MASSIVE CORRUPTION IN AIRFORCE UNDERGROUND STRUCTURE, IMPLEMENTATION AGENCY DEFENCE PSU BHARAT ELECTRONICS SUSPENDS ITS OWN INVESTIGATING OFFICERS FOR UNEARTHING ROLE OF CMD & TOP OFFICERS

In an unprecedented move the defence public sector undertaking Bharat Electronics Limited (BEL) has suspended three senior officials, who unearthed massive irregularities in the Indian Air Force’s confidential IACCS project- underground bunkers- at 10 strategic locations. The three officials were part of Inquiry committee set up by the BEL’s Chief Vigilance officer (CVO) in July 2018 . The team exposing the role of high ranking officers and manipulation of awards of contracts in Rs.8000 Crore project had submitted the report in October 2018. Instead of taking action against the corrupt officers, BEL management led by its Chairman MV Gowtama, who himself is under the scanner in IACCS project, acted with vengeance and suspended the investigation team members.

It is pertinent to mention that after three-member probe committee submitted the report, BEL CVO , a senior IAS officer MR S.SHIVA KUMAR  1987 BATCH in his note dated 29 March 2019 exposed the deep-rooted corruption recommending strong action against erring officers and firms. Yet, the CMD , who is likely to be arrested if a probe is ordered, cracked the whip against inquiry committee members for doing honest job. This crackdown is in spite of  the fact that the CVO of the company as appointed by CVC of India had established and validated each point of the investigation report  and strongly recommended to management of BEL for immediate police and civil criminal action against concerned BEL officers and chief consultant of the project M/s RD KONSULTANT.  The role of senior DRDO officers is also under the scanner since it was DRDO which recommended and fully supported the name of RD Konsultant to BEL although it was done informally and BEL surreptitiously avoided DRDO role in the files.The role of DRDO officers was brought out and exposed by the BEL vigilance probe team which was suspended on 17 May 2019.  To distract the government’s IB report, CMD, BEL created suspension drama of three personal of BEL, 2 GM Vigilance and one manager to fooling the country. This shows the clear mockery of BEL management.

M/S RD KONSULTANT – DELHI  , which came out to be a shell company in investigation report , incorporated just 3-4 months before the award of PPR consultancy project with all false  and fabricated documents, and was wrongly  awarded DPR consultancy project also violating BEL own manual procedures as well CVC guidelines with a criminal intent of having control over all future activities of civil contract as well infrastructure/ Plant and machinery  items procurement worth more than Rs 3500 crores, as recorded in noting files  and  many senior management personals of M/S BHARAT ELECTRONICS , which is continuously being done since UPA CONGRESS REGIME 2011.

One very interesting fact of the whole case is that the two BHARAT ELECTRONICS senior management personals named Mr N.K. SHARMA DIRECTOR( MARKETTING) and MR CHANDERPRAKASH EXECUTIVE DIRECTOR (D&E) GAD, who were the chief &key persons for co ordinating the IACCS project getting approved from Indian air force, joined  a company named “OIS ADVANCE TECH” – 90% OWNDED BY MR SANJAY BHANDARI – famous arms dealer & power broker  and close associate of ROBERT WADRA immediately after their retirement from BEL in 2010 and 2011, and immediately after this this project got formally started by BEL . 

The detailed and very exhaustive investigation done by fact verification team in early 2018 and further investigation team in end 2018 and subsequently report by CVO of M/s Bharat Electronics has established the details of  massive corruption and mal practices done by M/S RD Konsultant, its associate/related firms and senior management persons of BEL  ( since 2011 onwards till now), by abusing their powers and violating all BEL manuals as well as documented CVC guidelines for tendering for award of civil project works and procurement of items worth more than 3500 crores.

These civil contract worth more than 1000 crores have been given of paper to reputed firms like M/S L&T but at almost 30 % higher and inflated rates (as also mentioned by then Director (Finance) Mr PRABHAT ACHARYA in file noting about more than 100 crore loss as well as violation of BEL Contract manual conditions as well as CVC guidelines) and after some period he resigned from company. After this project given to m/s L&T are being done by M/S RD consultant sister concern named M/S CS CONSTRUCTIONS at sites ( even MD- Mr Rahul Baucher  of M/S CS Construction used to come to BEL-Ghaziabad unit  for regular review meeting on behalf of L&T) – A serious violation of CVC  guidelines as well contract conditions of BEL & M/S RD KONSUL) , which seriously compromise the quality , as it is a very small petty company which in no way  has a technical capability and skill to deal such highly technical and secured project. This fact as validated by the fact that some sites were shown as collapsed during construction and crores of rupees were further approved by BEL management in name of deviation with fixing the responsibility on contractor.

The detailed design which was submitted by M/s R.D. Konsultants specified vendors for all the sub-systems which are used in the blast proof underground buildings. It is seen that these vendors are the same which they had brought out to be their partners during presented made by then during the Pre-qualification bid. The Order which was placed on BEL by Air Force was also based on the detail design report submitted by M/s R.D. Konsultants and hence all these vendors called in the order from Air Force were the same which were defined by M/s R.D. Konsultants.BEL has in turn placed many orders for the sub-systems based on the vendors defined by M/s R.D. Konsultants. A visit was made to the works of many of these European vendors by a team of engineers from BEL along with Air Force personnel. But is it said that the team was accompanied by a rep from M/s R.D. Konsultant and the visit was coordinated by M/s R. D. Konsultant. These foreign companies were allowed to supply materials on a single tender basis by the BEL chairman MV Gowtama. He in fact overruled his own officials and approved qualification of several firms despite they had failed to submit bid details during prescribed time. Such gross violation was similar to the ones seen during 2G scam. BEL Chairman violated the laid down norms by allowing these foreign firms despite objections duly recorded by the finance division.

All above shows a case of massive corruption, fraud and abuse of power with criminal intent and a huge loss to Government public money by BEL senior management persons in connivance with chief consultant, EX DRDO and some IAF officials. The whole investigation report findings are finally found true of the fact that as it is learnt from top BEL & DRDO sources last week M/s RD Konsultant has written to BEL MANAGEMENT that as his chief designer has left the company and the firm has gone bankrupt, he cannot give consultancy services to this project. Now on this bogus consultancy company’s  design, specifications and whole scheme of the project BEL management has already  spend thousands of crores of public money  and suppose its design does not work then who will own the responsibility of whole scam. Now the news that the firm M/S RD KONSULTANT is running out of project the reason could only be because his fraud has come out in media and BEL current management instead of taking legal action against the corrupt, trying to harass and victimize the honest and brave investigation team members ( in name of media leak- which even our prime minister call  as a strong pillar of democracy) .

The team which is suspended and currently facing all type of harassment, victimization and humiliation of suspension, but in spite of all pressures and threats, have unearthed this scam just to keep the spirit of national security and defence importance   and demand only for justice but calling for a detailed CVC/CBI/ED enquiry outside BEL management preview immediately and immediate intervention of MINISTRY OF DEFENCE for action on some BEL senior management for their misdeeds

A honest and sincere appeal to all  concerned officials of PMO/MOD /CVC/PRESS/JUDITARY that please take immediate action in this regard to keep “CHOWKIDAR “ alive in our souls  by safeguarding the honour of investigation team officials.

Before publishing in media the matter was available with AF Intelligence, CVO, CBI, North Block, Chairman, DRDO, IB in March itself but god knows why any agency not take-up this matter seriously.

Hope you will take up matter seriously as you are responsible Member, Audit Committee and Director of BEL and may be aware of all developments from side of BEL management who are posing that matter is mare deviation of 50/60 lakhs as a bonafide fighter against defence corruption since more than 20 years I am fully aware of nexus. This nexus was designed by Retired Scientist of DRDO with ex DRDO chief because the U/G work of services was sole right of DRDO via SPIC, but when retirement stage these corrupt DRDO official gang create the scene and diverted this activity to BEL which doesn’t have any type construction division like DRDO have, U/G plant machinery experience either trading nor manufacturing in this tender only 500 cr electronics involvement can BEL claimed. As per investigation and observation it is clearly visualize that few greedy BEL official trapped in vicious DRDO official and for sake of few bucks they compromised with national security as well as their organization’s dignity. Please ask the vigilance report prepared by these three suspended BEL employees, Report is not an eye opener but will help govern to expose UPA era nexus who are responsible to siphon the defence budget under shadow of secrecy.

More SCR trains to feature bio-toilets

The bio-toilet costs about Rs.80,000 apiece and uses uses bacteria to decompose night soil. Authorities plan to install 200 of them in Padmavathi, Ajanta and other trains

After conducting a successful trial run of using bio-toilets in 17 coaches of Hyderabad-Mumbai and Kacheguda-Bangalore Express trains, the South Central Railway (SCR) has now decided to install 200 bio-toilets in a few more trains very shortly.

Bacterial decomposition

Developed by Railway Research and Standard Organisation (RDSO) and Defence Research Development Establishment (DRDE), a bio-toilet, has six compartments and uses Inoculums (bacteria) to decompose night soil.

The night soil from commode enters into the bio-tank, where the inoculums are stored and gets decomposed by the bacteria. The decomposed human soil will next enter into chlorine tank and to get purified. Finally, the out put will be water and gas, said SCR spokesperson.

Onerous task of hygiene

Maintaining cleanliness at railway stations, especially the tracks at stations is always a task. Conventional toilets in trains discharge night soil onto the track, causing unhygienic conditions and corrosion to track and coach fittings, he said.

But with simple design and easier installation in coaches, these bio-toilets help in ensuring zero discharge of night soil on the tracks. SCR had commenced a trail run of using these bio toilets in Hyderabad-Mumbai and Kacheguda-Bangalore Express trains in January and it was found beneficial, he informed.

Each bio-toilet costs about Rs.80,000 and authorities are planning to install 200 of them in Padmavathi, Ajanta and other trains in a few months, he explained.

Bio-toilets with provision to replenish inoculums and chlorine are easy to maintain.

However, these toilets would get choked, if passengers dump bottles, plastic carry bags, cups, napkins etc into it via commode. It would choke the toilet, making it unusable, he added.

No action by CBI on ‘illegal’ Landour cantonment constructions

            Private individuals have constructed several hotels illegally in the high security and sensitive area.

The CBI is yet to act on a complaint made by an estate officer belonging to the Defence Research Development Organization (DRDO), alleging that private individuals have constructed several guesthouses and hotels illegally in the high security and sensitive Landour cantonment area in Mussoorie.

The complaint letter and other related documents that have been accessed by this newspaper, say that the construction of hotels and guesthouses in the cantonment area was done without taking any required permission, mostly between 2000 and 2014. The letter alleges that most of the hotels and the guesthouses belong to a Mumbai based hotelier named Sanjay Narang.

In the letter, which was sent by the DRDO official on 6 July to the CBI, the complainant had stated that several high-end hotels and guesthouses were running illegally in the high security cantonment area.

“There many high end hotels and guest houses are running here illegally such as Rokeby Manor, Bothwell Bank, Tabour Cottage, Pine Tree Lodge, Lanodur Bakery (all owned by Mars Hospitality Group of Sanjay Narang), La Villa Batheny, Ivy Bank, Domas Inn, Devdar Woods, Prospect Point,” the letter, which was received by the CBI, reads.

According to the letter, the CEO of the Landour Cantonment Board stated that “no permission has been given to anyone to build any guesthouse” when the DRDO official wrote to the former, asking how and when permission to build these guesthouses were given.

The reply by Subrat Pal, the CEO of the Landour Cantonment, dated 12 May 2016, reads: “The board has not given licenses to any persons or firms to run the guest houses in the cantonment area.”

The DRDO official thereafter wrote to the CBI seeking investigation into how these guesthouses and resorts were allowed to come up in the high security zone.

“Sachin Tendulkar had admitted that he had met Manohar Parrikar to seek help in sorting out the problems being faced by Narang in Landour cantonment.”

The complainant, in his letter alleged, “Mr Narang also constructed a big mansion (Dahlia Bank) behind ITM violating Works of Defence act… It’s impossible to run 12 hotels without permission in a cantonment area, if (the) integrity and sanctity of the Cantonment is intact.” This newspaper has independently confirmed that the CBI has received the letter. ITM is Institute of Technology Management, a DRDO laboratory.

Sources in DRDO said that ITM had raised the issue of illegal construction of guesthouses and resorts in the cantonment area in 2007 and had written to the local authorities and the cantonment board seeking investigation into the same. But no action was taken either by the local authorities or the cantonment board, sources further revealed.

According to them, a letter seeking inquiry into these illegal constructions was also written to the Defence Estate Officer, Meerut Cantonment, in June this year after which a senior defence official from the Central Command met the complainant and other officials last week in Mussoorie.

This newspaper has accessed another letter written by one Colonel Sial, nominated member from ITM in the Landour Cantonment Board. The letter, written in May, alleges that at least six guesthouses and resorts are being operated by Mars Hospitality Group inside Landour cantonment area. The letter reads: “…none of the owners of the properties have been able to produce any letter that allows them to carry out construction, repair or addition.”

Replying to this newspaper’s queries, Sanjay Narang stated, “I have not seen any complaint filed by the ITM against our properties in Landour. Rest assured all of our properties have been acquired legally and are operated with all permissions necessary. We have no resort in Landour and the only guesthouse we operate in Landour is Rokeby Manor, which has been running since prior to 1905.” Despite repeated attempts, CBI director Anil Sinha did not respond to the queries of this newspaper. However, sources in the agency said that since this was a very high profile matter, the agency was waiting before taking appropriate action. Retired cricketer Sachin Tendulkar had last week admitted that he had met Defence Minister Manohar Parrikar to seek help in sorting out the problems being faced by Narang in Landour cantonment.

DRDO officials think they are entitled to waste taxpayers’ money and if Parrikar Sahib asks then they easily convince him in the name of defence preparedness, as they are in well practices in last ongoing cases.

But they don’t know the strength of honest team of DRDO, all are watching devotedly the acts and deeds of each and every corrupt official of DRDO, may be it take few time but everyone know that GOD can do wonder any time, like Parrikar Sahib got the responsibility of Defence..

As you aware  Sir, DRDO official having completion of purchasing latest vehicle for their personal use as staff car but GOI banned to purchase luxury vehicle for staff car. Here, in the name of project use for instrument and measurement equipment they manage to procure all available luxury vehicles worth corers of rupees. If you ask the list with photographs all such vehicles are decorated with red beacons and brass plate of designation of user official and they regularly use for their family ride also. Website already submitted lot of evidences, national papers also took the issues but unfortunately DRDO top officials were success to convince you this all done only in the name of defence preparedness of country.

Let see following case is perfect example of fooling the all laid down guidelines of GOI and all it is happening with help financial watch dogs PCDA (R&D). How they are closing their eyes on each and every violations of DRDO?

HEMRL, DRDO, Pune based lab used same tactics and procured an Innova vehicle in the name of  “Mobile Instrument Carrier”.Toyota Innova purchased against this tender from a firm “Ms Spar Enterprises, Mumbai“.

The vehicle prepared to use as staff car for Director, fitted red beacon, but unfortunately the matter is reported by Media and an RTI request was submitted by me through PMO.

The vehicle was grounded and the BA number is not even applied by HEMRL for this Toyota Innova.

Last 8th February 2016 the vehicle was taken out without BA number from HEMRL by Shri KPS Murthy, Sc. H,Director, HEMRL and proceeds to VRDE, Ahmednagar accompanied by Cmdr S K Patel, Director, QRS. The vehicle driver was M.B. Ramgude VO ‘C and the vehicle met with accident with MSRDC bus near Krutrim Reshim Paidas Kendra around 11:45 AM, location come under Khadki Police Station, In-charge – Sh. Sushil S Kadam (Senior Police Inspector) Mobile No. 9667977777, Police station Contact No. 020-25818659 / 26208423.

The matter was reported to you on 15th February 2016, here started the DRDO official confidence to fool the country by any means. HEMRL floated a tender for repairing the above road accidental Toyota Innova vehicle again using same name “Mobile Instrument Carrier”, in fact the vehicle never used for said purpose, because there was no such requirement at all, if it was there then why they put Red beacon on it and, why hide after paper and website publish the facts and overall why they not applied for BA number till date.

The according to DRDO Transport policy following are the procedure to procure special dedicated vehicle. But unfortunately HEMRL not followed a single step of above transport policy or neither CDA objected on purchase and as well as repairing case.

Interestingly the “Mobile Instrument Carrier”   used only once and two great instrument of DRDO was inside the special carrier. One Shri KPS Murthy, Sc. H & Director, HEMRL and other one Cmdr S K Patel, Director, QRS the husband famous DRDO Agniputri, Ms Tessy Thomas, Director, ASL & RCI, Hyderabad. See the weight of these two instruments.

Unless immediate action taken on culprits, this will go the way of case of Rustom2 Innova misuse by Dr K Tamilmani and his cohorts. Tamilmani after getting pension, now, happily spending life in US, while DFA M Shankar is on deputation to ISRO, and other culprit P Srikumar is in hiding. All escaped and PGD of Rustom2 Sh APVS Prasad is struggling to rectify others misuse. Hence, in HEMRL case, an exemplary action is solicited from honorable RM

So as usual hope for some exemplary action from Parrikar sahib’s office, or DRDO official again success to convince Parrikar sahib this case was done for defence preparedness of country.

If the army has to operate in Jammu & Kashmir, it needs AFSPA: Defence Minister Manohar Parrikar

Defence Minister Manohar Parrikar opened up to ET on a range of issues — from modernisation of the armed forces to reforms and policy changes. In an interview with ET, Parrikar spoke on alleged Mumbai attack mastermind Zakiur Rehman Lakhvi, changes in defence procurement, and PM Narendra Modi’s detractors.

Do the forces have enough money to modernise? There have been voices of a fund crunch from the three armed forces and some concerns in terms of low spending on the military.

As a percentage of total expenditure of the government of India, the spending on defence has gone up from 12.2% two years back to 13.8% this year. I think that the wise use of money is more important than just having more amount of spending on defence. I am working on it and that is why I have been asking the forces for their priorities. On the Rafale deal, for example, we are ordering just 36. If we had ordered 126, it would have been 3.75 times the cost. Yes, there are money issues but spending more effectively is more important.

What are the next steps in the Rafale deal and how will it be linked to the Made in India concept?

The basic message is that the Rafale deal has been restricted in number. By doing this, we will free about Rs 60,000-65,000 crore – money which will be used for Make in India. Even in the Rafale deal, we will have 50% offsets. So this will take care of partial Make in India. But more than that, we now have money released for activities that can be carried out in improving and speeding up the LCA (Light Combat Aircraft). We can have 10-12 squadrons as MiG 21 replacements.

The army says infiltration has come down on the Line of Control but there are indications that the international border controlled by the BSF has seen more activity. What do you attribute this to?

The IB comes under the home ministry so I cannot comment on it but in the last 2-3 months things have been calm. There was some cross-border firing in October-January but that has come down. You cannot stop someone else from doing something but when there was a proper retaliation, the resolve was clearly indicated through our reaction to their misadventure. As of now (firing) has come to a substantial low level. On the army border (LoC), the firing is way down because of stricter action that has been planned.

How do you deal with a terrorist like Lakhvi who operates from across the border?

A terrorist has to be neutralised. I am not using the word for a “suspected terrorist” but for someone we know is a terrorist. Any terrorist who has acted against the interests of this country has to be brought to book, or, if he uses violent methods, should be neutralised. Certain issues cannot be discussed but I feel that for any enemy of the country, all types of methods should be used to neutralise them. Neutralise does not mean just killing, it means any method that makes them nonfunctional — get him to jail or to make him ineffective in any manner.

How is the ministry tackling issues of defence reforms, like the appointment of a new Chief of Defence Staff and the revamping of DRDO (Defence Research & Development Organisation)?

On a joint chief, we will take a view in May-June. Forward movements will be after two months. Let the DRDO chief come in (by May 25) — a lot of things will depend on that. Also, immediately a scientific advisor will also be appointed. In the meanwhile, reforms are being worked out. For example, we are forming a missile team with DRDO, air force, army and navy representatives that will go into the full ecosystem of missile requirements — what we require, how many we require and whether we can work out improvements will be discussed. We will do a similar system for helicopters and artillery.

On Make in India, there are several projects, from artillery guns to aircraft, being discussed. Do we have the resources and right policy for these to go through?

The financial provision will be taken care of. Make in India has nothing to do with finance but to do with making in India rather than importing. We are revamping the defence procurement procedure and have formed a committee on this under Dhirendra Singh, former home secretary, and seven-eight others. By June, it should be on board.

What are your views on the necessity of AFSPA (Armed Forces Special Powers Act) in J&K?

To continue or not with AFSPA in J&K is a decision of the home ministry…I will not express my views on it, but if the army has to operate in the area, it needs AFSPA. It is a necessity of operations and an operator cannot do without it.

PM Modi and his policies have recently come under attack from several from the BJP, including Arun Shourie.

An attack on Modi is nothing new. People always attack those who are important in the government. As far as Shourie is concerned, he does not have the full brief of what is happening. It is a nation of 125 cr people and getting results is not an easy task.

BIO-TOILETS STINK AS COMMUTERS, AUTHORITIES PLAY BLAME GAME

Bio-toilets that were fitted in train coaches amid much fanfare are already stinking, with some passengers complaining that the stench is so foul that it is unbearable for those sitting near the toilets.

biotoilet mumbai mirrorAccording to Central Railway’s (CR) official data, of the 4,000 coaches of the long-distance CR trains, 450 were fitted with bio-toilets. The project had gathered momentum after Prime Minister Narendra Modi launched the Swachh Bharat Abhiyan and urged authorities to maintain cleanliness in trains and on tracks. A few coaches in the Rajdhani Express trains of Western Railway (WR) were also provided with bio-toilets.

Unlike traditional train toilets that discharge waste on the tracks, the new system treats the waste inside a tank with the help of bacteria and converts it into harmless gas and water. The Railways had signed MoU with the Defence Research and Development Organisation (DRDO) for the project, and the anaerobic bacteria were procured from Antarctica.

Commuters, however, are far from impressed. Nitin Parmar, secretary of Karjat Railway Passenger Association, said, “In most trains with bio-toilets, the stench is unbearable — not only near the toilet but also within the coaches. This is not a one-off thing. I have been observing this often. Biotoilets have been fitted in random coaches, and they all have this foul smell. Passengers sitting near the door have to keep their noses covered all the time. The activist travels between Mumbai and Pune regularly and has done a survey of trains with bio-toilets.

In fact, a maintenance worker to whom Mumbai Mirror spoke, also complained about the unbearable stench. “The technology is good but it is not being maintained the way it should be. There are a lot of processes to maintain but train coaches cannot be practically detained for such a long time as they are always scheduled for runs. If clean toilets are giving out foul smell, there must be something wrong,” he added, on the condition of anonymity.

Another staffer said, “If any foul smell is detected after the removal of waste and cleaning of the toilet, the tank has to be topped up with nearly 15 litres of bacteria. A check is conducted after a week and samples are the n sent for lab testing.”

A former member of the national railway passenger committee, Shailesh Goyal, said, “Bio-toilets are not a practical idea for trains. At many WR stations, the train is back on track within two hours. There is no time to clean the toilets. Also, bio-toilets require hi-end mechanism and a dedicated staff to keep them clean.”

Subhash Gupta, a member of the divisional railway users consultative committee, said he will raise the issue at the official railway forum next week.

While railway officials refused to speak on record, a senior official said, “Not only are all new coaches to be fitted with bio-toilets but the workshops are being instructed to fit in bio-toilets in old trains, taken up for maintenance, as well.” Another staffer said the biggest problem were the commuters themselves. “Many bio-toilets have become choked because passengers dump anything from water bottles to gutkha pouches and polythene in them. The bio-digester bins have turned into garbage bins. We will intensify awareness campaigns to avoid this,” said an official.

यह बहुत ही खेद का विषय है की जिन  डीआरडीओ के वैज्ञानिकों की तुलना आपने 20 अगस्त 2014 को पुरस्कार वितरण करते हुए ऋषि मुनियो से की थी उनमे सबसे सीनियर डायरेक्टर जनरल, ऐरो,  डॉ के तमिलमणि द्वारा सरकार के सारे नियमो का मजाक बनाते हुए प्रोजेक्ट  की गाड़ी का न केवल दुर्प्रयोग कर रहे अपितु औरो को भी गाड़ियों के दुर्पयोग के लिए सहयोग कर रहे है।

डीआरडीओ के संस्थान ए डी इ, बैंगलोर  में प्रोजेक्ट रुस्तम – 2 के अंतरगर्त एक संस्वीकृति संख्या DRDO/02/333/P/2/Vol-II-394/D/R&D  दिनाक  23/02/2011 द्वारा  5 गाड़ियां  रिमोट वीडियो टर्मिनल (आर वी टी) (टोयटा  इन्नोवा समतुल्य)  77 लाख में खरीदने  की स्वीकृति प्रदान की गयी। (सैंक्शन डिटेल संलग्न है)

एक इन्नोवा डायरेक्टर जनरल, ऐरो,  डॉ के तमिलमणि द्वारा  इस्तेमाल की जा रही है।  गाड़ी में डीजी  ऐरो का बोर्ड लगा है।  ड्राइवर आर्मी का एक हवालदार नियुक्त है।  गाड़ी को देख कर कोई नहीं कह सकता की गाड़ी का इस्तेमाल प्रोजेक्ट रुस्तम – 2 में रिमोट वीडियो टर्मिनल (आर वी टी) में हो रहा है। (चित्र संलग्न है )

डॉ के तमिलमणि द्वारा भारत सरकार के नियम विरुद्ध ट्रांसपोर्ट अलाउंस लाभ भी लिया जा रहा है। (जनवरी की  सैलरी स्लिप संलग्न है)

डॉ के तमिलमणि को सरकार ने सेकंड सेवा विस्तार 62-64 वर्ष भी दिया है जोकि मई 2016 तक है। परन्तु केवल भगवान ही जानता है कि डॉ  तमिलमणि  द्वारा देश व् डीआरडीओ को क्या प्रदान किया है।  क्योंकि देश की साइंटिफिक  क्षेत्र में उनके योगदान का कोई चिन्ह नजर नहीं आता है केवल डीआरडीओ के स्वयं प्रयोजित  पुरस्कार ही उनके खाते में हैं जिनकी कंही भी मान्यता नहीं है। डॉक्ट्रेट की उपाधि का भी अभी अभी प्रबंध किया।

रिमोट वीडियो टर्मिनल (आर वी टी) नाम से ली गयी दूसरी गाड़ी एडीइ निदेशक द्वारा तथा तीसरी गाड़ी प्रोजेक्ट डायरेक्टर रुस्तम -२ द्वारा और सूत्रों के अनुसार बाकि की दो गाड़ियों का कोई सुराग नहीं है।

इसी प्रकार से डीआरडीओ के पुणे स्थित संस्थान एच इ एम आर एल के निदेशक श्री विकास भट्टाचार्य द्वारा  भी इसी प्रकार से एक इन्नोवा मोबाइल इन्ट्रूमेंट कैरियर नाम से खरीद कर अपने इस्तेमाल में ली जा रही है।  टेंडर, फर्म्स, गाड़ी का लाल बत्ती लगा चित्र, सप्लाई आर्डर संख्या आदि संलग्न है।

इन उपरोक्त तथ्यों से यह लगता है कि रक्षा लेखा विभाग का जैसे डीआरडीओ के अधिकारीयों   द्वारा अपहरण कर दिया है।  क्या उन्हे वार्षिक ऑडिट में यह सब दिखाई नहीं देता या रक्षा लेखा अधिकारियो ने आँख बंद कर रखी है ?

आपसे अनुरोध है की आपकी  लाल किले  की प्रतिज्ञा “न खायंगे न खाने देंगे” का कुछ तो असर इन  तथाकित डीआरडीओ के वैज्ञानिकों पर डालने की कृपा करे अन्यथा ये इस देश के करदाताओं से मिले बहुमूल्य पैसो को अपने मजे के लिए उड़ा देंगे।

आपसे यह भी अनुरोध है कि संलग्न शिकायती पत्र को सीवीसी  व् सीविओ (रक्षा मंत्रालय) को तत्काल प्रभाव से जाँच करने के आदेश के साथ अग्रसारित करने का  कष्ट करें।

  1. K Tamilmani, DG (Aero), DRDO, Bangalore using Toyota Innova vehicle bearing No 14B 113597Y, it seems that vehicle procured under sanction of Project Rustom –II in the name of Remote Video Terminal Vehicle.
  2. According the sanction letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011. The 5 no of Toyota Innova sanction for Rs 77 Lakhs in the name of Remote Video Terminal Vehicle was sanctioned as per file No DHRD/76682/ ADE(Proj)(Misc) /VEH/ C /P/01dated 27 June 2013
  3. The letter no DHRD/76682/ADE/(Proj)(Misc)/VEH/P/01 date 27 Jun 2013 signed by Dr Hina A Gokhle, Director, HRD, DRDO Hqrs in its para 4 “This letter issue with special concurrence of Ministry of Finance/Deptt of Expenditure in exemption of the extent ban vide their ID Note No 18(2)/E.Coord)/2013(84982) dated 28/05/213)”. It is clear evidence that DRDO senior scientists try to fooling country system. They are taking extraordinary sanction of vehicle by showing its utility in project by putting name “Remote Video Terminal Vehicle”. The vehicle simply using by Dr.K Tamilmani, DG (Aero), as luxury staff car.
  4. At the same time Dr.K Tamilmani, DG (Aero), DRDO, Bangalore availing the transport allowance of Rs 14490/- which attracts severe disciplinary action against under CCS (CCA) Rules 1965, False claims on the Government like T.A claims reimbursement claims, etc. False claims on the Government like T.A claims reimbursement claims, etc, Obtaining or attempting to obtain any valuable thing or pecuniary advantage without consideration or for a consideration which is not adequate.   5. Three vehicles are using by Dr.K Tamilmani, DG (Aero), Director, ADE & Program Director Rustom – II, and rest not traceable.
  6. K Tamilmani, DG (Aero), DRDO, Bangalore violated the Motor Vehicle Act by putting DG Name plate in front of Toyota Innova.
  7. It is requested that please register case against Dr.K Tamilmani, DG (Aero), DRDO, Bangalore for maneuvering of Government funds under the provision of prevention of corruption act section 13(2), or any other applicable acts of GOI.

4.2         The requirement of vehicles from the procurement point of view, fall under the following three broad categories:-

(a) Service Pattern Vehicles.

(b) Trade Pattern Vehicles.

(c) Specialist / Dedicated Vehicles.

4.8       PRQCUEMENT OF Specialist / Dedicated Vehicles:

The procedure for procurement of the basic vehicle i.e. chassis and engines will be the same as for the Service Pattern/Trade Vehicles i.e, from Army Sources, DGS&E) rate contract or Trade. Modifications/ fabrications base vehicles will be based on the guidelines laid dawn in CWR. These modifications, if cannot be under taken by the selected suppliers / manufacturers will be assigned, under a development / fabrication contract following the DRDO procedures in vogue for such contracts. The expenditure involved will be met from the project for which such vehicles are required.

“it is going to be the future, it will be a fight against one technology over the other, than the conventional man against man wars,” DRDO Director General Avinash Chander said.

Defence Research and Development Organisation (DRDO) Director General Dr. Avinash Chander underscored the need for a policy to induct unmanned combat systems into the armed forces and make them an integral part.

Many advanced countries, especially the United States, are focusing on developing unmanned security systems and the DRDO is working on different unmanned combat system projects for aerial, underwater and surface applications.

Presently, projects on unmanned reconnaissance aircraft and combat aircraft and others are underway but there is a need to evolve a policy for inclusion of such systems into the armed forces. It is going to be the future, it will be a fight against one technology over the other, than the conventional man against man wars, said Mr. Chander.

Strengthening biochemical capability

Sensing a potential threat through dreadful viruses, bacteria and other bio agents, the defence organisation is working on strengthening biochemical capability by developing vaccines for detection and protection.

“We have developed a vaccine for detection of HINI flu virus and are working on detection of anthrax in association with department of food research. They are still under clinical evaluation and we need to get clearance. It is a long process,” said Mr. Chander, who was in the city to lay the foundation for the Centre of Excellence in Composites at V.R. Siddhartha Engineering College in Vijayawada on Monday.

Akash MK-II missile

Sharing details about the upgrading of Akash MK-II surface-to-air missile, he said Akash, in its present form, was very successful and met with the aspirations of the armed forces. “It has got a very good hit rate and now efforts are on for enhancing range and it is still on the drawing board,” he said.

On other projects, the DRDO Director General said the organisation was setting up a centre of technology for robotics at Jagadalpur and there are plans to set up 10 such centres for propulsions etc at Mumbai, Chennai and other locations in the country in the next five years.

The objective was to inculcate research interest among students and DRDO will be funding such centres, he added.
