Great Example of DRDO for Supporting and Giving Scot-free Passage for Senior Corrupt Officials

CVC, MoD registered 9 cases against Dr. Arvind Kumar Saxena, Ex Director, DMSRDE, Kanpur and other scientists as per CVC the complaints has been sent to CVO, MOD for further action, to Director Vigilance, DRDO with reference No. 1323/2014/Vigilance 9, 3617/2014/Vigilance 9, 5022/2014/Vigilance 9, 13248/2014/ Vigilance 9, etc.

Recently a RTI reply recived on 27 June 2019 at 10:53 AM from CVO, MoD revealed that

(1)      As per records available in the file the following complaints were received 
(i)       Complaint(s) dated 26.12.2013, 17.12.2013, 15.01.2014, 24.12.2013 and 07.01.2014. The matter was examined in consultation with CVC and it had been decided with the approval of the competent authority to take the following action:-

           (A) Close the following complaints

           (i)      Regarding irregularities in procurement of laboratory micro  processor based high temperature furnace.

           (ii)     Irregularities in procurement of antivirus for computers and 

           (iii)    Irregularities in procurement of analytical weighing balance.

(B)       Issue recordable warning to 8 serving officers found involved in irregularities in procurement of high temperature reactor system and 18 serving officers found involved in procurement of chemicals. 

(C)       No action against officers who have retired from service. 

(2)       As contents of the replies/correspondence/file of the DRDO contain information relating to other officials/officers including third party information and disclosing the names of the officers dealing with the matter is barred under Section 8 (1) (g) and (j) of RTI Act, 2005. Moreover disclosure of the information would not serve any larger public interest. 

(3)       As regards complaint letters forwarded by CVC to D(Vig) and further forwarded to DRDO for action, in this connection, it is stated that these dates back to 2013 and 2014 and records of forwarding letters to DRDO of these period are not available.

Question is that the recordable warning to 8+18 scientist are nothing they are the puppets of Director and signed all wrong doings of boss for their promotion not for financial gain.

The Saxena the main culprit and conspirator of case have guts to deny the email exchange with vendor to discuss the requirement and finalize the specs before raising the file and made arrangement to split the order as per financial power and so many evidences are available because of evidences only the recordable warning was issued then how come kingpin escaped scot free.

Second is if reactor’s design is copy right of DMSRDE then what is meaning of M/s De Dietrich Process Systems India Pvt. Ltd, Mumbai mail which received by Dr A K Saxena via Mr Anish Gupta from M/s Manglam Traders with attached annexure

DRDO should be more nimble on innovation: Nirmala Sitharaman

Defence Minister Nirmala Sitharaman at the launch of the ‘Mission Raksha Gyan Shakti’, which aims to promote Intellectual Property Rights in the defence sector.

NEW DELHI: The Defence Research and Defence Organisation (DRDO) should introspect to make themselves more “nimble” towards innovation, Defence Minister Nirmala Sitharaman said here today, while stressing on having an Intellectual Property cell in the defence ministry for sharing innovative ideas with manufacturers.

Sitharaman made the remarks at the launch of the ‘Mission Raksha Gyan Shakti’, which aims to promote Intellectual Property Rights in the defence sector. During her address at the event which was held at the DRDO Bhawan, she said, “DRDO like structures have to be on their toes for R&D. DRDO should introspect to make themselves more nimble towards innovation.”

She also stressed on the importance of an Intellectual Property cell to facilitate match making and sharing innovative ideas with the manufacturer from the user point of view. “I am telling Dr Ajay Kumar (Secretary Defence Production) and the DGQA that it is important for the ministry to have this cell to exchange ideas and do matchmaking,” she said.

Sitharaman explained that the defence sector is seen as an area where technical requirements are not easily shared, which leads to people who want to innovate not approaching the defence ministry. “They would go to any other ministry rather than approach defence, because it is difficult to break in and have a dialogue,” she said.

“It is that kind of barrier which we have to break and benefit from young minds. So that kind of benefit which you will derive is available for you. The ministry will have to do more for people who want to innovate,” she added.

The minister also said that the users, in this case the armed forces, should provide ideas about what they want. “You should be giving ideas to someone else to create it. The users can identify the situations in which you can conceive of something,” she said.

‘Top DRDO and Army officers wrongfully sanctioned Defence projects’

Pune: PK Mehta, Director General of city-based Armament and Combat Engineering Systems (ACE), a Defence Research and Development Organisation establishment, and Major General Ajay Gupta, Director of Ahmednagar-based Vehicle Research and Development Establishment (VRDE) are facing allegations that they have misused their financial powers for sanctioning of fallacious defence projects costing Rs 93 crore.

 “Projects worth Rs 93 crore sanctioned allegedly without Army requirement”

A complaint was received by the Prime Minister Office and DRDO HQ, Ministry of Defence, about sanctioning of projects without project requirement from user – the Army in this case. The matter was reported by a serving officer of Indian Army to MOD and PMO.

The complaint letter dated March 11 states that the three defence projects were aggressively pursued by Gupta and sanctioned by Mehta in later half of 2017, without any requirement from the Army.

Corruption in DRDO
A highly placed source in DRDO lab, on condition of anonymity, told Sakal Times that the process of sanctioning of technology demonstration projects in DRDO has become very casual. The projects are being sanctioned without issuance of PSQRs from users’ (Army, Navy, Air Force) participation and requirement. He said, “It’s high time the Ministry conducts an enquiry in sanctioning of projects as there is lot of corruption going on in DRDO.

The sanctioning authority with Mehta is Rs 50 crore per project while Gupta’s power is Rs 5 crore per project. Together they have sanctioned projects worth Rs 93.67 crore.”

Mehta’s defence
When Sakal Times contacted Mehta, he said, “Many a times, users are not aware of the technology so there are projects which are sanctioned without their requirement. It is sanctioned only after being reviewed by various experts. Even after the sanctioning, we have to look for the outcome, because in research and development there are chances that a project can be a failure.”

“Interest of nation is most important and we have to be independent in the manufacturing of defence projects and we are working on it under ‘Make in India’ programme of government,” added Mehta.

Despite repeated attempts to contact Gupta on phone and through texts, he was not available for comment.

Experts fume
KK Mishra, Joint Director (Retd), DRDO, said, “How can they sanction the projects without requirement from users. Defence projects are not some college projects one should remember that huge amount of money is invested in them. Participation of user is required before sanctioning of such projects. Many a times senior authorities sanction such projects for their own benefits. In past also people have sanctioned projects and gained monetary benefits from them.”

Defence expert Lt Gen DB Shekatkar (Retd) said, “It is surprising that a project has been sanctioned without requirement of user. For procurement of any armament or equipment for armed forces, user requirement is necessary. Such matters should be inquired into by Army headquarters.”

Files reveal links between Agusta, Embraer deals

ashish-embraer-story-edited-2The CBI has registered a preliminary enquiry (PE) against unknown Ministry of Defence officials to probe the Embraer aircraft deal scam, in less than 12 hours after this correspondent revealed on NewsX the minutes of four meetings held in December 2006 to finalise the aircraft for the AEW&C project.

This correspondent has revealed that the Defence Research and Development Organisation (DRDO) was not on board with the Indian Air Force under then Air Force chief S.P. Tyagi over the selection of Embraer aircraft.

PE is the very initial measure taken by the CBI to examine any case before lodging a First Information Report (FIR) against suspected persons.

The CBI told this correspondent that “CBI has registered a PE (preliminary enquiry) against unknown officials of the Ministry of Defence (GOI) and others. This on a reference from the said Ministry on allegations related to M/s. Embraer employing an agent to facilitate various contracts. These include the contract for AEW&C project wioth CABS/DRDO for procurement of 3 aircraft”.

This correspondent has accessed the key 10-page documents that form part of the “Embraer files” that are being investigated by the CBI and the Enforcement Directorate. The documents contain the minutes of the four meetings held in December 2006 to finalise the aircraft for the AEW&C project.

In the first of the four meetings, held at Air Headquarter, New Delhi on 5 December 2006, the documents suggest, then Programme Director (AEW&C) Dr S. Christopher (who is currently the DRDO chief) had proposed two alternative options with different configuration and endurance for the aircraft as a platform for this project. He also pointed out that better options will be available with the change of aircraft. But the Air Force under S.P. Tyagi overruled Christopher’s arguments and stated that the DRDO will work with Embraer, the world’s third largest aircraft manufacturer that is now under the scanner of the US and Brazilian authorities for alleged kickbacks.

The Embraer files accessed by this correspondent reveal that four meetings had taken place on 5,6, 8 and 19 December 2006 among the Air Force officers, DRDO officials and the scientific adviser to the then Defence Minister, A.K. Antony.

“Dr. Christopher brought out that better options will be available with change of aircraft. The Chairman (the then Deputy Chief of Air Staff) stated that we need to work with EMB-145 and develop a prototype with the configuration that CABS will formulate and send to IAF for consideration”, stated the minutes that are available with this correspondent.

The minutes further state: “The Programme Director, AEW&C stated that CABS has proposed two options with different configuration and endurance. DCAS asked him to submit a clear proposal of what can be achieved with a 24T aircraft.”

The Defence Ministry is also expected to seek information from Brazil and the US through Indian defence attachés deployed in Indian embassies in the two countries.

According to the Brazilian newspaper Folha de Sao Paulo, Embraer had allegedly engaged a UK-based defence middleman and paid him kickbacks in order to ink the deal with India. Media reports further alleged that Embraer officials had paid commissions to middlemen in order to finalise similar deals in Saudi Arabia. The US Justice Department has been scrutinising Embraer’s deal with India.

The newspaper report claimed that the Brazil based company came under the US scanner after the US Justice Department smelled a rat in 2010 following the former’s contract with the Dominican Republic.

In 2008, a $208 million deal with Embraer was signed by the Defence Research and Development Organization (DRDO) for three ERJ-145 aircraft to build indigenous Airborne Early Warning and Control Systems for the Indian Air Force. The three aircraft were to serve as an air-borne radar system known as airborne early-warning and control systems or AEWCS for the Indian Air Force.

Significantly, the Embraer deal reminds one of the AgustaWestland VVIP helicopter scam due to the many similarities. Both Embraer and Augusta deals were inked when S.P. Tyagi was the Air Force chief and A.K. Antony was the Defence Minister.

Both deals were cleared between 2008 and 2010 despite alternative options being available. In both deals, UK based middlemen and aircraft company officials are allegedly involved.

DRDO’s bio-toilets raise a stink

BHUBANESWAR: The much-hyped bio-toilets invented by Defence Research and Development Organisation (DRDO) and installed in railway coaches, public places and colonies seem to have sparked of a controversy with some senior scientists raising voice against the functioning and technology which allegedly uses cow dung instead of imported bacteria.

Developed by Gwalior-based Defence Research and Development Establishment (DRDE) and Tezpur-based Defence Research Laboratory (DRL), both laboratories of DRDO, the bio-toilets, fondly known as ‘E-loo’, use anaerobic microbial bacteria to decompose and convert biological human excreta into usable water and gasses.
DRDO e looThough initially, the bio-toilets installed in high-altitude regions such as Siachen and Ladakh performed as expected for a certain period, now many of them are reportedly abandoned or unused for obvious reasons leading to objections from the armed forces.
While the DRDO said the anaerobic bacteria have been imported from Antarctica and can effectively function in extreme conditions and temperature ranging from -6 degree Celsius to 50 degree C, a group of DRDO scientists claimed that the imported bacteria cannot survive in high temperature.

“Since such type of anaerobic bacteria are abundantly available in cow dung, the cattle waste is now being used in bio-toilets while the research organisation is hoodwinking the people in the name of technology development by wasting crores. Like the bio-toilets, the normal septic toilets also have a perfect anaerobic environment with the only difference being addition of cow dung in the name of inoculum culture in the former,” they said.

According to senior DRDO scientist Dr Y Ashok Babu, who has lodged a complaint with the Central Vigilance Commissioner (CVC) seeking a probe into it, the imported bacteria worked perfectly well in the laboratory but did not work efficiently in the Siachen region, for which a solar panel heating system was added to accelerate digestion process.

“There is no requirement of specific bacteria in the normal temperature and local bacteria in the septic tank will do the same task more efficiently if cow dung is added to it. The technology is a farce which allows a handful of greedy business people to earn crores of rupees,” the complaint stated.

DRDE Director Dr Lokendra Singh, however, refuted the allegations. He said the cow dung is used only to multiply the bacteria brought from Antarctica, which can survive in Indian conditions. “Actually the cow dung used in the toilets is not the cattle waste but the bacteria which are transported through it. The toilets are working perfectly for which the Railways has given bulk orders,” he claimed.

The DRDO has so far made the transfer of technology (ToT) agreement with 56 companies which are producing bio-toilets at a cost ranging from Rs 15,000 to Rs 75 lakh depending on the volume of population using it and quality of materials.

Singh informed that while already 40,000 bio-toilets have been installed in railway coaches, additional 80,000 toilets are to be installed shortly. Besides, around 20,000 E-loos have been placed in colonies, urban areas and villages. The Indian Railways has planned to install 2.5 lakh toilets in all coaches by October 2, 2019

Dr Gausal Azam Khan, young energetic life sciences scientist’s research paper was selected for “Developing World Scientist Award” by XXIII Congress of the International Society on Thrombosis and Haemotasis, Kyoto, Japan.(July 23-28, 2014)

As per DRDO procedure Dr Khan submitted all required documents and requested to allow him to attend above conference well in advance.

However, he was discriminated being a minority because and has not been allowed to attend conference, Dr. Shashi Bala Singh, Director, DIPAS till date not furnished any logical /acceptable reason for denial.

Dr. Shashi Bala Singh, Director, DIPAS took it personally and by unconstitutionally without taking consent from competent authority i.e DG, DRDO she wrote email to organization committee and inquired unethical manner regarding Dr Khan’s where about, when he reached, where he stays, what he received award/finance etc.

Is very shame to DRDO that Dr. Shashi Bala Singh, Director, DIPAS was spread a message to all international research family that there are no harmony/ understanding/ team spirit/good faith among the DRDO scientists.

Following enclosed emails from Dr. Shashi Bala Singh, Director, DIPAS to executive director of organizing committee speaks a volume.

  1. Whether GOI/ DRDO Hqrs permit any director to write such mails/letter to ask individual’s personal where about, when he was in personal capacity visit.

In case of Dr Khan when he applied official he was denied means for DRDO matter closed. It attracts penalty for breach of confidentiality and privacy.

  1. Whether GOI/DRDO hrqs allow to directors who are demoralizing the young scientists, other hand the government asked DRDO “What DRDO is doing to make quality scientific manpower pool larger then what is available, to make it much more competent and qualitative, and what kind of facilities and infrastructure DRDO provide to scientific community including their pay and facilities, other things? (CC R&D, HR).
  2. A board has recommended Dr GA Khan entry in DRDO as Scientist ‘D’ in NRI scheme, being a dedicated and hard working scientist, he has made his own space in the field, recognize internationally. Instead of encouraging such manpower DRDO Hqrs appears to discriminate the scientist on the basis of cast & creed by backing the Dr. Shashi Bala Singh, Director, DIPAS.

Sir, it is requested to find out, whether Dr. Shashi Bala Singh  Director, DIPAS could obtain permission from Sh Avinash Chander, DG, DRDO to write such emails which reflects the mistrust among the colleagues and spying of own scientist. This act of shame is being talked with different; they surprised to see the downfall of DRDO scientific culture.

When Reny Roy was assigned a project 15 years ago, she had no idea it would one day get a Washington DC debut as India’s first defense technology transfer to the United States.
The project headed by Roy, a scientist at DRDO’s explosives lab in Pune, led to the creation of Explosive Detection Kit (EDK), which makes it easy to detect all kinds of explosive, especially those used by terrorists.
The kit was launched in Washington on Friday for production and sale in the US and other countries in the region, by Crowe and Company, a South Carolina firm.
It is currently undergoing tests by US military and other security agencies but may soon be headed for use by coalition forces in Afghanistan through a non-profit.

When Reny Roy was assigned a project 15 years ago, she had no idea it would one day get a Washington DC debut as India’s first defense technology transfer to the United States.

The project headed by Roy, a scientist at DRDO’s explosives lab in Pune, led to the creation of Explosive Detection Kit (EDK), which makes it easy to detect all kinds of explosive, especially those used by terrorists.

“It feels great,” said Roy after the launch with her boss SN Asthana, a man of few words, standing by her side.
Roy got the project “around 1997” with a brief to develop something to stop terrorists. But it was not a priority, not like DRDO’s more glamorous Agni, Arjun and the LCA projects.

Yes, Madam. Defence Research and Development Organisation (DRDO) has developed Explosive Detection Kit (EDK) capable of detecting and identifying explosives commonly used for destructive purposes. The kit was launched by a US Company, Crowe & Co. On 2nd August, 2013. DRDO has granted a license on non-exclusive basis to sell EDK in countries other than India and on exclusive basis for manufacture & sales in US..

  1. Please provide the complete certified copy of papers supplied by DRDO to MINISTER OF DEFENCE SHRI A.K. ANTONY against above question.

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of submission of RTI application through online RTI portal.  In FAQ it is mentioned that  – An applicant who desires to obtain any information under the RTI Act 2005 can make a request through this RTI Online Portal to only the Central Public Authorities of main Ministries/Departments located at New Delhi initially. In the first phase, this facility is available to Ministries/Departments/Apex Bodies mentioned in the list available in ‘GUIDELINES’. In reference to this following information may please be provided. As Nodal Officer of Department of Defence returned my application, when I called on phone Mr Choudhry state way refused and said that PCDA, R&D & DRDO are not in the purview of Ministry of Defence

  1. Provide the list of department/public authorities located in New Delhi under ministry of defence are excluded for online RTI application.
  2. Provide the copy of approval of competent authority for excluding these department/public authorities located in New Delhi under ministry of defence department/public authorities located in New Delhi under ministry of defence.
  3. If, no department/public authorities located in New Delhi under ministry of defence are excluded for online RTI application, then copy of permission given to Mr Choudhry, Nodal Officer, Department of Defence for rejecting on line RTI application.
  4. Provide the provision of reimbursement against my RTI applications which were returned by Mr Choudhry, Nodal Officer, Department of Defence without giving proper reasons.

“This kit has a much better field deployable position than other items. We have just signed an agreement with a US company to take the technology to South America. The technology would be presented to the Columbian Defense Ministry and to Panama and across the world,” Crowe said.

It is India which holds the patent on the technology, and Crowe has paid an unspecified amount to commercialise it in the US and would also pay royalty on the EDK kits sold.

“Yes”, she said when asked if Boston bombings could have been prevented if the technology was available in the US at that time.

“I believe that it could have been deployed in Boston and with proper training if the kits were in use…at large events, it would every easy to implement a posture where you can detect explosives,” she said.

1.      Whether she and her company is competent for such tie with Indian Defence Premier Organization DRDO, Ministry of Defence, GOI.

2.      Whether she applied for necessary approvals from the US regulatory institutions as claimed by Ms Faye Crowe, CEO, Crowe and Company.

3.      Whether she introduced the EDK to the US Army and US homeland security forces as claimed by Ms Faye Crowe, CEO, Crowe and Company.
