Sir,                                                                                                                                                                 Please find the facts of deliberate Acts and omissions of illegality, criminal offences under IPC 1860, misconducts under CCS Conduct Rules, 1964 and criminal misconducts under prevention of corruption Act 1988 committed in 2005 for conducting discreet independent enquiry and for registration of FIR against the prima facie guilty officers of AFHQ Cadre of the O/o JS(T) & CAO, MoD and DRDS officers of DRDO, MoD posted in DRDO HQ in 2005. The Acts & Omissions are enclosed herewith in Annexure ‘A’ in a tabular form containing pages.

It is requested to conducted discreet complete enquiry in this regard exclusively from an independent authority like CVO of MoD and kindly register FIR against all those concerned retired and serving officers of AFHQ Cadre and DRDS Cadre of DRDO posted in DRDO HQ in 2005 if it is corroborated on documentary basis that they indeed committed the offences & misconducts mentioned in the Annexure ‘A’ enclosed herewith.

It is additionally request and caution your good self that the present regime in DRDO headed by Scientists in the O/o DOP, DHRD, CC R&D (HR) are in habit not to supply or adopt dilatory tactics in supplying the concerned original documents to the inquiry committee or they might even dilute the whole issue by constituting high power fact finding committee of scientists of DRDO who always put their best efforts to save the prima facie guilty officers.

It is therefore requested that all the concerned original documents available in DRDO HQ, New Delhi may kindly be called for in the O/o CVO, MoD at a very short notice within in a maximum period of a week so that saviors & sympathizers of the prima facie guilty officers are not able to protect the guilty officers.

I may kindly be intimated about the final outcome of my formal complaint at address for communication.

Sir,

  1. DOP, Dr. A.K. Singh did not take timely action on the letters of cvc and cvo of mod on the illegal Appointments of blood relatives of senior scientist of DRDO as scientists namely SMT. T chandrabanu, Ms Swati Sriwastava, Ms Dolly Bansal & SMT. S Geetha to illegally retain them for the period as much as possible. He did not carry out his duty meticulously against illegal appointment of SMT. S Geetha to please his ex-boss Dr.W. Selvamurthy.
  2. He did not take the following actions as expected from him in the capacity of DOP to know the truth of the experience certificate, got issued from Dr.Ambedkar centre for Bio-Medical research of Delhi university (ACBR of DU) by SMT. S Geetha D/O Dr.W. Selvamurthy Ex- CC R&D, HR
  • Has not called for any explanation as yet from SMT. S. Geetha to tell the organization  about the name of the projects & names & designations of the principal investigators of the projects of the ACBR of DU in which she worked during November 1999 to January 2000 and for the same she was issued a experience certificate.
  • Has not called for any explanation as yet from SMT. S. Geetha about the date on which SMT. S. Geetha applied for the post of temporary research assistant in ACBR of DU in 1999.
  • Has not called for any explanation as yet from SMT. S. Geetha about the procedure and mode of selection to the post of temporary research assistant in ACBR of DU in 1999
  • Did not produce the original copy of the experienced issued to SMT. S Geetha by officiating Director Dr.Veena Brahamchari of ACBR of DU to the high power committee of Shri Bhujanga Rao & Shri Anup Malhotra set up on the orders of defence minister in  which DOP was himself a member.
  • Did not call for any explanation as yet from SMT. S. Geetha, SC-D of DIPAS, Delhi to know all the facts for issuance of the experience certificate to her by ACBR of DU.
  1. Has been instrumental in sending delayed & distorted replies to the CBI since 01-10-2012 (the date from which he is holding the charge of DOP) in respect of the ongoing through inquiry  against 04 illegal appointed relatives of the senior scientist of DRDO i.e. against SMT. T  Chandrabanu, Swati Sriwastava, Dolly Bansal & SMT. S Geetha.
  2. Has been instrumental in transferring DRDS Cadre Scientists by pick & choose rule without following any uniform policy.
  3. Has harassing the husband-wife scientists by not posting them at a convenient place violating the GOVT. policy.
  4. Has been adopting dilatory tactics to harass the employees of DRDO (who submit genuine grievances on service matters to DRDO HQ to obtain justice through administrative channel) by    unnecessarily seeking opinions of the nodal departments even in the matters where the rule position is expressively clear.
  5. Remains dormant in redressing the genuine grievances & acts super actively to help the dishonest employees & officers of the DRDO which shows his possession of doubtful integrity.
  6. Appointed retired officers of AFHQ Cadre, DRDS Cadre, service officers & DRDS Cadre officers as consultants during his tenure as DOP for the regular jobs for which either replacement have joined in DRDO or for the jobs for which no such appointments is permissible under concerned. He even allowed continuation of the tenure of such illegally appointed consultants.
  7. Has been implementing the special pay to the scientist ‘G’ & counting of the special pay in the fixation of Scientist ‘H’ & tapering of the variable increments of the Scientists by violating  the concerned express rules of DOP&T & ministry of Finance.
  8. Has omitted his duty as DOP with regard to misconducts of Shri A.K. Maini retired Director of LASTEC to save him from vigilance action.
  9. Dr A K Singh deliberately delayed in processing the case of misconduct prima facie against Dr A K Tyagi, Sc ‘G’ so he could get promotion to the post of Sc ‘G’ before issuance of formal charge sheet. He did not propose his suspension of Dr.A K Tyagi even when charges of corruption were forwarded by CVC for investigation to DRDO through CVO, MoD

It is requested that do needful in this with above all reference to save the DRDO.

RTI is only weapon to correct the mind of so called Dictators of DRDO

Dear friends of DRDO,

Following inputs being published for awareness of all DRDO officials. All of them are experiencing the arbitrariness of entire DRDO‘s Lab directors. Every year you all are silent spectators of this arbitrary conduct of the respective lab directors when DRDS or DRTC promotion’s results are declared.

Few days’ frustration looks are seen on the faces of few but again they indulge in the same cycle. If you seriously observe the health condition of DRDO scientists, this time every year a bitter sip of humiliation distorted the life and health conditions of each one.

It is not because of their failure in assessment. It is because of the success of those incompetent / working on non-scientific assignments.

Earlier in days of beginning of 90’s this kind of push pull was not done openly or in a big way. One or two cases were seen in entire DRDO, but nowadays Directors, New born DG’s, DRDO Hqrs beloved boys are fully creating dadagiri and clearing/helping incompetent and ignoring all those who are seriously involved in scientific research and development.

Although the exodus ratio dropout because of two reasons. One, the world economic recession and two, the VIth pay commission hike in pay package of scientists, but this frustration directly affected their output and as well as their daily life. The enthusiasm of young scientists is lost in DRDO and now they are involved to mint money in all means. An example would be like the LTC 80 scam of Metcalf house is a clear signal of the mindset of the new generation of DRDO team.

The following papers are the example of dadagiri of DRDO lab directors. Sh. M R Gupta, TO ‘C’ was joined DRDO in 9 Nov 1979 as JSA – II, subsequently transferred IRDE in 1981 and in 1987 in DEAL, he is IETE graduate (1987), presently he is working as TO ‘C’ in DEAL since 2008. As per normal conditions he is supposed to get a promotion in 2001.

Sh. M R Gupta rested his ACR/APAR through RTI in 2013 from 1987 to 2013 after a long battle CIC ordered to supply all ACR to DRDO on 4th March 2014 vide File No.CIC/LS/A/2013/001815/RM dated 2014 “DECISION – The Commission directed the CPIO to provide copies of ACRs for the period 1987-2007 as sought by the appellant within three weeks from the date of receipt of this order, free of cost”

Now see in followin enclosed document, Sh M R Gupta shocked to see that his two year ACR/ APAR of 1995 and 96 was blank and in 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs”  and remark was duly approved by the Director, Sh Ashok Sen and best part of this RTI revealed that it was not even communicated to Sh M R Gupta.

This illegal unethical act done by Sh. Ashok Sen, then Director, DEAL was perfect example of DRDO work atmosphere, which proves that the absolute power made DRDO Lab’s director became autocratic/dictator/tyrant, etc.

This is not the only case you will find this kind of act in the entire DRDO. RTI’s also revealed that in several cases white fluid applied in ACR/APAR, tempering of marks in any stage even after in final stage at DRDO Hqrs.

It is requested to all suffering DRDO officials to please file RTIs with reference to supreme court order of Justice Markandey Katju, in Devi dutt Vs Union of India  (CIVIL APPEAL NO. 7631 OF 2002) to confirm your ACR/APAR marks and comments.

One more important observation is that these DRDO Lab’s director also authenticating false claim of work to their beloved incompetent scientists.

Hope with the following example you all will review your promotion profile and analyze the possible flaw in the process of DRDO’s promotion mechanism.

Recently on 11th April 2014 CPIO, CEPTAM send me ACR/APAR from 1987 -2007. In 2014 ACR/APAR assessing officer was Sh K Siva Kumar, Sc ‘F’ and reviewing officer Sh Y P Sehgal, Sc ‘G’(copy enclosed). Sh Y P Sehgal, Sc ‘G’ reviewing officer put adverse remark in para 5 –“one disciplinary case is with DRDO Hqrs”.

  1. Provide the certified copy of disciplinary case which was pending in DRDO Hqrs against me as mentioned by RO, Sh Y P Sehgal, Sc ‘G’.
  2. Present status of disciplinary case which was mentioned by RO Sh Y P Sehgal, Sc ‘G’.
  3. Provide the certified copy of communication letter of above adverse remark.
  4. Provide the DO part order/ION on the basis RO mentioned in APAR/ACR para 2 that I have served under him form 1st June 2004 to 31st December 2004.

Note. The information sought for concerns related to my life and health condition. BELIEVE ME FELLOW CITIZENS, DAYS OF CONTINUANCE OF THE SERVING CORRUPT OFFICERS OF DRDO IN GOVERNMENT SERVICE ARE VERY LIMITED AND THE COUNTDOWN HAS STARTED FOR THEIR REACHING TO THEIR RIGHTFUL PLACE OF BEHIND THE BAR PUBLIC NOTICE

All fellow honest citizens are called upon to provide information of corruption in DRDO so as to file a public interest litigation (PIL) to eradicate corruption from DRDO, Ministry of Defence.

This is a matter of great happiness to one and all that at least 10 (ten) prima-facie corrupt very senior retired scientists of DRDO are facing thorough investigation of the CBI on the approval of the Hon’ble honest Defence Minister Sh. A.K. Antony who is a beacon of hope to all honest fellow citizens. Now it has been decided by the likeminded retired and serving employees/officers of DRDO and by the interested honest fellow citizens to eradicate altogether every form of corruption from DRDO. So, I call upon all fellow honest citizens, retired and serving employees and officers of DRDO to kindly bring into the kind notice of me about the acts of corruption, criminal misconduct amounting to corruption, criminal conspiracy to commit criminal offences, breach of trust by the public servants of DRDO on the following aspects through whatever means suitable to them (i.e.through post, through email and through fax etc.).

1.      Corruption in Direct Recruitment for various posts in DRDO

(i)      Acts and omissions of Corruption in direct recruitment of non-gazetted staff in admin & allied    cadre and in  DRTC cadre of DRDO.

(ii)     Acts and omissions of Corruption in direct recruitment of Scientist ‘B’ under DRDS cadre of DRDO through   scientist entry test (SET) scheme.

(iii)      Acts and omissions of Corruption in direct recruitment of Scientist ‘B’ (for isolated posts) and  Scientist ‘C’, ‘D’, ‘E’, ‘F’,‘G’ & ‘H’ through lateral entry scheme.

(iv)     Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre through ROSA Scheme.

(v)      Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre through NRI Scheme.

(vi)     Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre through campus recruitment scheme.

(vii)   Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre by   making former teachers and guides of the candidates as members of the selection committees for direct recruitment of scientist.

(viii) Acts and omissions of Corruption in direct recruitment of Scientist under DRDS cadre by   misinterpreting true meaning of the concerned SROs and by violating the express provisions of the SROs.

(ix)    Acts and omissions of Corruption in direct recruitment to any post in DRDO (particularly to the post of Scientist) from the blood and marriage relatives of senior scientists of DRDO.

2.       Corruption in promotion for various posts in DRDO

(i)      Acts and omissions of Corruption in promotion given through Limited Departmental Competitive Exam (LDCE) method to DRTC personnel.

(ii)     Acts and omissions of Corruption in promotion given to the post of Scientist ‘B’ through LDCE  method to DRTC personnel.

(iii)    Acts and omissions of Corruption in promotion to the post of  Scientist C, D, E & F done through assessment boards of RAC by not creating the documents of the marks given by each member of the assessment board or by destroying such record or by not taking into cognizance the marks of individual members of the assessment boards.

(iv)    Acts and omissions of Corruption in promotion to the post of Scientist G & H (both outstanding scientists and distinguished scientists) through peer committee review method by rejecting the recommendation of the earlier committee or by nominating favorable members in the peer review committee or by taking into consideration the fake contribution mentioned by the candidates without ascertaining the correctness of the same.

(v)     Acts and omissions of Corruption in constitution of the assessment boards for promotion of scientist to the post of scientist C, D, E & F.

(vi)    Acts and omissions of Corruption in constitution of the members of peer committee for promotion to the post of Scientist G &H.

(vii)   Acts and omissions of Corruption in promotion done by CEPTAM through assessment to various non-gazetted and gazetted posts of DRTC cadre of DRDO.

(viii) Acts and omissions of Corruption in constitution of the assessment boards for promotion done by CEPTAM through assessment to various non-gazetted and gazetted posts of DRTC cadre of DRDO.

(ix)    Acts and omissions of Corruption in making promotion in Admin & allied cadre, DRTC cadre & DRDS cadre of DRDO by violating the express provisions of the concerned SROs.

3.       Corruption in permanent absorption of deputationist and service officers against various posts in DRDO

(i)      Acts and omissions of corruption in permanently absorbing the deputationist against the various posts of DRDO

(ii)     Acts and omissions of corruption in permanently absorbing the service officers in the DRDS cadre of DRDO.

(iii)    Acts and omissions of corruption in permanently absorbing service officers on the higher posts in DRDS cadre of DRDO in comparison to last post held by them in Defence forces.

4.       Corruption in making compassionate appointment in DRDO

(i)      Acts and omissions of corruption by giving false reports by the board of officers in favor of some candidates and in against to some candidates.

(ii)     Acts and omissions of corruption by taking into cognizance fake certificates of some candidates and ignoring genuine certificate of some candidates.

(iii)    Acts and omissions of corruption by appointing some candidates on impersonation basis.

(iv)    Acts and omissions of corruption in making appointment by twisting and distorting the extant government policy.

5.      Corruption in handling vigilance cases and matters

(i)      Acts and omissions of corruption by not implementing the standing policy of DOP&T (fully endorsed by DRDO HQ) regarding transfer of personnel and officers of DRDO holding sensitive appointments at regular interval.

(ii)     Acts and omissions of corruption on the part of director of vigilance & security of DRDO HQ by not taking into custody the original concerned record of DRDO and not submitting the same to the CVO of MOD within a maximum period of one month pertaining to complaints of vigilance nature submitted to CVC under Public interest disclosure and protection of the informer (PIDPI) resolution (colloquially-whistle blowers complaints) and forwarded to the Director of Vigilance & Security of DRDO HQ through CVO of MOD.

(iii)    Acts and omission of corruption in the form of submitting false report by the custodians of the concerned record of DRDO to the Director of Vigilance & Security pertaining to PIDPI complaints forwarded by CVC to the Director of Vigilance & Security of DRDO HQ through CVO of MOD.

(iv)    Acts and omissions of corruption in the form of not ascertaining the correctness of the report submitted by the custodians of the record of DRDO to the Director of Vigilance & Security of DRDO HQ by Director of Vigilance & Security of DRDO HQ and forwarding the same to the CVO of MOD leading to escape of the corrupt officers of the DRDO.

6.      Corruption in giving service extensions to the senior scientist of DRDO after attaining the age of superannuation

(i)      Acts and omissions of the corruption in the form of devising separate Performa in violation of the Performa prescribed by the DOP&T and submitting the proposal to the DOP&T in the tailor-made Performa for service extension of senior scientist in DRDO after attaining the age of superannuation.

(ii)     Acts and omissions of the corruption for initiating proposals for service extension of ineligible senior scientist as per the FR 56(D), processing and getting approval of such proposals from DOP&T and from appointment committee of cabinet.

(iii)    Acts and omissions of the corruption in the form of giving false comments and false appreciations and false contributions in favor of chosen retiring senior scientists in the concerned note sheets of the concerned files so as to extend illegal service extension to some chosen scientists by misrepresenting the material facts.

(iv)    Acts and omissions of the corruption by disregarding the complaints of vigilance angle pending against some of the retiring senior scientists and pushing forward proposal for service extension to them to do irreparable loss to public interest.

7.      Corruption in making buildings and infrastructure facilities and equipping such facilities with the necessary store      items in DRDO

(i)      Acts and omissions of corruption in awarding contract to particular contractors (having cartel or having an existing fake firms) for supply of stores and hiring of services for purely or mainly administrative nature of function of DRDO.

(ii)     Acts and omissions of corruption in the form of involvement of blood and marriage relatives of high officials of DRDO as owners, as board of directors or acting as partners in the firms or contractors to whom DRDO has been giving regular supply orders.

(iii)    Acts and omissions of corruption of any kind in tendering procedures for supply of stores and hiring of services and manpower in DRDO.

(iv)    Acts and omissions of corruption in the form of submitting inflated bills, of the store item purchased or the services hired, to the offices of DCDA (R&D).

(v)     Acts and omissions of corruption involving the colorable exercise of authority to abuse and misuse the authority vested in the capacity of senior government functionary for vested interests with regard to purchase of stores and hiring of services and manpower.

(vi)    Acts and omissions of corruption involving the cases of corruption in the form of misplaced sense of economy in purchasing stores and hiring services and manpower in DRDO.

(vii)   Acts and omissions of corruption involving any other kind of financial impropriety.

(viii) Acts and omissions of corruption by dismantling some portion of the newly constructed official buildings without actual need and to get the same renovated lavishly.

8.      Corruption in purchase of stores and in hiring of the services in DRDO exclusively or mainly on administrative nature of jobs

(i)      Acts and omissions of corruption in procurement of stores and hiring of services for purely or mainly administrative nature of function of DRDO.

(jj)     Acts and omissions of corruption in awarding contract to particular contractors (having cartel or having an existing fake firms) for supply of stores and hiring of services for purely or mainly administrative nature of function of DRDO.

(iii)    Acts and omissions of corruption in the form of involvement of blood and marriage relatives of high officials of DRDO as owners, as board of directors or acting as partners in the firms or contractors to whom DRDO has been giving regular supply orders.

(iv)    Acts and omissions of corruption of any kind in tendering procedures for supply of stores and hiring of services and manpower in DRDO.

(v)     Acts and omissions of corruption in the form of submitting inflated bills, of the store item purchased or the services hired, to the offices of DCDA (R&D).

(vi)    Acts and omissions of corruption involving the colorable exercise of authority to abuse and misuse the authority vested in the capacity of senior government functionary for vested interests with regard to
purchase of stores and hiring of services and manpower.

(vii)   Acts and omissions of corruption involving the cases of corruption in the form of misplaced sense of economy in purchasing stores and hiring services and manpower in DRDO.

(viii) Acts and omissions of corruption involving any other kind of financial impropriety.

9.      Corruption in awarding DRDO chair, chairman of the boards of DRDO and DRDO fellow

(i)      Acts and omissions of corruption for initiating processing and approving the proposal for awarding DRDO chair, chairmanship of the various boards of DRDO and DRDO fellowship to undeserving candidates by misrepresenting material facts.

(ii)     Acts and omissions of corruption done by the serving senior scientists of DRDO HQ in the form of quid-pro-quo to those retired scientists in the form of awarding DRDO chair, chairmanship of the various boards and DRDO fellowship who gave clean chit in the corruption cases against the serving senior scientists.

(iii)    Acts and omissions of corruption for initiating proposals to remove the age limit of 70 years for DRDO chair to give undue advantage to chosen retired scientists like SK Salwan.

(iv)    Acts and omissions of corruption in the form of giving DRDO chair to those retired chairman of RAC who was involved in rule making activity illegally for assessment of scientist F for promotion to the post of scientist G in 2011.

10.     Corruption in the form of misleading the parliament of India

(i)      Acts and omissions of the corruption in the form of false report submitted to either house of parliament about the successfulness of the particular project which was actually not successful.

(ii)     Acts and omissions of the corruption in the form of giving false report to either house of the parliament with regard to involvement and entrusting of Admin & allied cadre responsibilities to the scientist and technical manpower of DRDO.

11.     Miscellaneous nature of corruption in DRDO

(i)      Acts and omissions of corruption in the nature of disobeying the direction of law by the senior officer of DRDO while acting in official capacity.

(ii)     Acts and omissions of corruption in the nature of breaching the trust of public in the capacity of public servants by senior scientist of DRDO violating their official capacity.

(iii)    Acts and omissions of corruption and criminal conspiracy to breach the trust of public in the capacity of public servant and to commit other criminal offences with common intention to do so.

(iv)    Acts and omissions of corruption in the nature of joining those private educational or commercial concerns by the retired senior scientist of DRDO within 01 year from retirement to whom DRDO have given funds and acted in collaboration with them.

(v)     Acts and omissions of corruption in the nature of embezzlement of govt. money in DRDO in whatever manner possible.

(vi)    Acts and omissions of corruption in the form of misappropriation of govt. money by twisting the material facts and acting in collusion.

(vii)   Acts and omissions of corruption in the nature of false claim of TA/DA and LTC by using flyer points and charging from the govt. exchequer in the name of LTC.

(viii) Acts and omissions of corruption in the form of drawing HRA illegally while residing in govt. guest houses by the very senior functionaries of DRDO.

(ix)    Acts and omissions of corruption in the form of using govt. vehicle for personal uses & showing them as official usage.

(x)     Acts and omissions of corruption in the form of weekly visiting native places situated at Hyderabad and Bangalore in the pretext of official duty and charging huge amount as air fare by the very senior scientist of DRDO HQ.

(ix)    Acts and omissions of corruption in the form of showing false expenses in other heads of accounts for actual expenses of lakhs of rupees incurred for liquor parties and lavish dance parties arranged every year and directors’ conference in Metcalfe House, Delhi and at Development Enclave, Delhi.

(x)     Acts and omissions of corruption in the form of acquiring and amassing disproportionate movable and immovable assets by the very senior scientists contrary to their known sources of income.

(xi)    Acts and omissions of corruption in the form of posting and retaining unauthorized Gazetted and non-Gazetted manpower of AFHQ cadre in DRDO HQ.

(xii)   Acts and omissions of corruption in the form of illegally posting AFHQ cadre officers in the labs of DRDO at Delhi.

(xiii) Acts and omissions of corruption in the form of creation of illegal and unauthorized designations in DRDO HQ and in the labs of DRDO without the authority/approval of Finance Ministry.

(xiv) Acts and omissions of corruption in the form of willful distraction and non-maintenance of the concerned record as per the provisions of public record act 1993 so as to avoid fixation of responsibility against the illegal acts of the very senior scientists of DRDO.

(xv)   Acts and omissions of corruption in the form of allotting govt. accommodation to non-eligible persons in DRDO’s own accommodation by the Estate Managers of the EMU of DRDO.

Don’t be afraid of anything, be bold and be knowledgeable in the sense that whoever has committed criminal offences of criminal conspiracy for committing breach of trust and using and issuing fake certificate or tampering in govt. records or indulging in criminal misconduct amounting to corruption for committing any kind of criminal offences can be caught and brought to the book at any time as per the provisions of IPC 1860, Cr. PC 1973 and prevention of corruption act 1988. There is no bar of limitation act in initiating criminal case by any person for committing criminal offences by the high serving and retired functionaries of DRDO. The only thing is important is that whatever information you provide to me should be verifiable from some independent govt. document whether in your custody or not and wherever available. Don’t think that particular case of corruption in DRDO in your knowledge is some 15 years or 20 years old. Documentary evidences created during ordinary transaction of official work in DRDO are like the guided missiles in which very senior scientist of DRDO are very expert. Don’t forget that the responsibility to eradicate corruption from DRDO lies on shoulders of every stakeholder. Please do contribute in this effort of nation building for which next progeny of ours will always remember us. Fellow honest citizens of this great country are the biggest stakeholder to eradicate corruption from DRDO.

Para (a) Permission will be required for post-retirement commercial employment of a retired officer who was a member of a Group ‘A’ Central Civil Service or held a Group ‘A’ post if the commercial employment is to be taken up within one year of retirement.

Para d) Before an application of the retired officer is considered, an undertaking from the retired officer is to be taken in the form of an affidavit that the factors mentioned in clauses (b) to (f) of the amended sub-rule (3)of Rule 10 of the CCS (Pension) Rules, do not come in the way of considering his application.

As per “The Gazette of India” Extraordinary No 568 dated 23rd November 2006 Part – II, Section-3, Sub section  (i) 

       Para 3 (a) Whether a” No Objection” for the proposed post retirement commercial employment has   been obtained from the cadre controlling authority and from the office where the officer  retired.

                    (c) Whether there is conflict of interest between the policies of the office he has held in the last 14three years and the interest represented of work undertaken by the organization he proposed to join.

(e) Whether service record of the officer is clear, particularly with respect of integrity and dealings with non- Government Organizations.

With reference to above kindly provide me the following information requested under the purview of the Right to Information Act, 2005.

It is observed that DRDO is denying 99% RTI request under shadow of Schedule – II.  This RTI request is directly related with corruption. Dr. W Selvamurthy was involved in manipulation of recruitment of Mrs T Chandrabanu, Scientist ‘F’. He was also involved in illegal recruitment of his daughter Mrs Geetha in the post of Scientist ‘C’ without having proper eligibility for the post and submitted fake experience certificate.  To prove the matter is related to corruption I am enclosing the fake certificate and RTI reply of Delhi University. Second the copy of letter of CVC to DRDO for fixing the responsibility of recruitment case of Mrs T Chandrabanu.

You are also aware of the recruitment of Mrs T Chandrabanu, Scientist ‘F’’ case is also in inquiry process and Dr. S M Veerabhadrappa, Director, DTRL also received charge sheet from MoD on his involvement in this controversial appointment.

As per investigation of MoD Vigilence “She does not possess the requisite experience in relevant field as prescribed under the rules”…”we have commented about not following of the DRDS rules by DRDO in the recruitment for this post”

I wish to bring to your notice another case of irregularities being committed by Dr. Arun Kumar, DOP, DRDO Hqrs. in the matter of recruitment of appointment to the post of Scientist ‘B’ ( A Group ‘A’ Gazetted Post in DRDO)

  1. Sh. Dharmender Kumar was the Senior Technical Assistant -‘B’ (Non Gazetted Post) in SPIC, DRDO, Delhi. On his selection for appointment to the post of Assistant Professor( Mathemetics) in NDA, Khadakwasla, Pune, he resigned from the post of Senior Technical Assistant -‘B’ , which was accepted by the competent authority and he was relived on 20th December 2010 from   SPIC, DRDO, Delhi. He joined the post of Assistant Professor (Mathematics) in NDA, Khadakwasla, Pune on 22nd December 2010.
  2. Sh. Dharmender Kumar on his selection for appointment to the post of Scientist ‘B’ in DRDO through Limited Departmental Competitive Examination for the post of Scientist ‘B’ in DRDO vide DOP, DRDO letter No DOP/05/56002/LDCE 09-20 dated 23th December 2010.
  3. As per clause 2 (h) of terms & condition of offer of appointment letter, Sh. Dharmender Kumar was required to assume the appointment of Scientist ‘B’ within one month from the date of issue of above referred offer letter (23rd December 2010),failing which the offer of appointment will be cancelled( as mentioned in the)
  4. Further, as per terms & condition of offer of appointment issued to the Sh. Dharmender Kumar on 23rd December 2010 i.e. after 3 days of his being SOS from DRDO, and 1 day after joining the NDA, Pune, he was required to undergo a medical test by the prescribed medical board and required essentially to undergo a training course of Scientist ’B’ at DIAT, Pune. Further as per Directorate of Human Resources, DRDO letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011 that 20 weeks duration mandatory  training course for Scientist ’B’ has been scheduled w.e.f 20th April 2010.
  5. Sh. Dharmender Kumar should had not been issued with the letter of offer of appointment to the post of Scientist ‘B’ in DRDO on 23rd December 2010, when he  at own resigned and SOS from DRDO on 20th December 2010 and joined NDA, Pune on 22nd December 2010. The post of Scientist ‘B’ against which he was selected was meant out for the departmental candidate of DRDO as such, when he was not entitled to be given the offer of appointment to the post of Scientist ‘B’ in DRDO
  6. When the last date(22nd January 2011) bu assumption of charge of appointment to the post of Scientist ‘B’ in DRDO and joining the mandatory training course in DIAT, Pune by 20th April 2011 has already expired, his request for joining the post of Scientist ‘B’, DRDO should not have been entertained.
  7. Sh. Dharmender Kumar vide his letter dated 3rd February 2011 written directly to Scientific Adviser to RM (and not through proper channel of his office NDA, Pune) requested to extend the period of joining in DRDO as Scientist ‘B’ for a period of 2 months. The extended period of joining time expired on 22nd February 2011.
  8. As per the terms & condition of offer of appointment to the post of Scientist ‘B’ in DRDO as well as under the provision of DRDS Rules 1979 and amendments made thereof, the offer of appointment was required to be cancelled when he has failed to adhere to the terms & condition, a offer of appointment.
  9. From the contents of letter dated 3rd February 2011 of Sh. Dharmender Kumar it is  under that he was bypassed the official channel by writing directly to Scientific Adviser to RM, when he has holding the post of Assistant Professor (Mathematics) in NDA, where he was supposed to taught lesson overall discipline, including with regards to correspondence, command & control. He has left DRDO and NDA not for the sake of nation, but consideration (refer to para of his letter 3rd February 2011) both the offer being equally lucrative, more ever; the growth prospect and financial incentive were higher in the said venture. He has send the copy of his letter directly to the DOP, DRDO and not to his earlier controlling authority i.e. SPIC, DRDO

It is highly regretted to say that instead of taking any action against him for the acts of subordination, which are subversive of discipline, and cancelling the offer of appointment to the post of Scientist ‘B’ in DRDO, he has been allowed to join the post of Senior Technical Assistant -‘B’ in SPIC, DRDO on 2nd May 2011 and the very next day i.e. 3rd May 2011 itself the DOP processed his case vigorous  speed to evaluate him to join the post of Scientist ‘B’ in DRDO, thus violating the provision of:

a)     Terms & Condition of the offer of appointment letter to the post of Scientist ‘B’

b)     DRDS Rules 1979

c)      Central Civil Services (Conduct) Rule 1964

d)     DHRD,DRDO Letter No DHRD/17050/DIAT/POINTS16/C/M/1 dated 31st March 2011

I would like to request you to kindly consider the above facts and ask the Defence Secretary to conduct a thorough inquiry into cases of misuse, abuse and unauthorized use of office and position of DOP,DRDO by Dr Arun Kumar, Scientist ’H’ Outstanding Scientist,  DRDO Scientist of the Year Award in the year 2008. So that rule of law is allowed to prevail in the organization in a transparent manner.

We all look forward to your statements “Nurture talent, ensure fairness” “fairness at all levels”, but Sir, DRDO’s honest employees are eagerly waiting for implementing your statements, I ensure on behalf of all DRDO’s honest employees if the day this is implemented, the whole nation will see the great output of DRDO.

F is also blaming and complaining against him for not getting promotion and also for her transfer done by higher authorities. We came to know that DOP’s daughter has been the gold medalist form Delhi University. Since we are in HQRs and we know DOPs behavior towards us that is why we informed you. Rest you know better what to do.

My friends of ALS & Admin DRDO, thanks for your appreciation and encouragement of my humble effort to improve the work atmosphere of DRDO.

I have been and born and brought in DRDO  environment, I have witnessed the drastic downfall of DRDO working environment. DRDS and DRTC laid down the path of corruption and nepotism. The whole workforce of DRDO turned un-productive by imported NRI’s who were inducted time to time in DRDO main stream.  They simply used their management skills to give direction to HR and technical force to engage in corruption and nepotism, so the One Lakh Corers infrastructure and the mighty Thirty Thousand scientific and Technical manpower may become unproductive and remain busy with day to day survival affairs like rat race of promotions & awards etc.

I am not fighting with any individual of DRDO  official but you people just think if your deserving daughter and son was also an eligible candidate for the Scientist B and Dr Arun Kumar misused his power and did all kind of manipulation to give appointment to his daughter. Because of his act, your son/daughter was deprived to get appointment and then what was your reaction. Please think of other eligible candidates who were more deserving and needier then corrupt Arun Kumar’s daughter.

  1. The sanction list of 129 posts of scientist B was not having stream of Environment Biology.
  2.  Arun Kumar tried to get consent from Director DRDE that environment biology candidate can be adjusted in Biotechnology but the fax massage I have seen that shows negative comments of Director, DRDE.
  3. Then he tried to get same advice from Director DIPAS but he also refused by fax but by pressure he wrote few lines in his own handwriting that with some minor course it can be consider. But it was all fake comments.
  4. You can see the list and marks of eligible candidates they are far better. The screening committee was designed and approved by Arun Kumar.
  5. The Board was design and approved by Arun Kumar and the best part of the board was the faculty of Environmental Biology was the board member. The honorable Supreme Court had already passed the order if the faculty or guide of any candidate is board member the selection of such candidate is invalid.
  6. If you people see the whole process of Arun Kumar’s Daughter’s selection even lay man can sense the manipulations.
  7. If you people check the seniority of Scientist C you will find now Arun Kumar forged the roll and put her daughter qualification as MSc Biotechnology. If everything is fine then what is the reason to forge the seniority role.
  8. The helpfulness of Arun Kumar, I have observed in the case of Dharmender Kumar, but the corruption behind the scene you people not want to see.
  9.  Prof. S K Salwan who is chairman of committee investigating the DOP, Arun Kumar case is made chairman of ‘NAGARATANAM’ project having annual budget of Rs. 80 Lakhs and having monthly salary of Rs. 1 Lakh. He is favoring Arun Kumar with the help of SA to RM
  10. As Arun kumar helped Prof. S K Salwan in getting this job how can he make a impartial inquiry of his case. Other person member of inquiry Avinash Chander was made CCR&D(MSS) so he is also helping him.
  11. The officer V P Pande, Jt. Dir, DOP is given direction by DOP to manipulate the case file of DOP’s daughter, extension file and Dharmender’s case.
  12. Prof. S. K. Salwan is staying at DRDO Guest house at Development Enclave in Delhi Cantt, Where SA to RM is also staying. There Prof. S. K. Salwan is staying along with his mentally retarded only son. His son is taken care by DRDO guest house staff and in return he is helping to dilute the DOP’s daughter case inquiry.

Now my friends of DRDO if you know any above information is wrong then please send me the correct information and advise me and help me to expose the corrupt official of DRDO,  so that DRDO may take a new shape of productive hand of Indian Defence and we will be proud as part of  country’s asset.
