Sir,

  1. I have sent a complaint to the ACB, CBI, Chandigarh on 16 October 2020 based on a detailed departmental investigation report corruption in the procurement of some equipments by Snow Avalanche Study Establishment. DRDO. Him Parisar, Plot No.1, Sector 37A, Chandigarh – 160 036  (SASE). The equipments were purchased at an inflated cost of shockingly to the tune of 50 times of the original cost.  As per the documents it is evident that there is Malafied act of corruption but DRDO seems to be indifferent to act on it.  These equipments used in Avalanche forecasting studies which are of very strategic importance. If such level of corruption is happening, it is directly affecting strategic interests of the nation. Because of these corrupt scientists more than 90% equipments are not working and that will be a sabotage of life risk of our great soldiers.  
  2. Now I have received the letter from Vigilance DRDO for confirming the complaint after passing 6 months. The DRDO letter enclosed the ACB letter mentioned that “this office has not conducted any open enquiry in to the matter”
  3. To my utter disappointment, instead of conducting an independent enquiry into the allegations based on complaint with all supporting documents, the Chandigarh unit of CBI simply forwarded the information to Director Vigilance of DRDO (Not even to CVO of MoD). Effectively it is simply passing on the buck to the organization which is not interested to tackle corruption in its organization, because the department enquiry document itself shows that after enquiry till date no action have been taken on this matter and buried under the table.
  4. The corruption they are doing in such system which directly deploy in various snowbound border areas and collect the data and on the basis of these data they pass information to defence forces which conduct the patrolling in these snowbound areas. Because of these corrupt scientists more than 90% are not working and that will be a sabotage of life risk of our great soldiers.
  5. I am fighting ageist corruption since last 20 years and lot of CBI officers, IB, Officers met me during this period across the India and most of I have found that they are working hard to get input/lead of corruption and national security and surprisingly in this case I found that ACB, Chandigarh not having any interest first he sit with information for six months and now just passing the ball to same department who are helpless to act against corrupt scientists for unforeseen reasons.
  6. So I personally feel that the ACB, Chandigarh having lot of investigations and is not able to give time for this act of corruption and sabotage of national security case.  I urge the Director, CBI to conduct an independent investigation by the responsible official for the corruption in strategic work of DRDO organization and ensure exemplary punishment to the accused through court if law..
  7. To save the life of our defence personal and stop the siphoning of poor tax payer money your early action is required.

Recently on 26th April Sunday Standard published a news article “Defence Secrets in Danger” DRDO, CVO, Major Genera Ajay Gupta sent a letter no DVS/02/2052/M/01dated 8th May 2015 to all DRDO establishments and inquired about the ground reality of contract business in DRDO. The effect of letter is that almost 30 to 40% contracts appointment curtailed by DRDO establishments.

Sir, the persons specially retired from DRDO who are working on contracts since 5 to 10 years even more and the basis of their contract is purely blackmail, because they they very well know the wrong doings of senior DRDO officials who are in the position. And DRDO, CVO letter is ineffective for them. your personal intervention is needed to save the DRDO organisation.

Corruption in SASE, DRDO, Chandigarh

Sir,

Some of DRDO scientists/officials are so expertise in corruption that they can squeeze money even from the scrap also.

Last year October 2014, SASE, DRDO tried to cleared his scrap material at J&K more than 100 tons.

The Firm M/s Jai Mata Trader, Chandigarh was awarded contract to lift the Iron scrap etc vide order no No MPG/Sale Order/2014-15/8212/01/Dis dated 17th July 2014.

The above order was given to lift 55000 Kgs @ Rs 23.92/Kg but as per SASE store records the vendor only lifted 37020 Kgs due to unavailability of trucks and labuors.

As per sources the six trucks loaded from scrap site out of six trucks, Five (5) trucks were caught and detained by J&K Police in Ramban Police station for the charge of overloading etc, the FIR was registered all formalities were done and case is pending in the court, J&K

M/s Jai Mata Trader, Chandigarh lifted 37020 Kgs and paid only Rs 907122.00 to SASE, DRDO Six trucks loaded (over loaded).

It means each truck lifted 6170 Kg scarp only then how can these trucks were detained by J&K police for overloading charges.

Sir, if DRDO weighing scale is such a way calibrated then you can imagine the fate of data we are receiving from SASE, DRDO, will our services march with these data, it is big question?

Sir, Sh Ashwagosh Ganju, Sc G, Director, Snow & Avalanche Study Establishment is new in corruption business but few of his aides are master in this field, the scale for judging individuals corruption capacity in DRDO is that the profile, if the person got so many DRDO in house awards without contributing anything like papers published in international journals /patents etc or member of Dr V K Saraswat’s favorite society. It means he possess the doctorate of corruption. In case of Sh Ashwagosh Ganju, he is only member of Dr V K Saraswat’s favorite society.

Sir, It is requested that please take a appropriate action to protect one of the important lab of DRDO which is very useful to combat natural calamities, but corruption is  gradually percolate in SASE, will send you more after homework.

Army Tramples on Faulty DRDO Study on Siachen Deployment

NEW DELHI: Prime Minister Narendra Modi’s surprise visit this Diwali to the world’s highest battlefield, Siachen, to applaud the Indian army troops deployed there again brought into national focus the difficulty of operating under such adverse climatic conditions.

A study by Defence Research and Development Organisation, India’s premier defence research institute, to find solutions and shorten the acclimatization period has been junked by the Army.

Keeping unforeseen events in mind, the Army wanted to reduce the pre-acclimatisation training period to faster deploy its troops to high-altitude locations in cases of emergency. And for this, the DRDO was mandated to carry out a study on how to reduce the pre-acclimatisation training period in May 2009 with budget of over `3 crore. Delhi-based Defence Institute of Physiology and Allied Sciences (DIPAS), a wing of DRDO, carried out the study for which they selected 210 soldiers. In order to study the soldiers’ physiology changes, they were asked to stay in a make-shift chamber filled with nitrogen for intermittent periods. But the Army has rubbished the study report and criticised the methods adopted by the DIPAS scientists.

In a strongly worded four-page letter to DIPAS on 10 September, the office of the Director General Armed Forces Medical Services (DGAFMS) has raised serious objections and sought explanation on various key points related to the study including selection of troops for the study, use of multiple investigators to collect data, use of master step test as an indicator of exercise performance for high altitude and disparity in heart rate date from the same cohort at different points of the report.

DIPAS had used intermittent hypoxia study at sea level before dispatching soldiers to high-altitude locations. Explaining the terminology, a DRDO scientist said that Intermittent Hypoxic Training (IHT) is a test protocol usually given to the individual with reduced oxygen concentration as prevailed in high altitude for pre-acclimatising them at sea level in a normobaric hypoxic chamber, before they are deployed for high mountain warfare.

On the basis the outcome of the study, two costly normobaric hypoxic chambers were planned to be set up in Chandigarh to cater northern command and Sukhna for eastern command troops with a cost of over `10 lakh.

Reacting strongly to the samples of troops taken, that had men who had already served in high-altitude postings, the DGAFMS raised concerns on the validity of conclusions drawn from the data presented. While seeking justification for the selection of re-inductees as study subjects, the Army has said, “Current knowledge on the phenomenon of de-acclimatisation is limited. It is accepted by many experts in the field that certain physiological changes induces on exposure on high altitude may persist beyond one month of return to sea level.”

“Hence the choice of re-inductees as study subjects raises questions about the validity of date being presented, especially since the aim of the project is to extrapolate the findings to healthy soldiers being rapidly inducted to high altitude, in all probability, for the first time,” DGAFMC said in his detailed response to DIPAS study.

When contacted, DRDO spokesperson Ravi Gupta refused to comment as it is a classified matter.

Couldn’t get key radars before Kargil due to DRDO, says Malik

Former Army chief VP Malik, who led the army during the 1999 Kargil war, has said casualties in the conflict could have been reduced had DRDO “not come in the way” in the acquisition of weapon-locating radars.

“We had one or two incidents particularly on the weapon-locating radar. If the DRDO had not come in the way we would have got them before the Kargil war and that would have definitely reduced our casualties,” he told Karan Thapar on Devil’s Advocate programme on CNN-IBN.

Asked whether DRDO was “slight boastful” in claims over developing weapons, Malik said, “Well that has been our (armed forces’) experience over the development of weapons and equipment the DRDO has delivered or not delivered.”

On whether APJ Abdul Kalam, during his stint as the Director-General of the DRDO, overestimated the country’s capacity and ability, Malik merely said. “I do not want to go more into that.”

Amid claims by some scientists that Pokhran-II in 1998 was not a complete success, Malik says armed forces were “affected” by doubts over its efficacy and need to be “reassured” by the nuclear establishment on the exact yield of the atomic tests. Malik also said the statement by former president APJ Abdul Kalam, the DRDO chief when India exploded the bombs in 1998, rubbishing the claims of his colleague and defence scientist Dr K Santhanam, was “unconvincing.”

Santhanam said the tests were a fizzle, which were rejected by Kalam, who said Pokhran-II was a complete success. “They (armed forces) need to be reassured about the weapon system they use and about the planning of what kind of the yield they have when they hit the target,” said Malik. He dubbed as shocking the recent comments of Santhanam, questioning the yield of the thermonuclear device tested on May 11, 1998. “Yes, it affects the armed forces. Particularly, because, when they plan the task given to them then they have to know what kind of yield that each nuclear weapon has,” he said, stressing that it was important to remove doubts.

“Let us not forget that Dr Santhanam was part of his (Kalam’s) team. And it came as quite a shock with Dr Santhanam himself mentioning that it was a fizzle. Of course, again he was referring to the thermonuclear weapon. So, Dr Kalam’s statement was not quite convincing,” he said. Malik said the team of scientists led by then chairman of the Atomic Energy commission R Chidambaram should reassure the armed forces on the yield of the weapons. — PTI

RTI is only weapon to correct the mind of so called Dictators of DRDO

Dear friends of DRDO,

Following inputs being published for awareness of all DRDO officials. All of them are experiencing the arbitrariness of entire DRDO‘s Lab directors. Every year you all are silent spectators of this arbitrary conduct of the respective lab directors when DRDS or DRTC promotion’s results are declared.

Few days’ frustration looks are seen on the faces of few but again they indulge in the same cycle. If you seriously observe the health condition of DRDO scientists, this time every year a bitter sip of humiliation distorted the life and health conditions of each one.

It is not because of their failure in assessment. It is because of the success of those incompetent / working on non-scientific assignments.

Earlier in days of beginning of 90’s this kind of push pull was not done openly or in a big way. One or two cases were seen in entire DRDO, but nowadays Directors, New born DG’s, DRDO Hqrs beloved boys are fully creating dadagiri and clearing/helping incompetent and ignoring all those who are seriously involved in scientific research and development.

Although the exodus ratio dropout because of two reasons. One, the world economic recession and two, the VIth pay commission hike in pay package of scientists, but this frustration directly affected their output and as well as their daily life. The enthusiasm of young scientists is lost in DRDO and now they are involved to mint money in all means. An example would be like the LTC 80 scam of Metcalf house is a clear signal of the mindset of the new generation of DRDO team.

The following papers are the example of dadagiri of DRDO lab directors. Sh. M R Gupta, TO ‘C’ was joined DRDO in 9 Nov 1979 as JSA – II, subsequently transferred IRDE in 1981 and in 1987 in DEAL, he is IETE graduate (1987), presently he is working as TO ‘C’ in DEAL since 2008. As per normal conditions he is supposed to get a promotion in 2001.

Sh. M R Gupta rested his ACR/APAR through RTI in 2013 from 1987 to 2013 after a long battle CIC ordered to supply all ACR to DRDO on 4th March 2014 vide File No.CIC/LS/A/2013/001815/RM dated 2014 “DECISION – The Commission directed the CPIO to provide copies of ACRs for the period 1987-2007 as sought by the appellant within three weeks from the date of receipt of this order, free of cost”

Now see in followin enclosed document, Sh M R Gupta shocked to see that his two year ACR/ APAR of 1995 and 96 was blank and in 2004 ACR/APAR was reviewed by Sh Y P Sehgal, Ex Sc ‘G’ illegally as Sh M R Gupta was never worked with him and put adverse remark “ One disciplinary case is with DRDO Hqrs”  and remark was duly approved by the Director, Sh Ashok Sen and best part of this RTI revealed that it was not even communicated to Sh M R Gupta.

This illegal unethical act done by Sh. Ashok Sen, then Director, DEAL was perfect example of DRDO work atmosphere, which proves that the absolute power made DRDO Lab’s director became autocratic/dictator/tyrant, etc.

This is not the only case you will find this kind of act in the entire DRDO. RTI’s also revealed that in several cases white fluid applied in ACR/APAR, tempering of marks in any stage even after in final stage at DRDO Hqrs.

It is requested to all suffering DRDO officials to please file RTIs with reference to supreme court order of Justice Markandey Katju, in Devi dutt Vs Union of India  (CIVIL APPEAL NO. 7631 OF 2002) to confirm your ACR/APAR marks and comments.

One more important observation is that these DRDO Lab’s director also authenticating false claim of work to their beloved incompetent scientists.

Hope with the following example you all will review your promotion profile and analyze the possible flaw in the process of DRDO’s promotion mechanism.
