DMSRDE people.
