Subject: Continuously Manipulations in recruitment of scientists in Recruitment and Assessment Centre (RAC), Ministry of Defence, (DRDO).
Sir,
- Since last 10 years lot of complaints were received by defence ministry regarding the manipulation, nepotism, recruitment of incompetent candidates by RAC, DRDO
- Country already witnessed the degradation of DRDO output in several field including Kargil War and one of the major reason of downfall is below standard recruitments done by RAC.
- After intervention of Ex Defence Minister 2 scientists recruitment was annulled by DRDO and more are in queue, same time minister also recommended vide Diary No. 14320 dated 24/102013 for CBI enquiry against 10 senior top scientists including two Ex SA to RM and also advice to rethink recruitment through UPSC to avoid all nonsense activities doing by RAC.
- Dr. RK Jain, when he was mere Sc F, appointed Director, RAC, w.e.f. 1 March 2009. Without doing science he was promoted Sc ‘G then Sc H in 2013 ignoring GOI order of FCS.
- RK Jain’s expertise are utilizing by most of Directors for nepotism and for other vested interest.
- Recently Dr S C Sati, Director, ADRDE, Agra pushing a privilege to his loyal multidimensional, multitalented, supporting Ade Sh Vikas B Thakre, Sc F by helping him to recruit his wife Dr. Vandana V Thakre for the post of scientist E in DRDO.
- A tailor made post was advertised with help of great manipulator Dr R K Jain for Dr. Vandana V Thakre, Interview is already completed, as per sources the selection was finalized within day or two it will be declare by RAC.
- Presently Dr. Vandana V Thakre is working as associate professor in Madhav Institute of Technology and Science, Gwalior and Dr Sc Sati’s son Akshat is perusing his engineering in her guidance.
- I think Sh Vikas B Thakre, Sc F inspired by Dr A K Sikdar, Sceitist G, HEMRL, Pune that his involved in writing/reviewing of his own wife Dr.Nirmla Sikdar, Scientist F and reporting her husband since last five years. Anything can happen in DRDO
- These all involved scientists are not learn a lesson from Dr Arun Kumar, Ex DOP’s last minute suspension, his daughter;s 10 year service annulling, Dr. S M Veerabhadrappa, Director, DTRL charge sheeted and facing Departmental proceeding, Mrs T Chandrabanu, Sc F service annulled, Ms S Geetha, Sc D, DIPAS and Ms Dolly Bansal both are in queue, any time their service will be terminated. The queue is very long.
- I would like to congratulate through you to Dr Vandana V Thakre, Sh Vikas B Thakre, Dr S C Sati and Dr R K Jain follow the footsteps of great corrupt Dr Arun Kumar, Dr W Selvamurthy etc.
Sir, we feel that in Modi ji era and your special selection as defence minister everyone in country start hopping that now the corruption/nepotism/favoritism will be end. The two major steps like termination of Sh Avinash Chander, and order for review and hold his last moment orders are giving us some light rays.

Hope Modi government and our defence minister would root out corruption from DRDO. What happened to CBI inquiry against 10 top scientists, as mentioned? All of sudden agni putri was projected. But who are the prithivi, aakash, trishul etc putras? No body knows. Any activity is a team work and dur credit should be given to team and not the individuals. But in DRDO ……
All vaciencies are created by DHRD and DOP. I think no role of RAC in making a tailored made vaciencies. It is RAC chairman who gives guidelines and SA to RM with approval of secretary DRDO and Defence Minister. Why blame RAC? Look afresh the point of initiation.

Its not only recruitment of scientists, even JRFs recruitments are being done through manipulation, nepotism, favorism in DRDO. God bless DRDO.
A lot of corruption is also due to the fact that repeated Extensions are given to RETIRING scientists in important posts. The rotten empire is maintained, and some of them return as consultants (e.g. ADA) to further blow away Taxpayer’s money, rather than paving way to younger talent. The irony is that delayed projects are used as a justification of extensions of these so called scientists (who do everything else but Science)
Futile attempt by RK Sharma to project that Vacancies are not made by RAC.This is a case where CAT thinks that no body sees it while it closes its eye and drinks milk. Friends all these scientists are very clever in forming a cartel to achieve the corrupt objective. Are you trying to convey that the cases in question have so co-incidentally happened. I know a case where an advertisemt was called for, RAC interview was conducted, all members of the RAC board was hand picked, the members were all briefed by their respective directors regarding the particular candidate, the chairman himself was hand picked. The said candidate was the least performing and was selected ignoring all other better performing candidates including a rank holder SC/ST candidate. That too with the concurrence of the SC/ST representative sitting in the panel. The rot is so deeply entrenched and do not try to mislead the public to believe that this is the handy work of one individual alone for personal gain and is a one off case. This is a systematic degradation and the concentration of power in individual hands. Ask any scientist in any DRDO lab and he/ she will tell you the list of undeserving candidates selected due to influence of higher ups. This goes all the way from generating vacancies, Qualification Requirements, Selection of RAC panel, including Chairman, briefing the members and appointment. This is also applicable to promotions. So the scientists would be very hesitant to come out in public.
Hence this is a good effort to cleanse the system. Keep it up.
It is known from reliable sources (and RTI documents) that Dr K Karunakar,a retired scientist from ADA, has also been involved in manipulating interview at NAL by projecting himself as an “Expert” of aerodynamics/propulsion. His qualification is electrical,and worked in software validation. It is strongly believed that he has received benefits from Director NAL for doing so. Investigation is On.
So not only at RAC, but people like Dr K. Karunakar who have retired from ADA (DRDO) few years back and still eating public money through their salaries and perks. They have no shame in promoting corruption in various forms (technical/recruitment committees).
He should be sacked from ADA immediately.
It is very true that manipulation, nepotism, recruitment of incompetent candidates by RAC, DRDO is occuring from last few years. It is known from reliable sources that many incompetent candidates are recruited in DRDE Gwalior, one of them is shashi.
