Hon’ble Sir,

Good Governance is core issue for Bharatiya Janata Party (BJP). One aspect of Good Governanceis defined as “Our model of good governance ensures that even the tallest leaders and top bureaucrats are answerable to an ordinary citizen, hailing from any part of India. The Government believes in operating in complete transparency, with every file andofficial record open for public scrutiny, except when these may endanger national security” on BJP website

Main characteristics of Good Governance are Transparency, Accountability and Zero tolerance for Corruption-Eradication of Corruption and Rule of Law.

Sir, I would like to quote your message “Lack of good governance is like diabetes which affects each and every part of the body” and “We did not get surajya (good governance) after swaraj (independence)”.

In ceremony of release of BJP Manifesto you told “DO MOOL BATON KO LEKAR HUM AAGE BADH RAHE HAIN”- First is Good Governance and second is Development.

Sir, very humbly I would quote the News – On June 4, as Prime Minister Narendra Modi met all his 77 secretaries at his 7, Race Course Road residence with a call forsuggestions. “Tell me how to run my Government“.

As a matter of fact, you might agree that Government Servants are backbone of Government System and without support of them Government can’t function, as evident form your statement to secretaries of Government of India.

Sir, It is general perception today that “Corruption is a Termite for India”. Corruption is the abuse of entrusted power for private gain. Corruption whether in cash or kind lead generation to black money? The major source of investment of black money is immovable property as lack of implementation of transparency system in records of immovable property, it is very difficult to search & assess the value of immovable property whether declared or non-declared by an individual.

Government Employees are bound by two statutory rules, one for conduct (CCS (Conduct) Rules 1964) and other for discipline (CCS (CCA) Rules 1965).

Government felt that all Government Officers (Group ‘A’) should declare their IPR regularly every year under the provisions of Rule 18(1) (ii) of CCS (Conduct) Rules 1964.  Therefore, DOPT, Government of India issued various Office Memorandums to all Ministries/Departments/Organisations under Central Government regarding submission of IPR and place the same in Public Domain. These OMs are as follows:

In exercise of the powers conferred by Section 59 of the Lokpal and Lokayuktas Act, 2013, the Government of India has notified the rules to provide for furnishing of information and annual return containing declaration of assets and liabilities by public servants as on 31st day of March every year, to the competent authority. Copy of the DO Letter D.O. No. 5(1)/2014 – EO (PR) dated 25th July 2014 issued by DOPT is annexed.

DOPT implemented these OMs fully for IAS and other cadres directly under it and put IPR of all officers in prescribed form for IPR issued by DOPT. Software known as IAS Officer’s IPR Information System also uploaded on DOPT website by which every citizen can get the latest signed and duly filled copy IPR 2013 in prescribed Performa issued by DOPT. Recently DOPT is going to upload its latest developed software “Property Related Information System (PRISM)” by 01.08 2014 for online uploading of assets and liabilities.

DOPT issued a prescribed format for declaration of Immovable Property by Government Officers. Copy of the IPR form is annexed. Most of the Ministries/Departments/Organisations under Central Government implemented the OMs of DOPT regarding placing of IPR in public domain by updating every year and recent IPR 2013 is available on websites of these Ministries/Departments/Organisations.

Sir, recently you also asked your ministers to submit property details to by July-end despite they have already declared their assets to Election Commission in the recent elections in 2014.This shows your commitment towards Transparency and Anti-Corruption in Government of India.

Despite all facts narrated above, there is one organisation under Ministry of Defence that has assumed that it is exempted from rules framed by DOPT, Government of India.This organisation is Defence Research & Development Organisation (DRDO).

This organisation is having a budget of approx. Rs. 11500 crore in Finance Bill 2014-15 out of which DRDO is spending 48-50% in procurement. So about Rs.5500 crore is being expenditure in procurements. The major source of corruption is procurement and best source for investment of back money is immovable property at manipulated cost.

Transparency and corruption are correlated like light and darkness. Simply where transparency is maintained there will be no corruption and where no transparency in the system then definitely corruption exists there. DRDO chief do not believe in transparency and rule of law the two main features of Good Governance. It can be simply established by non-placing IPR 2013 of 7500 Scientists of DRDO including Shri Avinash Chander and 11 Director General & Chief Controllers.

On perusal of DRDO website, I found surprising facts which stunned me and forced me to write irresponsible fact of DRDO to Hon’ble Prime Minister Sir. Since 2011 the IPRs of all DRDO Scientist including Shri Avinash Chander has not been updated. DRDO is grossly violating the DOPT; Government of India OMs regarding placing of every year updated IPR in public domain. Besides this DRDO is not using the prescribed Form of IPR specified by DOPT and not placed copies of these IPR 2013 duly signed by individuals on its website?

Sri Avinash Chander chief of DRDO is holding the three posts under Government of India viz DGR&D, Scientific Advisor to Raksha Mantri and Secretary, Defence R&D. Why he is not maintaining transparency and Rule of law in IPR matter in DRDO? The answer is quite understandable in light of above narrated facts. Besides Sri Avinash Chander, Dr. A.K. Singh, Director, Directorate of Personnel (DOP) is fully responsible for such kind of wilful and gross negligence in non-implementation of Government of India orders regarding placing of IPR 2013 in public domain in prescribed Performa.

Sir, non-transparency indicates corruption in the organisation. So I humbly request you to take stern action against the officers in DRDO responsible for such kind of gross violation of Government of India orders & policies for Good Governance and give directive to Sri Avinash Chander, DGR&D and Scientific Advisor to Raksha Mantri, Secretary, DRD for managing to upload the IPR 2013 of all 7500 Scientists of DRDO and implementation of IPR Information System of DOPT in DRDO.

DRDO claim on LCA export premature: Former top IAF officers

DRDO’s claim about being in a position to export Light Combat Aircraft Tejas has been dismissed as premature and unrealistic by former top IAF officers.

NEW DELHI:  DRDO’s claim about being in a position to export Light Combat Aircraft Tejas has been dismissed as premature and unrealistic by former top IAF officers, who want it to focus on getting the indigenous fighter plane inducted into own air force first.

“It is good to have ambitions but there are several miles to go before we can talk or think about exporting LCA.

“It is too early to talk about this as it has to be fist inducted into IAF before we take a decision on selling these planes,” former IAF chief Air Chief Marshal S Krishnaswamy said.

He was reacting to DRDO’s claim that it can sell light-weight multirole LCA to friendly foreign countries in future.

Krishnaswamy said DRDO and the country will have to be “realistic” as for exporting the aircraft. The country will have to make huge investments to create a new and big production line for mass production of these aircraft, he said.

The development of the home-grown fighter aircraft, which recently got ‘Initial Operational Clearance’ by IAF, has already taken 30 years at an estimated cost of over Rs 17,000 crore.

However, the induction is still awaited as IAF has not yet given the ‘Final Operation Clearance’. Production of the aircraft is estimated to push up the cost further.

Krishnaswamy said when it comes to exporting combat aircraft or helicopters, the seller has to provide long-term fleet support to the customer countries and “DRDO has no exposure to such fleet management practices”.

“We had exported some choppers to a country and one of them crashed during the national day parade of that particular nation.

“So, we should first focus on developing the aircraft for our own requirements and then think of other things,” he said.

Krishnaswamy said the first indigenously built bomber HF-24 Marut aircraft had to go through several modifications due to problems experienced in it even several years after it was inducted in IAF.

Live India exposed how national security is compromised by the goverment. Itis related to Balco i,e Bharat aluminium company limited located in Korba,Chattisgarh.
The story talks about a chinese company named SEPCO being awarded a contract for setting up of a power unit inside BALCO, a Navratna company. At BALCO,DRDO’s research and development centre is in operation.They are making aluminium alloys like AA2014 ,AA2219 etc for different kind of missiles.
They are also producing various kinds of aerospace material for ISRO and Vikram Sarabhai space centre.Apart from this missile casing,designing and assembling is also being done here.
Vedanta,a UK based company,being the majority stake holder(51 percent) took the arbitrary decision of giving the contract to a chinese company SEPCO for setting a power unit inside BALCO thus compromising the national security interest.Interestingly SEPCO went a step further by subletting construction work to a company called Gannon Dunkerley.
This company claims to be an Indian company but it has its business interest mostly in Dubai,Abudhabi,Gulf and middle-east. This was done despite govt of India’s instructions that contract should be given to an indian company.The Govt of India remained a silent spectator to Vedanta’s decision.No action was taken.
Prior to entry of the chinese a shocking incident took place at BALCO. Missile proof and design were stolen from BALCO.Adding to that Vedanta,the 51percent stake holder in Balco sold missile assembly line under the pretext of it being oldwith taking due permission or clearance from defence ministry and other security agencies.
A congress MP Dadai dubey wrote a letter to then prime minister and home minister about it.But no action was taken.Now the govt has approved complete disinvestment of BALCO in favour of Vedanta.Finance minister P.chidambaram was non executive director of Vedanta from Nov 2003 till 22nd may,2004 a day before formation of UPA1.
He was given finance portfolio in the UPA govt.Allegation is that he facilitated complete disinvestment of BALCO, a Navratna company in favour of Vedanta.

Honorable Sir,

In last fifteen years many honest officers / employees who raised their voice against corrupt practices being followed by DRDO senior officials were penalized.

Sh G Jupiter of ASL, DRDO, Hyderabad a patriot and honest officer who helped Intelligence Bureau (IB) in national interest and in bringing out spying activity by senior scientist and officer of DRDO is being harassed by not giving him his due credits even after the honorable CAT decision in his favor.

Honorable Defence Minister is requested to look personally in this matter and do needful in national interest.

Sir,

  1. Sh.Rakesh Kumar Gupta, Scientist ‘C’ raised a demand of Laboratory Microprocessor Based Programmable High Temperature Furnace vide Demand No. DMSRDE/13552009 dated 30 August 2012.
  2. SPC date 13th September 2012
  3. DRDO Hqrs approval 1st October 2012
  4.  Tender Date 1st October 2012 (see the efficiency)
  5.  Limited tender enquiries will be issued to vendors registered with R&D Labs/Estts, DGS&D, NSIC, other Government departments and to the firms of national repute who will be registered before their bid is considered as per Para 3.2.2.  Such tenders may also be invited from the Government designated agencies. While inviting limited tender enquiries, due care will be observed in selecting vendors, especially in the case of traders who are not the actual manufacturers/authorized agent, to ensure better after sale service. (Rule 7.6.1 PM 2006)
  6.  Seven firms were mentioned in demand to which tender enquiries were sent. Out of these Modern Scientific Centre, Kanpur, Dhankar Enterprises, Kanpur,  Manglam Traders, Kanpur, Scientific Aid and Omega Furnace Industries, Banglore were registered in July 2013 at DMSRDE.
  7.  In this case two firms Dev Industrial Enterprises, Mumbai and Inschem, Lucknow are non-registered firms.
  8. As per PM 2006 Rule 7.6.1 “Limited tender enquiries will be issued to vendors registered with R&D Labs/Estts, DGS&D, NSIC, other Government departments and to the firms of national repute who will be registered before their bid is considered as per Para 3.2.2.  Such tenders may also be invited from the Government designated agencies.   9. Dhankar Enterprises is not registered for Scientific Equipment/Instruments at Commercial Tax Department, Uttar Pradesh then how tender inquiry was sent to Dhankar Enterprises. Copy of registration enclosed.

  12. Supply was made on 27 Sept 2013 while in demand the delivery period was 3 months from date of supply order but SO was placed on 26 Feb 2013 that is delivery was made after 7 months (27 Sept 2013 – 26 Feb 2013 = 7 Months)
  13. No VAT /Tax was claimed in SO as basic cost of item was 1681500.00 only.
  14. Actual cost of item is Rs. 560000 + VAT 5.5% (560000*5.5% = 30800) . Thus total cost is 590800. But SO was placed for  Rs. 1681500.00. Hence item was purchased at very high price and commission of Rs. 1681500 – 590800 = 1090700.00 was made by Dr. AK Saxena, Director, DMSRDE, Kanpur. A thorough investigation is needed to explore the relation between Dr A K Saxena, Director, DMSRDE and M/s Manglam Traders, Kanpur. It may be reveal crores of crores rupees scam in DMSRDE and RCI, DRDO.

‘Kalam has been promoting himself, not self-reliance’

Avul Pakir Jainulabeen Abdul Kalam, who headed DRDO for years, is credited with drawing up the blueprint for India’s entry into the league of developed nations. He is the protagonist of the government’s grand plans to make indigenisation of defence products a reality.

If he could transform DRDO from a moribund, bureaucratic government organisation to an establishment that fights for self-reliance in defence production, will Kalam’s effort to build aircraft, war machines and missiles on the Indian soil bear fruit?

Many acknowledge that despite technology denials and control regimes enforced by the developed countries, Kalam imbibed a high-end research and development initiative in DRDO laboratories that the government, academic institutions and the industry now look at him in awe.

Thanks to Kalam, DRDO now has a leading role in generating technologies and secure systems in the field of information technology which could change the quality of life in defence forces. Under his stewardship, the organisation created the critical components and devices that will be the backbone of state-of-the-art electronic systems in defence.

Many claim Kalam’s discovery has been a turning point in India’s history and national security. But these days the boat owner’s son from Rameswaram in Tamil Nadu is setting sail on just one massive project — take India to self reliance in defence production at least 70 per cent by 2005.

It is because of Kalam that India can now boast of the ambitious indigenisation Plan 2005. Plan 2005 is not just about making weapons indigenously. It is the symbol of national pride.

Years after it professed the indigenisation mantra, the government sheepishly admitted last year that only 30 per cent of Indian weapons were of domestic origin. The realisation prompted it to turn to Kalam. It then immediately created a Self-Reliance Implementation Council headed by Kalam that will implement Plan 2005.

Is DRDO’s aim to achieve 70 per cent indigenisation in the defence system realistic in the wake of unaccomplished high profile projects like the Light Combat Aircraft, Arjun main battle tank, the missile and nuclear submarine programmes? But can Kalam deliver?

Not many believe that Kalam will accomplish 70 per cent self-reliance by 2005. The task us gigantic. More than one-third of the budget for the missile programme, the Arjun MBT and the LCA has gone into imports of critical components. More imports are to follow as DRDO’s indigenous engine programme, especially for the LCA, is on the verge of collapse.

“Indigenisation is a hoax. Kalam is spreading it boasting that he will attain self-reliance in defence equipment in five years time. Indigenisation should have been the DRDO motto when it was established in the 1950s, not in 2000,” says an army officer.

Many within the army, the air force and the navy, who have been waiting in vain for DRDO-developed defence equipment and electronic warfare systems, claim Kalam has been promoting himself, and not self-reliance.

“Both DRDO and Kalam have failed to win over the armed forces because many of their projects have become serious stumbling blocks for the forces’ modernisation,” the army officer adds.

The accusations against Kalam are three — that he did not create a good research and development culture in DRDO, that his relationship with the armed forces has been rocky and that he did not embark on any plan to stem the brain drain from DRDO.

Designing and developing defence weapons is perhaps the toughest engineering task. But experts claim DRDO suffers from a poor research and development culture thanks to Kalam.

“DRDO under Kalam has done more on public relations than on proper research and development. That is the reason why many of our projects like LCA are terribly lagging behind in schedules,” says Shankar Sen Chaudhury, an independent technical analyst based in Hyderabad.

“The structural environment in DRDO labs have to change if effective results in indigenisation is to take place,” he adds.

Another problem is the rocky relationship that Kalam has with the armed forces. He and his colleagues argue that the forces do not have any specialists who understand the design and development concepts of DRDO. “Therefore, the armed forces always interfere in our projects halfway through,” a DRDO scientist says.

Many say this messy relationship between DRDO, “the seller” and the three armed forces, “the buyers”, should be blamed on both sides. “Kalam was a marketing man. He wanted to hard-sell his half-baked DRDO products to us, like the Arjun tank,” says an army officer.

But DRDO asks: When the forces induct imported products without any trails, why can’t they rely on indigenous products? DRDO officials say the only reason for this is that the army does not have the experience to induct an indigenous weapon system.

DRDO has been mouthing the politically correct mantra of indigenisation because a number of disgruntled scientists in the organisation charge, “Dr Kalam is a politician.”

His critics say the problem is that India’s defence programmes is a one-man show. “Only Kalam is recognised and acknowledged. It is ridiculous that thousands of us are working there, and only one man is framed in a glass house. That is the precise reason for the high rate of brain drain from DRDO,” a disgruntled DRDO engineer said.

The rate at which scientists and engineers are leaving the laboratories is a cause for grave concern. According to a survey, more than 3 per cent of scientists and engineers leave the organisation every year in search of attractive salaries and perks.

“We have been demanding better salary packages and service conditions. But neither Kalam nor the government has listened,” says the engineer.

A section of DRDO scientists are now happy that the organisation is no longer under Kalam. Ever since the new chief, Dr Vasudev K Aatre, took over in December, things are looking up. One of the his first decisions was to initiate a university interactive programme for DRDO scientists. Now, professors of premier science institutes like the Indian Institute of Science in Bangalore will spend time with DRDO scientists on specific research projects.

The Indian Air Force has been clever over the years in a petty sort of way. Short-range or medium-range combat aircraft and so on are uniquely IAF nomenclature; no other Air Force has such categories. In the age of aerial tankers, describing warplanes by their radii of action is a distraction.

Forty years ago the IAF invented another category of warplanes — “deep penetration and strike aircraft”, which permitted the purchase of Jaguar. The IAF sees this sort of thing as a harmless ruse to serve its interest.

The multiplicity of combat aircraft thus procured allows, the service belie­ves, in a crisis to at least have some squadrons in its fleet not subject to sanctions or the spares-and-servicing tourniquet, which supplier countries in greater or lesser measure always apply, depending on their foreign policy goals and national interests of the moment, and which tool of manipulation is now legitimated by the recent Arms Trade Treaty.

This policy of buying aircraft from diverse sources was first articulated in a 2006 note from Air Headquarters (AHQ) to the ministry of defence (MoD), which stated that the requirement for a sub-30-ton fully loaded combat aircraft was being deliberately proposed to escape the Russian stranglehold, and avoid going in for more Sukhoi-30 MKIs or the upgraded variant the “Super” Sukhois. Thus, Rafale passed the spurious test, clocking in at 27 tons. Of course, the IAF-invented range-dictated categories serve another purpose. They confuse generalist civil servants in the MoD and convincing clueless politicians that there are big gaps in combat aircraft numbers which need filling.

In this game of “fool you, fool me”, where the IAF is being jerked around by supplier countries, the threat to national security stays unaddressed. IAF is principally to blame, of course. But the inability of the Aeronautical Dev­e­lo­p­ment Agency (ADA) and other Defence Res­earch and Development Organisation (DRDO) units tasked with aircraft and on-board systems designs, and the sheer incompetence of Hindustan Aeronautics Ltd (HAL) are equally responsible.

So criminally negligent has HAL been that in all the years it assembled a variety of MiG-21s, MiG-27s, MiG-29s, and the Jaguar, and the power plants for each of these aircraft at its Koraput factory, it failed to maintain a dat­abase. In other words, for all the licence manufacturing it has done over the years, by failing to compile how every component in the aircraft and in the engines does what and how, it has learnt nothing.

Had HAL maintained a database of all the items it has put together, the country by now would have had the built-up capability to manufacture the Tejas Mk-I and Mk-II on the run. But this defence pu­blic sector unit has red­uced its­elf to an adjunct of supplier companies. That top HAL leadership has not been brought to acc­ount on this score and that the Indian taxpayer continues funding such profligacy only reflects the state of things.

DRDO, on its part, has prospered by creating illusion. Other than in certain areas, such as in writing sophisticated software and devising complex algorithms to drive military systems, DRDO projects are mostly scams. Behind every project that’s touted for realising “self-sufficiency” lies imported technology in some guise. In fact, it has been so grossly inept in not insisting on total transfer of technology from its partners that foreign defence firms happily strike deals in which Indian monies fund the development of state-of-the-art technology in other countries but get nothing out of it except finished high-cost products.

It is not the fault of the supplier firms that DRDO has proved so inattentive, gullible, and plain reckless with public monies. Take for example the advanced medium-range and long-range missile systems supposedly being collaboratively developed with Israel. Except in striking a contract for `15,000 crore, DRDO settled for only a work-share arra­ngement and that too to fabricate the low-value backend of these missile systems, with the Israeli company retaining the intell­ectual property rights on all the technology so developed.

A similar deal for a short-range missile system with Dassault Aviation has just been signed and another `30,000 crore is consequently going down the drain. Because in this business suckers are not given an even chance, the foreign companies can hardly be blamed for exploiting DRDO’s unwillingness to leverage India’s financial subsidy to obtain full proprietary and production rights for all technologies generated in such projects. So what is the department of defence finance doing other than sleeping on the job?

If DRDO brass were to be hauled up, it would be like pulling out a foundational stone that could bring the whole fraudulent public sector defence industrial edifice that, notwithstanding its claims, has produced no original technology after the Marut HF-24 in the 1970s, tumbling down. It is the reason why the Naresh Chandra Committee’s recommendation that the offices of scientific adviser to defence minister, head of DRDO, and secretary defence R&D be separated, may never get implemented. There are too many vested interests in the armed services, DRDO, and DPSUs who have it good to want this situation to change.

Coming back to Rafale, had Reliance Aerospace gone about it the right way it could have emulated Larsen & Tubro (L&T), which has indigenously developed the engineering, tooling, and manufacturing capability to locally produce everything from nuclear-powered and conventional submarines of any design to artillery systems. This proactive attitude to build up its all-round capability means it is in a position to benefit from “transfer of technology” portions of deals for high-value weapons platforms India has signed in the past two decades, and very quickly to absorb foreign technologies India pays for but which, owing to the complete inability and incompetence of defence public sector units, has to-date not capitalised on. We are talking cumulatively of waste now reaching the thousand billion dollar-level.

If the L&T business model is too onerous, Reliance Aerospace, instead of turning itself into a mere cog in the Dassault Aviation machine by channelling payoffs to the right quarters in the ruling party to lubricate the Rafale deal, could have tried to buy off large chunks of the Rafale-maker, Dassault Aviation itself, as the Tatas have done by purchasing the South African company Denel’s entire 155mm/52 calibre Howitzer line. That might have been the second-best strategy to become a commercially viable defence production entity in double-quick time and do right by the country as well.

Zero sum Game.Only history will tell whether DRDO has been zero or hero. Import of even obsolescent BMD would have cost us fortune which DRDO has been able to save. Calling Names.. If IAF has managed to get its magnificent flying machines from diverse sources instead of all from Russia without love-it has been smart move by them for which they need to be lauded? Jaguars & Mirages have served us well as Canberra’s & Hunters did? HAL & ADA. The two are incomparable and class apart. While HAL has hardly picked up any worthwhile aviation technology during its half a century of assembling MiG’s & missiles in its sprawling MiG complexes- ADA has developed fourth generation plus Tejas. Flight testing & overcoming problems during development takes time but rewarding eventually. Successes as Scams? It is much easier to call a success a scam than calling a spade a spade. If DRDO has made use of some imported technology where is the problem? Most of the defence technologies are copied all over the world sans any qualms or copyright compulsions.155×52 or Desi Bofors will be copy work of some technologies. Russian K-13A air to air missile was true copy of the the US Sidewinder-without being a scam. Missiles. The learned author can rest assured that no short, medium or long range missiles can take India for a ride in any missile deal till Dr VK Saraswat is around. A scientist who has successfully lead us to the ICBM regime must have seen some technology benefit in these collaborations.

The so called DRDO Scientists are busy playing Golf in the DRDO Phase-II Township Golf Course, Bangalore. Unlike the soldiers, risking their lives in difficult terrains, a majority of these scientists enjoy their entire life (doing very little official work) in splendid townships, utilising CSD facilities, many festival holidays, discussing (obviously during office hours) and buying /investing in plots of land, flats etc. without concern to build good quality weapons at the shortest possible time. They do research(at tax payers expense) without any urgency to complete the tasks with an end result in mind. They should be made accountable for each and every pie of tax payers money. In case of not meeting the deadline, the scientists should be asked to reimburse back to the Govt. of India 50% of the salary drawn.

India is at war. Tejas fighters wheel over a smoke dark battleground, taking down enemy aircraft with their superior radar and missile capabilities. Lower still, Indian-designed helicopters are giving hell to enemy armour and troop formations with missiles and machine-gun fire. On the ground, mighty Arjun tanks lumber slowly across dunes, sure of their inpenetrable Kanchan armour even as they spew death through their 120 mm guns. Jawans crouch and advance with the tanks, firing three-round bursts from their INSAS rifles and lobbing bhut jholokia grenades at their foes. They are tireless, having imbibed performance-enhancing pills, and well-fed, having had spoil-proof parathas and self-heated packaged meals before battle.

This is what a DRDO dream looks like. However, a nightmare was revealed recently when Defence Minister A K Antony ordered the Comptroller General of Defence Audit (CGDA) to do a secret audit of India’s equivalent of the futuristic workshop of James Bond’s ‘Q’ — the Defence Research and Development Organisation that goes by the handle DRDO.

The highlights of the report are frightening. Here are some of them:

* DRDO has been developing equipment which is either sub-standard or have extended deadlines and additional budgets;

* Many of the projects have been sanctioned without the requisite government approval. Only 10 per cent of projects have come to the ministry for clearance;

* Corruption and nepotism exists in the upper echelons;

* There is an exodus of qualified scientists;

DRDO has challenged the findings but the Ministry of Defence (MoD) has taken cognisance of them. It will be ordering a review of the agency’s approval processes as well as that of the recent proposal to enhance the financial powers for DRDO chief V K Saraswat.

Crores of rupees are spent on research that mostly flops

The CGDA audit findings raise serious questions on the capability of this defence outfit, which has an annual budget of Rs 10,500 crore. Established in 1958, it has a network of 52 laboratories nationwide, employing 5,000 scientists with about 25,000 support staff. But only 29 per cent of the products developed during the last 17 years are being used by the Armed Forces. The audit notes that in several cases, DRDO bought equipment from other companies after spending crores on R&D. For instance, the CGDA found that after spending two years and Rs 29.96 crore to develop satellite signal monitoring, DRDO ultimately bought the same from a public sector undertaking on a single tender basis for Rs 24.50 crore in April 2011. “If such technologies are indeed commercially available, where was the need of a development project by DRDO?” the audit asked. DRDO also spent Rs 6.85 crore to develop explosive detectors, which were offered to the army for Rs 30 lakh each. Foreign versions of these are available off the shelf for Rs 9.8 lakh per piece, a price that also includes repair and maintenance.

The CGDA report criticised the ‘joint development’ technology initiative of DRDO, calling it “import of older, foreign technology under the disguise of joint development.” The CGDA accused DRDO of promoting Israeli company M/S SCD without the mandatory formal transfer of technology agreement. Commenting on a DRDO deal to develop a higher format uncooled detector, the CGDA said: “DRDO shall be financing the development expenditure of `19.90 crore by releasing it direct to M/S SCD Israel. Basically, instead of doing development itself, DRDO is funding a foreign agency’s development effort, that too, without any explicit arrangements being finalised about ownership of intellectual property generated from such financing,” noted the CGDA. “Neither the production agency nor the users — mechanised forces of army — have been kept in the loop,” the CGDA report says.

With a chaotic record of arms experiments and eccentric choices of spending money on pickles and automated idli and dosa makers for aircraft carriers, the very reason for DRDO’s existence seems dubious. Says V K Mittal, a former senior scientist with the agency, “DRDO technology is almost two decades old. Two projects, namely Samyukta and Sangraha electronic warfare equipment, were partially inducted in the armed forces, but users felt these were outdated and more expensive than the latest technology available.” Meanwhile, the agency has developed many products that is meant for the soldier at the front: DRDO pickles made of semi-ripe berries and spices such as red chilli powder, cinnamon, cumin, cardamom, black pepper powder, and clovers, spicy potato parathas, instant kadhi mixes, cashewnut barfi, mutton vegetable korma, instant halwa mix, egg biscuits and instant upma mix are among its culinary achievements. The agency also successfully bred a region-specific hybrid goat using technology that mixed the genes of adaptive and meat traits through cross-breeding breeds such as Changthangi and Gaddi and Sirohi and Black Bengal goats. DRDO has also developed ‘Lukoskin’, a herbal care product for leucoderma and the performance enhancing drug Perfomax which is meant to “improve physical and mental performance in high altitude and hypoxic conditions.” In true 007 style, it has also developed a car coolant that will not freeze in extreme temperatures. The crores of rupees wasted in innumerable half-baked projects add up to quite a sum. In a separate report by CAG in 2011-12, the DRDO is criticised for spending crores on random research projects. In 2011, out of 55 high priority projects based on user-requirements, only thirteen went into production. A modular bridge, being developed for the army was shelved in 2010, after eight years of experiments and spending Rs 21.46 crore. Six months later, Rs 13.25 crore was sanctioned for another modular bridge project. The initiative to produce next generation laser weapons was closed down within a month after equipment was procured.

“We are dangerously behind our adversaries. China is far ahead in indigenous technology in both tanks and missiles sector. DRDO’s claim of modern technology is too old when it is delivered to armed forces. It is a big disappointment”, observes security analyst Major General (Retd) Afsir Karim.

Flop wonders

Institutions without qualifications are promoted

Defence minister Antony had asked the CGDA to investigate after receiving complaints on suspected manipulation in DRDO contracts, undue favor to some external vendors, and irregular appointments in the agency which runs a vast network across the country. Its annual budget has no audit verified document to show what value has been generated so far through its technologies. Under a very personal cloud is DRDO chief V K Saraswat. The CGDA has questioned why he granted Rs 2.88 crore to a mathematics institute to develop a futuristic radar when its scientists are not even remotely connected with research relating to the project. Incidentally, Saraswat is the president of the institute’s governing body. The audit also stated that the institute lacked expert manpower, and started recruitment only after getting DRDO funds that were released without due diligence. A Dehradun scientific lab was granted Rs 14 crore to develop a communication link, while the institute headed by Saraswat was also sanctioned Rs 2.98 crore to develop the same technology — it doesn’t have even basic facilities like computers for individual researchers. “It shows that the radar development project is being split in different parts to avoid going to the ministry and users with a proper full scope development programme,” the CGDA said. The DRDO understandably refutes the findings. “These are only observations. The laid down procedure of audit was not followed, and it was issued without authorisation. It is a one-sided report. We will give a point by point reply of audit findings. DRDO has achieved several milestones and that nobody is talking about, ” retorted Dr Ravi Gupta, DRDO’s official spokesperson. However, the CGDA report says that DRDO has tried to camouflage its failures in the name of secrecy and national security.

Says Commodore (Retd) Uday Bhaskar, former head of the Institute for Defence Studies and Analyses (IDSA), “The Government is not willing to discuss the Rama Rao committee report that talks about reforming DRDO. It shows that they are not serious about the decaying of a government institution, which in the last 30 to 40 years has completely disappointed the users. Money is being spent without any effect on indigenous programmes. I will appeal to Indian Parliament to take this matter and discuss the issue.”

Project black hole

DRDO has been spending fresh money on its own failed projects

The CGDA accuses the DRDO of functioning in a non-transparent manner. “There is no comprehensive database to find out the details of projects sanctioned for execution by the DRDO and how many has been declared as successful,” it said. Antony was also informed that DRDO has been operating as an authority unto itself, bypassing the MoD where many crucial expenses are involved: the agency comes under the ministry and its main objective is to develop a modern technology base and equip the defence forces with internationally competitive systems and weapons. During 2009-2010, DRDO sanctioned 702 projects costing above `50 lakh but only 102 research projects were referred to the ministry. The audit body also questioned the grounds on which DRDO authorities sanctioned new projects in the name of completing failed projects with questionable changes in scope to avoid ministry’s nod. For example, DRDO took up a project for development of counter mine flail (CMF) for T-72 tanks at a cost of `8 crore in December 2002. CMF is a device that creates a safe passage through a minefield by deliberately detonating land mines in front of the vehicle that it is mounted on. Army HQ revised the requirement in 2004, but DRDO continued with the old parameters and in 2008, the product failed tests. In spite of this, it was not closed and in February 2011, another new project costing Rs 49.85 crore was sanctioned for the same CMF project.

Armaments apart, the DRDO has been splurging 10 per cent of its annual budget on construction of offices and auditoriums. CGDA also indicted DRDO for unauthorised sanction of Rs 49.15 crore to develop a vehicle testing facility in Pune — mainly for civilian use — disregarding approval rules.

“There is a lack of transparency and accountability in the name of defence research. For decades, DRDO has been promising a lot to the armed forces but have failed to deliver. The top brass should be made accountable. Unless this happens, money will be squandered away on technologically outdated projects and the armed forces will be cheated,” says Mittal.

Meanwhile, there has been a huge exodus of scientists from the agency. Last year, 86 scientists took VRS. Says Gen Karim, “The functioning of DRDO is improper. In the next five years, the difference between our adversaries and us would be glaring. The MoD is not serious about reforming DRDO. A national blueprint is required for this.”

The swadeshi trap

Unplanned indigenisation leads to losses and aborted projects

In this situation, how efficacious are the agency’s multimillion-dollar projects? India purchases arms worth $6.9 billion from the US, making it America’s second largest defence client after the Saudis. The Congressional Research Service’s annual survey of global arms sales written by Richard Grimmett and Paul Kerr says India is fast upgrading its equipment from its Soviet-era arsenal. In late 1993, a committee headed by then Scientific Adviser to the Defence Minister and DRDO chief APJ Abdul Kalam had set the goal of 70 per cent of indigenisation in weapons production by 2005; DRDO has not moved beyond the 30 per cent it had reached in 1995. The passion for swadeshi is the principle behind the money being spent by the Indian government on DRDO. But most of DRDO equipment malfunctions or the projects themselves are yet to take off or are delayed, sucking in more and more money.

Rifle recoil: The mass produced INSAS rifle, meant to be the main rifle for the Indian Army has been known to malfunction in extreme conditions. The first known debacle was on August 7, 2005. As the evening shadows grew longer at the Royal Nepal Army’s Pili camp in western Kalikot district, about 550 km northwest of capital Kathmandu, Maoist fighters massed silently outside. The roads connecting the camp that housed about 200 soldiers — mostly employed in the construction of a new highway — had been mined. A little before 6 pm, over 1,000 Maoists attacked the camp. Armed with INSAS rifles, the Nepalese soldiers fought back, but in vain. By 4 pm, the Maoists had captured 100 soldiers, and executed 40 of them. Nepal blamed INSAS malfunctions for the disaster: “The rifles are okay if you fight for an hour or two, but are not appropriate for long battles. If we had better weapons, our casualties would have been much less,” said a Nepal government spokesman. In November 2011, the Ministry of Defence issued a tender for 66,000 assault rifles to replace the INSAS. The MoD wanted the new rifles to be able to switch calibres between the small, high-velocity 5.56 mm rounds the INSAS fires and the devastatingly powerful 7.62 mm rounds of the older FAL rifles.

The story of this short-lived rifle epitomises the drift in the way the DRDO works, and also between it and the armed forces. The DRDO took a decade to design the INSAS. A few years later, it was supplied to the Army throughout the later half of the 1990s. But the Army did not put all its eggs in the desi basket; it bought 100,000 AK-47s from Bulgaria in 1995 for its frontline units in Kashmir. The INSAS began rolling off the lines soon after, at a cost several times that of the Kalashnikov. When war broke out in Kargil in 1999, INSASs jammed; the transparent polymer magazines cracked. Its ammunition-conserving three-round burst went virally fully automatic. An oil spray glitch was detected. By 2002, the Army had ordered the Israeli Tavor 21 rifle for its special forces and the Galil for its snipers. This year, the Special Forces will induct US-made M-4 rifles, the Vietnam-era M-16’s newer version that US soldiers now use in Afghanistan. “DRDO products are half imported and half prepared here, which is dangerous. Defence is too serious business to be left to one party. It is the user — our armed forces — who will decide which product is useful. DRDO cannot claim success of a product sitting in the workshop,” says Gen Karim.

Air disaster: In the early 1980s, the Indian Air Force was over-reliant on Soviet-made MiG-21s, which would be phased out, beginning in the mid-90s. In 1984, the Aeronautical Development Agency (ADA), a national consortium of over 100 defence laboratories, industrial organisations, and academic institutions with HAL being the principal contractor, was created specifically to manage the Light Combat Aircraft (LCA) programme. The DRDO was to develop the plane’s flight control system, hi-tech radar, and engine. DRDO delivered on the flight control system. However, the radar was the one that was to be developed by Ericsson and Ferranti Defence Systems Integration for the Gripen, a topline Swedish fighter plane. DRDO decided to develop the radar at home, and started in 1997. In 10 years, cost escalations, delays and other serious problems grounded the project, which is now being developed with help from the Elta group, an Israel Aerospace Industries subsidiary. Kaveri, the engine of the LCA — christened Tejas by former PM Atal Behari Vajpayee — was to be developed by the Gas Turbine Research Establishment, Bangalore using prototypes made by General Electrics, USA. By 2003, it had to be abandoned for an upgraded version of the GE engine used in the prototypes selected to power the first pre-production Tejas. The Kaveri had, in the meantime, failed high-altitude tests carried out in Russia, and by 2008, was officially declared unsuitable. GE was selected to provide 99 engines that were even better than the ones used in the first LCAs. Mysteriously, 15 actuators of the aircraft that were part of the LCA’s integrated flight control system went missing in December 2008 from Heathrow, London. The Tejas has flown, and well, but with an Israeli radar and American engine. The Kaveri programme alone cost the nation about Rs 2,800 crore over 23 years; the cost overrun of the entire LCA programme is estimated at about 3,000 per cent.

Tanked hopes: It took 35 years to make India’s main battle tank Arjun. In 1974, DRDO’s Combat Vehicles Research and Development Establishment at Chennai started designing the tank expected to be ready for war in 10 years. The Arjun was to weigh 40 tonnes with a 105 mm main gun. By the time it was finished in 2000, the tank had grown in size to 58.5 tonnes with a 120 mm gun that can fire rockets. In terms of cost overrun, the Arjun is the champion of delay and drift: it has cost 20 times the initial estimate to make an Indian tank with a German engine. It is so big that ordinary Indian rail wagons, the ones that have been transporting our older Soviet- and British-origin tanks had to be redesigned to accommodate its bulk. Military planners say bridges will collapse under Arjun’s weight. The Army and DRDO have been at loggerheads over the Arjun. Field tests have varied wildly: some have given the Arjun a junk rating, and others say it’s the best thing to have happened to the Armoured Corps. The tank is a ‘jugaad’ queen. South African howitzers have been mated to its chassis to make a self-propelled field gun that DRDO calls Bhima. The army will, at last, add to its ranks about 250-odd Arjuns, and 1,000 T-90s. The next Indian tank, the Futuristic MBT, may well come from a joint initiative with Russia.

As the MoD prepares to review DRDO’s financial procedures, the news is not all bad on the achievement front. Last week, the 350-km range surface-to-surface Prithvi II missile was successfully flight tested at the Integrated Test Range, Chandipur in Odissa. Saraswat, a multitude of rings embedded with various stones flashing on his fingers celebrated by feeding laddoos to the army commander present. However, the question for him is, after the ministry’s review, what’s for just desserts.

Sir, Compliments to the authors for a candid and ‘no-nonsense’ expose. Speaking from personal experience in the ‘Silent Service’, I would say that DRDO Projects that were headed by the ‘USER’ and had a multidisciplinary team under him – ACHIEVED SUCCESS. Examples : Sonar APSOH (1984) – and now the mainstay of the ASW fitment on surface combatants, and ‘AJANTA’ – an EW suite for surface ships. And, let me put it squarely – For the Navy, ‘indigenisation’ is an Article of Faith. Yet, the output of the three DRDO labs, attached with the Navy – NPOL (KOCHI), NSTL (VIZAG) & NCML (MUMBAI) have been MODEST, to say the least. Good show Sirs !! Regards

RS: How to reduce Corruption…

VKS: There is no corruption in DRDO, this is just myth of more than 90 percent of DRUG people that we are corrupt. Antony ji is supporting me, PM is supporting me, so where is corruption. All nonsense.

RS: Then why we are finding so many cases on Prabhu’s web site.

VKS: We hacked he site, but it reappeared, we will do something permanent about this.

RS: For removing corruption…

Shukla : Capt P K Shukla, Director Management Services, Ex- Navy Officer who is the trained gang man of most corrupt king of DRDO Dr A S Bains, – Ex Director DEAL and presently Director Management services DRDO Hqrs and got promotion(rewarded) in 4 years, he will be retire in October 2011 but planning him adjust this bright boy in ADA or other pocket DRDO establishment of DRDO.

Rama Rao Committee:  The Defence Ministry had set up a committee on February 8th 2007, chaired by Former Secretary, Department of Science and Technology, Dr. P Rama Rao to review and suggest measures to improve the functioning of DRDO. The Defence Research and Development Organisation (DRDO) Review Committee constituted by the Government to suggest measure for improving the functioning of DRDO inter alia Ministry of Defence, and Services has submitted its report to the Government on 05th March 2008. It is under study of the Government.

Mohan Rao- Sh T Mohan Rao – Ex Director, GTRE caught red handed by Bangalore police in Jay Mahal Massage Parlour on 11th Maay 2011 with a supplier’s agent Sh V N Narayan and spend one night in police custody. Arun: Dr Arun Kumar, DOP, DRDO Hqrs is the top manipulator of DRDO, whether it is question in manipulation of recruitment, or manipulation of promotion, or manipulation of service extension he is the best. Lot of complaints are pending against him, Civil Cases, Criminal Cases, Complaint in Women Cell, Complaint in CVC. SA blindly saving him for unforeseen reason may be SA is blackmailing by Dr Arun Kumar.

Appeal to clean DRDO of corrupt and Anti national officials

Dear friends,
 With the support of the true Indians we can save our premier defense organisation (DRDO) from the corrupt officials. I am appealing all my friends from DRDO to please support this blog and give your valuable inputs. It is required that we clean the problems of DRDO like nepotism and corruption. They are the root cause of DRDO’s failure in all fields. Friends, I have tons of evidences related to corruption, misinterpretation of rules and misappropriation of funds in DRDO.  I am fighting against corruption in DRDO, since 2000. I have submitted a series of evidences to all government agencies, but till date neither DRDO nor any government agency claimed that they are wrong. Now the RTI acts as the right tool to clean up corruption. With your blessing, I will post all evidences, letters and correspondences with all concern departments. The information from replies to the RTI’s I filed will be available for all the citizen of India. They can analyze the level of corruption in DRDO with the façade of secrecy.
