Subject : Request to utilized scientific potential of Dr. A.K. Singh, DOP, DRDO HQ to Lab/Estt under Life Sciences Cluster
Hon’ble Sir,
Human Resource is an asset of an organisation and proper utilisation and deployment of its HR/Manpower is challenging job for an organisation especially on DRDO which holding very significant responsibility for the nation. In the past several years DRDO cannot meet its target well within time and seeking extensions in PDC again & again in several major projects of national significance. This drawback of DRDO has been noticed by Hon’ble Ex-PM Dr. Manmohan Singh, Ex- Defence Minister Shri A.K. Antony, CAG, CGDA, Parliamentary Standing Committee on Defence (15th Lok Sabha). This has been also noticed and criticised by you in DRDO Award Function on 20th August 2014 by saying “Chalta Hai wala attitude nahin chalega“.
Poor HR planning and deployment of scientists in various Lab/Estt of DRDO is major reason for not delivering the products and timely completion of project. Almost each and every lab/Estt all sundry work (Admin/Stores/Security/MTO/Library/works/ conservancy etc) are managed by qualified scientist and technical officials (more than 15% of total strength of DRDO) Simultaneously they are drawing all perks which is provided towards incentive in the name of scientific encouragement and also enjoying flexible complementary scheme on promotions which is also strictly for those who dedicatedly involve in scientific and technical assignments.
HR of DRDO comes under CCR&D (HR) which consisted of DOP, DHRD, RAC, CEPTAM, DESIDOC, ITM, MILIT, DIAT, DPI and RTI Cell. Presently Dr. G. Malakondiah, Distinguished Scientist is holding the charge of CCR&D (HR) and he was convicted by Madras High Court for imprisonment of three weeks in case of contempt of court this the highest example of ignorance of constitutions provision.
One such example of poor HR planning of DRDO is of Dr. A.K. Singh, Director, Directorate of Personnel, DRDO HQ, New Delhi. Dr. A.K.Singh, Scientist ‘G’ is great Nuclear Medicine scientist of India with five patents granted, fourteen patents filed, one copy right and more than fifty publications in international & national journals.Bio-Data of Dr. A.K. Singh is annexed.
As a matter of fact, despite having so many scientific contributions in area of Nuclear Medicines which is primarily used for treatment of cancer, brain tumours and complex diseases.
Dr. A.K. Singh was basically recruited for projects of DRDO in its New Delhi based unique laboratory working in Nuclear Medicine, Institute of Nuclear Medicine and Allied Sciences (INMAS). He worked in INMAS till the year 2004 but all of sudden he was transferred in DRDO HQ and assigned non-technical clerical assignments like Staff Officer to CCR&D.
Since the year 2004, the great Nuclear Medicine scientist is working non-scientific work like Director, CEPTAM, Director, DHRD and presently DOP. The work assigned to Dr. A.K. Singh is of administrative nature for which DRDO is having it’s another HR cadre known as administrative cadre and from this cadre manpower should be appointed in DOP.
Being a bonafide life science scientist, Dr. A.K. Singh, DOP not having any expertise in field of HR, therefore, he made several wrong decisions due to which DRDO faces lot of embarrassment and bad fame in media, it also affected various officials of DRDO who are facing several court cases in various courts all over India, even 15th October 2014 he received notice from CAT Delhi for his misadventure towards a senior scientist who belong to minority. This created lot of expenditure in term of fees to lawyers, TA/DA to attend court cases and cause of derailing scientific research tempo of DRDO.
Government of India is paying more than Rupees twenty lakhs to Dr. A.K. Singh, DOP for his non-productive and non-scientific work that can be carried out by any of the officer of Joint Director/Additional Director of DRDO from the admin cadre. DRDO wasting poor tax payers money.
Dr. A.K. Sigh is great Nuclear Medicine Scientist which is rare in DRDO. The discipline of Dr. A.K. Singh is from Life Sciences so proper utilization of his potential to posted him in Laboratory/ Establishment of DRDO under Life Sciences Cluster so he can contribute more in the national interest.
There are nine (09) Lab/Estt under Life Sciences Cluster of DRDO spread over all India. These are DEBEL, DIPAS, DIPR, INMAS, DRL, DIBER, DFRL, DIHAR & DRDE. Life sciences scientists are 120+ out of 7500 total DRDO scientist’s strength so proper utilization of these 9 labs can only possible when all life science scientists dedicatedly posted in Life Sciences Cluster of DRDO not in HR related Corporate Directorate. Dr A K Singh qualified life science scientist but he convert his field into technical services in the official records while as per his biodata he is fit for life sciences activities.
Sir you know the maxim “wrong shoe in right leg- “. Similar is the case of Dr. A.K. Singh who has been wrongly posted in HR assignments of DRDO while he is great Nuclear Medicine scientist with international fame scientific contributions in Nuclear Medicine. He is very much required in Lab/Estt of DRDO that are working in specialization of Dr. A.K. Singh like Defence Research Laboratory, Tezpur, Defence Research & Development Establishment, Gwalior, DEBEL, Bangalore and INMAS, New Delhi. Since Dr. A.K. Singh had already worked in INMAS, New Delhi for more than 16 years and his experience was bitter at INMAS thereby he was expelled from projects and scientific assignments at INMAS, New Delhi. Therefore the ,most suitable work places for getting output from his scientific knowledge and experience is DRL, Tezpur, DRDE, Gwalior and DEBEL, Bangalore.
Keeping in view of the facts stated above, to save public revenue and streamline HR of DRDO, it is very much required that scientists of the DRDO having educational qualification and experiences in life sciences should be posted in Lab/Estt under Life Sciences Cluster of DRDO.
Therefore I kindly and earnestly request you to start “operation clean- Swachta Abhiyan” in DRDO by transferring Dr. A.K. Singh, DOP from DRDO HQ to any of the Life Sciences Cluster Lab/Estt like DRL, Tezpur, DRDE, Gwalior or DEBEL, Bangalore so that poor & dirty HR of DRDO may be rich & clean.

Sc ‘G’s are doing Director (Admin) duties in maximum DRDO Labs. Their duties are very simple like Admin Officer. They won’t allow admin officers to involve in administration because if they do Admin duties, these Sc ‘G’s have to do research work. Enjoying decades together in these posts, some time till retirement. Even GOD can’t save DRDO.
In DRDO HQ’s Corporate Directorates no scientist should be posted till 57 years of age, all should be engaged in S&T and R&D only. After age of 57, for three years only 58-60 age group scientist may be posted at HQ in case they are willing to do Admin. & Management work. Since last 20 years chamcha company enjoying at DRDO HQ and getting outstanding APAR and promotions. On their cost honest & true hardworking scientists are suffering. Modi Sir, kindly take class of Avinash Chander Ji who do not know abcd of HR.
Hon’ble Modi Sir, I agree with Prabhu Ji, Directors of all Corporate Directorate at DRDO HQ should immediately be transferred to Lab/Estt of DRDO and should be assigned scientific work of their discipline to get better output for DRDO. Dr. Ajay Kumar Singh enjoying TD, Inaugurations, Seminars since last ten years in DRDO HQ and CEPTAM and not doing any S&T work despite he is Great Nuclear Medicine Scientist of India. Nation’s Armed forces requires his services for medical sciences and life sciences related product development as in past give international fame product to nation called “Diagnobact- the infection Imaging Kit” for which Dr. Ajay Kumar Singh is having patent. Kindly post immediately the Great Scientist to DRL, Tezpur or DRDE, Gwalior so that nation could get some more products from the young & energetic Scientist Dr. Ajay Kumar Singh.
I also observed that DRDO recruitment policies and rules are biased, nonspecific to the interest of the nation. because they are recruiting STA posts for biology and engineering based on knowledge in General studies. in the toppers of GS, they will select subject skills. this method very clearly rejecting the potential candidates in the specific field and also biased towards GS training institutes and supporting to the people preparing for bank and admin posts.
Mr. PDD, you are doing nothing but just vomiting your frustration on DRDO by creating a negative and unhealthy environment about DRDO. So many young scientists are
getting pessimistic because of your this bull shit! These days you are behind a very honest person Dr. A.K. Singh, presently holding the charge of DOP. The day he was
given charge of Director CEPTAM, he worked on Centralized Recruitment system of DRTC and Admin & Allied cadre and from his early CEPTAM days he was in the eyes of many

Dr. AK Singh’s out of his so called 50 publications 40 publications he got the day he started carrying CCR&D’s bag as his staff officer. Out one 14 patents filed in which his name as inventor …. in which bench work contribution is zero…… How he has done science while in HQ????? How he managed publications when he joined to HQ??? Is he manipultaed data…. or he got publications on Quid-Pro-Quo basis???? while E he was busy in buttering then CC R&D. You have chosen the right name, because I think the way you are doing your research in this organisation will finally leads you to Dr. Arun Kumar way. Sorry, I am saying this because while I was working during office hours and busy on my genuine scientific research, you were loitering on the website of Mr. PDD who has habit of posting anything he got from anonymous sources. Sheer wastage of time and electronic media and creating a negative image of whole scientific fraternity who is working hard for Indian defence R&D in spite of so much sanctions imposed on India by US and its allies after 1999. I found you posted the comment at 12:05 pm which shows you misused the office equipment in office hours to tarnish the image of your own organisation. Dr. Arun Kumar too become the reason of shame of this organisation for some extent, I think you are aware of his case, then why are you on his footsteps too by doing these things during office hours.
I don’t think you are a young and innocent scientist as you are already negative towards your own organisation and against your seniors who are nurturing a new breed of young manpower in DRDO and Dr. AK Singh always advocating for young and energetic manpower, if you have any doubt please meet him once and see his energy.

How n why a great scientist to carry the bag of CC R&D as staff officer n ditched scientific work if he is such a great knowledgble scientist? Is it not true that out of his 50 papers most of them he got after moving to HQ? If you want I will post each and every published paper in the next comment. On what scientific credentials he was promoted outstandingly in each promotion while in HQ. You know what in other organizations those who do scientific fraud get screwed ……. Recent example of IMTECH … But in DRDO it is being covered up. I suggest u better instead of singing Singh song write some truth …… Write some thing about his 50 papers , about 14patent filings, about journey of this great scientist from bench work to bag carrying for quick success of promotions. By saying that either I am Dr. AK Singh or his chamcha shows your ugly mindset. How, you can do scientific research with such pessimistic mindset. Great and Unique Scientist like Dr. AK Singh are assets of DRDO and his wisdom should be used for recently identified virus “Ebola”. So please advice him to seek transfer to DRL, Tezpur or DRDE, Gwalior to develop vaccine for “Ebola” so that India can get Nobel Prize for Invention of Vaccine of “Ebola” in year 2015 on name of Dr. AK Singh. Dr. Singh is a big drunker and you would surprise that he take drinks even in official meeting to maintain his confidence. There are two cat cases decisions against him in last 2 months because he was adamant and foes not wanted to follow the govt rule. These cases were from tezpur laboratory abd appeared on this site sometime back..do court cases for simple rule implementations against an organisations brings glory to any organization.? Please bear in mind that sciebtists ate not slaves..they are also under some rules which dop needs to follow.

Your research that you have done regarding a scientist who tried outrage to the modesty of a woman is incomplete and fake. Your boss DOP is having full access to his personal files and you might study these files before declaring the results. A fake and fabricated case under planned conspiracy of then top management of DRDO was planned against very honest and young scientist who raises voice against corruption in DRDO in 1996. Making allegations does not suffice in law until the Court justified it.
The said case with case No. 580/2003 was finally decided by judgement of Hon’ble Court on 23.09.2010 and said honest scientist was fully exonerated with clear acquittal. Based on the said judgment DRDO allowed all benefits to the young and honest scientist on whom you put false allegations.
You should know under section 500 of IPC defamation is an offence and Dr. A.K. Singh, DOP should be aware of law but it appears he mistaken and issued letter No. DOP/DS/008/M/01 dated 28 May 2014, due to which he got defamation notice and will face further Court proceedings in the matter.

AK Singh and party are chelas of yogaguru who have contributed corruption in HR, life science clueter labs and DRDO. JAB tak YE CHELAS DRDO HQ MEN RAHEGEN; Only god can save DRDO. If HQ scientists get promotion in O.S. category for their administrative work, It demoralizes the real scientist working in the labs. Thus there is corruption in ACRs/Promotions/ work assignment preferably at .Sc ;F; and above. There is no policy and seniority consideration in appointments of Directors. All CHAMACHAS GRAB THE POST OF DIRECTOR. real scientist only get frustration in this process. There are many more shortcomings ………….
Mr bhagat singh ji drdo is paying thats why we worry for drdo and are against corruption at every end. But you seems to be blindly with dop saheb. Kahin apko bhi os promotion to nhi dilai unhone. We are against corruption and corrupt people and not against drdo, rather we wl happily die for drdo.

I am finally concluding in last that majority of the parties (platform provider and those are jealous of a transparent system) are against Dr. AKS because he is taking his decisions without any intimidation, greed, vanity and obsession.
Though, I asked some other questions, but one person under multiple names or multiple persons under common interest are posting on this post picked only one monotonous theme.

Scientists those who work on non scientific line in drdo like store keeping, admin, mt, garden, sanitory…..scientists perks(6 vi, 2 Kalam increment, professional update allowances) must recovered from the day they are swich over from scientific work.

Chote Bhai, agar “Sanch ko aanch nahi…”, then why are you so worried dear and defending Dr. AK Singh. U have heard “Chor ki Dhadhi Main Tinka”, it proves DOP Saheb made several mistakes and compromises in his career. These can not be exposed right now but people are sending the issues directly to PMO. Sab pata cha jayega, “kaun saccha aur kaun jhootha”. Tu to naukri chod , vakalat karna suru karde mare chote bhai, jyada kamayega.
Recruited as a scientist, given promotions as a scientist and then they become an ordinary admin officer. No BE/BTech/ MSc/PhD degree holder in his most dreaded dream wants to become an admin officer, but DRDO offers a very different career path to scientists. In fact, DRDO should weed out non performing scientis who wants to become admin officer. Such scientists may be rehabilitated in Nagar Nigams. In private org non performing sales officers are kicked out of the organisation, they are not transferred to higher admin/HR jobs. Recruited as scientists and then doing admin job is deceiving to the tax payers. When parliament votes for salary budget of DRDO Scientists it ask the people of India to give the money to pay the scientists who would use their talent to enrich this nation and the return would be much higher than this salary. But alas! DRDO scientists waste these money by doing admin jobs and the due return that nation deserves never comes.
Some one should change this, Will the present PM accept the challenge?

The work done by Mr Prabhu is excellant. It is fact, people who are doing admin or non technical work in Hq are getting even super outstanding / OS promotion. Most of the RAC boards for promotions are manipulated at various levels. DRDO HQ scientists know the board memebers in advance and mainpulate the board as per their convenance. Scientists working so hard in labs becomes the joker in these mainpulated boards. If they are working day and night for user projects, they will be asked why no publication. If they have got numerous publication, why user projects.
Moral of the story, no promotion for honest scientists working seriously.
I fully agree with Rakesh. Why AK Singh got OS call for his admin Work? will Mr. Avinash Chander & Mr. Malkondiah both of you justify his OS APAR.

DOP saheb you are a life scientist so atleast do something concrete for the transfer policy of staff posted to Tejpur. Atleast follow the term of posting of 3 years which you uave written on the posting letters of scietists as per govt rule. Other people are going to court and after that you will do the transfer but ultimately it brings bad name to SA as well to drdo but responsible are only director and you.
Be advised that ex SA and CC HR cases were started from CAT only abut took the due to jail. Youngsters are loosing work jeal and faith in drdo and the credits goes to you and gew other people. Dear sir life science is already a “DUBDUBTA HUA JAHAJ” and I am sure that no body in drdo bothers for it. Kam se kam scientist aur staff me moral boost to kro. And that will happen by ofgering them as per law and rules and not by creating an atmosphete of self ego and using all power against them. Tell your capable directors also.

Should have outstanding contribution to science.
Where is that? If there is no outstanding contribution to science then such scientists should be promoted to the post of Outstanding Flatterer if they have to be promoted out of compulsion.
Dr AK Singh got O/S call for G to H for showing his efficiency about two top drdo scientists face the madras high court verdict. It is shame, AK Singh incentives should be recovered for his non scientific work period, with this others who do’s non scientific work will be alert.
I fully agree, all promotions of AK Singh, DOP should be withdrawn by Govt from Sc’E’ onward as it violated provisions of FCS.
