Subject: Intimation about deliberate illegal acts and omissions done in DRDO.

Sir,                                                                                                                                                     Please find following informations about the intentional unlawful acts and omissions made in DRDO, MOD

  1. Shri Krishan Kumar and Shri J B Singh retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the ADA, Bangalore (an autonomous body under the administrative control of DRDO, MOD.) soon after their retirement on superannuation for the regular official work of ADA Bangalore and they have been illegally posted in the very sensitive establishment of DRDO i.e. RAC, Delhi. these two (02) consultants are used illegally to attend the court cases at CAT Delhi & High Court of Delhi filed by regular employees of the DRDO like court case of retired Scientist ’G’ Shri Virender Kumar of DEAL Dehradun. These consultants even illegally screen the applications of direct recruitments of scientist in DRDO & in such screening no meticulous screening is carried out by these consultants resulting selection of ineligible & relatives of senior scientist of DRDO as a quid –pro-que. Moreover there is imminent danger of favoritism and leakage of confidential and sensitive documents/information of RAC Delhi.
  2. Shri S T Rajan & Shri R Natrajan retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD have been appointed as consultants in the program office of DRDO HQ New Delhi in the missiles program for carrying out routine works for which already their relievers in the form of regular employees have been posted in DRDO HQ. these retired GOVT. servants are also appointed against the vacancies of ADA Bangalore and posted in DRDO HQ New Delhi. they don’t belong to scientific or technical cadre. There is imminent danger of the leakage of the sensitive informations at their level.
  3. Shri V K Shrama retired joint Directors of AFHQ Cadre of the o/o JS (T) & CAO, MOD has been appointed as consultants in the o/o DOP, DRDO HQ New Delhi with the approval of the then defence minister of GOI by misrepresentation & distortion of the material facts particularly with regard to the actual need of hiring him as consultant. His services have been utilized for the assignments  for which he has not been appointed. There is imminent danger of leakage of the sensitive information.
  4. Dr. A K Singh, present DOP of DRDO HQ New Delhi has played an active role in illegal extension of the periods of consultancy and in new engagements of consultancies of the retired GOVT. servants which he carried out with deliberate misrepresentation and distortion of the material facts submitted to the various senior authorities of DRDO, MOD & to the defence minister.
  5. Shri A K Singh present DOP of DRDO HQ New Delhi did not take any initiative to suspend Shri G Malakondiah, the then CC R&D (HR of DRDO HQ) for his conviction in a contempt of court case of the high court of the judicature of Chennai on 24-sept-2014 although this conviction news came in almost all the important daily newspapers including Hindusthan times New Delhi edition. No convicted person can be retained in GOVT. service even for a single day if the news of his conviction comes to the notice of the concerned public authority through formal or informal channel. The stay granted to Shri Malakondiah on 26-09-2014 by the apex court was restricted to the implementation of the imprisonment and not his conviction. The convicted person was deliberately allowed an opportunity to influence the witnesses and to tamper, mend, amend, destroy, replace & concealment of the concerned documents against the public interest due to lake of devotion to duty and possession of doubtful integrity of the concerned officials of the DRDO HQ New Delhi.
  6. the number of retired officials of DRDO, AFHQ Cadre appointed as consultants, directly violating the rules of consultancy, for the regular work of DRDO has reached to the alarming point where regular employees are considering illegal interference of the consultants in their regular sphere of duties and are also feeling frustrated and de-motivated which is playing havoc on the output of the DRDO as an organization.

I hope that some appropriate concrete action would be taken against the concerned guilty officers of DRDO & all Deviations and distortions would be set right in the national interest.

Each Directors of DRDO Labs is King/ Queen of Small Kingdom

Sir,

It appears that Dr. Shashi Bala Singh, Director, DIPAS, DRDO running Lab as her dynasty.

“Each Directors of DRDO Labs is King/ Queen of Small Kingdom”

Dr Gausal Azam Khan, young energetic life sciences scientist’s research paper was selected for “Developing World Scientist Award” by XXIII Congress of the International Society on Thrombosis and Haemotasis, Kyoto, Japan.(July 23-28, 2014)

As per DRDO procedure Dr Khan submitted all required documents and requested to allow him to attend above conference well in advance.

However, he was discriminated being a minority because and has not been allowed to attend conference, Dr. Shashi Bala Singh, Director, DIPAS till date not furnished any logical /acceptable reason for denial.

Last movement a senior scientist who was very well understand the DRDO culture advised

Dr Khan who was joined DRDO direct scientist ‘D’ via NRI scheme in 2009 and does not aware the DRDO flattery culture only believes in research  but in last movement a senior scientist who was very well understand the DRDO culture advised to make it personal visit and get NOC.

The advised worked and Dr Khan got NOC and he went Japan.

Dr. Shashi Bala Singh, Director, DIPAS took it personally and by unconstitutionally without taking consent from competent authority i.e DG, DRDO she wrote email to organization committee and inquired unethical manner regarding Dr Khan’s where about, when he reached, where he stays, what he received award/finance etc.

Is very shame to DRDO that Dr. Shashi Bala Singh, Director, DIPAS was spread a message to all international research family that there are no harmony/ understanding/ team spirit/good faith among the DRDO scientists.

Following enclosed emails from Dr. Shashi Bala Singh, Director, DIPAS to executive director of organizing committee speaks a volume.

  1. Whether GOI/ DRDO Hqrs permit any director to write such mails/letter to ask individual’s personal where about, when he was in personal capacity visit.

In case of Dr Khan when he applied official he was denied means for DRDO matter closed. It attracts penalty for breach of confidentiality and privacy.

  1. Whether GOI/DRDO hrqs allow to directors who are demoralizing the young scientists, other hand the government asked DRDO “What DRDO is doing to make quality scientific manpower pool larger then what is available, to make it much more competent and qualitative, and what kind of facilities and infrastructure DRDO provide to scientific community including their pay and facilities, other things? (CC R&D, HR).
  2. A board has recommended Dr GA Khan entry in DRDO as Scientist ‘D’ in NRI scheme, being a dedicated and hard working scientist, he has made his own space in the field, recognize internationally. Instead of encouraging such manpower DRDO Hqrs appears to discriminate the scientist on the basis of cast & creed by backing the Dr. Shashi Bala Singh, Director, DIPAS.

Sir, it is requested to find out, whether Dr. Shashi Bala Singh  Director, DIPAS could obtain permission from Sh Avinash Chander, DG, DRDO to write such emails which reflects the mistrust among the colleagues and spying of own scientist. This act of shame is being talked with different; they surprised to see the downfall of DRDO scientific culture.

Breaking News – Ms Swati Srivastava, Scentist, ‘C’ DIPAS terminated at 5:30 Hrs on Friday 10th October

Ex DOP, Dr Arun Kumar’s daughter Ms Sawti Srivastava, Scientist ‘C’ DIPAS was terminated at 5:30 Hrs on Friday 10th October 2014.

She was recruited through RAC without having eligibility for the post of Scientist ‘B’ in 2004. Dr Arun Kumar was than Director, RAC and manipulated all recruitment rules for secure her appointment for the post of Sc ‘B’

like

the subject advertised for recruitment was Biotechnology but her subject was environment science. For interview call the number of candidates against post ratio was changed temporary to accommodate her name

For interview subject expert was called from Delhi University the faculty of Environmental Science for the post of Biotechnology.

Ultimately after long fight since 2009 with gang of corrupt officials finally the day has come – Satya ki jeet hui ( सत्य की जीत हुई )

Congratulations to Dr Neelam Bhalla, Sc ‘F’,DTRL, Sh Prakash Singh, Senior Admin Officer Grade – II, LASTEC, Dr. Rajiv Chauhan, Dr A K Singh, DOP, DRDO, Media persons, CVC, CVO, MOD for their great effort for clean DRDO from Corrupt officials.

First suspension of Dr Arun Kumar, Ex DOP, DRDO Charge Sheet to Dr S M Veerbhadrapa, Dr A K Tyagi, termination of Mrs T Chandrabanu, Madras High Court punished two top DRDO scientists Dr V K Sarswat , Ex DG, DRDO and Sh.G MALAKONDIAH, CC (R&D), HR, DRDO   with simple imprisonment for a period of three weeks and also pay a fine of Rs.2,000/each

Now count down began for removal of Ms S Geetha, Sc, D, DIPAS for submitting fake experience certificate and Ms Dolly Bansal, Sc ‘C’, DIPR recruited without having proper qualification at the time application date. Dr Snehmani, Sc ‘F’, SASE recruited without meeting eligibility criteria, giving fake inputs at the time of selection of scientist ‘C’ and finally Cmdr S K Patel husband of Ms Tessy Thomas (Agni Putri) who got illegal appointment as Sc ‘G’ and subsequently given post of director within three days by superseding 480+ scientist ‘G’, one of the great achievement of Sh Avinash Chander, DG, DRDO.

Kindly provide me with the following information requested under the purview of the Right to Information (RTI) Act, 2005 in respect of Sh.G MALAKONDIAH, CC (R&D), DRDO   held guilty for civil contempt under Section 12 of the Contempt of Courts Act, 1971 and   punished with Simple Imprisonment for a period of three weeks and also pay a fine of Rs.2,000/ by Honorable Madras High Court on 24.09.2014. Further court directed the Government to take appropriate departmental action against them for the reckless negligence and willful disobedience of the orders of this Court.Madras High Court Contempt Petition No. 1711/2012 arising out of Writ Petition No. 13067/2005

  1. Provide under which CCS Rules the departmental action taken by Ministry of Defence as directed by Honorable Madras High Court on 24.09.2014 against Sh.G MALAKONDIAH, CC (R&D), DRDO.
  2. Provide the policy and guideline of Ministry of Defence to take actions/ implement on various court orders.
  3. Provide if any time limits to implement court directions in Ministry of Defence.

CORRUPTION FREE DRDO- REAL TRIBUTE TO “SWACHH BHARAT ABHIYAN”

Our Hon’ble Prime Minister Shri Narendra Modi has given an enthusiastic and passionate call for ‘Swachh Bharat Mission’ to realise Mahatma Gandhi’s dream of cleanliness, urging everyone to devote minimum two hours every week towards cleanliness. Needless to say that the “Swachh Bharat Abhiyan” is the crying need, as India, the otherwise recognized religious and spiritual capital of the world is also well-known as the filthiest country on the globe. ‘Swachh Bharat Mission’ is a mass movement to realize Gandhi’s visualization of clean India by 150th Birth Anniversary on 2nd October 2019. The Mahatma’s visualisation of cleanliness was three-pronged – a clean mind, a clean body and clean surroundings. Holding that ‘Cleanliness is next to godliness’, he emphatically wrote, “We can no more gain God’s blessing with an unclean body than with an unclean mind. A clean body cannot reside in an unclean city”. (Young India 19/11/1925) An old proverb says, “Cleanliness is next to godliness.” This means that cleanliness comes next to godliness in im­portance.The whole statement means cleanliness takes a common man to the proximity of God. This journey starts from cleanliness of clothes, body and surroundings. Everything around us should be clean and beautiful. For which, Addison says “Beauty produces love, but cleanliness preserves it”. The very famous quote of our “Father of Nation” is “I WILL NOT LET ANYONE WALK THROUGH MY MIND WITH THEIR DIRTY FEET”. Then, there is the cleanliness of mind. Mind should be clear off from all the feelings of hatred, harm and haram (sinful). Buddha’s eight fold path emphasized much in the cleanliness of mind. When the dirt of sinfulness is obliterated from the screen of mind, noble, lovable and pious actions come into action. Mahatma Gandhi also told that “Cleanliness of mind and body is the first step in education”. Means  शिक्षा का पहला चरण दिमाग और शरीर की सफार्इ है. DRDO is spending crores of rupees onEnvironmental Control Hygiene Maintenance Services (ECHMS) contract. For example the open tender for DMSRDE, Kanpur dated 01 September 2014 is having an estimated cost of Rs. Twenty two Lakhs Fifty Thousand and Open tender for ADE, Bangalore dated 16-09-2014 is having an estimated cost of Rs. One Crore. So DRDO top management should not worried about cleanliness of roads, residential complexes, offices, work places, parks/gardens and toilets etc. DRDO officials needs cleanliness of mind based on principles of Mahatma Buddha and Mahatma Gandhi that will make DRDO corruption free and that will be true homage to Mahatma Gandhi Ji  and real contribution in Prime Minister “Clean India Mission”.

Reference: Dr. A K Saxena’s justification letter to you dated 22nd January 2014 on the above subject matter.

Dear Sir,

I have gone through the clarification of Dr. A K Saxena’s letter to you dated 22nd January 2014 on the above subject matter.

I am really shocked to see your concern and observations on corruption, although I once again am trying to convince as I belief that every human has honesty inside but needs to search for it within.

You will agree with me that whether Dr. A K Saxena’s involved and cooked the above procurement in an illegal manner or not.

In Point 2 he is writing in the above reference letter that “Never discussed, it is a false statement”

Dear Sir,

The line diagram attached is not exactly as per their offer, they have forwarded us            understand it will be somehow like the same.

As per our line of requirement they will send us in 2 to 3 days.

After seeing this mail you and I both have to accept that if Dr. Saxena is right then Mr. Anish Gupta has the supernatural power to know what the requirements of Project DRDM-552 are.

Dr. Saxena asked to file a complaint against me for spying. Actually it should be filed against Dr. Saxena’s  close friend and associate Mr. Anish Gupta, Partner of M/s Magalam Traders, Kanpur who is not only involved in this reactor case but several other procurement cases of DMSRDE like sample case-

Demand No. DMSRDE/13552009 for “Laboratory Microprocessor Based Programmable High Temp.Furnace” Item procured from M/s Omega Furnace Industries Bangalore, Item was duly supplied byfirm on 27th September 2013 vide RIN No 14LP0149 after all procurement process.

Like SPC, TEC, TPC 16th Jan 2013  etc, but suddenly M/s Manglam Traders comes in front and a review TPC was done,  under Chairmanship of  Dr. Sarfaraz Alam, Sc’G’

Now, the firm M/s  Omega Furnace Industries, Bangalore has intimated that billing and supply of stores will be done by their local dealer M/s Manglam Traders, Kanpur, vide letter of even no dated September 24, 2013”

Sir, now tell me what else you want? As shown above, how does M/s Manglam Traders, Kanpur come in the picture? It is because of his supernatural power capabilities which are common phenomena of DRDO labs. Everyone knows the Director’s favorite vendors have super powers of respective Labs. They can interfere in any procurement case even if it is highly sophisticated missile parts or nuclear stuff or unattainable chemical (सुई से लेकर हाथी तक) etc.

Now the second proof which can expose the mechanism of corrupt practices adopted by Dr. Saxena’s friend with super powers is that he sent two mails to Sh. J N Srivatva, Sc ‘F’s mail id jn_sri<jn_sri@rediffmail.com the indenter on Wed, 21 Mar 2012 15:16:54 IST from mail id Anish Gupta<mangalam26@bsnl.in Subject: SUPPLIERS LIST in first mail he send list of 7 vendors for limited tender call for reactor procurement case and best part is that he highlighted the name of 5th supplier i.e. M/s De Dietrich, Andheri (E) Mumbai-400072, in second mail dated Wed, 28 Mar 2012 14:24:33 IST  Subject: AADITIONAL SUPPLIERS LIST with same mail id sent list and address of 4 more suppliers. Out of 11 names Sh J N Srivatava invited quotations from 8 firms provided by Mr.Anish Gupta, Partner, Ms Mangalam Traders. Surprisingly the name Ms Mangalam Traders was not in the list.

Sir, Mr. Anish Gupta, Partner, Ms Mangalam Traders acted honorary consultant for Project DRDM-552, it will be very nice if you recommend the name of Ms Mangalam Traders for 2014

Defence Technology Absorption Award” and he will receive this award from Honorable Prime Minister Sh. Narendra Modi Ji likes M/s Resins & Allied Products, Vijayawada received this award from Honorable Prime Minister Sh. Man Mohan Singh. The firm is related to Dr. A. Subhananda Rao, then CC R&D, Director, HEMRL.

It also covers his point no. 3 that “I have never sent any mail to Mr Anish” he forgot that I have never claimed in my complaint that Dr. Saxena had sent any mail to Mr. Anish. It is the frustration of Dr. Saxena so he is writing blah blah.

In Para 6 I think Dr A K Saxena never gone through the letter of Sh S K Deb regarding Delegation of Financial Powers to Secretary Department of Defence (R&D),Chief Controllers (R&D) & Heads of Defence R&D Lab Estt No. DRDOIDBFAIF A/83226/M/OI /2031 /D(R&D) dated 30 July 2010.in which it is mentioned the power of Heads of Defence R&D Lab is Upto Rs 10 lakhs – Without consultation of Finance and Above Rs.l 0 lakhs and upto Rs.5 crores – With Concurrence IFA, Dr A K Saxena forgot that he is writing to his DG, who knows the financial power of a Director of Lab. As Dr A K Saxena wrote “ it range from 1 lakh to 5 cr with or without concurrence of competent authority” for justifying the split of procurement – bogus justification.

In Para 7 of his letter he quoted that”On my visiting card my e mail is written so any one who is having it can use” Dear Dr. A K Saxena in the computer era the mail generated by any one or sending to any one can be traced easily. Please allow DRDO or NTRO or NIC experts to prove the mail which you have received from Mr. Anish Gupta and duly forwarded to Sh. J N Srivastave are fabricated. I think someone has told you that if you format your computer nobody can prove that you have received a mail from Mr. Anish Gupta. Dr. A K Saxena if Dr. Bhujang Rao believes in national interest or faith in Sh. Modi ji’s mission to eradicate corruption from India then it is a matter of minutes and Google Gmail will provide all data of your Gmail account to the government of India and it is a common practice that Google has already mentioned from time to time on the request from various country.

Sir, it clearly proves the corruption on his side.

Although, it was a proven fact that corruption was done in this case, and many other cases which I have already submitted to competent authorities, I want to offer you or your rep if they want see the documentary evidences on this procurement. I will always welcome DRDO representatives or any government agencies.

Rest what else he has written to his above refer letter has nothing to do with justification of corruption. It is only to misguided to accounts people by using word like it is the only one which we have designed and developed in the first time in the world and blah blah or as he quoted “It is developed reactor based on our requirement not a market item” Dr. Saxena forgot in the age of Internet Era his son can understand that his father is fooling the whole nation in the name of technology.

The website www.corruptionindrdo.com’s sole mission is to eradicate corruption, nepotism and favoritism in DRDO.

Again, I believe that you will understand that Dr. A K Saxena is involved neck deep in corruption, but I do not believe the input of the fact finding committee because on the basis of evidences a blind man can smell the corruption but specially such a honest Chairman Dr. S S Negi closed his eyes for his future to become Director of IRDE or DEAL.

Now you throw ball in the court Dr. D C Pande, Sc H, LRDE for final enquiry, but it is unconstitutional that you are giving spare time to Dr. A K Saxena for cleaning his mess.

Sir, the corruption stains are same as blood stains because this kind of corruption by senior DRDO officials is compromising our national security. If it will not be checked properly, then in a situation like KARGIL WAR, DRDO will again have to be ready to listen to statements like than General Malik’s just after KARGIL WAR in reference with DRDO’s role.

An early action requested to eradicate corruption and again I am ready to support with evidences or if you feel I am also ready to face Dr. Saxena’s desired inquiry against me. It is always welcome by me as I have dedicated my life to the nation.

British Legacy and DRDO

British / Company Raj ruled this country for nearly 200 years and as result few Indian still does not believe that we are independent.

DRDO being the premier government organization, how come dishonored the standing instruction of honorable Supreme Court and the announcement made by honorable President.

The Supreme Court 10th December 2013 ruled that red beacon lights on vehicles can only be used by people listed as “high dignitaries”, that too only when they are on duty. Stating that the red beacons and multi-toned horns are reflective of “Raj mentality” and “an antithesis of the concept of a republic”

Recently Dr V K Saraswat, Ex D G, DRDO visited Gwalior   to attend a social function on 15th & 16th December 2013.

The Director, DRDE, DRDO Prof. (Dr.) M.P. Kaushik Sc.`H’ provided his Ex- Boss a Siren / Red light fitted car, A Pilot Vehicle and an Innova Car escort. May be Prof. (Dr.) M.P. Kaushik Sc.`H’ not aware of 10th December 2013 Supreme Court’s direction or ?

Dr W.Selvamurthy, Ex CC R&D, DRDO and very big scientist as quoted by Dr Ashok K Chauhan, Founder President, Amity Group and Life Sciences big boss of DRDO never preferred Prof. (Dr.) M.P. Kaushik Sc.`H’ as Director, DRDE and offered him to join as Rajbhasha Director in DRDO Hqrs. However, Dr V K Saraswat observed Prof. (Dr.) M.P. Kaushik ability of follow of British Raj legacy and Prof. (Dr.) M.P. Kaushik also honored Dr V K Saraswat’s belif on him.

Prof. (Dr.) M.P. Kaushik Sc.`H’ has  demonstrated his scientific ability through enclosed paper.

How can person involved in scientific fraud can able to run a scientific organisation with scientific ethics, what will be the quality of products out of such fraudulent research work.

Dr A.K Singh present DOP is supporting Dr A.K Tyagi in all means – it shows his approaches, Dr A.K Singh leave protecting the corrupts and give attentions towards genuine transfer cases of Sh.Sachin, Scientist ‘C’ GTRE and Sh Naval Gupta, Scientist ‘B’ PM-2 Site.

Dr A.K Singh was bothering for image of DRDO but not able to handle Dr CP Ramanarayanan, who was made worst comment in DRDO history.

Some of senior DRDO’s officials are thinking they are GOD and they have power to ruin any one future, now it is not possible because thousands/ lakhs of eyes are watching your every moment.

Reflections of our time

After 1942 it become clear that India will become independent and the national leaders started carving various developmental plans and knowing fully well that the day British goes the kitty will be empty.

However, Tata, Birla and many financially sound business tycoons came forward to rebuild India. Tata institute of Sciences, BITS Pilani, Visvesvaraya Technological University, etc. were to execute the task in land.

In 1948, though it was minor war we used equipment/arm ammunitions left out by British and fortunately both the parties across the border used the same equipment and arms ammunitions.

In 1962 we were an infant but had to fight the Chinese war in which we imported some equipment and arms ammunitions.

Successively in 1965 & 1971 once again we depended upon imported Russian equipment and some equipment given to India on goodwill.

In 1999, Kargil we were 52 years old with scientific and technological achievements on papers with lot of rewards awards like Scientist of the year, young scientist, PATH BREAKING RESEARCH AND OUTSTANDING TECHNOLOGY, AGNI AWARD FOR EXCELLENCE IN SELF-RELIANCE, DEFENCE TECHNOLOGY SPIN-OFF AWARD, BEST INNOVATION/FUTURISTIC DEVELOPMENT AWARD, Silicon Trophy, TITANIUM TROPHY and the list is very long.

We fought the war with imported arms & equipment. The statement of former Army chief V P Malik, who led the army during the 1999 Kargil war, has said “casualties in the conflict could have been reduced had DRDO not come in the way” in the acquisition of weapon-locating radar. “Delivery delayed is delivery denied,” said Defence Minister A.K. Antony.

The best part is that in Kargil war both parties imported same communications equipment from same suppliers of same country and history was repeated. Because of the terrain condition across the border same problems were faced by both the armies and suppliers sent engineers to rectify the problem.

Interestingly, the scientific achievement after 52 years of independence was the same.

In the Government of India, almost all the ministries have spent thousands and thousands of crores and achieved frontline technology but compared to defence R&D is far behind.

Why?

When DRDO used to have one CC R&D it delivered some output. After special powers were granted to project directors the incompetency took the fore front with the blessing of the recruiters that “position makes a man.” With this principle incompetent over powered. The bluffers became achievers.

Congrats to Dr. W. Selvamurthy one such achiever of DRDO, for assuming charge as President of Amity University, Noida.

Dr W.Selvamurthy, as CC R&D, visited DEAL, DRDO, Dehradun in a function when all the past directors were invited for felicitation. Dr E Bhagirath Rao, Sh V P Sandlas, Sh Ashok Sen were present in the function. Ex CC R&D Sh V P Sandlas then was Director General at Amity University and Dr W.Selvamurthy in his address said “the so called Director General of Amity University Sh V P sandlas” with his crooked famous smile on his face.

Amity University is same and today same Dr W.Selvamurthy has joined Amity University without obtaining the mandatory NOC from government of India (copy of RTI reply from DRDO enclosed)

But I must congratulate him that so far he has distributed crores and crores of rupees to his beloved south bound private universities via Life science board of DRDO, as per DRDO culture now he will access his past office and be able to manage funds for Amity University.

So almost private institutions are having same practice to oblige those who had helped them to provide funds (poor tax payers’ money) in the name of projects and individuals are getting interests or kickbacks by mutual understanding.

Only GOD knows when the government of India, GOM, Defence Standing Committee will realize this out flow of precious money. Since there is no accountability, these senior scientists and technocrats are fooling the nation and helping and nurturing the incompetency in the field of science and technology. This growing incompetency is a major obstacle of our self-reliance.
