DRDO labs to be overhauled, expert committee set to review charter for futuristic battles

To be led by Prof P Ramagopal Rao, Director IIT Delhi, the select panel will delve deep into the nature of work being carried out by each lab under the organisation and will present a report to redefine the charter of work being carried out and minimize technology overlaps.

NEW DELHI: The Defence Research and Defence Organisation (DRDO) is going for a deep overhaul of its laboratories and has set up an expert panel to review their charter of duties to prepare the armed forces for futuristic battlefields.

To be led by Prof P Ramagopal Rao, Director IIT Delhi, the select panel will delve deep into the nature of work being carried out by each lab under the organisation and will present a report to redefine the charter of work being carried out and minimize technology overlaps.

Interestingly, the panel also includes representation from the armed forces, with Deputy Chief of Air Staff Air Marshal Sandeep Singh as a member. Others include ISRO Director S Somnath and two representatives from within the DRDO.
The committee is to present a roadmap within 45 days with the specific directive to “redefine the charter of duties of labs on the current and futuristic battlefield scenario; minimise the overlay of technologies amongst the labs.”

The study could pave the way for a reorganisation of the organisation that has a network of 52 labs across the country engaged in a variety of projects – from nuclear missiles to development of fighters and UAVs, food products for soldiers, data analytics and laser technology.

The last major overhaul of the organisation took place after the Rama Rao Committee report of 2008 that had suggested that DRDO be reorganised into clusters of labs based on the role they were tasked with. Seven clusters were set up like missiles, armaments, aeronautical systems and life sciences.

The Rama Rao Committee had recommended the setting up of a Defence Technology Commission, a younger age profile for scientists, more involvement of the organization in defence procurements, more foreign collaborations, a dedicated research board, restructuring of labs and a commercial arm of the research body.
It had also recommended that DRDO concentrate efforts in 8-10 critical areas suiting its existing resources and that 11 labs related to life sciences be transferred out of DRDO to other departments.

Christopher visit to DMSRDE for sweeping the Saxena’s corruption dirt or covering the dirt?

DRDO very well know about the neck deep corruption dump of dirt. Dr A K Saxena is still safe because he involved lot of scientists and official of DRDO & CDA in his corruption game. Although some scientists involved in dirty game because of DRDO promotion policy, some were wrap unknowingly only for signature requirement.

So to explain his corruption practice in detail is not so important but the helplessness of DRDO top authorities is more important. Now days in the Modi era the top DRDO official are not enjoying cream like their predecessor enjoyed free unaccounted budget.

Christopher work is to sweep or cover their corruption cases, although some wiser ones are leaving DRDO before catch.  But in one case last date before leaving DRDO great scientist cleared 35 crs file, it seems same was the pension perks. There is no time to spent even sanctioned budget. Most of labs are in no project state they are passing their time in buildup and maintenance. Directors of lab are surviving on construction and todu aur phir banao mode. Since last three years DRDO not having any achievement in which they ask PM to come and see.

It is high time to reorganize DRDO labs as Lieutenant General DB Shekatkar (Retired) in his report “Shut down Laboratories and Overhaul the DRDO, Expert Committee Tells Defence Ministry”

The DMSRDE is fit case for that to attach this lab to CSIR and definitely then KANPUR lab will contribute their best to nation and help Modi ji for his make in India mission.

The DRDO Vigilance always headed by top chamchas because they never apply their mind only look for node from earlier SA office now they have plenty bosses. Ones Christopher tried to put honest man AVM Reddy but then DOP and others paralyzed him and he quit the DRDO.

So corruption’s roots are very deep in DRDO, MODI & YOGI also cannot uproot corruption of DRDO.

Parrikar to separate roles of DRDO chief and scientific advisor

Defence minister Manohar Parrikar has decided to bifurcate the job of secretary (Defence Research and Development Organisation) and scientific advisor (SA) to the minister with the latter now expected to oversee research and development and push the DRDO to a world class level for military technologies.ht parrikarFormer DRDO secretary Chander, who 11th SA to the Raksha Mantri, demitted office on January 31, 2015. South Block sources said while Parrikar has short-listed a panel of around eight young defence scientists for the DRDO job, he plans to bring in an advisor who will be tasked to advise him on the technological and hardware requirements of the armed forces as well as to help enhance technologies for the DRDO laboratories.

“How can SA to RM and DRDO chief be the same person? The job of the former was to keep an eye on the latter working. This is perhaps why the DRDO has lagged behind in developing world class defence technologies and all its major programmes are behind schedule,” said a senior official.

While Parrikar is currently informally advised by retired military officials on requirements of the armed forces, the 12th SA is expected to review the working of the DRDO and fix accountability and time-lines on development of critical technologies. The next DRDO chief will be one of the defence ministry secretaries with three other secretaries as his colleagues.

With PM Narendra Modi’s Make in India centred around defence technologies, future focus will be on DRDO labs developing exportable technologies for hardware production by defence public sector undertaking and Indian companies in joint venture with global defence contractors.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Conference on Microscopy in Materials Science and Biomimetic Technology Feb 26-28 , 2015 at DMSRDE, Kanpur. It is observed that DRDO Hqrs is funded various lab to organised conferences and seminars for encourage and update the scientists of DRDO on relevant subjects. But unfortunately this good scheme was now using to get kickbacks from vendors and suppliers in the name of souvenirs, sponsor lunch, Diner etc. These so call seminar or conference organiser societies are mostly headed by DRDO lab directors. Secondly these activities are organised in DRDO labs premises and it is always golden time for antinational elements to explore the DRDO labs and its activities easily. There is no practice to screening the visitor of conference or seminar, the complete machinery whole heartedly involve with delegates instant registration and minting money as per Directors desire. No mechanism to check private parties delegate papers. It is also observed in various cases that for every conference or seminar director deputed his faithful person to open an account and authorised to use funds which they received from DRDO and as well as from vendors and sponsors.

  1. The total fund sanctioned by DRDO HQ to DMSRDE, Kanpur for organising the  on ADVANCED POLYMERS, FIBERS AND FABRICS (APF – 2011) December 26-28, 2011.
  2. The fund sanctioned by DRDO HQ to DMSRDE, Kanpur for organising the conference on Microscopy in Materials Science and Biomimetic Technology Feb 26-28 , 2015 at DMSRDE, Kanpur.
  3. Academy of Microscope Science & Technology(AMST) is funded by DRDO.(Yes/No)
  4. If yes in para (3) then the total amount given to AMST by DMSRDE/DRDO till date

Examples are the contractual appointments of few of his pals ex TO’s, ex account officers, ex JCDA man are among them and some of them are continuing their contract since 2005, they are basically masters in manipulation of funds,   during missile launchings up to certain extent they accumulated unaccountable money.

Avinash Chander further given appointment of her husband Cmdr SK Patel as scientist ‘G’ creating tailor made advertisement and afterwards made him Director QRS, GOD is great but Sh Avinash Chander is also great for incompetents.

Like his predecessor he also did not accepted a technical officer or junior scientists being appreciated by user, Sh B B Sarkar of DIPAS like unsung hero succumbed to injury after doing so many good works particularly in Siachen but more ever his work was never ever recognize by DRDO but in dynasty of Sh Avinash Chander he was harassed. Further Sh Avinash Chander will ensure that Agni- V is successful contribution by test fire before 30th November 2014 ?

Honorable Defence Minister is requested to formulate a method, so that incompetency, lethargies, nepotism and most important misuse power for corruption can be checked and only easy way is allowed RTI. Now in DRDO everywhere procurement drive is going on to just finish the budget amount before 31st March in any means, they replacing the intact flooring if young scientist opposing they are harass by so called works managers, fast manner tenders are floating for high rise buildings and best part is that DRDO only utilizing 30-40% of existing infrastructure only, Sir please check this.

Rest GOD is great if DRDO ke ache din 30th November 2014 se ane wale hai.

” The best talent is going to multinational and not joining DRDO because of certain reasons. DRDO is going only left over. Please furnish data for last 3 years on talented people joining from esteemed institute . (CC R&D HR)”

Ravind is as bad as projected here.

He had no vision but he ran out of time to realise it.

He was having no clarity to drive program and make things moving

He was a task master and made everyone to work for his PPTs and visit arrangements only.

It’s fortunate for LRDE that he didn’t get his extension.

His bad quality is that he didn’t take every one with him. The position and power ruined him.

He neglected demotivated working class with his tongue

He started interacting only with LMC and his chela’s .

He treated everyone as untouchables.

If he had come down to lab alone and interacted with ground level

LRDE today may in better position.

He created bad name to LRDE with his egoism.

Spoiled relationship with CDA, DGs and posted out

All those who spoke against him to DG office or sidelined from active projects.

Sincere request to him that after his retirement he should not try to occupy some DRDO chair or

Consultant position at BEL or some company or NTRO consultancy.

He passed his productive professional innings long back

He can’t contribute further he should understand and live his retirement life quietly

He can’t bring harmony in work place where ever he goes.

He is just power hungry and egoistic. He can’t become a good leader who can take everybody with him and can listen wisely.

Request to all those agencies / organisations think thrice before appointing him for post retired roles. Keep all the comments in mind and give a chance to Ravind.

  1. www.corruptionindrdo.com continues exposing the corruption/nepotism prevailing in DRDO since the last four years. DRDO’s honest officials send corruption inputs from all DRDO establishments and with help of RTI’s and from internet information, the corruption regularly passed to government and relevant agencies like CVC, IB, CBI etc.
  1. DRDO has a great and noticeable procurement culture. Rice exporter supplying sophisticated missile/high end parts or tent suppliers supplying rare chemicals or mostly cases the computer AMC holder become expert high end laser to xyz supplier.
  1. Almost a dozen corruption cases of Defence Materials & Stores Research & Development Establishment (DMSRDE), DRDO, Kanpur were submitted to CVC.
  1. CVC as a routine practice forwarded these complaints to CVO, MOD and MOD forwarded to CVO, DRDO.
  1. CVO, DRDO working under DG, DRDO, his ACR/APAR and career depends upon the hands of DG, DRDO. Secondly in DRDO the CVO assigned to Brigadier Ajay Gupta and it is observed that DG, DRDO used to pressurize his army channels through Lt. Gen who are posted in DRDO.
  1. In DMSRDE corruption case DG, DRDO made a Fact Finding Committee consisting all yes men. Not a single person from outside like PCDA, CGDA, CAG was included. The result was that the fact finding committee gave a clean chit to Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur as Dr. A.K. Saxena submitted affidavit to court that “ Fact finding committee has been constituted by DG, DRDO which has also not found any truth in any complaints”
  1. It is very heartening to know that if honest citizens contributing to Governments anti- corruption movement put all their strength, time, life at stake and some incompetent officials throw it in the dustbin. Besides, all complaints were submitted with all evidences.

Sir, once again without losing courage still submitting a complaint with evidence to CVC through your good office. Hope the matter will be taken seriously as everyone in this country remembers our “KARGIL WAR” and then General Malik uttered “casualties in the conflict could have been reduced had the Defence Research & Development Organisation (DRDO) “not come in the way”Jai hind!

  1. DMSRDE procured 227 Kg Polydimethylsilane (PDMS) costing worth Rs. 1,86,35,780.00 during the period 01.01.2011 to 31.12.2013. The whole supply of PDMS was made by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur. Both of the firms are owned by Mr. Manish Gupta & his family members. Copy of the details of procurement of PDMS in DMSRDE Kanpur supplied by M/s Manglam Traders, Kanpur and M/s Paawavni Specialty Chemicals, Kanpur is enclosed as Annexure-1.
  1. PDMS is used as a precursor material for synthesis of Polycarbosilane and the whole amount of PDMS was procured under a project titled ST 12-DRM 552(IPHTA- Inorganic Polymers for High Temperatures Applications) for synthesis of Polycarbosilane from PDMS.
  1. Vide Govt. of India, Min. of Defence letter No. DRDO/DBFA/FA/83226/M/01/2031/D(R&D) dated 10 July 2010 Sub: Delegation of Financial Powers to Secretary Department of Defence(R&D), Chief Controllers(R&D) & Heads of Defence R&D Lab/Estt., the maximum limit for sanctioning of purchases under Open, Global or Limited Tender basis is up to Rs. 50 Lakhs. Copy of the letter is enclosed as Annexure-2.
  1. Dr. A.K. Saxena, Director, DMSRDE, DRDO, Kanpur planned the procurement cases in such a way that total cost of the Supply Order remain just below Rs. 50 Lakhs (the financial power of Director) and split the consolidated demands in small demands to keep the cost of Supply Order below Rs. 50 Lakhs.
  1. Total numbers of eight demands were raised from various indenters in DMSRDE for procurement of PDMS. Five demands in limited tender basis and two repeat orders and one in open tender. But the best part is whole exercise by fooling all laid down procurement system in all cases then  bagged by M/s Manglam Traders, Kanpur and M/s Paawavni Speciality Chemicals, Kanpur (both firms same owner), it clearly shows the manipulation level of  DMSRDE officials.pdms demand1 pdms demand2 pdms demand3

7.     Criminal Conspiracy, gross violation & subversion of Purchase Management 2006 for Corruption took place in procurement of 60 Kgs PDMS by Open Tender Reference   Number DMSRDE/13552064 dated 13.06.2013. Details of the case have been mentioned in above Demand-8. Other details regarding conspiracy & Corruption in procurement are given below.

  • In tender reference No. DMSRDE/13552064 dated 13.06.2013 four vendors qualified in TPC/NC. These vendors were Manglam Traders, Kanpur, Paawavni Speciality Chemicals, Kanpur, Dhankar Enterprises, Kanpur and Polygon Solutions, Hyderabad. Out of these two firms Manglam Traders & Paawavni Specialty Chemicals, Kanpur is family firms of one man Mr. Manish Gupta.
  • The third firm Dhankar Enterprises bids for support for to the M/s Paawavni Speciality Chemicals   because M/s Dhankar Enterprises was registered at DMSRDE, Kanpur in year 2013   with registration number DMSRDE_013/02C/35_10L in category Chemical & Instruments with capacity of 10 Lakhs. This firm Dhankar Enterprises, Kanpur is registered with UP Commercial Tax Department with TIN 09645200799 dated 14/05/1998. This vendor is not registered for commodity name Chemicals. Copy of the complete report of Dhankar Enterprises , Kanpur from Commercial Taxes Department, Uttar Pradesh is enclosed as Annexure-3
  • The fourth firm M/s Polygon Solutions, Hyderabad is registered with TIN 28849412432 dated 01/11/208 with commodity Computers Peripherals at Commercial Tax Department, Andhra Pradesh. Copy of the complete report of M/s Polygon Solutions, Hyderbad from Commercial Tax Department, Andhra Pradesh is enclosed as Annexure-4
  • The firms /vendors that are not registered under commodity CHEMICALS with Commercial Tax Department, then how do these vendors submit tenders under open tendering for specialized strategic chemicals rarely available in India.
  • All supply order placed to M/s Manglam Traders and its family firm M/s Paawavni Speciality Chemicals.
  • TPC/NC Minutes- External Rep was not present and Chairman TPC/NC was Scientist ‘F’ but as per Corrigendum year 2011 , the Chairman of TPC/NC should be Sc’G’/Director in cases above 50 lakhs
  • Polydimethylsilane is a rare chemical  not manufactured in India, the cost of supplied item also attracts manipulation, M/s Mangalam Traders supplied Polydimethylsilane 197 Kg  from 15 Dec 2011 to Dec 2013, rate varies from  Rs 45000.00 to 80000.00.
  • It is requested to kindly check the import list of M/s Mangalam Traders because Polydimethylsilane is a rare chemical not manufactured in India, from where and what cost M/s Mangalam Traders managed the supplied Polydimethylsilane.
  • It is also requested that please check whether supplied chemical is as per required specification or not because once the supply of   M/s Mangalam Traders was rejected on the basis of specification by indenter Sh.J. N. Srivatava (Demand No.: DMSRDE/13PPD010) and after that Dr A K Saxena made a committee and same supply was accepted.
  • By the facts stated above, it is amply crystal clear that prima facie material regarding Abuse of Authority by corrupt Dr. A. K. Saxena, Director DMSRDE exists.
  • In view of the above mentioned facts and evidences it is earnestly requested that an order for thorough investigation of all procurement done under patronage of  Dr. Arvind Kumar  Saxena after assuming charge as Director, DMSRDE, DRDO, Kanpur to stop further corruption and wastage of poor tax payers money.

Hunger strike by DRDO staff

Around 1,300 technical officers across DRDO labs in the country will go on mass casual and relay hunger strike on January 9 and 10 in protest against the withdrawal of grade pay of Rs. 4,800, which they claim resulted in downgrading of their positions.

As a result of the downgrading, technical officers of some of the labs were losing each month financially amounts varying from Rs.1,000 to Rs.5,000, according to G. Vidyanand Reddy, president, DRDO Technical Officers Association.

Describing the administration’s action as one-sided and undemocratic, the association said if not opposed, it would affect the democratic functioning of DRDO and fail the system.
