आदरणीय मोदी जी

यह बहुत ही खेद का विषय है की जिन  डीआरडीओ के वैज्ञानिकों की तुलना आपने 20 अगस्त 2014 को पुरस्कार वितरण करते हुए ऋषि मुनियो से की थी उनमे सबसे सीनियर डायरेक्टर जनरल, ऐरो,  डॉ के तमिलमणि द्वारा सरकार के सारे नियमो का मजाक बनाते हुए प्रोजेक्ट  की गाड़ी का न केवल दुर्प्रयोग कर रहे अपितु औरो को भी गाड़ियों के दुर्पयोग के लिए सहयोग कर रहे है।

डीआरडीओ के संस्थान ए डी इ, बैंगलोर  में प्रोजेक्ट रुस्तम – 2 के अंतरगर्त एक संस्वीकृति संख्या DRDO/02/333/P/2/Vol-II-394/D/R&D  दिनाक  23/02/2011 द्वारा  5 गाड़ियां  रिमोट वीडियो टर्मिनल (आर वी टी) (टोयटा  इन्नोवा समतुल्य)  77 लाख में खरीदने  की स्वीकृति प्रदान की गयी। (सैंक्शन डिटेल संलग्न है)

एक इन्नोवा डायरेक्टर जनरल, ऐरो,  डॉ के तमिलमणि द्वारा  इस्तेमाल की जा रही है।  गाड़ी में डीजी  ऐरो का बोर्ड लगा है।  ड्राइवर आर्मी का एक हवालदार नियुक्त है।  गाड़ी को देख कर कोई नहीं कह सकता की गाड़ी का इस्तेमाल प्रोजेक्ट रुस्तम – 2 में रिमोट वीडियो टर्मिनल (आर वी टी) में हो रहा है। (चित्र संलग्न है )

डॉ के तमिलमणि द्वारा भारत सरकार के नियम विरुद्ध ट्रांसपोर्ट अलाउंस लाभ भी लिया जा रहा है। (जनवरी की  सैलरी स्लिप संलग्न है)

डॉ के तमिलमणि को सरकार ने सेकंड सेवा विस्तार 62-64 वर्ष भी दिया है जोकि मई 2016 तक है। परन्तु केवल भगवान ही जानता है कि डॉ  तमिलमणि  द्वारा देश व् डीआरडीओ को क्या प्रदान किया है।  क्योंकि देश की साइंटिफिक  क्षेत्र में उनके योगदान का कोई चिन्ह नजर नहीं आता है केवल डीआरडीओ के स्वयं प्रयोजित  पुरस्कार ही उनके खाते में हैं जिनकी कंही भी मान्यता नहीं है। डॉक्ट्रेट की उपाधि का भी अभी अभी प्रबंध किया।

रिमोट वीडियो टर्मिनल (आर वी टी) नाम से ली गयी दूसरी गाड़ी एडीइ निदेशक द्वारा तथा तीसरी गाड़ी प्रोजेक्ट डायरेक्टर रुस्तम -२ द्वारा और सूत्रों के अनुसार बाकि की दो गाड़ियों का कोई सुराग नहीं है।

इसी प्रकार से डीआरडीओ के पुणे स्थित संस्थान एच इ एम आर एल के निदेशक श्री विकास भट्टाचार्य द्वारा  भी इसी प्रकार से एक इन्नोवा मोबाइल इन्ट्रूमेंट कैरियर नाम से खरीद कर अपने इस्तेमाल में ली जा रही है।  टेंडर, फर्म्स, गाड़ी का लाल बत्ती लगा चित्र, सप्लाई आर्डर संख्या आदि संलग्न है।

इन उपरोक्त तथ्यों से यह लगता है कि रक्षा लेखा विभाग का जैसे डीआरडीओ के अधिकारीयों   द्वारा अपहरण कर दिया है।  क्या उन्हे वार्षिक ऑडिट में यह सब दिखाई नहीं देता या रक्षा लेखा अधिकारियो ने आँख बंद कर रखी है ?

आपसे अनुरोध है की आपकी  लाल किले  की प्रतिज्ञा न खायंगे न खाने देंगे का कुछ तो असर इन  तथाकित डीआरडीओ के वैज्ञानिकों पर डालने की कृपा करे अन्यथा ये इस देश के करदाताओं से मिले बहुमूल्य पैसो को अपने मजे के लिए उड़ा देंगे।

आपसे यह भी अनुरोध है कि संलग्न शिकायती पत्र को सीवीसी  व् सीविओ (रक्षा मंत्रालय) को तत्काल प्रभाव से जाँच करने के आदेश के साथ अग्रसारित करने का  कष्ट करें।

Subject: Complaint regarding misuse of Government funds fooling the country & government by using technical gimmicks.

Sir,

  1. K Tamilmani, DG (Aero), DRDO, Bangalore using Toyota Innova vehicle bearing No 14B 113597Y, it seems that vehicle procured under sanction of Project Rustom –II in the name of Remote Video Terminal Vehicle.
  2. According the sanction letter No DRDO/02/333/P/2/Vol-II-394/D/R&D date 23/02/2011. The 5 no of Toyota Innova sanction for Rs 77 Lakhs in the name of Remote Video Terminal Vehicle was sanctioned as per file No DHRD/76682/ ADE(Proj)(Misc) /VEH/ C /P/01dated 27 June 2013
  3. The letter no DHRD/76682/ADE/(Proj)(Misc)/VEH/P/01 date 27 Jun 2013 signed by Dr Hina A Gokhle, Director, HRD, DRDO Hqrs in its para 4 “This letter issue with special concurrence of Ministry of Finance/Deptt of Expenditure in exemption of the extent ban vide their ID Note No 18(2)/E.Coord)/2013(84982) dated 28/05/213)”. It is clear evidence that DRDO senior scientists try to fooling country system. They are taking extraordinary sanction of vehicle by showing its utility in project by putting name “Remote Video Terminal Vehicle”. The vehicle simply using by Dr.K Tamilmani, DG (Aero), as luxury staff car.
  4. At the same time Dr.K Tamilmani, DG (Aero), DRDO, Bangalore availing the transport allowance of Rs 14490/- which attracts severe disciplinary action against under CCS (CCA) Rules 1965, False claims on the Government like T.A claims reimbursement claims, etc. False claims on the Government like T.A claims reimbursement claims, etc, Obtaining or attempting to obtain any valuable thing or pecuniary advantage without consideration or for a consideration which is not adequate.   5. Three vehicles are using by Dr.K Tamilmani, DG (Aero), Director, ADE & Program Director Rustom – II, and rest not traceable.
  6. K Tamilmani, DG (Aero), DRDO, Bangalore violated the Motor Vehicle Act by putting DG Name plate in front of Toyota Innova.
  7. It is requested that please register case against Dr.K Tamilmani, DG (Aero), DRDO, Bangalore for maneuvering of Government funds under the provision of prevention of corruption act section 13(2), or any other applicable acts of GOI.

PROCUREMENT OF VEHICLES

4.2         The requirement of vehicles from the procurement point of view, fall under the following three broad categories:-

(a) Service Pattern Vehicles.

(b) Trade Pattern Vehicles.

(c) Specialist / Dedicated Vehicles.

4.8       PRQCUEMENT OF Specialist / Dedicated Vehicles:

The procedure for procurement of the basic vehicle i.e. chassis and engines will be the same as for the Service Pattern/Trade Vehicles i.e, from Army Sources, DGS&E) rate contract or Trade. Modifications/ fabrications base vehicles will be based on the guidelines laid dawn in CWR. These modifications, if cannot be under taken by the selected suppliers / manufacturers will be assigned, under a development / fabrication contract following the DRDO procedures in vogue for such contracts. The expenditure involved will be met from the project for which such vehicles are required.

Delhi University since its inception is guiding source for all other Indian universities due to its proximity with education ministry, UGC and power center at Delhi.

With passage of time, however, it has been noticed that casual attitude has been taken over and faculties are involve in recruitments in various government organizations as a expert and “very early they have adopted a culture of one man scratch another man back”

The opportunity give Delhi University for collaborating the science and technology with various labs have been diluted when some faculties shows leniency in performing the business which has lowered the image of DU.

One such example of this casual attitude has been surfaced when one senior scientist with ten years service annulled on last Friday 10th October 2014 as the appointment found manipulated and the DU environment biology faculty was participated as a expert for interview of Biotechnology scientist recruitment in RAC, DRDO.

It is astonishing fact that how DU administration allowed environment biology faculty to play role as expert for Biotechnology scientist recruitment and bunch of brilliant biotechnology candidate he selected environmental biology candidate. Basically he was instrumental for the said task but we all believe that no professor will help the corrupt official because rest candidates are also their students.

Another case observed of issuing experience certificate to Mrs S Geetha by Prof. Vani Brahmachari, ACBR. Earlier RTI reply by CPIO, DU clearly send that all six faculties specifically denied that Mrs S Geetha never work in any research project at ACBR including the signatory Prof. Vani Brahmachari.

Recent above reference RTI reply the information given by Prof K Natrajan, Offg, Director, ACBR vide letter no ACBR/14/843 dated 29/30 September 2014 stated that the issued certificate is genuine without furnishing any evidence financial/report/application/ appointment letter etc of Mrs S Geetha which can justify that Mrs S Geetha worked as research assistant for 38 days at ACBR.

It seems Prof K Natrajan, Offg, Director, ACBR not serious about the image of DU and trying to mislead the authorities of HRD ministries. He also not aware the Sh A K Antony already given approval for CBI inquiry on 29th October 2013 reference Notes at 48-55 ante and the observation of JS & CVO at note 56 ante (few pages is enclosed herewith for ready reference)

It is requested for the sake of DU image and for sake of eligible students who study hard to get good job and wish to serve nation but the nexus of corrupts ruins their honest wish, therefore, an authoritative investigation required for the matter pertaining to Mrs S Geetha. It will further stop the casual attitude of faculties and directors of Delhi University to play with future of genuine scholars.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Ms Sweta Singh, JRF, Pharma Tech Division, DRL, Tezpur.

She joined 3/10/2011 and doing PhD from Gauhati University and drawing fellowship @ 16000/month. She was absent from January 2013 to Febuary 2014 but it was observed that in this duration she continuously received fellowship amount. Her fellowship was extended for one year from 3/10/2013. After one RTI request against this illegal favor, Ms Sweta Singh returned an amount of Rs 17600.00 through cheque no 508551 dated 8/5/2014 in response of letter no 51/13/AE dated 28/10/2013.

  1. Provide the total amount of fellowship given to Ms Sweta Singh, JRF, DRL, Tezpur
  2. Provide the total days of present of Ms Sweta Singh, JRF, at DRL, Tezpur
  3. Provide the proceeding noting of extension of fellowship after 3/10/2013 and copy of approval from HRD, DRDO

Note: the requested information is not come under exemption of schedule –II of RTI Act 2005. Since, March 2014 end DRDO stopped to provide information under shadow of exemption. It is requested in above para-one of this request it is clear cut mentioned the corruption/ favoritism/ abuse of power, so before denial of information your point wise explanation is required that the matter not pertain under corruption. The above JRF sanction is preview of HRD, DRDO Hqrs.

What happened if you are in hit list of Director?

In DRDO there is no HR policy, although the post of CC R&D HR and a big HR directorate under him working in DRDO Hqrs but they are working with sole aim and object that how to execute and manage the unethical/ unconstitutional demands of DG, DRDO to all establishment heads.

Generally these demands are to adjust their beloved by any means like Smt. T Chandra Bhanu or Ms Geetha or Ms Swati Srivastva or Ms Dolly Bansal recruitment cases. Some cases come out from the four walls of DRDO but inside DRDO everyone knows this practice is continue carryon in DRDO by so called DRDO,HRD like adjustment of Commander Patel, Ex- SA’s daughter, CEPTAM Chairman’s son, Ex- Scientist ‘G’ in DEAL who was head of HRD, DEAL adjust his son Sh Saket Jain with all farzi certificates.

It is very well proven DRDO HRD can do any dam thing under wish of their AAKAS whether harassment of any individual from class IV employee to Scientist ‘H’. There is no moral exists in DRDO, HRD n numbers of examples available of transfers cases, manipulating in ACR/APAR’s, Awards to incompetents, authentication of false claims, list is too long.

The following case of Sh M R Gupta, TO ‘C’ is a clear cut case of dictatorship of DRDO officials, several years torture now Sh M R Gupta become chronic depression case.

Sh M R Gupta joined as JSA-II in 1979 in GTRE, DRDO, Bangalore, transferred to IRDE, Dehradun and subsequently joined DEAL as SSA in October 1987.

Up to 1986 his ACR’s was very good and enjoyed regular growth, but the day when then Director, IRDE Dr O P Nijhawan raised his eyebrow and put him in hit list, the bad days started and Sh M R Gupta’s service journey till date exposes the DRDO HR policy.

His 1987 ACR reflects the real bossism of Mr O P Nijhawan number dropped to 62

As IETE graduate Sh M R Gupta applied for the post of Assistant executive engineer in I & B through UPSC and got selected but Dr O P Nijhawan not supplied his 1987 ACR so he was deprived to get post.

Dr. O P Nijhawan’s effect also passed to DEAL and it was always made confirm that any advantage should not passed to Sh M R Gupta,

Sh M R Gupta qualified 9 times LDCE examination of Scientist ‘B’, the RTI revealed that RAC maintained the boss wishes. No one imagine the act of RAC officials.

Sh M R Gupta‘s ACR/ APAR of 1995 and 96 was found blank.

The 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs”  and remark was duly approved by the Director, Sh Ashok Sen and it was not even communicated to Sh M R Gupta.

DRDO having very common scenarios that if one official is in hit list then all chamchas never leave any chance to fix him to make happy the boss.

In case of Sh M R Gupta same thing happened, several attempts were done to harm, Dr. B S Jassal throw his wife’s medical bill for unforeseen reason and exchanged heat argument, in those argument frustrated Sh M R Gupta told him that I will jumped from the building, very next movement the explanation call with initiation of disciplinary action raised against him.

In 2004 Sh Mahakar Singh, Sc ‘G’ also demonstrated the extreme loyalty and one incident he scrimmage with Sh M R Gupta in his office room, next moment the room was sealed and an ION was served and an inquiry was constituted in a hurry and stage was set for dismiss Sh M R Gupta. By grace of God Sh M R Gupta approached local police and case was registered, subsequently after lower court to high court and again to lower court Sh Mahakar Singh rendered his apology in front of Session Judge, Dehradun and matter was closed.

Management Development Institute suspends professor for plagiarism (Scientific Fraud:Stealing)

NEW DELHI: The HRD ministry’s allegation that Management Development Institute (MDI) associate professor Amit Kapoor had plagiarized from a secret Expenditure Finance Committee note and later claimed copyright over it has resulted in widespread action.
Kapoor has been put under suspension by MDI and Harvard University has promised to carry out an investigation and take appropriate action. Harvard comes into the picture as Kapoor was till recently the honorary chairperson of the Institute of Competitiveness, India, which has been recognized by the Institute of Strategy and Competitiveness at Harvard Business School.

In fact, Kapoor was also given the Competitiveness Hall of Fame award by Harvard University. HRD ministry brought Kapoor’s plagiarism to the notice of Michael Porter, professor of Harvard Business School and an authority on competitiveness, requesting him that the Indian affiliate should be disassociated as well as the Competitiveness Hall of Fame award and any other recognition to Kapoor be withdrawn.
Meanwhile, sources in MDI said Kapoor has explained that most of the so-called secret documents were shared with him by the Planning Commission as it wanted him to prepare an index of competitiveness.
Pawan Agarwal, advisor, Planning Commission, told TOI, “The moment HRD ministry brought plagiarism to our notice, we checked the facts. We have sought his explanation.”
Agarwal admitted there was a case of copyright violation. However, sources in the Planning Commission said, “Kapoor’s presentation on the Rashtriya Uchatar Shiksha Abhiyan plagiarized slides from the HRD ministry’s EFC document but was not meant for public consumption. Planning Commission had shared the EFC note for his views.”
In July, HRD ministry officials were invited to Pennsylvania State University (PSU) to address Academic Leadership Academy (ALA) on Rashtriya Uchchatar Shiksha Abhiyan (RUSA) and other initiatives of the Indian government. Kapoor was also slated to speak as an invited faculty.
When Kapoor’s presentation was shared with HRD officials, it was found that at least four slides of his presentation were direct lifts from the HRD ministry’s EFC note on RUSA. Plagiarism from HRD documents is all over Kapoor’s presentation, be it summary of the RUSA programme, outcome/outputs for RUSA and even the equalization formula is a direct lift with some changes in the weightage.

Chan Park and Achal Prabhala have two op-eds today: the Hindu and the Times of India. In both, they have levelled charges of plagiarism on the committee headed by Dr. R. A. Mashelkar (ex-CEO of the Council of Scientific and Industrial Research) that looked into some technical questions about our patent laws as they relate to pharmaceutical companies. Guru has a nice summary.
Park and Prabhala don’t stop with charges of plagiarism; they also attack the substance of the Mashelkar committee’s conclusions. While the issues are technical (about whether TRIPS, the intellectual property-related agreement that India is a signatory to, allows its member countries some flexibility in deciding what is patentable), they are also political: your position on these issues would depend on your view of pharmaceutical companies, how much of innovation is actually attributable to them, and how fair they are in dealing with poor people. There is a lot of room in the political spectrum for people to choose a spot to sit on.
My own views are informed by the article titled The Truth about Drug Companies by Marcia Angell, ex-Editor in Chief of the New England Journal of Medicine. In it, Angell also builds a compelling case that a big part of the real innovation actually happens in universities (and small start-ups spawned by them) with public funding. She also mounts a scathing attack on the Big Pharma companies, which appear to spend a lot more money on how to rig the system in their favour than on innovation through drug discovery.
And here’s something from today’s NYTimes on the nexus between pharma companies and doctors:
The pharmaceutical industry spends $12 billion a year marketing to doctors, and much of that money is in the form of free samples delivered to doctors’ offices, often accompanied by lunch for the entire staff. When the University of Michigan health systems banned such lunches in 2005, they calculated that the lunches had been worth $2.5 million a year.
The free drugs are samples of the newest and most expensive branded products. The drug industry hopes that by starting patients with free samples, they will remain on the more expensive medication rather than using a cheaper generic. And there is evidence that doctors who have relationships with the pharmaceutical industry prescribe more of the expensive drugs.
