भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय में व्याप्त भ्रष्टाचार

  भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन          (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, दिल्ली में जुलाई 2019 में अनुबंध के आधार पर डाटा एंट्री ऑपरेटर और एमटीएस की भर्ती की गयी ! जिसमे काफी संख्या में आवेदन आए जिन्हे साक्षात्कार के लिए 29 जुलाई और 30 जुलाई 2019 को बुलाया गया ! रूम नंबर 301 ( श्रीमति सुनीता वढेरा ) में साक्षात्कार हुए ! जिसमे काफी संख्या में आवेदको ने भाग लिया ! इस भर्ती में जो भी आवेदक साक्षात्कार के लिए आए उन्हे बाद में कोई सूचना नहीं दी गयी और ना ही उन्हे कोई कारण बताया गया की उनका चयन क्यों नहीं हुआ !

अजय कुमार, पूर्व डाटा एंट्री ऑपरेटर, भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, अनुभव 16 वर्ष,( आर ए सी – 1998-2001, 2003- 2016) मैंने पूर्व निदेशक श्री आइ सी शर्मा, पूर्व निदेशक श्री प्रसाद सर , पूर्व निदेशक जेठी सर , पूर्व निदेशक डॉ अरुण कुमार, पूर्व निदेशक श्री रिशभ  कुमार जैन और पूर्व निदेशक श्री सुधीर गुप्ता इन सबके साथ भी काम किया है ! 30 जुलाई 2019 को 12.10PM रूम नंबर 301 में साक्षात्कार दिया ! लेकिन नौकरी के लिए नहीं बुलाया गया ! जब उसका कारण पूछा तो सुनीता वढेरा मैडम, रूम नंबर 301 मे मुझे बताया गया की आपका आवेदन स्वीकार कर लिया गया था लेकिन अशोक कुमार शर्मा, साइंटिस्ट ‘ई’ , रूम नंबर 414 ने आपका आवेदन अस्वीकार कर दिया लेकिन कारण कोई नहीं बताया गया ! ये सिर्फ मेरे ही नहीं और जो कैंडिडैट साक्षात्कार के लिए आए थे उनके साथ भी धोखा है !

लेकिन बाद में पता चला की ( अशोक कुमार शर्मा और वर्तमान निदेशक सुशील वर्मा ) द्वारा इस भर्ती में इन लोगो ने अपने जान पहचान वाले और अपने रिश्तेदारों का चयन किया है इसलिए इन्होने मेरा चयन नहीं किया ! इसमे इन्होने 3 कैंडिडैट निदेशक सुशील वर्मा के जान पहचान के है ! दो कैंडिडैट जो की गर्ल्स है वो अशोक कुमार शर्मा की बेटी की सहेली है जो रूम नंबर 412 मे बैठती है ! एक कैंडिडैट संचिन सिंह साइंटिस्ट की जान पहचान का है और भी कई कैंडिडैट जिनका चयन इन्होने किया है इसी कार्यालय में कार्यरत ऑफिसर और स्टाफ ( स्टोर ऑफिसर ) के रिस्तेदार और जान पहचान वाले है जिनके जान पहचान नहीं थी उन्हे नहीं लिया गया !

इस भर्ती की सबसे खास बात ये है की जिस ठेकेदार को ठेका दिया गया है उसके किसी भी कैंडिडैट का चयन शायद ही किया गया हो ! इन्होने अपने रिस्तेदारों और जान पहचान वालों को भर्ती करने के लिए ही ये कांट्रैक्ट लिया था ! जितने भी कैंडिडैट साक्षात्कार के लिए आए थे ठेकेदार को उनके बारे मे पता ही नहीं था क्यूंकी साक्षात्कार के समय सिर्फ आर ए सी स्टाफ ही था ठेकेदार वहाँ पर मौजूद है नहीं थे ! इसकी भी जांच होनी चाहिए की ठेकेदार ने कितने कैंडिडैट भेजे थे और कितनों का चयन हुआ है !

इस भ्रष्टाचार में इस कार्यालय के कई ऑफिसर और कर्मचारी संलिप्त है जिसके जांच होनी चाहिए !
  1. 16 वर्षो तक आर ए सी में डाटा एंट्री ऑपरेटर का कार्य करने के बाद 31 जनवरी 2016 में जब हमारा कांट्रैक्ट समाप्त किया गिया तब के तत्कालीन निदेशक (डाइरेक्टर) सुधीर गुप्ता द्वारा बताया गया की अब हमारा सारा कार्य ऑनलाइन होता है इसलिए अब हमे डाटा एंट्री ऑपरेटर की जरूरत नहीं है !
  2. 3 वर्ष के बाद ऐसा क्या हुआ की वहाँ पर 05 डाटा एंट्री ऑपरेटर की जरूरत आन पड़ी ! जब की हम तो सिर्फ दो डाटा एंट्री ऑपरेटर ही पिछले काफी वर्षो से कार्यरत थे जब हमारी ही जरूरत नहीं थी तो इतने डाटा एंट्री ऑपरेटर की क्या जरूरत आन पड़ी ! सब कार्यालय ऑनलाइन कार्य कर रहे है तो क्या आर ए सी अब ऑफलाइन कार्य कर रही है ! ये तो प्रधानमंत्री श्री नरेंद्र मोदी जी की डिजिटल इंडिया मूवमेंट को बर्बाद करने पे तुले है क्या ऐसे ही इंडिया डिजिटल होगा !
  3. इस कार्यालय में चपरासी, एमटीएस काफी मात्रा में है लेकिन ऐसी क्या जरूरत पड़ी की इनको 07 एमटीएस अनुबंध आधार पर लेने पड़े ! ऐसा कितना कार्य होने लगा अचानक इस कार्यालय में ये भी जांच का विषय है !
  4. मुझे एसएमएस और फोन कॉल करके आर ए सी में साक्षात्कार के लिए बुलाया गया लेकिन अशोक कुमार शर्मा के मना करने पर मेरा चयन नहीं किया गया क्यों ?
  5. अशोक कुमार शर्मा जो पहले इनमास में कार्यरत थे वहाँ भी इन्होने ऐसा ही कार्य किया होगा इनकी पिछले कार्यालय की भी जांच होनी चाहिए ! क्योंकि कुछ कैंडिडैट इनमास के है तथा कुछ एसएसपीएल (SSPL) के जो इनकी जान पहचान के है ये भी पता लगाया जाना चाहिए की इन दोनों ऑफिस में ये कैंडिडैट किसके कहने पर वहाँ से आर ए सी में बुलाये गए है !
  6. जितने भी डाटा एंट्री ऑपरेटर और एमटीएस का चयन हुआ है उन सबकी भी जांच होनी चाहिए की क्या इनमे से कुछ कंडीडटेस अशोक कुमार शर्मा के साथ दूसरे कार्यालयो में भी कार्य कर चुके है !
  7. उन सबके अनुभव और उनकी शिक्षा का स्तर की भी जांच होनी चाहिए !
  8. ठेकेदार ने कितने कंडीडटेस भेजे थे और कितने ऑफिस स्टाफ के है इसकी भी जांच होनी चाहिए !
  9. ठेकेदार की भी जांच होनी चाहिए क्योंकि इस ठेकेदार को ठेका किस आधार पर दिया गया है और कितने ठेकेदारो ने यहाँ पर ठेके के लिए आवेदन दिया था ! ये ठेकेदार अशोक कुमार शर्मा या स्टोर इंचार्जे इन दोनों मे से किसकी जान पहचान का है !

अतः आपसे अनुरोध है की इस कार्यालय में व्यापक पैमाने पर हो रहे भ्रष्टाचार की जांच की जाए ! जब तक ऐसे ऑफिसर और कर्मचारी होंगे तब तक माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी का भ्रष्टाचार के खिलाफ चलाया अभियान सफल नहीं हो सकता !

DRDO chief not appointed even after three months

‘Selecting a new DRDO chief has become like walking on a landmine’.

The post of the chief of Defence Research & Development Organisation (DRDO) has been vacant for nearly three months now, courtesy the apparent pressure tactics being employed by various quarters—both from inside the government and outside it. A few posts had fallen vacant in the last week of May after the incumbent DRDO chief Selvin Christopher retired following a three-year long tenure which included a year long extension. The post of SA to RM (Scientific Advisor to Raksha Mantri), which was held by G. Satheesh Reddy for three years, including a year-long extension till 4 June 2018, is vacant too. DRDO chairman is also the Secretary of Defence, Research and Development.

Since the retirement of Christopher, Sanjay Mitra, a 1982 batch IAS of West Bengal cadre, is the Defence Secretary, and he is also holding the additional charge of the post of Secretary, Department of Defence Research & Development and Chairman, DRDO for a period of three months, beginning 29 May.

Official sources said that this was for the first time that the DRDO was staying headless for this long. They attributed this situation to various stakeholders who are involved in the functioning of the organisation. The DRDO has an annual budget of Rs 20,000 crore; it spends the same on the upkeep of over 50 laboratories across India.

“The post of the DRDO chief is a very coveted one and apart from merit, other factors like political interference, regional interference, import lobby and foreign vendors play a crucial role in the whole exercise. The government is not giving a very good message by displaying indecisiveness. Ideally, the next chief should have been identified and notified even before the term of the incumbent ended,” a former top official who worked with the organisation for more than three decades, said.

According to officials, selecting a new DRDO chief had become like walking on a landmine in recent times. “So many names are floating in the media; many of them are being planted by their adversaries, many by the claimants themselves. There is not a single name whose candidature will not generate controversy unlike at the time of appointment of Abdul Kalam or V.K. Aatre or V.S. Arunachalam, all of whom were well-known scientists. Earlier, the DRDO was headed by scientists who were really reputed, but now the situation has changed,” a scientist, posted with one of the DRDO laboratories, said.

Sources said that the government had come close to appointing a new chief when Selvin Christopher’s term was about to end, but at the very last moment, there was a “negative intelligence report” on the one who had been shortlisted and the whole process was abandoned.

“Prime Minister Narendra Modi had repeatedly expressed his concerns and apprehensions about the working of the DRDO. However, these concerns cannot be taken care of if the DRDO chief is appointed not because of merit, but due to his proximity to a particular minister or to a region,” the official said. In a not-so-covert hint that the organisation could be externally influenced, V.K. Aatre, who succeeded Kalam as DRDO chief, had once said that there were three non-state actors that influenced the working of DRDO: foreign vendors, mass media and the import lobby.

“If one traces back the history of the DRDO, one would come across names like Dr V.S. Arunachalam who had absolute freedom to walk into the office of successive PMs. He was close to Indira Gandhi and was able to secure a lot of money and autonomy for the organisation. Before him, we had people like Dr Daulat Singh Kothari, Professor S. Bhagavantam, Dr B.D. Nagchaudhuri, Prof M.G.K. Menon and Dr Raja Ramanna, who were scientists of international repute and were known for their work across the globe. Now it is not the same,” a senior official of the organisation said.

According to officials, the 2015 bifurcation of the post of the DRDO Chairman, Secretary of Defence, R&D and the SA to RM, which were earlier headed by the same individual, had led to two competing power centers within the organisation.

“This should not have been done as this has affected the value of the chair of the DRDO chief. Do you expect the SA to RM to give importance to the DRDO chief? Now every proposal that is brought by the DRDO is vetted by the SA to RM. There was a lot of friction between Selvin and Reddy because both of them thought they were more senior to the other,” an official of the organisation explained.

Former officials recalled how someone like Kalam, decorated with the , led the DRDO in the past. “He was the brain behind Pokhran-II; he was someone who stood shoulder to shoulder with the late Atal Bihari Vajpayee, a stalwart Prime Minister. We are missing a man like him. He needed no recommendation or political approach to become the chief of DRDO. People like Kalam had assumed a huge stature much before they had joined the DRDO,” an officer recalled.

Dr.Shashi Bala Singh’s forgot DIPAS directorship and turned into lady detective after tussle with Dr.Gausal Azam Khan, Sc ‘D’ NRI quota. She is so egoist lady that she can not ready to digest any scientists reorganization especially those scientists   who are not ready to salute her in each and every occasion.

First she illegally approached conference organizer in Japan without taking DRDO Hqrs and Ministry of External affairs in confidence. The way she written e-mail to conference organizer like ask them where Dr.Gausal Azam Khan stayed, how many days he was in Japan, only thing she doesn’t ask that what he had eaten in Lunch/Dinner or where he prayed his Namaz.

She managed to serve charge sheet to Dr.Gausal Azam Khan with help of his great brother who is also a big manipulator. Now she is not leaving any stone unturned to catch Dr. Gausal Azam Khan, like searching his all procurements, bills,  movements, entry data in security, CCTV footage and finally creating false evidences by using two security guards with help of Security Officer Col  Rajiv Malhotra. Col Rajiv Malhotra and poor security guards may be not aware that Dr.Gausal Azam Khan already reported matter to Timarpur Police Thana and today is date in Tis Hazari court. Dr S. Majumadar, Sc ‘G’ was trapped by DIPAS coterie only because their boss was afraid that Dr S. Majumadar, Sc ‘G’ may support Dr.Gausal Azam Khan. Dr.Shashi Bala Singh created history by transfer Dr Majumadar to DRDE so hurriedly, inquiry started 11: 00 Hrs and by 15:00 Hrs transfer order of Dr Majumadar, Sc ‘G’ was delivered to his hand. Again it was the made possible by his brother Dr A K Singh as he is Director of Personnel, DRDO Hqrs.

DIPAS chaplus gang started campaign against Dr Majumadar under direction of Dr.Shashi Bala Singh because such activities are not permissible in office campus. Some scientists and JRF was signed because of APAR season. This attempt was failed, now she is start harassing those JRF who gave affidavit in support of Dr S. Majumadar, Sc ‘G’, again a wrong move.

Dr S. Majumadar, Sc ‘G’ defeated both duo brother sisters by cancellation of his transfer order and joined INMAS on Monday 20 April 2015.

Dr.Shashi Bala Singh is not taking seriously the fate of Dr Arun Kumar, Ex DOP, Sh Avinash Chander, SA to RM, Dr S M Veerbhadrpa, Ex Director, DTRL, Smt. Chandra Banu, but she and her brother both are believes in Dr W Selvamurthy, Ex CC(R&D) HR who successfully went out scout free. Now time has change, government, minister, system changed only thing right time for action.

Subject: Continuously Manipulations in recruitment of scientists in Recruitment and Assessment Centre (RAC), Ministry of Defence, (DRDO).
Sir,

  1. Since last 10 years lot of complaints were received by defence ministry regarding the manipulation, nepotism, recruitment of incompetent candidates by RAC, DRDO
  2. Country already witnessed the degradation of DRDO output in several field including Kargil War and one of the major reason of downfall is below standard recruitments done by RAC.
  3. After intervention of Ex Defence Minister 2 scientists recruitment was annulled by DRDO and more are in queue, same time minister also recommended vide Diary No. 14320 dated 24/102013 for CBI enquiry against 10 senior top scientists including two Ex SA to RM and also advice to rethink recruitment through UPSC to avoid all nonsense activities doing by RAC.
  4. Dr. RK Jain, when he was mere Sc F, appointed Director, RAC, w.e.f. 1 March 2009. Without doing science he was promoted Sc ‘G then Sc H in 2013 ignoring GOI order of FCS.
  5. RK Jain’s expertise are utilizing by most of Directors for nepotism and for other vested interest.
  6. Recently Dr S C Sati, Director, ADRDE, Agra pushing a privilege to his loyal multidimensional, multitalented, supporting  Ade Sh Vikas B Thakre, Sc F by helping him to recruit his wife Dr. Vandana V Thakre for the post of scientist E in DRDO.
  7. A tailor made post was advertised with help of great manipulator Dr R K Jain for Dr. Vandana V Thakre, Interview is already completed, as per sources the selection was finalized within day or two it will be declare by RAC.
  8. Presently Dr. Vandana V Thakre is working as associate professor in Madhav Institute of Technology and Science, Gwalior and Dr Sc Sati’s son Akshat is perusing his engineering in her guidance.
  9. I think Sh Vikas B Thakre, Sc F inspired by Dr A K Sikdar, Sceitist G, HEMRL, Pune that his involved in writing/reviewing of his own wife Dr.Nirmla Sikdar, Scientist F and reporting her husband since last five years. Anything can happen in DRDO
  10. These all involved scientists are not learn a lesson from Dr Arun Kumar, Ex DOP’s last minute suspension, his daughter;s 10 year service annulling, Dr. S M Veerabhadrappa, Director, DTRL charge sheeted and facing Departmental proceeding, Mrs T Chandrabanu, Sc F service annulled, Ms S Geetha, Sc D, DIPAS and Ms Dolly Bansal both are in queue, any time their service will be terminated. The queue is very long.
  11. I would like to congratulate through you to Dr Vandana V Thakre, Sh Vikas B Thakre, Dr S C Sati and Dr R K Jain follow the footsteps of great corrupt Dr Arun Kumar, Dr W Selvamurthy etc.

Sir, we feel that in Modi ji era and your special selection as defence minister everyone in country start hopping that now the corruption/nepotism/favoritism will be end. The two major steps like termination of Sh Avinash Chander, and order for review and hold his last moment orders are giving us  some light rays.

Hon’ble Sir,

Sir, country thanks to your decision to revamp DRDO, it is requested to weed out all incompetent scientists who are sitting in top management without contributing a single product in national mission

With regards, I would like to bring the truth of AGNI missile programme of India under IGMDP. Some Scientist of DRDO who are not involved in key role the said project are making fake claims in media and interacting with media unauthorized manner violating conduct rules. DRDO is having its Directorate of Public Interface (DPI) and Shri Ravi Kumar Gupta, Director, Directorate of Public Interface is the only authorized officer in DRDO to issue any press release of DRDO and interaction with media. There is no gazette notification of MOD is available in respect of Sh Ravi Gupta as official spoke person of DRDO,MOD.

You can understand the frustration of senior scientists of DRDO who are facing such kind of discrimination where his contributions have been ignored by Shri Avinash Chander, DGR&D, DRDO, SA to RM and Secretary, DRD and credit of the work has been given to mediocre scientist. These scientist got promotions, appointment as Director, fame in media & public, awards and achieving a good positions in Government establishment based on fake claims, media hype and support of Shri Avinash Chander. It is astonishing facts that how these fake claims of scientist being approved and acknowledged by their Director, DG & Peer Committee constituted for promotion in senior position and appointment as Director.

Shi Avinash Chander has been given enormous administrative and financial power by Government of India and he is holding three posts simultaneously which is totally unjustified. The practice of misuse of power & post for personal gain by SA to RM is not new and DRDO is full of such examples. The appointments of DGR&D, DRDO, SA to RM and Secretary, DRD are politically motivated and real Scientists never get appointments as DRDO Chief.

This case is regarding fake claim in media, creating media hype in her favour by influencing media to write false article on her and award her imaginary titles by Ms. Tessy Thomas, Outstanding Scientist & Scientist ‘H’.

Before mentioning the full facts of the case, I would like to highlight the history of AGNI Missile Programme in brief.

  1. Realizing the importance of guided missile weapon systems in the modern warfare, a Special Weapon Development Team (SWDT) was formed in 1958. This team was later expanded into DRDL, a full-fledged laboratory in June 1961 at the campus of Defence Science Centre, Delhi. The laboratory was moved to Hyderabad in Feb’ 1962, from where starts the story of guided missiles in India.
  2. In 1972, Project Devil, a medium range Surface-to-Surface Missile was initiated. A large number of infrastructure and test facilities were established during this period. The main facilities established during this period included Aerodynamic, Structural and Environmental test facilities, Liquid and Solid propulsion facilities; fabrication and engineering facilities; Control, Guidance, FRP, Rubber and computer centres, ground and flight instrumentation and on board power supplies development facilities. The development of components / systems for Project Devil formed the technology bricks for the future IGMDP Programme. 1982 onwards DRDL took a quantum jump by taking design and development of various types of missiles systems simultaneously leading them to limited series production under Integrated Guided Missiles Development Programme (IGMDP).Prithvi– a surface to surface missile system, Trishul– a quick reaction short range, surface to air missile system, Nag– a third generation anti-tank missile system and Akash– a medium range, surface to air missile system, besides Agni– a technology demonstrator were taken up under the Programme.
  3. In order to meet the growing demands of development, integration, testing and quality assurance, three establishments namely Research Center Imarat (RCI), Composite Products Development Centre (CPDC), and Interim Test Range (ITR) came out under the parenthood of DRDL and a separate qualification agency Missile Systems Quality Assurance Agency (MSQAA) were established during this period. Later these establishments acquired independent status. In the year 1999 another laboratory called ‘Advanced System Laboratory’ was carved out of DRDL to meet the specific requirements of long range systems. This group of laboratories is now called Missile Complex. [DRDL information from DRDO website]
  4. APJ Abdul Kalam joined DRDO as Director, DRDL in 1982 and in the year 1983 IGMDP was sanctioned by Smt Indira Gandhi. Under this programme it was decided to develop five missiles with names Agni, Prithvi, Akash, Nag and Trishul. Much prior to joining Dr. Kalam in DRDL, Hyderabad, DRDO was working on R&D of missiles with good infrastructure as stated above.
  5. Development Program’ (IGMDP).The IGMDP is one of India’s most successful defence research project, as all the missiles – Prithvi, Akash, Trishul, Nag, Agni – have been successfully tested and inducted by the Indian armed forces.IGMDP team formed a consortium of DRDO laboratories, industries and academic institutions to build these sub-systems, components and materials.
  6. The Integrated Guided Missile Development Program (IGMDP) was a Ministry of Defence (India) program for the research and development of a comprehensive range of missiles. The program was managed by the Defense Research and Development Organization (DRDO) and Ordnance Factories Board in partnership with other Indian government research organisations. The project started in 1983 and ended in 2008 after these strategic missiles were successfully developed. The last major missile developed under the program was the Agni 3 intermediate-range ballistic missile which was successfully tested on 9 July 2007. On 8 January 2008, the DRDO formally announced the successful completion of the IGMDP.

FATHER OF INDIA’ AGNI MISSILEPROGRAMME – SHRI RAM NARAIN AGARWAL

  1. Shri Ram Narain Agarwal, Padam Sri (1990), Padam Bhushan (2000)is eminent missile scientist and an aerospace engineer of India known as “Father of AGNI”series of surface to surface missilesprogramme of India. Even before joining of Dr. Kalam as Director, DRDL in 1982, Shri R. N. Agarwal he was working on technology development for missiles that were later on used in Agni missilesand he was as Head of Aerodynamics Test Facility Group in DRDL, Hyderabad. His group was then engaged in building a supersonic wind tunnel and high-altitude test facility for high-enthalpy tests. Project report on the re-entry test vehicle for re-entry technology and also for setting up the high-altitude test facility was prepared by Shri R.N.   2. Shri Ram Narain Agarwal has worked as Program Director (AGNI) since 1983 to 2005 and as Director Advanced Systems Laboratory (ASL), Hyderabad. DRDO, Agni missile project Chief Shri R.N. Agarwal retires after 22 years working as Programme Director of Agni Project on 31 July 2005. He was recipient of DRDO’s Lifetime Achievement Award “for pioneering the development and establishment of long-range missiles systems” in the year 2004. He was fondly called as `Agni’ Agarwal’ in India’s missile circles. He has been involved from day one in this most ambitious missile project Agni, which gets international attention every time a new development is announced.The importance of Shri R.N. Agarwal in Agni  Programme can be analysed as even after eligibility & seniority for Chief Controller at DRDO HQ , Ministry of Defence did not shifted him to DRDO HQ from ASL, Hyderabad. His was name was considered for SA to RM but despite being Programme Director and having seniority, his junior Shri M. Natrajan piped him and Shri M. Natrajan was  appointed as SA to RM in the year 2004. This creates lot of frustration in missile scientist of DRDO.
  3. Shri R.N. Agarwal hails from Jaipur, Rajasthan, where he had his early education. After graduation, he joined the Madras Institute of Technology (MIT) at Chromepet, Chennai, for his post-graduate course in Aeronautical Engineering. After passing out from MIT, he completed his Master of Engineering in Aerospace Engineering from the Indian Institute of Science, Bangalore. He has won several awards. They include Padma Sri (1990) and Padma Bhushan (2000); the Dr. Biren Roy Space Science Award (1990); the DRDO Technology Leadership Award (1998); the Chandrasekhara Saraswati National Eminence Award for Science (2000) and theDRDO Lifetime Achievement Award (2004).
  4. In July 1983, when Indira Gandhi launched the IGMDP, Shri Agarwal wasappointed as Project Director for Agni. Within six years, the Agni-Technology Demonstrator project team was ready with the missile for its maiden flight. But the flight had to be postponed twice – first on April 20, 1989, and then on May 1, 1989. The missile finally soared into the sky from the Interim Test Range at Chandipur-on-Sea, near Balasore, Orissa, on May 22, 1989. The country had looked forward to the launch of this intermediate-range ballistic missile (IRBM).
  5. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile. Kalam himself credited in his autobiography “Wings of Fire” (अग्निकी उड़ान) the development of Agni missile to Shri Ram Narayan Agarwal, an alumnus of MIT.DRDO’s, Agni missile project Chief R.N. Agarwal retires on 31 July 2005 after his contribution in Agni from 1983-2005 for 22 years.
  6. The controversy that surrounds Kalam’s role as “Missile Man” and in 2008, Indian media questioned his claims over his inventions such as missiles, while working in a classified missile programme. Kalam took the credit of inventing the Agni, Prithvi, and Aakash missile system. All of these were developed, researched and designed by other scientists whereas Kalam was involved in getting the funds and other logistic tasks. As a director of DRDL, Kalam named all these missiles and got all the fame. Shri R. N. Agarwal, former Director, Advanced System Laboratory and former Program Director of Agni missile was considered to be the real architect behind the successful design of Agni Missile.

      However, Kalam  in his own Biography “wings of Fire”, Dr.Kalam has given the credit of “Agni” development to Shri Ram Narayan Agarwal. For the Prithvi Missile project he has named Col VJ Sundaram as the brain behind this project, for Trishul Missile he gave the credit to Cmdr SR Mohan.

  1. Advanced Systems Laboratory (ASL) was established in the year 2001 as a consequence of restructuring of the missile laboratories and the missile programs. Advanced Systems Laboratory is responsible for design, development and induction of long range ‘AGNI’ ballistic missiles and development of associated technologies and facilities. Advanced Systems Laboratory (ASL) does research and development on motors, jet vanes and structures for launch vehicles and missiles and Solid Propellant (missile fuel) in Agni Missiles was developed at High Energy Materials Research Laboratory (HEMRL), Pune of DRDO.
  2. The three AGNI re-entry technology demonstrators developed and test fired during 1985 to 1992 gave the impetus to design, develop and induct a series of long range missile systems of AGNI class(A1, A2, A3). AGNI I & AGNI II have completed the development flights and are being inducted in the Services. The long range AGNI III is under development and the hardware is under qualification for the first development flight In addition to the AGNI program, ASL is working on many other Technology Development (TD), Mission Mode (MM) and infrastructure projects for LCA and other systems. There are about 240 Scientists & Officers and 250 Staff working in the LabVarious DRDO Lab/Estt and about 40 public sector and private sector are involved with ASL in development of AGNI series of missiles. The percentage of indigenous parts used in missiles of Agni series is still not known to anybody.
  3. After retirement of Shri R.N. Agarwal, as Director, ASL on 31 July 2005, Shri Avinash Chander was appointed as Director, ASL. In the June 2011 Dr. V.G. Sekaran was appointed as Director of ASL.He served as Director, ASL from June 2011 to June 2013. Shri K. Jayaraman was Director, ASL from 13 June 2013 to 30 June 2014.Shri Avinash Chander was appointed as CCR&D(MSS) in 2011 and he was Programme Director of Agni till 31 May 2013. Later on Dr. VG Sekaran was appointed as CCR&D (MSS) in June 2013 and he is Programme Director of Agni. V G Sekaran has taken over as Director General – Missiles and Strategic Systems (MSS)with effect from 02 Sep 2013.
  4. The first successful test flight took place on May 22, 1989, when Rajiv Gandhi was the Prime Minister. The ASL is focussed on re-entry technology, carbon composites, CNT and Agni.The Agni-I, Agni-II and Agni-III missiles were developed under the IGMDP. (The DRDO formally announced the successful completion of the IGMDP after the third test of Agni-III on 7 May 2008.Agni III is a product of the Advanced Systems Laboratory (ASL), Hyderabad, which is a unit of DRDO.   5. India Launches new Generation Strategic missile AGNI-IV on15 November 2011. It is a two-stage missile powered by solid propellant. It is 20 meters tall and has a launch weight of 17 tonnes. Ms Tessy Thomas was Project Director (Mission) for Agni- IV. Successful flight testing of AGNI-IVwas carried out by DRDO on19 September 2012.Ms Tessy Thomas was Project Director of Agni-IV.INDIA Successfully test fires AGNI-IV on20th January 2014.   6. A new missile Agni-V with 5,000 km range and MIRV is being developed and was tested on19 April 2012. Agni-V shares the similar design as Agni-III with an extra stage added to further increase the range by 1500 km.First test launch of Agni-V was successfully done on 19 April 2012. Dr. R.K. Gupta was Project Director for AGNI-V. The second test launch of AGNI-V was successfully done on 15 September 2013 at 08:43 am IST from Wheeler Island off the Orissa coast. Dr. R.K. Gupta, Outstanding Scientist is Project Director of AGNI-V.   7. R.K. Gupta, Scientist ‘H’ & Outstanding Scientist was Project Director of AGNI –V in the year 2012 and 2013 at time of both the successful launch of AGNI-V on 19 April 2012 and 15 September 2013 and Ms. Tessy Thomas was not project Director of AGNI-V but Ms. Tessy Thomas told to media that she was Project Director of Agni V and media make a fake hype in favour of Ms. Tessy Thomas with motivated interest and gave her fake titles like Missile Woman & Agniputri. Ms Tessy Thomas is Project Director of AGNI-V.
  8. Labs, Public Sector and Private Sector involved in Agni Programme
  9.  Development of the anti-ballistic missile system Agni began in 1999. Around 40 public and private companies were involved in the development of the systems. They include Bharat Electronics Ltd and Bharat Dynamics Ltd, Astra Microwave, ASL, Larsen & Toubro, Vem Technologies Private Limited and KelTech. Development of the LRTR and MFCR (Multi-function Fire Control Radar) was led by Electronics and Radar Development Establishment (LRDE). Bharat Dynamics Limited (BDL) – Manufactures the missile and also has an associated R&D lab. Solid propellant used in Agni V is solid HTPB, which has been developed by HEMRL. Besides DRDO Labs DRDL, RCI, VRDE, LRDE, HEMRL, ITR & TBRL are involved in development of missiles under AGNI Programme.
  10. Dr (Ms) Tessy Thomas, Outstanding Scientist/Scientist ‘H’ was appointed as Director, ASL, Hyderabad wef 25 July 2014. The competent authority has approved the appointment of Dr (Ms) Tessy Thomas, Outstanding Scientist/ Sc ‘H’ as Director, ASL, Hyderabad with immediate effect. Date of Order is 25 Jul 2014.
  11. On 13 June 2013, Shri K. Jayaraman, a senior scientist, who was instrumental in the development of home-grown CRMC (Composite Rocket Motor Casing) technology for strategic systems, took over as the new director of Advanced Systems Laboratory (ASL).
  12. INFLUENCE AND CONTACTS WITH MEDIA BY MS TESSY THOMAS
  13.  After first launch of AGNI-V on 19 April 2012, The Indian Express published an article “In its moment of celebration, DRDO leaves out ‘Agni putri’“. Copy Enclosed. This news published on website of Indian Express at 23:41 hrs on 19 April 2012. The said article was having objections on DRDO Press Release dated 19 April 2012 in which Ms Tessy Thomas name was missing. Regarding this query Shri Ravi Kumar Gupta, director of public interface, DRDO, New Delhi, said Tessy Thomas was the director for Agni-IV. “Dr R K Gupta is the project director of Agni-V and Avinash Chander is the overall programme director,’’ he said. When asked why her name was left out, Gupta did not comment. When contacted, Agni Programme Director Chander said: “Tessy Thomas played a major role in the success of Agni-V. She was in charge of mission design and guidance systems and she was there all through. She was and still is the project director of Agni-IV but Dr R K Gupta is the project director of Agni-V. She was there at the launch today and she is a part of the team”.It establishes that Ms. Tessy Thomas influenced the media for publishing fake claims in her favour while she was not Project Director of AGNI-V but still she wants the credit of AGNI-V.
  14. Dr V.G. Sekaran, Distinguished Scientist and Director, Advanced Systems Laboratory has been appointed as Chief Controller R&D (Missiles & Strategic Systems) and Programme Director, AGNI w.e.f. 03 June 2013. He was appointed as DG (MSS) wef 02 September 2013.

DRDL, RCI and ASL are working on R&D of Missiles in DRDO. Tessy Thomas is junior most Scientist out of all Outstanding Scientists posted in three labs of DRDO viz DRDL, RCI and ASL of DRDO. Shri K. Jayaraman was transferred from post of Director, ASL to Director, DRDL to create a vacancy of Director, ASL while such kind of practice never took place in ASL or any other Lab/Estt. of DRDO. Ignoring ten senior and more eligible Scientist then Tessy Thomas, why Shri Avinash Chander appointed Ms. Tessy Thomas as Director, ASL? Is it another story of nepotism by Shri Avinash Chander, the Guru-Shisya story of DRDO in Guru paid shisya dakhina?

Ms. Tessy Thomas worked with Avinash Chander on Guidance Systems in DRDL and ASL, Hyderabad. In media Shri Avinash Chander told that Ms Tessy Thomas is my pupil and Ms. Tessy Thomas told to media that she is student of Shri Avinash Chander. It appears that Guru Avinash Chander gave his blessings to her student Tessy Thomas by recruitment of her husband as Scientist ‘G’ and appointment of her husband Mr. S.K. Patel asDirector, QRS and appointed her as Director ASL ignoring contributions & seniority of several senior Scientists of DRDO.

FAKE CLAIMS BY MS. TESSY THOMAS- THE AGNIPUTRI & MISSILE WOMAN

  • She claimed herself as Project Directorof AGNI-V two times in 2012 & 2013 – In fact Programme Director of AGNI-V was Dr. R.K. Gupta not Tessy Thomas. She is Project Director of AGNI-IV.
  • Went in media when her name was not in Press Release of DRDO dated 19 April 2012 for AGNI-V. [Indian Express- 19 April 2012]
  • Try to associate herself with Dr. Kalam by calling him as Guru but on other hand she accepted that she is student of Shri Avinash Chander. Dr. Kalam worked in DRDL, Hyderabad as Director from 1982 to 1992. Ms Tessy Thomas joined DRDL in 1988 and she was posted with Shri Avinash Chander.
  • SolidPropellantsused in AGNI –V were developed by HEMRL, Pune but she claimed in media that she developed Solid Propellants for AGNI-V.

Sir, it is requested kindly encourage and protect the whistle blowers of DRDO, because the DRDO top management doing their best to harass the honest scientists who are raising their voice against corruption like –

Sh. D. Muthuraja, Scientist ‘E’ from R&D Eng, Pune transferred to Nasik for just harass him and he is sitting their without work. He raised voice against Sh Guru Prasad, Director R&D Eng, Pune for diverting government funds and man power to making Silver Rath for temple.

Now the honorable MP Sh Hemant Tukaram Godse, Nashik & Dr. Dharam Vira Gandhi, Patiala  asked questions regarding the Silver Rath adventure of Sh Guru Prasad, Director R&D Eng, DRDO

Sh Naveen Prakash Gupta, Scientist ‘C’DMSRDE, Kanpur also raised corruption various corruption issues of Dr. A K Saxena, Director, DMSRDE. There are many cases of corruption allegations with documentary evidences are pending against Dr. A K Saxena. Sh Avinash Chander, Ex SA to RM also made to fact finding committees but only GOD knows what happened to facts finding of two committees. The DRDO top management specially the DOP, Dr A K Singh, is trying to his best to harass Sh Naveen Prakash Gupta by misinterpreting government rules. Sh Naveen Prakash Gupta is also transferred to Defence Lab, Tezpur a life science lab where there is no work for Sh Naveen Prakash Gupta as he is computer science background.

Dr. Gausal Khan, Scientist ‘D’ is a victim of Dr Shashi Bala Singh, Director, DIPAS and sister of Dr A K Singh, DOP, both duo harassing Dr Khan vindictively and now Dr Khan who came from USA to serve the country was again thinking to go back to USA, because now his 24 hrs utilizing to manage the court/Minority commission/police etc.

There are still lot of manipulations are going on in the name of consultancy, contracts, chairs, fellowship, IDST etc. DRDO is exploiting the technical manpower in the name of contract and other hand recruiting their incompetent, ineligible wards from their own recruitment center RAC/CEPTAM without any fear.

Hon’ble Sir,

With regards, I would like to draw your kind attention towards letters under reference. The press release of PIB, MOD is regarding – Avinash Chander to Continue as DRDO Chief on Contract after Superannuation.

Following facts are conclusive form the above letters.

  1. A contractual retired employee (employee on contract) is now DRDO Chief.
  2. By which Order, The President is pleased to retire Dr. Avinash Chander, Secretary, Department of Defence Research & Development in the Ministry of Defence from Government Service with effect from 30.11.2014 (AN) on attaining the age of superannuation. Why the said Order was not disclosed by MOD?
  3. The Order dated 31 May 2013 was issued by previous Government and this Government has issued orders for retirement of Shri Avinash Chander.
  4. There is no fresh order issued by this Government regarding contract of Shri Avinash Chander as DRDO Chief.

Questions

  1. Government is emphasizing on young Scientist in the DRDO on the other hand despite being several talented and experienced scientists available in DRDO, what is necessity and compulsions of a retired person as DRDO Chief.
  2. How a person on contract will enjoy administrative and financial powers while DRDO is having 30000 employees and Rs. 15283 crore budget?
  3. Will they have to report a contractual employee?
  4. How an employee on contract be Head of Department and Head of Office in DRDO.
  5. Would Ministry of Defence could not find any suitable scientist as DRDO Chief out of 7500 talented scientists in DRDO or from other organisations.
  6. Why Government is not maintaining Transparency in the appointment on contract and powers being exercised by Shri Avinash Chander after superannuation. All RTI replies returned under section 24 of RTI Act 2005
  7. Government has cancelled many appointments of previous Government but why not of Shri Avinash Chander while several complaints are pending before the Government against him.
  8. Can a man of doubtful integrity be appointed on contract basis as DRDO Chief? The case of Dr Arun Kumar’s daughter’s recruitment where Sh Avinash Chander give clean chit and after CVC/CVO, MoD intervention the said recruitment was found illegal and cancelled.
  9. Farzi EDK MoU in US propaganda till date nothing has been done, only Ms Reny enjoying the US trips, what India got from this MoU except spending crores of tax payers money and Sh Avinash Chander’s photo session with Ms Fay Crowe, her mother, her sister and her daughter.

Sir, on behalf of Government would you like to reply to the nation being a technocrat-cum-politician, how much it is justified to have DRDO Chief on contract basis for one and half year.

The scientific community and employees are very much surprised from this decision of Government and this will lead frustration among the scientific community of DRDO. In the interest of nation and the DRDO, I kindly request  to you to remove the Shri Avinash Chander as DRDO Chief and setup High Level Committee to inquire all the complaints against   Shri Avinash Chander pending before the Government (PMO & MOD)

The President is pleased to retire Dr. Avinash Chander, Secretary, Department of Defence Research & Development (DOB: 06.11.1950), in the Ministry of Defence from Government Service with effect from 30.11.2014 (AN) on attaining the age of superannuation.

The appointment of Dr. Avinash Chander beyond his date of retirement i.e. 30.11.2014 for 18 months would be on contract basis, with the same terms and conditions as he would be entitled to Secretary (DRD) before the date of retirement. His contractual term will end on 31 May 2016.

Like his predecessor he also did not accepted a technical officer or junior scientists being appreciated by user, Sh B B Sarkar of DIPAS like unsung hero succumbed to injury after doing so many good works particularly in Siachen but more ever his work was never ever recognize by DRDO but in dynasty of Sh Avinash Chander he was harassed. This above orientation program may consume crore of rupees as directors and DRDO top officials are attending with family all guest houses around Dehradun and Mussoorie are booked.

Unfortunately, A will cut short his visit, Honorable defence minister is schedule to visit DRDO Bhawan tomorrow at 3.30 PM.

Honorable Defence Minister is requested to formulate a method, so that incompetency, lethargies, nepotism and most important misuse power for corruption can be checked and only easy way is allowed RTI. Now in DRDO everywhere procurement drive is going on to just finish the budget amount before 31st March in any means, they replacing the intact flooring if young scientist opposing they are harass by so called works managers, fast manner tenders are floating for high rise buildings and best part is that DRDO only utilizing 30-40% of existing infrastructure only, Sir please check this.

As already ordered, a fresh inquiry into the allegations of irregularity by an independent agency against Dr. Arun Kumar, the then Director, RAC may be got conducted immediately. It may also be inquired as to how my note sheet containing specific orders to this effect is missing from the file.

Para 10.          Pursuant to the above directions, a High Power Inquiry Committee was constituted to inquire into the allegations of irregularities against the applicant with the approval of RM vide his order dated 15.07.2011 with following Members:

(i) Dr. S. K. Salwan, former Director, ARDE, Pune and Vice Chancellor, Bhagwant University, Ajmer;

(ii) Dr. Avinash Chander, Distinguished Scientist and Director, ASL, Hyderabad;  

(iii) Mrs. Nabnit R. Krishnan, Director DMIST.         

The Enquiry Committee enquired into the matter and submitted its report on 08.06.2012. The executive summary of the report was placed before RM indicating that the Inquiry Committee opined that no favour or undue advantage was given to Ms. Swati Srivastava, daughter of the applicant during her recruitment as Scientist ‘B’ in DRDO and the same was conducted following normal practices and procedures. The file was processed through SA to RM who recorded the following on 15.07.2011:

“The report of the Independent Enquiry Committee”. Constituted to investigate the appointment of Mr. Swati Shrivastava D/o of Dr. Arun Kumar, is placed opposite for perusal of Hon’ble RM.

The above recording was endorsed by the RM by signing on 18.07.2011.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Rule 4 of CCS(Conducts) Rules 1964 – “Employment of near relatives of Govt. servants in companies or firms”, GOI [MHA OM No. 25/43/55-Ests.(A), dated 19.01.1956] – “ Propriety of sons and near relatives of Class I (now Group A) officers seeking employment in private firms which enjoy Government patronage” and GOI [MHA OM No. 24/43/56-Ests.(A), dated 26.05.1957] – Awarding of contract to a firm in which son/daughter/dependent of an officer is employed.

Shri Avinash Chander is holding the post of Secretary, DRD since 31 May 2013.
PMO is custodian of information related to Secretary of all Ministries/Department.
kindly provide following information under Section 6(1) of RTI Act.

1. Whether son/daughter/wife of Shri Avinash Chander is proprietor, partner, shareholder or employee of the any company, firm or business group that deals with any procurement /supply /fabrication/business/contracts related activity in any Establishment/Unit/Lab of DRDO. (Yes/No)
2. If answer to point(1) is Yes then provide the following details:
i. Relation with family member (son/daughter/wife)
ii. Name & address of family member/dependent
iii. Name of Company/Firm/Business Group with address
iv. Relation with Company/Firm – Proprietor /Partner /Shareholder or Employee
v. Stake in Company/Firm of the family member in case partner or shareholder
3. If answer to point(1) is Yes then provide the following details regarding contracts awarded/Supply Orders issued by DRDO to that company/firm during the years 2010 -2014
i. Total cost of contracts awarded/supply orders issued to that company/firm
ii. Total number of contracts awarded/supply order issued to that company/firm
4. If answer to point(1) is Yes then whether Shri Avinash Chander declared the facts and desist himself from the dealing of the case while award of contract/supply order or exercise patronage in favour of the company/firm as required under Rules 4 of CCS(Conducts) Rule 1964. (Yes/No)
5. If answer to point (4) is Yes then provide the copies of declarations submitted by Shri Avinash Chander to DRDO/MOD/Government of India
6. .Whether Shri Avinash Chander intimated to Government under provisions of Rule 4 of CCS (Conducts) Rules, 1964 regarding acceptance of employment of his son/daughter/dependent in the company/firm that has official dealing with DRDO. (Yes/No)
7. If answer to point (6) is Yes then provide copy of intimation regarding acceptance of employment by son/daughter/dependent under the provisions of Rule 4 of CCS (Conducts) Rules, 1964.
