Sandip Dighe | TNN | Updated: Oct 23, 2017, PUNE: The chairman of defence research and development organisation (DRDO), S Christopher, sounded hopeful on Sunday about the Indian Army accepting the Arjun Mark-II tank after certain modifications recommended by the army were incorporated.
Speaking on the sidelines of a function at the Defence Institute of Advanced Technology (DIAT), Christopher told TOI, “We have carried out certain modifications as recommended by the army. The tank will go through trials and there is every possibility that it will be accepted considering that the army has already agreed to induct the tank in two regiments.”
The DRDO chief was on a visit to DIAT — a deemed university under the defence ministry — for the inauguration of the 21st batch of Post Induction Training School (POINTS), a programme for newly inducted DRDO scientists. He also held a meeting with senior scientists.
The army had recommended nearly 71 modifications to the tank and had asked the DRDO to redesign the hull and the turret structures and use new materials in order to reduce the weight. The weight of the Mark-I is 62 tonne while Arjun Mark-II is 68 tonne.
A senior army officer from the armoured corps, told TOI on Sunday, “The army has a major issue with the weight of Mark-II as it will not meet its operational requirements in the western sectors where the tank will be deployed in future. During the past trials, it had come to our notice that the tank is heavier than the existing culvert, thereby, making mobility a major issue. It was, therefore, paramount to recommend a reduction in weight of the tank from an operational point of view.”
A senior DRDO scientist closely associated with the project said, “The army had specified their operational requirement on three aspects — weight, missile firing capability and ammunition. We have addressed these issues. Besides, we have kept the agility and mobility of the tank at par with the existing one. We are confident that the tank will meet the army’s requirements in the trials.” The army has about 3,500 tanks mostly comprising the old T-72 and the improvised T-90 tanks.
Mohammed Akhef | TNN | Updated: Oct 1, 2016, AURANGABAD: A city-based associate professor has sent a fresh complaint to the defence ministry alleging discrimination during a recruitment process by Defence Institute of Advanced Technology (DIAT) in Pune.
In support of his claim, the associate professor has attached a bunch of “self-contradictory” documents from the DIAT received under the RTI Act. The DIAT – a deemed university funded by the defence ministry – had published an advertisement on April 25, 2015, inviting applications for the post of assistant professor in the technology management. It received as many as 18 applications.
In an RTI reply, the DIAT clearly stated that the scrutiny committee shortlisted nine applicants – all holding a postgraduate degree in management. Subsequently, the shortlisted candidates were called for an interview on September 12, 2015. The interview was attended by all the shortlisted candidates, following which one was provisionally selected and his name was published on DIAT’s website on the same night.
Unconvinced with the selection, the Aurangabad-based associate professor, Dr Nitin Untwal, challenged the decision of the selection committee and sent a letter to the DIAT, claiming that the appointment was in violation of the University Grant Commission norms. Untwal holds an MBA, MCom, PhD and has cleared UGC SET.
Taking cognisance of Untwal’s letter, the National Commission for Scheduled Castes (NCSC) has initiated a probe into the recruitment as the seat was reserved for an OBC candidate. Untwal has also lodged a series of complaints with the Prime Minister’s Office (PMO). The PMO, in its reply, cited a Supreme Court judgment in the case between one P Sushila and UGC for carrying out the recruitment process.
According to Untwal’s complaint, out of the 18 applicants, nine were disqualified on the grounds that they did not have a PG or a master’s degree in management. He added that eventually a candidate with an M-Tech degree was not only shortlisted, but selected.
Moreover, an RTI query with the National Institute of Technology in Calicut revealed that M-Tech under mechanical engineering (industrial engineering and management) is not equivalent to postgraduation in management.
In a fresh complaint, Untwal cited that a letter sent by the DIAT to the UGC – a copy which has been obtained under RTI on September 28, 2015 – the DIAT stated that the essential qualification for the post were as per para 4.4.5 of the UGC regulation 2010, which is a post graduate degree in management declared equivalent by AICTE/AIU.
In its RTI reply, the DIAT on May 23, 2016 stated that the essential qualification for the position were as per para 4.4.6.1 of the UGC regulation 2010, which says that “the essential qualification for the post is a postgraduate degree in engineering and technology”.
When contacted, DIAT officials refused to comment. But in a reply to a query posed via email, DIAT’s joint registrar (administration) T V Ananthasubramanian said, “I am directed to forward the following as our response: Dr Untwal was a candidate for the position of assistant professor for technology management. He was not found suitable by the duly constituted Selection committee and hence, not selected. His various queries to DIAT and various other agencies and authorities, including the Hon’ble Raksha Mantri/Chancellor, DIAT have been replied. The DIAT has nothing more to add to the answers given earlier.”

It is observed that DRDO has a 30000 strong scientific and technical force and but unfortunately output is not corresponding with manpower strength, it is exceptionally very low in compare to any other organizations or corporate.
Reports are showing so many reasons and excuses for achievements in development of technology like inadequate allotment of budget, unavailability of latest components and systems from developed countries, not given free hand for procurement, not giving free hand for recruitments of manpower etc.
One of the real reasons is incompetency in lower level to higher level of DRDO organization.
If you see the level and quality of qualification of DRDO, a 30000 strong scientific and technical force you will see a very unbelievable scenario.
The real qualified manpower who are having a certificate/diplomas/degrees/post doctoral research/ having good number of published papers in national and international journals/ having name patents but under pressure put their bosses name or bosses blue eyed names without contribution/researchers are doing PhD’s under them, all these kind officials fail to get proper growth in DRDO. Such Skilled officials, if their family commitment allows, then the first thing they do is quit DRDO. Otherwise they accept the current scenario as their destiny.
The officials who have the manipulated certificates/diplomas/degrees/post doctoral research in private deemed universities where they are instrumental to in siphoning the DRDO funds in the name of CARS, Grants-in-Aid. Grants-in-Aid Scheme: Research sponsored in academic institutions under the extramural research (ER) etc / having good number of published papers but as a second, third fourth author, patents in their name but forcefully entered their names etc. These kinds of DRDO officials are at the top of DRDO each and every where.
Sir, unfortunately this is the real harsh situation of DRDO, since we are feeling that you are in the process of revamping DRDO, so this is the real time to look and check even verified from out sourcing like the corporate world is adopted before giving responsibility to someone because you are giving a free hand to spend 10000 cr taxpayers money, the educational professional background of each and every DRDO officials.
Any qualification enhancement from DIAT, Amity, JNTU, Shoolini University and other private deemed universities are mostly by manipulations. DIAT governed by DRDO, rest all private deemed universities from last 15 years enjoying lot of funds from DRDO in the name of CARS, Grants-in-Aid. Grants-in-Aid Scheme: Research sponsored in academic institutions under the extramural research (ER) etc and freely distributing all kind of qualification M Tech, MBA’s, lot unrecognized subject P h D’s and private university self designed degrees/diplomas.
When you will see the data of these DRDO officials you will automatically realize the reason of failure of DRDO.
Sir, above subject’s court decision attracted me to write this letter that I have collected so many evidences of forge qualification evidences of DRDO officials, and as per DOP, DRDO, Dr A K Singh’s letter it is clearly established such acquired qualification were not even verified and encouragement money was also distributed to hundreds of DRDO officials.
Sir, it is requested in the national interest through study is required from outside agency GOI can decide before allotting funds for projects whether the DRDO officials qualified and capable and they are having background knowledge of proposed projects, till date country is witnessing DRDO’s technology demonstration drama which they are able to display with the fully support from outside firms Indian or international.
If you want the evidences which I have collected in last 10 years, I am ready to provide.

COMPLAINT AGAINST RECRUITMENT OF LABORATORY SUPERINTENDENT (ESTATE EXECUTIVE) AT DIAT (DU), GIRINAGAR, PUNE VIDE ADVERTISEMENT NO 02/2014 AND SCIENTIFIC OFFICER IN 2013
Dear Sir,
I, the above named ex-serviceman, retired from Indian Army,(Qualification of, Diploma in Civil Engineering , BE Civil & Post Graduate in Construction Management), would like to submit the following facts regarding manipulation and corruption in recruitment processes going on in DIAT, Girinagar, Pune :-
DIAT(DU, Girinagar, Pune, published vacancy for the post of, Registrar, Scientific Officer and Superintendent in Apr 2013 and I applied for Scientific Officer, as my qualification and experience meeting their essential and preferential qualification.
In mid of year 2013 they also published for a post of Estate Manager, later amended to Estate Consultant, on contract basis with lump sum payment of Rs 31,000/pm. I appeared for this post and was selected with joining date 06 Sep 2013. When I submitted my resignation to my present company, but my resignation was not accepted, which I intimated to DIAT well in advance.
Again DIAT conducted a walk-in-interview for Estate Consultant but they did not get suitable candidate in interview in the month of Oct-Nov 13. When they didn’t get candidate, I was contacted in the moth of Dec 2013 by Registrar saying to meet him personally in the office. When I came, I was given a promise ”If I will join as Estate Consultant, they will select me for SO post, for which I applied, which is a permanent job with basic pay of 9300 and grade pay of Rs 5400/-), (as discussed in para1 above)”. I agreed happily and promised them to Join DIAT on 03 Jan 2014. As I was promised for a permanent job by top official of DIAT(DU) in basic pay of 9300 with 5400 grade pay, I forcefully got resignation from my present employer by giving up my one month salary about 75000/ (as I did not given them notice period of one month). But during joining I was mentally tortured by Mr AnantSubramaniam, Dy Registrar (Admin) for reason best known to him at that time in the name of documentation etc. But any how I joined DIAT on 13 Jan 2014. Later it was revealed that the reason for tortured by Anant sir was that the advertised post of Scientific Officers was already fixed for his candidate Mr SD Adilinge, who was later selected also, not only selected but his basic pay was increased from 9300 to 15600/- rewarding him being candidate of Dy Registrar (Admin) and ex-Navy, Registrar is also ex-navy, Sir my question is that if this post was for Rs 15600 basic pay(Class I Officer), why it was not published in advertisement. This is nothing but way ofhelping their own candidate by keeping higher office in dark/conceding facts.
In between my duty in EWO, a case was initiated for Qtr No P 325/3, new multi-storeyed building (occupant Mr Ramesh A Jahangirdar, Finance Officer, DIAT). This quarter was from MILIT pool and MILIT as well as EMU was pressing hard to vacate the qtr. As quarter was in excellent condition Mr FO was not in mood to vacate the same. In correspondence process with MILIT, several time FO asked me for all connected files of that quarter from board stage to till date, but I refused to give them without consent of my boss Mr HN Sahu, EWO. At that very time I was threatened by FO that he will damage my career when time come. I did not care and kept doing my duty sincerely.
In the month of February 2014 list of shortlisted candidates for interview(only two or three candidates) for SO was out but my name was not there. When I asked them, as I was already working there), they raised question of my experience and grade pay which I shown them through MES Regulation and my PPO, I retired from grade pay of 4600/-. As stated earlier also, Anant Sir never wanted me to be called for interview as I was having better qualification and experience than his candidate Mr Adlinge.But finally my candidature was not considered for interview and I got frustrated as I joined DIAT on pretext of this job only and not for Estate Consultant which was a temporary job with mere payment of Rs 31000/-pm, by leaving 75000/- PM from my previous company. Seeing corrupt recruitment process of DIAT, I put up resignation giving one week notice as per agreement made. My resignation was accepted by then Hon’ble VC, Mr Prahlada. I discontinued my service from DIAT.
When I did not go to office after resignation, I was called several times by Registrar sir from his landline phone and mobile phone, but I did not respond to the call. Finally my wife attended the phone and was told to send me to office to meet him personally (Registrar sir). I went there and met him too and expressed my anguish. But finally I was convinced and told that a new post called Lab Superintendent (Estate Executive) will be created and will be given to me. But I had no faith in their false promises, as I already resigned from my previous company and resigned from DIAT too making me un-employed,so I decided to continue in DIAT till I get a new job in outside Construction Company. I kept on searching out side job from my old friend circle while doing duty at DIAT and got job in Apr 2014 and thereafter I put my resignation from DIAT and came out with effect from 15 May 2014.
But keeping DIATtheir promise alive they published one vacancy vide by advertisement No 02/14 for Laboratory Superintendent (Estate Executive) in pay scale ofRs 9300 and grade pay 4200 which I also applied.This post has requirement of experience grade pay of 2800/- Luckily this timeI was called for written test and interview on 05 Dec 2014. But when I was in interview I was surprised to see the candidates who were called for interview were not having basic requirements of advertisement like grade pay of 2800/- and experience and some were fresher too, but were called for interview. If so is the process then why it wasnot followed for selecting SO earlier, the reason is very clear if I would have been called for interview their candidate Mr SD Adilinge, who is also from Ex-Navy (also Registrar sir is from Navy) would have not been selected because selection team for SO was from outside DIAT.
Generally DIAT give result for selected candidates(if the candidate is of their choice) within maximum 1-2 days(as was done for SO) but for Lab Supdt no result has been published so far. On enquiry un-official it has come to notice that Finance Officer Mr Ramesh A Jahagirdar, also member of governing body, has raised objection that I am not fulfilling requirement of computer qualification. If it was so, then why I was called for interview. Actual ground fact is something different “As FO seen my name in selected list, he raised illogical objection of computer knowledge. If a candidate is Diploma in civil, BE in civil and Post Graduate, and experience of 22 years and MES as JE (Civil) where separate subject of computer is there(in all three degrees) with ‘C’ C+ languages. How these petty things can yield to rejection of selected candidate in written and interview in spite of having better computer qualification than required and has also worked for same post in DIAT.
Sir, Finance Officer, DIAT, is so annoyed to me that he compelled DIAT administration to re-advertise same vacancy, without giving information of previous recruitment of the post,and kept this post in reserve category of OBC so that even I cannot apply for the post. Sir how previous advertisement of general category has become this time in reserve category of OBC. Ref advertisement of Lab Superintendent published vide DIAT advertisement No 03/2015.
Sir I would like to bring following facts into your notice about the recruitment process in DIAT, Girinagar :-
No selection in DIAT is fair and un-biased.
No defined and firm recruitment policy exists in Institute which are changed according to the stature of the reference officer of DIAT.
Vacancy is advertisedonly based on either recommendationfrom DIAT or some other intention not on actual requirement of the Institute.
Only those candidates are selected against vacancy which has strong recommendation or great influence in the big post staff of institute.
Candidates are being black mailed by giving hope for job.
There is big nexus between some selected officialsof the Institute.
Sir, though I worked in DIAT for merely 4.5 months but what I seen there is that single quoted tender of Rs 5 crore in 2014 in the name of “Data centre in Mechanical engineering dept”, where already centralised Data centre is functioning, was accepted. Which is entirely against the rules of Indian Contract Act 1872, as I have also prepared and accepted contract independently in CWE Udhampur for 3 years when was in MES. They not only accepted single tender but each item was overpriced, and entire running 11 split AC of 1.5ton capacity of the room was removed and thrown to scrap and replaced with new one. This is nothing but wastage of public money.
In view of the above, I would like your intervention in recruitment and functioning process of DIAT so that no eligible candidates like me are rejected from selected list due to personal interests of some maligned officers of institute. I think it will be great help if recruitment power of the institute is ceased and a proper enquiry is set to check the process adopted for selection of entire posts since 2013. The power of recruitment must be given to professional recruitment agency like CEPTAM or SSC.

Subject : Request to utilized scientific potential of Dr. A.K. Singh, DOP, DRDO HQ to Lab/Estt under Life Sciences Cluster
Hon’ble Sir,
Human Resource is an asset of an organisation and proper utilisation and deployment of its HR/Manpower is challenging job for an organisation especially on DRDO which holding very significant responsibility for the nation. In the past several years DRDO cannot meet its target well within time and seeking extensions in PDC again & again in several major projects of national significance. This drawback of DRDO has been noticed by Hon’ble Ex-PM Dr. Manmohan Singh, Ex- Defence Minister Shri A.K. Antony, CAG, CGDA, Parliamentary Standing Committee on Defence (15th Lok Sabha). This has been also noticed and criticised by you in DRDO Award Function on 20th August 2014 by saying “Chalta Hai wala attitude nahin chalega“.
Poor HR planning and deployment of scientists in various Lab/Estt of DRDO is major reason for not delivering the products and timely completion of project. Almost each and every lab/Estt all sundry work (Admin/Stores/Security/MTO/Library/works/ conservancy etc) are managed by qualified scientist and technical officials (more than 15% of total strength of DRDO) Simultaneously they are drawing all perks which is provided towards incentive in the name of scientific encouragement and also enjoying flexible complementary scheme on promotions which is also strictly for those who dedicatedly involve in scientific and technical assignments.
HR of DRDO comes under CCR&D (HR) which consisted of DOP, DHRD, RAC, CEPTAM, DESIDOC, ITM, MILIT, DIAT, DPI and RTI Cell. Presently Dr. G. Malakondiah, Distinguished Scientist is holding the charge of CCR&D (HR) and he was convicted by Madras High Court for imprisonment of three weeks in case of contempt of court this the highest example of ignorance of constitutions provision.
One such example of poor HR planning of DRDO is of Dr. A.K. Singh, Director, Directorate of Personnel, DRDO HQ, New Delhi. Dr. A.K.Singh, Scientist ‘G’ is great Nuclear Medicine scientist of India with five patents granted, fourteen patents filed, one copy right and more than fifty publications in international & national journals.Bio-Data of Dr. A.K. Singh is annexed.
As a matter of fact, despite having so many scientific contributions in area of Nuclear Medicines which is primarily used for treatment of cancer, brain tumours and complex diseases.
Dr. A.K. Singh was basically recruited for projects of DRDO in its New Delhi based unique laboratory working in Nuclear Medicine, Institute of Nuclear Medicine and Allied Sciences (INMAS). He worked in INMAS till the year 2004 but all of sudden he was transferred in DRDO HQ and assigned non-technical clerical assignments like Staff Officer to CCR&D.
Since the year 2004, the great Nuclear Medicine scientist is working non-scientific work like Director, CEPTAM, Director, DHRD and presently DOP. The work assigned to Dr. A.K. Singh is of administrative nature for which DRDO is having it’s another HR cadre known as administrative cadre and from this cadre manpower should be appointed in DOP.
Being a bonafide life science scientist, Dr. A.K. Singh, DOP not having any expertise in field of HR, therefore, he made several wrong decisions due to which DRDO faces lot of embarrassment and bad fame in media, it also affected various officials of DRDO who are facing several court cases in various courts all over India, even 15th October 2014 he received notice from CAT Delhi for his misadventure towards a senior scientist who belong to minority. This created lot of expenditure in term of fees to lawyers, TA/DA to attend court cases and cause of derailing scientific research tempo of DRDO.
Government of India is paying more than Rupees twenty lakhs to Dr. A.K. Singh, DOP for his non-productive and non-scientific work that can be carried out by any of the officer of Joint Director/Additional Director of DRDO from the admin cadre. DRDO wasting poor tax payers money.
Dr. A.K. Sigh is great Nuclear Medicine Scientist which is rare in DRDO. The discipline of Dr. A.K. Singh is from Life Sciences so proper utilization of his potential to posted him in Laboratory/ Establishment of DRDO under Life Sciences Cluster so he can contribute more in the national interest.
There are nine (09) Lab/Estt under Life Sciences Cluster of DRDO spread over all India. These are DEBEL, DIPAS, DIPR, INMAS, DRL, DIBER, DFRL, DIHAR & DRDE. Life sciences scientists are 120+ out of 7500 total DRDO scientist’s strength so proper utilization of these 9 labs can only possible when all life science scientists dedicatedly posted in Life Sciences Cluster of DRDO not in HR related Corporate Directorate. Dr A K Singh qualified life science scientist but he convert his field into technical services in the official records while as per his biodata he is fit for life sciences activities.
Sir you know the maxim “wrong shoe in right leg- “. Similar is the case of Dr. A.K. Singh who has been wrongly posted in HR assignments of DRDO while he is great Nuclear Medicine scientist with international fame scientific contributions in Nuclear Medicine. He is very much required in Lab/Estt of DRDO that are working in specialization of Dr. A.K. Singh like Defence Research Laboratory, Tezpur, Defence Research & Development Establishment, Gwalior, DEBEL, Bangalore and INMAS, New Delhi. Since Dr. A.K. Singh had already worked in INMAS, New Delhi for more than 16 years and his experience was bitter at INMAS thereby he was expelled from projects and scientific assignments at INMAS, New Delhi. Therefore the ,most suitable work places for getting output from his scientific knowledge and experience is DRL, Tezpur, DRDE, Gwalior and DEBEL, Bangalore.
Keeping in view of the facts stated above, to save public revenue and streamline HR of DRDO, it is very much required that scientists of the DRDO having educational qualification and experiences in life sciences should be posted in Lab/Estt under Life Sciences Cluster of DRDO.
Therefore I kindly and earnestly request you to start “operation clean- Swachta Abhiyan” in DRDO by transferring Dr. A.K. Singh, DOP from DRDO HQ to any of the Life Sciences Cluster Lab/Estt like DRL, Tezpur, DRDE, Gwalior or DEBEL, Bangalore so that poor & dirty HR of DRDO may be rich & clean.
It seems DRDO take U –turn in DMSRDE corruption cases. Shri AvinashChander , DGR&D and SA to RM constituted second four members FFIC under Chairmanship of Dr. D C Pande, Outstanding Scientist, LRDE, Bangalore and members Shri Haribabu Srivastva, Director, LASTEC, New Delhi, Shri R S Mehta, Joint Director, Dte of Vigilance& Security, DRDO Hqrs, Shri Jagdeep, Scientist ‘F’,Dte of Materials Management DRDO Hqrs reached at Kanpur on 9th July early morning 5:00 AM at DMSRDE, Guest House, Kanpur by Rewa Express.
In deference to three members first FFIC which was led by Dr. S S Negi, Outstanding Scientist,this second FFIC did not entertained Dr. A K Saxena, Director, DMSRDE, Kanpur. Dr.Saxena was sent for two days leave and remained in his government residence just adjacent to Transit Hostel’s DRTC Room where whole FFI was conducted for two days by FFIC.
The first FFIC Committee did their inquiry under supervision of Dr. A K Saxena in DMSRDE Office in the room just opposite to Dr. Saxena office so that he can monitor activities of first FFIC. Chairman & members of first FFIC tried their best to discourage complainants and in month of March 2014 all scientists were under pressure due to their APAR and coming assessment and not opened or uttered any single word against Dr. A K Saxena in front of first FFI Committee. The first FFI Committee overlooked the gravity of complaints to Defence Minister rather they were busy in digging the past history of complainants. They were basically misleded and managed by Dr. A K Saxena.
The letter No DOP/DS/008/M/01 dated 28 May 2014 of DOP Dr. A K Singh prepared on basis of first FFI Committee Report already exposed the nexus between Dr. A K Saxena and first FFI Committee because the without any constitution rights and ignoring the terms and condition of FFI Committee they simply recommended the transfers of both complainants with baseless and illogical reasons. It should be asked to Dr. S S Negi, Outstanding Scientist that if on allegations of habitual drinking one senior Scientist may be transferred then what about the drinkers of whole DRDO right from top at DRDO HQ and bottom at 52 Establishment/Labs of DRDO. Why they have not been transferred even they are heavy habitual drinker. In fact first FFIC was hijacked by Dr. A K Saxena.
The two days grilling of involved scientists of DMSRDE by second FFI Committee members especially by Shri Mehta, Vigilance, DRDO Hqrs shows some hope that the committee will help to Shri Avinash Chander , DGR&D and SA to RM and DRDO Hqrs to take one step forward towards eradicate prevailing corruption in DRDO like Dr A K Tyagi, Sc ‘G’ waiting to face CVC disciplinary proceeding against him as he also involved in corrupt practices in procurement at DIAT, Pune.
Some scientists of DMSRDE given in writing about the facts of these procurements and shows their helplessness.
Second FFI Committee also got advantage that the DRRDS result was declared and scientists who supported Dr. A K Saxena’s corrupt practices under pressure opened up and exposed the modus of oprendi adopted by Dr. A K Saxena. FFI Committee also got inputs about nexus between M/s Manglam Trades, Kanpur (Mr.Anish Gupta/Mr. Manish Gupta) and Dr. A K Saxena in various procurement cases.
1. Reactor case is open case that the procurement was done in coalition with M/s Manglam Trades because all mails are the perfect evidences of corruption and DRDO Hqrs already aware that CBI, Lucknow have already got all evidences and approached MOD. Payment of Reactor case has not been made till so far even after 18 months the Reactor was installed in January 2013 at DMSRDE.
2. The case of procurement of Laboratory Microprocessor Based Programmable High Temp.Furnace supplied by M/s Omega Furnace Industries, Bangalore. In this case illegal Second TPC was done for recommending to make payment to M/s Manglam Traders, Kanpur.( It can happen only in DRDO)
3. Fume Hood Chamber procurement case is open example of looting in DRDO.
Common man are waiting to see the impact of new Prime Minister Shri Narendra Modi ji’s Government on DRDO, as Shri Avinash Chander Ji especially mentioned in his address in last JCM that “now new government has come and the accountability is also increased”.
It is coincidence that both FFIC having chairman from Uttarakhand and Uttarakhandies are famous for their honesty and devotion in service. We hope that like Dr. S SNegi, the Chairman of second FFIC Dr. D C Pande will not be hijacked by corrupt nexus of DRDO and he will do justice with DMSRDE people.

To enhance the knowledge of DRDO scientists and make them updated, Ministry of Defence provide library grant generously. Apart from this the pay commission has recommended special assistance for the purchasing of books/journals to individuals scientist.
The library budget of DRDO’s laboratory is a lucrative assignment for corrupt scientists. The scientist library in-charge has direct access to head of establishment.
The case of corruption in library procurement was first exposed at DIAT, Pune, where then In-charge Library Dr A K Tyagi, Sc ‘F’ did financial manipulation in Library. CVC has been found prima facie material against Dr A K Tyagi. And Regular Disciplinary action was recommended on: 9/9/2013. Consequently DRDO Hqrs finally charge sheeted on 8th October 2013. Charge Sheet signed by Honorable Defence Minister, Sh A K Antony.
The case of Dr A K Tyagi, Sc ‘G’ is not an isolated case but DRDO labs in general have misusing the library grants and if serious enquiry is set up every lab will give foul smell.
The recent example of DMSRDE, Kanpur’s library procurement cases revealed the astonishing facts and figures of library procurement. The RTI helped to expose the corrupt practice prevailing in library procurements.
Enclosed case revealed that the DMSRDE officials are not following the DRDO Purchase Manual -2006. Even after cancellation of Supply Orders on 23 August 2012 the invoices dated 02 May 2012 were accepted while Supply Orders were placed on 27 April 2012. Thereby mischievously & fraudulently the supply of books were accepted in back date to get fatty commission from these vendors. This gross violation of rules & blunder took place even after cancellations of Supply Orders establish conspiracy against Government by Mr. Jitendra Yadav and Dr. A.K. Saxena.
DRDO has become hub of corruption and honorable defence minister is requested to take a strong action to prevent further damage of moral and ethics.

BRIEF FACTS OF THE COMPLAINT
Defence Materials & Stores Research & Development Establishment (DMSRDE), Kanpur is an establishment under Defence Research & Development Organisation (DRDO), Min. of Defence, DRDO Bhawan, New Delhi.
Dr. Arvind Kumar Saxena, Director, DMSRDE, Kanpur and Mr. Jitendra Yadav, Scientist ‘E’ are posted in DMSRDE, Kanpur. Dr. Arvind Kumar Saxena is Director, DMSRDE with effect from 01 January 2011.
Complainant is retired Government servant from DRDO. Presently complainant is working as RTI activist and social worker to expose the Corruption in DRDO and other Government departments. Complainant is running a website corruptionindrdo.com for posting information related to Corruption and Financial irregularities in various establishments under DRDO.
Technical Library, DMSRDE is having annual budget of about Rs. 1.50 crore for procurement of Printed Journals (Periodicals S&T – Rs. 1.10 crore), Online Science Direct e-Journals (Rs. 25 Lakh) and S&T Books (Rs. 15 Lakh).
Mr. Jitendra Yadav, Scientist ‘E’ was appointed as Head, Technical Library in DMSRDE Kanpur vide Daily Order-I No. 29/AD dated 19.02.2012.
An application under RTI Act 2005 was filed to Mr. Sarvesh Kumar, Scientist ‘F’, Central Public Information Officer, DMSRDE, Kanpur by complainant on 25th July 2013 regarding “Procurement of Scientific & Technical Books in Technical Library of DMSRDE”. Copy of the RTI dated 25th July 2013 is enclosed as Annexure-1.
CPIO, DMSRDE, Kanpur replied by letter No. DMS/0369/RTI/101/41/Letter_2013 dated 26th August 2013. Copy of CPIO reply dated 26th August 2013 is enclosed as Annexure-2. CPIO, DMSRDE provided partial information and it was informed by CPIO that fund expenditure in procurements of S&T Books in Technical Library in DMSRDE in respective years was as follows:
8. Complainant was not satisfied with reply of CPIO and First Appeal dated 07 Sep 2013 was filed to First Appellate Authority, DRDO. By Order No. RTI/02/2091/F/2013/0142 dated 14 Oct 2013, First Appellate Authority DRDO ordered CPIO, DMSRDE to provide full information sought in RTI dated 25th July 2013. Copy of First Appellate Authority Order dated 14 Oct 2013 is enclosed as Annexure-3
9. CPIO, DMSRDE seek additional fee for information vide his letter dated 30 October 2013. Copy of the letter is enclosed as Annexure-4. Vide letter No. DMS/0369/RTI/FAR/2013/0013 dated 14 Nov 2013, CPIO provided information in 60 pages and in covering letter CPIO informed that No supply Order has been placed in FY 2010-2011 and No tender was called during FY 2010-2011 and 2012-2013. Copy of the letter dated 14 Nov 2013 is enclosed as Annexure-5..
1o. The figures in information provided by CPIO were found self-contradictory and false as evident from summary of the information provided by CPIO.
11. On perusal of the documents provided by CPIO, following noticeable information has been found.
a. Seven invoices were found for the financial year 2009-2010 with following details:
Terms & Conditions of Supply Order as per DRDO Manual is enclosed asAnnexure-13.
c. Supply Order-1, Supply Order-2, Supply Order-3 and Supply Order-4 dated 27 April 2012 as mentioned in point(b) above were cancelled after 117 days on 23 August 2012 by Mr. Jitendra Yadav, Head Technical Library due to non-supply of books within delivery period of 90 days. It was mentioned in Para (2) of Terms & Conditions of Supply Order “This supply order shall automatically stand cancelled w.e.f. the next day after the date of delivery mentioned in this order”. Therefore supply orders were automatically stand cancelled after 90 days from issue of Supply Order (27 April 2012) i.e. w.e.f. 27 July 2012. Copies of letters No. TL/0510/WBF-2012 dated 23rd August 2012 issued for cancellation of supply orders to four vendors are enclosed as Annexure-24 to Annexure-27.
d. Twenty two invoices were found for the financial year 2012-2013 with following details:
e. Books were supplied against four supply orders that were cancelled on 23 August 2012. The fake invoices were fabricated from back date but actual supplies of books were made after cancellation of supply order. This smack conspiracy, manipulation and tampering of records for Corruption.
12. During the FY 2012-2013 the following irregularities, gross violations of rules, loss of public fund and Corruption took place in procurement of Books.
MAJOR FINANCIAL IRREGULARITIES & BLUNDERS IN PROCUREMENT OF BOOKS BY MR. JITEDNRA YADAV, SCIENTIST ‘E’ & DR. A.K. SAXENA, DIRECTOR
1) DRDO Manual of Procedures for Management of Libraries and TIC 1999 as amended and Purchase Management 2006 as amended are being used in DMSRDE, Kanpur for procurement of books & periodicals. Rule 4.2 of Chapter 4 (ACQUISITION) of Manual is applicable for procurement of Books & Monographs. Copy of relevant rules of chapter 4 are enclosed as Annexure-50.
2) As per Rule 4.2.2 of this Manual selection of vendors should be made on the basis of their past services provided to the library, distributorship of publishers and infrastructure available with them. In the years 2009-2010, 2010-2011 & 2011-2012 there was almost no supply of books and only three vendors get supply orders in 2009-2010 and supplied books. Also these vendors offered 30% discount on books (Foreign & Indian).
3) In the FY 2009-2010 mode of tendering was limited tender of PM 2006 to get better discount and competition to save public money and this results 30% discount on books.
4) In FY 2012-2013 violations of rules and procedures of procurement of books were grossly violated to achieve fatty commission that results financial loss to exchequer. Supply Orders were issued to vendors without keeping in view the past services of the vendors. This results cancellation of all supply orders that took place on 27 April 2012. Hence these vendors should be blacklisted for further procurement of books in Library. But even after non-supply and automatic cancellation of supply orders after expiry of delivery period of 90 days, the supply orders were issued to same vendors on 17 August 2012.
5) Supply Orders were placed on single tender and 10% discount to pet vendors of Dr. A.K. Saxena, Director and all vendors were from New Delhi only. Adopting the process of single tender with 10% discount without following previously adopted procedure of limited tender where vendors were offering discount of 35% – 40% on purchase of foreign books, resulted huge loss of public money and commission making by Mr. Jitendra Yadav and Dr. A.K. Saxena.
6) Even after cancellation of Supply Orders on 23 August 2012 the invoices dated 02 May 2012 were accepted while Supply Orders were placed on 27 April 2012. Thereby mischievously & fraudulently the supply of books were accepted in back date to get fatty commission from these vendors. This gross violation of rules & blunder took place even after cancellations of Supply Orders establish conspiracy against Government by Mr. Jitendra Yadav and Dr. A.K. Saxena.
7) There was no procedure followed for selection of books. In fact there was no requirement of books from Scientists as no demands were made. There was no procurement of books in past two years and only Rs. 94833.00 was expenditure in purchase of books in FY 2009-2010.
8) It is crystal clear that Corruption took place in FY 2012-2013 where all of sudden books of Rs. 1467810.00 has been procured while in previous years it was “NIL” or very less Rs. 94833.00 only in 2009-10. Demand of books which was NIL (Zero) in 2010-11 and 2011-12 has increased all of sudden near about to the Rupees 15 Lakh. As compared to purchase of books in FY 2009-10 the hike in 2012-13 is about 15.5 times. This indicates that books were purchased without any need and requirement just to earn fatty commission.
9) DRDO is having very old manual issued on 11 January 1999 regarding Management of Library/TIC of DRDO. This manual is called as “DRDO Manual of Procedures for Management of Libraries & Technical Information Centres“. After issuance of Purchase Manual -2006 of DRDO this old Manual became ineffective & obsolete. Most of the DRDO Labs/Estt. are using Purchase Manual for procurement of books, Print Journal and Online E-Journals. DMSRDE is also using PM-2006 from last six years for procurement of books, Print Journal and Online E-Journals as can be verified from records of Technical Library of DMSRDE, Kanpur. All of sudden making purchase of books on the basis of old manual smacks malafide intentions and leads corruption in purchase of books in FY 2012-2013. In fact in year 2012-2013 provisions of DRDO Manual of Procedures for Management of Libraries & Technical Information Centres has not been fully followed. Purchase procedures of DRDO Manual are for small & urgent procurement not for big procurements in tune of lakh or crores.
10) Fatty Commission in Procurement of books in FY 2012-2013: Books of Rs. 1467810.60 were purchased at discount of 10% only while in year 2009-2010 the discount on books was 30%. Even in FY 2011-2012 the offered discount by vendors were 35% and now days vendors are offering 40% discount on foreign books. Therefore books were purchased at very high prices on very low discount of 10% only with gross violation & spirit of Purchase Procedures to get maximum discount in open competition under limited tender to save public money. Therefore Rs. 440343.00 (30% of 1467810.00) had taken as fatty commission by Mr. Jitendra Yadav and Dr. A.K. Saxena, Director, DMSRDE.
11) Fraudulent supply of books with fake invoices: In FY 2012-2013 four vendors submitted invoices dated 02 May 2012 against the supply orders dated 27 April 2012 while these Supply orders were cancelled on 23 August 2012 by Mr. Jitednra Yadav, Scientist ‘E’ , Head, Technical Library. The supply on 02 May 2012 was impossible as it takes at least 5 days to reach speed post from DMSRDE dispatch section to the respective vendor. The details /entries of invoices shows that these invoices were not diarised at Director Office central registry and directly entertained by Head, Technical Library. Besides the verification records like receiving of invoices & books at Technical Library, envelops of invoices, CRV, payments by ACDA & records at Finance Division will disclose the whole conspiracy made in procurement of books in back date even after cancellation of supply orders.
12) Splitting of consolidated demand of books in four parts: Dr. Arvind Kumar Saxena split the consolidated demand of books in four parts and misused his official position & powers so that he can get fatty commission from his pet vendors. The books should be procured in one consolidated demands with proper negotiations with vendors to get maximum discount offered in open market. Four supply orders were issued on 27 April 2012 to four vendors that were not made any supply in past four financial years in DMSRDE. This splitting of books demand leads loss to public fund and Corruption of Rs. 440343.00 by Mr. Jitendra Yadav and Dr. A.K. Saxena, Director, DMSRDE. Sprit of Purchase Rules and CVC Guidelines is that “The proposals shall not be split merely to bring them within the delegated powers”.

Directorate of HRD, DRDO vide their letter no DHRD/77001/C/M/010 dated 22 August 2012 conveyed to all Lab Directors/Establishment that the Government for Sanction of additional scientist posts to meet only the immediate and unavoidable critical requirements against the ongoing projects/progarammes as per the advice of Ministry of Finance.
The Lab Directors are therefore to submit scientists’ requirement as per enclosed “Appendix ‘A’ “

All these above activity is earlier in DRDO doing by admin allied cadres which were duly approved and sanctioned by Government of India, and come through UPSC recruitment system, but unfortunately in the last week of December 2010 DRDO director’s conclave some directors raised voice against the admin allied officials quoting that they are creating hurdles by pin pointing the Government orders. The DRDO directors want to run their own rules and they very much sure that the big boundary walls of their territory can stop their all illegal acts in the name of secrecy. So it was decided in year 2010 itself that they will remove admin allied cadre phase wise.
If you examine the current scenario of each DRDO lab will find everywhere 30 – 40 % scientists are engaged in above mentioned assignment.
The best part of this these scientists who are engaged in admin allied task are enjoying all special perks and allowances which are given specially to scientists in VI pay commissions and also getting fast promotions in respect of those scientists who are devotedly working in projects/ programs. It is because of their proximity with top management of DRDO.
Due to this incompetency is growing very fast in DRDO. This has resulted into large number of litigation due to incompetent scientists handling the administration and HR activities.
The current ongoing example the grade pay 4800 was inducted without taking proper sanction from Min of Finance and hundreds of effected employees filed case in CAT.
There lot of complaints registered by CVC/CVO MoD in respect of recruitment procedures were manipulated several times by these incompetent scientists who were looking HRD/Administrations and resulted Sh A K Anthony, Defence Minister recommended a CBI inquiry against 10 top DRDO officials on 29th October 2013.
Major setback is that by implementing this practice of using scientist for sundry task the real scientist losing their interest in work and most of the time either leave the organization or sit idle.
So all these fabricated demand of DRDO may please be thoroughly examined with their time bound impact.
Finance Ministry requested to send their rep to meet admin/ allied officials of DRDO before sanctioning the post of scientist.
Finance Ministry must examine the DO part orders of all respective 52 Labs of DRDO, which will be best way to verification of utilization of scientific / technical manpower of DRDO.

DRDO to recruit 500 more scientists this year

PUNE: The Defence Research and Development Organisation (DRDO) plans to recruit 500 additional scientists this year to meet its workforce requirement across different levels and projects.
“Our present recruitment is focused on filling vacancies that arise from retirements and resignations. However, considering the kind of projects we have been working on, we have moved a proposal with the Union government for an additional recruitment of 500 scientists,” DRDO’s human resources (HR) chief Malakondaiah said on Tuesday. “The government had asked us to file the proposal projecting our need,” he added.
The collective cost of DRDO’s ongoing projects, including Aakash missile, light combat aircraft ‘Tejas’ and Brahmos missile, is worth Rs 1.6 lakh crore. The organisation has close to 7,500 scientists as part of its existing force, he said.
Malakondaiah, who is chief controller of research and development (HR), was in the city to address the valedictory function of the 71-member ‘batch-18’ of the Post Induction Training School (POINTS) at the Defence Institute of Advanced Technology (DIAT), a deemed university under the DRDO in Girinagar here.
Started in March 2003, POINTS is an initiative to impart integrated training to newly inducted scientists in the beginning of their career in DRDO laboratories and projects. So far, the school has trained 3,394 scientists from 17 batches and the 18th batch was the first of its kind, comprising graduates and postgraduates only from the Indian Institutes of Technology, Indian Institute of Science and DIAT.
Malakondaiah said, “Unlike conventional industries like information technology, DRDO is facing an almost negligible rate of attrition vis-a-vis resignations, which contributes barely one per cent of the arising vacancies. This is due to the fact that the Sixth Pay Commission has vastly reduced the gap in the pay scales offered by DRDO and private corporate bodies. This has also helped the organisation to attract and retain young scientific talent emerging from the IITs and IISc.” The additional recruitments will go a long way in resolving some of the issues related to the shortfall of workforce in projects across DRDO, he added.
Meanwhile, POINTS programme director Ajay Misra gave an overview about the training activities at the valedictory session, while DIAT vice-chancellor Prahlada addressed the young scientists. Deputy director D Srikanth was also present.
