Situation of R&D in India and plight of competent scientists

The following article written by DR BHAGWAN D AGGARWAL, a biomedical scientist and a healthcare industry consultant with significant international experiences at pharmaceutical consulting companies and global research institutions, published in dailyO on 4th June is perfect picture of today R&D scenario of India.

We are daily  witnessing such worth of 1000 of crores scientific instruments purchasing not based on utility, but their higher prices – because higher price gets more “commission” and exhaust the budget. If GOI investigate sincerely, then only one organization DRDO can fetch 50000 crores rupees instruments which are lying idly without any use in more than 50 labs.

India is still lagging behind in scientific research by every metric of productivity and quality.

No doubt, investment and salaries have increased significantly in research in recent years, but still not sufficient to make an impact.

The prevalent dismissal working conditions, harassment and gross mismanagement that I experienced, could be the main reasons.I would like share my experiences.

I returned to India in 2009 after working for eight years in the US, and three years in Europe at some of the best research institutions and universities such as the University of Pennsylvania, Thomas Jefferson University, ICGEB (Trieste, Italy).

I published several papers in the best peer-reviewed journals. Though, my salary in India was meager, I was happy to return and contribute.

I tried very hard to fit in at my institute and the organisation to deliver my best in research, teaching and training activities, but unfortunately, I did not get any support from anyone in my endeavors.

I was working in a national institute of occupational health but, ironically, the working conditions were dangerous and unhealthy. For instance, carcinogen-laden UV helmet was unmarked that I used unknowingly for months, open and unsecured blood contaminated and bio-hazardous waste.

The lab facilities such as culture lab was locked for weeks and the imaging microscope was locked for years. Even my office cabin was locked for years and I was forced to use a small instrument lab (for PCR and molecular biology) as my office. I did not get my requested instruments (basic and low cost) for four years. I was denied PhD guideship, though I had several peer-reviewed research publications, PhD from JNU, New Delhi (the premier university of India) and 10 years of research experience at the best institutions.

I was denied an opportunity to present my research at the Gordon Conference even though my paper was accepted with financial assistance, and my applications for collaboration were delayed and denied.

I faced many hurdles from the administration such as no account of expenditure was provided after repeated requests. And when I tried to organise workshops or training seminars, I was forced to deal with petty issues.

I raised all these issues to the highest level (from the director of the institute to the director-general of my organisation) but no action followed. Only the harassment continued.

Still, I kept trying for almost five years, but only to get more stressed and frustrated.

At last, I resigned but my resignation was labelled as “conditional” and I was subjected to further harassment by sham investigations and inquiries and, at one point, I was intimated to surrender my passport.

My job applications to other government agencies were blocked to cause serious damage to my career and my research. I feel betrayed by the system back home.

Finally, I left the country and came back to the US.

I may not be the only one, there may be many more who returned to India and got their talent wasted and might be feeling the same way as I do.

Although, I worked in one of the most stressful and unhealthy work environments in my research career, but still I had some satisfaction of training and educating young minds and delivering lectures.

In hindsight, I think it was the students’ affection and their keen desire to learn which kept me motivated during those five years. I witnessed the worst management with no accountability and pathetic apathy.

This might be the case in most of the institutions barring only few. Many times, the scientific instruments are purchased, not based on utility, but their higher prices – because higher price gets more “commission”.

Less than 10 per cent of the instruments are ever utilised with less than 1 per cent instruments’ lifetime use time, especially for expensive equipment (Rs 5,000,000 (about US $80,000) or above).

The prevalent mismanagement, corruption and stressful and unhealthy work-environment are wasting the talent and scarce resources of a poor country and bleeding the science.

I believe whatever small percentage of the GDP India is spending on science, most of it is a waste.

Mismanagement and stressful work environment discourage any scientist or researcher to do any meaningful and quality research.

Most of the top leadership of research institutes /organisations such as directors, director-generals, vice-chancellors are appointed in their mid-50s (55+) who worked (tolerated) in the same system for 20-30 years.

This type of leadership is complacence and they are afraid to take any risk, which could jeopardise retirement or post-retirement career.

Institutions do not have any transparency, accountability and/or established grievance resolution process. Notoriously delayed justice (of 15-20 years) through judicial courts is only encouraging this practice.

Policies and regulations do not work in absence of good people to implement and enforce. It is high time for India, not just to make additional policies or regulations, but to disrupt the prevailing complacency and culture of mismanagement, harassment and corruption in institutions by recruiting the best scientists in their mid-40s from outside of institutions, as leaders with “animal spirit” (as Dr Manmohan Singh, former prime minister, used to refer to).

These young leaders can take risks to challenge the complacency and change the prevailing culture of corruption and harassment in institutions to bring the much-needed “disruptions” to boost productivity and quality of research in a country of billions.

Anomaly claim in DIAT recruitment

toi-1-oct-2016AURANGABAD: A city-based associate professor has sent a fresh complaint to the defence ministry alleging discrimination during a recruitment process by Defence Institute of Advanced Technology (DIAT) in Pune.
In support of his claim, the associate professor has attached a bunch of “self-contradictory” documents from the DIAT received under the RTI Act. The DIAT – a deemed university funded by the defence ministry – had published an advertisement on April 25, 2015, inviting applications for the post of assistant professor in the technology management. It received as many as 18 applications.
In an RTI reply, the DIAT clearly stated that the scrutiny committee shortlisted nine applicants – all holding a postgraduate degree in management. Subsequently, the shortlisted candidates were called for an interview on September 12, 2015. The interview was attended by all the shortlisted candidates, following which one was provisionally selected and his name was published on DIAT’s website on the same night.
Unconvinced with the selection, the Aurangabad-based associate professor, Dr Nitin Untwal, challenged the decision of the selection committee and sent a letter to the DIAT, claiming that the appointment was in violation of the University Grant Commission norms. Untwal holds an MBA, MCom, PhD and has cleared UGC SET.
Taking cognisance of Untwal’s letter, the National Commission for Scheduled Castes (NCSC) has initiated a probe into the recruitment as the seat was reserved for an OBC candidate. Untwal has also lodged a series of complaints with the Prime Minister’s Office (PMO). The PMO, in its reply, cited a Supreme Court judgment in the case between one P Sushila and UGC for carrying out the recruitment process.
According to Untwal’s complaint, out of the 18 applicants, nine were disqualified on the grounds that they did not have a PG or a master’s degree in management. He added that eventually a candidate with an M-Tech degree was not only shortlisted, but selected.
Moreover, an RTI query with the National Institute of Technology in Calicut revealed that M-Tech under mechanical engineering (industrial engineering and management) is not equivalent to postgraduation in management.
In a fresh complaint, Untwal cited that a letter sent by the DIAT to the UGC – a copy which has been obtained under RTI on September 28, 2015 – the DIAT stated that the essential qualification for the post were as per para 4.4.5 of the UGC regulation 2010, which is a post graduate degree in management declared equivalent by AICTE/AIU.
In its RTI reply, the DIAT on May 23, 2016 stated that the essential qualification for the position were as per para 4.4.6.1 of the UGC regulation 2010, which says that “the essential qualification for the post is a postgraduate degree in engineering and technology”.
When contacted, DIAT officials refused to comment. But in a reply to a query posed via email, DIAT’s joint registrar (administration) T V Ananthasubramanian said, “I am directed to forward the following as our response: Dr Untwal was a candidate for the position of assistant professor for technology management. He was not found suitable by the duly constituted Selection committee and hence, not selected. His various queries to DIAT and various other agencies and authorities, including the Hon’ble Raksha Mantri/Chancellor, DIAT have been replied. The DIAT has nothing more to add to the answers given earlier.”

The Goel Story of DRDE: A stark example of Murky Underbelly of Nepotism and Opportunism in DRDO

Nepotism is the major killer of quality research in DRDO, either a scientist is a relative of the boss or he is good at fulfilling all vested interests of the boss to get undue favours and it is the sure shot opportunity to reach to top and spread venom further in the organization. Out of those opportunists, many could manage one or more bosses to get promotion to next ranks, there few crooks in DRDO who can able to mould themselves according to all type of bosses and they can go to any extent to get all undue benefits and eat away the system within. The great Scientist DR AK Singh is the best example till now, but let me introduce DR AK Goel whose crookedness will raise your hair. He is the modern shakuni of many dhuryodhanas of DRDE, the latest one is Dr. Loku, the great feku of gobar gas a.k.a bio toilet.

Let me introduce the humble beginning of Dr AK Goel, the great goel passed out from not so well known Haryana Agricultural University locally called HAU with a PhD in Agri. Microbiology a subject which has more relevance to plant pathology, n least relevant to any defence application. But you all know very well that to enter into life science research labs of DRDO you don’t need to pass any exam, with an interview you can become Sc ’B’. Now our Goel after joining DRDE as Sc ‘B’ being a natural crook have seen that nepotism is prevalent in DRDE during Er. K Sekhar as director started buttering him by fulfilling all wishes of tharki and alcoholic sekhar. All of a sudden the alcoholic sekhar got promoted to CC R&D but he wished to take his saaki along….. what next???? Khuda mehar baan to gadha pehalvaan” Our Goel told the drunkerd “Sir its a prestige issue if a CC’s humwaal sorry staff officer is just a newly promoted Sc ‘C’….. now the drunkard promised him that I will make you ‘D’.

His gang member Dr. Ilavzhagan (Illegal appointment of his wife T Bhanu fame) readily agreed to advertise a vacancy for Sc ‘D’ in bioinformatics. Now our great don’t have any experience in bioinformatics except searching internet for science papers so he requested to the alcoholic boss to fix the interview board with experts from HAU as expected he was directly selected for the post of Sc ‘D’ in bioinformatics without knowing ABCD of bioinformatics and unfortunately the other guy who appeared in the interview holding a post degree and a PhD in Bio informatics was kicked out. Now the real story starts, The great Goel without doing science has jumped from Sc B to D has proudly joined DIPAS at Delhi without even transferring his inventory and lab. He continued to being saaki of CC R&D. Mos interesting point is now all of a sudden even DIPAS felt Bioinformatics is no required so they conveniently transferred Sc ‘D’ Dr Goel to DRDO HQ within six months without even utilizing his great bioinformatics capabilities.
Now as staff officer of Sekhar, Goel started getting all undue benefits including weekly trip to Gwalior to meet his family, you all may get astonished our Goels many times Goel’s monthly travel expenses on Govt account to visit his family is more than his own salary. With his boss clout and timidnessof the then Director Raghavan he could able to keep students for him where as all other working scientist were deprived of helping hand, he enjoyed purchasing equipments and earn handful of money from DRDE even being posted at DRDO HQ, Our Goel is also expert in speculating in share market. With the help of his boss Sekhar LSRB was pressurised to grant research project to Jiwaji Univeristy on making fermented jamun drink which has nothing to do with defence or bio defence. He made his wife to get appointed as RA in that project illegally and both husband and wife siphoned off DRDO money conveniently during full tenure of the project. After one your of serving in HQ, he was again transferred to DRDE on public interest, now the Bioinformatics specialization which was initially at DIPAS is required in DRDE. Now came the era of dushyaasan in DRDE the great farzi paper producer Prof. MP. Kaushik (ChemPro scam fame) our Goel could effectively manage him too whom whole DRDE think only a lady can manage. Dr Goel got a super outstanding call for his outstanding contributions as saaki and his great manipulating abilities. No one knows what great services Dr Goel has done to Alcoholic and Tharki Sekhar, just 15 days before his retirement he himself sat in the assessment board and got him super outstanding promoted to Scientist- E. From scientist B to E in just 7 years!!!!! All hard working and patriotic scientists, learn something from his story, DRDO promotes these crooks and kick on your ass.

This great Goel story did not end here, here comes the era of Tuglak in DRDE, the great Dr. Lokendra Singh who is fooling whole country by farzi bio toilets which are nothing but Gobar Gas plants, even this tuglak wihsed a great saaki and manipulator and he knows Dr Goel is the best Choice so now he made him “Officer On Special Duty” in netaji estyle…. Dr Goel is running the show in DRDE as proxy director and he is soon going to get out standing promotion to Sc ‘F’…… I think AK Singh needs to learn more from this AK Goel.

I wonder if our honourable Rakha Mantri can able to do something to weed out these pests from DRDO before it is too late….. These crooks make whole system rotten generations after generations and real and patriotic scientists perish from the system.

Dear friends in every Labs/Establishments of DRDO, Directors are having absolute powers and they are using these powers not in the interest of organization or nor in the interest of lab officials. In maximum cases all facilities provided by DRDO like infrastructures, encouragements monetary benefits like, cash awards, phone facilities, participation in Seminars, Workshop or other trainings all are reserved for chamchas.

The following letter I have received from DEAL’s friends via post, which is an analytical explanation of DEAL director Sh R C Agarwal’s management capabilities, his love to chamchas and community, with great Sh R K Agarwal who joined hands to fulfillment of desire of outgoing director.

From today onward Sh R C Agarwal, Director, DEAL, Dehradun  will be busy for arrangement of fair well of his cluster DG, Sh S S Sundaram who is in his last tour to Dehradun, he called his all cluster directors like his (Lal) Sh Haribabu, Srivastava, Director LASTEC, Delhi, Taxi Bill expert Ms Manjula, Director, DARE, Bangalore, Director, DLRL etc.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of Ms Sweta Singh, JRF, Pharma Tech Division, DRL, Tezpur.

She joined 3/10/2011 and doing PhD from Gauhati University and drawing fellowship @ 16000/month. She was absent from January 2013 to Febuary 2014 but it was observed that in this duration she continuously received fellowship amount. Her fellowship was extended for one year from 3/10/2013. After one RTI request against this illegal favor, Ms Sweta Singh returned an amount of Rs 17600.00 through cheque no 508551 dated 8/5/2014 in response of letter no 51/13/AE dated 28/10/2013.

  1. Provide the total amount of fellowship given to Ms Sweta Singh, JRF, DRL, Tezpur
  2. Provide the total days of present of Ms Sweta Singh, JRF, at DRL, Tezpur
  3. Provide the proceeding noting of extension of fellowship after 3/10/2013 and copy of approval from HRD, DRDO
  4. Provide the certify copy of DRL letter no 51/13/AE dated 28/10/2013.

 

Note: the requested information is not come under exemption of schedule –II of RTI Act 2005. Since, March 2014 end DRDO stopped to provide information under shadow of exemption. It is requested in above para-one of this request it is clear cut mentioned the corruption/ favoritism/ abuse of power, so before denial of information your point wise explanation is required that the matter not pertain under corruption. The 38th DRDO Directors’ conference (25th -26th March 2014) – Hidden Agenda

Over time now the shape of DRDO Directors’ conference has become more like a dealer’s meet.  Day after day mismanagement, corruption, incompetency and lack of responsibility are increasing in DRDO.

The superfluously  increasing number of court cases are giving red signal to top DRDO brass, but they are following great lines, Don’t See (corruption/ manipulations/ hatred toward SC community or weaker section/ Nepotism ), Don’t Hear (feed backs/grievances),  Don’t speak (Good words)

The concept of participating in conferences with wives and thereby waste huge amount of poor taxpayers’ money in the name of corporate management meet.

Hope in 40th DRDO Directors’ conference directors will attend conference with their sons and daughters, son in laws, daughter in law or with ………. Because the aim and total object is exploit the funds. No common Indian can imagine the expenditure of Nehru Park morning walk.

Starting from morning walk dressed with DRDO track suits with the aim of reviviscence / reincarnation but they look like under heavy encumbrance and look towards each other for race of H to DS, for Director to DG, extension, extension to contract, or finally post in any deemed university because the great institutions are not going to entertain such scraps.

The end of each and every corporate meet always shows productive results but in the DRDO Directors’ conference the directors learn  good manipulation techniques to wring the suppliers from  their extra ordinary expert colleagues, how to put their wards/ kith & kins in DRDO (already 10 top ex  brass are under CBI lens),  how to rafa dafa complaints (LTC 80 is one), how to use flying mileage points in personal use, how to manage PhD’s from deemed university by distributing funds from CARS or project funds, how to manage foreign tours by forge/ false inventions from foreign universities, best ways of plagiarism, how to manage one or two rebellions (common figure in DRDO now  the figure is increasing in few labs like DMSRDE, DRDE may be some short of chemical reaction), how to get fast VRS if some audit objections start targeting, how to manage fake degrees cases as DOP already sent a letter in this regard No DOP/01/03500/Lumpsum/M/01 dated 11th March 2011.

So beware all DRDO officers /staff only honest ones (not Chamchas) after two days all directors will return from 38th DRDO conference with sharpened skills………etc.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect to Financial incentive on acquiring higher qualification at their own.

  1. Please provide the amount to be paid to individual for acquiring higher qualification on their own for Diploma, Degree, Post graduation and PhD.
  2. Please provide the number of DRDO official who acquired Diploma and were paid financial incentive since 1st April 2003 to  31st  Mar 2013
  3. Please provide the names of DRDO officials, names of Institutes and modes of  acquiring Diploma since 1st April 2003 to  31st Mar 2013
  4. Please provide the names of DRDO officials, names of Institutes and modes of  acquiring Degree since 1st April 2003 to  31st  Mar 2013

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions. File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – It is, no doubt, true that DRDO is an exempted organisation yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters not to establishment related routine matters. The legality of this view has not been challenged in the relevant judicial forum so far.

Note: – Above required information is directly related to corruption and does not come under schedule II.  Kindly refer to your first appeal reply appeal No 0116 letter No RTI/ 02/ 2091 /F /2013/0116 in which you provided the names of 7(seven) officials from DEAL, DRDO, Dehradun that their acquired Diploma via distance education that is not recognized from apex bodies like DCE/ACTIE etc.. Please refer your RTI reply No RTI/01/2091/P/2010/0166 dated 14th September 2012 signed by Sh Deepak Mishra, CPIO, DRDO Hqrs. So it is now established that these individuals were inducted corruptly.

As you aware Dr W Selvamurthy (Dr in YOGA from Private Institute) has joined Amity Group as President, Amity Science, Technology and Innovation Foundation (ASTIF) and Chair professor, Life Sciences without obtaining the required NOC from government of India. Recently Defence Minister recommends CBI inquiry against top DRDO officials and Dr W Selvamurthy is one of them.

Constitutional crises in DRDO

DRDO comes under the Ministry of Defence, Government of India and all central government rules are applicable.

However, beginning with 1980 (prior to this DRDO was running under defence secretary) when D G (R&D) post was created and approved by cabinet with status of secretary as independent charge of R&D, foundation were laid for an autonomous & central govt. body both.

Special status was given for program director of IGMDP with permission sign 10 cr papers while directors/lab heads limitation was 2.5 Lakhs.

In the name of science & technology development, recruitments were made to develop defence specific weapons/equipments/infrastructures. A separate recruitment and assessment centre (RAC) was created with consent of UPSC and with approval of government.

The absolute empowerment of secretary DRDO gave the individual to implement his decision and with passage of time the interest of nation was over shadowed. The secretary DRDO made the entire lab directors independent and unaccountable.

Today the scenario is no system exists in DRDO, every director following their own rules, whether it is case of procurements/ recruitments / assessments / maximum time busy with construction/renovations etc.

They don’t bother new born D.Gs, DOP, RTI cell and even Secretary, DRDO. Why? Because they know after few days, Dr Avinash Chandra will be working in contract basis. No one is listening his order as well as his advice. For example, Director, Dr CP Ramanarayanan, GTRE not honoring the order of Dr Avinash Chandra, the new DG Electronics Communication System Sh. S S Sundaram also supporting the acts and deed of Director, Dr CP Ramanarayanan, GTRE (because of regionalism). Transfer case of Mr Sachin GTRE to DEAL is a clear cut example of environment of DRDO; the words uttered by Dr. CP Ramanarayanan are resonating in the ears of all top DRDO Hqrs officials.

Dr Avinash Chandra told a scientist that your request is genuine but I am helpless. The scientist got transfer order one and half year back but the because of the dictatorship of Director, LRDE, Sh S Ravind the transfer is still pending and our  Dr Avinash Chandra, SA, Dr G Malakondaiah, DS & CC R&D (HR & M), and DOP, Dr A K Singh all are helpless. Although Dr G Malakondaiah talked in front of the individual scientist with Sh S S Sundaram (conversation was in Telegu) but it did not turn positive.

Surprisingly, the aim and objective of Rama Rao committee was that the power is decentralized for fast decision on procurement issues, management issues. This would give boost for high productivity or pace in development program. It is looking like a total failure in the beginning itself.

Instead of all this all new DG are too busy to manage big chunks of funds and showing off the power of their new kingdom.

DRDO labs directors, mostly known as distinguished or outstanding scientists but it is astonishing fact that most them are not known in India because they have never published any outstanding paper, not have any patents, if PhD then from deemed universities where they are suppose to feed project funds. Like their big guru Dr W Selvamurthy Ex C C R&D, who is PhD in Yoga and involved in feeding funds to various deemed universities or private institutions. (Famous SASTRA case everyone knows). Rest are following their footsteps like Sh S S Sundaram, new born DG, Sh RC Agarwal, Director, DEAL (2nd extension age 63+ yrs), Sh R K Agarwal another outstanding scientist now start pursuing PhD from Graphic Era, also new born Deemed University at Dehardun because they fed funds in the name of projects and their agents ex DRDO employees are managing the show.

A constitutional crisis was the appointment of RAC Chairman. Dr PS Goel was appointed for period 3rd December 2008 – 2nd December 2011. As per rule search committee for next RAC chairman was supposed to be constituted in June 2011. However, minutes (DOP/05/50219/M/01 7th Dec 2011 disclose that first meeting of newly constituted committee was scheduled for 19 December 2011, it is astonishing fact that DRDO writes its own constitution and shows disrespect to Honorable Raksha Mantri.

Negligence of then SA to RM, not to initiate search committee in time was a planned action. He wanted to push all his close aides to appropriate place/post, who were handling sub contracts signed with foreign firms with different areas and were responsible omission/commission dues. The period of Dec 2011 to June 2012 was the crucial period of assessment/recommendations/selections/promotions. To cash this opportunity   Dr V K Saraswat as chairman RAC recommended those who were not competent for the post of ‘H’. Had there been an independent RAC Chairman, he would kept the national interest in forefront. The example of the case of Sh R K Agarwal, Scientist ‘H’ at DEAL, DRDO, Dehradun, who prepared citation for promotion with a false claim (Copy of his claim) attached and got promoted with the blessing of Sh R C Agarwal, Director, DEAL (2nd extension without any achievement) and Dr V K Saraswat.

The letter no 12/7/2012 EO(SM-II) dated 19th March 2012 of DOPT revealed that appointment of

as RAC chairman was approved by Appointment Committee of Cabinet (ACC). The question is why it was waited up to June 19th, 2012; time was buying to adjust all incompetent senior officials by Dr V K Saraswat.

It is requested to Sh A K Antony, honorable Raksha Mantri order for investigation of assessment year 2012 scientist ‘H’.
