The DRDO was not on board with the IAF over selection of the Embraer aircraft.
The CBI has registered a preliminary enquiry (PE) against unknown Ministry of Defence officials to probe the Embraer aircraft deal scam, in less than 12 hours after this correspondent revealed on NewsX the minutes of four meetings held in December 2006 to finalise the aircraft for the AEW&C project.
This correspondent has revealed that the Defence Research and Development Organisation (DRDO) was not on board with the Indian Air Force under then Air Force chief S.P. Tyagi over the selection of Embraer aircraft.
PE is the very initial measure taken by the CBI to examine any case before lodging a First Information Report (FIR) against suspected persons.
The CBI told this correspondent that “CBI has registered a PE (preliminary enquiry) against unknown officials of the Ministry of Defence (GOI) and others. This on a reference from the said Ministry on allegations related to M/s. Embraer employing an agent to facilitate various contracts. These include the contract for AEW&C project wioth CABS/DRDO for procurement of 3 aircraft”.
This correspondent has accessed the key 10-page documents that form part of the “Embraer files” that are being investigated by the CBI and the Enforcement Directorate. The documents contain the minutes of the four meetings held in December 2006 to finalise the aircraft for the AEW&C project.
In the first of the four meetings, held at Air Headquarter, New Delhi on 5 December 2006, the documents suggest, then Programme Director (AEW&C) Dr S. Christopher (who is currently the DRDO chief) had proposed two alternative options with different configuration and endurance for the aircraft as a platform for this project. He also pointed out that better options will be available with the change of aircraft. But the Air Force under S.P. Tyagi overruled Christopher’s arguments and stated that the DRDO will work with Embraer, the world’s third largest aircraft manufacturer that is now under the scanner of the US and Brazilian authorities for alleged kickbacks.
The Embraer files accessed by this correspondent reveal that four meetings had taken place on 5,6, 8 and 19 December 2006 among the Air Force officers, DRDO officials and the scientific adviser to the then Defence Minister, A.K. Antony.
“Dr. Christopher brought out that better options will be available with change of aircraft. The Chairman (the then Deputy Chief of Air Staff) stated that we need to work with EMB-145 and develop a prototype with the configuration that CABS will formulate and send to IAF for consideration”, stated the minutes that are available with this correspondent.
The minutes further state: “The Programme Director, AEW&C stated that CABS has proposed two options with different configuration and endurance. DCAS asked him to submit a clear proposal of what can be achieved with a 24T aircraft.”
The Defence Ministry is also expected to seek information from Brazil and the US through Indian defence attachés deployed in Indian embassies in the two countries.
According to the Brazilian newspaper Folha de Sao Paulo, Embraer had allegedly engaged a UK-based defence middleman and paid him kickbacks in order to ink the deal with India. Media reports further alleged that Embraer officials had paid commissions to middlemen in order to finalise similar deals in Saudi Arabia. The US Justice Department has been scrutinising Embraer’s deal with India.
The newspaper report claimed that the Brazil based company came under the US scanner after the US Justice Department smelled a rat in 2010 following the former’s contract with the Dominican Republic.
In 2008, a $208 million deal with Embraer was signed by the Defence Research and Development Organization (DRDO) for three ERJ-145 aircraft to build indigenous Airborne Early Warning and Control Systems for the Indian Air Force. The three aircraft were to serve as an air-borne radar system known as airborne early-warning and control systems or AEWCS for the Indian Air Force.
Significantly, the Embraer deal reminds one of the AgustaWestland VVIP helicopter scam due to the many similarities. Both Embraer and Augusta deals were inked when S.P. Tyagi was the Air Force chief and A.K. Antony was the Defence Minister.
Both deals were cleared between 2008 and 2010 despite alternative options being available. In both deals, UK based middlemen and aircraft company officials are allegedly involved.

Role of SPIC is to provide the communication system for passing the
information. As I told in previous complaints, SPIC and ECIL has mainpulated
the national level Stretegic Project S21. How Sandeep Sharma with the help of
ECIL has placed a order of Rs 135 Cr to M/s Dass Hitaci & associates. This was
done on single tender basis by ECIL bypassing the CVC guideliness. This has
dented the image of DRDO and explained how bribe was shared by Sandeep
Sharma with ECIL. In this section, for the remaining work, order has been place
on three more companies :
M/s Global E network Ltd, 33, Rani Jhansi Road, Near Hanuman Mandir,
Jhandewala Ext, New Delhi 110055.
M/s Pan Telicom ltd, B-90, Phase V, Udyog Vihar, Gurgaon, Haryana
122016.
M/s Oth Infra, B – 90, PhaseV, Udyog Vihar, Gurgaon, Haryana – 122016.
All above companies are directly or indirectly owned by sandeep sharma. It is
to be noted that M/s Oth Infra was launched by Sandeep Sharam for project S
21 only. It is interesting to be noted that M/s Pan Telicom Ltd and M/s Oth Infra
share the same address. M/s Oth Infra is using the Manufactuirng and assembly
Hub address of M/s Pan Tellicom ltd. (Please visit

This is blunder. This raises the question on ECIL Mangement. For so critical
project of national importance, what was the parameters for vendor
management was followed. What was the vendor selection criteria. How it is
possible, they are putting order to different companies bearing the same
address. What type of experience these companies have got. If it is possible,
ECIL management has placed order to these companies under the influence of
sandeep Sharma.
Sir, Project S21 raises the eybrow. The vendors like M/s Dass Hitachi &
associate, M/s Global e network, M/s Pan Telicom ltd, M/s Oth Infra ltd have
been injected by sandeep sharma and ECIL has placed order to these
companies viloating all the norms. It is requested and intersting to know the
vendors who have applied for these bids, whether they were actual vendor or
ghost vendor who just applied for name sake.
Sir, Everyone gained whether it is sandeep sharma, SPIC or ECIL, only country
India has lost. So much national importance project security has been
compromised. Sir, if you want, I can sent the list of items that have been
purchased for Project S21. All these items are commerically available. If one
purchases these items through open tender, we can save more than Rs 200 Cr.
These items will cost Rs 120 cr, where as govt has paid Rs 328 Cr. It is humble
request to look into this matter, if possible scrap the suspicious tendering
machanism and float open tender for these items, it will encourge more vender
participation and it will bring transparency and it is one step towards digital
india.
Role of SPIC is to provide the communication system for passage of data and
voice. Like in commerical world, we use MTNL / Airtel/BSNL for passing the data
and voice. In SPIC, passage of data is critical, hence in addition to above, data
is also passed through satellite. In SPIC, generally for passing the data,following
equipments are used :
➢ Routers
➢ Switch
➢ Modem
➢ UPS
➢ Generator
➢ Cable
➢ Optimux
➢ Connector
➢ 25 W KU BUC (Block Up Connector)
➢ 40 W EXC BUC (SSPA)
➢ Laptop
➢ Industrial Computer
These are standard items and all available commerically. In SPIC, necessity of
need (NON) is generated, certified as need by internal SPIC scientists, items are
purchased by limited tender through limited vendors (companies directly or
indirectly owned by sandeep sharma). In last 5 years, about 50 to 60 NON have
been initiated. All these consists of the same types of equipments. The quanity
of equipments are kept in such a way, there is no need of approval of high
autority. In last 5 years, sandeep sharma has generated about 50 to 60 files of
Rs 15 to Rs 20 Cr each. It is the clear case of violation of CVC guidliness as it
leads to spilting the tender. It is serious matter. Sir, I can send you these list of
items with make. If we purchase these items (Per case) through open tender,
the cost of these items comes to be Rs 3 Cr and SPIC had paid for these items
about Rs 15 to Rs 18 Cr and these Items are purchased through the above 3
companies of Sandeep Sharma or another companies related with Sandeep
sharma. More serious thing is items are never purchased by SPIC, items are
stolen by sandeep sharma from SPIC store and given to these vender. This is
for one case. For the last 5 years, about 50 to 60 such cases have been
initiated by Sandeep Sharma, One can imagine huge loss to the Govt of India.
This is bigger scandal compared to augusta or 2G. Sandeep Sharma manages
these vender and take commission in his wife international accounts in
Australia and Singapur. Sir,If you enquire the personal international trips of
sandeep sharma, and correlate with the purchase, and city and place of stay of
sandeep sharma in these foreign countries, things will be crystal clear. All the
trips of Sandeep sharma had been sponosered by the venders.
Sir, I humbily request you to do the following :
➢ check the purchases done by SPIC for the last 5 years.
➢ No of items purchased with make and their OEM and vender, from where
SPIC has purchased these items
➢ S.NO of the items purchased by SPIC, S.NO of items supplied to SPIC,
S.No of items installed. It will help to check and estimate, how many items
have been stolen by Sandeep from SPIC store.
➢ International visits done by sandeep sharma (One visit was more than
one month) and funding of these visits, international and national accounts of
sandeep sharma and his wife.
➢ Sir, I can provide you the phone numbers (Listed and unlisted) of sandeep
sharma. Tracking of these numbers will give mind blowing results.
➢ To order for enquiry of tendering process followed by ECIL and scrap the
suspicious tendering machanism of Project S21 and float open tender for these
items, it will encourge more vender participation and it will bring transparency
and it is one step towards digital india.

WIth the help of well wishers of DRDO and to fulfill the dream of PM’s corrupt free india, we are able to record the voice samples of sandeep sharma, jaya shanti and other officers, in audio clip, they are demanding money from vendor. It will be shared, if need arises.
If possible, to initiate a honest enquiry consisting of service officers, ISRO
scientists, DRDO scientists (clean image), officers from CBI, IB and CAG to
nail the culprit and clean the rotten system. It will help to fulfil the vision of
our PM of corrupt free India.

SPIC is DRDO Lab handling very highly sensitive work and has been designeated as a very critical strategic location. Sh sandeep sharma along with jaya shanthi along with PSUs are involved in money frauding the public/nation money for several years. This team jack up the prices by 400% or more depending upon their personal intersets. If properly investigated, this corruption is big as 2G scam. The brief is as follows :
Sh sandeep sharma along with team is supporting the company by M/s Infrotrack pvt ltd of Hyerabad. This company is doing the command and control software. This company has got only one private engineer named as K Srinivas working and sitting inside SPIC, it violates all secret regulations. In name of secreacy, SPIC gives projects to PSU only (Defence PSU) how this private company is allowed. It is to be noted, the software is very sensitive and describes the command and control of highly sensitive Strategic program. Revealing of this a threat to national intelligence. Srinivas came to SPIC in 2006 . Srinivas along with Sandeep sharma are manipulating this software for their benefits. In addition to this, Srinivas is involved in generating of secret key to be used for missile launch. For name sake, Sandeep and srinivas have put one dump scientist VS Chauhan at front end . The contract to M/s Infotrack is given on propritary basis. This mentioned project was completed long back. The value of M/s Infrostrack software is more than 4 cr and every year this profit is being shared between sandeep sharma and team.
Sandeep sharma and team are handling the task of designing communication vechicle for prithvi. For designing the communicaiton vechicle, one needs the background . How they are handling this task, this needs to be investigated. More than 12 vechicles have been designed. They have got limitation. Hence they were honey traped by the suspicious vendors, who took the advantage of their limition and in turn, raja babu and team were offered the money. Designing of Communication vechicle consists of communication equipment and NBC shelter. Sandeep sharma and team were honeytraped by all the companies. Regarding communcaion equipment (explained below), how vendors took the advantage of their limitation. Regarding the NBC shelter, they were honey traped by Dass Hitachi. In the most prithvi communication vechicle, they recommended the NBC shelter by Dass Hitachi. It is to be noted, this was a single tendor and PAC solution. No approval of single tendor has been taken. In addition to this, for NBC solution, DRDO has got special labs who does this job. Neither their help was sought in designing the solution nor help was sought in putting the order to M/s Dass Hitachi.
NBC shelter provided by Dass Hitachi are very very costly and the company has taken SPIC, DRDO for ride. The cost offered by Dass Hitachi is very huge and it has caused lots of money loss to DRDO, in turn govt of India. In the case of NBC shelter for Prithvi, the loss amounts to about Rs 60 Cr. The loss to Govt of india and profit for Dass Hitachi was shared by sandeep sharma and team.
These culprits did not stop here. Indirectly, with the help of some known and evident mentor (??), he played an active role in infulencing the scientists involved in designing to communication vechicles (Road, Rail) of Project Agni and other related projects to place an order for NBC shelter to Dass Hitachi. The Scientists who refuses to listen to them, either he is shown the door or he is so mentally tortured that he is totally isolated. If one has to survive, he has to listen to the order of Raja babu and team. By placing the order of NBC shelter for Project Agni, the estimated loss is about 75 cr. Again, the loss to Govt of india and profit for Dass Hitachi was shared by Raja babu and team along with their mentors. If one see the enormous amount in designing the NBC shelter, question arises, on what basis, the single vendor M/s Dass Hitachi was selected. What is the relation between Dass Hitachi and this team. It is well known fact in SPIC, when Mr king of corruption vasudeva left SPIC after retirement. Dass HItachi played an active role in honey traping, (in terms of money) the new Director then Dr Satish another joker, to support their misdeeds. remove The actual loss incurred to Govt of india will be revealed when proper investigation is carried out.
In addition to the above, satish kumar has put his right hand highly corrupt Sh Sandeep Sharma for designing the communication solution for number of highly sensitive sites (PMO sites) and one project S 21. It is to be noted that Sh Sandeep Sharma is not qualifed enough and he does not have prerequisite degree (Computer Science or Electronics Enginnering) to handle the work. He is Post Graduate in Math. Due to limitation of knowledge, he has to depend upon the vendor. Hence the solution being designed are vedor specific and vendor takes the advantage of sandeep limitation. As SPIC does not give contract directly to private company (OEM or System Integrator) due to security reasons (Exception for M/s Infrotrack), hence Raja babu along with team do the money fraud through a public sector (PSU) using the following model.
Sandeep sharma and team designe the communication solution (as manipulated by Vendors) creates the requirement of vendor specific items and takes quotation from these companies or their agents and then he ask vendor to increase the rates and quote to PSU (BEL, ECIL or other PSU depending upon sandeep setting). PSU adds another percentage as their personel commission (PSU employees involved with them) and adds the PSU profit and sells the product back to SPIC at 400% of actual cost of items. In short, we can say, if SPIC wants to purchase an item say x, which has got cost Rs a. Sandeep sharma and team will take quotation from OEM of a. OEM will add the personal commission of Raja babu and gives a1. PSU adds their personal commission (Sandeep and team like employees) it is marked as a2 and then PSU profit and it is maked as a3 and sold back to SPIC. The cost of a3 is almost 4 times to a or more depending upon the setting. Sometimes, it happens, item a has been sold at different rates to SPIC by same PSU (??).
Manipulation by sandeep causing lots of money loss to Govt of India. It is to be noted that annualy SPIC does the procurement of more than Rs 2000 Cr. PSU does not sustain any open tendor business as they cannot earn commission in these deals and they get business at same time. One can imagine the loss. If one explore in detail the projects like S21 and other projects done , it emerges the following OEMs have been selected :

CISCO switch
Matchbox Blockup Converter
DELL Datawall
Bosch Cameras
Global Network (For installation )
Pen Control (for Supplying datawall)
The selection of OEM is very vague. Sandeep Sharma plays an diry role in selecton of OEM. For name sake, a technical committee has been formed. All members are bogus except this team. They manipulate and forces to put the OEM by their choice. If one explore the cost of one OEM item (for example CISCO router), SPIC has paid more than 4 times or some times more the cost of origianl items depending upon the agreed commission by Sandeep and PSU.
Their is strong bond between this team and CISCO and other OEMs. They meet the vendor (CISCO and other OEMs) at odd times (night 2300 hrs or later) sharing the secret information with the vendor. He takes liquur with them and discuss national important issues. It may happend or had happened they are hoenypot for these vendors. If one track them physically or through his phone, it will reveal the mind blowing result. I
