  1. Every day I am receiving letters from DRDO scientists who are witnessing the manipulations and corrupt practices of Dr A K Singh, DOP, and Dr R.K Jain, Director, RAC.
  2. Recruitment & Assessment Centre is basically working as derailing force for DRDO projects because recruitment of incompetents and promotions of again incompetents create frustrations among the deserve ones result is witnessing by country DRDO’s failure in each and every field.
  3. Sir, we believe that up to 2019 you are going to repeat same answers of delays of DRDO projects, right from LCA to …………
  4. Sir following letter is tip of iceberg of RAC, DRDO.
  5. Dr. Raju Brahma born in 14th December 1974 , joined DRDO in 2000 as Scientist ‘B’ and now in 2015 he become Scientist ‘F’ via shortcut.
  6. It is requested to investigate the role of Dr A K Singh, DOP, Dr R.K Jain, Director, RAC and Lt Gen Anoop Malhotra, Chief Controller R&D (R&M) on light of following letter.
  7. Dr. Raju Brahma appointment is fixing for SPIC and everyone in DRDO and MoD knows the SPIC’s adventures, it is kamdhenu for corrupt DRDO scientists.

Sir,

  1. Since last 10 years lot of complaints were received by defence ministry regarding the manipulation, nepotism, recruitment of incompetent candidates by RAC, DRDO
  2. Country already witnessed the degradation of DRDO output in several field including Kargil War and one of the major reason of downfall is below standard recruitments done by RAC.
  3. After intervention of Ex Defence Minister 2 scientists recruitment was annulled by DRDO and more are in queue, same time minister also recommended vide Diary No. 14320 dated 24/102013 for CBI enquiry against 10 senior top scientists including two Ex SA to RM and also advice to rethink recruitment through UPSC to avoid all nonsense activities doing by RAC.
  4. Dr. RK Jain, when he was mere Sc F, appointed Director, RAC, w.e.f. 1 March 2009. Without doing science he was promoted Sc ‘G then Sc H in 2013 ignoring GOI order of FCS.
  5. RK Jain’s expertise are utilizing by most of Directors for nepotism and for other vested interest.
  6. Recently Dr S C Sati, Director, ADRDE, Agra pushing a privilege to his loyal multidimensional, multitalented, supporting  Ade Sh Vikas B Thakre, Sc F by helping him to recruit his wife Dr. Vandana V Thakre for the post of scientist E in DRDO.
  7. A tailor made post was advertised with help of great manipulator Dr R K Jain for Dr. Vandana V Thakre, Interview is already completed, as per sources the selection was finalized within day or two it will be declare by RAC.
  8. Presently Dr. Vandana V Thakre is working as associate professor in Madhav Institute of Technology and Science, Gwalior and Dr Sc Sati’s son Akshat is perusing his engineering in her guidance.
  9. I think Sh Vikas B Thakre, Sc F inspired by Dr A K Sikdar, Sceitist G, HEMRL, Pune that his involved in writing/reviewing of his own wife Dr.Nirmla Sikdar, Scientist F and reporting her husband since last five years. Anything can happen in DRDO
  10. These all involved scientists are not learn a lesson from Dr Arun Kumar, Ex DOP’s last minute suspension, his daughter;s 10 year service annulling, Dr. S M Veerabhadrappa, Director, DTRL charge sheeted and facing Departmental proceeding, Mrs T Chandrabanu, Sc F service annulled, Ms S Geetha, Sc D, DIPAS and Ms Dolly Bansal both are in queue, any time their service will be terminated. The queue is very long.
  11. I would like to congratulate through you to Dr Vandana V Thakre, Sh Vikas B Thakre, Dr S C Sati and Dr R K Jain follow the footsteps of great corrupt Dr Arun Kumar, Dr W Selvamurthy etc.

Sir, we feel that in Modi ji era and your special selection as defence minister everyone in country start hopping that now the corruption/nepotism/favoritism will be end. The two major steps like termination of Sh Avinash Chander, and order for review and hold his last moment orders are giving us  some light rays.

Campus Recruitment by PS Banks Now Unconstitutional – What About Illegality Already Committed ?

This refers to Mumbai High court judgement pronounced in a case related to Central Bank of India . The Bombay high court has held that its ( bank’s ) recruitment policy, which allows campus recruitment/interview method for appointment of officers against permanent vacancies on regular basis, was illegal and unconstitutional.

Bank management of almost all public sector banks has resorted to campus hiring, not only in scale I but in scale II and scale III too. During last ten years top ranked officers of almost all banks have functioned in an arbitrary manner, recruited persons of their choice, giving favours to kith and kins of high profile persons and denying the talented unemployed youth. Recruitment of persons for some personal gain or to give favour to sons and daughters of known dignitaries has damaged work culture in banks and adversely affected the asset quality of almost all banks.

Top management in public sector banks picked up persons from campus of their choice and in the name of merit they raped those who have been working in the bank for years and decades. Not only in recruitment have they harmed the future of those existing employees who were waiting for promotion to higher cadre and higher scale. There are instances where bank management recruited officer directly in scale III whereas hundreds and thousands of officers eligible for promotion to scale III are denied their rights.

Further due to their arbitrary and unjustified recruitment of officers from campus in scale III or scale II management of bank had to pay double salary or more for the same work which could be and which hitherto has been performed by junior officers and clerks.

Is there anyone who can punish such top ranked officers whose faulty action caused huge loss to the bank??

Why these responsible and top ranked officers should not be personally punished and taken to task so that in near future no one dares violating the rights of existing employees and denying the opportunity to really talented youths.

I am unable to understand why the courts have simply warned the bank to desist from campus hiring in future and why not court thought it necessary to impose penalty of erring top officials.

In response to court verdict against Central bank and its clear warning to bank not to repeat such campus hiring, Government of India should order CBI inquiry into all recruitment which took place during last ten years in public sector banks through campus hiring and whether those officers are really better than already working officers in banks and whether there was any corrupt dealing in such type of recruitment.

CEPTAM was constituted with aim and objective to recruit the technical/ scientific/ admin allied man power, who can be the workforce in major national DRDO projects.

DRDO Hqrs made it a mockery and laughing object. DRDO has violated SRO from beginning of CEPTAM and there are several cases pending in CAT/High courts all across the India.

The recent recruitment drive tells a different story.

CEPTAM – 06 Advertisement Published in Employment News dated 04-10th May, 2013.

No of post advertised in various categories – 844

Approximately 5 lakhs application received (excluding hundreds of applications misplaced)

Approximately 1 lakh applications were rejected for silly reasons (example followed)

Approximately 2 lakhs candidates not able to appear for examination held on 25th August 2013

Approximately 3 lakhs candidates deprived by Sh Rajesh Goyal, Director, CEPTAM

It is very big question, how DRDO can give permission to Sh Rajesh Goyal, Director, CEPTAM to play with fundamental right of young citizen of India.

Please go through the following facts which clearly shows Sh Rajesh Goyal’s, Director, CEPTAM personal vested interest

  1. The SMS game – All interested candidates who wish to apply for DRDO Entry Test, are compulsorily required to register themselves on mobile no. 56677 of CEPTAM by sending a SMS in this format CEPTAM First choice of Exam City Code Post Code Date of Birth as ddmmyy NAME (Leaving a space between first, middle and last name) Example: CEPTAM 15 0112 231283 Rupesh Kumar Goyal (Name of Director’s son, it is example of pure chamchagiri environment of CEPTAM). Why this SMS system introduced by Sh Rajesh Goyal, Director, CEPTAM

Approximately 5 Lakhs application received and each applicant paid Rs 3 for each SMS registration.

Total money received by CEPTAM 15 Lakhs

The contract was cooked with M/s MILLENNIUM SYSTEMS  a computer peripheral supplier and well connected with Sh Rajesh Goyal since he was in ISSA. Anyone can verify these things with back record of firms supply orders vs with Sh Rajesh Goyal’s involvements. The M/s MILLENNIUM SYSTEMS website http://milsys.co.in is shown the order of client list. If 5 lakhs applicants registered the money was huge 15 Lakhs and in open market bulk SMS service providers 6 to 7 paisa /SMS so any one can work out the play in this contract. The CEPTAM  did not give this contract through DAVP shows the corruption angle.

  • No approval from competent authority to induct compulsory Mobile registration.
  • No tender floated by CEPTAM for bulk SMS service providing
    • No minimum 7 vendors address procurement policy of DRDO followed (Limited tender)
  • CEPTAM was not approached to DAVP empanelled SMS bulk service provider

Q-6.     Is it necessary to send application after registering through SMS?

A-6.     YES. Without registration number application will not be accepted. It is FIRST STEP for Applying for any post. (Note: Register for each post code separately if you are applying for more than one post code and get registration for each post code.)

Q-9.     I have submitted my application on prescribed format but could not register myself through SMS. Whether my application will be considered?

A-9.  NO; Applications received without registration number are liable to be rejected. Prior registration is mandatory for all posts, candidates applying for.

2.    In above application form the marked box for office use only so hundreds of candidates not filled the SMS registration, result in this basis CEPTAM rejected their applications, who is responsible. Is DRDO ready to repay the money/time wasted by individuals?

Question is whether this kind of provision for like diesel mechanic posts and for SC/ST candidates who belong to rural areas and do not have access or are familiar with internet to verify or clear their issues, is allowed by government of India?

3.    The CEPTAM asked applications by ordinary post and other option were put in 2 boxes in both gates of Metcalf House and 1 box in front of CEPTAM entrance. There was no mechanism to acknowledge applications. So what happened to hundreds of hundreds candidates who spent their days in front of CEPTAM reception but could not get their admit cards because simply they were told that their application was not found. If so then CEPTAM should show their accounts about how many postal orders they enchased against each application. The total number of available applications & postal orders will never match. There is no other example in entire government of India or PSU, Banks where application acknowledgement mechanism is not applied. CEPTAM violated fundamental right of young citizens of  India.

4.   Approximately 2 lakhs candidates could not appear due to wrongly assigned examination centers. It is not possible that the huge number of candidates themselves asked for the centre, this whole thing is deliberately done by CEPTAM on the direction of Sh Rajesh Goyal or otherwise it is clearly proved that he is incompetent to handle such a task. 5.    Although CEPTAM corrected some centre errors and provided that list on the website but numbers (First list -89, http://drdo.gov.in/drdo/ceptam/CityChangeList.pdf second list 54 http://drdo.gov.in/drdo/ceptam/CityAndPCDlist.pdf) were few in respect to the numbers of candidates who were not able to appear i.e. 2 Lakhs.

6.     There are many example in which any one can see, how Sh Rajesh Goyal, Director chose data entry firms who played with the future of young India.

7.      In one of my RTIs, I have requested information regarding selection boards’ expert members, because it is observed that Sh Rajesh Goyal, Director, CEPTAM engaged his wife, his co-brother and other blood relation persons as expert in different selection boards all over India. Like Dr Madhu (Madhuri) Goyal , Mr M C Goyal,  Mr Sekher Gupta,  Mr Anupam Gupta . The act of Sh Rajesh Goyal, Director, CEPTAM assigning his relatives as experts violated the laid down rules CCS rules. No prior approval from competent authority was taken in this regards. This act can give liberty to do manipulation in recruitment. My RTI dated 2nd May 2013 and CPIO, CEPTAM Reply is enclosed here with for your ready reference. (Assessment Boards and Recruitment Board constituted in the year 2012) This mechanism is also following in recent recruitment drive. 8.     Please find enclosed list of the name and phone numbers of some candidates from whom you can visualize how CEPTAM, DRDO played with the future of young Indians for their own vested interest. (List enclosed as annexure)

Sir, above all examples are enough evidences to investigate the CEPTAM-06 recruitment drive, beside this lot of complaint already received by honorable Defence Minister and various authorities. The CEPTAM director putting his efforts to diluting and burring the subject matter. It is requested kindly do needful urgently for the future of young citizens of India.

Austerity a setback for DRDO projects

A Rs. 1,000-crore or 10 per cent budget cut under the government’s austerity clamp for the second year running has kept the DRDO poorer by about 700 entry-level scientists in the last two years.

This may push back some of its prestigious missile and aircraft development programmes, according to a top DRDO official.

The DRDO’s hiring arm, the Delhi-based Recruitment and Assessment Centre, planned to induct 350 young engineers each year in 2012-13 and 2013-14, mainly for its missile and aeronautics labs.

Admitting a shortage of young scientists, RAC Chairman D.N. Reddy told The Hindu, “We have many new and important projects which will now be delayed for want of manpower.”

Frontline hits of this could be the long-range Agni-VI targeted for 2016, the Light Combat Aircraft set for completion in 2015 and the Futuristic Main Battle Tank.

The 35,000-strong DRDO, with 8,000 scientists, gets 6.5 per cent of the defence budget or about Rs. 10,000 crore; this year, the belt-tightening measures have kept back 1 per cent of the funds.

The hiring proposals were cleared by the Prime Minister’s Office. However, the Finance Ministry’s all-round slash on spending has halted the RAC’s drive until the middle of 2014, Dr. Reddy said.

Instead, it has to be content with about 70 recruits only to fill the vacancies created by retiring staff; half of them go directly into the priority areas of missiles and aircraft.

Only short-term

“The financial implications are only of short duration. After June 2014, we are confident that our needs will be met,” he reasoned on the sidelines of a conference on condition monitoring here on Friday.

Every December, RAC picks the cream of graduates from 16 IITs, the Indian Institute of Science and the Defence Institute of Advanced Technology, Pune. Now the entry-level staff are just a few hundred in number.

Respected Sir,

NO Assessment interview requirement for Promotion from scientist ‘F’ to Senior scientist ‘G’ as per the DRDO service rule-1979-Rule-8(2)(e) ; but Chairman, Recruitment and Assessment of DRDO forward name before promotion committee after “ INTERACTION ’’ .

What is the meaning of interaction and what is its need against the rule ?  Nothing except the violation of law for corruption. UPSC conducted examinations for thousands participant for few seats then how RAC chairman want to stop the limited scientists opportunities to appear before the committee directly. Intension of Chairman is very clear.

I hereby enclosed the Chairman, Dr. P. S. Goel  letter RAC/01/Assessment/PSG,dt-22-3-11 and DRDO service rules as an evidence of the violation of rules for corruption.

Recruitment Policy of DRDO

The officers of all India services were initially selected by UPSC. This practice was amended for BARC then ISRO and then DRDO. The reason was given that the UPSC delayed the selection process and the demand of scientific agencies was not met in time. May be honorable Late prime minister Mrs Indira Gandhi was convinced with the demand of BARC and ISRO as chairman of Atomic Energy and Space Commission. BARC and ISRO with full honesty implemented the recruitment rules of government of India. However, in the case of DRDO a carbon copy of that rule was followed, the carbon powder smeared out the essential and desired qualifications. And a result these days the officer sitting at the helm of affairs are second class graduates/post graduates who joined as JSA, SSA and charge man. The technical officers QR even for the ARMY/NAVY/AIRFORCE demands of choice is first class graduates/post graduates, but the premier DRDO is having 60% of its manpower with lower qualifications
Even if they recruit 1st class graduates with background from IITs, they have to work with persons who do not possess the relevant degree. There is an opinion that the experience has added advantage to those who are less qualified.
In fact these people sitting helm of affairs create hindrance on the areas of national interest because of less knowledge and ego. They try to train them   how to bluff, create bluff and live life as bluffer. This resulted as brain drain from DRDO. The youngsters feel humiliated, their future appears bleak and they are forced either follow the footsteps of bluffers or leave the organisation. Just go through the data of DRDO that how many scientists resigned in last 20 years. It is alarming.
