Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect  of Office order no.  No.005/VGL/4 Government of India Central Vigilance Commission Circular No. 31/9/06. Subject-Posting of details on award of tenders/contracts on websites/bulletins, copy enclosed. It is observed that BEL, Website suddenly stopped Posting of details on award of tenders/contracts eProcuement-SRM after media published the Rs 7900 Cr scam in Air force IACCS Project.

1.Provide the date and time of stopping Posting of details on award of tenders/contracts on BEL Website eProcuement-SRM

2.Provide the name of authority who place the order to stopping Posting of details on award of tenders/contracts on BEL Website eProcuement-SRM

3.Provide if details of efforts to restart Posting of details on award of tenders/contracts on BEL Website eProcuement-SRM

 4.Provide details  and copy of letter if any orders received from BEL CMD Office for stopping Posting of details on award of tenders/contracts on BEL Website eProcuement-SRM

 Whether BEL take any policy decision not to  Posting of details on award of tenders/contracts on BEL Website eProcuement-SRM then provide the details therof.

Fake DEAL Awards – letter received by Website

Dear friends in every Labs/Establishments of DRDO, Directors are having absolute powers and they are using these powers not in the interest of organization or nor in the interest of lab officials. In maximum cases all facilities provided by DRDO like infrastructures, encouragements monetary benefits like, cash awards, phone facilities, participation in Seminars, Workshop or other trainings all are reserved for chamchas.

The following letter I have received from DEAL’s friends via post, which is an analytical explanation of DEAL director Sh R C Agarwal’s management capabilities, his love to chamchas and community, with great Sh R K Agarwal who joined hands to fulfillment of desire of outgoing director.

From today onward Sh R C Agarwal, Director, DEAL, Dehradun  will be busy for arrangement of fair well of his cluster DG, Sh S S Sundaram who is in his last tour to Dehradun, he called his all cluster directors like his (Lal) Sh Haribabu, Srivastava, Director LASTEC, Delhi, Taxi Bill expert Ms Manjula, Director, DARE, Bangalore, Director, DLRL etc.

As per sources he like Tea……r so Dr S S Negi, Director, IRDE & future DG, ECS will be host and all other directors are coming in the name of cluster meeting and planning to give grand fair well party to great Sh S S Sundaram, only thing is left that Sh R C Agarwal after giving several CARS project to Deemed University Graphic Era not able to make Sundaram as Dr before his departure from DRDO. RC opens his all gates for Dr B S Jasal, Ex DEAL scientist but failed procure PhD for his boss & himself till date, hope Sundaram will get PhD in short time which will be helpful to fit in courtier of Dr V K Sarswat’s NITI Ayog, God Bless him, God Bless India.

Yes, Madam. Defence Research and Development Organisation (DRDO) has developed Explosive Detection Kit (EDK) capable of detecting and identifying explosives commonly used for destructive purposes. The kit was launched by a US Company, Crowe & Co. On 2nd August, 2013. DRDO has granted a license on non-exclusive basis to sell EDK in countries other than India and on exclusive basis for manufacture & sales in US..

Mr. Arun Kumar Singh, Scientist ‘D’, DMSRDE, Kanpur was directly recruited on post of Scientist ‘C’ from ISRO to DRDO in the year 2004. He was posted in SASE, Chandigarh in 2004 and transferred to DMSRDE Kanpur in 2009. Kindly provide the following information u/s 6(1) of RTI Act 2005.

INFORMATION SOUGHT

  1. Copy of advertisement published in Employment News/Newspapers/Website against which Mr. Arun Kumar Singh was recruited as Scientist ‘C’ in DRDO.
  2. Name of the establishment/lab of DRDO on the request of which RAC created vacancy and advertise the direct post of Scientist ‘C’.
  3. Provide the copy of letter of request sent by Director of that establishment/lab to Director, DHRD/Director, RAC /DOP for recruitment of Scientist ‘C’.
  4. Qualification & experience sought in advertisement against which Mr. Arun Kumar Singh was recruited as Scientist ‘C’ in DRDO.
  5.  Date, venue and list of board member for selection of candidate against that vacancy.
  6. List of candidates those appear in interview/exam for recruitment of Scientist ‘C’ against that vacancy along with their qualifications & experience.
  7. Whether Mr.  Arun Kumar Singh informed to RAC that he was already in service at ISRO and applied through proper channel. (Yes/No)
  8. If answer to point (7) is yes then provide the copy of the declaration submitted by Mr.  Arun Kumar Singh to RAC, DRDO in this respect.
  9. Project/Task against which said vacancy of Scientist ‘C’ was created by RAC.
  10. Whether the experienced Scientist with same qualification and experience as sought in said recruitment were available in DRDO. (Yes/No)

The information sought is pertaining to Establishment matter and as such not exempted u/s 24 of RTI Act 2005.

This is to inform that Central Information Commission in its various decisions consistently held that establishment matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

Besides purchase and establishment matter the information sought is pertaining to allegations of Corruption and as such not exempted u/s 24 of RTI Act 2005.

Dear friends of entire DRDO

Please see the following complaint of Dr Arun Kumar, I will like to know your advice/ suggestions. Website’s sole aim is to eradicate  corruption/ nepotism / favoritism from DRDO.  Website is running with the supports of all DRDO well-wishers.

All the articles in which Dr Arun Kumar has said that they are false allegations, but the facts were not submitted by him along with the complaints.  The  other side  of DRDO knows the whole truth. The RTI documents are available with website which were obtained from RTI cell DRDO by citizen of India.

Some are also uploaded on the website from time to time to time and rest will be uploaded soon.
