WE are using street as Website of Sh PDD. All are affected; scientists are also affected by mis-rule of DR VKS. First 6-8 episodes will be on DrVKS, honorable (?????) SA to RM. This will be followed by -WILLIAM SELVAMURTHY, PS GOEL and all “Distinguished”. Outstanding” and “Dictators (Directors)” . The frequency of episodes will be flexible, keep seeing our Anna’s website and give your comments for any particular topic and person to be called in Aap ki Adalat.

VKS: Yes, we are observing, Saiwanjee, Darshan, Vasu also observed, very serious matter, we will discuss next week in missile complex and find out reasons and motive. I will fire Gupta, he is irritating me lot. He has not settled with you and sending more stories of William.

RS: Last episode you praised William?

VKS: Keep guessing

RS: People are saying in last 2 years you have done more strategic mistakes than strategic missile launches. Any comments.

VKS: This Pillai is propagating these false news; nobody can beat me in this business, Pillai, Avinash, Prahlada, no one.

RS: Sir, all your lab Directors are ineffective in delivery, they are expert in Procurement, corruption. Nepotism…this is general impression in DRDO fraternity…

VKS: Why lab directors. I don’t agree, you see Tandon, Arun, Shukla, AK, all great Headquarter directors, they are true gems of ORDO

RS: How to reduce Corruption…

VKS: There is no corruption in DRDO, this is just myth of more than 90 percent of DRUG people that we are corrupt. Antony ji is supporting me, PM is supporting me, so where is corruption. All nonsense.

RS: Then why we are finding so many cases on Prabhu’s web site.

VKS: We hacked he site, but it reappeared, we will do something permanent about this.

RS: For removing corruption…

VKS: No No, permanently hacking this Site. Corruption, No there is no corruption, because I said so, it cannot be wrong, Stop this point here. Gupta will meet you and will explain. Tell me we have no commercial break in this programme?

VKS: They are great scientists, small small mistakes they do and all of you give fire to these small mistakes.

 Ajay: Brig. Ajay Gupta, Director Vigilance, DRDO Hqrs helping SA to handle all corruption / nepotism complaints/ issues according to his wish.

Shukla : Capt P K Shukla, Director Management Services, Ex- Navy Officer who is the trained gang man of most corrupt king of DRDO Dr A S Bains, – Ex Director DEAL and presently Director Management services DRDO Hqrs and got promotion(rewarded) in 4 years, he will be retire in October 2011 but planning him adjust this bright boy in ADA or other pocket DRDO establishment of DRDO.

Rama Rao Committee:  The Defence Ministry had set up a committee on February 8th 2007, chaired by Former Secretary, Department of Science and Technology, Dr. P Rama Rao to review and suggest measures to improve the functioning of DRDO. The Defence Research and Development Organisation (DRDO) Review Committee constituted by the Government to suggest measure for improving the functioning of DRDO inter alia Ministry of Defence, and Services has submitted its report to the Government on 05th March 2008. It is under study of the Government.

Mohan Rao- Sh T Mohan Rao – Ex Director, GTRE caught red handed by Bangalore police in Jay Mahal Massage Parlour on 11th Maay 2011 with a supplier’s agent Sh V N Narayan and spend one night in police custody. He was removed as director, GTRE and attached with CEMILAC, but he is enjoying his service extension. 

Boopathy: Sh G Bhoopathy, Director, DLRL, Hyderabad joined as Charge man and rise up to Director,  in Feb 2011 he did great job, the contractor supplied two …… using project hired vehicles in his house and all drama was seen by guards, enquiry set up but nothing is done byDr VK Sarswat. Like old time when king was busy with ayashi then opportunist start looting and same thing happened in DLRL, misuses of power started in every corner of DLRL.

Arun: Dr Arun Kumar, DOP, DRDO Hqrs is the top manipulator of DRDO, whether it is question in manipulation of recruitment, or manipulation of promotion, or manipulation of service extension he is the best. Lot of complaints are pending against him, Civil Cases, Criminal Cases, Complaint in Women Cell, Complaint in CVC. SA blindly saving him for unforeseen reason may be SA is blackmailing by Dr Arun Kumar.

Thank you for your all efforts you have put and we all hope that you will keep going like this. Its very well known that higher officials of DRDO are not as they appears but its not good to criticize every scientist, still there are lot of scientist who might be struggling against the system , there must be good dedicated higher officials who are working hard enough for results. Everyone must also read the story of LCA development, how many hours daily they have worked, their sacrifices and what they are getting in return, peanuts. Though this doesn’t justify the corruption in any way and corruption must be eradicated. Like LCA there are many other achievements of DRDO which cant be overlooked and were almost very difficult to achieve. But everything starts from HR policy of DRDO, HR Management of DRDO which need to changed on priority. Everything starts from the promotion policy since the intention with which performance bound performance system was introduced is not being served and senior use it as a weapon to harass junior employee and scientists. It has more side effects than effects, many scientists are here who are working hard but when it comes to promotion either not are given call or they are not able to get through interview for promotion, but it has nothing to do with their talent because they are victim of wrong management. Headquarter tries to settle things properly but at laboratory level everything is changed as per their will so that juniors wouldn’t dare against them or if they , wont get succeed in future after all who can challenge interview process(no recording). If its corrected more corruption matter will come into light , system will be more transparent and competent. Who knows better than you , being a victim you can sense more precisely and clearly everything. Every year there must be recording of interview and there shouldn’t be any known members or representative of laboratory, they motives can be served with instruction to interview panel. Or frustration will keep heaping until it burst. In many laboratory Canteen items are sold to non eligible private workers, isn’t cheating with Govt. Relation of employees with each other is also reflection of favoritism. Junior employees can be seen insulting senior as they are favorites of higher scientist or Director, Admin officer and their behavior with other employees or staff there are countless examples which need to be stated, a lot of changes are required but with your start it seems possible but i personally feel sometimes you are driven with personal emotions and that makes your efforts less effective.
Among all the available cases you certainly will find few selected persons in all the laboratory and their selected one indulge in it but whole system cant be blamed.
As far as North Korea is concerned its also well known that it is supported by China and pakistan. Pakistan exchanged nuclear technology with North Korea in exchange with missile technology while China is looking for bigger cause , its international politics. But in any way India is not inferior to North Korea , its ridiculous statement, by saying so you are insulting countless nights scientist are staff have spent working extra for country, you are underestimating efforts put for achieving higher goals country have set. At what time western countries started their efforts for defense technology and when did we start speaks of untiring will of our scientists whether ISRO, or DRDO. These technologies are not freely available in market, you may have money but no will sell you. Everything has to be start with scratches so its my request to you consider it also while commenting. Your intentions are sacred but sometime coming off differently and such deviations can be overlooked. We should take care of not giving wrong impression of our scientists because respect and dignity is something which is asked in returns otherwise nobody mention ever HOW MANY IIT’ian OR OTHER ELITE SCHOLARS ARE SERVING DIRECTLY OUR COUNTRY, EVERYONE KNOW , EVERYONE TRIES TO GO ABROAD, SETTLE THEIR OR WORKING WITH MNC FOR HIGHER SALARIES , AND BURDEN OF EXPECTATION IS ALWAYS ON DRDO, ISRO, OTHER SCIENTIFIC ORGANIZATION. SALARIES OF OTHER PERSONS WORKING ON SAME TECHNOLOGY OUR SCIENTISTS ARE WORKING IS MANY FOLD HIGHER.

Thank you for your sincere and fruitful comment. In fact this topic should be debated that “A establishment which got birth in 1958 and witnessed the successive war of 1962, 1965, 1971 and 1999 Kargil War. Why became so insensitive to the national defence.”

Just after Kargil War when media questioned the Chairman ISRO for the failure in electronic surveillance, the quick reply from Dr Kasturiragan was  ISRO is not responsible for our border surveillance, DRDO is actively engaged with defence activities, they can better reply on this issue. When same question was asked to Scientific Adviser to RM he said that for surveillance of border we need a military satellite.

Rajat you asked yourself after 64 years of independence and lakhs of crores  of investment on ISRO & DRDO the 120 crores people has to hear such statement, shame on us.

Even if we had taken up a firm decision after 1999 Kargil War probably India would have moved ahead in border surveillance by now.

Recently on discovery channel the details of the planning of attack at Abbottabad , Pakistan was revealed by American Mariners.  A team of US navy seals was selected in 2001 just after OSAMA BIN LADEN survived from missile attack in Sudan on 20th August 1998.

The team was authorized to use any resources but as top   secret mission. They have to develop

(i)                  A Stealth Helicopter
(ii)                Sound proofing of engine
(iii)               Only thermal sensing while move
(iv)              To assess lip movement behind the wall
(v)                Count the member through thermal sensing behind the fore wall & many more gadgets for self protection.

Dear Rajat the world saw that in 10 years time the dedicated man power were able to identified the target and accomplish the task and the complete   operation was shown live in White House.

Such scientific venture needs

(i)                  Accountability (Self)
(ii)                Dedication
(iii)               Honor the commitments
(iv)              Resource mobilizations

These four points are completely missing in DRDO. The talent is available in plenty in DRDO but in top brasses the vision totally detours, they are engaged in minting money in all means. The extension business, procurement routing via their near & dears, discourage those scientist who want to contribute on project indigenous means. I have ton of tons informations on DRDO today’s scenario, the intelligence agencies, enforcement agencies, bureaucrats are helpless to control these intellectual mafias, because they easily fool the politicians. They draw a rosy picture in front of defence committees and every time they use different arrows to justify the failures.

Now days DRDO’s for their exorbitant expenditure for any infrastructure justifies comment is due to “denial regimes”

In DRDO directors is like  and protected by unforeseen forces from the top. The square root is like protection. A director bluntly says that occupying this chair is something different then possessing mere degree.

The fresh IIT products are reporting to ITI/Diploma with fake IETE (unrecognized distance education centers) / IETE graduates scientists. The difference in these scientists that IIT’ ians never compete them in assessment (because in DRDO assessment system the degree and scientific work is negligible, if you took any list of DRDO/DRTC assessment you will find the success rate of those scientists who are engaged in sundry work like administration, security, MTO, Store procurement and other non scientific work) are higher than those who are working in projects/ programs. Therefore they crushed the knowledge and ruin the scope of scientific development.

Yes there are many honest and qualified scientist but they have compromise with present scenario of DRDO.

Who is to blame? – Part –II

Earth revolves round the Sun, Sun rises in the east, sets in the west, both truths are known to humans from the journey of civilizations. Copernicus and Kepler gave the theoretical justification of the above.
In DRDO the Scientists and Technologists also accept the above statements. But as soon as Scientists are given power of Director to lead a laboratory he forgets the above statements that is the Sun is fixed and Earth
revolves, he proposes a new theory after charge assumption as director DRDO, that Earth is fixed and Sun revolves round the Earth and he gives the justification that the Sun’s rotation Sunrises in east and sets in the west.
DRDO directors since beginning of DRDO remain on the post until they retires. As a result they declare themselves the king of a small kingdom. The absolute financial powers, the recruitment power, the demotion power, the demolition power,  he declares himself as unquestionable leader.
 He runs the laboratory and Scientific Adviser to RM feel that whatever is his decision, it must be within the constitutional provision.
As long as directors follow constitutional provisions and understand his responsibilities and accountability, there is no chance of failure in product development because we are having the best manpower in the world.
But the truth of DRDO lab’s director, the day he assumes the charge, immediately crushes / tear off  the whole effort of his predecessor by reorganizing the technical scenario of the lab.  He removes the technical heads, put his own loyal man in that position which may prove the lucrative, put those on whom he has confidence to deal with the financial irregularities can be easily manipulated. The commission and omission the transfer of funds to relatives and friends accounts in the name of via different schemes and grants or business association. Acquiring lands in the name relatives, established friends and relatives firms’s business with his lab  are the important key elements of new director’s in the first phase.  In second phase he plans the foreign trips at least covering five /six countries to study their development efforts in the particular area for which as per charter of duties the works under going on in his lab with hidden agenda to tie up personal links with foreign firms.
Third phase, he take the step to kill enthusiasm of those Scientists who are working from the soul of their heart by sidelining them from real task and assigning them to sundry task. Why because the dedicated scientist and workers never co-operate with his suppliers who are supplying low quality/low quantity stuff to DRDO’s prestigious projects. This is one of the major and foremost reason of delay and failure of DRDO’s project.
This crime remains unnoticed by DRDO Hqrs as the representations are bounce back to individuals. The total efficiency of the lab reduces to 25% and this antinational activity results in to short closing of the projects which has importance for the country defence.
DRDO recently short close 450 such projects. If total cost is considered it’s come in to thousands and thousands crores.
The items imported under such projects are thrown in to scrape and then a new item again procured, some time the gentleman who procured those scrap again supply the item/equipment under new package to DRDO itself and believe it, this is the common gimmick in DRDO. People don’t know because south labs products are supplied in north labs and north labs supplied to south labs, and sometimes item routed through even foreign country.
These things happen because directors are having financial and administrative powers for long period. Now with few years back directors to camouflage their these technical scientific gimmick in defence procurements, remove or degrade or sidelined the UPSC appointed admin allied people  who are well versed with proper procurement process which is duly approved by government of India. They appointed or designated their scientist as head material managements, director management services etc. it is nothing but only the game of corruption. If our government will not look in to this believe me, DRDO will never ever be able to deliver any reliable, trustworthy, indigenous product for our defence forces.
Had the directors been appointed for tenure of three years only on rotation to look after the administration task with standing order from President of India not to interfere the technical program and the program/project directors would have been the financial powers to their program/project requirements.
The DRDO might have written a new chapter on technology development.
The directors are real criminals who justify their failures, incompetence and poor leadership in the name of new technology.
