Breaking News – Ms Swati Srivastava, Scentist, ‘C’ DIPAS terminated at 5:30 Hrs on Friday 10th October

Ex DOP, Dr Arun Kumar’s daughter Ms Sawti Srivastava, Scientist ‘C’ DIPAS was terminated at 5:30 Hrs on Friday 10th October 2014.

She was recruited through RAC without having eligibility for the post of Scientist ‘B’ in 2004. Dr Arun Kumar was than Director, RAC and manipulated all recruitment rules for secure her appointment for the post of Sc ‘B’

like

the subject advertised for recruitment was Biotechnology but her subject was environment science. For interview call the number of candidates against post ratio was changed temporary to accommodate her name

For interview subject expert was called from Delhi University the faculty of Environmental Science for the post of Biotechnology.

Ultimately after long fight since 2009 with gang of corrupt officials finally the day has come – Satya ki jeet hui ( सत्य की जीत हुई )

Congratulations to Dr Neelam Bhalla, Sc ‘F’,DTRL, Sh Prakash Singh, Senior Admin Officer Grade – II, LASTEC, Dr. Rajiv Chauhan, Dr A K Singh, DOP, DRDO, Media persons, CVC, CVO, MOD for their great effort for clean DRDO from Corrupt officials.

First suspension of Dr Arun Kumar, Ex DOP, DRDO Charge Sheet to Dr S M Veerbhadrapa, Dr A K Tyagi, termination of Mrs T Chandrabanu, Madras High Court punished two top DRDO scientists Dr V K Sarswat , Ex DG, DRDO and Sh.G MALAKONDIAH, CC (R&D), HR, DRDO   with simple imprisonment for a period of three weeks and also pay a fine of Rs.2,000/each

Now count down began for removal of Ms S Geetha, Sc, D, DIPAS for submitting fake experience certificate and Ms Dolly Bansal, Sc ‘C’, DIPR recruited without having proper qualification at the time application date. Dr Snehmani, Sc ‘F’, SASE recruited without meeting eligibility criteria, giving fake inputs at the time of selection of scientist ‘C’ and finally Cmdr S K Patel husband of Ms Tessy Thomas (Agni Putri) who got illegal appointment as Sc ‘G’ and subsequently given post of director within three days by superseding 480+ scientist ‘G’, one of the great achievement of Sh Avinash Chander, DG, DRDO.

DRDO RTI Cell Trying to take shelter of High Court Order

DRDO RTI cell doing propaganda that Honorable High Court declared DRDO 100%   exempted  organization from RTI Act-2005 and started giving denial  to each and every RTI request without seeing the merit and facts that the request pertain to corruption. And best part of this now they are stop writing “except information pertaining to the allegations of corruption and human rights violations”

RTI cell including First appellate authority also cited the Delhi High Court Judgment passed in WP © 83/2014 DR. NEELAM BHALLA .. Petitioner Through: Mr. R. Sathish, Advocate. Versus UNION OF INDIA & ORS ..Respondents Through: Mr. Neeraj Chaudhari, Advocate for R-1 and 2.

In this judgment is nothing new every one clearly knows DRDO was an exempted organization under Section 24 of the Right to Information Act, 2005. In other words, the Act would apply to DRDO only to the extent of information pertaining to allegations of corruption and human rights violations.

In DR. NEELAM BHALLA case  DR. NEELAM BHALLA  prayer to honorable court that information supplied by then CPIO, DRDO  Sh Bundella was incorrect and inaccurate and court says

“4. It is a matter of fact that Shri Bundela had provided inaccurate and incorrect information to the appellant but Shri Bundela’s contention that he had transmitted information as received by him from CPIO of RAC cannot be disregarded. It is important to bear in mind that Shri Bundela was not the holder of information. The holder of information was CPIO, RAC. Whatever information was W.P.(C) No. 83/2014 Page 1 of 4 forwarded to Shri Bundela by CPIO, RAC, he transmitted the same to the appellant.

6. Even so, before parting with this matter, I would like to caution Shri Bundela to exercise due diligence in responding to the RTI application in future.”

4. Having heard learned counsel for the petitioner, this Court is of the view that once the CIC has held that DRDO is an exempted organisation under Section 24 of RTI Act and the information sought does not pertain to corruption and/or human rights violation, it was not open to the CIC to carve out any further exemption.

But in whole judgment there is nothing new and not giving extra immunizing to DRDO from RTI act, if there is any extra facilitation in judgment than DRDO should quote specifically that.

under Section 24(4) of the Act which envisaged that nothing contained in this Act shall apply to such intelligence and security organizations A combined reading of these provisions would reveal, only that information is exempted, which is directly effecting and co-related to the “Intelligence” and “Security” of that organization of the State and not otherwise.

The matters pertaining to recruitment/appointments and day to day administrative nature information, where it is also found that DRDO top officials did lot of irregularities. Therefore honorable defence minister approved CBI intervention against 10 top DRDO officials including 2 ex- DRDO chiefs one Dr V K Saraswat and other one Sh M Natrajan  for their ugly acts.

It was establish facts till date all senior officials of DRDO who were fixed by CVC and CVO, MOD were exposed with the help of RTI’s only.

So DRDO officials are afraid of RTI’s if they are honest then why they worries from RTI’s . The Ex CPIO, DRDO Dr A K Tyagi who is facing charge sheet in corruption case was the big manipulator and protector of corrupt officials.

I request to DRDO RTI cell you people are serving to our nation; please not to protect culprit’s corrupt officers, your younger generation will ask you what did you contributed for justice. Now in the age of IT revolution era kid can explore what are the score of my grandpa, because these documents are alive forever.

I want to appeal all information seeker from DRDO please don’t dishearten from these act of these corrupt DRDO officials who are taking false shelter.

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005 in respect of  Graphic Era University, Deemed University, Dehradun U/S 3 of the UGC Act, 1956 vide Notification F.9-48/2007-U.3(A) dated August 14, 2008 and DRDO collaboration.

  1. Please provide total amount of funds granted to Graphic Era University, Deemed University, Dehradun by DRDO Labs since April 2009 to March 2013 for various purposes.
  2. Name of scientists of DRDO who enroll for PhD since April 2009 to March 2013.

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions.

Kindly refer to following decisions of Central Information Commission and verdict given in these decisions.

i.    File No. CIC/LS/A/2012/002612 dated 22.3.2013 (Dr. Neelam Bhalla vs. DRDO) Verdict – “It is, no doubt, true that DRDO is an exempted organisation; yet it has been the consistent view of this Commission that the benefit of exemption extends only to functional / operational matters and not to establishment related routine matters. CIC in its above mentioned  decisions consistently held that Establishment Matters relating to the organization notified u/s 24 of the RTI Act come within the purview of the Act and information in this regard thereto are not exempted from disclosure.

In light of the above decisions of CIC, Kindly provide the following information under RTI Act 2005.

INFORMATION SOUGHT

  1. The date from which Dr. AK Saxena, Director, DMSRDE was availing staff car facility for commuting between office and residence.
  2. Copy of the letter by which Dr. AK Saxena , Director, DMSRDE requested to his superior authority/controlling authority to withdraw the staff car.
  3. The date from which staff car facility was withdrawn from Dr. AK Saxena, Director, DMSRDE.
  4. The date from which Dr. AK Saxena, Director, DMSRDE availing Transport Allowance.
  5. Amount of Transport Allowance provided to him after withdrawal of Staff Car.
  6. How many staff car existing in DMSRDE?
  7. Whether staff car facility was offered to other senior officer at No. 2 or No. 3 in rank for commuting between office and residence after withdrawal of staff car facility from Dr. AK Saxena. (Yes/No)
  8. If answer to point (7) is yes then provide the copy of the offer letter as mentioned above and letter of acceptance/denial by such senior most officers.
  9. Details/List of Scientists/Tech. Officers/CMTD/MTD/Other employees & staff below the rank of Scientist ‘D’ to whom Telephone Reimbursement has been sanctioned/allowed by Director, DMSRDE for prepaid mobile/Landline with Broadband/Postpaid with Internet facility. Provide details for each official with following information.
  • Name of the Scientist/officer/official with rank
  • Amount of telephone Reimbursement
  • Justification

10.    Provide the total number of Scientist/Tech. Officer/Other officer & employees           below the rank of Scientist ‘D’ who are availing Telephone Reimbursement.

11.     Copy of the Minute Sheet/SOC approved by Director, DMSRDE by which Officer & employees posted at Motor Transport Division was allowed for Telephone Reimbursement.

13.   Copy of the rule under which Telephone Reimbursement for Scientist C’, Scientist ‘B’, Tech. Officers, CMTD, MTD, Admin. Asst. & other employees & staff of DMSRDE have been allowed in DMSRDE, Kanpur.

The information sought in this RTI Application is on Establishment Matter and as such not exempted u/s 24 of the RTI Act.

This is also for your kind information that the information sought is pertaining to allegations of Corruption and as such not the personal information under RTI Act.

DRDO scientist suspended hours before his retirement

The DRDO Friday suspended a senior scientist, Dr Arun Kumar, just three hours prior to his superannuation for alleged irregularities in recruitment.

The Central Vigilance Commission had passed strictures against Kumar in August as well as asked the Defence Ministry to reconsider his daughter’s appointment as scientist ‘C’ by the DRDO. Another senior official, Dr Neelam Bhalla, had accused Kumar of favouritism.

However, an internal panel had given Kumar a clean chit in June 2012, stating that “no favour or undue advantage was given to his daughter”.

The DRDO spokesperson refused to comment but Dr W Selvamurthy, Chief Controller R&D for Life Sciences confirmed Kumar’s suspension.

We appreciate your efforts to bring out website relating to DRDO. We congratulate you for good work initiated.

We have also gone through the letters speaking about DOP. This is to bring in your notice that this DOP is very helping to juniors like us. Anybody can meet him and get his difficulties removed.

Certain senior persons like CC’s are not very happy because of his positive attitude towards junior officers. Dr. Neelam Bhalla, Sc. F is also blaming and complaining against him for not getting promotion and also for her transfer done by higher authorities. We came to know that DOP’s daughter has been the gold medalist form Delhi University. Since we are in HQRs and we know DOPs behavior towards us that is why we informed you. Rest you know better what to do.

We will request you to keep the momento so that objective is achieved

My friends of ALS & Admin DRDO, thanks for your appreciation and encouragement of my humble effort to improve the work atmosphere of DRDO.

I have been and born and brought in DRDO  environment, I have witnessed the drastic downfall of DRDO working environment. DRDS and DRTC laid down the path of corruption and nepotism. The whole workforce of DRDO turned un-productive by imported NRI’s who were inducted time to time in DRDO main stream.  They simply used their management skills to give direction to HR and technical force to engage in corruption and nepotism, so the One Lakh Corers infrastructure and the mighty Thirty Thousand scientific and Technical manpower may become unproductive and remain busy with day to day survival affairs like rat race of promotions & awards etc.

I am not fighting with any individual of DRDO  official but you people just think if your deserving daughter and son was also an eligible candidate for the Scientist B and Dr Arun Kumar misused his power and did all kind of manipulation to give appointment to his daughter. Because of his act, your son/daughter was deprived to get appointment and then what was your reaction. Please think of other eligible candidates who were more deserving and needier then corrupt Arun Kumar’s daughter.

  1. The sanction list of 129 posts of scientist B was not having stream of Environment Biology.
  2.  Arun Kumar tried to get consent from Director DRDE that environment biology candidate can be adjusted in Biotechnology but the fax massage I have seen that shows negative comments of Director, DRDE.
  3. Then he tried to get same advice from Director DIPAS but he also refused by fax but by pressure he wrote few lines in his own handwriting that with some minor course it can be consider. But it was all fake comments.
  4. You can see the list and marks of eligible candidates they are far better. The screening committee was designed and approved by Arun Kumar.
  5. The Board was design and approved by Arun Kumar and the best part of the board was the faculty of Environmental Biology was the board member. The honorable Supreme Court had already passed the order if the faculty or guide of any candidate is board member the selection of such candidate is invalid.
  6. If you people see the whole process of Arun Kumar’s Daughter’s selection even lay man can sense the manipulations.
  7. If you people check the seniority of Scientist C you will find now Arun Kumar forged the roll and put her daughter qualification as MSc Biotechnology. If everything is fine then what is the reason to forge the seniority role.
  8. The helpfulness of Arun Kumar, I have observed in the case of Dharmender Kumar, but the corruption behind the scene you people not want to see.
  9.  Prof. S K Salwan who is chairman of committee investigating the DOP, Arun Kumar case is made chairman of ‘NAGARATANAM’ project having annual budget of Rs. 80 Lakhs and having monthly salary of Rs. 1 Lakh. He is favoring Arun Kumar with the help of SA to RM
  10. As Arun kumar helped Prof. S K Salwan in getting this job how can he make a impartial inquiry of his case. Other person member of inquiry Avinash Chander was made CCR&D(MSS) so he is also helping him.
  11. The officer V P Pande, Jt. Dir, DOP is given direction by DOP to manipulate the case file of DOP’s daughter, extension file and Dharmender’s case.
  12. Prof. S. K. Salwan is staying at DRDO Guest house at Development Enclave in Delhi Cantt, Where SA to RM is also staying. There Prof. S. K. Salwan is staying along with his mentally retarded only son. His son is taken care by DRDO guest house staff and in return he is helping to dilute the DOP’s daughter case inquiry.

Now my friends of DRDO if you know any above information is wrong then please send me the correct information and advise me and help me to expose the corrupt official of DRDO,  so that DRDO may take a new shape of productive hand of Indian Defence and we will be proud as part of  country’s asset.
