DefExpo 2018: Policy paralysis during Congress rule had affected defence preparedness, PM Modi says

 CHENNAI: India is set to move faster in all fields as the NDA government has brought the country out of policy paralysis caused by the previous Congress government, said Prime Minister Narendra Modi while formally inaugurating the 10th edition of the defence expo – DefExpo 2018 – at Thiruvidandai near Chennai on Thursday.
“There was a time when, like many other aspects of governance, the critical issue of defence preparedness was also hampered by policy paralysis. We have seen how laziness, incompetence and perhaps some hidden motives can cause damage to the nation,” said the Prime Minister.
He said such paralysis would not happen anymore. “Issues that should have been long addressed by previous governments are being resolved now. You would have seen how the requirement of providing bullet proof jackets to Indian Army soldiers was kept hanging for years,” said Modi.
“You would also recall the long-drawn process of procurement of fighter aircraft that never reached any conclusion. We have not only taken bold action to meet our immediate critical requirements, but have also initiated a new process to procure 110 fighter aircraft. We do not want to spend 10 years in discussions without any tangible outcomes,” he said.
Promising honesty and transparency in all the dealings, the Prime Minister said, “We will work with you with a sense of mission to keep our defence forces equipped with state-of-the-art systems, and to create the necessary domestic manufacturing ecosystem to achieve this.”
Earlier, the Prime Minister launched IDEX (Innovations for Defence Excellence), a portal for startups to deal with the defence production department. “Today, we launched the ‘Innovation for Defence Excellence’ scheme. It will set up defence innovation hubs throughout the country to provide necessary incubation and infrastructure support to the startups in defence area,” said Modi.
He said the government would encourage private venture capital into the defence sector, especially for startups.
“New and emerging technologies like artificial intelligence and robotics are perhaps the most important determinants/of defensive and offensive capabilities for any defence force in the future. India, with its leadership in information technology domain, would strive to use this technology tilt to its advantage,” he said.
Quoting former President APJ Abdul Kalam, the Prime Minister said, Kalam asked us to dream, dream and dream. Our dream is to develop the ecosystem to foster an environment of new and creative entrepreneurship in defence manufacturing sector.
Modi said in the coming weeks the government would undertake extensive consultations with all stakeholders, including both Indian and foreign companies, about our defence production and defence procurement policy space. “I call upon all of you to actively participate in this exercise. Our aim is not just to discuss, but to draw the right lessons. Our intention is not to lecture, but to listen. Our goal is not merely to tinker, but to transform,” Modi said.

Madam,

In the name of Services Interaction, DRDO has service officers from all three wings of the armed forces. The officers are posted on a tenure basis.

It is observed that in DRDO more than 90% services officers are assigned logistic/ administrative jobs like Security Officer, Motor Transport Officer, Estate Manager, Material Management and managing scientists officers mess/canteen requirements, etc.

Since more than 30 years I have witnessed that scientists use these services to satisfy their ego issues and services officers for better APAR keep mum for the sake of their career.

Some smart services officers who are involved in DRDO’s scientists’ bluffer game are able to get permanent absorption in the organization and enjoy services as well as the scientist sticker.

But sincere services officers face a lot of embarrassment from the corrupt scientist herd. They faced unprecedented transfers in their short tenure, negative remarks on their service records only because they performed honestly the job assigned. For all these unfair means DRDO took help of senior services officers who are permanently absorbed and are enjoying all kinds of benefits along with the corrupt scientists.

Since the last 30 years, DRDO has not been able to quote a single services officer who contributed to any remarkable technical contribution to the nation through DRDO(except the services doctors).

The important part of these absorbed services officers is that they are promoted unduly fast without contribution to the nation or services. Only thing that they protect are the bluffers.

Only one example to prove the aforementioned is Maj. Gen. Ajay Gupta, present Director, VRDE, DRDO, Ahmednagar. If anyone sees his journey in DRDO, he will know how blessed the Maj. Gen. is because of saving culprit scientist as long as serving tenure, Director Vigilance, DRDO, HQ. Of the hundreds of complaints filed, he stopped or delayed himself. This itself reveals the truth about how corruption flourishes in DRDO with the help of service officers.

In DIPR, DRDO Group Capt. served continuous 8 years and again he got the posting in DIPR. This implies that he is very useful in research and contributing national or internationally or some linguistic connection is working.

It is not understandable that one side our honorable minister of state for defence Dr. Subhash Bhamre said in the Rajya Sabha that there is a shortage of over 9,000 officers in Indian Army & Navy and on the other hand DRDO is utilizing services officers in sundry jobs.

Please refer to enclosed DRDO, DOP letter no DOP/04/48013/01/Policy dated 30 September 2004 subjected “ Utilization of Services Officers Posted on Tenure Basis to DRDO”. Nothing has changed till date.

Please refer to enclosed RTI, RTI Reply, First Appeal, First Appeal reply of DRDO, which reveals the pathetic situation of service officers who want interview with DG, DRDO and are not able to know the interview request letter status.

It is not understandable how DRDO has become so powerful, which was created to strengthen the services instead of crushing their moral.

Policy bankruptcy in DRDO – hype to create artificial crisis

With 64 Crores annual budget in 1980, when Dr. V S Arunachalam took over as Scientific Adviser, the budget allocation enhanced to 1100 crores with missions made to develop missiles under IGMDP program.

That was the beginning of infrastructure development and deteriorating of scientific research and development. By March every year i.e. the closer of financial year, everyone from Scientist ’B’ to SA to RM office were looking for procurement cases only and those who met the expenditure by any means were rewarded with scientist of the year award.

However the conscious financial officers use to raise objections, so special provisions were made and duly approved by ministry. SA to RM was given special powers to procure under single quotation more than Rs. 10 lakh where procurement committee could be bypassed. This decision was taken to facilitate the speedy development of technology for missiles.

The incumbent after Kalam, further modified the single tender purchase and the SA office granted permission for procurement of one lakh rupees only.

The cases were raised left and right on single tender procurements, where hefty sums were returned to indenter as kickback. This procedure became a culture of DRDO and when in 2006 DRDO Purchase Manual was introduce and policy was framed, Directors powers were raised to 50 Lakhs rupees with Hqrs. rep in crores and SA’s power raised up to 50 crores.

When previous Defence Minister Sh. A K Antony noticed the foul smell, he ordered CGDA for special audit of DRDO. CGDA found that DRDO Directors including Scientific Adviser misused the funds by splitting procurement orders within their limit of sanction power. They fooled the country in all possible ways. A well known fact is that 70% of DRDO requirements come from foreign countries; it means that DRDO is wasting precious foreign currency which is hard earned by the country.

DRDO procured, in last 10 years, thousands of crores of rupees equipments and these equipments are lying idle in various Lab premises and waiting for their departure to the scrap house.

With the passage of time DRDO has become a dumping ground of obsolete technology and a way to needlessly waste the poor tax payers’ money without any end result.

Honorable Prime Minister is requested to overhaul the DRDO structure totally and take strong actions to implement Accountability.

Recruitment Policy of DRDO

The officers of all India services were initially selected by UPSC. This practice was amended for BARC then ISRO and then DRDO. The reason was given that the UPSC delayed the selection process and the demand of scientific agencies was not met in time. May be honorable Late prime minister Mrs Indira Gandhi was convinced with the demand of BARC and ISRO as chairman of Atomic Energy and Space Commission. BARC and ISRO with full honesty implemented the recruitment rules of government of India. However, in the case of DRDO a carbon copy of that rule was followed, the carbon powder smeared out the essential and desired qualifications. And a result these days the officer sitting at the helm of affairs are second class graduates/post graduates who joined as JSA, SSA and charge man. The technical officers QR even for the ARMY/NAVY/AIRFORCE demands of choice is first class graduates/post graduates, but the premier DRDO is having 60% of its manpower with lower qualifications
Even if they recruit 1st class graduates with background from IITs, they have to work with persons who do not possess the relevant degree. There is an opinion that the experience has added advantage to those who are less qualified.
In fact these people sitting helm of affairs create hindrance on the areas of national interest because of less knowledge and ego. They try to train them   how to bluff, create bluff and live life as bluffer. This resulted as brain drain from DRDO. The youngsters feel humiliated, their future appears bleak and they are forced either follow the footsteps of bluffers or leave the organisation. Just go through the data of DRDO that how many scientists resigned in last 20 years. It is alarming.
