Since you’re joining no any major decisions are visible to improve the current scenario of DRDO. All complaints / inquiries are pending no actions against corrupts, all DRDO is enjoying without any deliveries and best part of this they are getting awards (cash) for their failures from your hands only.
Can any citizen imagine that one scientist who was cornered by then defence minister after special CGDA reports, when he founds that in his own NGO he was supplying worth corers, Madras High Court gave 21 days sentence and Rs 2000 fine, and for this acts he got Life Time Achievement award (Rs 10 Lakhs) from your hand.

“Many old TOTs by DRDO given to industries will be under the scanner.”
The inquiry was ordered after a news report about the repetitions of TOT by DRDO at the Defence Expo held at Chennai in April.
Similiarly, in year 2013, one of the TOTs in question of an explosive device kit prepared by High Enegy Material Laboratory (HEMRL) Pune received a lot of media attention after the signing of MoU with a US-based company.
Sakal Times has found out that a propaganda of TOT was promoted in order to boost the image of DRDO after the corruption and nepostism in it was exposed by the audit report of Comptroller General of Defence Accounts (CGDA) in 2012.In order to Boost the image of DRDO Avinash Chander,the then director of DRDO in year 2013 served the old wine in new bottle and created a propoganda for reverse technology transfer to USA by forged TOT of explosive device kit prepared at HEMRL, Pune.
According to documents with Sakal Times, the patent for EDK was falsified and a memorandum of understanding (MOU) was signed with one South Carolina-based company – which was actually a car accessories’ company with only two employees.
Murky background
HEMRL developed the EDK technology and applied to patent it in March 1996. In February 2010, the EDK was patented in the name of its inventors – Rabindra Kumar Sinha, Jaman Singh Gharia, Usha Devi Ramchandran Nair and Hira Lal Yadav.
Despite this, HEMRL falsely credited the innovation on the name of another scientist who was not the inventor – Reny M Roy – and was sent to America. The letter from HEMRL stated that she is the team leader and her presence in USA for the demonstration is necessary.
Roy claims this is wrong information. “The team had not completed their work, it was us who made it operational. Nothing is on anybody’s name, please don’t do such things as DRDO is doing good work,” she said.
Sinha, one of the inventors of EDK, said, “We completed the project and we don’t know why our name has not come and it doesn’t affect us.”
The DRDO director in 2013, when the MOU was signed, Avinash Chander, is currently based in Hyderabad and defended his actions saying, “I am not responsible for this, I was not the head of HEMRL lab. You should ask the concerned director.”
Propaganda and repeated MOU of TOT
2011: HEMRL signed the first MOU with Crowe and Company, a Summerville,South Carolina-based car accessory and consulting services company with annual revenue of USD 1 lakh and has two employees. The MOU was signed between the then HEMRL director Shubhanand Rao and Fay Crow, who was the president of Crowe and company. It is significant to note that before signing the MOU with Crowe and company, DRDO signed a licensing agreement for EDK with a NOIDA based company by the name of Vantage Integrated Security Solutions-which used to deal in the assembling of CCTV Cameras
2012: Controller General of Defence Accounts audit reveals large scale corruption in DRDO projects and VK Saraswat, the then Director General was relieved from his services. The new Director Avinash Chander again signed an MOU with Crowe and Company in Washington DC.
2013:The new Director Avinash Chander again signed an MOU with Crowe and Company in Washington DC. A big function was organized by the DRDO at US Chamber of Commerce building. A dinner party was also hosted by the then Indian Ambassador to Amercia Nirupama Roy for DRDO official and family members of Fay Crowe. A delegation of a dozen scientist including Chander, Roy and Satish Naik, a Technical officer took part in the event.
2015: Chander was sacked by the then Defence Minister, Manohar Parrikar. DRDO team comprised Chander, Reny Roy and Satish Naik, technical officer in addition to nine officials
DRDO’s explanation
Though DRDO claims that no explanation was demanded from them, Directorate of Public Interface (DPI) of DRDO has sent an explanatory letter to Defence Minister dated April 23.
The letter stated that TOT’s were not repeated during the Defence Expo 2018, and that earlier the technology was demonstrated to clients and later a proposal for TOT was sent to them.
DRDO spokesperson Manish Bhardwaj told Sakal Times, “No such inquiry has been ordered by Honourable Raksha Mantri on this matter. The news report refereed by you is factually incorrect. A rebuttal was already sent to the concerned media by the Directorate of Public Relations (DPR), Ministry of Defence.”
Dr Saraswat, as former chief of DRDO has been also red-flagged by the Comptroller General of Defence Audit-CGDA over his several decisions that resulted in the Defence Ministry curtailing his financial powers
The Prime Minister’s Office (PMO) appointed Dr VK Saraswat as full-time member of newly established National Institution for Transforming India (NITI) Aayog. Dr Saraswat is former Secretary of Defence (Research & Development- R&D), but is more known as one of the high profile former chiefs of Defence Research & Development Organisation (DRDO). However, his inning at the DRDO was marred by controversies resulting in the government turning down his extension. He was even awarded a jail sentence for contempt of court.
Dr Saraswat was the key scientist in the development of the Prithvi missile and its induction in the Indian armed forces.
A PhD in Combustion Engineering, Dr Saraswat started his career in DRDO in 1972 at Hyderabad-based Defence Research and Development Laboratory (DRDL), he was responsible for the development of the country’s first Liquid Propulsion Engine, DEVIL. As Project Director of Prithvi, he steered the design, development, production and induction of the first indigenous Surface-to-Surface missile system into the armed forces. He is regarded as one of the key scientists in the team of former President of India, Dr APJ Abdul Kalam, who is said to have had a deep influence on Dr Saraswat.
He was conferred the Padma Shri in 1998. He was also conferred the Padma Bhusan by the Government of India in 2013.
However, his career was not without controversies. In 2012, Dr Saraswat took a stand contradictory to the then Army Chief, General VK Singh, who had labelled Tatra trucks as substandard. Talking about Tatra trucks at a press conference, Dr Saraswat had said, “Tatra truck is an outstanding truck…They have a very good cross country capability and can move at good speeds.”
Earlier in 2010 too, he had torn into the armed forces for failing to overcome their ‘temptation’ to induct latest imported weapon systems. Speaking at the National Technology Day in May where the then Air Chief Marshal PV Naik, Admiral Nirmal Verma and Gen VK Singh were also present, Dr Saraswat had said, “Services also must understand that while the temptation may be overwhelming to field proven, state-of-the-art imported systems, they too have a role to play in the country’s economic and industrial growth. No foreign system can be customised to completely address our long-term requirements.”
Interestingly, as of now, both Gen Singh and Dr Saraswat have become part of the Narendra Modi government. While the former chief of DRDO has become full-time member of NITI Aayog, the former Army Chief is the Minister of State of External Affairs and Minister of State (independent charge) for North East Region, in the Modi government.
In a September 2012 report, the New Indian Express had said, “…a nightmare was revealed recently when Defence Minister AK Antony ordered the Comptroller General of Defence Audit (CGDA) to do a secret audit of India’s equivalent of the futuristic workshop of James Bond’s ‘Q’ — the Defence Research and Development Organisation that goes by the handle DRDO.”
Quoting the CGDA, the newspaper had said, “DRDO has been developing equipment which is either sub-standard or have extended deadlines and additional budgets. Many of the projects have been sanctioned without the requisite government approval. Only 10% of projects have come to the Ministry for clearance. Corruption and nepotism exists in the upper echelons and there is an exodus of qualified scientists.”
“The CGDA has questioned why he (Dr Saraswat) granted Rs2.88 crore to a mathematics institute to develop a futuristic radar when its scientists are not even remotely connected with research relating to the project. Incidentally, Dr Saraswat is the president of the institute’s governing body. The audit also stated that the institute lacked expert manpower and started recruitment only after getting DRDO funds that were released without due diligence. A Dehradun scientific lab was granted Rs14 crore to develop a communication link, while the institute headed by Dr Saraswat was also sanctioned Rs2.98 crore to develop the same technology — it doesn’t have even basic facilities like computers for individual researchers,” the report says.
Although DRDO denied all the observations of the CGDA report, it affected the career of Dr Saraswat.

Subject : Request to utilized scientific potential of Dr. A.K. Singh, DOP, DRDO HQ to Lab/Estt under Life Sciences Cluster
Hon’ble Sir,
Human Resource is an asset of an organisation and proper utilisation and deployment of its HR/Manpower is challenging job for an organisation especially on DRDO which holding very significant responsibility for the nation. In the past several years DRDO cannot meet its target well within time and seeking extensions in PDC again & again in several major projects of national significance. This drawback of DRDO has been noticed by Hon’ble Ex-PM Dr. Manmohan Singh, Ex- Defence Minister Shri A.K. Antony, CAG, CGDA, Parliamentary Standing Committee on Defence (15th Lok Sabha). This has been also noticed and criticised by you in DRDO Award Function on 20th August 2014 by saying “Chalta Hai wala attitude nahin chalega“.
Poor HR planning and deployment of scientists in various Lab/Estt of DRDO is major reason for not delivering the products and timely completion of project. Almost each and every lab/Estt all sundry work (Admin/Stores/Security/MTO/Library/works/ conservancy etc) are managed by qualified scientist and technical officials (more than 15% of total strength of DRDO) Simultaneously they are drawing all perks which is provided towards incentive in the name of scientific encouragement and also enjoying flexible complementary scheme on promotions which is also strictly for those who dedicatedly involve in scientific and technical assignments.
HR of DRDO comes under CCR&D (HR) which consisted of DOP, DHRD, RAC, CEPTAM, DESIDOC, ITM, MILIT, DIAT, DPI and RTI Cell. Presently Dr. G. Malakondiah, Distinguished Scientist is holding the charge of CCR&D (HR) and he was convicted by Madras High Court for imprisonment of three weeks in case of contempt of court this the highest example of ignorance of constitutions provision.
One such example of poor HR planning of DRDO is of Dr. A.K. Singh, Director, Directorate of Personnel, DRDO HQ, New Delhi. Dr. A.K.Singh, Scientist ‘G’ is great Nuclear Medicine scientist of India with five patents granted, fourteen patents filed, one copy right and more than fifty publications in international & national journals.Bio-Data of Dr. A.K. Singh is annexed.
As a matter of fact, despite having so many scientific contributions in area of Nuclear Medicines which is primarily used for treatment of cancer, brain tumours and complex diseases.
Dr. A.K. Singh was basically recruited for projects of DRDO in its New Delhi based unique laboratory working in Nuclear Medicine, Institute of Nuclear Medicine and Allied Sciences (INMAS). He worked in INMAS till the year 2004 but all of sudden he was transferred in DRDO HQ and assigned non-technical clerical assignments like Staff Officer to CCR&D.
Since the year 2004, the great Nuclear Medicine scientist is working non-scientific work like Director, CEPTAM, Director, DHRD and presently DOP. The work assigned to Dr. A.K. Singh is of administrative nature for which DRDO is having it’s another HR cadre known as administrative cadre and from this cadre manpower should be appointed in DOP.
Being a bonafide life science scientist, Dr. A.K. Singh, DOP not having any expertise in field of HR, therefore, he made several wrong decisions due to which DRDO faces lot of embarrassment and bad fame in media, it also affected various officials of DRDO who are facing several court cases in various courts all over India, even 15th October 2014 he received notice from CAT Delhi for his misadventure towards a senior scientist who belong to minority. This created lot of expenditure in term of fees to lawyers, TA/DA to attend court cases and cause of derailing scientific research tempo of DRDO.
Government of India is paying more than Rupees twenty lakhs to Dr. A.K. Singh, DOP for his non-productive and non-scientific work that can be carried out by any of the officer of Joint Director/Additional Director of DRDO from the admin cadre. DRDO wasting poor tax payers money.
Dr. A.K. Sigh is great Nuclear Medicine Scientist which is rare in DRDO. The discipline of Dr. A.K. Singh is from Life Sciences so proper utilization of his potential to posted him in Laboratory/ Establishment of DRDO under Life Sciences Cluster so he can contribute more in the national interest.
There are nine (09) Lab/Estt under Life Sciences Cluster of DRDO spread over all India. These are DEBEL, DIPAS, DIPR, INMAS, DRL, DIBER, DFRL, DIHAR & DRDE. Life sciences scientists are 120+ out of 7500 total DRDO scientist’s strength so proper utilization of these 9 labs can only possible when all life science scientists dedicatedly posted in Life Sciences Cluster of DRDO not in HR related Corporate Directorate. Dr A K Singh qualified life science scientist but he convert his field into technical services in the official records while as per his biodata he is fit for life sciences activities.
Sir you know the maxim “wrong shoe in right leg- “. Similar is the case of Dr. A.K. Singh who has been wrongly posted in HR assignments of DRDO while he is great Nuclear Medicine scientist with international fame scientific contributions in Nuclear Medicine. He is very much required in Lab/Estt of DRDO that are working in specialization of Dr. A.K. Singh like Defence Research Laboratory, Tezpur, Defence Research & Development Establishment, Gwalior, DEBEL, Bangalore and INMAS, New Delhi. Since Dr. A.K. Singh had already worked in INMAS, New Delhi for more than 16 years and his experience was bitter at INMAS thereby he was expelled from projects and scientific assignments at INMAS, New Delhi. Therefore the ,most suitable work places for getting output from his scientific knowledge and experience is DRL, Tezpur, DRDE, Gwalior and DEBEL, Bangalore.
Keeping in view of the facts stated above, to save public revenue and streamline HR of DRDO, it is very much required that scientists of the DRDO having educational qualification and experiences in life sciences should be posted in Lab/Estt under Life Sciences Cluster of DRDO.
Therefore I kindly and earnestly request you to start “operation clean- Swachta Abhiyan” in DRDO by transferring Dr. A.K. Singh, DOP from DRDO HQ to any of the Life Sciences Cluster Lab/Estt like DRL, Tezpur, DRDE, Gwalior or DEBEL, Bangalore so that poor & dirty HR of DRDO may be rich & clean.

Subject: DRDO Corruption – Modus Operandi example prevailing corruption in DRDO labs
Honorable Sir,
www.corruptionindrdo.com continues exposing the corruption/nepotism prevailing in DRDO since the last four years. DRDO’s honest officials send corruption inputs from all DRDO establishments and with help of RTI’s and from internet information, the corruption regularly passed to government and relevant agencies like CVC, IB, CBI etc.
DRDO has a great and noticeable procurement culture. Rice exporter supplying sophisticated missile/high end parts or tent suppliers supplying rare chemicals or mostly cases the computer AMC holder become expert high end laser to xyz supplier.
Almost a dozen corruption cases of Defence Materials & Stores Research & Development Establishment (DMSRDE), DRDO, Kanpur were submitted to CVC.
CVC as a routine practice forwarded these complaints to CVO, MOD and MOD forwarded to CVO, DRDO.
CVO, DRDO working under DG, DRDO, his ACR/APAR and career depends upon the hands of DG, DRDO. Secondly in DRDO the CVO assigned to Brigadier Ajay Gupta and it is observed that DG, DRDO used to pressurize his army channels through Lt. Gen who are posted in DRDO.
In DMSRDE corruption case DG, DRDO made a Fact Finding Committee consisting all yes men. Not a single person from outside like PCDA, CGDA, CAG was included. The result was that the fact finding committee gave a clean chit to Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur as Dr. A.K. Saxena submitted affidavit to court that “ Fact finding committee has been constituted by DG, DRDO which has also not found any truth in any complaints”
It is very heartening to know that if honest citizens contributing to Governments anti- corruption movement put all their strength, time, life at stake and some incompetent officials throw it in the dustbin. Besides, all complaints were submitted with all evidences.
Sir, once again without losing courage still submitting a complaint with evidence to CVC through your good office. Hope the matter will be taken seriously as everyone in this country remembers our “KARGIL WAR” and then General Malik uttered “casualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) “not come in the way”Jai hind!

Saxena, Director, DMSRDE, DRDO, Kanpur regarding corruption in procurement of 227 Kg Polydimethylsilane (PDMS) costing worth Rs. 1,86,35,780.00 during the period 01.01.2011 to 31.12.2013 through M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur (both firms same owner)
DMSRDE procured 227 Kg Polydimethylsilane (PDMS) costing worth Rs. 1,86,35,780.00 during the period 01.01.2011 to 31.12.2013. The whole supply of PDMS was made by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur. Both of the firms are owned by Mr. Manish Gupta & his family members. Copy of the details of procurement of PDMS in DMSRDE Kanpur supplied by M/s Manglam Traders, Kanpur and M/s Paawavni Specialty Chemicals, Kanpur is enclosed as Annexure-1.
PDMS is used as a precursor material for synthesis of Polycarbosilane and the whole amount of PDMS was procured under a project titled ST 12-DRM 552(IPHTA- Inorganic Polymers for High Temperatures Applications) for synthesis of Polycarbosilane from PDMS.
Vide Govt. of India, Min. of Defence letter No. DRDO/DBFA/FA/83226/M/01/2031/D(R&D) dated 10 July 2010 Sub: Delegation of Financial Powers to Secretary Department of Defence(R&D), Chief Controllers(R&D) & Heads of Defence R&D Lab/Estt., the maximum limit for sanctioning of purchases under Open, Global or Limited Tender basis is up to Rs. 50 Lakhs. Copy of the letter is enclosed as Annexure-2.
Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur planned the procurement cases in such a way that total cost of the Supply Order remain just below Rs. 50 Lakhs (the financial power of Director) and split the consolidated demands in small demands to keep the cost of Supply Order below Rs. 50 Lakhs.
Total numbers of eight demands were raised from various indenters in DMSRDE for procurement of PDMS. Five demands in limited tender basis and two repeat orders and one in open tender. But the best part is whole exercise by fooling all laid down procurement system in all cases then bagged by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur (both firms same owner), it clearly shows the manipulation level of DMSRDE officials.
7. Criminal Conspiracy, gross violation & subversion of Purchase Management 2006 for Corruption took place in procurement of 60 Kgs PDMS by Open Tender Reference Number DMSRDE/13552064 dated 13.06.2013. Details of the case have been mentioned in above Demand-8. Other details regarding conspiracy & Corruption in procurement are given below.
In tender reference No. DMSRDE/13552064 dated 13.06.2013 four vendors qualified in TPC/NC. These vendors were Manglam Traders, Kanpur, Paawavni Speciality Chemicals, Kanpur, Dhankar Enterprises, Kanpur and Polygon Solutions, Hyderabad. Out of these two firms Manglam Traders & Paawavni Specialty Chemicals, Kanpur is family firms of one man Mr. Manish Gupta.
The third firm Dhankar Enterprises bids for support for to the M/s Paawavni Speciality Chemicals because M/s Dhankar Enterprises was registered at DMSRDE, Kanpur in year 2013 with registration number DMSRDE_013/02C/35_10L in category Chemical & Instruments with capacity of 10 Lakhs. This firm Dhankar Enterprises, Kanpur is registered with UP Commercial Tax Department with TIN 09645200799 dated 14/05/1998. This vendor is not registered for commodity name Chemicals. Copy of the complete report of Dhankar Enterprises , Kanpur from Commercial Taxes Department, Uttar Pradesh is enclosed as Annexure-3
The fourth firm M/s Polygon Solutions, Hyderabad is registered with TIN 28849412432 dated 01/11/208 with commodity Computers Peripherals at Commercial Tax Department, Andhra Pradesh. The firms /vendors that are not registered under commodity CHEMICALS with Commercial Tax Department, then how do these vendors submit tenders under open tendering for specialized strategic chemicals rarely available in India.
All supply order placed to M/s Manglam Traders and its family firm M/s Paawavni Speciality Chemicals.
TPC/NC Minutes- External Rep was not present and Chairman TPC/NC was Scientist ‘F’ but as per Corrigendum year 2011 , the Chairman of TPC/NC should be Sc’G’/Director in cases above 50 lakhs
Polydimethylsilane is a rare chemical not manufactured in India, the cost of supplied item also attracts manipulation, M/s Mangalam Traders supplied Polydimethylsilane 197 Kg from 15 Dec 2011 to Dec 2013, rate varies from Rs 45000.00 to 80000.00.
It is requested to kindly check the import list of M/s Mangalam Traders because Polydimethylsilane is a rare chemical not manufactured in India, from where and what cost M/s Mangalam Traders managed the supplied Polydimethylsilane.
It is also requested that please check whether supplied chemical is as per required specification or not because once the supply of M/s Mangalam Traders was rejected on the basis of specification by indenter Sh.J. N. Srivatava (Demand No.: DMSRDE/13PPD010) and after that Dr A K Saxena made a committee and same supply was accepted.
By the facts stated above, it is amply crystal clear that prima facie material regarding Abuse of Authority by corrupt Dr. A. K. Saxena, Director DMSRDE exists.
In view of the above mentioned facts and evidences it is earnestly requested that an order for thorough investigation of all procurement done under patronage of Dr. Arvind Kumar Saxena after assuming charge as Director, DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.
Sh. Narendra Modi ji, Honorable Prime Minister when asked about Indo-Pak relations he said “Talks get lost in the noise of bomb blasts.” It was a simple and effective way to convey the message to our neighbor.
Since 1999, when DRDO credentials were on stake due to the exposure of its strength in KARGIL WAR, the then Genral Malik openly criticized the role of DRDO.
DRDO planned to create a thunderous noise to divert the attention of the government and common people of India by simply launching missiles. After smelling the effect, it started missile launching roughly at the interval of fortnights with different variant of missiles like Prithvi, I, II, III, Akash, Agni I, II, III, IV, V, IV Nag, Trishul and ………….
All the developed nations have demonstrated the ability to analyze the failures and incorporated the corrective measures and are able to sell and generate revenue out of their research.
DRDO, however justifies the failures and with thunderous noise tries to divert the attention of government and common people of India who in turn pay crores and crores rupees for the development of missiles.
No practical data showed on photographs of missile launching or hitting the target has been shown to the nation. DRDO always released the launching flight scene but never demonstrated the kill probability. Why the matter of fact as per sources that last month Sh. Avinash Chandra witnessed the target hitting of a 100 KW laser Aditya which was suppose to hit moving targets. It was not able to hit static target, in fact it missed it by meters. The case of 20 KW Coil laser is also an example that without delivering the required output project main 16.58 Cr. equipment was mysteriously burned in fire accident but surprisingly DRDO announced that the project was successful and a successful completion letter from under secretary, MOD, Mr. Deb was put in project file to fool the government and common men of India who are paying the money for their misadventure. And the best part of this is that he project leader Dr. R K Tyagi got scientist of the year award from DRDO.
In 1991 Gulf war, Americans demonstrated the capability of Patriot missile’s hitting and intercepting the Scud missile and the scene was witnessed across the globe.
Can SA to RM demonstrate the same capability to our new Prime Minister Sh. Modi Ji? It will help him plan the defence preparedness to secure the boundary.
DRDO by far has a hidden agenda of launching a missile in every fortnight just to divert the attention of the government and common people of India from the rampant corruption of DRDO misappropriation of funds, misinterpretation of rules, the common practices noticed by the CGDA in special audit of DRDO.
Since the KARGIL WAR, incompetency has flourished in DRDO and has created a void as a result. Those who were supposed to retire from active service have managed during UPA government two to even three extensions with promotions ignoring Honorable Supreme Court and violating DoPT guidelines.
They are involved with 1000 crores of programs (of course without any end result) the commission/omission does not permit them to lose the extra income and perks and they are blessed by the competent authorities.

Note : Matter is directly related to corruption and not exempted under Section 24 (1), as Dr V K Saraswat, Ex-DG, DRDO happened to be the president of AIMSCS Society governing body. Hence, without prejudice to the correctness of the decision relating to this Grant-in-Aid, it was against the canons of financial propriety for SA to RM to have sanctioned grants to a society headed by him. Release of advance payment to the society even for salary in respect of non-existent manpower blocks government funds and provides an opportunity to private society to earn interest income. With 64 Crores annual budget in 1980, when Dr. V S Arunachalam took over as Scientific Adviser, the budget allocation enhanced to 1100 crores with missions made to develop missiles under IGMDP program.
That was the beginning of infrastructure development and deteriorating of scientific research and development. By March every year i.e. the closer of financial year, everyone from Scientist ’B’ to SA to RM office were looking for procurement cases only and those who met the expenditure by any means were rewarded with scientist of the year award.
However the conscious financial officers use to raise objections, so special provisions were made and duly approved by ministry. SA to RM was given special powers to procure under single quotation more than Rs. 10 lakh where procurement committee could be bypassed. This decision was taken to facilitate the speedy development of technology for missiles.
The incumbent after Kalam, further modified the single tender purchase and the SA office granted permission for procurement of one lakh rupees only.
The cases were raised left and right on single tender procurements, where hefty sums were returned to indenter as kickback. This procedure became a culture of DRDO and when in 2006 DRDO Purchase Manual was introduce and policy was framed, Directors powers were raised to 50 Lakhs rupees with Hqrs. rep in crores and SA’s power raised up to 50 crores.
When previous Defence Minister Sh. A K Antony noticed the foul smell, he ordered CGDA for special audit of DRDO. CGDA found that DRDO Directors including Scientific Adviser misused the funds by splitting procurement orders within their limit of sanction power. They fooled the country in all possible ways. A well known fact is that 70% of DRDO requirements come from foreign countries; it means that DRDO is wasting precious foreign currency which is hard earned by the country.
DRDO procured, in last 10 years, thousands of crores of rupees equipments and these equipments are lying idle in various Lab premises and waiting for their departure to the scrap house.
With the passage of time DRDO has become a dumping ground of obsolete technology and a way to needlessly waste the poor tax payers’ money without any end result.
Honorable Prime Minister is requested to overhaul the DRDO structure totally and take strong actions to implement Accountability.

As you already very well aware that DRDO is in neck deep nepotism and corruption and we all welcome your latest decisions like suspension of Dr. Arun Kumar, not giving nod for further extension to Dr. V. K. Sarswat, order for special audit to CGDA, etc.
Sir, your commitment for honesty and stride for eradication of corruption and nepotism specially in defence sector, we salute your honest efforts and we are trying to contribute some authentic information related to nepotism and corruptions prevailing in DRDO from time to time to strengthen your mission.
In this series I would like to submit some documentary evidences of nepotism of Sh. R. C. Aggarwal, Director, DEAL, DRDO.
Sh. R. C. Aggarwal after taking charge as Director, DEAL put all scientists/staff of his community in important positions. You can verify with Departmental Part orders.
He supported Sh. R K Agarwal for his false claim of work in “Project NARAD”, which was the only real-time successful project and was appreciated by user (IPKF).
Sh. R K Agarwal claimed the aforementioned for his promotion to outstanding scientist and it was published in DRDO’s News Letter September 2012 page No -14 (Copy enclosed)
Departmental Part Order for manpower for Project NARAD reference are DO Part-I No.232/AD dated 18/11/1988 and DO Part-I No.238/AD, No.239/AD dated 24/11/1988. There was clear cut mention in the order that Sh. R K Agarwal was not part and parcel of Project NARAD.
The appreciation letter No 35795/Aks/per date 20th April 1990 by Major A K Singh, 57 Mtn Div. Signal Regiment to Sh Surendra Pal, Dy. Director, Project NARAD clearly reveals the names of DEAL’s scientists who participated and contributed their best in the real operation scenario. There is no name of Sh. R.K Agarwal in the appreciation letter.
The DRDO in their RTI reply No.DEAL/RTI/0003/2013 dated 08/04/2013 clearly mentioned that No such document/information is available, means there is nothing available which proves that Sh R K Agarwal was part and parcel of Project ‘NARAD’. It is clear evidence that Sh RC Aggarwal supported Sh R K Agarwal’s false claim for promotion to outstanding scientist because of the only reason of nepotism. (Copy enclosed)
Sh R.K.Agarwal already created an embarrassing situation for you due to his personal bias towards Schedule Cast when he deliberately cut the APAR numbers of a Technical Officer ‘C’. The victim has already represented this to Director, DEAL on 11th April 2013. But the best part is that DEAL management threatened and focused all their lethal weapons to fix him. And soon you will get this matter from SC/ST committee.
Sir, this nepotism and corruption is in the peak and this is also a right time for you to select a dynamic personality who can first tackle this neck deep nepotism and corruption of DRDO.
Sir, you are giving answering regarding exodus of DRDO scientists to our honorable parliamentarian since last 7-8 years and quoting that the senior scientists E, F, G are not quitting. But you are not aware that by seeing this honoring of incompetent scientists due to nepotism the junior scientists imagine their future and quit for better future.
Second major point is the senior scientists who were/are super seeded by these incompetent scientists are suffering from, blood pressure, heart problems and depressions. Ask health report of senior scientists.
Sir, can we expect any miracle research from these bunch of halfhearted and blood pressure, heart problems and depressions patients? Not at all.
Sir, you can find some scientist ‘G’ age of 38/40/42 etc. but they achieved this due nepotism if it is not true than how many get international recognition of their research work.
Once again it is requested to see this personally in the interest of DRDO as well as in the interest of nation.

CGDA secret audit blows the lid off several other projects
Nirbhay missile
Aeronautical Development Establishment (ADE BANGALORE): In December 2010, a project for ‘additional development flight trials of Nirbhay’ was sanctioned costing Rs 18.1 crore . This was overlapping with an ongoing project codenamed Nirbhay sanctioned in 2004 at a cost of Rs 48 Crore.
“Old projects PDC has not been extended nor has it been successfully closed. The sanction of Rs 18.1 crore as a new project was inappropriate,” the audit said.
In one of its observation on the same project, the audit said “The case also raises questions on the way project proposals are put up for sanction. How original proposal to develop NIRBHAY exclude its trial? No research and development project can be sanctioned without inclusion of trial of the developed products.” Arjun tank
Integrated Arjun tank program was sanctioned to CVRDE in November 2010 at a cost of Rs 69.90 crore. However, several small projects have been sanctioned under ‘buildup’. Audit reports reveal that it was done to avoid going through competent financial authority, which is contrary to financial regulations. NAG missile
DRDO sanctioned another project at a cost of Rs 28.35 crore while cabinet committee on security approved programme to develop NAG missile is still going on. UAV Aerostat project
It was sanctioned by DRDO at a cost of Rs 49.82 crore by reducing the cost proposed by the lab (Rs 70 crore) so as to bring it just under Rs 50 crore, which is its sanctioning power.

Facility for Electro-Optical System Testing (FACET) was sanctioned at a cost of Rs 35 crore by DG DRDO to create a facility, which is essentially required to meet the objectives of an already sanctioned project. The troika of integrated Guided Missile Development Plan (IGDMP) failed to fire after burning thousands of crore taxpayer’s money for almost 30 years. Akash which started in 1983 failed to meet requirements of army but after some hard bargaining Air force inducted it in its arsenal.
NAG, failed the 53rd test in August 2012. The project was started at an original cost of Rs 388.83 Crore in 1983, which was later revised to Rs 1,771.43 Crore. Indian army was forced to buy costly Javelin missile from USA in 2009 after DRDO failed to develop the project even after 29 years. After successive failures, Trishul was officially shelved in 2008. It is now reduced as a technology demonstrator by the DRDO. AGNI
The AGNI project was launched in 1983. The DRDO borrowed ISRO’s PSLV rocket to enhance firepower after it failed the initial tests before 1994. AGNI series of Missiles AGNI I and AGNI II with a range of 700 km and 2,500 km were inducted in the armed forces after successful tests. AGNI III with a range of 3,500 km is expected to be inducted in the army soon.
Parliamentary Standing Committee on Defence in its report in March 2012 observed that the maximum range of the missiles that have been handed over to the army is 25 km only. Government in its reply to the committee had stated that the Indian army is currently in the process of procurement of advanced long range missile system and upgradation of certain existing weapon platform. The LCA project, launched in 1983,is still waiting for final flight. The DRDO failed to develop promised indigenous engine even after spending over Rs 17,000 crore. It is expected to achieve the lasted deadline by December 2013.
Consider the three biggest projects: developing a Main Battle Tank (MBT), a nuclear-powered submarine, and an advanced Light Combat Aircraft (LCA). The MBT project was launched in 1974. But the tank has failed to meet service-requirement tests. It is reportedly too heavy and undependable to be used in combat. The Indian Army prefers Russian tanks and says it will use MBTs for training, not operations. The nuclear submarine project, launched 31 years ago, is not yet finished despite an estimated Rs 3,000 crore spent on it. The reactor is apparently ready, but not tested with the vessel’s hull. The CAG in its annual report 2010-11 noted that government had already spent Rs 1,892 crore on Kaveri Engine development programme launched in 1986 to power the Light Combat Aircraft, Tejas. In 2005, the GTRE had indicated that it would not be able to develop the Kaveri engine on its own. Defence Minister AK Antony has told Parliament that the DRDO still has no time-frame to fully develop its Kaveri engine. He also said that the engine will be used in UAVs and marine applications.
