Subject: Army Two Star General made mockery of Indian Army’s reputation in DRDO.

Sir,

In the name of Services Interaction, DRDO has service officers from all three wings of the armed forces. The officers are posted on a tenure basis.

It is observed that in DRDO more than 90% services officers are assigned logistic/ administrative jobs like Security Officer, Motor Transport Officer, Estate Manager, Material Management and managing scientists officers mess/canteen requirements, etc.

Some smart services officers who are involved in DRDO’s scientists’ bluff game are able to get permanent absorption in the organization and enjoy services as well as the scientist sticker.

But sincere services officers face a lot of embarrassment from the corrupt scientist herd. They face unprecedented transfers in their short tenure, negative remarks on their service records only because they perform the job assigned honestly. For all these unfair means DRDO takes help of senior services officers who are permanently absorbed and are enjoying all kinds of benefits along with the corrupt scientists.

Since the last 30 years, DRDO has not been able to quote a single services officer who has contributed to any remarkable technical contribution to the nation through DRDO (except the services doctors).

The important part of these absorbed services officers is that they are promoted unduly without contribution to the nation or services. Only thing that they protect are the bluffers.

Only one example to prove the aforementioned is Maj. Gen. Ajay Gupta, present Director, VRDE, DRDO, Ahmednagar. If anyone sees his journey in DRDO, he will know how blessed the Maj. Gen. is because of saving culprit scientist as long as he was serving tenure as Director Vigilance, DRDO, HQ. Of the hundreds of complaints filed, he stopped or delayed multiple cases. This reveals the truth about how corruption flourishes in DRDO with the help of service officers.

Maj. Gen. Ajay Gupta, present Director, VRDE, DRDO, Ahmednagar made mockery of Indian Army reputation on 15th February 2018.

It is a very serious matter that active Army Maj. Gen, who was earlier served as Director Vigilance & Security. DRDO HQ for long tenure did this misadventure.

As per Sakal Times “When contacted, Maj Gen Gupta said, “I did not conduct any meeting with those foreign nationals. They came to VRDE without any clearance, which is why I went to the gate to turn them back.”

Above statement of Maj Gen Gupta is totally wrong because as per evidences for telling no for meeting he can pass the massage through Security or if he wants to say no personally, how come conveying the same took 30 minutes.

Second one most important evidence not highlight in news clip that is at 10:44:44 hrs, 15th Feb 2018 Cam – 3 of Dhound gate recorded that some stuff was dumped in foreigner’s white car by VRDE personals, Maj Gen Ajay Gupta was present there  in meeting with foreign national.(Evidence – 12)

As per CCTV recording one local vehicle dealer was present in above said meeting as per sources he was only organized the meeting which itself explanatory that Maj Gen Ajay Gupta very much involve personally with vendors/dealer etc.

Therefore, for the clean reputation of Indian Army a serious inquiry is needed, CBI, IB, MI are have their own course but Army Headquarter should deal this matter in high level. Because the Maj Gen Ajay Gupta approached DRDO Hqrs to send a denial to media on this issue fortunately it did not work since Maj Gen Ajay Gupta was enjoying the post of Dir. Vig & Security for a long time and have lot of inputs of wrong doings of high level DRDO official so he will try to bury the incident and influence the enquiry.

As a citizen of India and tax payer I request you to take appropriate action on above said incident and set exemplary precedent for service officers who are serving in DRDO and working against national interest. Hope we will soon be able to see our grate army practice to dealt such serious security/corruption matter which can dent our national interest

Since more than 30 years I have witnessed that scientists use these services to satisfy their ego issues and services officers for better APAR keep mum for the sake of their career.

Some smart services officers who are involved in DRDO’s scientists’ bluffer game are able to get permanent absorption in the organization and enjoy services as well as the scientist sticker.

In DIPR, DRDO Group Capt. served continuous 8 years and again he got the posting in DIPR. This implies that he is very useful in research and contributing national or internationally or some linguistic connection is working.

It is not understandable that one side our honorable minister of state for defence Dr. Subhash Bhamre said in the Rajya Sabha that there is a shortage of over 9,000 officers in Indian Army & Navy and on the other hand DRDO is utilizing services officers in sundry jobs.

Please refer to enclosed DRDO, DOP letter no DOP/04/48013/01/Policy dated 30 September 2004 subjected “ Utilization of Services Officers Posted on Tenure Basis to DRDO”. Nothing has changed till date.

Please refer to enclosed RTI, RTI Reply, First Appeal, First Appeal reply of DRDO, which reveals the pathetic situation of service officers who want interview with DG, DRDO and are not able to know the interview request letter status.

It is not understandable how DRDO has become so powerful, which was created to strengthen the services instead of crushing their moral.

The railways would not only install 80,000 bio-toilets in trains in 2018, but would go one step further and install vacuum bio-toilets, like those in aeroplanes — odour-free and choke-free, it said today.

A day after a Comptroller and Auditor General (CAG) report revealed that there were over two lakh complaints about choking, foul-smelling and non-functional bio-toilets in trains from the passengers in 2016-2017 alone, the national transporter said its target was to achieve a complete shift to bio-toilets in all the train coaches by December, 2018.

Ravindra Gupta, a member of the Railway Board, refused to comment on the CAG report, but said the ministry was planning to roll out the first 100 coaches with bio-vacuum toilets.

“These bio-toilets will be odour-free, will cut down the water usage by 1/20th and have much lesser chances of getting blocked. We will first install these toilets in 100 trains, then gradually scale it up,” he said.

The vacuum bio-toilets will cost the railways Rs 2.5 lakh per unit, while the present bio-toilets cost Rs 1 lakh each.

The Chennai-based Integral Coach Factory (ICF) will roll out 100 coaches fitted with bio-vacuum toilets, starting January 2018.

Initially, these toilets will be in the AC-I and AC-II coaches of select trains.

Gupta also said 22 green corridors were planned for 2017 -2018, while six such corridors were commissioned in 2016- 2017.

CBI finds Embraer deal fixer, may unmask bribe recipients

embraer-29-sep-2016NEW DELHI: CBI claimed on Wednesday that it has managed to track down a middleman, a foreign national, who was allegedly paid $5.5 million as commission by Brazilian company Embraer to bag a Rs 1,350 crore ($208 million) jet deal with India in 2008.

Sources said investigation has established that the payment was linked to the sale of jets to India. Although sources refused to identify the “middleman” or spell out his nationality citing confidentiality clause undergirding cooperation among investigating agencies, they said he is a controversial figure and has been known to be conduits for arms deals. “We will ask Embraer why did they pay such a big amount to the gentleman in connection with the deal with Defence Research and Development Organisation (DRDO) for airborne surveillance systems,” said a CBI officer, adding that the breakthrough could put the agency on the trail of other beneficiaries.
CBI sources said they will approch law agencies of some countries, including Brazil and UK, to get details on him and other aspects like the mode of payment. “That is how this business functions. The defence contractor pays the money to the middleman who, after retaining his own share, distributes the money to those who may help him swing the deal,” said a source.

It is observed that DRDO has a 30000 strong scientific and technical force and but unfortunately output is not corresponding with manpower strength, it is exceptionally very low in compare to any other organizations or corporate.

Reports are showing so many reasons and excuses for achievements in development of technology like inadequate allotment of budget, unavailability of latest components and systems from developed countries, not given free hand for procurement, not giving free hand for recruitments of manpower etc.

One of the real reasons is incompetency in lower level to higher level of DRDO organization.

If you see the level and quality of qualification of DRDO, a 30000 strong scientific and technical force you will see a very unbelievable scenario.

The real qualified manpower who are having a certificate/diplomas/degrees/post doctoral research/ having good number of published papers in national and international journals/ having name patents but under pressure put their bosses name or bosses blue eyed names without contribution/researchers are doing PhD’s under them, all these kind officials fail to get proper growth in DRDO. Such Skilled officials, if their family commitment allows, then the first thing they do is quit DRDO. Otherwise they accept the current scenario as their destiny.

The officials who have the manipulated certificates/diplomas/degrees/post doctoral research in private deemed universities where they are instrumental to in siphoning the DRDO funds in the name of CARS, Grants-in-Aid. Grants-in-Aid Scheme: Research sponsored in academic institutions under the extramural research (ER) etc / having good number of published papers but as a second, third fourth author, patents in their name but forcefully entered their names etc. These kinds of DRDO officials are at the top of DRDO each and every where.

Sir, unfortunately this is the real harsh situation of DRDO, since we are feeling that you are in the process of revamping DRDO, so this is the real time to look and check even verified from out sourcing like the corporate world is adopted before giving responsibility to someone because you are giving a free hand to spend 10000 cr taxpayers money, the educational professional background of each and every DRDO officials.

Any qualification enhancement from DIAT, Amity, JNTU, Shoolini University and other private deemed universities are mostly by manipulations. DIAT governed by DRDO, rest all private deemed universities from last 15 years enjoying lot of funds from DRDO in the name of CARS, Grants-in-Aid. Grants-in-Aid Scheme: Research sponsored in academic institutions under the extramural research (ER) etc and freely distributing all kind of qualification M Tech, MBA’s, lot unrecognized subject P h D’s and private university self designed degrees/diplomas.

When you will see the data of these DRDO officials you will automatically realize the reason of failure of DRDO.

Sir, above subject’s court decision attracted me to write this letter that I have collected so many evidences of forge qualification evidences of DRDO officials, and as per DOP, DRDO, Dr A K Singh’s letter it is clearly established such acquired qualification were not even verified and encouragement money was also distributed to hundreds of DRDO officials.

Sir, it is requested in the national interest through study is required from outside agency GOI can decide before allotting funds for projects whether the DRDO officials qualified and capable and they are having background knowledge of proposed projects, till date country is witnessing DRDO’s technology demonstration drama which they are able to display with the fully support from outside firms Indian or international.

If you want the evidences which I have collected in last 10 years, I am ready to provide.

Contractual DRDO Employee Arrested for Supplying Strategic Information to Pakistan ISI Agent

a youth for his alleged links with Pakistan Security Agency ISI, the tremor of espionage seems to have resurfaced in the Defence Research and Development Organisation (DRDO), the country’s elite defence establishment.

In a major breakthrough, Balasore police on Friday arrested a contractual employee of Integrated Test Range (ITR) off the Odisha coast on the charges of sharing vital strategic information with suspected agents working against Government of India. A number sophisticated missiles of the country are test fired from this test range every year.

The employee Iswar Chandra Behera (35), a native of Kantipur village under Baisinga police limits in Mayurbhanj district was picked up from his home after a joint investigation by the Central Intelligence Bureau (IB), State Intelligence Wing and local police.

A Plus three pass out from Remuna College, Behera had joined ITR with a monthly salary of Rs 8,000 in August 2007 and was working as a contractual videographer in the CCTV section of control tower in ITR.

Sources said following the IB inputs, a special wing of State police led by Balasore SP Awinash Kumar tracked his movements and caught him. DIG (Eastern Range) Asheet Panigrahi said though he initially denied his links but later confessed that he was sharing information from the test range to the agent. He has been booked under various sections of anti-national act and criminal conspiracy.

Police have seized two cell phones, a computer, one hard disc, pen drives, bank passbooks, bank account statements and a UPS from his house. Stored data and information are being analysed by technical persons.

He was in connection with the suspected ISI agents for more than one year and has received Rs 35,000 in six installments in between December 2013 and December 2014. He had received money orders twice, each of Rs 5,000 from Meerut while four transactions – twice Rs 5,000 and twice Rs 7,500 were deposited in his Chandipur SBI account through net banking.

“Preliminary investigations revealed that he has received money from Abu Dhabi, Meerut, Mumbai, Bihar and Andhra Pradesh. On the pretext of repairing his camera he used to visit Kolkata where he met the agent. We have proof of their telephonic talks for at least ten times and the calls were from Pakistan. We have only verified his one bank account among many others which are being checked,” he said.

The DIG informed that Behera was sharing defence secrecy and information about the testing of missiles and vital defence installations located in Chandipur and Wheeler Island. As he was a videographer he had close access to all sensitive areas in both the test ranges.

“A case under sections 121 (A), 120 (B) of IPC and Sections 3, 4, 5 of Official Secrets Act, 1923 has been registered against him. He has been produced in the court. We have appealed the court to take him on remand for 14 days,” he said.

Intelligence sources said the Pakistan agent had introduced himself with Behera as Sribastav, a scientist of Hyderabad-based Advanced Systems Laboratory (ASL). Though the agent had given him two cell phone numbers, it is learnt, they did not receive any call from this end.

“They would call back him from nine digit numbers to collect information and in lieu they transfer him money. We are verifying whether the agent has visited the place,” the source informed.

Inter Services Intelligence (ISI) is the premier intelligence service of Pakistan along with two others Intelligence Bureau (IB) and Military Intelligence (MI), operationally responsible for providing critical national security and intelligence assessment to the Government of Pakistan.

This incident assumes significance in the wake of possible terror strike threats from four Pakistan-based terror outfits in Odisha along with Maharashtra, Rajasthan and Uttar Pradesh. The States were informed that the terrorist groups Jamat-Ud-Dawa, Hizbul Mujahideen, Lashkar-e-Taiba and Jaish-e- Mohammed had dispatched four terror modules to India, which may carry out the attacks.

Earlier in 1995, a couple of Sunhat area of Balasore was arrested from Chandipur for allegedly supplying information to Bangladeshi operatives. These two, who are no more now, were released after languishing in jail for over ten years.

Missile boss axe swivels glare on rot

SUJAN DUTTA New Delhi, Jan. 14: The sacking of Avinash Chander as the country’s top defence technocrat yesterday has brought back into focus allegations of murky deals with international arms lobbies, corruption and nepotism, professional jealousies at the top and a failure to deliver usable and accurate weapons.

The rot had institutionalised itself over the years — long before Chander was appointed to the post on May 31, 2013 — and marked even the tenure of his predecessor, V. K. Saraswat. Saraswat was last week appointed as a full member of the Niti Ayog, which took over some functions of the Planning Commission, with the rank of a minister of state.

Defence minister Manohar Parrikar said today that even he had learnt of the sacking of Chander from the media though he had recommended that the office should be held by a younger person. Like Antony, the defence minister in the UPA II regime, Parrikar has also promised a revamp of the Defence Research and Development Organisation (DRDO) that Chander headed.

In addition to his job as the head of the DRDO, Chander was also the scientific adviser to the defence minister.

In New Delhi, the headquarters of the DRDO is a gleaming block of Jaipur sandstone behind South Block. Entry is restricted. The terrace on the third- floor offers a view of the central vista rivalled only by the buildings on Raisina Hill. It is from here every other month, year on year, that the DRDO makes claims of successful missile tests, and of being avant- garde in technology.

The claims only make for a smokescreen that barely dispels the rot that has set into the government outfit that this year has a budget of more than Rs 15,000 crore for 52 establishments and 30,000 employees, including 7,500 technologists.

DRDO insiders believe Saraswat and Chander never got along though both had similar profiles before rising to the top. Both Saraswat and Chander are missile technologists, both protégés of the original missile man, A. P. J. Abdul Kalam. While Saraswat was credited within the organisation for the development of the surface- to- surface Prithvi missile and its variants, Chander was honoured for his contribution to the Agni series.

Parrikar said the impression that Chander had been given an extension by his government after superannuating in November ” was wrong”. Chander’s appointment for three years was approved in May 2013. Under the terms of the order by the appointments committee of the cabinet, he would retire in November and continue to serve for a further 18 months on a contract.

” And my contention was that such a post of that importance cannot be held by a person on contract,” the defence minister said.

In the UPA regime, Saraswat, Chander’s predecessor, ran into tough times with the establishment himself.

Antony restricted his fiscal powers and instituted an audit of the DRDO by the Controller General of Defence Accounts ( CGDA).

The report by the CGDA said, among other things, that the DRDO was entering into agreements with Israeli firms unnecessarily. It specifically named one Israeli firm, Semi- Conductor Devices Ltd, with which DRDO had entered into an arrangement that the auditors questioned.

” Chander was actually against this,” DRDO insiders say. ” He was trying to source components for missiles from other countries and that probably angered his masters,” alleges Prabhu Dandriyal, a right to information activist who is almost always investigating the operations of the DRDO. The CGDA audit also said that barely 10 per cent of the projects undertaken by the DRDO were eligible for consideration by the users ( the armed forces).

On November 29 last year, a day before Chander was to superannuate, the Prime Minister’s Office, in response to an RTI request from Dandriyal, said it had received three complaints against Chander. Two had been forwarded to the national security adviser and the cabinet secretary. A third complaint was still being studied.

The third complaint was from Navin Prakash Gupta, who is with the DRDO’s Advanced Systems Laboratory ( ASL), a Hyderabad- based outfit that Chander himself headed before moving to New Delhi.

In the seven- page complaint ( with 17 annexures), Gupta questioned the appointment of Chander as the head of the DRDO after two extensions ( till he was 64 years of age) and doubted if he could be called a scientist of ” international stature” as the ACC (appointments committee of cabinet) had remarked in May 2013 ( under the UPA regime).

In other complaints, the DRDO technologists alleged that Chander had promoted Tessy Thomas over other more qualified peers. Thomas was described in media as India’s first ” missile woman” after she was made project director for the Agni- IV missile.

In the complaints, Chander was also alleged to have created a post for Thomas’s husband, a retired commodore from the navy, and accommodated him in a DRDO laboratory, overriding the claims of qualified DRDO employees.

The responses of the government to the complaints are still pending.

Saraswat, after retirement, joined the Centre for Technology and Scientific Studies as its dean. The centre is associated with the Vivekananda International Foundation (VIF), the think tank that used to be headed by Ajit Doval, now the national security adviser.

Sources in the defence ministry said that although Chander would technically serve till January 31, he had been ” attached” to the PMO. He was to have met a delegation from a western country this morning but the appointment was cancelled.

Defence minister Parrikar has said that ” things will happen” in the DRDO. In the weeks ahead, the DRDO will have to be consulted on important technologytransfer issues with the US. An India- US framework agreement on defence is due to be renewed during the visit of President Barack Obama later this month. A revised list of items for technology transfer under a Defence Trade and Technology Initiative ( DTTI) is in the works.the telegraph 15 jan 2016

Nation Lab (EMI/EMC) gutted in to fire

On the night of 3rd January 2015 when 12000 scientists participated Science Congress in Mumbai which inaugurated by Prime Minister Narendra Modi and who encouraged the scientific community to concentrate on research which have deemed benefit in make in India program.

Same day in Dehradun inside DRDO, DEAL Lab the important informations, equipments and the complete EMI/EMC test facility was gutted in to fire. The time was chosen very carefully as the In-Charge of EMI/EMC facility was retired on 31st and 1st & 2nd activity was closed.

This EMI/EMC facility w established in 1983 and it has tested the components, sub systems of various missiles, LCA, Communication equipments and many more non communication devices developed by DRDO as well as private companies working for defence supplies.

The complete data of EMI/EMC testing obtained were analyzed and further improvements were accorded in to system. These test data were a national asset.

DEAL had developed CNR whose five sets of data were kept along with data of Agni, Prithivi, Akash & LCA.  Based on the EMI/EMC test output of electronic sub system/components of LCA at DEAL, the schedule of integrated testing of LCA was delayed by one year; such is the authenticity of measured data of EMI/EMC lab DEAL.

This statement is recommended in national gazette that the EMI/EMC facility at DEAL & their honesty is second to none.

Sh R C Agarwal the Director, DEAL is himself the program director and so far has got two successive service extensions in the name of SDR.SDR three variant were tested for EMI/EMC but none of them get cleared and declare the system unfit.

Sh Agarwal is disturbed with these EMI/EMC failure data of SDR lying in EMI/EMC Lab. He is retiring on June 2015 since PMO has stopped service extension business. Sh Agarwal very well knows that these raw data should speak a volume about his incompetence. Any ways, now the important prestigious EMI/EMC Lab of DRDO was gutted in to fire during Saturday/Sunday.

Dr Kalam then SA to RM had appreciated EMI/EMC for committed work of NARAD Terminal and based on that EMP hardening satcom terminal project was given to DEAL.

DEPARTMENT OF DEFENCE RESEARCH AND DEVELOPMENT

  1. Apprising, assessing and advising RakshaMantri on the influence on National Security of emerging developments in Science and Technology.
  2. Rendering advice to RakshaMantri and to the three services and inter services organisations on all scientific aspects of weapons; weapon-platforms; military operations; surveillance;support and logistics in all likely theatres of conflict.
  3. To function, with the concurrence of the Ministry of External Affairs, as the nodal coordinating agency of the Ministry of Defence on all matters relating to Instruments of Accord with foreign Governments relating to the acquisition of technologies whose export to India is the subject of national security related controls of foreign Governments.
  4. Formulation and execution of programmes of scientific research and design, development, test and evaluation, in fields of relevance to national security.
  5. Direction and administration of agencies, laboratories, establishments, ranges, facilities, programmes and projects of the Department.
  6. Aeronautical Development Agency.
  7. All matters relating to certification of the design air worthiness of military aircraft, their equipment and stores.
  8. All matters relating to the protection and transfer of technology generated by the activities of the Department.
  9. Scientific analysis support and participation in the acquisition and evaluation proceedings of all weapon systems and related technologies proposed to be acquired by the Ministry of Defence.
  10. To render advice on the technological and intellectual property aspects of the import of technology by production units and enterprises manufacturing, or proposing to manufacture, equipment and stores for the Armed Services.
  11. To deal with reference made under section 35 of the Patents Act, 1970 (39 of 1970).
  12. Financial and other material assistance to individuals, institutions and bodies corporate, for study and for the training of manpower on aspects of Science and Technology that bear on national security.
  13. In consultation with the Ministry of External Affairs, international relations in matters connected with the role of Science and Technology in national security including-(a)       matters relating to relations with Research Organisations of other countries and with Inter-governmental agencies, particularly those which concern themselves, interalia, with the scientific and technological aspects of national security;(b)       arrangements with Universities, educational and research-oriented institutions or bodies corporate aboard to provide for foreign scholarships and the training of Indian scientists and technologists under the administrative control of the Department.
  14. Execution of works and purchase of lands debitable to the budget of the Department.
  15. All matters relating to personnel under the control of the Department.
  16. Acquisition of all types of stores, equipment and services debitable to the budget of the Department.
  17. Financial sanctions relating to the Department.
  18. Any other activity assigned to, and accepted by, the Department through understandings or arrangements with any other Ministry, Department, Agency of the Government of India whose activities have a bearing on the scientific and technological aspects of national security.
